Mr Chairperson, respected leaders of the mining industry, ladies and gentlemen;   Good morning, Kiora, Nihao.   I am very honoured to give a speech to the 2005 New Zealand minerals conference. I would like to take this opportunity to express my sincere thanks to the Ministry of Economic Development to invite me to be part of this important event.   Today, I am going to talk about two themes: a brief introduction of ChinaÆs economic development, including ChinaÆs energy strategy; the good bilateral relations between China and New Zealand, its potential for further development and its relevance to our cooperation in the field of minerals and energy.   It is a well-known story that over the past 27 years, great changes have taken place in China. In 1978 when ChinaÆs reform and opening up just started, its gdp was near to only 150 billion usd dollars. By the year of 2004 it reached to 1.6 trillion usd, an average of yearly growth rate 9.4 per cent.   ChinaÆs great achievements are widely appreciated both in China and abroad. ChinaÆs development has not only improved the living standard of its own people, but also produced a huge market and brought about great opportunities for the world. Since ChinaÆs entry into WTO in 2001, China has imported near to 1.8 trillion usd dollars of goods, averaging a yearly imports of 500 billion usd dollars, creating for other countries and regions more than ten million jobs.   Our prediction is that in the next five years, ChinaÆs imports will be well over three trillion usd dollars. China will continue to serve as one of the leading growth engines for the future world economic development. Now China is on its great strive to achieve the goals of improving living standard for all the Chinese people. We are trying to reach a quadruple gdp of 2000 by the year of 2020, namely to reach gdp four trillion usd, a gdp per capita 3000 usd dollars.

Three key areas of C.I.P. plant design, viz. leach- ing time, adsorption and the gold loading on the carbon, are discussed and illustrated with examples. The need for accurate pilot plant data for use in assessing and optimising design is emphasized. This approach should minimize capital and maximise return on capital. It is demonstrated that, as regards adsorption, economics favours short retention time, high gold loadings and mechanically agitated, draft tube reactors. INTRODUCTION Little attempt appears to have been made in Australia to design the present generation of C.I.P. plants to achieve an economic optimum. Most would, seem to have been based on pre- liminary leaching data, gold extraction and value and rule of thumb which, in general, has led to over design and over capitalisation. An essential step to effective economic design is a comprehensive pilot plant study to establish definitive operating parameters, yields and reagent costs. In most cases the cost of developing this data will be more than offset against capital savings in plant; the operating profit should be increased substantially, and profit is maximised for known

The late Carboniferous to early Permian Featherbed Volcanics cover an area of about 3000km near the western margin of the Hodgkinson Basin, in northeastern Queensland. The dominantly ignimbritic volcanic rocks are mostly confined to a single, composite, volcano-tectonic depression, but, along with the associated intrusive rocks, may be divided into two main groups: late Carboniferous I- type rocks and early Permian A-type rocks. Late Carboniferous I-type andesitic to rhyolitic ignimbrites and minor andesite lava crop out in the southeastern, southern, and southwestern parts of the complex, mostly confined to a basin-like depression, or "sag" structure, and are associated with coeval dioritic (and rare gabbroic) to granitic intrusive rocks. Extensive Sn, W and base- metal, and some Au, mineralisation are associated with these rocks, particularly in the southeast. The main part of the complex is of early Permian age, and consists almost entirely of A-type rhyolitic ignimbrite and relatively minor volumes of lava intruded by a peripheral ring dyke of porphyritic microgranite and by resurgent-type plutons of porphyritic microgranite and microgranodiorite. These rocks are associated with sparse base-metal, Au, U, W, and Sn mineralisation.

EMR is equivalent to reporting Mineral Resource additional to Mineral Reserve, which has been permitted in jurisdictions outside the US for many years. Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

With the depletion of the mineral reserves that can be mined by surface mining, demand for highly productive and safe underground mines will increase. Underground drill and blast techniques continue to be refined but true æmass productionÆ is difficult to achieve. As is evidenced by the longwall mining of coal, alternative mining methods based on mechanised mining can meet the expectations but the issues of how to effectively cut strong rocks, how to define the orebody and how the mechanised miners can be automated and maintained all need to be addressed. CMTE is working in all of these areas. We believe that the oscillating disc cutter may provide the long sought-after breakthrough in mechanised rock cutting. Disc cutters are one of the most robust designs of cutting tool and the cutters attack the rock in a manner which effects direct tensile breakage. The internal cutter drive and the inertial damping mean that the already low cutter forces are not all transmitted back to the machine, making it possible to design lightweight, flexible mining systems. For orebody delineation drill monitoring, drillhole logging and geophysical imaging are key procedures being developed at CMTE. To automate mining machines, work is progressing well in the development of systems for autonomous vehicle navigation and mining robotics. A strategic contribution to maintenance issues is being made through the development of procedures for automatic analysis of used oils, monitoring the strength of mechanical structures, and operating point optimisation.

