Stress Mapping Technology is aproprietary technique developed to target epigenetic mineralisation located in dilatant (low stress) sites. It is a computer based technique, based on rock mechanics principles and stress-strain relationships, which seeks to transform strain data, in the form of a solid geology map, to stress data.The main assumptions in the conceptual model are that:The strain pattern of faults and lithological contacts have not been changed since mineralisation i.e. that ore formation is late in the structural history.Stress orientations and magnitudes are known.Rheological properties of faults and rock units can be deduced.The 2D geometric and rheological data is then treated by a mathematical technique which permits the geometry of the elements to be defined by the spacing and orientation of the discontinuities in the rock mass.

The exploitation of primary ores using cave mining caused new challenges at the El Teniente mine that required changes to a number of conventional cave mining practices. For example, in the 1970s and 1980s, panel caving was introduced to manage certain geotechnical and operational conditions. Today, El Teniente mine is facing new challenges associated with deep cave mining and establishing its New Mine Level (NML) project, which is located 240 m below the Esmeralda operating cave.The engineering and development phases for this new project have been largely based on experience and lessons learned throughout the history of primary ore exploitation at El Teniente mine, particularly knowledge about seismicity control, the management of collapses and operational practices. For example, previous experience demonstrated that seismicity could be managed by preconditioning using large-scale hydraulic fracturing (HF). HF has been systematically applied in the column of ore above the undercut planned for the NML project and below the production or extraction level, where the main ventilation and haulage infrastructure are to be located.This paper discusses how this has been achieved and is based on previous experience of preconditioning using HF, which has been applied in the selection and management of exploitation techniques and associated planning strategies and design parameters for the NML project.CITATION:Pardo, C and Rojas, E, 2016. Before I begin this paper, I thought that it would be important to start with a brief background on myself. This will give some insight into where I am coming from with some of the ideas presented in the body of the paper. I studied mining engineering at the University of New South Wales, graduating with Honours in 1999. When I finished university I was offered a job with PricewaterhouseCoopers in Sydney, working in the Energy and Mining Group of the Audit practice; which I accepted. I have been working at PricewaterhouseCoopers now since January 1999, completing an accounting conversion course at the University of Technology Sydney along the way. I am currently beginning my Professional Year for Chartered Accountant qualification. During my later years at university, continuing on through the start of my working career, I have been involved with the Sydney Branch of The AusIMM; firstly, as a student representative and, now, as the Young Professional Representative. Therefore, you can probably see that I will have very different young professional experiences than some of my peers who have been working on mining sites. The purpose of this paper is to examine the challenges that face graduates who are entering the industry and what solutions are used to ensure that this entrance is as smooth as possible. A challenge has then been made to the industry and The Institute in the form of further observations on ways that this entrance may be improved and the development of graduates to be more effective. In preparing this paper I have discussed various graduate experiences with some of my colleagues in order to see what some of the challenges they, themselves, face now and, also, going forward. I also discussed with them what they see as solutions to these challenges, drawing on some of my own experiences in a different company environment.

