The Japanese Government promulgated the æLaw Concerning Special Measures Against DioxinsÆ on 16 July 1999 and it was enforced on 15 January 2000. This is a unique law specialised to protect the environment by the control of dioxin emissions from waste incinerators and several industrial processes. In this law, a few metallurgical processes other than waste incinerators are designated as æspecified facilitiesÆ emitting certain dioxins. Thus, emission standards for dioxins to the air were set for electric arc furnaces (EAF) for steelmaking, iron ore sintering, zinc recovery from EAF dust and aluminum recycle processes. In this paper, the inventory of dioxin emissions for Japan and the recent research and development to reduce emissions from those processes are introduced. Further, some details on the formation mechanism of dioxins and future subjects for effective control of their emissions are discussed.

A method new to Australia was used for sinking a vertical shaft at Broken Hill in the development of Pasminco Southern Operations No 5 Ventilation Shaft. The 6 m diameter shaft of 820 m depth was planned with a construction method which allowed access for ground support as sinking proceeded by mechanical excavation.The vertical shaft boring machine, known as the V-Mole, was originally developed in West Germany. The machine operates in a manner similar to a full face TBM but vertically and the cuttings drop down a previously constructed raise. The raise is subject to stringent tolerance on verticality and must remain stable for the duration of reaming.

Recent advances in technology have allowed many of the problems of directional control of long diamond drill holes to be overcome. Three case histories are presented, from Cobar, Hilton North and Mount Isa Mine, in which careful hole design and the use of wedges and down-the-hole motors have allowed tight directional control of drilling. Substantial savings in time and cost were achieved in all three cases.

A narrow (200-300m) zone of amphibolite facies metamorphic rocks underlies the Papuan ophiolite near the Musa-Kumusi divide, SW of Popondetta, Oro Province. The amphibolite rocks are bounded up-section, to the NE, by peridotite and gabbro of the ophiolite; and down-section, to the SW, by mafic greenschist, which in turn overlies blueschist facies mafic schists of the Emo Metamorphics.Amphibole compositions within the narrow contact zone show a strong chemical zonation which reflects a steep thermal gradient, with maximum temperatures >800¦C at the peridotite contact. Properties of surface films on chalcopyrite and pyrite differ due to variations in the mechanism of oxidation of the two minerals. In the case of chalcopyrite the first step in the oxidation is the release of iron as ferric ions, which hydrolyse depending upon conditions prevalent in solution. The iron oxide/hydroxide layer formed by hydrolysis of ferric ions is quite porous and easily detachable from the surface of chalcopyrite. When the surface oxide layer is detached a sulphur-rich layer is exposed making chalcopyrite hydrophobic. The thickness and properties of the sulphur-rich layer determine its flotation response, both in the absence and presence of collectors. In the case of pyrite, on the other hand, iron is released as ferrous ions which require much higher pHs to hydrolyse. These ions remain adsorbed on the surface of pyrite making the surface hydrophilic. When the iron species are complexed with chelating agents such as ethylene diamine tetra acetic acid, pyrite was hydrophobic. Siderite forms in the presence of carbonate ions, which might be present in several flotation systems. Siderite nucleated on isolated sites at the surface. The presence of such a precipitate is likely to influence the interaction of pyrite with various reagents thereby altering its flotation behavior. To determine the mechanism of oxidation, kinetics of oxidation of chalcopyrite and pyrite was studied using several electrochemical techniques, namely, cyclic voltammetry, polarisation and impedance spectroscopy. Floatability of the minerals was investigated by measurement of contact angles on mineral electrodes and by Halimond tube flotation. Impedance spectroscopy was especially useful for estimating various properties of surface film for both the minerals. Properties such as charge transfer resistance, porosity, and capacitances of the surface films on the two minerals are compared under several conditions of oxidation. These properties were found to be a strong function of the rate and the extent of oxidation.

