PROGRESS on the earth depends to a large extent upon the rapid inter-change of ideas and commodities between the various nations of the world. The smooth flow of commerce, by which these ideas and com-modities move, is accelerated by accurate and complete maps of the various land and water areas of the earth, The production of accurate maps depends upon a complete knowledge of the figure and dimensions of the object to be charted, therefore a knowledge of the shape of the earth is a prime necessity for accurate charting purposes. Gravity observa-tions were first undertaken to aid in determining the shape of the earth so that the geodetic surveys of its land and water areas might be more accurately connected to form an undistorted map. A large part of the earth's surface is water and it is therefore necessary to get gravity values at sea as well as on land before a complete and accurate figure of the earth can be determined. Dr. F. A. Vening Meinesz, of Holland, was the first scientist to perfect a pendulum instrument that would accurately measure gravity at sea. He had previously developed a multiple pendulum apparatus for measur-ing gravity upon swampy and unstable land areas in Holland and it was therefore quite natural that he should adapt the instrument to give accurate results upon a still more unstable support, the surface of the sea. His instrument as perfected gives satisfactory results when mounted in gimbals on any vessel where the roll and pitch are not more than about 5° and where the vibrations from rotating machinery and wave action are not large enough to cause the pendulums to shift on the knife-edges. This degree of stability can be obtained on surface craft only in protected waters or on very calm days. Therefore, Dr. Meinesz mounted his instrument in a. submarine so that he could submerge below the disturbed surface waters and get the desired stability in nearly any kind of weather by simply diving to greater depths. Most of the gravity-at-sea work has been done with a Meinesz instrument and a very large number of the observations have been made by Dr. Meinesz himself. Power is furnished to the Climax Molybdenum Co. by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are so designed that with the addition of forced cooling their capacity may be increased 331/3 Per cent at 12,000-ft. altitude. Under present conditions, these transformers are operated at 140 per cent of their rating with forced air cooling. On the secondary side of this bank there is a 15-kv., 1200-amp. Westinghouse oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station (Fig. I) where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches.

The Sierra Consolidated Mines Co., organized in 1909, owns, together with other holdings, practically all of the productive mineral area in the Ocampo district. Lying within this area are 15 mines, large and small, that hid previously been worked and appear to have yielded, since the discovery of the camp, about 100 years ago, bullion of a total value of over $50,000,000. The deepest mine, the Santa Juliana, had been worked to 1,100 ft. below the outcrop. The reopening of the mines involved, first, extensive and thorough development to open up the known ore shoots at greater depth and explore the ledges for additional shoots, and, second, a revision of existing equipment and methods, so as to increase output and reduce cost of production. This paper will give some account of the metallurgical treatment and a description of the new mill to be built at El Salto. The Ore The ore is practically all argentite, Ag2S, with some associated gold, and carried in a siliceous gangue. The typical ledge matter is an ande-sitic breccia cemented with quartz, or quartz stockwork in andesite.l The proportion by weight of silver to gold averages about 60 to 1. The silver sulphides occur ordinarily in rather fine. dissemination, sometimes not being easily discernible with the naked eye, even in ores of very good grade. The ledges also contain considerable pyrites, which as a rule is barren. "Bronce" is the local term applied to such barren pyrites, and "Pasta" to such as carries values.

The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself. According to the estimates prepared by the U. S. Geological Survey, the area underlain by workable coal-beds in the United States is 496,776 sq. miles. Of this total area, 480 sq. miles contain the entire anthracite coal-fields of Pennsylvania. The bituminous coal-fields are estimated to be contained in areas, aggregating 250,051 sq. miles. The grade of coal between bituminous and lignite, and which is designated by the Geological Survey as " sub-bituminous," is estimated to be contained within areas aggregating 97,636 sq. miles, while the areas containing lignite aggregate 148,609 sq. miles. The coal-fields are divided, for the sake of convenience in classification, into six main provinces, as follows: 1. The Eastern. Province, containing the anthracite coal-fields of Pennsylvania and the bituminous coal-fields of the Appalachian region—namely, those of western Pennsylvania, Ohio, Virginia, West Virginia, Kentucky, Tennessee, Georgia, Ala bama, and small outlying areas in North Carolina. 2. The Interior Province, containing the bituminous coal-producing regions of Michigan, Illinois, Indiana, western Kentucky, Iowa, Kansas, Missouri, Oklahoma, Arkansas, and Texas. 3. The Gulf Province, containing the lignite-areas of Alabama, Mississippi, Louisiana, Arkansas, and Texas. 4. The Northern or Great Plains Province, containing the lignite and sub-bituminous areas of North and South Dakota, eastern Montana, and northeastern Wyoming. 5. The Rocky Mountain Province, containing the bituminous and sub-bituminous areas of western Montana and western Wyoming, Colorado, Utah, and New Mexico. 6. The Pacific Coast Province, containing the areas of Washington, Oregon, and California.

