The smoker, Monday evening, was an unusual success. It was held in the beautiful gold room of the Congress hotel, which was very elabo-rately decorated with American flags. More than 500 were present. The gallery was filled with ladies, who responded to the request of the song leader and helped in many ways to grace the occasion. The enter-tainment, was a varied one and was original with the Chicago Committee, which deserves great credit for the unusual success of the event. Al-though it was mostly funmaking, Dr. F. B. Cottrell and George S. Rice of the Bureau of Mines gave some very interesting talks, illustrated by flags and moving pictures, of their trip through Europe since the armis-tice. Mr. Rice's talk dealt particularly with the demonstrative coal and iron regions and Doctor Cottrell's was devoted almost solely to that part of his trip in Northern Italy where he was investigating the application of volcanic steam to power purposes. This steam is derived from boracic-acid springs and helium is secured as a byproduct.

Corneille S. Ek (Assistant Professor in Ore Dressing, University of Liege, Liege, Belgium) — This is a very valuable paper, in that it shows how it is possible to take care of a multitude of laboratory routine tests, and derive from them successful modifications of flowsheets or of operating methods. The author and the Company appear to be test-minded and this is best seen through the case histories described. There are however some corrections to be made, and questions arise when one studies the paper. If all the equations are to be homogenous, one obviously has to write Eq. 4 On the other hand, it is difficult to accept the definition put on Eq. 7, for that equation, which represents the factor of transformation from tpd of solids to cu ft per min of pulp in Eq. 6, has nothing to do with conditioning. It is evidently assumed here that conditioning means, as Gaudin calls it,' modulation of collection. One would prefer, for Eq. 7, the appel-ation "pulp conversion factor". Grain boundary sliding and migration were studied in pure aluminum bicrystal and polycrystal samples with two-dimensional grain structure. Scratches, 50 P apart, were used for measurement of sliding and migration distanceso. Samples were deformed at constant rate at 315C and events recorded continuously on wrotion picture film. Electron micrograPhs of boundary-scratch intersections were obtained. Yield and flow stress values were measured. The sequence of sliding and migration events for a three-grain junction is described in detail. Sliding depended only on the resolved shear stress imparted to the boundary. Sliding was accowmodated by formation of shear zones in grains opposite triple points and adjacent to curved boundaries. These shear zones provided the driving force for grain boundary migration. Migration caused rumpling of the boundaries, decreasing the sliding rate. Sliding and migration generally began at the same time, occurred simultaneously and ended at the same time. In the bicrystal, sliding and migration rates were proportional. Initial sliding rules of 5 X joe cm per sec. were measured for the polycrystal and bicrystal samples. These sliding rates agree wilh the internal friction experirnents of K;. The observations seem consistent with a viscous boundary sliding nzechanism. GRAIN boundary sliding is the translation of one grain relative to its neighbor by a shear motion along their common boundary. Sliding is thought to be an important mode of deformation at elevated temperatures and at low strain rates such as prevail in creep,' and perhaps in the area of superplastic behavior.2"4 Although much work has been done to investigate grain boundary sliding, the effort has not led to the identification of a mehanism. KG showed that grain boundaries in aluminum exhibit a viscous nature under very small displacements of internal friction measrements. Various dislocation mechanisms have been proposed but are without conclusive experimental support. Attempts to relate sliding to 6's viscous boundaries have been unsuccessful in that measured rates of sliding are always several orders of magnitude lower than KG'S results would predict.= In bi crystals7and polycrystalsR of aluminum tested under constant load, the grain boundary sliding was found to be proportional to the total creep elongation which indicated that sliding might be controlled by deformation of the grains. Shear zones were observed to extend beyond grain boundaries at triple points to accommodate the sliding.8 Surface observations brought forth the opinion that sliding and migration occurred alternately, in sequence.' Measurements of sliding at the surface have been criticized because they might not be representative of the interior of the sample. Generally speaking, it seemed that much of the previous work and knowledge was based on observations made at relatively low magnification and examination of samples after deformation had been accomplished. Thus, it was the purpose of the present study to continuously record, at high magnification, the events occurring during the deformation of pure aluminum. Samples with two-dimensional grain structures were used to simplify interpretation of the results. The