Objective To identify techniques to reduce the probability of gob gas explosions. Background In the last 6 years, seven explosions of methane and/or coal dust occurred within worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many mine seals and caused much damage external to the sealed area. Three of these gob gas explosions occurred in one mine in Alabama over a 3-year period. Fortunately, the explosion forces and the toxic gases that vented from the sealed gob area did not cause fatalities or injuries, but they destroyed several large seals. If miners had been inspecting or working near these areas, the potential for serious injury and/or death would have been high. The United Mine Workers of America and the Mine Safety and Health Administration (MSHA) requested that the National Institute for Occupational Safety and Health (NIOSH) help identify the mechanisms for lightning penetration into the gob and recommend ways to reduce the probability of occurrence of future explosions from such lightning penetrations into sealed areas of underground coal mines. Because three of the explosions occurred in a single mine, special attention was focused on these particular explosions. The first occurred in April 1994 in a sealed area, which enclosed about 1.35square miles of abandoned workings (gob). This explosion destroyed 3 of the 38 seals that surrounded the gob. These seals were less than 2,000 ft away from three 4.5-in-diam steel-cased test wells that extended from the surface into the mine entry. At the time of the explosion, the National Lightning Detection Network (NLDN)verified 12 lightning strikes within 10 miles of the mine, including several above the gob. After the 1994 explosion, the damaged seals were rebuilt using an acceptable seal design capable of with standing a 20-psi explosion, as required by 30 CFR 75.335. On January 26,1996, a second gob explosion destroyed five more cementitious pumpable seals less than 2,000 ft away from those destroyed in 1994and even closer to the steel-cased wells. The NLDN verified72 lightning strikes in the area of this second gob explosion. Compressive strength analyses of fragments from the destroyed seals showed that strengths ranged from 11 to 138 psi, with an average of83 psi. This is over 100 psi below the minimum 200-psi compressive strength requirement for cementitious pumpable seals. These seals were again replaced. On July 9, 1997, the third and most violent explosion occurred in the same vicinity of the last two explosions. Three more cementitious pumpable seals were destroyed, including one newer seal that exceeded the minimum 200-psi compressive strength requirement. As a part of the Bureau of Mines long-range program in asbestos, synthetic asbestiform compounds and minerals were prepared and described. Fundamental structural data on two such compounds are given in this report. Crystallographic data are provided for the synthetic isotypic compounds potassium-lead silicate, K2.Pb4 -Si8021 (I), and lead-aluminum silicate, Pb2. Pb4 .Al2Si6O21 (II). The space group symmetry 14/mmm was assigned provisionally to I and II on evidence of single crystal and piezoelectric measurements. A statistical evalua¬tion of indexed powder diffraction data revealed the cell edtes of I to be a 11.816 and c 7.932A and those of II to be a 11.723 and c 8.044A. The phases are uniaxial with observed refractive indices eD 1.790, an ?D,699 and eD 1.884, cusp 1,807, respectively. The atomic structure of I and II may be based on a complex of chains of silicon-oxygen tetrahedra lying along the c cell edge similar to the type of chain structure postulated by Pauling for scapolite. K2.Pb4.Si8021 and Pb2.Pb4 Al2Si6021 were first described by Geller and Bunting (5, 6)4 as fibrous compounds similar in crystal habit to asbestos. These authors gave powder diffraction data, although no attempt was made to find the cell edges or to index the powder diffraction patterns. Later, Shell and others (9) conducted a crystallochemical study of these fibrous silicates in search of a substitute for strategic asbestos. Their single crystal data revealed K2.Pb4 -Si8021 to be tetragonal body-centered with cell edges a 11.66, c 7.95 A. Pb2.Pb4 Al2Si6021 was concluded to be isotypic with K2.Pb4 -Si8021 on the basis of similar powder diffraction patterns, chemistry, and physical properties. No attempt was made, however, to index the powder diffraction record nor to determine the appropriate space group of either compound.

