The Federal government has a lengthy history in supporting and conducting research in the ocean mining and minerals field. The Federal effort has been and is currently focused primarily in four agencies: the National Oceanic and Atmospheric Administration (NOAA) within the Department of Commerce, and the Geological Survey (USGS), the Bureau of Mines (BuMines), and more recently the Minerals Management Service (MMS) within the Department of the Interior. While NOAA and the USGS have played dominant roles in mapping and geologic studies, and the MMS has recently provided funding for several task force studies within the Exclusive Economic Zone (EEZ) , the Bureau of Mines has conducted research in mining technology, minerals processing, resource definition, and economic evaluation of minerals from the seabed for over 20 years. These studies have yielded considerable minerals information regarding manganese nodules and crusts, placers, mineral sands, phosphorites, and sulfides. This paper reviews the past achievements in ocean mining and minerals programs starting in the late 1960's, describes current research and information efforts, and presents an outlook for Bureau of Mines research and information gathering efforts. The paper concerns with some questions of Autonomous Underwater Vehicle (AUV) control system design, which allows a motion at rough undersea terrain. The AUV advantages reveal itself completely during exploration of such objects as seamounts and reefs area. These objects are characterized by steep slopes (30 degrees and above) and chaotic situated obstacles (rock debris, pinnacles, escarpments). Uses of other technical facilities for operating in such formations are difficult, dangerous or impossible. These regions take an interest due to the presence of iron-manganese crusts. Modern AUV can estimate density of mineral by means of still camera or video recorder. For this reason the vehicle has to move with the distance of 3-5 meters from seabed. Under such conditions micro- and mesorelief presents a considerable danger for AUV. The AUV can bypass underwater obstacles in the various ways. However, in any case AUV motion will be characterized by intensive maneuvering on various speeds (from 0 up to 1.5 m/s), circular change of tractive force vector and, hence, a circular flow about the hull. So, AUV is equipped with the propulsion system, which provides free modes of motion.

In contrast with the United Kingdom, the Netherlands, and Japan, the marine mining industry in the United States exists at a very rudimentary level. Depletion of onshore resources has undoubtedly been an important factor in the development of marine mining industries abroad. However, the institutional framework presented by government can advance or present obstacles to the development of a marine minerals industry. The role of government involves questions of the degree of risk sharing between government and industry, as well as questions of the strategic and economic importance of developing the technology and the infrastructure to recover minerals. In 1984, the Minerals Management Service (MMS) created a program office to handle these questions and to respond to a potential increase in commercial opportunities that might result from the Presidential Proclamation establishing a U.S. Exclusive Economic Zone. A critical component to the success of the program has been the formation of partnerships with coastal States to pursue projects in areas of mutual interest. Such projects involve commodities showing commercial promise and strong public need. Such a cooperative approach lessens the risk of Federal, State, or private interests working at cross purposes.

In October 2004 Placer Dome entered into an exploration farm-in agreement with Nautilus Minerals, to explore for Submarine Massive Sulphide (SMS) deposits on Nautilus? PNG exploration tenements. Placer/Nautilus currently holds approximately 15,000 km2 of tenements in PNG waters, either granted or under application, covering all reported seafloor hydrothermal vent occurrences.

The chemical composition of the nodules varies with the type of manganese minerals and the size and characteristics of their nucleus, but those who have an economic interest have the following composition: Mn 29%, Fe 6% Si 5%, Al 3%, Ni 1.4%, Cu 1.3%, Co 0.25%, Na 1.5%, Ca 1.5%, Mg 0.5%, K 0.5%, Ti 0.2 0.2% and Ba 0.2% (Morgan, 2000; ISA, 2002). The Pacific Rim is an area of abundant occurrence of polymetallic nodules (Glasby et al., 1980; Morgan, 2000). According to these authors, the Pacific sea floor of the Clarion-Clipperton Zone (CCZ) is one of the most interesting areas in regard to the genesis of polymetallic nodules. Their abundance in the ocean floor is very variable, as there are places where they cover more than 70% of the ocean floor. The nodules can be found at any depth, but the highest concentrations are between 4000 and 6000m (Morgan et al., 1993). In studies conducted in the EEZ of the Mexican Pacific are those made within the project "Research on the origin, process and distribution of minerals in the Pacific ocean floor in the Exclusive Economic Zone of Mexico". Within this project Rosales (1989) conducted studies on the origin, process and distribution of polymetallic nodules, finding that a number of processes give origin to nodules, being diagenesis one of the main mechanisms of elements that contribute to the nodules. Besides hydrothermal processes that are carried near the East Pacific Rise at 21° N, inputs are contributing to the nodules metallic elements and sediments, especially in regions close to the dorsal, as a greater influence hydrogenetic processes occurs westward (Rosales and Carranza, 1990). In 1993, after cruise MIMAR II, Carranza and Rosales refer that metals such as Cu, Co, Ni, Sn, Fe, Mg, Pb, Zn and Ba may have a relationship with the East Pacific hydrothermal activity and sea currents carry these metals in solution to the Clarion-Clipperton fracture area, where there are hydrogenic metals sources (Al, Fe and Mn).