sliding and migration of small areas of many samples were continuously recorded by time-lapse motion pictures. Replicas of the surface were used to provide high-resolution electron micrographs. These observations, coupled with tmsile strength data, provide sufficient information to arrive at an understanding of the phenomenon. EXPERIMENTAL PROCEDURE An ingot of 99.999 pct A1 was rolled to sheet, 0.127-cm thick. Tensile specimens, with a gage length of 0.85 cm, were machined from the sheet. Bicrystal tensile specimens, of the same dimensions, were spark cut from a large bicrystal ingot. The grain boundary was oriented at 45 deg to the tensile axis. The surfaces of the tensile samples were ground flat on fine metallographic paper and were then electropolished in a solution of 75 parts absolute alcohol and 25 parts of perchloric acid. The solution was cooled in an ice-water bath. Using a weighted sewing needle suspended from a small pivot on a precision milling machine, a grid of fine scratches, 50 p apart, was scribed on one surface of the sample. The polycrystalline samples were then annealed in hydrogen for 15 min at 350" to 400°C to produce a two-dimensional grain structure of about 0.2-cm average grain diameter which would not undergo further growth at the test temperature, 315OC. Examination of both surfaces of the samples showed that the grain boundaries were perpendicular to the surface of the polycrystal and bicrystal samples. A hot-stage tensile machine was constructed for use with an optical microscope as shown in Fig. 1. The specimen is shown mounted in the grips. The grips ride in V-ways so that the sample can be mounted without damage. The rear grip is free to slide so that when the sample expands during heating it is not put under a compressive stress. When the grips and samples are at temperature, the rear grip is locked in place by two set-screws. The occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the minera1. As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 1/2 miles along the direction of strike N. 50" E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pogmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering. Neither of these conditions is illegitimate, per se, the Federal Trade Commission and the Justice Department have said time and again. But Justice spoke up once more. This time over a Puerto Rican copper development planned by American Metal Climax, Inc., and the Kennecott Copper Corp. Bureaucratic Dichotomy Creates Confusion and Conflict In the Copper Industry Ian MacGregor, chairman and chief executive officer of Amax, said Justice in a recent communique questioned the propriety of the proposal of a joint copper venture in Puerto Rico. At the same approximate time, Dr. Hendrik S. Houthakker, chairman of the President's Commission on Copper, was urging copper producers to expand production to help hold down prices by making more copper available to all consumers. This, Mr. MacGregor said, is creating confusion and conflict, since the Administration from one source is chastising the industry for doing what another branch requests.

The interaction of starch and calcium ions in soap flotation of activated silica from iron ores was investigated using the response surface method. The results were correlated with adsorption studies and into pilot plant tests. It was reported previously1,2 that in soap flotation of activated silica from iron ores there existed an optimum combination of the amounts of starch and calcium chloride addition, and that corn starch as a depressant for iron oxides became effective when a critical amount of starch was added, beyond which excess starch appeared in measurable quantities in the aqueous phase. Further, adsorption studies2,3 with various starch products on hematite or quartz showed that the adsorption of starch at a given pH was markedly enhanced by the presence of calcium ion in solution. From these observations it becomes of interest to investigate the interaction of starch and calcium added to the ore pulp, and their influence on the selectivity of flotation separations. This paper describes an empirical relation between such dependent variables as the grade and recovery of iron in the concentrate and the residual concentrations of starch and calcium ion in solution as a function of two independent variables, namely the amounts of starch and calcium chloride addition, as determined by using the general technique of response surface methodology. The results thus obtained are correlated with the adsorption studies on hematite and quartz, and with a typical pilot plant operation. MATERIALS AND METHODS The ore sample used in the batch flotation studies was the fine fraction of a Mesabi gravity concentrate produced by pilot plant grinding and classification. The sample analyzed 55.21% iron and 14.70% insol, and consisted of 85.81% minus 325 mesh (corresponding to Ore C). 2

