CHARLIE WARNER, Chairman of the Petroleum Division, is no stranger to the problems of the oil industry or to those of the Petroleum Division, after more than 25 years of experience in locating and producing oil and more than 22 years of membership in the Institute. He was born at Jefferson, N. Y.. April 27, 1894, and educated in the public schools of New York State and at Cornell University where he studied geology and allied sciences from 1913 to 1917 and received a B.A. degree. Immediately upon completion of this training, he was employed by the Empire Gas & Fuel Co. as a field geologist in Oklahoma and Kansas. Two years later he became district geologist for the Emerald Oil Co. in Oklahoma and Kansas, and in 1920 he rejoined the Empire Gas & Fuel Co. in the capacity of district geologist in Oklahoma. In September of 1921 he began his association with the Houston Oil Co. of Texas. He was district manager for the company in the Mid-Continent area until 1932 when he was transferred to the head office at Houston, where he became superintendent of the land and lease department in 1934 and was elected a director of the company in 1941. In these capacities, and also as petroleum engineer for the company, he keeps in intimate touch with all phases of field activity and with the regulation of the industry by State and Federal agencies.

Since the discovery of silver at Cobalt, Ontario, in August, 1903, more than 100,000,000 oz. of silver have been produced by the mines in the Nipissing district, and there is reason to believe that at least as much more will be produced in the nex five years. The estimated value of the aggregate output o ore to the end of 1910 is $48,327,280. The ore yielded 93,977,833, oz. of silver and was mined at a net profit of abou $16,000,000. For 1910 the production was 30,558,825 oz., valued at $15,436,894, and yielding a profit of about $9,000.000. The details of the production of the Cobalt district for the years 1904 to 1909, inclusive, as reported by the Ontario Bureau of Mines, are given in Table I. The shipments from Cobalt are in the form of smelting-ore, concentrates from milling-ore, and bullion. INTRODUCTION FOR a number of years Russia, India and Brazil have outranked .all other countries as producers of manganese ores. During the 5 years immediately preceding the European war, the average annual production of Russia was 844,000, of India 694,000 and of Brazil 200,000 long tons. Since the outbreak of the war there has been a considerable falling off in the Russian and Indian production, particularly in the former, whereas the production of Brazilian ores has been greatly increased, amounting in 1914 to over 250,000 tons and in 1915 to nearly 350,000, with conditions favorable for a still larger production in 1916. Manganese is one of the few industrially important metals that are not produced in the United States in quantity commensurate with our needs, so that we have been compelled to import annually about 300,000 tons, having a value of over $2,000,000, and these ores have been obtained from the three countries mentioned above. Their rank as contributors to our imports of manganese ores was India, Russia, Brazil; and in 1913, Brazil contributed only one-fifth. During the past 2 years Brazil has furnished rapidly increasing quantities to this country, and, with the falling off of imports from India and Russia, has become our principal foreign source. In 1914, Brazil furnished two-fifths of the imports and more than India or Russia, and in 1915 over nine-tenths. The manganese ores of Brazil are consequently of more than usual interest to us at this time.

The effects of lead and tin up to maximum contents of about 0.1 per cent. each, in the presence of oxygen between 0.04 and 0.30 per cent., have been studied. Tin is retained efficiently in the oxidized condition, whereas lead is not. An approximate relation between the lead-oxygen and tin-oxygen contents is deduced which, if observed, permits the presence of these elements without detrimental effect. Excess of lead beyond this limit affects ductility and rolling properties adversely and an excess of tin correspondingly diminishes the conductivity. It is shown that copper carrying a combined lead and tin content of several hundredths per cent., yet fully equal in quality to electrolytic wirebar, may be produced under commercial conditions. TIN is not normally found in more than bare traces in current grades of American electrolytic copper, and lead is rarely found to more than a few thousandths per cent. In the electrolytic refining of copper these metals do not present great difficulty in separation and their presence in any considerable amount in copper that has been refined by this method need not be tolerated. On the other hand, the effect of these elements is not entirely academic, as a considerable tonnage of scrap copper liberally contaminated with them has been reclaimed by the fire-refining process into metal with a residual lead and tin content of several hundredths per cent., yet having excellent working properties and fully equal in quality to current grades of electrolytic wirebar. Such copper has been found entirely suitable for use in the manufacture of electrical apparatus. In the absence of oxygen, tin is known to depress the conductivity rapidly, and lead to impair ductility and the rolling properties, yet the effects of these metals on commercial grades of copper-i. e., copper containing from 0.03 to 0.10 per cent. of oxygen-apparently has not received systematic attention. Occasional reference is made to the fact that in the presence of oxygen lead may be tolerated, yet Addicks says,1 in regard to overpoling: "The unstable condition can be controlled by adding certain substances, notably lead, in small quantities, but as mere

Asbestos ranks among the leading minerals produced in Canada. It is also mined in Russia, Rhodesia, South Africa, Cyprus, Italy, the U.S.A., Japan, China and several other countries. The most abundant variety, chrysotile, and also the most valuable form of asbestos produced, makes up 90% of the world's supply. In Canada, chrysotile is found in the provinces of British Columbia, Ontario, Newfoundland as well as in Quebec, the latter accounting for almost 90% of all the fibre produced in this country. A number of developments emerging this year could make 1968 a record production and export year for Canada's asbestos mining industry. Asbestos fibre consumption in increasing in the U.S., Canada, up 10% to date this year, Japan and in Latin America. Demand in Western Europe is again on the upswing, following a cut-back last year. As a result, shipments from Canadian mines for the first eight months of this year reached some 916,968 tons versus 873,402 in 1967, an increase of 43,566 tons or 5%. Indications are that Canadian asbestos production will for the first time ever top 1.5 million tons in 1968.

