The oil industry is at the parting of the ways in relating fundamental engineering concepts to legal interpretations and field practices. The old concept, based on an erroneous analogy to wild game, that oil and gas are migratory substances and belong to him who reduces them to possession regardless of their point of origin in the reservoir, has come to be quite generally recognized as the basis of many of the serious ills and extravagances of the industry. The chain of consequences resulting from this erroneous conception has been traced elsewhere and need not be recounted here. The important problem at this stage in the development of the industry, when laws are being revised by legislative action and modified by court decisions; when added powers are being exercised by voluntary committees and official regulatory bodies; and when the need for control of output has forced itself to the forefront, is to see to it that new law and action are based on sound engineering concepts. Reservoir Energy Common Property Since the study of gas instituted by the Marland committee of the American Petroleum Institute in 1927, a great mass of information has accumulated concerning the function of gas in the development and production of oil. This wealth of data leads to the conclusion that every oil pool contains three resources: Oil, gas and reservoir energy. I take it that the central problem of this symposium is the ownership of these three resources and that "source" and "utilization" are involved because of their bearing on ownership through the demands of equity and conservation. In order to facilitate the discussion, permit me to state categorically, that: The oil and gas in a particular tract should belong to the owners of the mineral rights in that particular tract, but the reservoir energy should be common property of all owners of mineral rights in the pool I take it that apportionment of oil and gas among owners according to the relative amounts that exist in place in their respective tracts is

The iron industry has been so markedly the cynosure of all eyes, that a sense of weariness has overtaken many on-lookers, and a new wonder is desired. While the commercial phase of the iron industry has necessarily engrossed the public attention and probably is the more worthy of record, still the mechanical and metallurgical phases have recorded conspicuous advances and merit attention. In order to appreciate the present condition of blast-furnace practice, it is necessary before enumerating the advances made during the past decade to give a brief discussion of the tendencies in the methods of administration as well as the conditions governing supremacy, for these factors have modified the aims of the manager. It might also be well to apologize for a record of the advances made during such a short period as a decade, were it not that, for the individual, time is marked as much by the impressions recorded on the brain as by the jumps of the second hand of a watch. Furthermore, this article is written in order to carry out a project of the late Dr. Egleston, to have a record made each decade. I regret that the data collected by him, and forwarded to me, end with 1896, and therefore do not include the interesting results which followed the introduction of Mesabi ores. The perusal of the notes is melancholy reading, somewhat like the feelings we experience in going through a graveyard. It is a record made up of so many plants, which have ceased to be factors in the iron world, if they are not entirely moribund. Historically, they would be interesting, emphasizing as they do the abnormal and somewhat overestimated importance of furnace lines, taken without proper reference to volume of blast and nature of stock used. I regret, however, that the time at my disposal does not permit of this presentation.

J.-I should like to ask if Mr. Bach does not think it rather harmful to let the amen depend entirely on the company, whether it would not be a good plan to let the men aid a little in the support of these organizations? Also whether he has had any experience with utilizing the Y. M. C. A. in this connection. E. E. BACH, Ellsworth, Pa.-That question is always raised whenever there is discussion upon this subject. So far as we are concerned that would not help a bit; our people do not have that feeling, because .we have a company which these men recognize has a corps of very sympathetic officials in every way. I remember the assistant general manager lived out in one of these mining towns for a while. His difficulty was that every man, no matter what, who or where he was, if he had, or thought lie had, a, complaint, had the right of way to his office, and didn't have to stop at all. That is the spirit that predominates all through it. This is also the spirit of the mine foremen, two of whom were trained in our own night school, and it is the spirit of the fire boss and the general spirit of the people. They do not feel that we are trying to feed them with a spoon. As to the Y. M. C. A., we feel that it would be impracticable for us. R H. VAIL, New York, N. Y.-It would be very interesting if Mr. Bach would tell a little more about the control of the dispensing of intoxicants. There are many communities where the state intends to do that but does not succeed very well, and as Mr. Bach has spoken of the speakeasies on the environment of these towns, it would he well to know more about the problem of eliminating those.

