When I first received the announcement of this meeting I was pleased to see that this 14th APCOM Symposium had expanded its range of interest. One new topic to be considered this year is long range or strategic planning--the continuous process by which current risk taking decisions are made systematically, and with the greatest knowledge of future impact. Long range planning should receive our attention. It is the first step in the management process and the foundation of many--if not all --key managerial decisions. Improvements made at this stage of managing are almost certain to be of benefit in later stages of decision making. It is obvious to many of us that in a physical process such as mineral beneficiation, one does not concentrate all of one's attention on the flotation design without also considering the grinding, cycloning, and desliming stages of the process. Taking this a step further it would be equally erroneous to find a mineral engineer designing a mill without due consideration for mine, smelter and refinery and beyond that the sales goals, growth and profit objectives of the firm itself. And yet, how many times have we seen organizations staff and reorganize without consideration of an overall plan; without adherence to the management process which by its definition, calls for a plan first, followed by the appropriate organization and staff. The computer applications traditionally discussed at APCOM meetings have concentrated on areas dealing with things and people-- the implementation of the plan, rather than with concepts and ideas, the formulation of the plan.

COKE and by-products have prime importance in the war program. The past year was marked by the construction of new and the rehabilitation of old by-product and beehive ovens and by the increase of production from existing plants to practically 100 per cent capacity. W. T. Brown's paper, "Plan to Improve Blast-Furnace Coke," presented at the Fuels Conference in St. Louis, Sept. 30, showed how the blending of low- and high-volatile coal improved the physical properties of coke and that improvement of the quality and uniformity of coke favored an increase of blast-furnace capacity- a vital need in the war program. Others in the industry have likewise increased production of coke or recovery of by- products by various innovations or changes in operation. Recognition of the value of pooling these developments for the benefit of the entire industry led to organization of a survey of coke- oven plants and blast furnaces by the Bureau of Mines in co-operation with the Solid Fuels Co-ordinator with a view to improving metallurgical coke production and recovery of by-products. This survey is being conducted with the help of an advisory committee consisting of representatives of the Bureau of Mines, the Solid Fuels Co-ordinator, the War Production Board, and the blast-furnace, coke-oven, and coal-mining industries.