During September, 1911, the fire area in the Lowell mine continually increased and gases resulting from the fire came through the upcast shaft. These gases contained such a large percentage of sulphur dioxide that the men were unable to go up and down on cages, and, within a comparatively short time, repairs in the shaft mere found to be necessary. Since the fire was in sulphide ores and extended into certain timbered sections, the gases contained varying amounts of SO2, CO2, and perhaps, at times, CO. The temperature in the shaft was generally about 97", and the relative humidity from 97 to 99.5 per cent. The corrosive action of the fumes became apparent when the cables had to be changed more often than usual, the heads of lag screws in the guides of the shaft disappeared, and the cages needed frequent repairs. It also became necessary to repair two compartments of the shaft by putting in 150 ft. of new guides between the 600 and 800 levels and lag screws in nearly all the old guides from the surface to the 800 level. 2. Ordinary Methods of Testing Helmets which were Unsatisfactory. These conditions required all work to be done by men wearing oxygen helmets. The Draeger type was tried, and was used until all repairs were completed. At first the helmets were tested for air circulation and air tightness and the injector mas tested by water gauge according to the methods recommended by the Draeger Oxygen Apparatus Co. Six arrangements, covering these different tests, are illustrated in the catalogue and circulars of the company. After the above tests had been made on the oxygen apparatus, the men still complained about leaky helmets. Small quantities of gas entered the helmets and could not be detected by these methods. The

WORNER1 briefly studied the embrittlement of titanium by mercury. He found that mercury will wet the titanium surface at 400°C in vacuo, if the specimen had been heated previously to 700°C to dissolve the oxide coating. Subsequent exposure to the atmosphere causes the mercury film to recede rapidly. Bending of the titanium specimen even after the mercury film has receded results in a brittle fracture. For the study of the embrittling effect of mercury on titanium, specimens 2 by 12 by 0.051 in. were cut from RC-130-A sheet, an alloy having a nominal 8 pct Mn content and a mixed a-ß structure. The specimens were stressed horizontally at a predetermined value after which a plastic ring having a cavity 1/2 in. diam by 1/2 in. deep was placed on the specimen. The cavity was filled with mercury and a hole was drilled in the specimen through the pool of mercury. If the stress level was high enough, fracture occurred instantaneously with the drilling. By repeating the test at different stress levels, the threshold stress can be determined. Mercury embrittlement causes a drastic reduction in the ultimate tensile strength of this alloy from 132,000 psi to about 15,700 psi. The drilling of the hole, in the absence of mercury, does not change the tensile properties. Fig. 1 shows the typical fractures observed as a result of the embrittlement of this alloy by mercury. The central portion of the fracture was brittle represented by the jagged region which appears to have occurred on the shear planes at about 45 deg to the stress axis. Ductile fracture, which is perpendicular to the stress axis, occurred near the specimen edges accompanied by a reduction of the specimen thickness. THE need for improved mine communication to increase efficiency and to insure greater safety has long been recognized. General and unrestricted communication between all points underground, and between the surface and all points underground, is probably the least advanced phase of the mining industry. An ideal system of mine communication must require no fixed wire installations. The equipment must be small, lightweight, and readily portable, and the power requirements low. A system that can be used not only under normal circumstances but also in an emergency, when the continuity of wires, tracks, and pipelines may be disrupted, must function independently of any aid furnished by standard installations. Radio communication offers possibilities of meeting all the requirements necessary for an ideal communication system in underground mines. Transmission of signals must be achieved through one or both of two mediums, through the air in mine openings or through the strata. The results or lack of results obtained by early investigators showed conclusively that radio communication by space transmission cannot be accomplished effectively beyond line-of-sight distances in underground passageways. A radio system underground therefore must depend solely upon transmission through soil and strata. The application of radio to underground mine communication was investigated by many individuals and agencies at different times in the last several decades, but little success was achieved before World war 11.2-0, The results of experiments during the war, and further knowledge gained in experiments with vastly improved communication methods and equipment after the war provided the background for additional research in radio communication in underground mines. During 1950 to 1.952 the University of Minnesota sponsored an investigation to determine the possibility of developing: a system of radio communication universally applicable in underground metal mines in the Lake Superior district. The possibility of using radio equipment to determine the imminence of rock bursts in deep copper mines in that district