The first of a series of special war meetings of the New York Section of the American Institute of Mining Engineers held on the evening of July 20 at the Machinery Club, preceded by an informal dinner. The subject for discussion was the important general one of the manganese supplies of the steel industry of the United States. It had been intended to include chromium supplies but this matter was crowded out and left for a later meeting. The principal speaker of the evening was Donnel F. Hewett of the U. S. Geological Survey, who, as a result of his recent studies of the resources of the country, ably presented the question of the extent to which the United States can furnish manganese ore.

The Grand Isle sulfur mine is located in the Gulf of Mexico, approximately seven miles off the coast of Grand Isle, Jefferson Parish, La. The deposit is on acreage covered by oil, gas, and mineral leases originally issued in favor of Humble Oil & Refining Co. by the State of Louisiana which were continued, maintained, and redesignated by the U.S. Department of the Interior after passage of the Outer continental Shelf Lands Act. The sulfur deposit was discovered in 1949 when Humble Oil & Refining Co. penetrated more than 200 ft of sulfur-bearing limestone in a zone between 1813 and 2075 ft below sea level. In 1954, Humble drilled ten more sulfur prospect holes, eight of which encountered sulfur ore.

TRENDS in the manufacture and use of cast iron are decidedly toward specialization, alloy iron, and increased strength. Old handbooks list only one kind of cast iron, with a tensile strength of 15,000 lb. Recent A.S.T.M. specifications show that from 50,000 to 60,000 lb. per sq. in. can now regularly he guaranteed. The use of alloy iron, heat-treated iron, and even nitrided cast iron, is rapidly growing and all kinds are improving in quality. Iron for operation at high temperature and corrosion-resisting irons have also been developed. Only a few years ago cast iron was "cast iron," but now there are almost as many kinds of cast iron as there are foundries making it

W. E. Horst—In regard to the flotation rate being described as "first orcler" for flotation of quartz particles below 65 p in size (or any size studied in this work) in this paper, it appears that the authors' conception of rate equations is not in agreement with cited references. A first order rate equation has as one of its forms the following: a In.=a/a-x=kt where a = initial concentration, a—x = concentration at time t, t = time, and k = constant. The constant, k, has the dimension of reciprocal time which is similar to the specific flotation rate, Q. described by Eq. 2 in the authors' article, as has been previously discussed by Schumann (Ref. 1 of original article). The plotted data presented in Fig. 4 of the article utilizes the specific flotation rate, Q (min.'); however, there is not adequate data given to indicate the order of the rate equation which describes the flotation behavior of the quartz system studied. Results from the experimental work indicate that the relationship between rate of flotation (grams per minute) and cell concentration (provided the percent solids in the flotation cell is less than 5.2 pct and the particle size is less than 65 p) is described by an equation of the first order (R, = k c+", n being equal to 1 in this size range) and the use of the first order rate equation does not apply. Similarly the relationship for other particle size ranges studied is expressed by equations of the second or third order depending on the magnitude of n. T. M. Morris—The authors are to be commended for the experiments which they performed. As they state in their discussion the concentration of collector ion In solution did change with change in concentration of solids in the flotation cell. Since for a given slze of particle, flotation rate increases with concentration of collector until a maximum is reached, the effect of concentration of particles in their experiments was to vary the concentration of collector ions. A collector concentration which insures maximum supporting angle for all particles eliminates the unequal effect of collector concentration on various sized particles and the effect of size of particles and concentration of particles upon flotation rate could be more clearly assessed. I believe that if the authors had increased the concentration of collector to an amount sufficient to attain a maximum supporting angle for all particles they would find that the specific flotation rate of particles coarser than 65 p would be constant with change in the concentration of solids in the flotation cell, and that a first order rate would apply to the + 65 as well as to the —65 p sizes. It might also be discovered when this change in collector concentration was made that the maximum specific rate constant would be shifted toward a coarser fraction than when starvation quantities of collector are used since this practice favors the fine particles and penalizes the coarse particles. P. L. de Bruyn and H. J. Modi (authors' reply)—The authors wish to thank Professor Morris for his kind remarks and for mentioning the influence of equilibrium collector concentration on flotation rate. With a collector concentration sufficient to insure maximum supporting angle for all particles, a first order rate equation may indeed be found to be generally applicable irrespective of size. Such a concentration would, however, lead to 100 pct recovery of the fine particles and consequently defeat the essential objective of the investigation to derive the maximum information on flotation kinetics. To establish absolutely the validity of any single rate equation for a given size range, the ideal method would be to work with a feed consisting solely of particles of that size range. Use of such a closely sized feed would also eliminate the possibility of the interfering effect of different sizes upon one another. The authors do not believe that increasing the collector concentration would shift the maximum specific flotation rate (Q) towards a coarser fraction. Experimentation showed Q to be independent of solids concentration for all particles up to 65 µ in size, whereas the maximum value of Q was obtained in the range 37 to 10 p. Professor Morris contends that the addition of starvation quantities of collector favors fine particles at the expense of coarse particles, but the reason for this is not entirely clear to the authors. The comments by Mr. W. E. Horst are concerned only with the concept of the term "first order rate equation." According to the usage of this term in chemical kinetics, time is an important variable, as is shown in the equation quoted by Mr. Horst. All the experimental results reported by the authors were obtained under steady state continuous operations when the rate of flotation is independent of time. To be consistent with the common usage of the "first order rate equation," it would be more satisfactory to state that under certain conditions the experimental results show that the relation between flotation rate and pulp density is an equation of the first order.