The salt deposits of the Mississippi Embayment region present a problem of origin so genetically related to the larger problem of the stratigraphy and structure of the region that a discussion of the one necessarily involves or assumes an understanding of the other. For this reason, I shall summarize briefly our knowledge of this region, emphasizing the facts related to the subject of this paper. In so doing I shall make liberal use of the reports of the National and State surveys. Geographically that section of the United States known as the Mississippi Embayment region represents a great V-shaped area, extending from near Cairo, Ill., to the Gulf of Mexico, and including Louisiana, eastern Texas, all that part of Arkansas bordering the Oua-chita and Ozark mountains, western Tennessee, Mississippi, and a part of Alabama. This great section Professor Harris has described as structurally a pitching trough, its medial line being well represented by the Mississippi River. Outcropping along the border of this area are the Cretaceous and Tertiary formations, unconformably laid down on the hard Paleozoic rock sheets that show more or less plication, deformation, and faulting, depending upon their proximity to the nearby major uplifts. East and west of the Mississippi River the Cretaceous and Tertiary beds dip river- and coastward at angles greater than the slope of the land. "Waters entering along the outcropping edges of the Tertiaries and Cretaceous and following bedding planes southward are soon thousands of feet beneath the surface." As the sedimentation of the region progressed, faulting and slips occurred along planes of pre-Cretaceous weakness. Whether these movements were genetically related to the loading of this V-shaped area, as Professor Harris seems to think, is a question still to be settled. The accompanying map, Fig. 1, was taken from Bulletin No. 7 of the Louisiana- Geological Survey. It shows the regional distribution of the salines, as well as an alignment of the domes, which has been assumed to indicate faulting.

THE present Hecla Co. is a Washington corporation; the Hecla Co. of Idaho was the old company. The older corporation owned two claims, the Hecla and the Katie May, and was incorporated for 500,000 shares of one dollar par value. The principal shareholders and officials of the older company were among the early mining men of the camp. Among the active officials were John A. Finch and A. B. Campbell. Among the directors and share- holders were Patrick Clark, J. R. Smith, Frank Upman, F. J, Kipp, Chas. Kipp, B. A. Kipp and Carl Landsee. F. J. Kipp and Carl Landsee are now directors of the Company. All of the others mentioned have died, but the surviving members of their families retain their ownership in the Company's shareholders. B. A. ,Kipp, who recently died, was the largest shareholder at the time of incorporation and Patrick Clark was the second largest shareholder. B. A. Kipp is a brother 'of F. J. Kipp, director of the Company.

COMPOSITION OF CHARGES AND CONSUMPTION OF FUEL AT VARIOUS WORKS. A MARKED peculiarity of most of the smelting-works of the Far West is the looseness with which accounts of the operations are kept. Indeed, probably over half of the works do not keep any detailed accounts at all, the yearly gross statement of profit or loss being considered sufficient for all purposes. The reasons for this must apparently be sought in the as yet unsettled state of all business relations, and in the deplorable fact that only in isolated cases educated metallurgists are in charge of the smelting-works. Continual and regular assays of the ores, by-products, and slags, are almost unknown, so that it is impracticable to ascertain, even approximately, the losses in the smelting processes. Of cases where regular accounts are kept of the quantities of ore smelted, of the composition of charges, and of the fuel consumed, I know only two or three. Under these circumstances it is extremely difficult to collect figures which cover the operations for a considerable length of time, and which are so valuable for the metallurgist, who wishes to get an insight into the economy of smelting operations, as shown by practice. Figures obtained by personal observation, which can of course cover only the brief space of the visit of the travelling metallurgist, must, therefore, be made to replace the more valuable data. The writer has had occasion, during the last and the preceding summer, to visit the larger number of the Western lead-smelting works, and offers, in the following pages, such data relating to the economy of lead-smelting in the blast furnace at various works, as he has been able to obtain. The only object in doing so is to place these figures on record, so that they may be from time to time supplemented with other data, which are now wanting. I. THE iron ores of the Marquette region are mostly extracted in open excavations; hence the process is more properly quarrying. Several attempts at underground work have been made, which have not, on the whole, been successful. The Edwards mine has been almost entirely wrought by candle-light. The slate ore pit, NO. 1, of the New England mine, is now worked in the same way, as is also the Pioneer furnace pit of the Jackson mine. The Champion mine was opened systematically for underground work, with two levels, 60 feet apart, and three shafts at distances apart along the bed of 200 feet; but this idea has been practically abandoned, the greater part of the ore in that mine being now taken out in open pits. Several other mines have occasionally worked underground stopes, but only temporarily; if such stopes could not be opened out to daylight, they have usually been abandoned. In brief, it may be said that no considerable amount of ore has as yet (1870) .been extracted underground in the region, and of that so mined very little has been taken out at a profit; and I may add that it seems to be the belief of the most experienced mining men that this state of things will hold for some time to come for reasons which will appear. Nearly the same remarks may be applied to the mines of the Iron Mountain region, Missouri, the ores of which are very similar in character to those of Marquette. Some of the New York and New Jersey magnetic deposits are wrought open, but this is the exception, underground mining there being the rule. The following brief sketch of the geological structure of the Marquette deposits will indicate some advantages of the method of mining employed. The iron-bearing (Huronian) series of rocks, are stratified beds, the principal ore formation being overlaid by a quartzite, and underlaid by a diorite, or greenstone. IT is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of "prills" of matte. I have frequently held well-settled slag in a molten condition for a long period without being able thereby to reduce the copper-content. The slag acted as though it contained a minimum of dissolved or combined copper that could not be settled out by gravity. I have used reagents, but without satisfying myself in what form this copper existed. The same slags, by fine grinding and elutriation, could not be separated into portions containing more or less copper than the average content. By treating copper-slags in an electric furnace an impure button of copper. was produced, but the high temperature and the strong reducing-action of the furnace were influences that suggest an explanation of a result not obtainable with ordinary smelting-temperatures. If all the copper in the slag were in the form of copper-matte, and not existing as a dissolved compound with some of the elements of the slag, then the other metals in the matte, such as gold and silver, should occur in the slag in the same ratio to the copper as to the copper in the accompanying matte. This reasoning led me to study the ratio of metals in the products of smelting, and, apart from the issues discussed in this paper, the research has proved both interesting and illuminative. On the assumption of a similar ratio of metals in matte and slag, if the percentage of copper in the slag accompanying; a matte containing 50 oz. of silver and 1 oz. of gold per ton of copper was 0.3 per cent., or 96 oz. per ton of slag, there should be found 0.15 oz. of silver and 0.003 oz. of gold per ton of slag:; but, in my experience, there is less silver and much