"INTRODUCTION The ventilation of working places in mines by jets of air discharged from fan-pipe lines is an important phase of mine ventilation, whether the primary purpose is to dilute gas or dust concentrations or to provide air-motion cooling effect. Jets of similar nature are very prominent factors in the ventilation of enclosed spaces, such as buildings and ships. The effectiveness of such jets depends on the distribution of the air in the jet streams, a subject on which the little definite information previously available applied to jet discharge into large, open spaces under conditions quite different from those ordinarily associated with fan-pipe discharge in mines.The results of an initial series of experiments on the discharge of air from fan-pipe lines in mine openings have been described. 3/ This report presents the results of a second series of experiments and compares the results of both series with theory and experiment on jet discharge into large, open spaces. The results of this second series confirm and supplement those of the initial series, in which a 10-inch pipe discharged into an 8- by 8-foot develop¬ment end through seven short discharge pieces of different designs. In the present series the same 10-inch line was used, but the discharge was through 10- to 30-foot lengths of 5-inch, 10-inch, and 20-inch-diameter pipes and through a 20-foot length of 29- by 3-inch pipe. Tests were made with the air discharged into a closed drift or development end, as in the previous series (in which case the discharged air returned past the end of the pipe) and into an open drift (in which case the discharged air did not return past the end of the pipe but continued out along the drift). Test conditions corresponded to the discharge of a jet into a channel closed at one end; in one case, the discharge was directed toward the closed end and in the other toward the open end. The former typifies fan-pipe ventilation of development ends and the latter an abrupt increase in the sectional area of an airway. In both the flow had to pass from jet to open air against some resistance.The tests were made in the Mount Weather Testing Adit of the Bureau at Bluemont, Va., on the pipe line installed for ventilating the adit, and extended from late September to mid-November 1940. Preparations were made for directly comparable series of experiments on the injector effect of fan-pipe discharge in an open drift and on free expansion in large, open spaces, but these test programs were .first postponed in favor of other work and finally abandoned until the war is over."

The U.S. Bureau of Mines, in cooperation with Carter Mining Co., conducted vibration tests of four off-road vehicle seats. The purpose of the tests was to determine which seat provided the best vibration attenuation under laboratory conditions. Laboratory tests were constructed to simulate the mining vibration environment within the limitations of the test equipment. The acceleration test levels and corresponding response of the seats were low compared to ISO 2631's fatigue-decreased-proficiency time limits. Two of the seats employed mechanical suspensions and two seats employed air suspensions. The seats were tested using a 22,241-N (5,000-lbf) electrodynamic shaker. Mechanical suspension seats were tested with various preload-to-mass ratios (PMR's) and cushion densities. Air suspension seats were tested with various air pressure levels and seat cushion densities. Air suspension seats provided good vibration attenuation if pressurized greater than 552 kPa (80 psi). Mechanical suspension seats' attenuation performance decreased if the PMR exceeded 9.8. Seat cushions of lower density provided less vibration damping.

The Metallurgical Branch of the Bureau of Mines, as a part of its duties under the Organic Act, works to prevent wastes in industry and to disuse inmate information on the fundamentals of metallurgical processes. During the war, the necessity of large production was increasingly emphasized. Such duties necessitate from time to time the study of units of full commercial size, the operation of which is beyond the facilities of the Branch. When developments have reached this stage; work has been continued in cooperative agreements with operating companies that have been willing to contribute the use of their plants and staffs and to allow the publication of the results obtained for the common good of the industry.

Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.

