This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

The authors have undertaken many independent mine optimisation and operational improvement projects at Australian and international mining operations over the past decade. This work has provided an understanding of the underlying practices responsible for the good long-term performance of some operations, and the failure of others to achieve their objectives. Good long-term performance, and value creation can be achieved through a logical and rigorous process of identifying the optimal mine plan (æThe PlanÆ) that delivers the corporate goals, establishing appropriate performance measures that are aligned with these goals, and ongoing monitoring of compliance with the established targets to ensure the operation reliably achieves The Plan. A number of practical methods have been developed and implemented to assist mining operations deliver their corporate goals. This paper outlines some of these methods, providing some fundamental guidelines that will assist in the establishment, and reliable achievement of The Plan that delivers the corporate goals.

The locality from where these specimens come is distant about 12 miles due south from the township of Bingara New South Wales, and is known locally as Carney's Reef, Barrack's Creek, Top Bingara. The formation traverses the western side of a serpentine spur from the main range, which runs through the country from the other side of Tamworth to Inverell, in the New England District. It has a due north and south trend, with an easterly underlay slightly out of the vertical. The formation has been opened up at different points for a distance of over two miles, and each place showing gold in the stone, and no place more than three to four chlins apart, the whole distance along the line of Reef being leased. The formation varies in thickness, the smallest being about 1 foot and the widest about 10 feet. The following is a list of properties, and description of work done on them at present. First south, and about one and a half miles from Hanion Brothers' old BalIarat claim due north, Court and patty hold a tenacre lease. The formation outcrops near the south boundary, and gold is obtainable in the stone. In the centre of the lease a costeen pit has cut the capping, which shows gold, and about two chains from the north boundary another one cuts the capping, also showing gold. The reef averages, where exposed on this property, 3 feet wide.

Trucks are the primary means of bulk material transport in Open Pit hard rock mines worldwide. They are considered to be the most- flexible system available. The large number of trucks used in some mines provides flexibility. Spare units allow for the reduced availability of the single units. Trucks have however very poor energy efficiency. Only 40% of the consumed energy is for transport of the payload, the remaining energy is required to move the dead load of the trucks. With the increase in cost, pressure, mine operators are now looking for alternative methods to make their operation more economical. Energy conservation and increasing haulage distances and uphill haulage are major factors in many well established operations. New methods have already proven themselves as more economical alternatives. Belt conveyors are an alternative means of transport with much higher energy efficiency. They use up to 80% of the consumed energy for transportation of the payload. Energy costs for conveyors are 30% of the energy costs for trucks on level transport and as little as 15% for elevating payloads. Belt conveyors require much fear spare parts and wear components than trucks. A factor of one to two times applies for level transport and ten to twenty times for uphill transport.

The Mineral Resources Act 1989 was assented to on 25th October, 1989 after more than two years of consultation and negotiation between Government, the mining industry and other affected parties particularly the major rural organisations.The legislation proposes major conceptual changes in a number of areas and adopts a totally new approach to the definition of land and the mechanisms available to the mining industry for accessing such land.Unfortunately the passage of the legislation through Parliament coincided with the lead-up to the State election. Ultimately it became an election issue generating much adverse comment in the media particularly from rural and landholder groups. It was obvious that much of this anti-mining propaganda resulted from a lack of understanding of the legislation and the benefits that flow to the majority of landholders as well as the mining industry.It is essential that the contents of the Mineral Resources Act be thoroughly understood by all parties. Only then will all the State's resources be able to be developed in a multiple land use environment.This paper outlines the philosophy behind the new Act and the more important provisions contained therein.

As an environmental "pollutant", noise is different. For one thing, it is localised (as opposed to transfrontier) and, for another, relatively low levels can trigger very strong human reaction. The reactions, which are annoyance-based, range from mild to violent and do not always correlate well with the levels experienced. This paper draws on technical aspects of noise to consider control and control principles and balances them with the subjective nature of the perceptions and reactions. It is critical to bear in mind that health effects resulting from noise are secondary to the primary human reaction. It is also important to appreciate that annoying noise levels are usually well below those which cause hearing loss. Large mines tend to be remote from cities and towns and the country surrounding such mine sites is often inhospitable. In general, residences near large mines are committed for use by mine personnel and annoyance from mining noise would be rare. Noise problems at long term operations are often a result of secondary activity or land use. As a pioneer mining community develops, secondary and service industries may be established and a township created. With changes in way of life, the perception of problems also changes. Therefore, it is never too early to plan for noise abatement, particularly because noise is only one of a number of environmental and community concerns. Ihny environmental problems are associat- ed with development or expansion of smaller open cut facilities such as hardrock quarries. There is an ever-present need to reduce product cost by mining or quarrying deposits close to the end user and many local authorities have to operate quarries for undertaking their civil engineering responsibilities.