This paper concerns the continuation of work on the deepwater non-oxygen cycle heat energy generating systems. The 25-kW prototype of a universal deepwater turbine-electric energy source with hydrazine-hydrate as the primary heat production chemical is described in short and its abilities are discussed. The ?hydrazine-hydrate 64? is a catalytically dissociated heat production chemical (H2H4 ? nH2O) with 36% of water. The system was designed for work in any depths of the ocean down to 6000 m. It was built and tested working in the testing chamber in the ambient hydrostatic pressure of 600 bar. Then it was tested in the autonomous programmed regime in the Atlantic Ocean. The privileges of that energy system for any bottom installations or moving devices designed for ocean mining which need high power energy sources (20-100 kW and more) are discussed. The important needed step forward is raising the efficiency of the system which needs some investigation work in known directions. It is supposed that the possibility of getting about 5 kg/kWh with improved battery charging possibilities could be achieved. This might make the system even more profitable for mining operations.

INTRODUCTION Work by Humphris et al., (2002); Ondréas et al., (2009); Barreyre et al., (2012); and Escartín et al., (2015) has identified active and inactive hydrothermal sites along the Lucky Strike segment. The sites that contain the largest accumulation of known sulfides are located between the north and the southern zones (Figure 1), a vent site area that is referred to as the Main Lucky Strike hydrothermal field (Escartín et al., 2015). Hydrothermal fluid outflow has been linked to a shallow fault network (Barreyre et al., 2012). However, specific constraints on fault geometries have not been determined. Other off-axis sites at Lucky Strike, such as Capelinhos (high temperature vent), and Grunnus (inactive?), as well as a low temperature vent field (on-axis), Ewan, have been described by (Escartín et al., 2015). Given the spatial relationship between the Main Lucky Strike hydrothermal field (MLSHF), and the intersection of northern rift faults with the southern rift faults, a structural analysis of this area can provide insight into the fault controls on fluid flow that leads to hydrothermal venting and sulfide precipitation. METHODOLOGY Structural data (dip direction and dip) was determined using Leapfrog Geo 4.0 software. Bathymetric data was obtained from Escartín et al., (2015) and references therein. The bathymetry was imported into Leapfrog Geo (in UTM format) and, using the structural modelling tool, individual measurements with dip direction and dip data were collected with a focus on the northern volcanic rift and the southern central volcano (Figure 2a). All measurements were taken from what the authors consider as normal faults, and to aid the determination of individual measurements a “face dip” map was constructed, where the bathymetry is colored by slope angle (Figure 2b). All measurements are simultaneously plotted on a stereonet generated by the Leapfrog Geo Software. Data were divided into northern and southern, and western and eastern zones to determine the relationship between hydrothermal venting and the structural geometries at Lucky Strike (Figure 2c). Slip measurements for individual faults were determined along the dip of the fault with a measuring tool. Net slip, heave (horizontal displacement), and throw (vertical displacement) was calculated for each of the zones.