Northern Australia leads in world-class mineral deposits' is a bold statement. First there must be a starting point. Land north of the Tropic of Capricorn (23¦ 26' 5") will be regarded as Northern Australia covering nearly 40 per cent of the land surface of Australia. As opposed to land south of the Tropic of Capricorn, it should be regarded as Tropical Northern Australia and for the sake of brevity, (TNA) Refer Figure 1. Apart from the tyranny of distance from centres of power and population in the temperate zone, it suffered in the past from the belief that the tropics are unsuited for European workers and from the lack of infrastructure. Outstanding mineral deposits of iron, base metals, gold and diamonds, discovered and developed in the past three decades, provided the substance for the title. There are many world-class mines producing and there are mineral deposits neutralised through Government policy. TNA can maintain its lead in world-class mineral deposits provided Government policy will stop partitioning the land and decreasing that available for exploration. Let's look at what we have that is world-class. In Western TNA iron ore deposits at Paraburdoo, Mt Tom Price, Marandoo, gold at Telfer, diamonds at Argyle. In central TNA uranium at Ranger and Jabiluka, lead-zinc-silver at McArthur River, gold at the Tanami, manganese at Groote Eylandt and bauxite at Gove. In eastern TNA Mt Isa, Hilton, Century zinc-lead, bauxite at Weipa, gold at Kidston, Mt Leyshon, magnesite at Yamba and coal mines in the Bowen Basin. Those mines or deposits stand out yet are only an indication of the numerous lesser mines and of mineral deposits depending for development on market demand and/or changes in Government policy, eg 'The Three Mines' policy. Very large areas of mineral rich structures in the western, central and eastern parts of TNA are concealed below flat lying comparatively young unmineralised sediments. The Great Artisan basin sediments in eastern TNA can and do host oil shale and non metallic minerals. Nearly 40 per cent of western TNA is covered by the Great Sandy Desert. The Canning Track, with a series of 54 wells, was constructed by surveyor Alfred Canning in 1908 - 1910 with great difficulty. It extends 1700 kilometres from Halls Creek in the north to the gold town of Wiluna in the south, through the Great and Little Sandy Deserts. Gold explorers are following favourable structures extending to the north east below the sediments and sand hills covering the track. Half of central TNA's mineral structures are concealed by the Tanami desert and the Cretaceous sediments covering the pastoral regions of the Barkly Tableland and the Daly Waters to Top Springs pastoral areas. The Georgina Basin in the south eastern section is part of the concealment.

The optimisation of capital in the total planning context has broadly two components: ò maximising the efficient utilisation of capital against competing capital demands; and ò maximising the efficiency with which the industry's capital requirements are sourced. This paper focuses on the latter of these two concepts, as I wish to highlight that within the coal industry the inefficient sourcing of capital has resulted in the inefficient utilisation of capital. In discussing the optimisation of capital within the coal industry I would like to outline three fundamental issues which currently impact the industry and its application of capital: Initially, from the perspective of an independent investor, the perceived risk associated with investing in a volatile industry cycle has not permitted appropriate funding structures to be created thus leading to an inefficient utilisation of capital. Secondly, investors seeking out a windfall gain have established a practice of trading in the assets rather than encouraging recapitalisation. And lastly the mismatch of supply and demand leading to the establishment of new projects which include a percentage of offshore investment has fostered an environment of lower returns and subsequently a dilution of capital.