The mesothermal quartz-scheelite lodes of the Wakamarina valley are one of twelve known mined or prospected gold-bearing areas in the Marlborough Schist. Recorded production was 556 kg gold, a little silver, and c. 390 t scheelite. 134 m of the 1800 m long Golden Bar reef are accessible in the No 2 level of the Golden Bar mine. The reef is a typical multi-banded mesothermal vein, mostly c. 1.75 m wide, enclosing narrow horses of schist country rock. Scheelite is sparsely distributed, and is more common in small veinlets in the hanging wall schist. The country rocks are textural zone I-1m schists of prehnite-pumpellyite to pumpellyite-actinolite metamorphic facies. Their geochemistry suggests they are part of the Caples Terrane, and of calc-alkaline volcanogenic arc origin. The associated Wakamarina Quartzite is strongly recumbent folded, and of the same metamorphic grade, with abundant pumpellyite, stilpnomelane, and garnet, presumably spessartine. Although it has geochemical signatures of a deep sea sediment, it is depleted in Cr and Cu, and greatly enhanced in K and Ti, when compared with a standard chert. It also has trace element characteristics of a calc-alkaline arc-related sediment. However, associated greenschist has MORB-like incompatible element chemistry. The Golden Bar reef lies within a steeply dipping, normal to transtensional dip-slip fault adjacent to a shallow-dipping mylonite shear zone, which, at least on the footwall side, is 040 m wide. The shear foliation has been severely dragged down to nearly parallel the Golden Bar reef within 1 m of the quartz lode. Preliminary structural analysis suggests that the shear zone is extensional. X-ray diffraction analyses of the wall rocks show a progressive depletion of amphibole, stilpnomelane, and pumpellyite towards the reef, and enhanced illite/muscovite and Kfeldspar adjacent to the lode, along with possible graphitic carbon within 10m. Two zones of intense quartz veining occur, one adjacent to the hanging wall for 12 m and one from 40 m outwards. Quartz vein systems in the country rock are complex and span from pre-schistosity to post-mylonite. They include multiple generations of quartz, actinolite, stilpnomelane, pumpellyite, albite, adularia, chlorites, illite/muscovite, calcite, and scheelite. Metal analyses across the Golden Bar reef showed gold values of 0.13.1 ppm, and low tungsten values, consistent with the observed sporadic scheelite occurrences. As and Sb are at background levels, but enhanced Cr (150 - 430 ppm) relative to the schists (30 - 41 ppm) suggests that the source hydrothermal fluids passed through and leached mafic to ultramafic rocks.

PT Nusa Halmahera Minerals (PT NHM) is an Indonesian joint venture company owned by Newcrest Mining Limited (75 per cent) and PT Aneka Tambang (Persero) (25 per cent). PT NHM operates two underground gold mines, Kencana and Toguraci at the Gosowong mine site in North Halmahera District, North Maluku Province, Indonesia.Due to several major stope overbreak events at Toguraci, the mining method and sequence was reviewed. The method was changed from a bottom up Avoca stoping approach using waste rock as fill material and leaving sill pillars, to a top down open stope method using paste fill without sill pillars.The revised mine plan originally had stoping progressing from the current level to the base of reserves followed by extraction of the sill pillars in the upper levels at the end of mine life. Geotechnical modelling was conducted on the revised mine plan and it was recommended that the sill pillars be taken early due to the risk of them overstressing and being difficult to recover if left until the end of mine life. The backfill material above the sill pillars is unconsolidated run-of-mine development waste rock or unconsolidated rock fill (URF).Due to earlier attempts to extract sill pillars under URF not being successful in the upper areas of the mine, it was stipulated that the URF above the five remaining pillars must be consolidated prior to stoping. Cost benefit analysis showed this to be justifiable due to the high-grade nature of the ore locked up in the pillars.Grout was initially planned to be injected in one pass through self-drilling anchors (SDA) in a 2.5 m pattern. Initial attempts to do this failed due to the SDA aperture and grout consistency. A modified method was employed using poly pipe installed into open holes that were drilled through the sill pillar and into the URF from below. Repeated application at each location ensured full grout consolidation. Drill holes were used to confirm grout thickness as well as add more grout. Design thickness was based on stress analysis.Despite different URF types being present due to varying quantities of fines, the process was similar for each area. The presence of paste in the URF of one target affected the quantity of grout it received.With a design thickness of 4–5 m of consolidation in the URF, depending on stope width and dip, each consolidated pillar (to date) maintained integrity during the stope operation. The grinding characteristics of quartz which is normally associated with gold bearing ores in Kalgoorlie area was examined in a stainless steel laboratory size ball-mill in the presence of inorganic and organic surface active reagents. The cationic species considered were Fe3+, Cu2+ and Ca2+, and the anions were CO? and S2 as these are normally present during the process of grinding of gold ores in the region. The organic surfactants examined were K-amyl- xanthate, dodecylamine-hydrochloride and the Grinding Aid XFS-4272 manufactured by Dow Chemical The study was primarily based on an examination of the electrokinetic properties of quartz surface in the presence of the grinding reagents. Zeta potential at different reagent additions and pH values in the presence of individual reagents were examined and the corresponding grinding charcteristics determined. In April 2000 Mount Isa Mines installed hoist ropes of a new design on the double-drum winder at their P49 shaft. The ropes, CASAR Duroplast, were about three times as expensive as the previously used triangular strand ropes. The P49 shaft is situated at Mount Isa MinesÆ George Fisher Mine, located some 30 km north of Mt Isa. This shaft used the tried and proven 6 x 33 triangular strand style ropes. The rope life attained by these ropes at the time was acceptable due to many years of satisfactory performance. The following study indicates the improvement of service life using CASAR Duroplast rope in P 49 shaft, which depends on shaft and winder parameters of that particular shaft and cannot necessarily be generalised to other shafts.

