The U.S. Bureau of Mines, through an Interagency Agreement with the U.S. Army Tank-Automotive Command (TACOM), has successfully developed a steel expendable pattern casting process (EPC) for the manufacture of armorplate. The new armor is lighter and more ballistically effective than conventional rolled homogeneous armor (RHA), and costs less. An applique armor spinoff from the program was field-tested during the Gulf War. The applique armor withstood direct impacts from enemy munitions without failure.

The Victorville cement plant of the Southwestern Portland Cement Co. is located about 1 mile from the city of Victorville, Calif. Two transcontinental railway systems, the Atchison, Topeka & Santa Fe, and the Southern Pacific Railroad, afford shipped facilities. The plant is modern and well kept, as the officials, especially the higher operating officials, take pride in the appearance of the place. Dust has been practically eliminated by the installation of dust collectors and wet grinding. The plant has a rated capacity of 5,000 barrels of cement daily.

A family of modified-sulfur cements has been developed by the Bureau of Mines for the preparation of construction materials with improved properties. Various types of sulfur cements were prepared by reacting sulfur with mixtures of dicyclopentadiene (DCPD) and oligomers of cyclopentadiene (CPD). Durable cements were prepared with structural characteristics ranging from rigid to flexible. These cements were used to prepare corrosion-resistant materials for use in a wide variety of industrial applications where resistance to acidic and salt conditions is needed. These materials were prepared as rigid concretes, flexible pavings, spray coatings, and grouts. Production of modified-sulfur cements in a commercial-size plant was demonstrated.

In August 1984 the U.S. Bureau of Mines conducted a study of the mineral resource development potential of the Badger Canyon-Antelope Creek area, within the Boulder-Pioneer wilderness study area, about 5 miles northeast of Ketchum, 10. The purpose of this study was to investigate in greater detail an area which was designated by the U.S. Geological Survey (USGS) and the Bureau as having a moderate mineral resource potential for zinc, molybdenum, lead, and silver, and a low potential for copper. One hundred twenty-eight soil samples were taken along a 6,2S0-ft traverse on the ridge separating Badger Canyon and Antelope Creek. 5 Five rock samples were collected from old prospect pits and mineralized outcrops. All samples were analyzed for gold. Silver, copper, lead, zinc, molybdenum, arsenic, antimony, vanadium, and mercury. The metal concentrations in the soil samples along the traverse are irregularly distributed. Samples collected near old prospect pits tend to be high in lead and zinc, undoubtedly a reflection of underlying galena-and sphalerite-bearing quartz veins. All of the copper and mercury values in the soils are less than the detection limit, as are most of the lead, molybdenum, and antimony values. Except for lead and zinc values, the metal concentrations in the rock samples are low. Galena and sphalerite were observed in quartz vein samples collected at the old prospects. The results of the study indicate that the galena-sphalerite-bearing quartz veins and veinlets are too narrow, widely-spaced, and low in metal values to be economic. Low concentrations of metals in the soil and rock samples, combined with the lack of major mining activity in the past, indicate that the area has a low likelihood for economic development.

This Bureau of Mines report has been prepared to provide a means whereby mineworkers without specific geologic training can recognize and record the existence of potentially hazardous geologic features encountered in coal mines. Each geologic feature described in this report has been implicated in roof failure. Through the recording of the observations of mineworkers, based on this report, a geologic map of mine workings and the associated ground control problems can be compiled. From such maps, the trends of changes and features can be determined and projected ahead of mining. The face crew can be alerted to a potential problem and what to look for as the face is advanced.

Abstracts of each comprise the balance of this executive summary, and 50 copies of each volume have been forwarded to the USBM under the terms of the grant agreement.