The principal official test performed by the Bureau of Mines to determine the permissibility of coal-mine explosives, commonly referred to as the gallery test, has been in use at the Bruceton station for many years (2, 16).4/ In this test the explosive under study is loaded into the borehole of a steel cannon and fired into a flammable mixture of natural gas and air or natural gas, air, and coal dust. To meet the requirements for permissibility, the explosive must not ignite the gas mixture under the conditions of the test. There is little doubt that these tests have succeeded in the main objective, namely, to screen the relatively safe from the relatively hazardous explosives. It has been generally conceded that adoption of permissible explosives by the coal-mining industry in the United States has substantially reduced the frequency of disastrous underground explosions caused by blasting. In recent years, however, research workers planning programs for improving the safety of coal-mine explosives have felt the growing need of a more quantitative method for measuring the incendivity of explosives based on a better understanding of the role of the important variables in the gallery tests, Accordingly, it was decided to apply certain statistical methods and techniques to the gallery test to develop it into a more precise tool for evaluating permissible explosives. One of the first and more important methods applied for this purpose was the up-and-down technique (6,7,17), It was demonstrated (14,15) that the weight of the explosive charge directly affects the ignition probability of the natural gas-air atmosphere and that the curve of ignition probability versus charge weight is a cumulative normal curve. Following these experiments, a program, still in progress, was set up to study how the addition of sodium chloride to various permissible-type ex-plosives affects their incendivity. An inducer-type pump, capable of injecting dry coal into a hydraulic transport pipeline has been developed and installed in a specially designed and fabricated slurry injector vehicle. The full scale prototype injector system can deliver up to 11 ton/min of coal into an 8-in pipeline t pressures up to 95 lb/in2. The Helical Inducer Injector operates on centrifugal principles with flow passing axially through helical pitched conical rotor. Water is delivered to the pump through an annular slot at the atmospheric pressure coal inlet. The spinning rotor maintains an air-core vortex of water which pressurizes the discharge housing. A screw feeds coal through the open inlet into this vortex. The inner radius of the vortex contracts as pressure is increased, giving a limiting maximum pressure which is proportional to the square of the rotor speed. Below this limit, flow rate, discharge pressure, und rotor speed re independent variables. The self-powered, 4 -in high slurry injector vehicle follows and receives ROM coal from a continuous miner, reduces the top size to 3-in, and delivers the sized coal to the injector feed screw for slurry formation and pumps it through a mobile hose attached to the vehicle's outby end.

Epoxy and polyester-type resins were injected into coal-mine roof strata of the thick Freeport coal seam in Allegheny County, Pa., at test sites in roof that had been exposed several weeks, in newly exposed roof, and in strata over solid coal. Test results indicate that the method of strengthening bituminous-coal-mine roof by injecting a bonding material into the roof strata can be developed into a safe, efficient support system. If roof bonding will become a standardized method of roof support and reinforcement or if it can be effective when used with other types of roof support can be determined only by extensive experimentation in various coal beds. Observations and conclusions are shown at the end of this report.

[Owing to the comparatively high freezing point of nitroglycerin (14, 15, 16, 17, 18, 23, 37, 38)3/ - 1.9° C. and 13.0° C. for the labile and stabile modifications, respectively, as determined by Hibbert (16) - manufacturers of dynamites have incorporated into the liquid portion of these composite explosives various substances capable of participating in an explosion, to depress the above-mentioned freezing point. Aromatic nitro-compounds, chiefly nitrobenzenes, nitrotoluenes, and nitronaphthalenes, have been used to a considerable extent (11), but such nitrosubstitution products have not proved altogether satisfactory, as has been shown clearly by Naoúm. (14). Consequently there has been a strong tendency in recent years to replace them with one or more of several nitric esters, among which the following (29, 35) have been prominent: Dinitrochlorhydrin (monochlorhydrin dinitrate); nitrosugars, for example, sucrose octanitrate (19); tetranitrodiglycerin (diglycerin tetranitrate); nitroglycol (ethyleneglycol dinitrate); and diethyleneglycol dinitrate (13, 46, 47). Of these, nitroglycol (33, 4l, 45, 48, 49, 65) is outstanding in importance. As the Bureau of fines is naturally interested in the analytical chemistry of the "explosive oils," it seemed desirable to bring together in this report the widely scattered experimental work covering the problem of differentiation that has appeared in various chemical and physicochemical publications.]

