Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

The Middle and Lower Yangtze River metallogenic belt is one of the most important polymetallic resource areas in China. Iron oxide-apatite deposits, mainly distributed in Ningwu and Luzong volcanic basins, are a distinct type of iron deposits in this region. These deposits have a close temporal and spatial relationship with Mesozoic dioritic porphyries and are characterised by magnetite-apatite-pyroxene/actinolite ± anhydrite assemblage and large-scale sodic-calcic alteration.Widespread multiphase inclusions in pre- to main-mineralisation stage pyroxene and garnet in Meishan (in the Ningwu basin), Luohe and Nihe (both in the Luzong basin) iron deposits were trapped at ~780°C in extremely saline brines (~90 wt per cent NaCl equivalent), consisting of Na (13–24 wt per cent), K (7–11 wt per cent), Ca (~7 wt per cent), Fe (~2 wt per cent), Cl (19–47 wt per cent) and SO4 (3–39 wt per cent), based on petrologic, microthermometric, Raman spectroscopic studies and laser ablation inductively coupled plasma mass spectrometry (LA-ICP-MS) analyses of natural fluid inclusions and synthetic analogues. The high Cl/Br, Na/B and S/B ratios in brine inclusions and the heavy sulfur isotopic values of anhydrite and pyrite (d34SAnh = +15.2 to +16.9‰, d34SPy = +4.6 to +12.1‰) suggest a significant contribution from both halite- and anhydrite-bearing sedimentary rocks. The involvement of evaporites caused the production of large amounts of high-salinity brines with apparently enhanced capacity to extract iron from the dioritic intrusions.According to their geologic features and the above characteristics, these iron oxide-apatite deposits are considered to be a special type of iron oxide copper gold (IOCG) deposits characterised by high contents of Na, Ca, Cl and SO4 in the ore-forming fluids. Ventilation is part of all underground mine operations and is undertaken in order to introduce fresh, cool air to the workings and to remove stale, affected air. It is problematic to obtain efficient and accurate estimates of volume flow and static pressure in the installed operational configuration for the auxiliary axial flow fans.An empirical method was developed to estimate the static pressure and volume flow through a calibrated differential pressure port on axial flow fans. Prior to shipping, each fan is performance tested according to BS 848 (ISO 5801) to establish the fan performance curves. In addition to the standard required parameters captured to fully describe the performance, the differential pressure is measured across the fan rotor to enable correlation with the characteristic fan curve.The method was implemented on a ruggedised tablet PC platform. This compact platform is then used to calculate the volume flow rate from the differential pressure sensor measurement input via a USB port. The result is a real-time measurement of volume flow and operating point of the fan system. This can be used effectively in overall modelling of the mine auxiliary ventilation systems and calculation of system resistance could provide a health indication of the fan and duct system.CITATION:Ratner, G and Viviers, S, 2013. The concept of the circular economy has been gaining traction both in Europe and China.In Europe the Ellen Macarthur Foundation see their mission as accelerating the transition from a linear take-make-dispose economic model to a circular model that is restorative and regenerative by design, and aims to keep products, components and materials at their highest utility and value at all times. The Chinese Circular Economy initiative is effectively a sustainable consumption and production program utilising cleaner production, industrial ecology and life cycle management approaches to meet the national challenges of maintaining rapid economic growth while simultaneously enhancing environmental quality and maintaining social progress. A key characteristic of both of these circular economy initiatives is to design out, reuse or minimise the generation of waste.The mining sector, by definition, is represented by linear rather than circular activities, by supplying resources to society. However, being one of the world’s largest waste generators, the sector can adopt similar logic to that of the circular economy to improve its sustainability performance. In recent years, the use of steel fibre-reinforced concrete (SFRC) for segmental tunnel linings has become increasingly popular due to numerous advantages including durability, resistance to spalling, reduced cracking at corners and edges and significant cost-saving potential. One of the key parameters for measuring the performance of SFRC is the residual (post crack) flexural strength. A problem often faced in design and quality control of SFRC is the high variability of results obtained by standard beam test methods, with reported coefficients of variability (CoV) in the order of 25 per cent. The high test variability results in a relatively low permissible design strength relative to the average flexural strength of the material and commonly leads to non-conformances with respect to residual flexural strength during production testing.This paper presents the implementation of an alternative testing method using large round determinate panels (RDPs) for quality control testing of the SFRC used in the segmental lining of the City East Cable Tunnel (CECT) in Sydney. The alternative RDP test method was found to correlate well with standard beam tests and significantly reduce the variability of test results, minimising the risk of outlying residual flexural strength results, with zero non-compliant test results reported during the production period.This successful implementation of an alternative test for post-crack flexural strength with lower variability in results constitutes a relevant precedent to demonstrate the feasibility of this approach which contributes to the development of more cost-effective concrete mixes and minimises the risk for non-compliant results and the contractual disputes that commonly arise from these.CITATION:Cortes, F, Nievergelt, R and Kost, S, 2014. Arsenic is classified chemically as a metalloid. That is, it has properties intermediate between those of metals and non-metals. Like non-metals, it combines with many metals to form arsenides (eg arsenopyrite FeAsS, niccolite NiAs, sperrylite PtAs2), but like metals it forms sulphides and oxides (eg realgar AsS, arsenolite As203). Arsenic is distributed widely in the Earth's crust at an average concentration of 1.5 mg/kg and is present in more than 150 minerals.