"INTRODUCTION This report gives preliminary results of field and laboratory investigations made at the request of the War Production Board relative to causes that have occurred during the last 8 months in acetylene-generat72,r plants in shipyards on the Pacific coast.Six acetylene-generator explosions have occurred in four shipyards. These explosions killed five operators, injured six others, and extensive damage to the plants involved and curtailmnent of vital defense Although the occurrence of acetyiene-generator explosions in other section of the United States is not known, it appears, at least, that if such have occurred, they have caused only minor damage and no loss of lives.The use of acetylene in shipyards on the west coast has expanded tremendously during the past 2 years. These shipbuilding, companies erected aletylene-generatcr equipment, which was soon found to be entirely inadequate to meet the needs of their expanding acetylene requirements for welding, cutting, shrinking, and other purposes, and instances found it necessary to operate their equipment at rates greater than deemed consistent with safe operating practice."

The Bureau of Mines and many member companies of the Industrial Sand Association have been working in several areas to reduce personal exposure to respirable dust. Areas investigated include ventilation, modification of hardware, moisture addition to the product, and improved housekeeping practices. Ventilation systems have been devised and shown to contain 100 pct of a tracer gas released within the hood. An industrial clean air island has been developed and shown to reduce dust levels 90 pct at the opera- tor's position, Modification of hardware on a bag filling machine has been demonstrated to reduce dust 83 pct at the machine operator's lapel. This particular development has been termed a significant advancement in the state-of-the-art of bag filling by industry representatives. Addition of moisture to dried product materials has been tested with results showing dust reductions of 90 pct are possible!, Control of the moisture addition method still needs refinement and costs may be prohibitive. Dust sampling results clearly show the benefits of housekeeping practices such as building cleaning and vacuum sweeping. Rotation of work schedules is also effective for reducing personal exposure.

At some coal mines, methane gas is released during raise drilling. At the request of the Mine Safety and Health Administration (MSHA), U.S. Department of Labor, the Bureau of Mines conducted ventilation surveys at different raise drill sites to assess various methods of reducing methane concentration. The resulting data indicate that raise drill shaft cavities are ventilated by air compressors, vacuum pumps, auxiliary blower fans, and free intake air from the surface. The compressors, pumps, and fans operate simultaneously or separately. At the bottom of the shaft cavities, ventilation is controlled by regulators and airlocks. Methane is monitored, measured, and periodically sampled on the surface, at the bottom, and at different levels in the shaft cavities. Maximum concentration of 3.5 percent was measured in one shaft in West Virginia. Air velocity down the raise drill shafts is always very low, Maximum recorded air down the drill stem was 3,000 cfm, which can be increased by adding air compressors. The best way to ventilate shaft cavities is through the simultaneous use of air compressors and vacuum pumps. If the methane concentration cannot be reduced with additional compressors, then the inside diameter of the drill rod should be increased, or larger pilot hole drill bits should be used.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The West Tintic mining district is located at the southern end of the Sheeprock Range in Juab County, Utah (fig. 1). Scheelite was discovered in the area during 1940, and the Desert Tungsten Co. began mining in May 1942. The ore was shipped to the Metals Reserve Co. chemical treatment plant at Salt Lake City during the war. A Bureau of Mines development project was established on property controlled by the Desert Tungsten Co. Work was started during September 1942 and completed in February 1943. The program included removal of overburden in the mine area to facilitate geologic napping, followed by surface trenching, diamond drilling, and sampling (figs. 2,. 3, 4, and 5). Eleven diamond-drill holes totaling 1,480 feet were drilled from the surface. Sixty-one samples from the surface trenches and diamond drill holes were assayed. The logs of the holes are given in table 2. Assay results of samples from the surface trenches and diamond drill holes are listed in tables 1 and 3. Geologists of the U.S. Geological Survey mapped the mineralized area during the project period. The scheelite deposits occur in limestone areas adjacent to intrusive m9.sses, which are principally monzonite. The ore bodies are pyrometasomatic in origin, but consist of two somewhat different types: (1) a series of veins occupying fault zones in limestone and (2) tactite bodies immediately adjacent to the limestone. The veins in the limestone have been the most productive of the two types.

