I have chosen this topic for my address with the intention of preserving a rather extraordinary record of recurrent additions of capital in the financing of one of the world's important silver-lead-zinc mines. The recitation of the trials and tribulations which fore-shadowed the rise of Mount Isa Mines to a position of relative prominence in the realm of non-ferrous mineral production may, I hope, be of assistance to some of the younger members of the Institute who may be called upon during their careers to meet similardevelopmental and financial problems.Mount Isa Mines Limited was incorporated in New South Wales in 1924 with an Authorised Capital of 40,000 shares of £20 each.In November 1925 the Company acquired the leases and water rights of the Mount Isa Proprietary Silver-Lead Limited for 6,250 fully paid £20 shares. Shortly thereafter, but in the same year, the £20 shares were split up into £1 shares, thus bringing the Authorised Capital to £800,000.The leases purchased consolidated and brought under one management the principal ore bodies of the Mount Isa area.Transportation facilities were indispensable to the economic future of the field, so the construction of a railway extending the Government line from Duchess, 54 ,miles to Mo.unt Isa, was assured by the passage of a bill in October 1925 by the Queensland Parliament. Under the provisions of the so-called Mount Isa Railway Act the Company was required to idemnify the Government against national loss on this branch line for a period of 10 years.

Removal of moisture in steam-fluidized, mainly steam-heated, fluidized beds makes possible significant energy savings over conventional forms of large-scale drying. The systens are described and their applications to brown coal and alumina hydrate are reviewed. In application to brown coal the use of the system to permit meeting diurnal variation in power station output, and the use of triple-effect drying to minimise coal usage and to avoid the necessity of recovering in the turbines the energy in the steam from the last dryer are discussed. To facilitate the rapid adoption of the systems proposed, studies are being made of heat-transfer to dried coal, of moisture equilibrium in pressurized and vacuum systems, of tapered beds as a means of reducing carrier steam and permitting wider size variation, and of the use of carrier solids for drying lump materials.

Since the hypothesis of coal and methane outburst mechanisms based on elastic mechanics gives no consideration to time, it cannot give satisfactory explanation of the outburst occurrence and its development. A creep mathematical model of coal containing gas has been set up through creep tests and analysis under a condition of triaxial compression. Such a model can explain the phenomenon of coal and methane outbursts successfully. The tests proved that there is no essential difference between the rheological properties of prone outburst coal and non-prone outburst coal. Outburst can take place in any kind of coal if the rheological conditions of coal containing gas are met. The creep mathematical model provides a basis for establishing a comprehensive index of coal and methane outburst potential.

The basic make-up of the majority of currently produced bulk explosives has changed little in the last 20 years. These explosives would be described as mature in a life cycle analysis. Therefore these explosive products and the practical rules for their use are well understood and well established. In recent years there has been interest in low density explosives, predominantly due to ammonium nitrate shortages and the associated increase in the cost of explosives. In the use of low density explosives some of the practical rules for the more commonly used bulk explosives do not apply. Therefore a shift in the thinking among users is required. At a number of mines low density explosives have been trialled or are being used, utilising the practical rules that apply to bulk explosive products. This has led to poor blast results in many situations. These poor blast results have often then led to a reduction in the use of low density explosives at the mine. This reduction does not acknowledge the advantages that can be gained from this product in the area of reduced cost of mining. This paper looks at low density explosives and discusses how and why these products work. Included in the paper are some practical ideas and examples of how low density explosives can be effectively used at the mine site.

Detailed monitoring of point sources of groundwater pollution is expensive due to the high cost of drilling monitoring boreholes. Whether groundwater pollution is due to mining, industrial or domestic waste disposal, a universal difficulty when monitoring groundwater contamination is the placement of boreholes to adequately define the extent of the pollution plume. This paper reports groundwater 'resistivity variations determined from transient electromagnetic soundings at a domestic waste disposal site north of Perth in Western Australia. Together with available hydrogeological and water quality data, the geophysics provides a broad "plume scale" picture of groundwater contamination. A simple three dimensional model of plume development, which takes account of the dimensions of the wastes, has also been developed and shows good agreement with the spread of contamination indicated by the geophysics for relatively small values of the dispersivities. Better estimates of these parameters are still required. The work indicates that a combination of geophysics and modelling with ground-truth data from groundwater quality monitoring of boreholes is required to avoid difficulties in interpretation of data and to better define the extent and migration of pollution in Groundwater.

