I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

I was lucky to land a job in the powder business. I was looking for some way to support my wife and first child to be when I saw an ad in the Hercules magazine, “Explosives Engineer” for technical representatives. I answered the ad in hopes that a geologist might find something else to do besides sit oil wells or “doodlebug” for oil. Both of these occupations I had tried and while the money was good the life was a bit erratic. The Army also wasn’t made for a guy who asked too many questions although my two plus years in uniform were interesting and in a few cases fun.

The detonation of explosive charges releases large quantities of energy that can produce rock and soil deformations far from the detonation point Extensive data are available on blasting in general and on the performance of certain structures subjected to blast vibrations. However, only limited information is available on the performance of earthfill dams and other hydraulic structures subjected to blasting. The limited data indicate that, whatever the cause, one or several cycles of repeated strains in earthfill dams may cause residual porewater pressure increases. Limiting the peak particle velocity to less than 2.5 cm/s for operating dams constructed of or having foundations consisting of saturated, loose sands or silts and to less than 5 cm/s for other earthfill dams, should keep strains below the threshold strains required for residual porewater pressure increases to occur. Porewater pressures should be monitored throughout a blasting operation, and they should be allowed to dissipate, if necessary, before subsequent charges are detonated.

Debris data from the Department of Defense Explosives Safety Board’s Project ESKIMORE full-scale explosives event test program are compared to quantity-distance (Q/D) standards and quantitative risk analysis (QRA) methods. The ESKIMORE test program involved quantities of explosives ranging from 1,000 to 60,000 pounds detonated in typically sized structures made of metal and concrete. Debris from these events was extensively surveyed and catalogued. The debris patterns from these events show varying degrees of directionality normal to the walls of the structures. These density patterns are overlaid an existing explosives storage site that is comparable to the test conditions. Analysis of the debris patterns in relation to Q/D standards shows that exposures located beyond the Q/D arc but along the normal to walls of potential explosion sites (PES) may have much higher debris density than exposures at the same distance on the corners of the same PES. Analysis of the debris patterns shows that predicted patterns using the QRA tool IMESAFR v2.0 closely match actual patterns. Additionally, IMESAFR based QRA methods are able to quantify the different risk levels of being exposed along the wall’s normal as compared to being exposed on the structure’s corner. "The introduction of the QuarryMan laser profile system in 1987, along with the development of the corresponding 3-D software, gave a qualified operator pertinent information about dimensions of quarry highwalls, pattern and hole loading design, stockpile profiles, etc . . . Attributes helpful for this endeavor included surveying, computer, and blasting knowledge. Since not all operators had theseskills, a simpler model, the QuarryAce, was designed to look a t highwall dimensions in 2-D view . Al though less sophisticated than the QuarryMan instrument and its software, it is simpler to instruct in its use and has the ability to determine burdens at different depth levels . An in-house user f r i e n d l y computer program was designed to utilize QuarryAce depth vs. burden data . This program was created to enable laser and computer novices to generate information useful to the everyday blaster."

On the underwater testing of explosives, the measuring system consists of water filled test pond, tourmaline based pressure sensor, measuring cable and measuring unit, which supplies the DC current to the pressure sensor. Depending on the length of the measuring cable, it is always possible that some signal damping may occur in case the measurements are carried out without the signal amplifier to keep the measuring system as simple as possible. Therefore the length of the measuring cable should always be as short as possible.

Rio Tinto’s Colowyo Coal Mine produces 2.1 million tons per year in northwest Colorado. Colowyo uses the terrace mining method to recover up to seven coal seams ranging in thickness from 5 to 20 feet. Coal recovery in the 6 foot thick high grade C-seam has recently been challenged due to large variations in the pitch and roll of the seam. As well, some coal damage was seen due to an increased thickness of the overburden consisting of a hard sandstone channel.

Remote Avalanche Control Systems (RACS) which uses solid explosives has been used in Europe since 1996 and North America since 1999. With large destructive avalanches in transportation corridors, various States and Provinces have started implementing RACS into their summer construction projects to minimize traffic shutdowns. Since 2014 in North America, many of the projects are requiring the RACS deployment boxes to be removable by light duty helicopter for loading and summer storage. This is to further remove workers from the mountain tops, where inclement weather and Occupational Health and Safety concerns are widespread. We did not believe the method of flying primed charges under a helicopter was safe, so we developed a new charge container to deal with the issue. In spring of 2016, the Inauen Schatti company of Switzerland started the development of a flyable RACS deployment box to complement their 2 stand alone tower systems. To go along with the new flyable deployment box, a new S-Load charge carrier was developed. The newly developed and patented S-Load explosive charge for the LM32 RACS system features a mechanism which combines the explosive and priming material just before the blast. These are stored separately during transport and storage in the LM32 RACS deployment box. The S-load is divided into two parts. The upper part contains the plastic bobbin and ignition sequence (impact pull wire igniter, safety fuse and #8 blasting cap), whereby the explosive material and detonating cord are positioned in the lower part of the explosive container. The explosive material and ignition sequence are separated by a certified housing during transport and storage. The key idea of the S-Load system was to achieve a maximum level of safety by keeping the priming components separate from the explosive material until just before detonation. Because of this the S-Load and the LM32 tower remains safe during transport by helicopter or when being stored in the deployment box on the mountain side in the avalanche start zone.

