Manganese nodules, seafloor massive sulfides, and cobalt-rich manganese crusts in deep-sea areas have been considered as future metal sources (Mero, 1965; Halbach, 1982; Lenoble, 2000). Manganese nodules were the first recognized deep-sea mineral resource and many efforts concentrated on the R&D of mining systems (Welling, 1981; Herrouin et al., 1989; Yamada and Yamazaki, 1998) and assessment of environmental impacts (Burns et al., 1980; Foell et al., 1990; Yamazaki and Kajitani, 1999). No mining venture, however, has been active for this potential resource. The reason is that the rate of world economic growth has been slower than anticipated in 1960s. During the 10 year period of 1994-2003 (Fig. 1), on the other hand, there was about a 33% increase in the world copper demand. Of that increase, about 60% was consumed by China. Most of China?s increased copper demand took place over the final 4-5 years of that period. The growth is expected to continue for several years, and in 10 years or sooner the same situation is expected for India. Copper is the third metal in global demand, but its small abundance in the Earth?s crust is not well recognized (Table 1). From the production rate and the abundance, a copper shortage, or crisis, has a high probability than the other metals. Japan has no domestic copper resources and needs a counter measure for this potential coming copper shortage. Fortunately, Japan has a manganese nodule mining claim in the Clarion-Clipperton nodule field, Kuroko-type massive seafloor sulfide deposits in the Okinawa Trough and Izu-Ogasawara areas, and cobalt-rich manganese crusts around Okinotori-Shima and Marcus Islands. We need to re-evaluate their potential as copper resources and to realize their development.

Numerous hydrothermal vents occur along the Earth?s oceanic spreading axes documenting the reaction of seawater with hot magmatic rocks. The circulation of seawater through the oceanic crust, the interaction with hot rocks in the crust, and the subsequent discharge of hot metal- and gas-rich fluids into the ocean have significant implications for the cycling of material and energy on Earth. Until recently, hydrothermal activity was unknown from the Mid-Atlantic Ridge (MAR) south of the Equator where the MAR is offset by about 1000 km at the St. Paul?s and Romanche fracture zones. During a British cruise in February/March 2005, the first active hydrothermal vent field was discovered on the southern MAR at 5°S. During our follow-up cruise M64/1 in April 2005, the first samples from this vent field were recovered with the ROV QUEST (Univ. Bremen) and analyzed onboard. The high-temperature vent field is situated in a water depth of 2990 m along a line of collapse pits within a large basaltic sheet flow. A diffuse, low-temperature field occurs in a jumbled sheet flow few hundred meters to the east with warm water streaming out of cavities between lava blocks. Here we show for the first time that boiling fluids of ~400°C are emanating from sulfide-bearing vents at a depth of about 3000 m at a slow-spreading Mid-Atlantic Ridge segment. Although this segment is composed of thick basaltic crust, these fluids are dominated by hydrogen relative to methane. Whereas the active chimneys consist of pyrrhotite, chalcopyrite, and isocubanite, the mineral association hematite-magnetite-pyrite occurs in the inactive chimneys suggesting that the fluids became more reducing in present times. The high hydrogen contents and the high temperature of the fluids as well as the change to more reducing conditions are most likely related to a young volcanic eruption event some 300 m east of the hydrothermal field. The presence of hematite and magnetite may indicate that the upflow zone or even the reaction zone at 5°S used to be more oxidized then at other MOR sites, where the hydrothermal fluids are commonly buffered by the pyrite-pyrrhotite-magnetite (PPM) buffer. Consequently, high iron contents and high hydrogen/methane ratios occur in high temperature fluids from basaltic host rocks rather than being restricted to ultramafic host rocks. Faunal communities at the South Atlantic vents largely resemble those from the North Atlantic vents implying that the large Equatorial fracture zones do not inhibit or obstruct faunal exchange along the Mid-Atlantic Ridge.