Recent exploration demonstrates that hydrothermal systems related to upper mantle ultramafic outcrops are common in the modern ocean. Most sites are located on slow spreading ridges with a low magmatic budget. Volcanogenic Massive Sulfide (VMS) deposits, associated with basalt, along the Mid Atlantic Ridge (MAR) are volcanically controlled near the topographic highs at the center of the segments. Three preferential settings are identified for ultramafic sulfide mineralization: 1) Off axis, on rift valley walls, near the amagmatic ends of the segments; 2) Non-transform offsets and 3) Ultramafic dome structures at the ridge transform fault intersection. The upper surface of these domes is often interpreted as a detachment fault. Three processes are considered for driving hydrothermal cells in ultramafic rocks: 1) regional heat flow at the ridge axis 2) Cooling of a deep gabbroic intrusion and 3) exothermic heat produced during serpentinisation. Along the Mid Atlantic Ridge, four types of ultramafic hydrothermal mineralization are observed: 1) High temperature (>350°C) sulfide mineralization related to low pH fluids, (ex. The Logachev field at 14°45? N and the Rainbow field at 36°14 N); 2) Medium temperature carbonate chimneys (<100°C) related to high pH fluids (ex. The Lost City site at 30°N); 3) Low temperature diffuse venting associated with extremely high methane discharge and pervasive alteration and silicification of both volcanic and ultramafic rocks (ex : The Saldanha field at 36°34 N); 4) Stockwork mineralization and quartz veins with sulfides related to gabbroic intrusions within ultramafic rocks (15°N). When compared to mineralization in a basaltic environment, sulfide deposits are enriched in copper, zinc and specific elements related to an ultramafic rock source such as Ni and Co. They are also significantly enriched in gold which, unlike in basaltic environments, has a bimodal occurrence both in low temperature Zn-rich assemblages and in high temperature Cu-rich mineral assemblages. The Cu-Zn-Co-Au deposits along the Mid Atlantic Ridge seem to be more common than on land where few similar VMS deposits are known. We consider that ultramafic VMS deposits on slow spreading ridges constitute a specific marine type of mineralization that is less easily than back arc deposits, incorporated into the continent during obduction processes.

Modern Kuroko-type deposits occur in submarine calderas of island-arc fronts and back-arc rifts in Japan. They occur primarily on or adjacent to caldera boundary faults. Hydrothermal sulfides in the Myojinsho submarine caldera are one of Kuroko-type deposits, but their occurrence is different from other deposits found within the area 200 km2 around the Quaternary volcanic front of Izu-Ogasawara arc.

During the last few years autonomous underwater vehicle (AUV) technology has evolved from concept demonstrators towards commercial products. The driving forces are the move for energy exploitation towards deeper waters, naval applications and the Internet driven need for more intercontinental underwater communication cables. Other applications emerging for the future will be within environmental research and monitoring and deepwater exploration. Deepwater developments beyond the continental shelf will require the same level of survey data quality and intervention access as established for shallow water. The potential for cost savings is two folds. Firstly, there is a reduction in the survey cost it self and secondly there is a considerable cost saving by avoiding over design of subsea installations due to lack of sufficient documentation of the field. In this scenario, there is an increasing understanding that underwater robotics and in particular AUVs will play an important role in future survey and subsea engineering work. The AUV as a free swimming underwater survey sensor carrier has several advantages compared to cable controlled ROV?s and deep towed systems: The paper prepared for the ?Underwater Mining Institute 2003? on Jeju Island, Korea will focus on the HUGIN AUV concept and field results to date.

The interactions between hydrothermal fluids and seawater result in minerals that range in size from nano- to macro-scale and constrain mineral emplacement, whether in hydrothermal chimneys or metalliferous sediments. Although broad similarities exist, and sulfides are the most important component of seafloor massive sulfide deposits, the specific mineralogy, size and therefore reactivity of particles emitted varies between hydrothermal sites in the global ocean, and even at different sites within the same vent field. The oxidation of sulfide minerals results in one of the major impacts of terrestrial mining of volcanogenic massive sulfides as it creates acid mine drainage. At marine hydrothermal vents, the chimneys themselves, as well as the ‘black smoke’ begin to oxidize as soon as they are in contact with ocean water; the breaking of sulfide minerals during marine mining will expose further surface area to seawater and oxidation. Although the cold temperatures and circum- neutral pH result in oxidation proceeding less rapidly than in many terrestrial systems, there is limited data on the kinetics of sulfide oxidation in seawater. Here, the oxidation of sulfide minerals in seawater and the implications for marine mining will be discussed, with an emphasis on nano-ZnS and sphalerite, including reaction kinetics, processes, and oxidation products.