A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

The last decade has seen a resurgence of interest in lunar exploration and the emergence of countries like China and India as space fairing nations. In 2004, the US announced a new Vision for Space Exploration, whose objectives focused on human missions to the Moon and then Mars. The near future is likely to see the emergence of a worldwide drive to revisit the Moon as the first step in investigating the Solar System. To date, the Apollo missions provide our only experience of human operations on the Moon or anywhere else beyond Low Earth Orbit. Much was learned from these missions. However, their short duration means that many of the environmental effects that will be important for longer-duration missions could not be quantified. In addition, long-duration missions and infrastructure on the Moon require new technologies and capabilities, which must operate successfully and reliably in this lunar environment. Developing these technologies poses significant challenges for the exploration program. The paper discusses the risks associated with the construction of lunar surface and underground structures and the challenges to adopting the standards and rock mass classification systems developed on Earth and their applicability to the Moon. Moreover, an exchange of views to explore near-surface geologic and geotechnical profiles of the Moon is emphasized and implications of the lack of knowledge on rock mass characterisation of the Moonrock mass, the lack of theoretical/empirical experience on the use of rock mass systems outside Earth, and uncertainties.

Geotechnically massive strata may lead to a host of problems during longwall mining. These include windblast on initial goaf fall, sudden loadings on powered supports, periodic weightings, fractures that may propagate to surface, and extreme subsidence problems. It is essential to identify these problems prior to mining and to appropriately deal with them. The problem is essentially that the rock mass does not breakup evenly and when it does so it tends to produce large blocks which may suddenly move. The rock types that produce these problems tend to be massive sandstones, massive siltstones and sometimes igneous sills. The fundamental problem with these is that they do not breakup readily. This is because the ratio of stress they are subject to compared to their strength is low. Thus, the shallower mines with lower stresses are more subject to this problem than deep highly stressed ones with similar strength rock.

Digital photogrammetry is revolutionising the task of geotechnical mapping of jointed rock masses and has greatly increased in popularity and sophistication in recent years. Modern commercially available digital photogrammetry software systems can provide geotechnical practitioners with a user friendly tool for rapid data acquisition. The data can be acquired remotely from large exposure areas, some of which may be otherwise out of reach due to restrictions on time, access or safety.Photogrammetry is a complimentary technology to discrete fracture network (DFN) modelling because it can provide the large, statistically significant, spatially located geotechnical data sets required to produce the most robust results. It also provides the flexibility to selectively map structures at a range of scales, depending on the focus of the DFN modelling.Integration of the interpreted rock structure data derived from photogrammetry with modern DFN modelling methods really advances the rock engineering process. The ability to generate 3D fracture models driven by the statistical structural data and conditioned to the features observed by the photogrammetry yields a synthetic rock mass on which improved design methods can be applied. The generation of multiple equi-probable conditioned DFN models allows the use of probabilistic methods for assessing kinematic stability, rock block size distribution as well as a range of other applications.CITATION:Rogers, S F and Booth, P W, 2014. The tailing retreatment project rated at 10 000 t/day commenced operations in October 1982. The operation consists of dredging, feed preparation, cyanide leaching and carbon-in-pulp (CIP) gold recovery followed by Zadra atmospheric stripping and electrowinning. For the first two years the operation was adversely affected by excessive cyanide consumption and low gold extraction. Investigations demonstrated that the very fine, or slime, fraction of the tailing was the dominant consumer of cyanide and dissolved oxygen. The plant flowsheet was subsequently modified by inclusion of 80 - 100 mm dia. cyclones for slimes separation and a 31 m dia. thickener for water recovery. Treatment of deslimed feed in the CIP plant has reduced sodium cyanide consumption from an average 1.85 kg/t to 1.15 kg/t. The reduced oxygen consumption by the CIP plant feed has resulted in higher dissolved oxygen levels, frequently reaching supersaturation after 4 to 5 h contact time. This has allowed much improved gold extraction from the existing CIP plant capacity. Gold extraction from the mixed pyritic siliceous tailing has improved from an average U prior to desliming to a current 57%. Investigations are continuing on the recovery of gold from the discarded slimes.