The Government of India started its deep seabed exploration programme during 1982. This programme was started as one of national importance and several national laboratories were involved to realize the development of requisite technologies for deepsea mining and processing. After a concentrated effort on surveying, using its own as well as hired ships, India succeeded by mid 1980s in identifying a prospective site in the Indian Ocean as an exclusive claim for development. India was registered as a Pioneer Investor and became the first country to obtain this status on 17th August 1987. India has been allocated an exclusive mine site of 150,000 km2 in the Central Indian Ocean. Our country also developed considerable expertise in the metallurgical processing for extracting metals from these nodules. The Department of Ocean Development, Government of India, the organization which is designated as the nodal agency responsible for implementing the deep seabed mining programme has drawn up a long term plan which will enable it to fulfill its obligations as a Pioneer Investor. The work toward the design and development of a mining system has been entrusted to the Central Mechanical and Engineering Research Institute, Durgapur. As a part of this programme they have developed a nodule collector and a riser system which have been tested in very shallow waters only. Since this technology development for deep sea mining applications is highly time consuming and very expensive, this programme is also being used to develop components for intermediate applications. In view of the long timeframe required for perfecting a deepsea nodule mining technology, the Government of India is also keen on developing shallow water mining systems for utilizing the placer deposits. One of the richest heavy mineral deposits in the Indian Exclusive Economic Zone is available on the west coast of South India in the state of Kerala. The coastal stretch between Kanyakumari, on the southern tip of India, and Alleppey along the west coast at a distance from the tip of approximately 210 km, there is a good multimineral reserve. The initial survey indicates that the estimated reserves in the surveyed areas are approximately as follows: Ilmenite 1.4 million tonnes Rutile 0.14 million tomes Zircon 0.13 million tomes Sillimanite 0.53 million tonnes

"Seafloor cobalt-rich ferromanganese crusts represent the most important yet least explored resource of ‘E-tech’ elements on the planet (Hein et al. 2003; ISA, 2008; Hein et al. 2010; Hein et al. 2013). These polymetallic deposits form a continuum from nodules rich in manganese and cobalt to crusts rich in tellurium and the heavy rare earth elements (HREE). It is this combination of traditional (base) metals and the extreme enrichment of ‘E-tech’ elements that makes seafloor ferromanganese oxide deposits particularly interesting to both science and society. Recent estimates of the global resource, based on the sparse data available, infers a dry mass of ferromanganese crusts on the seafloor of 35 x 109 tonnes (35GT). Of this, 3.7 GT is predicted in the Indian Ocean, 8 GT in the Atlantic, and 23 GT in the Pacific (Hein et al. 2013).At a global scale, the processes controlling the formation and distribution of ferromanganese (Fe-Mn) crusts are reasonably well understood (e.g. Hein et al. 2000; Verlaan et al. 2004; Cronan 2006; Halbach et al. 1989; Usui and Someya, 1997; Hein et al. 2000; Hein et al. 2003; Hein et al. 2009; Hein et al. 2010; Hein et al. 2013; Muiños et al. 2013; Marino et al., 2016). However, much of this knowledge is drawn from sparse sampling at a regional to ocean basin scale. As a result, there remains a fundamental gap in understanding of the role of local-scale factors, such as micro-topography, ocean currents and upwelling, sedimentation rates, micro-organisms, water mass composition and biological productivity, that are considered potentially crucial to controlling the growth and composition of Fe-Mn crusts. Indeed, quantitative, particularly temporal, information relating to these processes and their relative importance in deposit formation is almost completely absent. Hence, to make any significant advance in understanding these deposits require significant new research."