The object of the present memoir is to pot on record some practical experiments by the writer in smelting a silicions native magnetite with no other flux than the silicates of its own gangue.' This work was undertaken in the spring of 1878 for Messrs. Naylor & Co., of' Boston, to whom I am indebted for the privilege of here communicating its results, these having hitherto only been simply announced.* So far as I am aware these are the first instances of the kind ill this country that non-calcareous; or rather non-carbonatbed, magnetite have successfully been used strictly alone as self-fluxing ores in the blast furnace; that is, without the addition of' calcareous flux in the form either of limestone, quicklime, calcareous ore, or basic (calcareous) slag. Previous to the spring of 1878, when the Chateaugay magnetic ore was first brought to illy notice. its use had been limited to Catalan forges, after " separation " at the ore bed. The blooms and billets made from it in the several forges of Messrs. Weed $ Williams, and of Mr. Williams, were well known in the trade as among the best in the market. Tile Chateaugay ore beds proving of great magnitude, and the ore exceptionally low in phosphoric acid, it commended itself for blast-furnace purposes to Messrs. Naylor & Co., who employed me to blow-in the charcoal furnace at Pittsford, Vt., on this ore in the spring of 1878, a previous trial of this ore in the same furnace in the fall of 1877 having proved abortive. This was therefore the first time that Chateaugay ore was successfully smelted in a blast furnace, although since well known as a blast-furnace ore possessing superior and exceptional qualities. The Pittsford furnace, although rebuilt in 1844, and subsequently improved by the former owner, the late J. Prichard, is one of the few furnaces of the old type with open breast (Sumpfofen) still active in this country, Its improvements 011 furnaces of the period,

OF the many items of information necessary to the successful management of the blast-furnace, few are more important than knowledge of the location and movement of the stock: line:—whether the furnace is full and has been kept so; whether the stock is settling regularly or slipping; and, if slipping, how often it has slipped, at what times, and how far at each time. To obtain these data, a man is sometimes stationed at the top of a pair of mechanically-filled furnaces, sim-ply to watch and gauge them by hand in the old-fashioned way. A more recent practice is the suspension of test-rods from ropes leading over pulleys to the ground-level, where the ropes are mound on small drums with graduated peripheries and provided with crank-handles, whereby the skip-man or some other person can quickly and conveniently gauge the position of the stock-line in the furnace. I believe the credit for this great improvement belongs to Messrs. McClure $ Phillips of Sharon, Pa., who were, as far as I know, the first to apply it, and who have a patent for it. The valuable indications gained by application of the Uehling pyrometer to the down-comer are not to be ignorcd; but the information thus furnished is somewhat indirect, and there is no scale for the translation of " top-temperatures " into " feet down." Moreover, this apparatus, as a whole, is delicate, and the cost of installation and maintenance is high. If the record furnished by the Uehling pyrometer is not in the most desirable form, the test-rods, on the other hand, give no record at all, except through the memory or notes of a man who, to say the least, is not gauging continuously, and who may omit to report an improperly low stock-line, if it be due to a fault of his own.