INTRODUCTION Activated charcoal has been used for several centuries in many capacities including the recovery, isolation and purification of various materials (1). The first use of charcoal in a gold metallurgical system was in the extraction of gold after chlorination (2, 3,4). The gold was dissolved in a chlorine system and subsequently filtered through charcoal. The application of charcoal with cyanide extraction was patented by Johnston (5) in 1894 and adopted commercially in Australia in 1897. The process consisted of dissolving the gold and silver in a potassium cyanide solution and passing it through a series of charcoal filters. The charcoal was subsequently smelted to recover the gold and silver. The interest in the use of charcoal diminished in the first part of the twentieth century as the practice of the use of zinc as a precipitating agent increased. However, in 1916, the Yuanmi Mine in Australia replaced their zinc precipitation plant with a charcoal adsorption plant. In 1926, Scott and Gross (7) of the U. S. Bureau of Mines con- ducted extensive research on the adsorption of gold and silver from cyanide leach solutions. Among their findings was the result that the most important factor in improving the adsorptive power of charcoal was heat treatment with oxidation by air or steam. The work of Zadra (8) in 1952 stimulated renewed interest in the use of activated charcoal in gold and silver recovery with the development of a method of recovery of the gold and silver from the charcoal other than its destruction by burning. THE Western phosphate field, virtually ignored for 40 years, has been undergoing a rapid climb to economic importance. Until World War II there seemed to be no reason for developing the phosphate rock region of the Intermountain Empire. But the tremendously increased demand for food production and the needs of many branches of the chemical industry changed all that. Quite suddenly a report made by the U. S. Geological Survey at the turn of the century became important. The survey showed that 60 pet of the nation's phosphate reserves were in the western phosphate field. Simplot Fertilizer Co. was one of the first to become actively interested in the development of the area. In August, 1945 the company began exploration of the Phosphoria Formation on the Fort Hall Indian Reservation. The result was the Gay Mine, about 18 miles east of Indian Agency Headquarters at Fort Hall, Idaho, developed to supply high grade phosphate rock for processing into superphosphate fertilizer at the company's Pocatello plant. Six ft of high grade oolitic phosphate rock (ranging from 32.5 to 34.5 pet P2O5) were discovered at the base of the Phosphoria Formation by diamond drilling and dozer trenching. High quality and thickness, plus the fact that the formation lay flat and near the surface made strip and open pit mining possible. In one year of mining, starting June 1946, a total of 53,000 tons of main bed oolitic phosphate rock was hauled to Pocatello for processing into supersulphate. The first year's operation was in

INTRODUCTION The use of computers to assist the mine ventilation engineer began to grow in the early 1950s when electrical analogue devices were developed for the analysis of mine airflow systems in Europe and the United States (l,2,3). The need for quantitative planning of airflows in mines had become pressing and analogue computers fulfilled a useful purpose for over a decade. From about 1964 onwards, digital computer programs for mine ventilation network analysis became available (4,5) and, superseding the analogues, spread rapidly throughout the major mining countries. The successful implementations of such programs resulted in further research being directed towards the development of simulation programs to model the quality as well as the quantity of air flowing through underground workings. It is no understatement that digital computers have revolutionised environmental planning techniques in modern mining industries. This paper discusses the complex interaction of natural and mining factors which governs environmental hazards in underground mines and further indicates some of the simulation techniques which have entered practical usage or are at an advanced stage of development. THE PROBLEM OF ANALYSING THE MINE ENVIRONMENT The traditional methods of approaching environmental problems underground were based largely on empirical or intuitive techniques. The reason for this lay in the intricate relationships which exist between the many variables that influence the mine environment - and which limit the use of purely analytical methods to the simplest of cases. Having recently had occasion to make a series of analyses of fire-clays for the present Ohio Geological Survey, I found that the amounts of potash and soda determined indirectly by measuring the chlorides volumetrically did not " check " with those obtained directly. Investigation with the spectroscope showed the presence of lithia in what seemed very appreciable quantities. The examination was made of a considerable number of samples, and in every case this element was found, though in varying amounts, as judged by the intensity of the spectrum. To guard against error from the impurity of reagents, the whole process was repeated, using the same reagents in corresponding amounts, but leaving ont the clay. In no case did these " blanks" show lithia; hence the presence of this element in the clays seemed to be established conclusively. In the same series of analyses, titanic acid, in amounts varying from three-tenths to nearly two per cent., was found. The presence of titanium was first observed in the Ohio clays, nearly three years ago, in the examination of clays from Logan. The occurrence of this element is, of course, not unusual in clay, but I believe that none of the published analyses of Ohio clays give it; certainly none of the former Ohio geological reports speak of its presence. The following analyses show both the above ingredients. They were made during the summer of 1883.