Figure 1-1 shows the basic transmitter design concepts used for the pulse system, the half-wave CW system, and the full-wave CW system. The antenna current waveform is also shown for each transmitter for typical operating frequencies and antennas. The switches shown in Figure 1-i were actually implemented using solid state devices. In all three systems the signaling format may be interrupted to conserve power and thereby extend battery life. Frequency accuracy and stability is achieved using a tuning fork oscillator in the transmitters and tuning fork filters in the receivers for all three systems. This provides the narrow reception bandwidths needed to enhance signal detectability. All three systems also use frequency assignment for identification purposes. The location schemes employed are likewise identical, each being based on detecting the null (signal minimum) of the horizontal magnetic field on the surface. Since these systems are basically similar, the primary purpose is to select the system which gives the maximum signal detectability on the surface from a manpack transmitter operating in the mine. Both the pulse and half-wave C W systems use a d. c. pulse to energize the loop antenna. However, with the pulse system, this pulse duration is short compared to the pulse repetition rate (prf), whereas with the half-wave C W system the pulse duration equals one-half the period of the switching frequency. In the pulse system, energy from the battery is stored in a capacitor so that during the switching interval the internal resistance of the power source can be considered almost negligible. Both transmitters must drive a loop antenna which is a reactive load having inductance, L, and resistance, Ra.

The vanadiferous deposits of the Sublette Ridge and Salt River Range, 2 miles east of Raymond, Idaho, in western Lincoln County, Wyo., were examined August 24 to August 30, 1942, by an engineer of the Bureau of Mines, who was shown these properties by W. W. Rubey of the Geological Survey, Washington, D. C. The Sublette Ridge deposits are owned by the former U. S. Phosphate Co. H. F. Chaney, Portland, Oreg., is the representative for the company. The following report covers the history of the district, outlines the physical features and communications, mentions the property, and notes the ownership. The deposits and ore are described, and work performed by the Bureau of Mines is explained in detail. Ore-dressing tests and methods are explained.

Before the various States began to enact workman's compensation laws accidents were considered inherent in many industries, and little or no effort was made to prevent or reduce them. The hazard was accepted by the employee with the job, and the avoidance of accidents by mental alertness or physical agility was largely his responsibility. After the employee had given evidence of enough skill inn performing his allotted task efficiently the responsibility of the employer apparently ceased with respect to the personal safety of the employee. However, following the enactment of workmen's compensation laws, at least two facts that had not before been fully appreciated soon became apparent: (1) The majority of accidents can be prevented if the management firmly determines to prevent them; (2) frog a monetary point of view alone accidents are decidedly expensive, both to employer and to employee. It is now evident that savings effected by conscientious safety effort add substantially to net profits of operation.

The electrochemical reduction of aluminum chloride to aluminum was investigated in a closed, two-compartment cell utilizing a molten chloride electrolyte. The externally heated cell was divided into a reduction compartment and a combination AICl3 feed and metal removal compartment. Aluminum was deposited at 700° C on a molten aluminum catbode from a KCI-NaCI-AICI3 electrolyte. The AICl3 content of the electrolyte was replenished by either vapor or solid additions. The chlorine evolved was collected and measured to give a quantitative evaluation of AICl3 reduction. The effects of anode and cathode current densities and AIC13 concentration on anode current efficiencies were studiedo A range of 64 to 84 percent anode current efficiency was obtained with the 25-pound electrolyte capacity cell and related auxiliary equipment.

The development of commercial natural-gas reserves in the Michigan stray sandstone horizon of central Michigan during the past few years has resulted in expansion of the natural-gas industry in that State. The location of the natural- gas reserves of Michigan in the general vicinity of domestic and industrial markets is of economic importance, and in supplying these markets with natural gas a reasonable knowledge of the extent and availability of the reserves is needed in formulating regulations for drilling gas wells and producing natural gas, in analyzing the feasibility of projects to construct natural-gas transmission lines, in promoting and developing markets for the domestic and industrial consumption of natural gas, and In solving many engineering and economic problems common to the natural-gas industry. The development of the natural-gas industry in Michigan has been related closely to the development of oil production. The potential oil production of Michigan is comparable with that in most of the eastern oil-producing States. The development of oil production probably will continue, especially in the central Michigan Basin area; and as wells are drilled to deep horizons in the search for oil, more knowledge will be obtained of the gas reserves in formations above the oil- bearing horizons.