Phelps Dodge Corporation's Tyrone Mine is a large open pit copper operation located in the southwestern corner of New Mexico. The Tyrone concentrator processes approximately 50,000 tons per day of copper ore. The waste ratio for this operation is 3:1; e.g., for every one ton of ore mined, three tons of waste material are also removed. This results in a mining rate of about 200,000 tons per day.

The Pinkerton Tunnel open cut project is part of the National Gateway Clearance Initiative improvement project to achieve a minimum of 21 feet of vertical clearance along CSX Transportation rail corridor so that double-stacked intermodal railcars can be transported between mid-Atlantic states and their ports to midwest markets in the U.S. This project involved drilling and blasting of 1.2 million bank cubic yards of rock over a 14 month period while maintaining rail traffic of two passenger and 38 freight trains daily. The U.S. Bureau of Mines has been conducting research on the secondary explosion hazards associated with the mining of oil shale under gassy mine conditions. Explosive incendivity tests have been conducted in a 28 m~3 (1000 ft~3) gallery to evaluate the relative incendivity of experimental emulsion-ANFO blends. The incendivity was measured by determining the minimum inert stemming requirements for preventing the ignition of a methane-air atmosphere by the discharge of hot detonation products from a 5.7 cm (2.25 in) diameter borehole.

The U.S. Bureau of Mines has developed computer software which uses fast Fourier transform (FFT) techniques to evaluate blasting data. The software is useful because it allows blasters to evaluate 1) the frequency content of ground vibration time history data; 2) the effects of initiator scatter on the frequency spectra of ground vibrations; and 3) the fragmentation distribution of rock muckpiles from photographs. A one-dimensional version of the software was used in the first two cases. Monte Carlo techniques were used to simulate the scatter of initiators.

"High-speed motion pictures are an invaluable resource for blasting analysis. Whether processed by the human eye or a computer, this imagery can provide important insight into a blast and its effects.While certainly popular, traditional high-speed film cameras hamper this process. Instant feedback is not available since film requires developing and, relevant in the case of automated analysis, film isnot immediately compatible with a computer. With these facts in mind, a new high-speed video camera system, the SVCSOO, has been developed. The SVC500 combines the capabilities of a high-speed film camera, the convenience of a solid-state digital video camcorder, and the computing power of a ‘486 PC to provide a complete, standalone platform for high-speed image acquisition and analysis. This paper will describe the design, features, and use of the SVCSOO andcompare these with the analogous aspects of film cameras."

Moving overburden at minimal cost is becoming increasingly important to coal mining companies throughout the U.S. The coal market is currently doing well, with an average spot coal price for Central Appalachia product (12,500 Btu, 1.2 SO2) standing at $62.00 for the week ending November 11, 2005, so it is at this time that companies stand to achieve healthy rates of return on their investments. Cast blasting is one method of blasting used effectively by some surface mining operations. This method allows most of the overburden to be removed and placed (cast) directly in the spoil pile by the use of explosive energy. With the proper design of a cast blast, a high percentage of overburden material can be directed into piles without the use of earthmoving equipment, hence increasing production and lowering the cost associated with overburden removal.

Blasters are well aware of the problems and expense faced when trying to load in wet bore holes; problems of poor coupling and poor density, as well as the expense of higher priced cartridge product. In answer to these problems, I developed a system for dewatering using nozzles with lay -flat plastic liners which I have used successfully over the last few years. I found the system not only gave me better shots than I could have expected in the circumstances, but also dramatically decreased costs. The system has been adopted by two large roading contractors and a quarry operation in Eastern Canada.