also was investigated. The investigation supplemented previous and concurrent emergency mine communication studies of the U. S. Bureau of Mines. Testing equipment and laboratory facilities maintained by the Bureau of Mines at Duluth, Minnesota, were used in the research program, which was conducted as a mining engineering graduate research problem by the present writer under the direction of T. L. Joseph and E. P. Pfleider. The radio units used in the research program were designed and built to specification solely to conduct tests of radio communication in mines. Two identical units were used in all tests. Each unit contained a transmitter section, a receiver section, and a power-supply section, mounted on a single chassis. The entire unit was enclosed in a single 10x12x18-in. metal case provided with a leather-strap handle for carrying purposes. The front of the case was hinged to open upward and provide easy access to the single control panel on which all controls were mounted. Storage batteries supplied the operating power for all tests. Standard 6-v automobile batteries were utilized to provide adequate capacity to conduct tests for a full day without exhausting the battery. A frequency range from 30 to 200 kc was covered in eight pre-fixed steps on each unit. The carrier frequencies were crystal-controlled and amplitude-modulated. The receiver employed an essentially standard superheterodyne circuit and was sufficiently sensitive to detect signal strengths of 5 micro v. A heterodyne circuit was employed in the transmitter to obtain the low-carrier frequencies used in the units. Power output of the transmitter, usually less than 2 w, rarely exceeded 3 w in any test. Tests were conducted in mines on the Vermillion iron range in Minnesota, the Gogebic iron range in Wisconsin, the Menominee and Marquette iron ranges in Michigan, and a copper mine in the upper Michigan peninsula. All tests were conducted when the mines were operating normally, and usual mining, maintenance, and transportation activities were in progress, so that any interference caused by normal production activities could be evaluated during the tests. Tests were made between different points underground in each mine, and between underground and surface points at some mines. Test readings obtained at any one mine were calibrated in the laboratory before another series of tests were begun at the next mine. The transmitter and receiver were separated by one or more levels in each test, and generally there was no other means of communication between test points. Two 100-ft lengths of rubber-covered wire were used for antenna wires on each unit in both transmission and reception. The ends of the wires were connected to ground points in one of several methods, depending upon physical conditions at each test site. The wires were clipped to metal rods about 200 ft apart in the back, side, or bottom of the mine opening where the character of the rock permitted driving rods. FOR several years, the Bureau of Standards has been working in cooperation with an Advisory Committee on non-ferrous metals on various phases of the production and testing of zinc bronzes. The work has dealt, especially with the type of metal known as "Admiralty bronze" in England and as "Government bronze" in this country and consisting of 88 copper, 10 tin, and 2 zinc. Several reports have been made on this subject and these should be considered in connection with this paper.1 FIRST SERIES OF FIVE FOUNDRY TESTS A very brief summary of the first series of five foundry tests has been made,2 but for the sake of clearness the results are given here in different form. The five foundries cooperating in this investigation were: Ohio Brass Co., Mansfield, Ohio; Titanium Alloy Mfg. Co., Niagara Falls, N. Y.; Packard Motor Car Co., Syracuse, N. Y.; National Cash Register Co., Dayton, Ohio; Bureau of Standards, Washington, D. C. The object of the work was to determine whether uniform results could be obtained with this alloy in different foundries working under definite instructions. One of the participating foundries prepared, from virgin metal, a stock of ingots of the composition 88 copper, 10 tin, 2 zinc, and at the same time poured nine test bars from this melt of virgin metal. The results of the physical tests of these bars are shown in Table 1. Examination of this table shows that the highest and most nearly uniform results were obtained when the virgin metal was cast flat in chill molds and the lowest and most variable results were encountered when it was cast vertical in green-sand molds. The slip and twinning planes have been determined in deformed crystalsof titanium by an X-ray method of analysis. The slip planes are of the type {1010} and {1011}, while the twinning planes are of the type {1072}, {1121}, and (1122). In the case of the predominant (1010) slip, a type I digonal axis of indices <1120> was the effective slip direction. Microscopic observations on the appearance of the three twin types disclosed a distinct difference in their shapes, and an attempt was made to correlate this difference with the amount of twinning shear. The slip mechanism was discussed on the basis of the difference in c/a ratios for the common hexagonal close-packed metals. IT is a general rule that slip in metals occurs most easily on the planes of greatest atomic density and of the largest interplanar spacing, and that the direction of slip is a close-packed direction. Thus, of the hexagonal close-packed metals which have been investigated by the German school in the decade 1925 to 1935 (cadmium, zinc, and magnesium), it has been found that slip occurs on the basal plane (0001) and in a <1120> direction.