Aitik, a Boliden owned and operated open pit mine located in northern Sweden, will expand production from 18 Mt per year today to 36 Mt per year copper ore during 2010. The challenge for the mine operation is to double production with a planned increase of the shovel and truck fleet of only 50 per cent. This will be achieved through improved shovel and truck utilisation and productivity. In early 2005 Aitik started projects to enhance the utilisation of truck engine hours and to reduce fuel consumption. Both projects were successful, within a year efficient2 utilisation of engine hours increased from 60 per cent to 75 per cent and fuel consumption was reduced by six to eight per cent. The truck utilisation project focused on minimising idle truck hours by for example four operators on three trucks thus reducing idle engine hours to minimise lost time for breaks and shift changes. Other measures included focusing on improved dispatch usage, parking trucks when overtrucked, etc. Eco-driving was a project together with Swedish Road Administration with the objective to combine economical and environmental savings. To keep the focus on eco-driving a reward was set up for the shift team with the lowest fuel rate over rolling 15 weeks periods. Both activities included a comprehensive training program for mine foremen, dispatchers and truck operators focusing on efficient use of trucks from economic driving to optimised truck dispatching and minimising idle engine hours. Online monitoring of trucks activities and fuel consumption combined with continuous reporting gave shift foremen and management a tool to discuss and follow trends and individual shift team performance. The combination of close monitoring of mainly organisational practices and operator training resulted in significant productivity increase and lower operating costs without any capital investments.

A survey of selected West Coast Streams was undertaken in Summer 2001, Summer 2002 and Winter 2002 to establish the degree of arsenic (As) contamination in waters and sediments downstream of old coal and gold mine workings on the West Coast. Of the catchments studied, Soldiers/Ford Creek and Rapid Stream showed the most significant elevated As concentrations, predominantly in dissolved form, and evidence of AMD or ARD contamination (high sulfate concentrations and/or acidity). The rate and processes of removal of dissolved arsenic from the water column (attenuation) have been studied in these catchments. The Rapid Stream and Soldiers/Ford Creek catchments are directly affected by adit drainage from the Sullivan and Blackball coal mines respectively. Both catchments have high As concentrations in the sediments, with up to 770 mg/kg in Soldiers Creek and 490 mg/kg in Rapid Stream. Dissolved As concentrations are significantly elevated in the neutral pH waters of Soldiers Creek; typically as high as 100 - 200 ¦g/kg, up to 500 m downstream of the main adit discharge (800 ¦g/kg As). Adit inflows to Rapid Stream were acidic and contained 20 - 30 ¦g/kg dissolved As, with relatively high concentrations of arsenic in the stream water in winter (up to 18 ¦g/kg), but not in summer. Analysis of concentration trends and As:SO4 ratios downstream of these obvious As sources confirmed that dissolved As had been actively removed from the water column, but varied seasonally with greater removal evident in summer. Adsorption of arsenic onto iron oxide in the stream sediments is the most likely mechanism of removal. The Snowy River catchment, on the other hand, has relatively high As concentrations in both the sediments and the water column, but there was little evidence of a distinct AMD or ARD input from the Blackwater gold mining area. Preliminary investigation suggests that dilution rather than attenuation is responsible for decreasing As concentrations downstream.

Human ventures into space are entering a new phase in which missions formerly driven by government agencies are now being replaced by those led by commercial enterprises – in launch, satellite deployment, resupply of the International Space Station and space tourism. In the not-too-distant future, commercial opportunities will also include the mining of asteroids, comets, the Moon and Mars. This research examines the role of off-Earth mining in a growing space economy. In this investigation, the term ‘mining’ is taken to embrace minerals, ice/water and other in situ resources. As the off-Earth mining initiative could be the engine that drives the space economy, it would be useful to understand what off-Earth mining market conditions and technology requirements are needed for that economy to prosper. These specific elements are studied in the wider context of creating an economy that could ultimately support a sustainable Mars colony. This paper explores the structural/physical and policy based issues that have lead to the apparent resource conflict between Forestry and Mining on the West Coast. Both industries are important to the West Coast and bear many similarities, particularly at the corporate end of the mining scale. However there are very distinct structural differences which set the scene for friction at the boundaries. Examples of how mining impacts upon forestry illustrate where some of the friction arises and provides some insight as to where some solutions are or may be found.