Geotechnical conditions often have a critical influence on the design of new open pit and underground mines, but they are often considered of secondary importance in relation to other factors, such as detailed geology, orebody geometry and grade distribution. As a result, geotechnical studies may not be carried out during early project investigations or, at best, may be given only superficial attention, often to the overall detriment of the project. Technically and economically, it is logical that geotechnical studies should be integrated with geological investigations as soon as it becomes evident that the particular deposit may prove to be economic. The paper discusses the use of geotechnical information in the selection of mining methods and mine design for underground mines and for wall design and assessment of excavation characteristics in open pit mines. It then considers methods of obtaining the relevant data, with particular reference to exploration boreholes. Selected case studies on the application of geotechnical data to mine design are Included.

The northern Bowen Basin has a very large resource of coalseam methane gas-in-place - 136 TCF(7ohnson and White, 1988). The gas is pipeline quality, being 98-99 per cent methane with traces of carbon dioxide and higher hydrocarbons. The largest resource of natural gas within the coalseams of the northern Bowen Basin is contained in the Moranbah Coal Measures (75 per cent). The next most important resource is in the combined upper Fort Cooper (16 per cent) and Rangal (nine per cent) Coal Measures. The far northern parts of the basin have low gas contents due to the combined effects of limited extent of the coal measures, shallow depth and low rank. Reserves per well are more than double that of the best coalseam methane wells in any basin in the United States. In some areas of the Moranbah Coal Measures, the gas-in-place estimates exceed 225 million cubic metres per well (80-acre spacing). A distinction is made between resource base, as determined from this basin assessment, and the deliverability potential. Parameters used to estimate gas-in-place (coal area, thickness, density, rank and depth) can be adequately extrapolated from areas of high- to low- data density. Parameters affecting methane production (permeability, gas depletion factor and critical desorption pressure) cannot be generalised. Exploration and development programs must rapidly develop a predictive capability for these factors, on a local scale, through geological modelling and confirmation drilling.

In the last three decades various theories have been presented to allow the estimation of the force required to cut rock. These have generally relied on an hypothesised mechanism of chip formation.The paper presents results of an experimental program completed on an unjointed artificial rock in which the force and chip geometry were measured during deep cutting with a quarter scale bulldozer tyne. The program included various depths of cut and artificial rock of varying strength. The experimental results are compared with predictions based on three expressions for cutting force. Generally the measured forces are within the range of those predicted but none of the methods predicts the cutting force with any accuracy. It is considered that the discrepancies are due, in part, to the fact the that actual shape of the chip formed in deep cutting is quite different to that assumed in developing the theories and thus the theories cannot be expected to predict the cutting forces. It is concluded that Evans and Nishimatsu's theories predict lower bound estimates of the horizontal cutting forces. Deliac and Fairhurst's approach appears to over estimate the forces required to cut rock. New methods of prediction are required based on the observed mechanisms of failure.

A new type of rockbolting system, the self drilling rockbolt, has been studied to develop a 'single pass' bolt for use in rockbolt installation in underground engineering. This single pass bolt forms the basis of a Rapid Face Bolting system which will reduce the amount of time spent in securing a roof during the operation of a continuous miner in the development of a panel.The installation efficiency and anchorage tests were performed in the laboratory on the self drilling bolt and the traditional resin anchorage. bolt. Three aspects of rock mechanics, namely, in-situ stress estimation by acoustic emission (AE) method, strength of rock mass and role of chemicals to reduce the strength are covered. It is possible to detect the previously applied maximum stress by stressing a rock specimen to the point where there is a substantial increase in AE activity. This is known as Kaiser effect. From the AE signatures in the second and subsequent loadings, AE take-off point was identified more easily than in the first loading. In determining the compressive strength of rock mass, two factors have to be considered, namely, the size effect on the compressive strength of intact rock and the effect of discontinuities on the compressive strength of rock mass. Although a modified Bieniawski criterion gives best agreement with the triaxial test data, modifications have been suggested to Hoek-Brown criterion due to its popularity. It is possible to reduce the tensile strength of sandstone by saturating it with weak chemical solutions made with dodecyltrimethyl ammonium bromide, polyethylene oxide and aluminium chloride by up to 30%. In the case of compressive strength, there is no appreciable effect. The possible explanation is that the chemical solutions produce an effect on the strength of sandstone only when the failure mechanism is dominated by tensile mode.