I HAVE already referred to this interesting locality in the opening address, but at the request of some of the members of the Institute, brought before them specimens of the ore and the accompanying rock. The ore, which is cassiterite, is also met with elsewhere in Maine, at Paris and Hebron, but it there occurs associated with orthoclase, quartz, tourmaline, and beryl, in concretionary granite veins, which cut the micaceous gneisses of the White Mountain series. At Winslow the veins traverse an impure gray micaceous limestone, which is found in many parts of this region, and is subordinate to the same gneissic series. The veins, which are seldom more than an inch or two in thickness, are abundant through a considerable breadth of the rock, and are interlaminated with it, occupying places between the sedimentary layers, which are distinctly marked by different shades of color. Occasionally, however, they cut across the stratification for a little distance, showing that the disrupting action was not always confined to tearing the layers apart. The vein-stone consists of purple fluor-spar, and silvery white mica with quartz. In this gangue the cassiterite, nearly black in color, is disseminated in small crystalline masses, sometimes one-half an inch in diameter, and is associated with a little mispickel. I have only seen the veins as exposed at a single point, but was informed that similar veins holding the ore are met with at a distance of several thousand feet.

THE investigation of aluminum alloy systems prior to 1923 was severely handicapped by the low purity of the best aluminum available. However, by that time, the electrolytic purification of aluminum had been developed by the Aluminum Company of America,(1)? and in May, 1923, there was initiated, under the direction of E. H. Dix, Jr.,(2) a program for the investigation of the aluminum-alloy systems using the purest electrolytically refined aluminum. Up to the present time 15 papers (a) have been published, most of which are on the binary aluminum systems. Work is now in progress on the ternary systems, and it seems probable that most of the future work will be on ternary systems. Therefore this survey of the binary aluminum systems investigated up to the present time (the sixteenth paper of the series) concludes the first phase of this program. Certain qualitative relations between corresponding portions of the various binary diagrams as well as between different parts of the same diagram were noted some time ago by R. S. Archer.(4) In the present . paper these relations and others are considered quantitatively by the application of well-known thermodynamic equations or by newly discovered empirical relations No attempt will be made here to present the history of the develop-ment of the thermodynamic equations defining equilibrium or their application to metallic systems, although a list of references is given at the end of this paper for those who are interested in this phase of the