"The White Mountain sediment-hosted gold deposit is located in north-eastern China. Mineralisation is associated with silica–hematite–altered polymict breccias that occur within dolomite at or near the contact with overlying sandstone. Economic gold grades are controlled by the distribution of the polymict breccias and can transition rapidly to low or zero grade over short distances. This results in sharp and highly irregular ore contacts on whose accuracy proper stope design and ore control is reliant at this blasthole underground mine.Short-term planning and ore control utilise a grade control model created from infill drilling and grade control sampling (ie face and wall sampling). Typically, the grade control model was maintained by time-consuming manual editing of earlier made contacts to incorporate any new data. This approach also was quite error-prone due to: the complexity of the breccia and ore grade contacts irregularly oriented and/or insufficiently dense drill holes inconsistent incorporation of grade control sampling. These errors resulted in unplanned dilution and ore loss due to inaccurate interpretation of the ore contacts.The primary advantage to implicit geological models over conventional, manually-built wireframe models is that they can be updated very quickly and frequently. In a mine setting, the power and efficiency of using an implicit model is greatest where the use of manual inputs or editing can be minimised. Recently a workflow was set-up for the mine geology team to create an implicitly-modelled ore shape for short-term planning needs by using all data, especially all grade control samples. The resultant 3D shapes provided metre-scale accuracy and consistently reconciled complex ore geometries much faster and to a higher degree of quality relative to the wireframe model. The practice of recording blasts for quality control purposes has been conducted for several decades. However, at the low frame rates of a standard video camera, essential data is frequently missed as it occurs when the shutter is closed between frames.The use of high-speed video for the research, development and monitoring of the performance of blasting procedures is a well proven but under-utilised practice.The recent development of low cost, easy to use high-speed digital cameras and user friendly software can deliver a capability into mine management as a day-to-day production tool that can greatly improve blasting performance and reduce costs.Digital high-speed video and image analysis software can accurately quantify each blast. Analysis of the images can facilitate the identification of causes of variance from design, geology changes, errors in blast practice and areas of poor performance. The use of high-speed video greatly enhances the audit and review processes so that future blast design can be quickly and appropriately modified to deliver improved blasting performance and reduced costs.The three videos demonstrate the differences between standard video and high-speed video and the detail that can be obtained from them. These videos of open cut blasts can be used to identify blast performance variances. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. It is important to understand skarn-porphyry transitions in order to use exposed skarns to look for associated and potentially larger porphyries. For such purposes, a good start is to understand the transition between porphyry and skarn in known deposits. In this contribution, we report the transition at Antamina, Peru, where skarns occur in and around a Miocene complex comprised of more than seven porphyritic intrusions. There are three types of skarn-porphyry relationships. The earliest intrusive phase, P1A, contains both endoskarn and porphyry-style quartz veins with secondary biotite halos. The porphyry quartz veins and endoskarns formed at the same time. Locally, the intrusion contains only endoskarn without porphyry quartz veins and is surrounded by exoskarns in carbonate wall rocks. In the third scenario, later porphyry (P2) intruding into P1A porphyry and skarns related to P1A contains abundant granular quartz veins and secondary biotite alteration but does not have significant endoskarn. The granular quartz veins also extend into earlier P1A skarns. The scarcity of endoskarn associated with P2 is related to the supply of Ca. The earliest P1A intrusion intruded into carbonates that supplied abundant Ca, therefore both endoskarns and exoskarns formed. In contrast, where the wall rocks of the later P2 intrusion are P1A or skarn related to P1A, there was little free Ca, therefore only porphyry-style quartz veins formed.CITATION:Chang, Z, Mrozek, S A, Meinert, L D and Windle, S, 2015. THE slag from the blast furnaces having been granulated, a representative sample is taken to the sample mill. It is then dried, crushed through a 100-mesh screen, intimately mixed, and packeted for assay purposes.METHOD OF ANALYSISINSOLUBLEWeigh 1 grm. of the finely-pulverized slag into a 3t-in. casserole, moisten with a little water to prevent sticking, cover with a clock glass, and add 20 cc. of hot acid (1 HNOs, 3 HCI, 4 H2 0). Evaporate slowly to dryness on a hot plate and bake (without overheating) until all the gelatinous silica is dehydrated. Cool, add 20 cc. HCI (1-1), and boil gently for several minutes; filter into a 300-cc. beaker, cleaning out the casserole thoroughly with a rubber-tipped glass rod. Wash residue with hot distilled water and transfer it to a No. 1 porcelain crucible. Dry, ignite, cool in a desiccator and weigh as total insoluble matter. Dilute filtrate to 200 cc. and neutralize some of the excess HCI with NHa.OH. Warm, and pass H2S for 15 min. Filter and wash withhot water. Boil off H2 S, oxidize with 5 cc. HNOll , reduce bulk of the solution by evaporation. to about 100 cc., and transfer to a 250 cc. flask.SILICAFuse insoluble residue over a blast lamp in a platinum crucible with three or four times its weight of anhydrous carbonate of soda, for 10 to 15 minutes, or until decomposition is complete. Cool, and extract fusion in an 8-in. evaporating dish with HCI (1-1); rinse crucible and cover with distilled water, and evaporate to dryness over a water bath. Take up dry mass with 10 cc. strong HCI, and then.