&apos; In the case of magnesium above 225oC, slip occurs on a first-order pyramidal plane (1011) as well as on the basal plane.&apos; The hexagonal metals, moreover, deform in part by twinning, and, again with the exception of magnesium at elevated temperatures, the twinning plane has always been reported to be a second-order pyramidal plane {1012).&apos; In view of this consistency in the plastic behavior of these metals, it has been supposed that the same slip and twinning elements would be operative in the other important hexagonal close-packed metals (titanium, zirconium, and beryllium), although there are some reasons why this may not be so. Referring to the tabulation in Table I of the axial ratios of the important metals in this structural class, it may be seen that they can be categorized into three distinct groups depending on the value of their c/a ratios. In the first group are cadmium and zinc with large positive deviations from the ideal ratio for closest packing. This expansion in the direction of the c-axis would be such as to accentuate the basal plane as the slip plane, because it increases the interplanar spacing. The second group includes cobalt and magnesium, which closely approximate the ideal ratio. In the third group are zirconium, titanium, and beryllium whose axial ratios are decidedly less than the ideal. The lattice of the elements in this group is compressed along the c-axis which, in effect, tends to make the basal plane less favorable for slip inasmuch as it reduces the interplanar spacing and the atomic density of this plane. Thus, for metals in the third group, it may be said that there is a certain indefiniteness about the glide plane, in that planes other than the basal plane may be expected to operate. The fact that magnesium begins to exhibit planes other than the normal slip and twinning planes at elevated temperatures may indicate that this behavior will become more pronounced in metals of lower axial ratios. For this reason it might be expected that the slip and twinning behavior of zirconium, titanium, and beryllium would be different from that found in cadmium and zinc. One indication that there is a difference is reflected in the recent work which has been done on the deformation textures of these metals."&apos; As will be shown later, there is a significant difference between the rolling textures of cadmium, zinc, and magnesium on the one hand, and zirconium, titanium, and beryllium on the other, and this difference suggests that the mechanism of plastic flow is not the same in these two groups of metals. From these considerations, therefore, it may be seen that there are good reasons why it cannot be concluded that titanium will have the same crystal-lographic elements of slip and twinning as those exhibited by zinc and cadmium. For the complete determination of these elements it would be most advantageous to have single crystals. However, much valuable information can be obtained by using coarse grained polycrystalline specimens, provided the grains are sufficiently large to permit X-ray

Results of preliminary research on the use of small diameter water jets at high pressure for cutting rocks has demonstrated the possibility of effective cutting of anthracite. Detailed research has, therefore, been conducted at the Skotchinsky Institute of Mining to study the dynamics and structure of the small water jets and the mechanism by which they cut coal. One of the objects of this research was to obtain data for the design of a machine for cutting rock, based on the same principles as that for cutting coal. The productivity of water jet mining machines depends on the hydro- dynamic parameters of the jet. Therefore, the research on small diameter water jets was directed, initially to a study of the nature of the variation of these parameters, and to obtain a profile of dynamic pressure distribution over the section of the jet. As has been confirmed previously, the required jet pressure (to cut coal) lies in the range of 100 to 500 atmospheres. These pressures were utilized for the research. The diameter of the nozzle was changed as ~follows; 0.97; 1.24; 1.5; 2.17; 2.87; and 3.57 mm. Graphs showing dynamic pressures for each nozzle diameter and varied axial dynamic pressure were obtained over distances ranging from 2 to 70 cm from the nozzle. One of the most important hydrodynamic parameters of a jet, closely related to the dynamics of jet disturbance in air, is the magnitude of the axial dynhmic pressure. A study of the variation in this pressure with increasing distance from the nozzle led to the separation of the jet into three specific parts, which differ from each other not only in the nature of the change in dynamic pressure, but also in structural properties.

