Indeed, there are 300 of us here today to debate the very issues that, in general, have been unsatisfactorily managed by regulators and industry to date. QNI Pty Ltd operates the Yabulu Refinery located 25 kilometres north of Townsville, North Queensland. The plant treats nickel laterite ores sourced from the Philippines, Indonesia and New Caledonia. The cobalt head grade and overall recovery expectations for the 2001/2002 financial year are 0.161 per cent and 53.8 per cent respectively. Cobalt is a valuable byproduct derived from the nickel refining operation which utilises the Caron Process. Any increases in cobalt recovery that are achieved from the existing relatively low level provide significant improvements to the bottom line of the operation. Towards the end of 2000, a project was undertaken to characterise cobalt losses with the sole purpose of improving cobalt recoveries using a variety of analysis techniques. The Time-of- Flight Secondary Ion Mass Spectrometry (TOF-SIMS û University of South Australia) method was used to verify the presence of surface bearing cobalt species, originating from either co-precipitation or adsorption mechanisms. Cross-section examinations were also performed using Scanning Electron Micrscopy (SEM) and Energy Dispersive X-ray Spectrometry (EDXS). These techniques indicated the presence of high cobalt concentrations (in the order of several per cent) within a select number of roasted and leached ore particles. The phenomenon of cobalt losses due to incomplete leaching within specific ore particles was not widely documented within the Refinery prior to these studies. In order to quantify losses via this mechanism, Mineral Liberation Analysis (MLA û JKTech Centre) was also performed on key samples. This paper serves to document a systematic approach in determining the source of significant valuable mineral losses in an established, operating plant. It discusses the use of a variety of analytical techniques, which have been adapted for the minerals processing industry, but are strongly relevant for plant investigations in the hydrometallurgical industry.

Central Andean (22¦S to 34¦S latitude) Miocene giant ore deposits share common features that reveal their origin. Tectonic and magmatic features include a relation to a shallow subduction zone, an association with the waning or initiation of a magmatic episode, emplacement at the time of uplift associated with crustal thickening and formation at times of major magmatic changes along the Andean margin. Rare Earth Element (REE) signatures in magmas erupted near the time of mineralisation indicate a progressive change from equilibration at depth with a hydrous, intermediate-pressure amphibole-bearing mineral residue to equilibration with an anhydrous high-pressure garnet-bearing assemblage. These features point to a common history. First, a relatively shallow subduction zone leads to hydration of a cool mantle wedge providing a source of fluids which builds up over at least several million years. Arc magmas formed at this time equilibrate with a hornblende-bearing residual mineralogy. Second, a compressive tectonic regime leads to crustal shortening and thickening that facilitates entrapment of arc magmas in the crust. Eventually, the magma-weakened crust yields to horizontal compression causing rapid crustal thickening. Fluids required for mineralisation are liberated as amphibole-bearing assemblages break down to garnet-bearing ones and over pressured fluids are released from plutons. Mineralisation subsequently ceases in the region unless continued dehydration of the slab and mechanical thinning of the continental lithosphere causes the previous conditions to repeat. The type of mineral deposit generated depends on the pre-existing continental lithosphere and the distance from the trench.

The Enterprise Mine (EM) is located at Mount Isa and is wholly owned by Mount Isa Mines Limited (MIM). This high-grade copper mine extends from about 1000 m below surface to almost 2000 m below surface. A recent $400 million upgrade has taken the operation from a production rate of 1.3 Mtpa to a capacity of 3.5 Mtpa. The effects of high surface ambient temperatures in summer, combined with the depth of the mine and high virgin rock temperatures results in heat stress in the working place that, without intervention, would exceed the levels that human physiology can withstand. It would also result in significant decreases in productivity and high accident rates even where work is possible. Moreover, with a very hot and deep mine, the needs of æegressÆ and entrapment of workers during a mine emergency must be carefully considered. Enterprise Mine has taken a æsystems approachÆ to the issue of working productively, healthily and safely in heat. This involves setting limits of thermal stress for workers, understanding productivity decrements when working in heat, establishing productive and healthy environmental targets, developing engineering solutions to meet these targets, creating a well-educated workforce with respect to working in heat and then developing health protocols to ensure workersÆ health is protected. Refrigeration must be added to the mine to provide acceptable and productive conditions underground. By the time the mine is commissioned in 2000, Enterprise mine will have an installed refrigeration capacity of in excess of 40 MW(R). The ventilation engineering principles proven over many years at the other Isa underground mines are tailored to æfloodingÆ the mine with air to remove the heat, which is the main contaminant. This principle will not work at the Enterprise Mine, for reasons discussed below. With the underlying ventilation principle no longer satisfactory, a complete review of the entire ventilation principles and engineering solutions was required for the Enterprise Mine.