Sapporo-Iwanai district is located at the intersection of the northeast Japan arc and Kuril arc, associated with the subduction zone. This area is characterized by Miocene submarine volcanism followed by Plio-Pleistocene subaerial volcanism.   Koryu, a small epithermal Au-Ag deposit, occurred in Pleistocene (1.4 - 0.85 Ma) within Miocene sedimentary rocks near a subaerial andesitic volcano, while Toyoha, a large epithermal Pb-Zn-Ag (-Au) deposit, also occurred near a subaerial andesitic volcano. Although most of the base metal deposits formed in middle-late Miocene, Toyoha formed in Plio-Pleistocene (2.93 - 1.60 Ma) within Miocene volcanic and sedimentary rocks. This epithermal mineralization was partly overprinted by xenothermal Cu-Sn-In(-Au) mineralization (2.68 - 0.49 Ma).   Hydrothermal alteration differs vastly between Koryu and Toyoha: host rocks at Koryu were not intensively altered, although wall rocks adjacent to veins were silicified, while those at Toyoha show intensive and extensive neutral-pH alterations. Geological and chronological studies show that middle~late Miocene (12.5 - 8.4 Ma) alteration was pervasive and overprinted by Plio-Pleistocene (2.93 - 0.49 Ma) alteration. The base metal veins in the middle-late Miocene were not well developed, but were large in number with great depth.   These studies show that the hydrothermal activity at Koryu is rather small and short-lived, while that at Toyoha is large, long-lived and characterized by overprinting of different hydrothermal systems. The subaerial magmatic activities yielded not only the andesite lavas, but also generated hydrothermal solutions for the formation of both Koryu and Toyoha. The metals were possibly derived from such magma. At Toyoha, the hydrothermal solutions could also remobilize metals from old ores.   The size, life span of magmatic-hydrothermal system, and overprinting on the old mineralizing systems could constrain the type of metal deposits (precious and polymetallic deposits) nearby subaerial andesitic volcanoes in Plio-Pleistocene.

An extensive suite of elements are routinely assayed on all resource drill core samples to assist in deposit scale resource definition, local mine scale delineation of ore zones, and ore characterisation for the planning and scheduling of mining and processing of ores at Olympic Dam. This paper discusses a deposit scale geochemical relation that can be used by mine geologists to find more high-grade ore at the local mine area scale at Olympic Dam.A 3D grade shell representing 0.8 per cent Cu was created for a mine area using drill hole assay data. This defined the geometry of the ore zone. The Cu-grade shell was then overlain onto the existing resource block model to evaluate the relationships between the Cu-grade shell, copper and other elements. The strongest correlation was between copper and manganese. The block model showed a dramatic decrease in the concentration of manganese just below the below the Cu-grade shell.Several drill holes that intersected the Cu-grade shell were selected to evaluate the copper manganese relation at the drill hole scale. As expected, the individual drill holes displayed a strong inverse relation between copper and manganese. A geochemical footwall was then modelled representing 0.1 wt per cent Mn. Using both the Cu– and Mn-grade shells, several drill holes were designed/drilled and all hit high-grade copper.For the vast majority of the deposit the inverse relation between copper and manganese is valid; however, in areas with intense chlorite alteration (related to amounts of mafic to ultramafic rocks) this relation is not as strong, due to increased manganese in the rock mass. Even though using the copper manganese relation as a drill targeting method was not always as reliable in a few small areas of the deposit, it demonstrates the value of using existing assay data integrated with the resource block model to discover local mine scale geochemical relationships which can be used to more effectively design drill holes to discover high-grade ore at Olympic Dam.CITATION:Griffith, J and Ehrig, K, 2017. "In March 2015 Northparkes Mines (NPM) installed a process mineralogy facility on-site. The laboratory included a TESCAN TIMA scanning electron microscope (SEM) and was the first SEM facility to be commissioned on a mine site in Australia. While the initial intent of the quantitative mineralogy laboratory was to provide information to drive processing plant improvements, in practice, it has been utilised for so much more and is now serving as an integral link between departments on-site. This multidisciplinary approach to orebody knowledge is a new strategy for NPM whereby all parts of the value chain are aligned towards the common goal of achieving process efficiency and stability while still maintaining high throughputs. The NPM experience is presented as a case study to illustrate how on-site process mineralogy can drive a realignment in business strategy with a common goal of mill optimisation, stability and more realistic forecasting through orebody knowledge and information sharing between disciplines.Citation:Jones, K and Morgan, D, 2016. As a material asset for mining entities, the resources and reserves (RR) estimation processes are surprisingly underrepresented in the assurance landscape. When press reports