In a technologically oriented industry, it is important to understand and apply technology very consciously to create competitive advantage. Technology is not an activity which is simply restricted to CSIRO or the research and technology department. Technology improvement is a part of everyone's role. It is a way of life - the technology facet of continuous improvement. For this reason, The AusIMM has organised this Travelling Technology Forum - a series of presentations about automation in mining. To make the message more accessible, The AusIMM had originally planned to take the Forum to four regional mining centres: Mackay/Townsville, Singleton, Burnie and Kalgoorlie, but only one seminar was held, ie at Singleton in March 1997. Seminars at other locations were cancelled because of insufficient registrants. The presentation by Andrew Logan of BHP Cannington was not available for the Singleton forum. The aims of the forum were: ò to heighten awareness of the key technologies and their impact in the minerals industry in the medium term; ò to foster creative thinking; ò to encourage people to broaden their technical and commercial skills and develop individual networks and linkages based on an interest in these key technologies; ò to share information on the application of these technologies in the industry; ò to promote an enhanced appreciation of the need for an innovative culture; and ò to encourage staff to consider post graduate courses in technology management. The AusIMM wanted to not only raise awareness about `automation in mining' issues, but also to get technology in a more general sense back onto `centre stage'. The Forum was generously supported by CSIRO, Western Mining Corporation Ltd, BHP Coal Ltd, Aberfoyle Limited, Goldfields Ltd, Novacoal Australia Pty Ltd, Pasminco Ltd, and RGC Limited. A brief introduction is given of the scale and of some special features of South African gold mining; it is noted that great depth of mining and narrowness of the reefs, and hardness and abrasiveness of the rock are the main sources of the problems of the industry. The most inhibiting problems are: Excessive rock pressure occcurring in conjunction with rockbursts, hot and humid working places due to high virgin rock temperature and auto-compression of the air, and low level of productivity. Conventional solutions applied ordinarily in mining do not promise to eliminate, or even alleviate, these difficulties.

Secondary steelmaking (or ladle metallurgy) has been developed as a post- steelmaking ladle treatment to produce steel of superior quality. Its rapid growth has resulted from quality improvements, productivity increase, operational flexibility and process route economics. Advances in secondary steelmaking are very impressive during the past decade, and many commercial systems have been developed for performing one or more of the following unit operations: degassing, atmosphere regulation, reheating, refining with synthetic slag, rinsing gas treatment, injection of solid materials and alloying. The metallurgical requirements imposed by the current competitive steel market include more precise analysis tolerances, minimum level of detrimental elements, improved cleanness, demanding service performance and better processability. In most cases, these requirements could only be realized by the application of appropriate secondary refining facilities. Continuing developments in simplicity of design, cost advantage, quick cycle time, improvements in peripheral services such as refractories, instrumentation and in-situ analysis, extensive exploration of new applications, and the use of computer, can be expected. An exciting future is predicted for the widespread adoption of secondary steelmaking to perform most of the major refining functions over a variety of steel quality. It will also become a vital link in the total steelmaking process for production of tonnage steel at the large integrated steelworks and the mini-steelmills.