"The significant facts in the problem of the relation between the production of crude petroleum, and the ever-increasing demand for petroleum products are that in spite of continually increasing production, improvements in methods of refining and utilization, and heavy increases in imports, demands grow still more rapidly and we seem always faced with a shortage at hand or lust ahead. On the other hand, our foremost authorities warn um of entirely inadequate domestic reserves. Looking abroad we find some large fields and many of speculative promise, 'tut the situation is complicated by international relations and demands by other countries which promise to be even more insistent than oars. This is the situation, then. We can not rely upon our own Crude Petroleum to meet the Ever Increasing Demand for Petroleum Products.I wish to follow this somewhat alarming statement by saying at once that the Bureau of Mines is not pessimistic in facing this situation. To my mind those who discuss the oil situation may be placed in three categories; the pessimists, the optimists, and the super-optimists. The pessimists I call those who see darkly and will concede no possibility of solution. According to them a few years will see the automobiles piled in windrows of 'dilapidated junk, I have no sympathy with this point of view and deem it vicious and entirely unwarranted.The optimists I term those who believe that there is a solution and that we shall be able to meet all of our reasonable requirements for as far into the future as can be foreseen, yet who recognizes that this desired end can not be attained without prevision and energetic effort.The super-optimists are those who will say to you, ""There is nothing to this talk of shortage, whenever we have needed oil we have always found it and always will."" To these gentlemen the possibility of an inadequate supply of oil is as incomprehensible as the possibility of the extinction of the passenger pigeon was to the early settlers who saw flocks that hid the sun for days during their passage. The passenger pigeon disappeared within two generations thereafter, and I deem this point of view as being perhaps more vicious than that of the extreme pessimist. It seems to me it is nothing less than improvidence lulling us into a false sense of security. There is an old proverb to the effect that ""The Lord helps him who helps himself."" I believe that we shall solve the oil problem, but I do not think it will be solved by vague optimism. It is going to call for our most energetic efforts and I believe we shall have to do a lot of ""helping ourselves."""

As part of the Phase I study activity, a questionnaire was sent to a representative sampling of mining companies to obtain information on the uses, use conditions, personnel policies and other user concerns associated with front-end loaders. On-site visits to several of the mining companies were also parried out and the questionnaire was used during these visits as well. Five major areas were dealt with in the user questionnaire. These included: 1) Front-End Loader Critique - An open-ended form was employed to permit the mining companies to describe the particular things they liked and disliked about front-end loaders, in general, and/ or specific models in particular. 2) Usage - A form indicating the functions performed by front-end loaders and the numbers, makes and models of front-end loaders being used by mining companies. 3) Environment - A form where the user indicated the various types of conditions encountered in their use of front-end loaders. 4) Personnel - A form for describing factors pertaining to the qualifications of front-end loader operators. 5) Miscellaneous and Comments - A form permitting the user to comment on his feelings toward standardization of front-end loader operator stations.

The Bureau of Mines conducted a series of laboratory experiments to test a cutting technique for hard rock using large-scale drag cutters. Cutting experiments were performed on rocks ranging in compressive strength from 10,000 to 27,000 Ib/in2, using large drag cutters from 3 to 6 in. in width. The tests were conducted on a special test apparatus, called a ripper tester, which made a curvilinear cut across the rock sample while measuring the cutting force acting on the drag cutter. The cutting method that evolved from these experiments is called ripper cutting, and its energy efficiency appears superior to all other large-scale mechanical fragmentation techniques. In addition, the method cre-ated very little dust, and the wear on the bits was negligible. A fragmentation system based on ripper cutting was then devised, and a large-scale test device was fabricated to allow full-scale laboratory testing of the system. The results of these tests will be published in future Bureau reports.