The Marine Minerals Technology Center (MMTC) was established by Congress in FY 1988 as part of the Mineral Institutes Program, administered by the U.S. Bureau of Mines under the auspices of the Department of the Interior. The primary objective of the MMTC is to encourage the development of selected mineral materials from U.S. seabeds by providing opportunities for appropriate engineering systems research, development, and technology transfer within academic, government, and industrial communities. The center will also provide the leadership and facilities required for the education and training of the nation's scientists and engineers in the field of ocean mineral development. Because of the broad spectrum of study encompassed by the field of ocean mining and mineral resources, the MMTC is organized to include separate divisions for nearshore and deep ocean research. Ocean observatory technologies permit uninterrupted, real-time observation of dynamic seafloor environments such as gas hydrate deposits and hydrothermal vent fields that are of both scientific and economic interest. Such observations enable new discoveries of linkages between physical, chemical and biological processes and could permit continuous monitoring of environmental variables during mining operations. Ocean Networks Canada operates the NEPTUNE and VENUS cabled observatories in the Northeast Pacific Ocean. The offshore NEPTUNE observatory supports instruments at two gas hydrate sites on the continental margin off Vancouver Island, and in the hydrothermal vent fields of the Endeavour segment of the Juan de Fuca Ridge. The primary focus of the gas hydrate field observations is to understand the dynamics of the growth and stability of outcropping and sub-seafloor hydrate deposits. Outcropping hydrates at 840 m depth in Barkley Canyon have been monitored for the past 3 years with a mobile instrument platform known as Wally, which is operated over the Internet by a research group in Germany. This tracked vehicle carries standard oceanographic sensors, acoustic current metres, cameras and methane sensors. Data indicate a relationship between degassing of hydrates and tidal currents. In 2012-2013 two high-resolution sonar towers were added to the hydrate field to provide precision tracking of Wally and to monitor volume changes in the outcropping hydrate mounds. A large subsurface hydrate deposit occurs at the Clayoquot Slope site, where bottom depth is 1260 metres. Monitoring instrumentation is currently being established at this location. Texture and geochemical composition of hydrogenous ferromanganese crust from relatively adjacent three seamounts (OSM2 at 157°35'E, 13°55'N, Lomilik at 161°37'E, 11°42'N and Lemkein at 165°05'E, 9°18'N) near the Marshall Islands in the western Pacific (Figure 1) were investigated in order to elucidate their growth history. These seamounts, located in different latitudes, are along a line that is parallel with the direction of Pacific plate movement. Thick crusts commonly have three or four distinct layers (Figure 2): (1) layer 1, uppermost layer, is black, dense, and has a botryoidal, columnar, or laminated texture; (2) layer 2, overlain by layer 1, is Fe-stained, porous to vuggy and filled with sediment; (3) layer 3, phosphatized layer, is black, massive, dense, and impregnated by CFA, (4) layer 4 shows parallel to undulatory laminated texture and cut by CFA-filled veins. Layer 1 and 2, unphosphatized young layer, are observed in crust samples collected from all seamounts. However, lower part of the crust shows different textures in different seamounts. Both layer 3 and 4 are found in thick crust from OSM2 but layer 4 is absent in crust samples from Lemkein and Lomilik. All the uppermost layers (layer 1) from three seamounts have similar textural and geochemical characteristics. Layer 2 is overlain by layer 1, is porous, partly Fe-stained, and sediment-infilled. In previous studies, layers 1 and 2 have grown in different oceanic environment. Textural and geochemical properties show that layer 1 has grown under relatively higher bottom water activity and lower productive environment than layer 2. Carbonate and detrital materials in layer 1 are not abundant compared to layer 2. Layer 2 can be assumed to have grown under equatorial high productivity zone (EHPZ) while layer 1 has started to grow when the seamount left from the EHPZ.

The southern shoreline of Monterey Bay, extending from Moss Landing to the Monterey Peninsula, consists of sandy beaches backed by an extensive Flandrian and pre-Flandrian dune complex. This length of shoreline, proximal to areas of urban expansion, is currently being considered for development. For this reason, it is extremely important to understand the variability of beach and dune position along this stretch of coast through time. Previous studies of southern Monterey Bay have documented relatively high erosion rates of 2-8 ft/yr due to a net deficit in the sand budget. Although the sediment transport system in this region is not well understood, estimates for the sediment deficit in southern Monterey Bay range from 200,000 to 1,500,000 yd3/yr. A possible cause of the erosional regime in the southern bay is the removal of sediment by coastal sand mining operations. Based on agency reports and mining permit applications, approximate volumes of sand removed by mining range from 300,000 to 450,000 yd3/yr. These volumes are significant when compared with estimated values for the sediment budget deficit. The sand of southern Monterey Bay, a valuable commercial resource because of its hardness, roundness, amber color and range of usable grain sizes, has been removed from the surf zone, beaches and dunes of Marina and Sand City by four companies since 1906. Information regarding the cross-shore location of sand removal and the exact amounts of sand removal through time is proprietary and poorly documented. However, records documenting the time at which each company commenced and terminated mining do exist. This information suggests that the greatest amount of sand was removed between 1950 and 1968 when three mining companies were operating concurrently.