The Vancouver Island Highway Project (VIHP) was a $CAD 1.2 billion expenditure by the Province of British Columbia to improve travel safety and relieve traffic congestion between Victoria and Campbell River on Vancouver Island. In the section of highway between the Tsolum River and Oyster River, on the Inland Island Highway portion of the VIHP, over half of the rock to be cut and filled was found to be net acid generating. The Tsolum River has been impacted by metal leaching and acid rock drainage (ML/ARD) for decades from an upstream closed minesite. Geochemical testwork indicated: over half of the rock along this section of highway was potentially net acid generating based on a site-specific SNPR (=NP/SAP) criterion of 1.5; some core samples were already acidic; pyrite occurred in disseminated framboidal and gel forms; the rate of acid generation was not high; measured neutralisation potential (NP) provided some lag time for the onset of net acidity; and non-carbonate neutralising minerals prevented low pH (These predictions led to ML/ARD controls involving: realignment of the highway; elevation control to minimise the volume of disturbed rock; encapsulation of blasted-rock fills within the highway, surrounded by low-permeability till and covered with asphalt; and diversion of water away from cut faces. Internal pipes drained any water reaching the fills into external ditches and ponds, where the water could be monitored and, if necessary, treated. Water from the cuts was also captured in ditches and carried to monitored ponds. Elevated aqueous sulfate concentrations in several ponds confirmed that sulfide minerals were oxidising, but the lack of both acidic pH and increasing trends in concentrations demonstrated that ML/ARD was controlled. Contingency plans for any pond that may become acidic include water treatment, which predictive testwork has shown would not require substantial amounts of limestone or lime.

Traditional method of explicitly defining three-dimensional (3D) ore-waste and geological boundaries relies heavily on a time-consuming process of manual digitisation. This method of modelling can be best described as surface modelling, as complex surface geometry is built up by digitising points that lie on the surface. With the advent of fast 3D interpolation methods, however, construction of geological surfaces using volume functions is now a practical alternative to explicit modelling of surfaces. Unlike explicit modelling, surfaces contained in volume functions are not explicitly defined or digitised. Instead the existence of surfaces in the volume function is implicit, thus the process of modelling surfaces from volume function is called æimplicit modellingÆ. Based on recent advances in fast scattered data interpolation methods, implicit modelling first defines a continuous three-dimensional function that describes the grade or rock distribution. This volumetric function is interrogated for a grade value, or a geological surface, thus allowing the extraction of the 3D object to be automated and eliminating the need to manually digitise surfaces. Since the function is continuous throughout space and does not depend on a mesh or grid for its definition, the extracted geological or grade wireframes can be constructed at any desired resolution in the specific volume of interest. The volume modelling method can work on scattered drillhole data of any data density, including processing combined information from dense grade control data as well as sparse resource drilling. It offers distinct advantages over surface modelling, including: being able to wireframe geological objects that may take days to digitise in tens of minutes; substantial improvement in modelling accuracy; and the ability to generate conditional models rapidly allowing mining risks inherent in geological modelling to be examined.

The Mount Isa silver-lead-,zinc deposit possesses a number of features which sets it apart from usual occurrences of ores containing those metals. The deposit has been described in vario:us papers, but development upon deeper levels during the past two years has, yielded much information not hitherto published. Purpose of the present paper is to furnish a unified and coherent perspective by tracing briefly the full rock deformational and mineralization processes responsible for the ore deposition. The paper represents the outcome of ten years' organized geological effort at Mount Isa. Information contained in it supersedes that previously published.A bibliography of published articles relating to Mount Isa ore deposition is appended. In preparing the present paper previously published data have been drawn upon freely wherever applicable. The authors are especially indebted to the papers by Grondijs and Schouten, and by O'Malley and McGhie, which present results of systematic microscope studies of thin and polished sections from comprehensive suites of Mount Isa ore.

PART 1The quantity of dust present and the methods used for suppression of dust in metalliferous mines has, in recent years, received considerable attention from mining engmeers in various parts of the world. Shortly after the publication of the General Report of the Miners' Phthisis Prevention Committee, South Africa, in 1916, the officers of the Broken Hill South Limited started investigations into the conditions of the dustiness of the air in the underground workings. As the methods used are not generally known in Australia, the writers are of the opinion that the present is an opportune time to place them before members of the Institute. A large amount of the subject matter of this paper has been drawn from the 1916 and 1919 reports of the Miners' Phthisis Prevention Committee, South Africa, the paper of Mr. Innes published in "The Chemical, Metallurgical and Mining Society of South Mrica"; also various articles appearing in the Journal of Industrial Hygiene, and the American Journal of Public Health. A great deal of research work into the cause, prevention and estimation of mine dust has been made by the Miners' Phthisis Prevention Committee of South Africa, and officials of the United States Bureau of Mines. The writers considered it advisable to begin the investigation at the South Mine with apparatus and methods developed by the South African Committee.Through the Australian agent of the Cape Explosives Company, inquiries were made preliminary to procuring the necessary apparatus for the determination of dust, from South Africa. The writers then learned that the older gravimetric method used by the Phthisis Prevention Committee was likely to be superseded by the konimeter...

