In accordance with the request of Dr. Drinker, no formal celebration was held, but, nevertheless, a spontaneous and enthusiastic expression- of appreciation and affection was voiced by alumni, students and faculty, testifying to the regard felt for Dr. Drinker and extolling the progress made by the University under his guidance.

Safety and health are no longer secondary responsibilities but must be of paramount concern to every mining operation, according to Anthony J. Thompson, an attorney with Hamel, Park, McCabe & Saunders of Washington D.C. The Mine Safety and Health Administration (MSHA) forecasts an estimated 19,000 inspections during 1979, and the economic and psychological impact of these inspections may he significant. To illustrate his point Thompson reviewed the experiences of a relatively large operation during a recent MSHA visit. The inspector was on the premises for two months, issuing between 250 to 300 "significant and substantial" (s&s) citations. During the most intensive period, about one month in duration, the operation experienced a production loss estimated between 2500 to 3000 tons; an accident rate up 30% over the previous month and 20% over the same month in the preceding year; 100% of the safety director's and safety engi¬neer's time was devoted to the inspection; 50% of top level management's time; and 90% of the mid-level or front line supervisory's time.

When lime and magnesia are used as fluxes in the smelting of titaniferous ores fluid, digestible slags low in iron oxide and high in titanium dioxide are produced. The mineral phases present in such slags are (Fe,Mg)O.ZTiOp, CaTiO3, and minor amounts of silicate glass (or its devitrification products). The flux additions are added to the ore in relative amounts to crystallize a ratio of (Fe,Mg)O.2TiO2 to CaTiO, of near the eutectic proportions of 60 pct (Fe,Mg)O.2TiO2 and 40 pct CaTiOl. FeO.TiOz (ilmenite) remains present in the slag until the FeO content is reduced to approximately 8 pct. Optimum slag composition is obtained by reducing the FeO content to between 2 and 6 pct. Continued reduction shifts the (Fe,Mg)O.2TiO2 to oxygen deficient structures classified as MgTi306 and MgTi2O.. Further reduction yields titanium oxycarbides and freezes the melts. The(Fe,Mg)0.2TiO2 structure shows a complete isomorphous replacement of iron by magnesium. It also forms a solid solution compound with as high as 12 mols of TiO2 under reducing conditions without the occurrence of rutile or reduced titanium oxides in the slag.

THE luncheon of the Milling Methods Committee in the Engineers' Club, on Feb. 16, was distinctly a social affair, although several matters of a non-milling nature were fruitfully discussed. The session* on Milling Methods, the same afternoon, attracted a gathering which overtaxed the capacity of the Board Room on the fifteenth floor. Galen H. Clevenger presided, with the moral reinforcement of Charles Butters. As all papers were available in printed form, and since synopses have appeared in MINING & METALLURGY, it is unnecessary to cover the contents of each in detail here. The first paper (T. P. 410), by Leaver and Woolf, on the "Flotation of Minor Gold in Large-scale Copper "Concentrators," was excellently summarized by R. S. Dean of the U. S. Bureau of Mines, who stressed the -very definite action of lime as a depressant of gold, and showed how the authors had worked out the best conditions of alkalinity, pH concentration and reagents for -optimum recovery of gold along with base metals, especially where lime had to be used to depress pyrite. No discussion was evoked.

IN a previous note1 it was pointed out that the available information suggests a distinct correlation between the occurrence of the CsCl-type ordered structures formed in equi-atomic binary alloys of transition elements and the location of the components in the periodic table. A definite increase in the bond strength between unlike atoms, as compared with that between like atoms, is indicated when, in binary alloys of iron group elements, the other component is changed from chromium to vanadium or tantalum, to titanium. Laves and Wallbaum,2 eported a CsCl-type ordered structure for the stable intermediate phase at the equi-atomic composition in the Ti-Fe system (and also in the Ti-Ru and Ti-Os systems). On the other hand, Tagaya, Nenno, and Nishiyama8 found no ordering of this kind in the body-centered-cubic solid solutions in the Cr-Fe system. It was concluded' that the occurrence of a CsC1-type ordered phase of intermediate stability may be expected in the V-Fe system. Preliminary results were described: suggesting that at least some degree of order does exist in the equi-atomic alloy VFe, annealed at 1200° C and quenched in cold water. Using CrK radiation, at least one weak superlattice line was found in the X-ray diffraction pattern which could be indexed as (100). and which disappeared, as expected, when FeK radiation was used. It was found more recently that the impurity phase (presumably VN), previously giving rise to additional X-ray diffraction lines and thus preventing definite indentification of the (111) superlattice line,' can be eliminated by preparing the alloy by arc melting in a helium atmosphere. The alloy specimen melted in this manner had clean surfaces and showed very littte, if any, nitride phase in the microstructure after annealing in vacuum at 1250°C and quenching. The relative intensity of the (100). superlattice line with CrK radiation was greatly increased and, in addition, a fairly strong (Ill) , superlattice line and even a detectable (210) , super- lattice line was obtained, when