expose them being inaccurately reported, or in merger and acquisitions processes, their importance becomes clear. The impact of erroneous RR numbers (both positive and negative) could have a material impact on an entity’s reputation and value.The technical nature and ‘black magic’ connotations of the RR estimation processes are possibly reasons why audit committees are not actively involved with it. Internal auditors avoid the RR processes for similar reasons. Also the traditional approach to obtain assurance on RR is expensive and is therefore only performed when it is absolutely required.However, stakeholders’ expectations of good governance are growing. Part of this increased focus is based on attaining a higher degree of certainty about the current and forecasted position of the entity. Stakeholders are also increasingly more interested in non-financial areas of entities, as the future success of an entity is more than a set of financial metrics.Consequently, the RR estimation processes should be visible on the agendas of audit committees. Monitoring of key controls is required as part of the governance obligations for senior management and the audit committee. So once it is on the audit committee’s agenda, the question then becomes, how will that agenda be supported by an assurance process that is cost-effective?The main objective of the paper is to describe a model of RR assurance that has been effectively applied in some mining companies. The paper discusses one particular approach that provides an audit committee with the required assurance regarding RR processes. The approach ties the assurance needs of the audit committee to the needs of the technical experts in the entity, therefore involving two important figures. It also offers assurance providers with a model to audit ‘through’ the RR processes rather than ‘around’ them. The paper then discusses top-down and bottom-up approaches that provide assurance at different levels of an entity.A governance audit that focuses on the RR processes is suggested as a top-down approach. A bottom-up approach assesses the design adequacy of internal control processes. A hybrid model is described which meets the needs of diverse stakeholders including the audit committee and the RR community.The hybrid model combines the expertise of professionals in both internal audit and RR. The right balance of these skills directed by a singular approach ensures that a credible result is achieved.This approach is not as expensive as some verification approaches used in the industry and can, as a result, be performed on a more regular basis.The last element of the paper looks at implementation of the reporting mechanism. Iron ore, which is transported by rail from the iron ore mines at Sishen in the Northern Cape, to the Saldanha Iron Ore Terminal in the Western Cape, needs to be analysed while loading to be exported. Every shipment will be sampled and an average analysis of the ore will be produced which is required by the purchaser at the receiving port. On arrival at the iron ore terminal at Saldanha, the ore is tipped from the rail trucks onto conveyor belts to be either stockpiled or direct-loaded. The conveyor belts run under the sampling plant and the ore is sampled periodically by means of an automated cross-belt sampler. This is the first iron ore port sampling facility in which the automated sampler is situated above the conveyor belts and not adjacent to them. A portion of the primary sample taken off the belt is moved to the dedicated sampling laboratory situated behind the cross-belt sampler and over the conveyor belt lines. The sample is split in the laboratory, one split being used for moisture and particle size determination and the other part is dried and then analysed by means of X-ray fluorescence spectrometry (XRFS) on fusion beads for major and minor elements. Particular care is taken to obtain high quality data for penalty elements.This sampling plant is completely automated and from the primary cross-belt sampler to final analysis by XRFS no manual steps are involved. This has meant that some processes are used which are suitable for automation and are ISO compliant but not necessarily ISO-certificated. The ISO manuals were developed with manual laboratory processes in mind. Precautions are also taken to maintain the integrity and representativity of the samples. A rigorous methodology for prediction of flotation plant performance is presented, which is based on a standardised batch flotation test called the MFT. The work is part of the FLEET program, developed by MinnovEX with the support of seven large mining firms. The methodology is divided into three key steps: direct measurement of the kinetics of true flotation in the pulp, independent of hydraulic entrainment and other froth effects in the batch cell; benchmarking of the industrial plant over a broad range of ore types and operation conditions; and model calibration to describe froth effects in the plant, with a minimal number of parameters. To date, the methodology has been applied with success at several industrial plants, encompassing copper, gold, nickel, iron, lead, zinc and coal operations. This paper includes a description of the laboratory testwork procedure and scale-up to full industrial circuits. Examples of industrial application are also presented.