Large Off Highway Trucks operated in this country are generally of Diesel Electric Drive, this system tends to employ the familiar Electric Wheel. A number of fleets now employ the Traction Motor System as an alternative. An investigation is made of the operation of two such fleets. A brief description is given defining the components and their basic functions in each system. Available life history is presented and system reliability, maintainability and operator reaction is examined. The Chinese Central Government attaches great importance to the development of its coal industry. Besides carrying out the policy of simultaneous development of large, medium and small coalmines,the main strategy is to gradually modernize coal mining areas and coalmines and to increase the output from individual coalfaces. There are particular implications, processes and main experiences of coalmine modernisation in China.Ensuring a coal output of over one M tonne/yr from one coalface is a very complicated system-engineering project which deals with a wide range of problems. The most important measure used for achieving an output of over one M tonne/yr from a single coalface is the analysis of affecting factors on coalface production by means of the theory c reliability. Thus, as far as possible , the production stoppages caused by mechanical equipment failures and other factors are avoided, the equipment recovery rate is increased and the working hours of shearers are extended so as to ensure a high output and high efficiency.

Slurry density measurement, specially in cyclone feed streams, is fundamental to grinding circuit control. With the purpose of increasing the availability of such a measurement, the design of a soft-sensor in an actual grinding plant is addressed in this paper. The system is designed to substitute the momentary unavailability of the real density sensor, either because it has failed or because it has been removed for any other reason. The ARMAX model structure is determined using the stepwise regression method. Starting with a list of the candidate variables, the method selects, one by one, and in a systematic manner the variables which best model the measurement to be replaced, choosing them from the set of presumably correlated candidate variables. In this paper not only the single measurements are included in the list of candidates, but also combinations of such measurements having physical significance. A phenomenological model has been built with the purpose of determining these combinations. It turned out that in most of the cases the components of combined measurements having physical significance were selected by the stepwise regression method, instead of the single measurements. Actual grinding plant data is used to determine the model structure, to estimate the model parameters and to test the predictive capability of the developed soft-sensors. Good results are shown to be obtained during periods of up to 30 hours of the density soft-sensor operation.

This paper deals briefly with three of the more controversial aspects of the geology of the Mount Isa ore deposits namely the geologic structures, the method of ore deposition and the origin of the ore.In the section on geologic structures, an outline is first given of the purely tectonic deformation advocated by the early authors. The current interpretation, which differs in the proposed order of events and causal forces, is then discussed. Other concepts, which attribute all or part of the deformation to sedimentary features or preconsolidation movement, are outlined ilnd commented on.The remaining two sections deal mainly with the better known lead-zinc orebodies. In the first of these a brief description and criticism is given of the early interpretation which was based on the deposition of successive waves of mineralisation which replacedindividual beds in the shales. The current ideas, which visualise emplacement of the ore between the beds rather than replacement of them, is then discussed. The final section develops the case for a sedimentary origin of the lead-zinc ores and broadly outlines the author's ideas concerning the evolution of the Mount Isa ore deposits.INTRODUCTIONAny consideration of the geology of Mount Isa must begin with the work of Blanchard and continue with that of Hall. Individually, or as co-authors, they published various papers on the geology of Mount Isa. Of these, the best known is their "Rock Deformation and Mineralisation at Mount Isa" (1941) which gave a comprehensive account of all aspects of Mount Isa geology.It is necessary to appreciate the limits set on geological knowledge of the mine and environs in 1941 by the extent of mine development and regional geologic studies. Underground, 7 level (897 ft.) was the lowest producing level. Progress on this project will be verbally reported and a description given of the main features. A detailed feasibility study was completed in December 1986, and the Joint Venture has issued an Environmental Impact Statement. This was open for public comment until 16 February. Issues presently being considered include economic justification traffic, air quality, noise, marine fauna and flora, visual impact, heritage and construction impact. Detail design and construction is likely to commence in mid 1987, following determination of the above matters.