Discontinuous yielding in tensile tests was observed in V-O alloys in the temperature ranges of 150° to 175°C and also 350° to 400°C. The magnitude and intensity of the serrations were found to vary considerably with oxygen content. Maxima were observed in tensile and yield strengths and in the strain-hardening coefficient at the higher temperature only. The strain rate sensitivity was observed to be negative between 150° and 400°C. THIS investigation was undertaken to study the effect of oxygen on the tensile properties of iodide vanadium in the temperature range of 25o to 450°C. Brown1 observed an increase in strength between room temperature and 400°C in vanadium metal, and found that oxygen and nitrogen had a rather pronounced effect on the strength and ductility. A maximum in the tensile strength was observed by Rostoker et al.2 near 300oC and by Pugh3 around 450°C for calcium-reduced vanadium. Pugh also found a maximum in the yield strength and in the strain-hardening exponent, and minima in the elongation and strain rate sensitivity at the same temperature. Eustice and Carlson4 reported the appearance of serrations in the stress-strain curves between 140° and 180°C in iodide vanadium containing 600 ppm O. These anomalies in the mechanical properties indicate that strain aging occurs in vanadium, but the impurity or impurities responsible for the above-mentioned effects have not been identified. The phenomenon of strain aging is usually characterized by the return of the yield point after interruption of a strength test. In the temperature range where strain aging occurs, the yield and tensile strengths attain maximum values, elongation and strain rate sensitivity exhibit minima, and discontinuous yielding is generally observed in the stress-strain curve. Cottrell5, 6 has postulated that strain aging is due to the migration of solute atoms to dislocation sites to produce locking after the dislocations have broken free from their impurity atmospheres during the initial yielding. At the strain-aging temperature the process is a dynamic one in which the solute impurity atoms diffuse to the vicinity of the moving disloca- tion producing "locking" which gives rise to maxima in the tensile strength and serrations in the elongation curves. Cottrel17 has noted that discontinuous yielding in iron occurs when the diffusion coefficient of nitrogen, D, and the strain rate, i, are related by D = 10-9 €. EXPERTMENTAL PROCEDURE The vanadium metal employed in this study was prepared by the iodide refining process as described by Carlson and owen.8 A representative analysis of the vanadium used in this investigation was: 150 ppm O, <5 ppm N, <1 ppm H, 150 ppm C, 150 ppm Fe, 70 ppm Cr, <50 ppm Si, 30ppm Cu, 20 ppm Ni, <20 ppm Ca, <20 ppm Mg and <20 ppm Ti. Alloys containing from 200 to 1800 ppm O, all of which lie in the solid solution range of the V-O system, were prepared by arc melting vanadium together with portions of a high-oxygen master alloy. The master alloy was prepared by tamping pure V2O5 into holes drilled in a vanadium ingot and arc melting this five or six times in an inert gas atmosphere, inverting the button between each melting step. The oxygen content of the master alloy was then determined by vacuum fusion analysis. Vanadium containing less than 150 ppm O was prepared in the following manner. A bar of iodide vanadium was deoxidized by sealing it in a tantalum crucible with a few grams of high-purity calcium. This was held at 1100°C for 4 days to allow time for the oxygen to diffuse to the surface and to react with the calcium vapors. The calcium oxide product was later dissolved from the surface of the bar with dilute acetic acid. In this way vanadium containing from 20 to 50 ppm O was prepared. Sample Preparation. The are-melted ingots were cold swaged into 3/16-in. diam rods and these were machined into cylindrical tensile specimens with a reduced section of 1.00-in. length and 0.120-in. diam. The test specimens were annealed for 4 hr at 900°C in a dynamic vacuum of mm of Hg to remove hydrogen from the metal. This recrystal-lization treatment produced a uniformly fine-grained structure with a mean grain size of approximately 0.06-mm diam. The oxygen contents reported in this paper were determined by a vacuum fusion analysis of the tensile specimens after testing. Analyses for other interstitial or metallic impurities showed no significant changes from that of the original material. Tension Tests. FIRST of several sessions at the Annual Meeting devoted to mining methods was a joint program with the Coal Division devoted to the use of Diesels underground. Fred W. Stiefel, in the first paper, stressed the saving in original cost and in operation. Wm. B. Harris then presented the paper of which he was a joint author, and S. H. Ash stressed the poisonous nature of nitrous fumes from Diesel engines even in minute quantity. Determination is difficult but in exhaust gases they are present in amount two to five times that of carbon monoxide. Jay A. Carpenter, in the closing paper of the session, stated that state laws in general prohibit the use of Diesels underground, and that almost all mine inspectors are opposed.