Rio Tinto Iron Ore (RTIO) manages eleven mines in the Pilbara region, Western Australia. Three of these mines have previously or are currently mining black shale that contains varying amounts of pyrite. Several new deposits currently being evaluated and existing mines that may progress below water table in the future, will also encounter this waste material. The black shale presents not just an acid rock drainage risk but also a spontaneous combustion risk. This paper presents the black shale management strategy and provides an overview of the relevant activities undertaken by RTIO. The strategy can be divided into two components which firstly involve defining the risk and secondly involve managing the risk. The mineral waste management plan is used to identify specific mineral waste hazards by:geochemical characterisation of waste material,undertaking mine site specific risk assessments,characterising the receiving environment,identifying sulfidic boundaries in geological and mining models,quantifying the amount of sulfidic material in medium and long-term mine plans, anddesigning and sequencing black shale waste dumps. Once a mine exposes black shale the Spontaneous Combustion and Acid Rock Drainage management plan is used and the major activities are: regular site meetings with a representative from every group that works with black shale;compliance with safe working procedures for site specific and detailed activities;regular training;the use of specific explosives to prevent premature detonation;ongoing geochemical characterisation;acid water management, monitoring and analysis;regular internal and external auditing of procedures and practices; andclosure planning assessments and preparations (ie cover trials, geochemical void modelling, geochemical waste dump modelling). The success of this holistic strategy is evident by the awareness of personnel within the business, thorough understanding of the geochemistry and by undertaking proactive management of black shale during mining. The strategy and management plans adopted by Rio Tinto Iron Ore have activities that other mine sites with potentially acid forming material may like to consider implementing.