Available statistics on 1991 worldwide consumption of selected non fuel mineral commodities shown in table 12 indicate downturns for all but 3 of the 15 listed commodities. It should be stressed that in most instances, the consumption declines were primarily the result of lower levels of use in the former U.S.S.R. and the former centrally planned economy nations of Eastern Europe. However, several commodities suffered use cutbacks in market economy countries. In the case of the nonferrous metals covered In the table, the differences in performance between market economy countries and the former centrally planned economy states are immediately evident from the table itself. Among these important commodities, refined lead, primary magnesium, and refined tin registered downturns for market economy countries as well as among the centrally planned economy countries. Also notably, cadmium use showed no significant change from 1990 levels in either group of countries. Global consumption of iron ore fell by 3.4 % or about 31 million tons, and this was a greater decline than that logged for production of marketable iron ore and related products, which was down by only 3.0% or almost 28.2 million tons. Thus, it would seem that for another year there was a net addition to stocks. The 1991 drop in iron and steel scrap use was about 5.5 % or about 18 million tons, on the percentage basis somewhat greater than the 4.8% or 36.9 million ton drop in global steel production. Although consumption of iron ore and iron and steel scrap are not broken down by region in table 12, it seems almost assured that the pattern of 1990 continued into 1991: drops in use in the former U.S.S.R. and Eastern Europe were the overwhelmingly dominant declines and accounted for much, although not all, of the global decline, whereas among market economy countries as a group, there were upturns for both materials. On a global basis, it would appear that the slight shift in the ratio of pig iron to scrap in steel furnace charges noted in 1990 continued into 1991, this shift being toward a slightly larger proportion of pig iron with a corresponding decline in the share accounted for by scrap.

This report, which covers the period from June 15, 1974 to May 30, 1975, describes the work performed in compliance with the requirements of Contract No. H0242065 and modifications 1, 2, and 3 thereto. The purpose of the original contract was to equip the second shuttle car in the Jewell Ridge No. 12 mine, section 6R, with a refined design canopy and seats. In addition, several refinements and improvements were to be designed and installed at the same location on the cutter and the loader. However, during October 1974 in response to a request from the Technical Project Officer, the contract was modified to eliminate all of the cutter and loader tasks and substitute the design, fabrication, and installation of an improved canopy on the no. 2 roof drill in the above mentioned section of the Jewell Ridge No. 12 mine.

Computer programs are presented that provide mine electrical systems based on computer modeling for design and safety analysis suitable for large or small computer systems and handheld calculators. Bureau of Mines research has resulted in load-flow, fault, grounding, reliability, short-circuit, transient, and cable ampacity computer models that enable mine power system engineers to analyze their system or to design a system. This report describes the capabilities of the program.

This report describes the results of a Bureau of Mines investigation in which the stress concentrations and distributions caused by inclusions in a strained elastic plate were determined, Finite element analyses were made for 168 models containing single inclusions of elliptical, ovaloidal, and rectangular shape. The variables studied included: horizontal-to-vertical loading ratios, (Sh/Sv) of 0,0.33,0.5, and 1.0; width-to-height ratios (w/h), of 0.25, 0.5, 2, and 4; and Young's modulus of inclusion to Young?s modulus of plate ratios (K ratios) of 0.33, 0.5, 2.0, and 5.0. The results show that the theory for elliptical inclusions can accurately predict the average stress along the x and y axes of symmetry for circular, ovaloidal, and rectangular inclusions from the width-to-height and K ratios. The actual inclusion shape was insignificant, suggesting that the average stresses in other inclusions of irregular shape (orebodies) can be estimated with the theory for an elliptical inclusion. An application of this technique to mining problems is presented. The stresses in the elliptical inclusions were uniform throughout the inclusion for all the models studied.

Problem: The National Institute for Occupational Safety and Health's [NIOSH] National Occupational Research Agenda (DHHS Publication No. 96 115) reports that approximately 50% of miners will experience hearing loss by age 50, compared to only 9% of the general population. The present investigation examines three antecedents believed to be associated with miner's use of hearing protection. Method: A posttest delayed posttest control group field research design was employed to assess antecedents toward wearing hearing protection. Results: Following the initial posttest, miners' attitudes and subjective norms were antecedents to intentions to wear hearing protection devices. Also, intentions toward wearing hearing protection predicted hearing protection behaviors. Approximately six weeks later, miners' attitudes and perceived behavioral control were each significant predictors of intentions to wear hearing protection and again, intentions were positively associated with hearing protection behaviors. Impact on Industry: Our results indicate that appeals to normative influences may be the most effective antecedent to employ when persuading coal miners to wear hearing protection. However, messages designed to impact attitudes and perceived behavioral control were also effective.

Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.