(Butte Meeting, August, 1913.) BEFORE touching upon the immediate subject of this paper a few facts of a historical nature as to the general application of electricity to mining might be of interest. As to what was actually the first application of electricity to mining, opinions will no doubt always differ. My experience does not go back far enough, nor are the records to which I have had access of any value as covering this point. Sydney F. Walker, a man whose pioneer experience in the application of electricity to mining purposes dates back as far as 1876, ,gave an interesting resume of the subject in an address before the South Wales branch of the Association of Mining Electrical Engineers at its 1.913 session, and, unless his statements are shown to be wrong, they should be accepted as facts. According to Mr. Walker, the ignition of charges of blasting powder was the first operation in mining to be accomplished with the aid of electricity. Very frequently this energy was furnished by a static machine and occasionally by a magneto generator. Later, this was followed by the application of electricity to bell signals, and we are told that this application was looked upon skeptically and regarded as an expensive experiment by the mining managers of those early days. At the Paris Exposition of 1878, there was exhibited an electric lamp, which suggested future possibilities to the mining engineers of those days. The first successful application of electric lighting to underground excavations that I have been able to find any record of is that of M. Blavier. In the year 1879' he installed two Serrin lamps and successfully illuminated one of the large underground chambers in the Angers slate quarries. Moderator-Thomas Adair is now a tunnel consultant with Perini Corp., Spring Lake, N.J. He has had 40 years experience in tunnel and shaft-sinking work in both soft and hard rock, as well as subaqueous rock. He has used moles in various locations and has traveled around the world studying the problems. SOME BRIEF COMMENTS ON "MOLES" by Thomas Adair We of the Perini Corp. have been, over the past 15 years, in the forefront of the battle to develop the mechanized miner. We have contributed much to pioneer, develop, and promote the use of the mining machine. Our money and talent have not been spared in this effort. However, we are sorry to say that as of the present time (1968), at least from the economic stand- point, this effort has not been very rewarding. But, I must say to those who are presently involved in the work of building mining machines, do not be discouraged. There is money in it. We of Perini Corp. know because we put it in there. It has been estimated that during the next 15 years, some $20 billion will be spent on underground excavation; more than 13 thousand miles of sub- surface tunnels will be excavated throughout the nation. An aggressive, properly structured research and development effort would produce, within the next five or ten years, a better excavation technology and improved boring system capable of reducing present costs drastically, with a resultant great saving. The time for this effort is now, but where the enabling money for this effort will come from, I have no idea. Machine builders should be encouraged to design and develop a shield- type boring machine capable of continuous mining through varying types of ground or rock by incorporating the possibility of making minor modifications such as change of bit type, power package, etc. Such a machine could