WHEN diamond drilling was introduced in the Rhokana mines in 1939 it was used principally for pillar removal and for completion of the upper portions of shrinkage stopes which were being affected by increasing pressure. This method of drilling long blastholes proved so successful that it was extended gradually to cover stoping, pillar recovery, and hanging cave work. BY 1949 virtually all the ~roduction of Mindola and Nkana was being obtained by this method. At the present time 87,500 ft are drilled each month by the 80 diamond drills in daily operation. Responsibility for control and issue of diamond drilling equipment and crowns, as well as tabulation of all performance figures, was taken over by a sPecially formed Roto drill department, which also investigated the problems encountered with this new method. To assist this department a fully equipped test chamber, Fig. 1, was established underground where performances of various types of machines and equipment could be studied under conditions as nearly uniform as possible. Since the establishment of this department, which was eventually taken over and incorporated into the study department, considerable experimental work has been done on every aspect of the subject. The problems can be classified broadly under four headings: improvement of drilling equipment, crown design, machines, and stoping layouts. One of the major problems with drilling equipment has been to eliminate vibration. Owing to flexing of rods in the hole, severe friction is set up on the back end of the &apos;Ore barrel and On any high spots in the rods, inducing harmonic vibration in the string of rods and causing the crown to chatter against the face. This not only causes premature crown failure but also reduces penetration speeds and increases wear on the machines and rods used. In the early days, when only holes of EX size were drilled, vibration was largely overcome by periodic greasing of rods and core barrel during each run, but with the change-over to the larger BX hole it became obvious that application of grease by hand was inefficient and time-consuming, and attempts were made to perfect a self-lubricating core barrel. A series of these core barrels was made up and tested and a number of the latest type were used under normal operating conditions, but although footages up to 120 ft were drilled without refilling the overall performance was inconsistent, and the idea was shelved in view of the success of the stabilizer rods referred to later in this paper. At the same time tests were made with barrels 5 ft and later 6 ft long instead of the normal 2 ft. Although a slight improvement was noticed, greasing was still necessary. It was found that rod vibration increased as the core barrel became worn, and in an early test chamber experiment crowns drilled with a worn core barrel averaged 95 ft with a diamond loss of 4.76 carats, whereas the same type of crowns with a new barrel averaged 228 ft with a diamond loss of 3.13 carats. until then all BX drilling had been done with B-sized rods, but during a test on a string of BX-sized rods it was noticed that vibration was negligible. Because of the larger surface area of metal bearing on the sides of the hole, however, the friction and resistance of rods of this size rendered them impracticable on any but the most powerful of the machines, The use of stabilizers spaced evenly along the rods was the next logical step, and for this B couplings, see Fig. 2, were set with three tungsten carbide inserts 1 in. long placed around the periphery equidistantly and at an angle of 45" with a right hand lead. These were placed immediately behind the core barrel and then at 12-ft intervals, as it was found that vibration still occurred when the stabilizers were more than 15 ft apart. The effect of these stabilizers was immediately noticeable; holes were drilled with a minimum of vibration, penetration speeds were improved, and as it was no longer necessary to grease the rods there was a marked decrease in the overall drilling time for each hole. While tests were being made with the stabilizer comeb periodic were taking place with a set of tapered threaded rods, and because there was marked improvement in efficiency it was decided to incorporate the stabilizers and tapered threading in all new rods ordered for Rhokana. The feature of these rods is that only four full turns are required to tighten the coupling as against nine for the present type of B rods. Also, as they are self-centering it is virtually impossible to crossthread them. INTRODUCTION The commercial paper market, unique to the United States, is a direct exchange of funds between high-grade borrowers and large lenders; because it eliminates both the bank&apos;s role as middleman and also some significant transaction costs, commercial paper is the lowest cost short term instrument in the world. For this reason, virtually all borrowers would like to enter the market, but only issuers with the highest rating from Moody&apos;s and Standard & Poor can attract purchasers at the best rates. COMMERCIAL PAPER The commercial paper market, in existence for over 100 years, has traditionally been used for short-term financings, with most paper maturing within 30-45 days. Under the U. S. Securities