In an earlier LCA study, the authors showed that the electricity consumption of the electric furnaces used in the production of the ferronickel and ferrochrome feedstocks made significant contributions towards the Gross Energy Requirement (GER) of stainless steel production, on a æcradle-to-gateÆ basis. Given the relatively low efficiencies associated with electrical power generation, substantial reductions in the GER for stainless steel production could be anticipated if more direct use of thermal energy was made in the ferronickel and ferrochromium smelting stages.In view of these findings, a follow-up study was undertaken to investigate the likely environmental benefits of using bath smelting processes for the production of ferronickel and ferrochromium compared to the traditional rotary kiln-electric furnace processes, but still utilising the electric furnace process for stainless steel production. The METSIM process simulation software package was used to set up models of the two bath smelting processes and provide process energy requirements that were incorporated into the LCA. The environmental impacts considered in the LCA were greenhouse (Global Warming Potential, GWP) and acid rain gas (Acidification Potential, AP) emissions and solid waste emissions.The results of the study showed that the bath smelting route reduced the GER for ferronickel production by about 37 per cent over the traditional route, which translated to about a 21 per cent reduction in the GER for stainless steel. The corresponding reduction for ferrochromium was about half that for ferronickel, and when combined with the ferronickel result gave a 25 per cent reduction in the GER for stainless steel production. Similar reductions were also observed for the GWP and to a lesser extent the AP for both feedstocks, as all primary energy inputs were essentially fossil fuel based. Substantial reductions in solid waste emissions were also indicated for the direct use of ores in smelting. By utilising bath smelting processes for the production of the ferronickel and ferrochromium feedstocks, stainless steelÆs suitability for meeting many of the goals necessary for sustainable development, already recognised because of its particular properties, would be even further enhanced.

The current suite of bulk mining explosives has been available to the industry for over 20 years. The flexibility and performance of ammonium nitrate based emulsion blend explosives were accepted by the mining industry in the early 1980s. These water resistant explosives rapidly displaced the water gels and slurries developed during the previous two decades. However, since the 1980s there has been no equivalent step change to the basic formulation or application of bulk explosives, although there has been a continuous process of refinement with respect to stability, handling characteristics and most significantly, cost. In the 1980s explosives supply contracts were awarded based on technical evaluations, usually accompanied by field trials. Technical personnel from both mining companies and explosives suppliers dominated the negotiations and there was a strong focus on explosive energy and blasting requirements. Today, explosives from alternative suppliers are difficult to differentiate on the basis of energy so the focus has shifted to aspects of service and price û bulk mining explosives are now largely treated as a commodity and the negotiations are dominated by commercial personnel. Commercial pressures from large mining companies have seen a substantial reduction in the real price of explosives. However, this has come at a cost. In order to reduce manufacturing costs, emulsion formulations have changed. In general they are not only cheaper, but also less energetic. Powder factors have had to increase to achieve the same blasting results, especially in hard ground. It is debatable whether the mining companies have achieved all of the economies they were seeking. This paper discusses these issues and argues that the mining industry would benefit from taking a more technically driven approach to meeting their blasting requirements. Recent trends towards more open contracts between the mining companies and their suppliers can be extended to explosives. To achieve this, mining companies will need to acquire sufficient technical knowledge to take a more pro-active approach to specify the characteristics of the explosives required to maximise the economic performance of their operations.

The provision and management of energy in both fuel and electricity forms is an increasingly important consideration for mines. Pressures from communities, governments and markets are increasing towards more transparent and improved energy management. Combined with the energy-water nexus, where water and energy are closely related in the operation of a mine, this emerging business climate means a more thorough and responsible approach is required for the acquisition and use of energy, as well as the release of emissions. Many of the complexities in potential new ore bodies are borne in remote locations, high altitudes, low grades, arid climates and deep deposits. Each of these challenges affects the successful provision of energy. In combination, such challenges can leave an operation seemingly unviable from an energy perspective, especially when approached from a traditional mining energy feasibility lens. This paper discusses some of the energy alternatives currently available and emerging in the mining industry. Both energy supply and demand options are considered, which can provide a very different energy footprint with the flexibility to address, and potentially overcome, major energy challenges for a mine. The collapse of the I.T.C., the subsequent fall in the price of Tin, and the lifting of quotas saw the Renison concentrator resuming full seven- day operations at maximum capacity in 1985/86. Performance was sus- tained in terms of grade and recovery, and in some areas improved, over this period. A further challenge was declining head grades, and the need to treat higher proportions of less amenable ore types. The complexity of the flowsheet and the method of mining and ore handling predisposes the process to unstable operation, and solving this problem comprises a major component of the current development effort. The concentrator has an imbalance of capacity between processes, and excess in some areas is being adapted to enhance the capacity of others. Magnetic susceptibility of various minerals is being exploited to greater effect. Significant performance gains are achievable by improving exist- ing unit process efficiency, particularly in grinding, gravity processes and Cassiterite Flotation. This paper reviews the metallurgical developments, both recently implemented and planned for this year, which have contributed to main- taining Renison Limited in a competitive position in the post I.T.C. Tin industry.