The article, as written, represents a short account of the treatment of the base bullion from the Broken Hill ores, as carried on at Port Pirie, for the recovery of lead, silver, and gold, and for the treatment of by-products. Appended is a short description of the chief facilities of plant which have been adopted to overcome the main difficulties in the refining of lead the Howard press and stirrer. The article is within the limit prescribed by the regulation for the prize offered by the Australasian Institute of Mining Engineers, comprising 30 pages, containing an average of about 200 words per page, exclusive of analyses, photographs, and sketches.The writer desires to thank those to whom he is indebted for their- kindness in affording him every facility possible to obtain the information which he required for the success of such a paper-viz., Messrs. Robertson, Leavens, and Gronow, of the Broken Hill Propritary Co. Limited, at Port Pirie, and Mr. Crowther, of the Adelaide School of Mines, to whom he is indebted for photographs. The difficulty of obtaining fair samples of gold drosses, and the inability to obtain particulars of fuel consumptions, prevents the paper from being as complete as one would wish. The limited length precludes detail, except in more important parts.

This paper deals with the modernisation of the brakes on an electrically coupled Blair multi-rope hoist and covers the removal of the old calliper brakes and hydraulic control system, and its replacement with brake discs, disc braking units and hydraulic control systems. The paper covers the braking requirements of the hoist, which is made up of two electrically coupled single-drum hoists, together with the theory behind the choice of brakes and control systems supplied. The paper also covers the project logistics that were required in order to install and commission the new brakes and control systems with the minimum disruption to production on the only rock hoist on a major production shaft. Items covered include the modifications to civil works, pre-installation of bearing lubrication systems, brake discs and hydraulics and the interfacing of the new hydraulic control system to the existing electric control system. It had to be designed to be compatible to a new electric drive and control system due for installation at the end of 2005.

The primary objective of mining companies is to function as a profitable business by delivering products that fit customer requirements in a safe and sustainable manner. Optimum resource utilisation is a critical focus area to achieve this objective, and the long-term sustainable business performance of a mining company is determined by the extent to which this is achieved. Technology improvements and/or new technology development could improve resource utilisation. However, adding new projects to a Brownfield operation carries risk. Overall project schedules, tie-in schedules and safety risks normally receive adequate attention, but the introduction and integration of new technology to a Brownfield site also carries the significant risk of failure to achieve design performance (quality or throughput). This risk must be addressed via rigorous design phase risk assessments and piloting. Post commissioning, the effective metallurgical integration of any new technology/circuit/process plant into an existing process plant calls for critical assessment, through circuit performance testing, and optimisation to ensure alignment with design criteria. In addition, this approach provides clear focus areas for further optimisation of the new plant and additional opportunity for overall plant optimisation. Roy Hill recently navigated this process successfully, and this paper provides feedback on the journey that led to improved resource utilisation.

Most blast fragmentation models assume the rock mass properties, explosive properties and blast design variables to be constants and uniformly distributed within a blast. However, in reality all these input variables vary within a blast resulting in variation in the resulting fragmentation size distribution. A stochastic modelling approach is introduced in this paper to quantify this variation. This technique takes the input variables as statistical distributions rather than constants and through several thousand iterations, generates a statistical representation of the expected fragmentation resulting from a production blast. A case study of three production blasts from a large open pit mine are presented and the modelled fragmentation æenvelopeÆ shows good agreement with the fragmentation æenvelopeÆ estimated from Split image analysis. The various blast-related parameters influence different parts of the fragmentation distribution, eg rock strength and explosive velocity of detonation have most impact on the fines. The technique is used to identify the parameters that have the greatest influence on various size fractions. Such an analysis will be useful to direct resources to efficiently minimise the variation.

Mining-induced seismicity at Junction Gold Mine became a serious operational problem in the late-1990s. Assessing the local seismic hazard is an important step in assessing the risk associated with potential rockbursting. This paper discusses the qualitative and quantitative means of assessing seismic hazard used at Junction. In qualitative hazard assessment, the role of the primary factors contributing to mining-induced seismicity and rockbursting are identified. These factors include: rock mass properties, geological structures, mine development, and stoping. A qualitative seismic hazard map has been developed considering these factors. In quantitative hazard assessment, seismic source parameters from an Integrated Seismic System are used to assess seismic hazard. The seismic source parameters found to be relevant to seismic hazard assessment at Junction are discussed.