The comprehensive processing of raw materials and the tendency to waste-free production require the combination of various methods of concentrating mineral resources. Magnetic separation, an ecologically clean method of concentration, is one step in the technological cycle of ore processing, and cleaning and classifying of raw materials. Separators with superconducting magnetic systems cooled by liquid helium are the novel equipment for practical concentration. Recently, high-gradient (HGMS) and open-gradient (OGMS) magnetic separators using the effect of superconductivity have appeared. The separators of the first type are expedient in the head-end of the technological cycle, as they are most efficient for processing of particles 100 ¦m and greater in size. In this case the main task is to obtain pure tailings with a minimum amount of the useful component. This method allows the essential reduction in the cost of the subsequent crushing and grinding, because only the magnetic concentrate is directed to further processing. The separators of the VGMS type are used more efficiently in the final stages of the concentration cycle to condition the end product. The present work is devoted to the theoretical and experimental investigation of the motion of weakly magnetic particles in the working chamber of superconducting separators of the open-gradient magnetic separator (OGMS) and HGMS types. The flat OGMS is equipped by a magnetic system with NbTi racetracks cooled by liquid helium. The chamber is divided into zones by partitions parallel to the plane of the magnetic system. It is shown how, depending on the number of the zones and their depths, the extraction function of the OGMS varies and the transition from the OGMS to the HGMS occurs. The particles 2 mm and less in size are considered. The extraction parameter distribution of the particles was measured for a multicomponent weakly magnetic ore. CSA mine, which is a deep level copper operation, located 12 km north of Cobar, NSW, currently uses a top down stoping method, utilising cemented hydraulic backfill (CHF) to fill and stabilise the stoping void thus assisting the extraction sequence. The stope sequence then requires development back through the CHF stope so that the necessary infrastructure for the subsequent stoping, such as raise bore pads can be sited. The primary and secondary support installed in the CHF consisted of 100 mm thick fibrecrete from floor to floor with 7 + 2.4 m long resin support tendons installed at 1.5 m ring spacing. This support system relied on the resin achieving a quality bond with the CHF, and also the fibrecrete developing early structural strength due to the use of an accelerator. In addition to the delays in the excavation turn around time, it was felt that a superior support system could be designed. Such a system was designed; risk assessed, tested underground, and trialled in selective CHF digouts, and eventually signed off as the chosen support method in CHF digouts. This paper discusses the change from a passive support system used in CHF digouts to an active support system using Swellex bolts and weld mesh, which has provided an active support system, that is superior, faster to install, reduced the excavation turn around time and is overall a cheaper support system.

The description, characteristics, advantages and application of a new bulk explosive for medium to large diameter dry blasthole conditions is described. A brief outline of the delivery system for the product is also included. This explosive has been designed to provide an alternative to ANFO, currently the most common bulk dry hole product available to the mining and quarrying industry. The selection of the optimum explosive for any blasting operation is of prime importance. It is a major factor contributing to the production of the desired results in terms of muckpile fragmentation, shape and diggability. The optimum explosive can be defined as the most cost-effective in producing satisfactory breakage and displacement of the material. ANFO satisfies this prerequisite for a significant proportion of dry hole applications. This unique, low density and low velocity of detonation explosive has been developed to provide the industry with a cost competitive alternative to ANFO. Typical loading or average inhole densities nominally range between 0.40 g/cc to 0.70 g/cc, depending on the application. Characteristics of this explosive allow for specific and common applications in open cut coal and metalliferous operations. These include ore/waste control operations, prestripping and presplitting applications, sites confronting cap rock problems, and large hole diameter quarries.

Systematic near-field vibration monitoring of stope blasts was carried out in a large, deep underground mine. A total of 31 production blasts were studied in order to investigate the effectiveness of existing blast designs. This involved the vertical retreat mining method, which requires drilling a raise bore or blasting a slot raise (typically 1.22 m in diameter) using large diameter boreholes (165 mm). The diagnostic technique employed multistation near-field monitoring of blasts with high-g (100 g) and high-frequency (>10 kHz) triaxial accelerometers. The amplitude of the vibrations is correlated with the strain energy transmitted from each explosive deck. The results showed that more than 30 per cent of the explosive decks contributed little energy to the rock breakage process in these blasts, and an equal number contributed only inadequately. These findings are indicative of serious blast malfunctions. The problems can be traced to inadequate deck blast design and possibly to drill hole deviation. Since I first enrolled to study Mining Engineering, the idea of working with big machinery and explosives has always appealed to me. After a few courses at uni, combined with vacation work and a number of presentations at the New LeadersÆ Conferences I had attended, I began to realise that the explosives side seemed to have more appeal than the others. As I look back on the past two and a half years that I have spent with Orica Australia Pty Ltd as part of their graduate program, I would have never imagined the dynamics of explosives in mining. This I put down to the ever changing and rapid development in technology converting blasting techniques into a defined predictable science. The opportunities I have been given have delivered all the appeals from when I first started my study. As a result of my entry into a profession that uses explosives to deliver broken rock in a range of mining and construction projects, through the use of advanced blasting technology and products, my experiences have been wide and varied. These experiences have included the use of OricaÆs i-konÖ detonator technology and blast design software to allow for blasting operations to occur in a range of environmentally sensitive quarrying and construction projects throughout New Zealand, to the implementation of various Orica blast based services aimed at improving dragline dig performance and reducing coal loss thus improve overall mine sustainability in the coal mines of Central Queensland, to the advanced utilisation of Orica explosive products and technology in a number of the worlds largest copper mines in Chile. I have witnessed first hand the blasting technology available within Orica Mining Services to both deliver fundamental changes in mining results and in turn kick off my career with a bang.

Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia, about 50 km north of the town of Southern Cross. Ore is trucked from three geographically isolated sources to the crusher at Koolyanobbing, where it is blended before and during crushing. Lump and fines products are produced and railed to Esperance for ship loading and export to Asian customers. CNR is examining alternative processing paths, from mining to ship loading, with the aim of improving efficiency and reducing costs. Modifications to the system must be consistent with potential future expansions and maintain the low inter-shipment grade variability on which CNR prides itself and has built a strong relationship with its customers. In searching for the optimum process design, many options from mine face to ship loading must be evaluated and compared. Pilot plant studies are infeasible, while complex mineralogical interactions, competing goals and numerous possible system configurations limit the applicability of theoretical analysis. It was therefore concluded that simulation modeling would provide the confidence to take the next step into production trials. This paper describes techniques applied at CNR to simulate grade variability resulting from potential process design changes. The simulation models are easily run Excel-based modules, with each module representing a different part of the process. The modules use extensive Visual Basic macros driven by Excel's user-friendly interfaces. Presentation of the results is enhanced by Excel's excellent graphical capabilities. The simulation software stores and graphically presents time-stamped data from a run, enabling detailed analysis of different process configurations. Final success of a simulation run is measured by inter-shipment variability (standard deviation and process capability) and in-process ore tonnages. Meaningful results from the simulations require the initial input data contain the same correlations present in the real production environment, between the mineral components, production linkages and across time. The data also have to allow simulation of potential changes to mining method and introduction of new pits into the blend. Mining data from the real operations under study are therefore used, with average grades and variability adjusted to match potential future development proposals. It is also necessary to filter out medium and long-term variations from the production data as this variability is best controlled through the conventional medium to long-term mine planning process, not by the process design being studied. The filtering was carried out using a Fourier transform technique, which is described.

The Que River and Hellyer polymetallic massive sulphide ore bodies are located 3 kilometres apart in the Cambrian Mount Read volcanics of Western Tasmania. Both deposits are classic examples of the Kuroko volcanogenic style. Base and precious metal rich hydrothermal solutions rose through a deep fracture system and vented on the sea floor, causing sulphides to accumu- late in adjacent topographic lows. Together the preproduction geological resource is approximately 23 million tonnes at greater than 18% zinc plus lead, with economically significant silver and gold. Exploration by Aberfoyle in the Mount Read volcanics com- menced in 1970. Que River was discovered in 1973 following a comprehensive data review, a regional stream geochemical survey and a helicopter-borne electromagnetic survey. Production began in 1981, and the mine is currently producing 300,000 tonnes per year. The ore is sold to the Electrolytic Zinc Company of Aus- tralasia Ltd mill at Rosebery. Ten years of extensive geological mapping, soil geochemistry, and induced polarisation, combined with continual study of the Que River orebody and its host rocks, formed a strong frame- work for the discovery of the Hellyer deposit, which was found as a result of drilling .a subtle time domain electromagnetic anomaly in 1983. Hellyer is currently being mined at a rate of 250,000 tonnes per year, with the ore being concentrated at Aber- foyle's converted Cleveland tin mill. Treatment of 1 million tonnes per year will begin in early 1989 at a new mill located near the Hellyer site.

The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.