Solid EnergyÆs project evaluation process utilises a standard staged gate approach, with five levels leading ultimately to project execution (level 6). For a project to progress through each level, specific financial criteria need to be satisfied. Solid Energy primarily use value based (discounted cash flow) metrics to support investment decisions. Within this approach Solid Energy utilise a number risk-based techniques to quantify project uncertainty. This includes the use of risk-based probabilistic analysis using Monte Carlo simulation and probability-based scenario analysis. Figure 1 shows the net present value (NPV) cumulative probability. Project risks are identified through comprehensive risk workshops. The output of these workshops (list of key risks, ranges of uncertainty and probability of occurrence), is quantified within the financial models. Incorporating this risk information on a probabilistic basis allows an investment decision to be made with a robust knowledge of the range of possible project outcomes along with the likelihood (probability) of those outcomes occurring, for example 80 per cent confidence that the project value will be greater than NZ$10 M, 50 per cent confident it will be greater than NZ$50 M and ten per cent confident it will be greater than NZ$70 M. Incorporating risk implicitly into the financial analysis allows the business to easily evaluate/measure projects with different risk profiles. The detailed risk analysis does away with the complexity of arbitrary risk-based hurdle (discount) rates, as projects can be evaluated based on their specific risk characteristics. Whether a project will progress to the next level of investment and ultimately into implementation depends firstly on the value assessment in comparison with the associated risk/uncertainty, and secondly matching this with the businesses appetite for risk. At Solid Energy standard criteria are used for specific project evaluations, but in addition projects are considered on a portfolio or strategic basis also. Solid Energy attempts to maintain a mix of low risk (low value) projects with some high risk (high value) opportunities. The mix of projects must remain in line with the shareholdersÆ risk appetite. One of the keys to a successful investment decision is ensuring that the appropriate information is available to decision-makers so that they may proceed with a comprehensive understanding of the risks and impacts associated with the decision.

A major problem with many items of underground equipment is that they have either been converted or adapted from surface equipment, or that they have been designed and assembled in comfortable offices and factories with adequate lighting, specialised tools, and ample space. As soon as they are in use underground in cramped spaces maintenance frequently becomes difficult, parts are awkward to change, and a whole range of accidents can happen.Similarly, ingenious operators discover a whole range of uses for which the equipment was not designed, such as using a loader bucket for a work platform, or scaling backs with it.Design modifications of equipment and removal of hazardous components that can trap limbs is expensive when the dangers are discovered in operation, sometimes posthumously, and it is not surprising that workers compensation insurance premiums are high. The cheapest place to ensure that equipment is safe is in the design office, where the operator should be considered first, rather than being added to a purpose built machine as an afterthought.

The paper outlines the development and objectives of the slim core (50 mm dia.) testing procedures employed at the Company's Central Research Laboratories with particular reference to washability studies required for coalfield evaluation. It shows that when the routine test procedures, that have been developed for cores recovered form the Sydney Coal Basin, were applied to Bowen Basin Coals some of the washing data obtained appeared to be suspect. Though yield indications appeared to be of the right order, product ash, required separating gravity and percentage of near gravity material were found to be at variance with bulk washability data. The results of a correlation study made on an underground seam from the Bowen Basin comparing slim core, hulk sample, and pilot plant washing data are given. The results of a series of studies including washability studies made on slim cores, strip samples, large diameter cores and bulk samples, pilot washing trials and computer simulations of washery circuits treating Lilyvale seam coal from the Bowen Basin are shown.

The Greens are asking the question: what do our mining towns look like in 2050 and how can we be better prepared? The resources boom brought enormous profits to the main players and was partly responsible for insulating Australia through the worst of last year's global economic turmoil. However, with indicators of a resurgent mining boom, it is essential we learn from the recent past. The last boom saw housing stress at levels unseen in the big cities, health services strained to breaking point, and Aboriginal poverty side by side with some of the most lucrative industrial precincts in the country. Much of the wealth still flies right over the heads of regional communities as fly-in, fly-out operations proliferate.   Behind these local stresses, resources booms rely on the stripping of non-renewable resources which will eventually run out, and the unique environment of the north-west is taking a battering.    Communities of the north-west have a perilously narrow economic base which must be broadened if townships of the Pilbara and Goldfields are to avoid the fate of places such as Goldsworthy and Wittenoom. Unless this is informed by local communities, decisions will be made in capital cities thousands of kilometres away by people largely ignorant of the unique conditions prevailing in regional Western Australia.   Global climate change negotiations and oil depletion will heavily penalise emissions-intensive economies like Australia which fail to keep up as the world moves to a low-carbon environment. Numerical modelling is a valuable tool for simulating the fundamental processes that take place during a heating. The models presented in this paper have enabled a quantitative assessment of the effects of initial pile temperature, pile size and mass and coal particle size on the development of a heating. All of these parameters have a certain criticality in the coal self-heating process.

The paper explains the genesis of the Ballarat College of Advanced Education to its unique position in mining engineering education. A description follows of the development of the Graduate Diploma in Occupational Hazard Management which commenced in 1979 in the cooperative mode of four groups of three weeks full- time study followed by twenty-three weeks in industry. In particular an analysis will be given of the state of origin of students, ages and employing industries. Given the experience from the evolution of this course a similar process is described for the Graduate Diploma in Mining which has been accredited to commence early in 1987.