Recent field experiments in the United Kingdom (Buchanan, 1979) have shown that the in-seam technique is capable of detecting a 1m fault in a 3m seam, at a range of 280m and with a resolution of ¦40m. Comparable tests in Australian collieries are proceeding. Although the practicality of an implementation of the technique on a routine basis remains to be demonstrated, the potential of the technique for the prediction of outbursts clearly warrants detailed examination. This potential will,depend, inter alia, on the level and scale of variations in elastic (and anelastic) properties of bodies of coal undergoing stresses associated with mining. Available data, mainly from studies of the seismic properties of gas saturated reservoir rocks, confirm the intuitive view that stress increases give rise to increases in seismic wave velocity and decreases in wave attenuation, markedly at low stresses (as pore spaces close with little resistance) but less so as stress increases. Such increases are of the same order as aniso- tropic effects, but should provide impedance contrast sufficient for detection by in-seam seismic methods. At higher stresses, cracks form within the rock mass. Results from research on earthquake prediction provide some clues to the behaviour of sedimentary rocks sub- jected to large stresses. The underground coal mining industry in Australia has, in the last 30 years, undergone a revolution in production methods, techniques and results probably unparalleled elsewhere in the world. It can lay claim not only to leading the fight against pneumoconiosis and setting high safety standards generally, but has at the same time recorded comparatively high rates of increase in output per man shift. The latter has been achieved as a result of progressively matching the latest in production and underground transportation equipment with significant changes in seam development and extraction techniques and the introduction of stress-relieving extraction methods unique to the world scene. However, the seam recovery factor is still too low. Apart from the overall objectives of maximising production and commercial returns with the greatest safety, there must be a concentration towards maximising seam recovery, particularly in high seams. The search will continue for systems which are more completely continuous mining operations than the present stop-go operations, with longwall having long term potential in this regard, but as yet not sufficiently developed to engender confidence for its more general use. Techniques developed in the last 10 years make the development and extraction of deeper seams, perhaps to 2500 feet or more, feasible with continuous miners as well as longwall. The future will see a greater use of continuous shifts at mines, larger mines with more sophisticated management organisation, extensible belts at the face, better systems of immediate roof support at the face, remote operation of face equipment, greater use of roof bolts and the longer roof cables. With commercial confidence in coal mining now virtually assured to at least the turn of the century, the stage is set for heavy capital development in the industry which will undoubtedly include major research into the whole area of mining methods and equipment. We must ensure that our contribution to such research equitably matches other coal producing countries.

This paper is a summary of the general theory of sampling published by the author in 1975. Sampling is a random process and its the- ory is a study of the, numerous errors liable to take place in the course of its realization. A complete sampling scheme is a sequence of sampling (proper) and preparation stages . At each stage, the total error ET is the sum of : -.Sampling errors EE arising from the selection process itself. -Preparation errors EZ arising from the operations (crushing, transfer...) sup- ported by the sampled material. ET a EE + EZ . At each sampling stage, the (total) sampling error EE is the sum of seven inde- pendent errors : - Weighting error ED resulting from the non-uniformity of the density or rate-of-flow of the sampled material. - Integration error EI1 resulting from the long-range distribution heterogeneity of the sampled material. - Periodicity error EI3 resulting even- tually from periodic quality variations of the sampled material.

During 1991 - 1993 the author interviewed approximately thirty senior managers of varying responsibilities in either the engineering, construction or operation of a heavy industrial facility. The purpose of the exercise was to determine the factors driving a deterioration of the working relationship between the engineering and the operating company following practical completion of a major project. From the research a number of conclusions have been drawn as to the root cause of the deteriorating relationship. For this paper we are drawing on this initial research and our ongoing experience of solving problems of this nature to present some fundamentals that can be used to break the breakdown maintenance cycle.