Since the mid 1970's, the science of remote sensing has invented and demonstrated sensors that hold unique promise for users that operate in the marine environment. Earlier, visible and infrared sensors provided images and temperature maps of surface conditions, but the 1970's introduced active (radars) and passive (radiometers) microwave sensors capable of penetrating clouds and operating day or night over the world's oceans. Space-based observation satellites permit these systems to span the globe many times each day, providing a view of the world's oceans and Arctic areas consistent with daily and, sometimes, hourly changes in the marine environment. Experimental satellites launched by NASA proved that such systems had great scientific merit, but, even more importantly, they could produce information valuable to marine transportation, fishing, and resource exploration and extraction. This latter subject includes the off-shore search and production of petroleum and natural gas resources and ocean mining as well. The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has been recognized these 30 years. The thin layer-type coverage and the micro-topographic undulation of basement affect not only the excavation efficiency but also the economy of mining venture. Because of these distribution characteristics, no economic feasibility has been recognized through the past economic analyses. On the basis of a recent geological study about seamount rocks, a possibility of by-product substrate recovery for phosphorous supply with cobalt-rich manganese crust mining has been highlighted. In the mining model, the substrate rocks are utilized as phosphates for agricultural and chemical usages. Under some preliminary technical and economic assumptions, the possibility of cobalt-rich manganese crust mining venture is examined. The results show a better economy of the venture including the substrate rock usage for phosphorous supply. Introduction Cobalt-rich Manganese Crusts and the Economic Feasibility Cobalt-rich manganese crusts on the Pacific seamounts received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and higher cobalt concentration than manganese nodules (Cronan, 1980; Halbach, 1982; Manheim, 1986). In the earlier stage, the geological distribution characteristics were reported (Cronan, 1984; Clark et al., 1984; Misawa et al., 1987; Pichocki and Hoffert, 1987) and a systematic feasibility of the mining was studied (Hawaii DPED, 1987).

Between April 2000 and April 2002, the Commonwealth Scientific and Industrial Research Organization (CSIRO) Division of Exploration and Mining has led 6 research expeditions totalling 160 days ship time in waters of Papua New Guinea, Vanuatu, Solomon Islands, Indonesia and Australia. Five expeditions were undertaken aboard the Australian research vessel Franklin following successful competitive research proposals, and the sixth used the Indonesian vessel Baruna Jaya VIII (see Table 1). In addition, two CSIRO participants joined JOIDES Resolution for the Ocean Drilling Program Leg 193 in the Manus Basin of PNG. The major scientific objective underpinning these expeditions was to locate and study present-day seafloor and sub-seafloor hydrothermal ore-forming activity in order to develop improved methods of exploring for ancient mineral deposits on land that originally formed by similar processes. The research has been supported financially by a number of Australian-based mineral companies, by Australian international aid agencies, and by appropriation funds from CSIRO, and was conducted in collaboration with researchers from Australia, Indonesia, Portugal, New Zealand, United States of America, South Korea, and the host nations. Building upon earlier successes in the 1986-1997 PACLARK-PACMANUS programs in the Woodlark and Manus Basins of PNG, we have sought to examine a wider range of geological settings in which ancient orebodies are inferred to have formed, including both volcanic and sediment-hosted environments. We have now visited volcanic arcs, fore-arc and triple-junction related submarine volcanoes, and back arc basins associated with convergent plate margins in the SW Pacific and SE Asia, as well as conceptual Mississippi-Valley-type targets associated with warm seeps at passive margins in the Great Australian Bight (see Figure 1). Surveys ranged from northern Sulawesi via far western Bismarck volcanic arc near PNG-Indonesia border, through the eastern Manus Basin and the Tabar-Lihir-Tanga-Feni chain in PNG, the western Solomon Islands festoon, the San Cristobal arc, parts of the Vitiaz arc, to the northern and southern New Hebrides arc in the Solomons and Vanuatu.

Six active Kermadec arc submarine volcanoes located between 34°S and 36°30’S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the R/V Ka’imikai-o-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits, and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, including metal-rich plumes and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial polymetallic sulfide deposition. Hydrothermal venting at a water depth of approximately 1,650 meters near the base of the northwest caldera wall of Brothers volcano has produced a field of chimneys, some of them seven metres high and discharging black smoker venting. Temperatures up to 300°C were measured from the active vents. Clark volcano has a double cone summit at a water depth of 875 meters. The shallowest cone has a near-summit hydrothermal vent field with five-meter tall venting chimneys with smaller structures around the periphery.

Shallow-water formation of marine ferromanganese nodules as well as their deep-water analogues is found throughout the global ocean. The Baltic Sea is a key province for the shallow-water type of marine minerals. The following main distribution areas of Fe-Mn nodules have so far been discovered in the Baltic Sea: the Gulf of Bothnia, the Gulf of Riga, Central Baltic area (Gdansk- Klaipeda) and the Gulf of Finland. The last area (Gulf of Finland/Finnish Bay) is the best studied from all aspects including geological prospecting and environmental assessment.

There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.