the powder produced by filing from the 1250°C annealed and quenched specimen was reannealed in vacuum at 625°C for 1 hr. By using a cellulose acetate film as a filter in front of the photographic film in order to absorb the soft radiation resulting from air fluorescence, the background intensity could be reduced considerably in relation to the intensity of the diffraction lines. All three superlattice lines, (100),, (111)., and (210)a, disappeared, as expected, when a radiation other than CrK, was used.1 For the powder reannealed at 625ºC, the strongest lines of the s pattern also appeared weakly, indicating that during an: nealing at 625°C a small amount of transformation took place from the body-centered-cubic to the u phase. However, since all superlattice lines to be expected in the 0 angle range used were actually very clearly present, it was evident that the high temperature body-centered-cubic phase had transformed into a CsCl-type ordered structure before much s phase could form. Reannealing filings for 1 hr at 700°C resulted in complete transformation into the u phase. After 1 hr at 650°C the transformation into IT was not quite complete, the strongest body-centered-cubic diffraction lines were still present, although fairly weak, and only the (100), super-lattice line was detectable (extremely weak). These findings not only confirm the previous conclusionsL as to the existence of a CsCl-type ordered structure in the Fe-V system, but they also indicate that this metastable ordered structure forms at about 600°C preceding the formation of the stable s phase, while at 1250°C the disordered body-centered-cubic phase is stable. The faint (loo) , super-lattice line previously observed in specimens quenched from 1200°C was probably due to the fact that the quenching of the powder in an evacuated fuse:! quartz capsule was not fast enough to prevent completely the ordering reaction on cooling. The present results conform with the suggestion that the A-B bond, in relation to the A-A and B-B bonds, increases in strength from CrFe to VFe to TiFc. It is, therefore, of interest to compare the measured values of the average atomic diameter for these three alloys with the corresponding average atomic diameters calculated from the atomic radii of the elements concerned. After the luncheon, Secretary Stoughton made a short address on the activities of the Institute. George S. Rice, of the U. S. Bureau of Mines, who was present, then spoke on the activities of his Bureau. Local Secretary F. J. H. Merrill gave a description of the activities of the Southern California Section and its progress, and reported the latter as substantial and its condition as very good. The clay particles of 2 microns or less required for modern paper coating are predominantly flat plates, lying smoothly on the sheet and producing a high gloss. Operating speeds of today's coating machines necessitate a clay composition of 60 and sometimes 70 pct solids as against the 35 to 40 pct required in the past. Since clays in suspension may solidify in flow, only those of intrinsically low viscosity can be used as high coating solids. THE literature of paper technology contains a number of articles having reference to developments in the field of coating and filler clays for use in paper manufacture. Much of this information has not been included in mining publications and has therefore not been readily available to all in the mineral industry. Recent developments in this field, including spray drying of clays, are presented here. U. S. Bureau of Mines figures for 1952 indicate that the paper industry consumes more than 50 pct of all kaolin produced and sold in the U. S. As most of the kaolin used by the industry comes from Georgia producers, the fraction of their output destined for paper use is thus appreciably higher than 50 pct. Small wonder that the kaolin industry, especially in Georgia, is highly sensitive to the quality requirements of paper mills and must respond promptly to technological developments in paper manufacturing. The paper industry itself is not the ultimate consumer. For the greater portion of the clay the end product is the printed page, and the demands of printing and publishing have sparked some of the technological advances in paper making which have, in turn, brought about methods employed in the kaolin industry. As compared with the product of 20 or 25 years ago, one of the most striking characteristics of the graphic arts today is the mass production of quality printing of fine pictorial work, much of it in full color. During this time periodicals with printing standards close to those of yesterday's slick-paper publications that were printed on a slow schedule and for a limited circulation have grown to the point where they go out to many millions of readers, often at weekly intervals. The complexity of technological improvements brought about by this increased circulation is probably not appreciated even by technical people, unless they have had reasonably close contact with the industry. The advance has come about through developments not only in the art of printing, but also in the field of paper making and even at the level of clay mining and processing. The smoothness required for faithful reproduction of the kind of printed matter under consideration is attained with a clay-coated paper. Since the distribution expense of the publication will depend to a great extent on its weight, the paper used must not be too heavy. This means a lower basis weight than was normal for conventional clay-coated papers some 25 years ago. And for this mass production market it becomes