The Missouri lead ores are the only domestic sources of cobalt presently being mined and processed for other materials. They represent the best short-term solution for meeting up to 13 pct of the Nation's strategic and critical cobalt needs from domestic sources. Presently, the cobalt is lost as an impurity in the copper, lead, and zinc concentrates and in the mill tailings because the technology to recover it with minium impact on present production does not exist. This paper presents results of research, built upon earlier Bureau of Mines laboratory research, to enumerate the problems encountered in cobalt recovery from the copper concentrate under actual mill conditions; to present alternative solutions to these problems; and finally, to describe the best available technology for cobalt recovery within the imposed constraints. Mineralogical analyses showed the cobalt present as a distinct mineral phase, predominately siegenite, amenable to a physical separation method such as froth flotation. Flotation was chosen for recovery because of easy adaptation by the mills. Unit processes of grinding, conditioning, and flotation were studied individually and in concert, and a series of continuous tests were run based on the parameters developed to obtain engineering data for subsequent economic analysis. Overall cobalt grades of 3.00 wt pct at a recovery of 64.0 pct were achieved.

The Bureau of Mines is conducting a study of methods to improve the efficiency of the process used to pickle stainless steels. A review of the literature on pickling of stainless steels showed that the chemistry of several process operations involved in the pickling of stainless steels is not fully understood, and that further research could improve the pickling efficiency. The benefits of this research would be a reduction in the annual loss of several thousands of tons of critical minerals such as nickel and chromium, and a reduction in the amount of solids and spent acid solution that are currently discarded. The conclusion from this review is that further research is needed in four operations that either directly or indirectly influence the pickling process: hot working, annealing, conditioning, and the actual operation of pickling, Laboratory studies of the pickling operation are presently in progress.

The Bureau of Mines has investigated the electrochemical reduction of lead chloride as a method for producing lead without the pollution problems associated with smelting. It was determined that high-purity metal (>99.9 pct Pb) could be obtained, using PbC12 prepared by ferric chloride leaching of galena concentrate: PbS + 2FeCl3?PbCl2 + 2FeC12 + S°. Optimum results in small-scale electrolytic tests were achieved with a bath consisting of 40 to 70 wt-pct PbCl2 dissolved in KC1-LiCl eutectic, an operating temperature of 450° C, a current density of 2.5 amp/in2, and an electrode spacing of 0.5 inch. In large-scale tests made to develop a cell design for commercial application, the optimum electrode arrangement proved to be a bipolar configuration with horizontal plates. This gave a current efficiency of 86 pct with an energy requirement of 0.52 kwhr/lb lead. To determine the effect of impurity buildup in the bath, 1,200 lb of PbC12 prepared by ferric chloride leaching of galena concentrate was electrolyzed over a period of 2 months. Little deterioration of the metal quality occurred in that time; all of the lead produced had a purity equal to or better than corroding grade (>99.94 pct Pb).

An environmental assessment or impact statement for onshore waste disposal under the Notional Environmental Policy Act is expected to occur with the development of commercial deep seabed mining. An environmental assessment was conducted in order that testing and refinement of nodule waste disposal techniques can he completed prior to 1988, when commercial seabed mining can begin under U.S. legislation. Within this study three classes of process and four classes of waste disposal technique were identified, and five sites were selected as representative of first-generation nodule operations. Each realistic site/process/disposal technique combination was compared against potential effects to determine important characteristics of the rejects and the sites. Regulatory requirements were also considered at each site to identify important issues and their effect on the permitting process. Principal conclusions in the report are the following: (1) uncertainties exist in the regulatory regimes for hydrometallurgical process tailings, primarily regarding classification as hazardous waste; (2) slogs from nodule processing are expected to be inert and relatively easy to dispose of at all sites; and (3) additional physical and chemical information on properties of rejects from all processes is necessary to predict environmental effects.

The Construction Aggregates Corp. operates a plant for processing sand and gravel from two deposits in Ottawa County, Mich. The bulk of the sand is obtained from a sand dune on the shore of Lake Michigan, and the gravel is dug from a glacial-drift deposit farther inland. Mining is done with draglines, and the material, both at the digging site and in the plant, is moved mainly by systems of conveyors. The Ferrysburg plant serves customers along the Great Lakes, which is unusual for a business normally local in character. Annual production exceeds 1-1/2 million tons of sand and gravel as concrete aggregate and 200,000 tons of core sand for foundry use.