VAGUE rumors and stories have been heard, from time to time, about the diamond and gold deposits of southern Venezuela. It is perhaps appropriate, at this time of revived interest in gold mining, to publish a few facts in regard to this country, which has been undergoing exploration since the fifteenth century. Gold and diamonds are found principally in the State of Bolivar which lies in southeastern Venezuela and is bounded by British Guiana on the east and Brazil on the south (see Fig. 1). The famous Mt. Roraima is situated at a point where these three countries meet in a common point (see Fig. 2). Some gold is also found in the southern part of the territory of Amacuro. Good oil prospects exist in the northern part of this same territory. Diamonds are found on the Caroni river from Rio Paragua to the village of Guri. The effects of casting texture, grain orientation and grain size upon the performance of Alnico permanent magnets is described. Single-crystal specimens were produced by special sintering and grain coarsening techniques to study the effect of crystal orientation. In addition to texture and orientation effects, an analysis of the results indicates that the permanent magnet performance is impaired by a refinement of the grain size. AN excellent historical review of the development of Alnico permanent magnets has been prepared by Bozorth.1 The desirable permanent magnet characteristics of Fe-Ni-A1 alloys were discovered in 1932 by Mishima.2,3 The work of Ruder' showed that the alloys were age-hardenable, and Betteridge5 defined the best composition and heat treatment for the magnetically isotropic alloy known as "Alnico 3." Horsburgh and Tetley0 increased the energy product by the addition of cobalt and copper, "Alnico 2," and Oliver and Sheddon7 demonstrated that cooling in a magnetic field improved the residual induction of this alloy. Jonas8,9 then disclosed the great practical benefits of heat treating an alloy of higher cobalt content in a magnetic field and the resulting alloy, "Alnico 5," has become the standard of the industry. This paper describes the fundamental aspects of a procedure which can be used to further improve the properties of these anisotropic permanent magnet alloys. A study of the casting techniques used in the production of anisotropic Alnico permanent magnets indicated that the magnetic quality was affected by the as-cast macrostructure. Improved performance was observed in magnets containing a high percentage of columnar grains whose long axes were parallel to the magnetic axis of the casting. McCaig10 studied the effect of such columnar grain structures upon the magnetostriction characteristics of similar alloys, however no data was presented showing the effects on other magnetic properties. The following paragraphs describe two experiments which were conducted to determine the effect of various grain orientations upon the energy product. Special composite molds were prepared of highly conductive and highly refractive components to remove the heat of solidification from the casting in a controlled manner. Representative macrostructures produced by these techniques are shown in Fig. 1, along with the relative volumes of favorably oriented columnar grains. The alloy, Alnico 5, has the highest permanent magnet performance of any commercial magnet material. It has the nominal weight composition of 8 pct Al, 14 pct Ni, 24 pct Co, 3 pct Cu, and 51 pct Fe. A heat of this material was cast into molds producing the type A and B grain structures shown in Fig. 1 and pairs of the resulting magnets were placed in heat-treating boats so as to eliminate any biasing effects of boat position. After a standard heat treatment the type A magnets, with 16 pct of the volume composed of favorably aligned grains, had a maximum energy value of 3,940,000 gauss-oersteds, while the type B magnets with 73 pct aligned grains averaged 5,090,000. Streaming-potential experiments were conducted within the Muddy- and Dakota-sandstone interval of a Denver basin well. Analysis of the data shows that, for this case, streaming potentials opposite sands were higher than those opposite shales when the mud was fresh. Streaming potentials opposite shales, however, were of sufficient magniiIlde to be important in SP interpretation. They were linearly dependent upon pressure differential, and they increased with mud filtrate resistivity. The magnitude of streaming potentials opposite sands was influenced by the characteristics of the original mud cake formed at the time of drilling. Use of mud samples taken at the time of logging may not always be satisfactory for determining streaming-potential corrections. Both the streaming and electrochemical potentials were found to be affected by the previous history of the borehole system. Following a change in mud characteristics, several days were required for SP stabilization. This was, in part, due to the mud cake acting as an imperfect shale membrane. INTRODUCTION Laboratory investigations by Wyllie,1 Salisch,2 Moore," Sen Gupta and Bannerjee,0 and Hill and Anderson' have shown that streaming potentials developed across mud cakes deposited on permeable filter beds are of sufficient magnitude to be critically important in SP interpretation. Streaming potentials across shales have been reported by Schenck,' Gondouin and Scala; and Hill and Anderson." The magnitude of the shale streaming potentials obtained by Schenck and by Gondouin et a1 led these authors to conclude that in many cases the shale streaming potential would approximately equal the mud-cake streaming potential. Hill and Anderson, however, obtained somewhat lower magnitudes of shale streaming potential. The field experiment described in the present paper was a cooperative project carried out by the respective operations and research departments of Schlumberger Well Surveying Corp., Shell Development Co. and Shell Oil Co. The primary objective of the experiment was to determine in the borehole the streaming-potential behavior of both shales and mud cakes under conditions approaching, as nearly as possible, those normally encountered in logging practice. METHODS AND EQUIPMENT WELL A Muddy- and Dakota-sandstone vie11 in the Denver basin was chosen for the experiment. Both sandstones were water-bearing and, since reservoir pressures in these sandstones are abnormally low (gradient of approximately 0.25 psi/ft), it was expected that studies of streaming potential could be conducted from low-pressure differentials (approximately 200 psi) to about 27000 psi by bailing mud from the hole, filling up and then applying wellhead pressure. HAVING told you of the practices of the arts involving other metals, I wish to tell you also of the practice of that of tin.* Indeed, since this is an easily melted metal, in common use for the utensils which are made for human needs, it is an art known not only to skilled men but also almost to children, wherefore I could proceed with- out telling of it. However, besides the production of plates and bowls and many other dishes for eating from and keeping things in, this embraces two other arts, both of which you should know about because they are useful and beautifid. One of these is the art .of making the letters with which books are printed, and the other is that of making the sheets from which organ pipes are built. The vessels, as perhaps you have seen, are cast one by one in moulds made of white tuff. Several pieces fastened together are then put on the iron axle of a wheel rotated by hand, and [138v] they are turned with a slightly bent tool which has a cutting edge. In this way they are made thin and of a good shape. Then they are polished with a piece of linen cloth and a little powdered tripoli, and thus they are finished. R. W. Raymond, New York City: In his paper at the New York meeting (Trans., xix., 28), Mr. Ledyard described, among other mines, the Belmont, in the county of Peterboro, Ontario, the developments of which at that time indicated, though they did not, perhaps, completely demonstrate, a deposit of high-grade Bessemer magnetite of very great extent. Mr. Ledpard said that experts estimated the quantity of ore within 100 feet of the surface at 1,000,000 tons. But the precise data upon which this estimate was based were not furnished. We are all interested in the development of fresh supplies of Bessemer ores. I think nobody who knows how enormous is the demand can seriously fear that such deposits will be exploited too rapidly. On the other hand, I need not here enlarge on the fact that a considerable number of enterprises, in which American ironmasters have been more or less interested, for the development of Canadian iron-ore deposits, have been unsuccessful, more by reason of disappointment as to the quantity of the ore and the facilities for cheaply mining it on a large scale, than as to its quality. Of course, a Canadian nine supplying the American market is handicapped at present, to the extent of 75 cents per ton, by the duty on foreign iron-ore; but this would certainly not be prohibitory in the case of a deposit sufficiently large, rich, and accessible. Discussion of the paper of BOYD DUDLEY, JR., presented at the New York meeting, February, 1915, and printed in Bulletin No. 96, December, 1914, pp. 2767 to 2782. H. 0. HOFMAN, Boston, Mass.-At the close of the paper Mr. Dudley said that his experiments in the laboratory had shown that it was possible to separate nickel from copper by means of a chloridizing roasting, but that in order to demonstrate a process of this kind, work upon a large scale would have to be carried out. I think it was in 1913, that experiments of this kind were carried out at the works of the Pennsylvania Salt Manufacturing Co., Philadelphia, in a Wedge furnace, and at Sault Ste. Marie in a Sjöstedt furnace. They showed a satisfactory separation of nickel and copper. The ore was first subjected to an oxidizing roast, then mixed with pyrite and salt, and given a chloridizing roast. A. H. Carpenter published in the Engineering and Mining Journal, vol. xcvii, p. 1085 (1914) the details of this work. The conclusion arrived at is, that if you subject sulphide ore to an oxidizing roast, finishing at the temperature at which all nickel sulphate is dissociated, i.e., 764° C., then mix it with pyrite and salt, and subject the mixture to a chloridizing roast between 600° and 700° C., you can chloridize a high percentage of the copper without chloridizing any of the nickel, and obtain thereby a satisfactory means of separating the two.