Cyprus Pima Mining Co.&apos;s open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. Over the years, a number of attempts have been made to refine and polish the ore reserve figures using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results.

Sylvite’s potash mine probably ranks as one of the most highly mechanized and automated mining operations in the world. Employing, on a normal 10-hr production shift, one supervisor and a crew of seven operators, Sylvite is able to mine at an average rate in excess of 600 tph. The ore is produced by two Marietta miners weighing 258 tons, making them the largest and heaviest piece of equipment ever taken underground. The ore produced by these two Marietta miners is conveyed to the shaft area, cycled through a 15,000 ton storage system and hoisted to surface completely automatically. The operation of all equipment in the mine can be monitored and controlled from a central control panel located underground.

Mercury has long been neglected in American mining industry. The plights of domestic producers have been many and their compensations few. The mercury market has been dominated in the past, as it will be in the future, by the Spanish and Italian producers. Other major producing countries are Yugoslavia and Mexico. Probably no other mineral commodity has fluctuated so much in price. A 76-lb flask of mercury sold for $195 in 1943, $76 in 1948, and $325 in 1954. This wide fluctuation has resulted in spasmodic domestic production. U. S. mines produced 51,929 flasks in 1943, and only 4535 flasks in 1950. In 1955 the estimated production was 18,400 flasks. Domestic consumption in 1955 was 57,200 flasks.

THE Iron and Steel Division and the Institute of Metals Division are laying plans for a rousing meeting the week beginning Sept. 21 in the land of the bean and the cod-at Boston. The two divisions are collaborating with the American Welding Society, the American Society for Steel Treating, and the Iron and Steel Division of the A. S. M. E., to have technical sessions of widespread interest and social affairs that will compare with the best of previous years. In connection with the meetings an exhibition of production and testing equipment, heat-treating equipment, furnaces, welding equipment, and metal products will be held on Commonwealth Pier all week, where those attending may see the latest developments in the field of their own work.

Major transverse structural zones in the western U.S. such as the Lewis and Clark line, Walker Lane, Texas lineament, and Colorado mineral belt, have localized important mineral districts. In Nevada and Utah the alinement of Cretaceous and Tertiary mineral deposits, such as in the Pioche, Eureka, Manhattan, and other mineral belts, may be related to similar tectonic features. All the mineral belts in Nevada and Utah have produced precious and base metals and tungsten; the Manhattan belt in addition has produced magnesite and brucite; and the Pioche belt, uranium, fluorspar, and alunite. Specific types of ore deposits seem related spatially to major belts of the Paleozoic Cordilleran geosyncline and compositionally to the intrusive bodies with which they are associated.

Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930&apos;s, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased.

SURFACE quarrying at the Crestmore Div. of Riverside Cement Co. in California was started in 1909. In the early 1920&apos;s it was considered that these deposits were nearly exhausted for the equipment available at that time, and in 1927 the company began a block caving system. This mine continued operating until February 1954. In 1941 trucks and crawler-mounted shovels had reached a stage of development that permitted reopening the quarries in conjunction with the underground mine. In 1948 surface reserves and the well developed limestone of the caving system neared depletion. IN giving my opinion of the importance of Colombia as a field for investment for those interested in mining for the precious metals, I must begin by quoting Sir Clement Markham, who, in one of his presidential addresses to the Royal Geographical Society of Great Britain, called the attention of its members to the fact that " although Colombia is the least known and least developed of the South American republics, it is far and away the richest mineral country of then all." This to American investors is extremely interesting, as the country is the most accessible of all the South American republics from the United States. Almost all of the gold shipped by the Spaniards from Madre de Dios, now Colon, came from Colombia, and statistics from the Mint at Medellin, the capital of the Department of Antioquia, go to show that the total production of the precious metals of Colombia, dating from the Spanish conquest in &apos;the fifteenth century to the present time, aggregates the enormous total of $700,000,000. Of this amount, nearly 70 per cent. represents gold obtained from the placers of the Republic, more than one-half of which came from the Department of Antioquia, the balance being divided between the placers of the Choco and the rest of the Republic. The remaining 30 per cent. of the $700,000,000 represents the silver and gold obtained from the quartz mines, the silver greatly predominating.