In the mining operations of The Canyon Corp., Deadwood. S. D., the use of mucking machines has been of definite advantage. The type used is that which depends upon the traction of the motor-driven wheels to crowd the dipper into the muck pile, while the car in which the muck is received is coupled to the mucker and moves forward or back with it. This general arrangement is entirely satisfactory on a substantially level track. The ores which occur in this district are a replacement of dolomite and the beds are now tilted to an inclination of about 7-1/20. In our operations it is necessary to drive inclines down-hill on this slope, which makes a difficult hand-mucking job even if water were not present. With these facts in mind, an attempt was made to use the mucking machine for driving down the in- cline, but as expected, the traction was insufficient to handle the machine and the necessary car. The means used to correct this condition will perhaps impress most readers as too complicated and cumbersome to effect any economy, but the idea may be of service to some who have a similar condition. The mechanism of materials transport was studied in a model experiment in which a silver sphere was sintered to a silver plate under an applied external stress near 800° C. For this purpose the rate of growth of the neck between the sphere and the plate which is proportional to the strain rate of the creep process involved in a neck growth was determined by measuring the change in electrical resistance of the away. This rate of neck growth will depend upon the magnitude of the applied external stress. By measuring the rate just before and just after a change in the external load and therefore the applied stress, the relationship between strain rate and stress can be derived. For material transport by slip in a pure metal it is expected that the strain rate should be proportional to the 4.5th power of the stress, while for transport by diffusional flow the strain rate should be proportional to the first power of the stress. It was found that for stresses above 5 X 10' dynes per sq cm (70 psi) the exponent in the stvain rate-stress relationship was near 4.5 while for a stress of 0.7 x 108 dynes per sq cm (10 psi) an exponent of 1.8 was determined indicating that under the conditions of the experiment the transport mechanism for creep in silver shifts from diffusional flow to slip in the region of 0.7 x 106 dynes per sq cm (10 psi). The importance of these findings for an understanding of the mechanism of material transport in conventional sintering (without an external load) is pointed out. In a paper by Early et al.,' the mechanism of material transport during sintering was treated as a creep process. It was pointed out that two possible types of creep processes could operate during sintering. In one of these material transport takes place by vacancy diffusion due to a gradient in chemical potential. The vacancy sinks in this diffusion process may be either grain boundaries, as in Herring-Nabarro microcreep, or regions beneath a surface of small radius of curvature. The diffusive transport may be by volume, grain boundary, or surface diffusion. In the other mechanism, creep takes place by slip, i.e., dislocation motion with its rate generally controlled by dislocation climb. One method of distinguishing between these two modes of materials transport is to investigate the creep rate, i.e., the rate of material transport as a function of stress. For material transport by vacancy diffusion, the creep rate is proportional to the stress.' For creep by slip, controlled by dislocation climb, the creep rate is proportional to a power of the stress. For pure metals this power is 4.5;374 for dispersion-strengthened material a fourth power relationship can be derived.5 This difference in the stress dependence of the strain rate is illustrated schematically in Fig. 1, in which the logarithm of strain rate is plotted vs the logarithm of the stress for material transport in a pure metal by vacancy flux and by dislocation climb. The stress range in which the two types of material transport overlap would be expected to be relatively small. In the experiments described by Early and coworkers compacts pressed from spherical copper powder were sintered isothermally under an applied axial external load in a dilatometer. During sintering the magnitude of the applied external load was changed and the rate of axial shrinkage of the compact before and after the load change determined. In order to find the stress dependence of the strain rate the magnitude of the stress acting on the neck area between the spherical particles before and after the load change had to be calculated. This stress is the resultant of the stresses due both to the externally applied load and to surface tension. The stress due to surface tension is a function of the geometry of the powder compacts. It can be determined, at least for simple geometrical arrays,'76 but it is difficult to obtain exact values of the stresses for actual powder compacts when only average values of particle diameters and of neck diameters between particles are available. The calculation of stress and the strain rate-stress relationship is therefore only very approximate.

The fact that certain types of ore-deposits have attained their present condition through the action of descending surface waters was, perhaps, first clearly pointed out by Posepny.l The oxidizing effects of such waters were discussed by Pen-rose,2 and many papers dealing with this phase of the subject have subsequently appeared. That secondary enrichment of sulphide ores, however, might be produced by descending surface waters was not clearly understood until after the copper-bearing veins of the Butte district, Mont., had been carefully studied by the geologists of the U. S. Geological Survey, although De Launay3 had suggested that sulphides might be transported from point to point and re-deposited in the zone above the level of ground-water. As a result of the study of the Butte district, two papers by geologists engaged in the work appeared within a short interval. The first by Weed: dealing with the enrichment of veins by later metallic sulphides ; and the second by Emmons; treating of the secondary enrichment of ore-deposits in general. In the latter paper it was pointed out that a typical vein of sulphide ores which has been subjected to the action of descending surface-waters exhibits four zones,—an upper or surface-zone, in which the changes hare been mainly of removal, the products being typically oxides; a second zone of oxide enrichment, in which the less soluble metals brought from above have been precipitated as carbonates or oxides; a third zone of sulphide enrichment,