IT is generally assumed that in most metals and alloys a given tensile stress produces a given deformation irrespective of the length of time during which the stress is applied. This assumption is justified in most of the important engineering applications of metallic materials; however, in the case of some metals and alloys used or tested at temperatures over or slightly under that at which recrystallization can occur the assumption is not warranted.1 This paper deals with the variations of deformation produced by a constant tensile stress acting for varied lengths of time in the special case of thin aluminum alloy sheet of the duralumin type, which had been subjected to different thermal and mechanical treatments. The material investigated was in the form of a sheet approximately 0.002 in. thick, which had been cold-rolled from a thickness of 0.020 in. It has been found that at a sufficiently high constant tension such material deforms continuously with the elapse of time and that the rate at which this deformation occurs is greatly influenced by the previous thermal and mechanical treatments.

In recent years an important function of the mining engineer has been the appraisal of the value of mining-properties required by those planning consolidations of a number of' individual operations. In no field of productive industry have the economic results attainable by consolidation been more clearly shown than in the mining-regions of the United States. In many important mining-centers unification of ownership of the most valuable properties has already partially or completely been attained, and, in other districts, projected absorptions and consolidations await only favorable financial conditions for their consummation. The iron-ore districts of the Lake Superior region, the coal-mines of Colorado, of Wyoming and of Utah, the anthracite mines of Pennsylvania, the Connellsville coking-coal mines, and large areas of bituminous coal-land in Pennsylvania, in Ohio, in the Indian Territory and in other portions of the United States, are now largely controlled by a few corporations operating on a large scale, or by a number of corporations working in harmony because of an affiliation and interleaving of interests. The tact of keen financiers and the diplomacy of men of great administrative ability are the chief operative forces in conceiving and accomplishing such consolidations, but in formulating and maturing them, the services of the mining engineer are often required to supply the facts upon which they must be based. For this purpose the expert is expected to furnish full and complete reports covering the quantity of ore, coal or other mineral available, its value per ton, cost of mining and treatment, etc. In reporting upon gold-, silver-, lead-, zinc-, copper- or iron-