Gwalia gold mine is located close to the town of Leonora in the Goldfields region of Western Australia, some 830 km from Perth. The mine is wholly owned by St Barbara Ltd, an Australian Securities Exchange listed gold producer and explorer. The Gwalia mine is a deep, all-trucking mine and is serviced by a 10 km long decline from surface. Mining is currently 1540 m below surface. Reserves extend to 1820 m below surface and are open at depth. The mine produces in excess of 200 koz of gold per annum.The Leonora area is hot and arid, with a mean annual rainfall of 230 mm and a 95 per cent mean daily maximum temperature of 20.3°C wet-bulb and 35.6°C dry-bulb.The primary ventilation system comprises a 490 kg/s surface exhaust fan, which draws air down a parallel intake system consisting of the decline, and a dedicated fresh-air intake system extending to the bottom of the production zone. Cooling is provided via a surface bulk air cooler serviced by an ammonia refrigeration plant that delivers 150 kg/s of chilled water to the bulk air cooler.The refrigeration plant and bulk air cooler were installed in 2008. The design allows cooling to be increased over time by installing an additional refrigeration plant in a lead lag configuration with the current refrigeration plant when required.Since 2008, expansion and increased depth reached a point where the underground heat load exceeded the installed capacity of the existing 4.0 megawatt rated (MWR) refrigeration plant. In order to maintain the mine design conditions underground, upgrading of the existing refrigeration system was required to bring the cooling capacity to 7.5 MWR.Two expansion options were considered: the addition of an ammonia vapour-compression refrigeration machine similar to the existing one or a lithium bromide absorption refrigeration system using waste heat from the site power station. The original design and layout of equipment on-site meant that either could be used, allowing an assessment of the merits of both when additional cooling was required.The decision was made to install a lithium bromide absorption system on the lead side of the existing ammonia refrigeration plant. "Robustness can be defined as the ability of a system to resist change without adapting its initial stable configuration. Robust design methodology, which is widely accepted in the manufacturing industry, allows the establishment of robustness and reliability metrics in scenario analysis.In the mining industry, a mine can be considered as a system with design parameters such as processing plant and mining capacities. Traditionally, a limited number of scenario iterations are performed in an attempt to determine optimal capacity values. An important strategic decision such as process plant capacity in particular is made during the very early stages of a mining study, often based on a low level of information. Lack of time and tools to run and analyse a larger number of possible scenarios for different design parameter combinations are usually the main reasons for not performing a full analysis. In addition, the uncertainty of other mining study input parameters creates more risk in decision-making.With advances in technology, it is now possible to automate the process of generating several thousands of scenarios in an affordable and timely manner. This allows performing the results analysis and assessing robustness and reliability criteria within a reasonable time frame. It is possible to generate a surface of results based on the net present value (NPV) for each scenario. This surface will reflect the efficiency level of the capture of the economic rent for each production scale. In addition, each scenario can be tested under diverse conditions of volatility of other external variables such as prices, costs or recoveries for example.This paper aims to establish a methodology that applies robustness criteria to determine the best scenario on several surfaces of value, which is then assessed with real data from a mining project. Obtained results demonstrate the advantages of using the proposed methodology in dealing with the above-mentioned multidimensional problems. ATTENTION has recently been directed to the subject of dust production and methods of allaying same in the Broken Hill mines, so that the time would seem opportune for the local branch of the Institute to discuss certain features of an important phase of the health question in connection with underground work. Tests conducted in the Broken Hill South mine and at other mines at Broken Hill have shown that the ordinary operatioils of mining, such as boring, blasting, and shovelling, may be accompanied by the production of considerable dust unless water is judiciously used.In South Africa·dust particles under 5 microns size are regarded as dangerous, becailse they are so small as to be invisible to the naked eye, and wm esc'ape the protections set up by nature in the nose and throat, and thus may be inhaled in large quantity. A micron is 1 25000th part of an inch. This paper contains an account of the work done on the Broken Hill South mine chiefly, though some tests were done on other local mines.An acknowledgment is due to Mr. T. A. In the year 1926, Edie Creek, in the Morobe District of the Mandated Territory of New Guinea, saw the greatest gold rush of recent years. Situated 35 miles inland from the coast, and at an altitude of over 6000 feet, Edie Creek presented to the original prospectors a wet, jungle-clad uninhabited, and inhospitable region. There were no roads; and the only means of approach from the equally inhospitable coast was by an eight to ten days' tramp through coastal swamps and gorge-scarred mountains. All food supplies and equipment had to be carried on the backs of "kanakas," and in many cases through country occupied by hostile natives.Since the first discovery of payable gold at Edie Creek, mining on the Morobe Goldfield has shown remarkable progress, and in spite of the tremendous natural difficulties, the field today ranks as one of the most important in Australasia.Aeroplanes, more than any other factor, have been responsible for this rapid development. They provide the only means of transport from the coast, and at present serve the needs of over 600 Europeans and 3000 indentured native labourers engaged in the industry.

The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.