In the search for significant new economic base-metal resources within Australia during the early 1970s BHP's Exploration Department had observed that the majority of lead and zinc con- centrate production in Europe and the USA came from carbonate- hosted Mississippi-Valley-type (MVT) zinc-lead deposits, but Aus- tralia had no history of production from this class of deposit despite several very favourable geological environments, par- ticularly in the large Palaeozoic sedimentary basins. An exploration-research team was established in 1975 and the Lennard Shelf region, near Fitzroy Crossing, was selected as a most promising geological environment. Previous exploration for this class of deposit by other companies in Australia had largely used conventional exploration philosophies (geological mapping, geophysics and geochemistry to identify specific drill targets) but BHP sought specialist advice from a North American expert and adopted a grid-drilling philosophy, which involved wide spaced relatively deep diamond drill holes on a regular grid pattern, and statistical evaluation of the results. This technique resulted in the discovery of the Blendevale Deposit in 1978 in an area which had previously been explored by other companies using conventional methodologies. The deposit was delineated and a pre-feasibility study carried out in 1985 indicated that the resource of 20 Mt @ 8.3% Zn, 2.5% Pb was a marginal proposition.

An alternative stoping method has been adopted for narrow vein stoping at the Tasmania Mine in Northern Tasmania. Colloquially described as ‘Radial-in-Reef’ (RiR) stoping, the method employs the drilling of radial rings in the plane of the Reef from a drill stub located at the geographic centre of the proposed stope panel.Production from the Western Zone of the Tasmania Reef has been undertaken remotely from the Reef since 2007, after a detailed geotechnical engineering analysis indicated that the integrity of the sill drives could not guarantee an acceptable level of confidence should an anticipated seismic event occur within a radius of 10 m. The key tenet of the remote mining approach was the exclusion of personnel from sill drives once stoping had commenced. The remote mining method had to be ‘retrofitted’ to four existing stoping blocks totalling 11 sill drives which totalled 160 m vertically. The remote mining method proved to be complex, cumbersome and very expensive. However, the ore was extracted successfully.By early 2010, previously developed ore had largely been exhausted and the future development with an orebody open at depth presented the opportunity to review the current extraction method. However, the new extraction method needed to maintain the tenet of excluding personnel from sill drives of active stoping blocks, but seek opportunities to reduce the difficult and costly aspects of the previous method. The new ‘Radial-in-Reef’ stoping reduced the development requirement from six to two drives per ore block. Cost implications aside, the significant reduction in prestoping extraction ratio was expected to also reduce the likelihood of seismicity. Transverse production rings were designed to be drilled radially from a drill stub mined from a mid-stope footwall drive. Stopes totalling up to 7000 tonnes were planned be fired in a single electronic blast. Extraction was designed to take place from a basal sill drive under teleremote operation. At the time of writing, the method was under trial.

Xstrata Copper is extending the Ernest Henry Mine with a 6 Mtpa sub-level cave (SLC) mine being constructed under the pit. The SLC mine will maintain the EHM operation until 2024 after the pit is completed in August 2011. In February 2008, the first cut of the new underground mine at EHM was fired with the start of an exploration decline. Since then Xstrata Copper has continued the development and construction of a SLC mine. During this process a number of challenges arose, some of which had not been anticipated in the planning stages, that in turn has been addressed to ensure the development continued. The challenges have been many and varied and range from setting up the portal area and commencing the exploration decline development in an active large open pit, to management of underground water. Further challenges were presented by the effects of the GFC on investment recommendations, with the scale of the mine varying from a shaft mine to a smaller scale trucking only mine in mid-2009 and back to the full shaft mine in late 2009. The effect was the parallel development of two separate mining scenarios, with the challenge of maintaining commonality for as long as possible to keep both options alive until the final board approval was obtained. In 2010 the RSPT caused further impacts. This paper will describe the current progress of mine development as well as how the various challenges have been met and some key lessons learnt from these experiences.