FLOTATION-Mill operator's have recognized that slimes are detri-mental to the flotation concentration of zinc ores. The, presence of primary slime in many of the Wisconsin ores is largely responsible for the failures experienced in treating these ores by flotation. These failures have discouraged the adoption-of the flotation process by opera-tors in the Wisconsin zinc district. The removal of slimes by decantation seemed to be the obvious way to meet the problem of treating slimy or' clayey ores by flotation. To facilitate the removal of slime, it was decided to mix the ore pulp with sodium silicate, which acts to deflocculate the pulp.1 Deflocculation causes slime suspension, making it possible to separate the slime from the sands by decantation.2 Since the literature contains little definite information on the use of sodium silicate to deflocculate ore pulps, a series of tests was conducted to obtain the necessary information. Tests to determine the settling rates of sand and slime in deflocculated pulps were conducted on a dolomite-marcasite-sphalerite ore ground to minus 80 mesh (175 microns) and mixed with water to form a pulp. The deflocculator3 was Mallinckrodt 40° to 42.5° Bé. liquid sodium silicate (Na20 + 3.25Si02). .By microscopic analysis the suspended slimes4 were found to be minus 15 microns (approximately 1000 mesh).

An increase in electrical resistivity during aging or after quenching from high temperatures is known in a large number of alloys. Plastic deformation of alloys in this condition leads to a decrease in resistivity. This anomaly has been called the K effect. This effect has been reported in Ni-A1 alloys by several authors.'-4 The nickel-rich solid solution y is in equilibrium with Ni,A1 (y') with CkAu structure. With this alloy it is therefore possible to produce a homogeneous solid solution as well as a coherent mixture of y and y. The changes in resistivity should be determined for these two conditions. In the present literature on the K effect no distinction is made between them, because of experimental difficulties to determine small coherent particles. In the present work transmission electron microscopy and image formation by (100) and (110) superlattice reflection of the y' phase was employed for a detailed determination of the temperature dependence of solubility of aluminum in nickel and the resulting microstructures with alloys up to 15 at. pct Al. The solubility line follows the equation indicating a smaller solubility than given in the literature at temperatures below 700°C. X-ray scattering was used to get evidence for short-range ordering in the homogeneous solid solutions.5 Parallel to the determination of the microstructure electrical resistivity was measured as a function of aging tempera- ture, time, and aluminum content, which led to the following results: 1) Resistivity increases slightly during aging of a homogeneous solid solution which was quenched from a high temperature as a consequence of short-range order, Fig. 1, curve c,. 2) Resistivity shows a maximum during aging of all alloys which are heterogeneous according to the phase diagram, but which were obtained as a supersaturated solid solution by quenching, Fig. 1, curve c,. The increase in resistivity is mainly due to coherent precipitation of y'. In Fig. 2 the effects due to short-range order pN and due to precipitation of particles APT are shown for an aging temperature of 450°C and different aluminum contents. 3) The increase in resistivity depends on the size !f the coherent particles. A critical diameter of 15 5A for the maximum was found for all alloys and aging treatments by extrapolating particle sizes determined by electron microscopy. 4) The maximum of resistivity of the heterogeneous conditions does not occur if particles, larger than the critical size, have formed already during quenching. 5) Plastic deformation destroys short-range order as well as small coherent particles. Therefore a decrease in resistivity is observed if the increase in resistivity caused originally by these phenomena is

AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

Measurements have been made of the rate of capture of single particles of strongly hydrophobic, surface-methylated, quartz, of sizes ranging from 12 to 40 µm diam., by single rising bubbles of diam. 0.5 to 1.1mm. The results agree closely with the theoretically calculated hydrodynamic collision rates, indicating that, in this system, every collision results in capture and retention of a particle.