Hydrothermal fluids emanating from the seafloor rise as buoyant plumes, entraining ambient bottom sea water on the way up, until they reach density equilibrium and spread laterally in a direction that is governed by near-bottom currents. Plumes provide targets for focussing exploration for seafloor polymetallic sulfide deposits associated with active hydrothermal vents because their lateral and vertical extent is commonly orders of magnitude larger than the vent field from which they originate. Black smokers can inject on the order of 10,000 µg of particles per liter into a sea water column that normally contains only about 10 µg of particles per liter. The resulting plume should be characterized by increased particulate concentration with respect to background sea water and, therefore, provide a measurable gradient towards the source of venting. By utilizing the ability of particles to scatter light, we employed a real¬time, acoustically telemetered, nephelometer to measure this gradient, and mapped the size, shape and particle concentration of plumes at an active spreading center on the Southern Explorer Ridge at lat 49°45.6&apos;N and long 130°16.2&apos;W. Isopach and particle concentration data indicate the presence of two separate but overlapping plumes. The first is associated with a known vent field called Magic Mountain; the second with a new field called AGOR 171, 1.2

The Afanasiy-Nikitin Seamounts (ANS) in Eastern Equatorial Indian Ocean (Figure 1) are shown to be the exposed part of the presently buried 85°E Ridge system under the Bengal Fan sediment and were emplacement around 75-80 m.y. ago (Krishna, 2003). The first recovery of ferromanganese crusts from the ANS was made during 1994, and the samples (Figure 2) provided important clues on the evolution of this seamount (Banakar et al., 1997).

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

Ferromanganese crust samples collected from Central Pacific sea-mount areas became of special interest after surprisingly high nobel metal contents have been analyzed. Hydrogenetic crust growth is controlled by the conditions of the oceanic water column. Thicker encrustations show two crust generations of different age ranges. The mean values of the chemical composition state that the older generation is richer in P, Ca, Ni, Cu, Zn, and Pt and depleted in Fe, Ti, Co, Al, and Si. The differences apparently indicate a distinct change of the geochemical environment. The Pt concentrations vary up to 1800 ppb and do not clearly correlate to one of the other metals. This might indicate a bond of multiple nature. Several mechanisms have been proposed to explain the Pt concentrations in ferromanganese samples. Our models consider seawater and cosmic spherules as responsible Pt sources. In seawater the main species of dissolved Pt probably exist as the doubly negatively charged tetrachloro-complex. A precipitation of Pt in seawater may take place if the chloro-complex is decomposed by reduction of pt2+ to pt0. On the other hand, the Mn02 precipitation is caused by an oxidation of Mn2+ which is supplied from the oxygen-minimum zone. A recently completed series of projects funded by the Commonwealth of Virginia and the U.S. Minerals Management Service was designed to assess the distribution of heavy minerals on the inner continental shelf adjacent to Virginia. These projects indicate that a suite of minerals of both strategic and economic interest is present. Analysis of several hundred grab and core samples shows that zircon, monazite, and titanium minerals (ilmenite, rutile, and leucoxene) occur in quantities that probably warrant further study by the mineral industry. Furthermore, side-scan sonography and shallow seismic profiles have provided information on the thickness and areal extent of the mineral-bearing sands. Possible development of the resource is enhanced by a potential use of offshore sand for beach nourishment. The results of the preliminary studies have been presented in open-file publications and oral reports in order that the mineral industry might have an up to date basis upon which to consider more exploratory work. Much of the effort south of the mouth of Chesapeake Bay was made in cooperation with and enhanced by an independent study of sand resources for beach nourishment and other needs. Preliminary review of the quantitative analyses of the heavy-mineral content of several hundred samples demonstrates that the distribution of high concentrations is non-uniform. Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V. Ifremer, on behalf of the French government, holds an Exploration Contract with the ISA for polymetallic nodules in the CCFZ. As part of its exploration activities, the NODULE (2015) cruise was conducted to acquire a 50 m resolution bathymetric coverage of the eastern sectors of the Contract. In 2017, Ifremer initiated an update of the Contract’s mineral resource estimate. Metal grades and nodule abundance were modelled using ordinary kriging. The inferred mineral resource is 436 Mt (wet) of polymetallic nodules at an average abundance of 10.7 kg/m² with a cut-off grade of 7 kg/m². Based on the geological data, seamounts, sedimentary basins and steep slopes contain no nodules. Technical studies of most of the contractors have determined that nodule collectors could not maneuver on slopes above 5 to 10°. Thus, Ifremer has selected a quite conservative slope threshold of 7 % (about 4°) and a backscatter threshold of -29.5 dB to delineate nodule-free areas. This has a significant impact on the resource estimate, as about 54 % of the eastern Contract areas are excluded. Near-seafloor high-resolution mapping and photographic transects, associated with finer-spaced box-core sampling could constitute a next step to better constrain the mineable areas and to get a higher level of confidence in the resource estimation.