THE work described in this paper was carried out under the sponsorship of the Foreign Economics Administration and in cooperation with the Departamento Nacionál da Produção Mineral, Rio de Janeiro. The project was undertaken to obtain complete data on the variations in washability of coal to be used for coke manufacture in the steel industry and to determine the economy of preliminary hand-sorting operations. The coal-producing industry of Brazil is in that pioneering stage in which operat¬ing practices and methods are just being developed. Increased wartime demand for fuel, coincident with a drastic curtailment of foreign supplies due to lack of shipping facilities, has put a tremendous pressure on the national industry to furnish more coal. Under this incentive, production facilities are being expanded and new methods of operation are being tested. Such changes are being developed both by improvement of existing methods that originated in the field and by adaptation and modification of methods introduced from the United States and Europe. These mining condi¬tions and mining practices in Brazil are typical of what the American mining engineer will find in many instances when he goes pioneering into the developing coal fields of the Southern Hemisphere. The producing coal fields of Brazil are all in the southern states of that country. The coal measures are in a band roughly paralleling the coast and extending in a generally southwesterly direction from northern São Paulo through the states of Paraná, Santa Catarina and Rio Grande do Sul to near the Uruguayan border in the vicinity of Bajé. The accompanying map1 (Fig. I shows the general location of these fields and also the principal routes of movement of both national and imported coal in a late pre-war year (1940). During no similar period in the development of petroleum refining technology has so much progress been made in methods and equipment for the economical utilization of heat. Drastically severe commercial and economical conditions controlling the refining industry during 1927 gave a great impetus to improved efficiency and more economical operation in all departments. I think it is fair to say, however, that more progress has been made in the department of heat utilization than in other branches. I use the word utilization advisedly in the dual sense of better primary generation and application of heat and of saving by recovery methods. It was because of this trend that the subject, "Economical Application of Heat," was made the keynote of the refinery engineering sessions just completed. No new, outstanding elemental discoveries can be claimed for the year along this line. Some of the progress made has been in the development of better furnaces and distilling equipment embodying the more modern principles of boiler practice in obtaining complete combustion of the fuel, low excess air requirements and high transfer rates through the heating surface. Transfer rates of 3000 to 6000 B. t. u. per sq. ft. per hr. were considered good some time ago in the older type of equipment. Today a transfer rate of 25,000 to 35,000 B. t. u. is an actual accomplishment in commercial installations and engineers are talking of the feasibility of 50,000, 75,000, even 100,000 R. t. u. per sq. ft. per hr. Contributing most to bringing this about have been the rational use of the velocity factor on both the oil and firing side of the heating surface, and the study and application of the principles of radiant heat in furnace design. Vapor Heat Economy The principle of heat exchange, especially against oil vapors, has been applied to a greater extent than ever before. The recovery of heat from oil vapors is not new. This was practiced 20 years ago or more in Europe,

The ancient copper-mines of Lake Superior, having been destroyed or covered by modern mining-dumps, are not accessible to the present inhabitants of that region, and, since no more are likely to be found, some account of those already discovered, from one who has seen them, may be acceptable to the Institute. Early in May, 1855, I took a party of men to open an ancient pit on the Quincy mine-location. Mr. C. C. Douglas was the " Agent," as mine-managers were then called on Lake Superior. The Quincy Co. had previously done work on a fissure-vein, several hundred feet west of the Amygdaloid lode (afterwards called the Pewabic lode), on which was the ancient pit herein described. 'It was at this pit that the Quincy main shaft was subsequently sunk. The ancient pit showed an apparent depth of about 4 R., but when cleaned out it was shown to he 14 ft. deep, having been filled up by the sliding-in of material composed largely of broken rock, taken out in sinking the ancient shaft, and left near its mouth. Midway of the shaft, and below water-level, was found a scaffolding of white-birch poles, which had been used as a landing, to assist in removing the excavated rock. The shaft was 7 ft. in diameter. The excavation had been done by first building fires in order to disintegrate the rock, as was proved by the abundance of charcoal found; then breaking the softencd rock with hammers of diorite, such as is found in the greenstone range on Keweenaw point. These hammers had about the size of large paving-stones. Only broken ones were found, the whole ones having been doubtless carried away for other work, such as could be traced on the lode for a hundred feet or more to the south. The various modifications of the art of photography have become within the last few years the indispensable allies of every art and science. But, before the introduction of the process which is the subject of this paper, there was, so far as I am aware, no satisfactory means by which certain photographic negatives could be made to yield, without the intervention of the skilled draughtsman, electrotypes suitable for surface-printing. I refer to negatives taken from originals, such as natural objects, or or lithographs, in which the lights and shadows are not represented exclusively by lines and dots, such as can be photo-engraved. The greater usefulness to engineers and manufacturers of electrotypes as compared with lithographs is evident. The electrotypes can be kept indefinitely and used in the production of many thousand copies. They can be duplicated at trifling cost. They can be placed for printing together with the " forms " of type, or included in these, upon an ordinary press. Finally, they are cheap, when made mechanically from a suitable original. Various methods have been adopted for the preparation of such a secondary original (as it might be called) in cases where the first original is unsuitable for photo-engraving. Thus, for instance, portraits have been produced in electrotype from ordinary photographs as follows: A large negative is made of the original (say a carle de visite of a person deceased), and a proof taken, but not " fixed." Over this proof a skilled artist draws the portrait with a pen, producing a picture which resembles a line-engraving. The photographic proof, which has served merely to guide the artist, is now obliterated, and the pen-and-ink drawing is photo-engraved. Electrotypes thus produced often retain the likeness in a wonderful degree, and give spirited and satisfactory pictures. 1 may instance, as examples, which many will recollect, the portraits of our deceased members,