AMONG mining men as well as in the popular mind the conviction has held sway that mining is pre-eminently a western industry. True it is that gold, silver, copper and other metals have made the States of California, Colorado, Montana, Utah. Nevada and Arizona famous. The prominence attained by these States as mineral producers is, however, not measured alone by the money value of the products of their mines. While the metals are without doubt indispensable in industry, the glamour of the precious metals, and the lure of copper, lead and zinc have given to their ore deposits a sentimental interest that often quite out-weighs their commercial importance. Today a great group of more commonplace minerals are finding a place in commerce and industry rivaling that of the metals, but there is little sentiment attached to them, and,. therefore, they attain relatively little publicity. This is the great group of the non-metallic minerals, exclusive of fuels and oils, including stone, sand and gravel, cement, lime, gypsum, asbestos, mica, phos-phate rock and many others. Almost unnoticed they have grown in production to almost unbelievable pro-portions. The estimated value of metal production for 1925 is given as $1,380,000,000, of the non-metals (ex-cluding fuels) $1,294,000,000. The non-metallic industries are not new, many of them date back almost to pre-historic times; but, as the greatest of them (on a tonnage basis) provides raw materials for the construction industries, it required the activities of the present age of construction to bring about their enormous development. Many of them enter manufacturing as well as con-struction. Non-metallic minerals constitute the back-bone of our great chemical industries. While construction and manufacture reach to all parts of the country their widest development has been in the great industrial centers of the eastern Seaboard and the middle West. Consequently the raw materials of mineral origin required for these great industries have attained a remarkable growth in the eastern half of the- United States. In compiling figures of mineral production for 1924, for which more complete data are available than for later years, the surprising fact is brought to light that the non-metallic mineral produc-tion alone of some of the eastern and middle-western States exceeds by a substantial margin the total min-eral production of some of the western States that have been classed as essentially mining States. Thus the non-metallic mineral production, exclusive of coal and petroleum, of the State of Ohio, was approximately $150,000,000; of Pennsylvania $175,000,000; and of New York $107,000,000. For the same year, 1924, the total mineral production of Utah was $84,357,000; of Montana $70,632,000; of Colorado $61,488,000; and of Nevada only $26,226,000. Even Minnesota, with its enormous iron ore production, reached only $107,845,-000, or a sum about equivalent to the non-metallic min-eral production of the State of New York.

IT is not my intention in this article to consider this subject in the light of the geographer or geologist, but rather in that of the mining engineer, and to endeavor to show the necessity and value to him of studying the minor details of the field or district in which he may be engaged. I t has been said by a distinguished geologist that "the natural boundaries of the geographer are rarely described by right lines. Whenever they occur, however, the geologist may look for something remarkable." And again : " Physiognomy is no idle or doubtful science in connection with geology. The physiognomy of a country indicates almost invariably its geological character." Our country furnishes examples enough of the truth of these remarks, and in no part of it is it so beautifully illustrated as in our own State, which has been so ably described by Prof. Lesley in his admirable little work on the "Topography of Coal." As the great mountain lines become guides to the geologist in determining and mapping out the geography of the formations, so do the minor details of topography become guides to the mining engineer in conducting his explorations, discovering of dislocations, and determining the character of the deposits which are the object of his search. I t is therefore requisite that he should, whilst making his surveys, pay the strictest attention to every variation of the landscape and surface of the ground. MAGNETITE mining and milling in the Eastern States was sharply curtailed in 1938, production showing a decrease of 36 per cent from 1936 and 57 per cent from 1937. Six mines, one in Pennsylvania, two in New York, and three in New Jersey were in operation, either part or full time, during the year. In recent years ten Eastern magnetite mines have been more or less active but since the World War the market for Eastern ores- has been spotty. The scrapping of Eastern merchant pig iron furnaces, imports of cheaply mined duty-free foreign ore, and high freight cost have been contributing factors.

The thermodynamics of the set of functions including the activation enthalpy. the activation free energy, and the activation entropy for the motion of dislocations at low temperatures is formulated without a specific model or a mechanism. The behniiior near absolute zero of all these functions and of other relevant quantities related to dislocation mobility Is examined in the light of the third law of thermodynamics. The velocity measurements of Stein and Low for edge dislocations in Si-Fe are used .for illustrotion. In the plastic deformation of crystalline materials, a fundamental assumption, which is supported by direct measurements using etch-pit techniques,'-4 is that the average velocity of a certain mobile dislocation is a single-valued function of temperature and the effective shear stress exerted on the mobile dislocation: Sometimes under certain assumptions, even without direct dislocation-velocity measurements, an activation volume can be obtained from a change in strain rate in a simple tension test. Similarly an ac tivation enthalpy can be obtained by changing the temperature in a creep test. However, the assumptions involved should be studied carefully before using the results of these tests. Consider, for example, a tensile specimen at some stage of deformation with a distribution of mobile dislocations. Let the total length of dislocations of type i be pi per unit volume. The Burgers vector of these dislocations is hi which makes an angle ?i with the tensile axis. With respect to the same tensile axis, let the normal of the slip plane of these dislocations

A new approach to processing an indigenously available low made molysulfide concentrate by chlorination with elemental chlorine in presence of oxygen is reported.