1. “Daisy-Chain” concept The term “daisy-chain” stems from the fact that when the HotShot? detonators are connected there is a chain or electrical path for electrical current to flow from detonator A to detonator B, detonator B to detonator C etc until the path is terminated by an electrical means. The “daisy-chain” concept has long been used in electronic detonator systems, historically used in Expert Explosives’ ExEx 1000 5/6 wire system and currently in use in African Explosives Limited (AEL’s) Electrodet? electronic detonator system and has been adopted as the basis upon which the “auto-programmability” of the HotShot? electronic detonator system functions. HotShot? Detonators are connected to each other in a string, completing a “daisy chain”, and during the auto-detection mode of the control equipment, it is possible for the equipment to determine the order of hookup of the detonators as well as map the entire blast layout. The auxiliary components (Row Controllers & Branch Controllers) assist the control equipment in mapping the entire blast by indicating different points on the blast, i.e. The inflection point of a row of blast holes on a closed chevron timing pattern, the beginning of row of blast holes on open chevron timing pattern and extra blast holes or extra blast rows.

Large scale open pit mining and quarrying operations dictate safe and reliable pit wall stability. The current approach of employing the particle velocity-scaled charge distance approach to estimate and minimize damage to residential structures is considered inadequate to protect rock slopes. This study utilizes close-in blasting vibration data as input to an advanced 2D numerical code to study its applicability to serve as a predictive tool in terms of blast-induced rock slope failure. Two tri-axial accelerometer stations, consisting of high-frequency and high-amplitude (20 kHz, 100g) sensors, located within ~100m of the blast, but at two different bench levels, were used to monitor production blasts in a limestone quarry. The production blast consisted of double-decked explosive loads in 125 mm (5 in) diameter holes, with an inter-deck delay of 42 ms, and each deck consisting of 130 kg (285 lb) of emulsion explosive. The blasting vibration data obtained at the two bench levels were critically analyzed, and the vibration results served as input to the numerical model consisting of a single rock block with a 45 degree persistent joint plane but with specified strength properties, significantly different from that of the intact rock. The model was able to characterise progressive accumulation of damage in the form of microcracks along the joint surface as a function of the relatively low vibration load from successive explosive decks. The results showed that such a numerical model can serve as a very good diagnostic and predictive tool, when backed up by careful vibration monitoring and further supported by detailed slope monitoring.

After a long week of work in Colorado Springs this past July, I was looking forward to flying home to start a long anticipated family vacation. As I grabbed my seat on the plane, a man sitting next to me innocently inquired, to the row as a whole and not to me in particular, “I wonder what the weather will be like in Phoenix”? To most people, this is a common (maybe the most common) topic of casual conversation. To a meteorologist that just dealt with six thunderstorm delays at a major golf event over 4 days, well, lets just say the smirk on my face said it all. After giving my flight mate a detailed forecast and a short explanation on why I would know such information, I sensed, correctly, the inevitable follow up question was coming. “Why would you need a meteorologist at a golf tournament?”

I went to an underground limestone mine recently to demonstrate the use of borehole liners. The liners were for horizontal holes in a normal “V” cut tunnel round. I hadn’t been in this mine for about 40 years. What a change. Way back they used cap and fuse and lit each fuse individually with a blowtorch. The face was about 40 feet wide and 14 to 16 feet high. They used ladders to get to the upper holes. The rounds were mostly slab rounds. I never saw this happen but had heard several times that the first holes were going off before the last holes were lit. I guess if this was true the use of slab rounds was a plus for safety. As far as I know they never had an accident but it was a scary procedure. There were a lot of scary procedures in the past and thankfully things have changed.

The technology and the knowledge about the behavior of explosives and detonation accessories allowed to create new products for different situations by the restrictions imposed by the market. In a Brazilian underground copper mine the restriction occurred in the use of high grammage Det Cord in the development heading blasts perimeter holes. Enaex Brazil has developed Densiex UG™ (Low-Density Bulk Emulsion), a water-resistant bulk gassing emulsion with a density ranging from 0.60 to 0.90 g/cm³ to replace the high grammage Det Cord in blasts. That product is pumped in the same Mobile Manufacturing Unit (MMU) as Enaex Brazil's standard underground (UG) bulk emulsion. This product has a Lower Velocity of Detonation (VOD), vibration, and detonation pressure, which contributes to a better finishing of the drift, lower impact in the support structures, and lower generation on unstable rocks in the perimeter of the drift. This case aims to summarize the results of the work on the application of the Low-Density Bulk Emulsion in perimeter holes in an underground development gallery at an underground copper mine in Brazil. During this work, 10 horizontal drift blasts were performed using the Low-Density Bulk Emulsion, which presented an average density of 0.64 g/cm³, increasing safety, a 25% reduction in overbreak, a 23% reduction in scaling time, elimination of rework, and a saving of $135,000 per year for this business partner that immediately implemented this new product in all blasts at this mine.