necessary to provide a paper having these and all the other required characteristics at a very moderate price—not the premium price conventional clay-coated papers formerly demanded. This challenge has been met by a new method of producing coated paper. In the past, application of clay coating to paper was a conversion operation, performed separately from the making of the base sheet. The newer development is called machine coating. Here application of the coating is an integral step in a continuous process by which wood pulp, clay, and other ingredients are manufactured into a sheet of coated paper. Many more problems are involved in this procedural change than are apparent at a casual glance. The coating operation, for example, must function at much higher linear speed than could be obtained with coating mechanisms previously employed. The application machinery developed to meet this requirement necessitated changes in composition of the coating color.* This created new requirements, summarized below, for the clay employed as coating pigment. In addition to smoothness, a relatively glossy printing surface is needed, and to a large measure it is the function of the coating clay to make possible the development of both these surface characteristics. Traditionally, pigments such as satin-white, prepared by reacting lime with paper-makers' alum, were used to assist in producing a high finish. However, economic considerations and others preclude large-scale use of such material in the new processes. WITH numerous plans under consideration for coal classification, and with the advent of the Bituminous Coal Code, the intelligent sam-pling of coal has become increasingly important. To us it is rather significant that there have been very few fundamental studies of coal sampling in American technical literature since those of E. G. Bailey, which appeared in the Journal of Industrial and Engineering Chemistry in March, 1909. He covered the subject up to that time so thoroughly and in such an excellent manner that perhaps many other later students have felt that they could add very little to his findings. The recent studies of the British Engineering Standards Association have indicated the possibility of a somewhat different interpretation of Bailey's results, permitting the taking of smaller samples, and perhaps it will now be helpful to reopen this question. C. W. H. Holmes, in an informative series of articles on coal sampling recently published in Colliery Engineering, makes two rather interesting statements, as follows: It is scarcely surprising to find a lack of interest and knowledge regarding the sampling of coal not only in the mining industry itself but also among consumers of industrial fuel: at its best coal sampling is a dirty business, regarded as a nuisance and an expense by the commercial man, and usually as a nuisance and nothing else by the chemist. The writer can conceive only two classes of people who have never experienced any difficulty in obtaining representative samples of coal from wagons; those who have never tried to, and those who have never had the necessity or desire to check the accuracy of their work. The primary purpose of this paper is to present some tabulated data of the more significant results of a sampling investigation undertaken during the last four years to obtain certain fundamental data on the variables connected with coal sampling and to point out that often assumptions have been made that are not in accordance with the facts. THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. This chapter discusses the evolution of high-speed shaft sinking in the South African goldfields. Whether we are talking of an additional shaft at an existing mine or the opening of a new mine, the increasing depth of the ore-bearing reef and the unremitting inflation of costs have provided the compelling incentive to shorten the time taken to sink a shaft and start earning revenue. The high costs of sinking a modern shaft system in South Africa are indicated by the recent example of a deep-level mine in the Orange Free State where the cost was nearly $22!42 million. This was for a single large shaft of 33 ft 6 in. diam (in all cases, shaft diameters refer to the finished diameter of the shaft, e.g., inside the concrete) and 7600 ft deep with a prestressed concrete brattice wall dividing the shaft into upcast and downcast compartments. Higher costs and the consequent demand for increased tonnages, deeper shafts with higher rock temperatures, which necessitate highly sophisticaled ventilation and refrigeration requirements, have all accentuated the importance of time in a shaft-sinking operation. Rectangular shafts with their simple design and comparatively reasonable sinking speeds remained popular for many years until greater mining depths combined with a host of the other allied problems inevitably led to changes in shaft design. Circular shafts appeared to offer many advantages, particularly when considering ventilation, strength, mechanization, and sinking through bad ground and heavily watered zones. However, these advantages were largely offset by the slow rate of advance necessitated by the need to stop sinking in order to line the shaft. The development of the curb ring which enabled lining to take place above the bottom of the shaft and the use of multideck stages allowing sinking and lining to be carried out concurrently resulted in a major break- through. Rectangular shafts, which are still popular elsewhere, have been superseded in South Africa by circular shafts which are almost without exception the only shafts sunk in our goldfields today.