THE QUESTION of whether the production of oil should be limited to market demand has been constantly discussed during the last two years. Oil men, legislatures and courts have reached highly conflicting conclusions. Opponents of limitation to market demand assert that it is a scheme of the big purchasing companies to fix prices and to create a monopoly. Proponents, on the other hand, declare that such a limitation is necessary to prevent physical waste and that the effect on prices is merely incidental. A brief review of market demand legislation will disclose the confusion existing. The laws of Oklahoma,' prohibiting waste of oil and gas, specifically' authorize limitation to market demand as a method of preventink such waste. These laws and the proration orders based thereon have been upheld by the Supreme Court of Oklahoma, by several three-judge Federal District Courts, and by the Supreme Court of the United States.' Kansas has a similar law3 but no case has been found which discusses its validity. About a year ago the California Legislature passed a comprehensive conservation act, generally known as the Sharkey Bill giving authority to restrict production to an amount representing current requirements for use, taking into consideration oil and products in storage. This may be considered as equivalent to limitation to market demand. The Act was defeated upon referendum vote after a hard fought campaign in which it was charged that the Act would result in destruction of the independent operators.

I AM glad to join with my fellow-members in this celebration of the fiftieth anniversary of the founding of the American Society of Mechanical Engineers. It would be a difficult task to measure the blessings brought by this association through the stimulation to invention, the improvement of methods, the adequate training of engineers and the advancement of knowledge in a large sense. During its span of life it has contributed a great part in the development of an art into a mighty profession upon whose capacity and fidelity rest so much of human progress. "I feel especially honored that the association should, through the beneficence of Mr. Lauer, have established a new distinction among engineers, and should have designated me as its first recipient. The purpose of this medal is to mark the public service of men who have gone outside their strictly professional work to interest themselves in civic and humanitarian affairs. And the engineers have something to contribute to public service. . "With the development of our great national tools -our engines, our railways, our automobiles, our airplanes, our steamships, our electric power and a score of other great implements, together with the supplies of material upon which they depend-the engineer has added vastly to the problems of government, for government must see that the control of these tools and these materials is not misused to limit liberty and freedom, that they advance and do not retard equality of opportunity among all our citizens.

Wilkes-Barre Meeting, Julie, runs., THE ore-hearth was the earliest type of furnace used in smelting Mississippi Valley lead-ores, which are very pure, and low in silver-content. The first smelters made no attempts to recover lead from the smoke; and since about 15 per cent. of the lead -in the charge escaped in this manner, early practice with the hearth was decidedly wasteful. At most of the large smelting-plants blast-furnaces with auxiliary roasters were substituted for the hearths long ago. But, upon the introduction of the Lewis and Bartlett bag-process for collecting fume, the ore-hearth was used by companies engaged in the manufacture -of pigments, simply on account of the large percentage of fume made by it. In fact, the extraction of lead was kept down by the use of hot blast and other devices. During recent years, however, several smelting companies have realized that the preliminary roasting of galena for the blast-furnace is not economical, and have, therefore, replaced the roasting-furnace with a modification. of the old Scotch hearth, in which a large percentage of the lead in a charge is recovered directly as pig-lead, while the remainder passes partly into fume and partly into slag low enough in sulphur to be charged into the blast-furnace without further treatment. The results obtained have proved so satisfactory, both As to recovery and operating-expense, that one eminent metallurgist has predicted the universal use of the ore-hearth on non-argentiferous ores. The-ore-hearth, thus employed as an adjunct to a blast-furnace plant, is rather a desulphurizer than a smelting-furnace proper,-the chief object being to make a blue slag suitable for the cupola-furnace. IN the field of mineral resources, today's problems and those we can reasonably expect in the future are so vast that nothing less than world-wide thinking and world-wide planning will suffice. I can imagine nothing more useful for the Institute to do in celebration of its seventy-fifth anniversary than to hold this conference on world mineral resources. Mineral resources are the basis of any nation's industrial production. Without expanding industrial production, the high standard of living found in the United States could not exist. Without such a standard of living it would be most unlikely that we should have a high level of culture. The hope of the world, as I see it, depends very largely on a general rise in living standards everywhere, and in the general increase of the levels of culture including a sympathetic understanding of the problems of other nations. For this reason, the proper use of the world's remaining mineral resources must be taken into account in any plans to safeguard the peace of the world. Being as exasperatingly human as human beings always seem to be,. we usually wait until almost too late to begin our plans to stave off an impending disaster. We do this as individuals, as components of particular States or Governments, and as citizens of the world.