I would like to build on the keynote address given by Peter Stoker to the Fourth International Mining Geology Conference (2000) entitled æThe Role of the Mine GeologistÆ. He concluded that à the important aspects of the professional contribution of a mine geoscientist to a mine operation include: The geoscientists prime task is to maximise the profitable extraction of the ore deposit on which they are working û that is to add value. They must maintain and develop their own expertise. By ensuring a truly professional approach to all they do, they will provide the best service to the community, to their company or client, their shareholders and their family or close associates. In that process they will also assist in protecting themselves in this increasing litigious world. I intend to build on these points and, in particular to expand on what it really means to take a truly professional approach to mine geology. Mine geology is different from other forms of geological practice. As a mine geologist you are the advocate for the orebody. After all the orebody is the one thing that is unchangeable.

"Decision-making in mining is a challenging task. Optimal decisions regarding shovel and truck allocations, aligned with the optimal short-term production schedules, are crucial in keeping the operations in line with the company’s long-term objectives. In this paper, we present two main modelling components as the means to achieve near-optimal operational plans: a mixed integer linear goal programming model to allocate trucks and shovels to mining faces over a shift-by-shift basis so that operating costs are minimised and resource utilisations are maximised through the planning horizon a discrete-event simulation model to investigate the behaviour of a truck-and-shovel haulage system in the presence of uncertainty within mining operations. The goals integrated into the mathematical model are to: maximise production minimise deviations from the target head grade minimise deviations in tonnage feed to the processing plants from the desired feed minimise operating cost.The mathematical model provides shovel assignments and the target productions as an input to the discrete event simulation model while meeting the desired goals and constraints of the mining operation. We illustrate the applications of the discrete event simulation model by presenting a large-scale oil sands case study. The main contribution of this work thus far is the development, implementation and verification of a simulation model with a link to optimal short-term mine schedule and extraction sequence of mining faces, which assists in achieving a high level of mine plan compliance across short-term planning and operational planning time horizons.CITATION:Askari-Nasab, H, Upadhyay, S P, Torkamani, E, Tabesh, M and Badiozamani, M M, 2014. At Newmont Corporation drill hole spacing studies are done to support the business in understanding the cost of collecting additional information (with a specific focus on drill hole sampling density) versus the value of additional drilling in terms of resource risk reduction. For the last 20 years drill hole spacing studies have been executed in an effort to answer the following question: What spacing should the deposit be drilled at to achieve a certain level of resource confidence so that when mining occurs the resource model delivers as predicted ie what is the optimal sampling density? The optimal sampling density supports a resource model that provides a sound foundation for mine planning purposes and resource/reserve reporting. At Newmont Corporation drill hole spacing studies are now a requisite for understanding drill data density needs for new deposits and near mine expansions. This paper details the evolution of drill hole spacing studies at Newmont Corporation in terms of methodology and usage.

Sulfate-reducing bacteria (SRB) have the ability to immobilise dissolved metals by precipitating them as sulfides, provided that a favourable biochemical environment is created. Such an environment includes the presence of sulfate, anaerobic conditions and the availability of organic carbon. If such conditions are engineered within a reactive barrier or field-bioreactor, most metals can be effectively removed. To demonstrate this concept, three passive SRB field-bioreactors were constructed in 1998 at an abandoned mine site in the vicinity of Butte, Montana, USA to treat acid mine drainage with characteristic elevated concentration of metals and low pH. Performance of the field-bioreactors, using aqueous samples, was monitored over 32 months until the project was terminated, field-bioreactors were decommissioned and solid matrix sampling of the reactive matter was performed. The most important analytical results are presented in this paper together with conclusions regarding the appropriateness of the field-bioreactors construction features. Only Zn, Cu, and Cd were being removed as sulfides due to SRB activities. Changes in concentrations of other metals (Fe, Mn, Al, As), which do not necessarily precipitate as sulfide, seemed to be affected by SRB only in an indirect manner by responding to increased pH caused by SRB activity. An innovative cellular containment system used for placing organic matter worked very well in preventing settling of the organic matter and ensuring uniform flow of AMD throughout the entire cross-section of the organic carbon with no preferential flow paths This demonstration was funded by the US EPA and was jointly administered by the EPA and the US DOE under DOE contract number DE-AC22-96EW96405. The project was implemented by MSE Technology Applications, Inc, Butte, Montana, USA.