A historical comparison of the frequency of fatal coal mining accidents occurring underground in mines of various size ranges in the United States and in member countries of the Commission of the European Communities is presented. Frequencies are normalized on hours-worked and tons-produced bases. The comparisons rely on published and confirmed data and on theory for selective treatment of data in an effort to overcome reporting differences and basic differences in the mining conditions and system employed. Trends are identified ad projections made of the effect on accident records of various industry growth patterns. Conclusions are drawn regarding the reasons for differences between the records of U.S. underground coal mines and the records of those mines in European countries.

Many technical meetings were attended by mining people during the past year in which rock mechanics was either the main subject for discussion or was a prominent part of the program. Several universities continued to offer short courses in the applications of rock mechanics for practicing mining engineers. At the beginning of the year, the AIME Committee on Rock Mechanics achieved standing-committee status. It is to assume responsibility for coordinating all AIME activities in this area. Eleven professional societies are now participating in a newly formed Intersociety Committee for Rock Mechanics. AIME and its constituent societies has three representatives. Delegates from the Intersociety Committee will serve on the U.S. National Committee for Rock Mechanics which is being formed by the national Academy of Sciences.

GABBS, Nev., in Nye County, is 140 miles southeast of Reno and about 31 miles north of the Southern Pacific railroad at Luning. The townsite lies at the eastern edge of Gabbs Valley, and plant and quarry operations are in the foothills of the Paradise Range at elevations from 5000 to 5900 ft. Hard-surfaced roads connect with main U. S. high- ways on the north and south. Historical Background: Brucite, a magnesium hydroxide mineral, was discovered in the Gabbs area in 1927 and magnesite, the magnesium carbonate, was found later on claims originally staked and worked for the tungsten mineral scheelite. The brucite is on a granodiorite contact and the magnesite is usually some distance away from the granodiorite

A NEW preparation plant has been put in operation to treat coal from the recently opened Concord mine, located about 15 miles west of Birmingham, Ala., by the Tennessee Coal, Iron & Railroad Co., a U. S. Steel subsidiary. The mine produces metallurgical grade coking coal from the American seam for use as coke in the company&apos;s blast furnaces at the Fairfield and Enseley works. The capacity of the operation is 1000 tons of run-of-mine per hr, approximately half of which is delivered to the by-product coke plant at Fairfield after beneficiation to metallurgical grade. The remaining portion of the mine run is rock and refuse removed during preparation. No boiler coal or other fuels are produced by this mine.

A mining project is, at one and the same time, capital intensive and highly risky. Besides, because of its usual long projected life, the operating cost is more difficult to predict and offtentimes exceed, during the life of the project, the first investment manifold. The objective of this study was to evaluate the applicability of cost-capacity relationships as used in the chemical industry to mining operations and, when necessary, to develop new ones. With the aid of a computer library program available at the Computation Center of the Pennsylvania State University, the total investment in mining equipment was determined to vary exponentially with production capacity, and the scaling exponents for each class of equipment, i.e., drills, shovels, trucks and earth moving equipment, as well as for the total operation were calculated. Since the scaling exponent for the whole mining operation happened to be equal to 0.94, it was concluded that more significant economies of scale are achievable in processing plants than in mining operations. From the operating cost point of view, unit material cost was found to decrease more rapidly than unit labor for the same increases in production capacity. The analysis of cost centers revealed that drilling and blasting, which are materials-intensive operational stages, were the most favorable in achieving significant economies of scale. Hauling unit cost, on the other hand, decreased only slightly when production capacity increased.

JAY A. CARPENTER, Tonopah, Nev: (communication to the Secretary*).-This description of the Santa Gertrudis mill is of great interest to the operators of similar silver mills in Nevada. At the San Francisco meeting last September there were two excellent papers presented on Nevada silver mills; one by A. H. Jones on The Tonopah Plant of the Belmont Milling Co., and the other by E. E. Carpenter on Cyaniding Practice of the Churchill Milling Co., Wonder, Nev. At the same meeting, I presented a paper on-Slime Agitation and Solution Replacement Methods at the West End Mill, Tonopah, Nev., covering this .particular feature of our milling practice. A comparison of the data presented in these four papers is interesting in that, while the general design and practice is much the same in all cases, there is a wide difference in the design and practice in the various departments of &apos;the mills. It is to be regretted that Mr. Rose did not round out. this excellent article by following Mr. Jones&apos;s and Mr. Carpenter&apos;s&apos; lead in giving the average gold and silver content of the ore milled and the resulting tailing, with the consumption of chemicals and the? cost of milling. The practice of the Santa Gertrudis mill in the use of ?cyanide and zinc offers an interesting comparison with that of the Nevada mills, and a discussion of this point may bring out the reasons for the differences that exist.