The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. "It has long been recognised that the barometer infl uences areas of underground coal mines that havebeen sealed off from the current, or active, mine workings but it appears litt le formal research hasbeen done on how the barometer aff ects the goafstream sample point. Based on statistical analysis of samples from a number of mines from Queensland and New South Wales it can be concluded that there is a direct correlation between the barometer and oxygen concentration at a goafstream sample point. To help mitigate some of the high consequence hazards within the underground coal industry and protect the health and safety of the persons within that environment, many monitoring tools are utilised. A control recognised in management plans prescribed under New South Wales and Queensland legislation is the need to conduct monitoring to identify the early warning signs of spontaneous combustion. One of the monitoring tools utilised involves a bagsample being collected from a goafstream sample point then returned to the surface for analysis.When the sample is incorrectly collected, the resultant analysis from a gas chromatograph provides litt le value to the persons charged with the obligation of operating the coal mine at an acceptable level of risk. This, therefore, increases the probability of spontaneous combustion leading to a loss of equipment, mine and in the worst case, life. When the sample is collected correctly, the analysis presents early warning signs of low level oxidation allowing corrective action to be taken, to prevent the oxidation accelerating to spontaneous combustion. The eff ect the barometer has on this sample point should be recognised and the knowledge imparted to persons who conduct sampling to remove a variable in the bag sample collection process. This will ensure the persons operating the mine have a bett er understanding of what is happening within their longwall goaf."

This paper discusses the major infrastructure elements required to support a typical Australian mining development. Infrastructure elements are grouped into four major types, urban planning, transportation, power and communications and water supply. The design criteria applying to individual elements within these groups are briefly discussed as well as order of magnitude cost estimates. The use of simulation models to test the capacity of existing rail networks, as well as novel sources of energy generation, are also described.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

For Australian mining projects, sustainable groundwater use is typically defined as a groundwater extraction regime, measured over a specified planning time frame, which allows acceptable levels of stress and protects dependent economic, social and environmental values (DEH, 2004). This principle is compatible with most stakeholdersÆ understanding of our national environmental objectives, yet the application of this policy on a project-specific scale is not always straightforward. Three examples of sustainability issues in the management of groundwater in mining are presented. These examples highlight each of the three dependent values: environmental, economic and social.

A pilot plant study has been made of the liberation characteristics of a nickel ore under different milling conditions. A series of runs were made ranging from fully autogenous grinding to semi-autogenous grinding with a ball load of 8%. The mill products were sized and assayed then analysed by QEM4SEM. This enabled a full liberation analysis to be carried out to see whether the autogenous grinding leads to improved liberation by promoting selective breakage. Though it is frequently claimed that fully autogenous grinding yields superior liberation this could not be detected in the present study.

In seeking to improve the economic performance of mines, the management or human aspects are usually seen to be quite seperate from, and more significant than, the technical aspects. There are obvious aspects of industrial relations, man-management, skills training and supervision that are currently the focus of efforts to improve the productivity and quality of the mining process. However technology also has a lot to offer. Analysis of the costs involved suggests that innovations leading to improvement in the productivity of the excavation and transport of overburden and the recovery of coal (both in the mine and preperation plant) can lead to improvements in the economic performance of a mine that may outstrip the obvious non-technical or management opportunities for improvement. While there are some innovations currently being investigated within the industry that relate to the design of mining equipment, the type of machinery being used in open cut mines has not changed dramatically over the last twenty five years. It is also likely that mining equipment will remain essentially of the same form in the forseeable future. If significant improvements to mining performance are to be achieved other than by futher increases in the scale of machinery, then we need to seek ways to operate these same types of machines in a more productive and controlled manner. This paper discusses the identification of mining processes the improvement of which is likely to have a significant effect on mining costs and performance. Some areas of current research are discussed and potentially fruitful areas for future development are identified.

There are many important physical phenomena in mine ventilation which involve transient mass and heat transfer processes. These processes have been modeled using differential equations often solved with close form solution. Within the last two decades, many numerical schemes have been devised to solve these mass-transfer problems. Much of this effort has focused on variants of the finite element and finite difference methods. In this paper, the solution of mass transfer models in mine ventilation by finite difference technique is discussed. Specifically, the computational effort and the accuracy of the solution are presented.

A study of two laterite profiles developed on a serpentinite near Rockhampton, shows that loss of Si02 and MgO results in the relative concentration of Fe203, A1203 and a number of minor elements. Serpentine is broken down to form montmorillonite, goethite, quartz and kaolinite. Enrichment of nickel occurs, and it is shown that the element is mainly associated with montmorillonite and serpentine. Highest nickel values are associated with a zone in the profile which occurs at a depth of 10.5-22 metres, and the bulk of the nickel in this zone (42-80%) is associated with the