Act of 1933, (section 3(a)3) industrial paper can avoid registration only if it matures within 270 days and is used for current transactions. It was first used to finance the short-term seasonal working capital needs of manufacturing companies. Since World War II, commercial paper use has grown steadily, serving in the 1950&apos;s as the market in which finance companies financed the explosion in consumer credit purchases of heavy consumer durables. LETTER OF CREDIT BACKING As far as is known, the use of letters of credit to support energy-related commercial paper began about 13 years ago with an arrangement to finance the nuclear fuel for Con Edison&apos;s Indian Point 3 Plant. Goldman, Sachs was the architect of this financing and Chemical Bank provided the letter of credit support. After an early burst of interest, this type of financing wobbled severely in the difficult credit markets of the mid-seventies before regaining serious momentum in 1976 and 1977. A mining project would not normally qualify as a borrower in the commercial paper market because of its credit standing and because its large capital needs require long term financing. However, lately, commercial paper has begun to take the place of a bank term loan in limited recourse project financings. L/C backed commercial paper took this new and startling turn in 1982 when it was used as part of the $700 million financing for the development of the Newlands-Collinsville coal mines of Mount Isa Mines Ltd. in Australia. This was the first use of L/C backed commercial paper in a long-term limited recourse project financing. First Boston acted as financial advisor and, again, Chemical Bank provided sole letter of credit support of $155 million. The $785 million BHP financing for the acquisition of the Queensland (Australia) coal assets of Utah International from General Electric Company followed the next year; there we acted with two other Front Banks to provide $270 million of L/C support. These two important transactions indicate that not only has commercial paper become an integral part of a long-term financing package, but also that it is no longer the exclusive domain of the best known U. S. companies. Lesser-rated companies and a multitude of foreign borrowers have gained access to this "exclusive club." How has this become possible? OPERATION OF AN L/C An instrument of the commercial banks, the "direct pay" letter of credit, has enabled lesser-rated companies to issue commercial paper in their own names. The letter of credit allows the issuer to substitute the credit rating of the supporting bank for its own. The L/C in effect allows a lesser-rated company to rent the bank&apos;s credit rating. This upgrading is possible because the bank is unconditionally obliged to pay the note-holders at maturity and then turn to the Issuer for reimbursement. The Issuer commonly "rolls over" a new short-term issue and reimburses the supporting bank from the sale of the new issue until cash flows from the project allow the borrower to reduce the level of paper outstanding. The commitment for an L/C facility, up to 12 years in the case of the Broken Hill transaction, governs the life of the commercial paper tranche of the financing. The term of the L/C commitment thus has the power to extend the ordinary 30-45

FROM north to south activity is picking up through- out the Labrador Trough-already shown to be one of the world&apos;s great iron ore provinces. Center of current activity and interest lies in the mid-southern part of the trough as drills, equipment, and . . . money start to pour into the area near Mt. Wright and Wabush Lake. First major announcement in the area came early this spring when J&L and CCI outlined an estimated billion-ton deposit for "future" operations. Later impetus came from rumored railway for US Steel&apos;s Quebec Cartier projects in the Mt. Reed area slightly to the south. As this issue went to press US Steel&apos;s request for bids on railway and hydroelectric construction, plus IOCC&apos;s decision to step up the time- table on its program in the Wabush Lake area east of Mt. Wright, triggered a flurry of other announcements involving many of the top U. S. and Canadian iron ore firms. Do not look for most of these place names in the average atlas . . . they aren&apos;t there yet, but they soon will be.

THE International First-Aid and Mine-Rescue con-test, under the auspices of the U. S. Bureau of Mines, was held at Butte, Mont., on Aug. 20, 21 and 22. As usual, the first-aid elimination contests were held the first day, the finals the second, and the mine-rescue contest the third. While the number of teams entered was not as great as at some previous contests held nearer the coal-mining districts of the East, the atten-dance was much larger than usual, due to the great interest in first aid, rescue work, and accident preven-tion that has been created by the effective support and constructive policy of the Anaconda Copper Mining Co. toward them. The winner of the first-aid contest was the Great Falls Zinc Mill team of the Anaconda company, of which Fred Erickson is captain. Second place went to the Baton Rouge team of the Standard Oil Co. of Louisi-ana, and third to the Great Falls Furnace Refinery team of the Anaconda company.