The observations here presented are not those of an expert accountant, but of one who, while he has seen considerable service in the accounting departments of large companies, has spent more time in engineering and operating. This paper is intended to cover, in a measure, mine accounting for small mines, as distinguished from the elaborate systems, requiring many persons in the accounting department. I shall attempt to outline a system embracing the essentials of accounting, and simple enough in form to permit one or two persons to carry it on from month to month, in sufficient detail to be able to tell quickly the grade of ore, the prices received for metals, costs per ton for mining and milling, costs per foot for development, upward or downward tendencies in costs, ore settled or in transit, cash on hand, stocks of supplies on hand, efficiency of labor, etc. As in all accounting, there are two main divisions: that of revenue received for what is sold, and that of disbursements made for what is bought, so in mine accounting we have to consider chiefly the income derived from sales of ore or concentrates, and the expenses incurred in producing the said ore or concentrates in a marketable condition. I. Income The revenue of a mining company from the sale of ore or concentrates comes in the form of remittances, accompanied by settlement sheets made out by the buyer of the mine product, such as a smelting company. It is the duty of the mine accountant (or the person to whom this is assigned in connection with other work) to check these settlement sheets, against both the mine weights and assays, and the schedules of prices arranged between the mine and the smelter. As a rule, quotations for silver, lead, zinc, copper and other metals enter into the settlements, and require checking, as do also bills of lading. Each step of the arithmetical calculation is also checked.

THOUGHTFUL people have raised questions as to how long nature's bank could continue to accept our drafts. These questions came to the fore so persistently, and there were so many evidences -such as the failure of natural gas in Indiana, the increasing scarcity of lumber in the Lake Superior region, the progressive sterility of Southern farm lands, the choking of the Sacramento River by tailing-point-ing to possible danger from overdraft or to misuse of resources and opportunity, that President Roosevelt called a conference which assembled at the White House on May 13, 1908, to consider these and related questions. This, the first great Conservation Congress, had a wide and beneficial influence on the thought of the world. It profoundly influenced the course of succeed-ing events and, while even yet there are sharp dis-agreements as, to the wisdom of much that has been done in the name of conservation, I believe that thoughtful men, and engineers especially, agree that the time had come when sharp attention was properly called to the waste that accompanied development of our resources. RESOURCES LARGE BUT NOT INEXHAUSTIBLE In 1908 there was a surprisingly large number of men, who should have known better, prepared to argue that our resources are "inexhaustible." No competent mining engineer, of course, believes that, as regards minerals at least. They may be, and, in most cases, fortunately are, large; as to many of them our knowledge is too general to permit measuring the reserves; but we know now, and I think the public appreciates, that there is a limit to our supply of gas, oil, coal, iron, and metals. Indeed, with the inten-sive study made necessary to meet the demands of the war, and the more careful accounting required by the newer systems of taxation, depletion has become a common word, and that mines are wasting assets has become a platitude.

Since its first mention in the literature in the eighteenth century12 the phenomenon of passivity in metals has stimulated much speculation and attendant controversy as to its nature and cause. No one of the numerous theories so far proposed has been generally accepted. ‡ Faraday,' in 1836, associated the passivity of iron with a protective film over the surface of the metal, which materially prevents or slows down reaction with corrosive environments. His theory was that oxidizing acids like nitric acid form an unstable oxygen or oxide layer over the iron surface, which protects the underlying metal from further attack. This concept was simple yet plausible, and without alteration has frequently been assigned in present-day discussions as explanation of the passivity of many metals. With the advent in recent times of stainless steels, it is not surprising that this oxide film theory of passivity proposed by Faraday has been used to explain the phenomenal corrosion resistance of stainless steels and other passive alloys. The passive alloys, such as the chrome-iron alloys, are supposedly covered with a protective oxide film, which forms on exposure of the alloy to air, is extremely stable and self-healing, and accounts for the remarkable resistance of these alloys to corrosion. Within the past few years, several investigators, following the theory of film protection, have attempted to gauge the resistance of the supposed film on steels. Brennert8 and Donker and Dengg9 determined the potential at which a negative ion (e.g., C1-) moving in an electric field reacted with the metal anode, as detected by increased current flow or change in potential of the steel electrode in an electrolytic cell. The potential corresponding to reaction Brennert called the film break-through potential.