ThIS discussion describes a method for the addition of small amounts of oxygen to columbium (niobium) in an accurate and reproducible manner. The method is based on the complete reduction by columbium of a carefully weighed amount of another metal oxide. The equilibrium Pq associated with Cb-CbO mixtures is extremely low, e.g., 10"25 atm at 100O°C, and the pressures over Cb-0 solutions are even lower. The equilibrium Pq associated with a given metal-metal oxide mixture can be easily obtained, with the aid of a Richardson-Jeffes chart.' Although columbium should effectively reduce almost any metal-metal oxide combination, the proper choice of a metal-metal oxide system is complicated by the low rate of oxygen transport in the gas phase at low oxygen pressures and the difficulty in reducing any columbium suboxide formed during the reduction of the oxygen source material. Thermodynamically, oxide formation on columbium will be avoided so long as the oxygen partial pressure over the columbium is below the equilibrium pressure associated with the mixture Cb-CbO. The logical choice of a source for oxygen would appear to be a mixture of Cb-CbO, since oxide formation would be precluded by nucleation difficulty. But calculations using the kinetic theory of gasses indicate that, for a temperature of 900°C, the reaction would proceed too JAMES D. To us it is rather significant that there have been very few fundamental studies of coal sampling in American technical literature since those of E. G. Bailey, which appeared in the Journal of Industrial and Engineering Chemistry in March, 1909. He covered the subject up to that time so thoroughly and in such an excellent manner that perhaps many other later students have felt that they could add very little to his findings. The recent studies of the British Engineering Standards Association have indicated the possibility of a somewhat different interpretation of Bailey's results, permitting the taking of smaller samples, and perhaps it will now be helpful to reopen this question. THE places where, yesterday, oil was unknown contain tomorrow's fields. Unquestionably, some states that now yield little or no oil have great potentialities, and developments in these states, although perhaps of less immediate interest than those in regions where great pools now exist, may easily be of greater ultimate importance than the results of exploration closer to known fields. Not long ago, Montana had only a quarter of an oil pool, and that was regarded by many as an accident that had strayed from Wyoming. More recently, the northern line of Louisiana was a dead line that would not be crossed by any Louisiana operator who valued his reputation for sanity. Within the past few months, Colorado has shown that it is far from being a negligible factor in the oil supply of the Rocky Mountain states, and it is now known that western Kansas, long shunned by many reputable geologists and operators, should be reckoned with. There may be a vast difference between what a wildcat well yields and what the well signifies. The fact that no commercial production is encountered may be lamentable and may well be disastrous to an individual or a company, but the same well that spells ruin to one may convey to another the information that will result in opening a new field. In presenting the conclusions, in this paper, the writer recognizes fully the possibility of erroneous deductions, particularly since he has had contact with only a few of the wells that are mentioned. To those who are unfamiliar with the nomenclature in common use among operators in the Mid-Continent, the Permian Basin is a term to cover several widely separated productive areas. It includes what is designated in trade journals as the Panhandle fields, the West Texas fields and Southeastern New Mexico fields. It is bounded roughly on the east by the 100th parallel, on the west by the 104th parallel, 011 thr south by the Rio Grande River and various mountain ranges and on the north by the north line of the Texas Panhandle. The name is derived from the location of these three widely scattered areas which are all in a broad geosyncline which is chiefly filled with sediments of Perrliian age. The oil fields as now known and the approximate limits of the Permian Basin are shown in Fig. 1. The major part of the production in these areas comes from liniestonc or dolomite of Permian age. Some granite wash and sandstone production has been developed but ordinarily does not yield as large initial production as the limestone or dolorliite. Introduction During 1926, Texas, exclusive of the Gulf Coast, produced 12G1SS-1,-952 bbl. of oil,' of which 40,727,877 bbl., or 32 per cent., was produccd in the West Texas Permian Basin. During 1927 the same area in Texas produced 167,176,000 bbl. %f oil, of which 89,779,000 bbL13 or 52 per cent., was produced in the West Texas Permian Basin. The increase in the total production of Texas is about equivalent to the increase in production in the Permian Basin. Since production in the Panliandle District declined during the entire year, the increase of production in the West Texas Permian Basin, and also the increase in Texas, is due to the enormous increase from the West Texas fields. Assuming that wave velocities in seismic prospecting increase as a continuous linear function of the depth, the authors have derived formulas for computing, from two time-distance observations, the amount of velocity increase, depth of penetration and a graphical determination of the path of the vibrations, and have discussed the ground, reflected and refracted waves. The application of the formulas is illustrated numerically. Earlier Investigations Observations of the energy propagated from the center of an earthquake disturbance have been used to give information about the velocities and paths of elastic waves in the interior of the earth. One method of accomplishing this depends on the use of the times of transmission. Herglotz(7) § and Bateman(3) obtained a solution of the integral equation involved, which determines the velocity of propagation at any point as a function of the distance from the center of the earth, with no assumption as to the manner in which the velocity of the disturbance varies with depth below the earth's surface. The expressions on which the value of the time and the form of the ray of propagation depend contain an unintegrable definite integral, involving the velocity as an unknown function of the distance from the center of the earth. Wiechert and Zoppritz(15) obtained a manageable form for this function by assuming a law of variation which required a constant curvature form for the path within each of a succession of concentric spherical layers of the earth. C. G. Knott(9) worked out the problem for the first time by an absolutely rigorous method from the data of observation (Zoppritz-Turner tables), without making any assumptions as to the functional relationship connecting the speed of propagation and the distance from the earth's center. His method is a numerical solution of an integral equation, giving each velocity and the corresponding distance from the center of the earth in figures.