The use of copper sulfate for improving the flotation behavior of sphalerite is probably at least 15 years old. The original discovery of its activating influence is somewhat obscure. The story goes that in the mill at Mascot, Tenn., its favorable action was discovered by accident, early in 1914, as follows: The original laboratory test work on a sphalerite ore gave favorable flotation results, but after a mill had been built the flotation concentration of the ore was very unsatisfactory. In diagnosing the probable reasons, one fact pointed out was that the laboratory test machine had been constructed of bronze whereas the commercial machine allowed pulp to come in contact only with wood and iron. A plate of sheet copper was hung in the flotation machine and results immediately improved. At first fanciful explanations of electrolytic and electrostatic behavior were given credence, but when the copper plate was removed and a small amount of copper sulfate substituted in the pulp an even more favorable result was obtained. Toward the end of 1914 copper sulfate was also adopted in the acid flotation circuit of the Butte and Superior Copper Co. Just who is responsible for the original discovery the present writers do not know. It seems strange that in that era of flotation litigation this discovery was not patented. While for pragmatic purposes it [nay be sufficient to know that the mere addition of copper compounds to a flotation pulp is sufficient to activate the flotation of the sphalerite, for scientific purposes it is quite desirable to know more about how the action takes place. It is the purpose of this paper to present certain evidence dealing with the mechanism of the beneficial effect. The description of the effect as activation in contradistinction to depression is now common in both the English and German languages. It makes no assumptions as to whether the zinc sulfide surfaces have been filmed with copper compounds. In fact, the principal differences of opinion expressed in the literature deal with whether there is an actual formation of CuS (or even Cu2S) on the surface of the sphalerite. Activation of sphalerite takes place in alkaline, neutral or weakly acid solutions and whereas the present day flotation of sphalerite is usually in ah alkaline solution, the early use of copper sulfate was in a sulfate solution.

POLITICAL developments, the impact of Korean warfare necessitating immediate rearmament plans, and recent developments in mining taconites have focused attention on their immediate exploitation to fill the gap created by diminishing reserves. The question of rich foreign ores versus low grade development is past-we need both sources with emphasis on the immediate large scale mining of taconites. In the past three months several things have occurred which add to the taconite picture: (1) Pellets have been used successfully in the blast furnace by Armco. (2) In Congress HR 8512 was introduced by Congressman Blatnik of Minnesota to amend the lending powers of RFC to permit long term loans on basic mining developments, particularly the taconites, which may be needed for the strengthening of the national economy. (3) Walter S. Tower, president of the American Iron & Steel Institute, announced that American steel companies are planning expansion of 6,000,000 tons of steelmaking capacities in the next few years. (4) The outbreak of war in Korea has obliged the United States to rearm and make plans for a semipermanent defense establishment to which 10 to 12 pct of the national income will be budgeted. (5) Startling new advances have been made in the Linde Air Products Co.'s jet-piercing drilling. The United States is now confronted with the problem of increasing its steel capacity and at the same time of securing enough iron ore to supply this increase as well as make provision for the rapidly decreasing supply of rich iron ore on the Mesabi range. Taconites, the low grade iron ore at the east end of the Mesabi, of which there are literally billions and billions of tons of easily concentratable magnetic ore, are the immediate answer. According to the Wall Street Journal on July 24: "Reserve Mining Co., backed by such steelmakers as the Armco Steel Corp., Wheeling Steel Co., Republic Steel Corp., is reported ready-as soon as the pending bill clears (HR 8512)-to seek a $100 million federal loan to build a taconite processing plant at Beaver Bay, Minn., to produce about five million tons (of pellets) annually of 60 pct to 65 pct in iron ore . . ." The nature of solid solutions of sodium in non-paphitic carbon at temperatures near 1000°C has been investigated by an electrolytic technique. The activity coefficient is found to vary strongly with the heat-treatment temperature of the carbon, and an analysis of the energy terms involved suggests that this is due to variations in the Fermi level. The diffusion coefficient for sodium is in the range implying that the sodium atoms (or ions) are not bound to specific sites on the carbon, in agreement with lack of evidence for specific compounds in the activity -composition curves. In the light of These results phenomena occurring in aluminum reduction cell linings are dis-cussed. It is concluded that sodium migrates by diffusion through the carbon lallice and not the pores, and that A14C9 is formed within the lining hy The excess of NaF invariably found in used linings is formed by this reaction and by air oxidation: There has recently been much interest in the swelling of carbon which occurs when it is made cathodic in an aluminum electrolysis cell, and there is general agreement that the phenomenon is due to the penetration of sodium atoms, derived from the reaction on the carbon lattice. (NaF and AlF3 are constituents of the fused-salt electrolyte.) The low-temperature lamellar compounds of potassium with graphite are well-known, and one compound between sodium and graphite has been reported.4 There is, however, virtually no information on the basic chemistry of the interaction of sodium with nongraphitic carbon at high temperatures, although Dell3 has made some fundamental studies of rates of penetration. At the time the present work was carried out these were not available. Rapoport and samoilenkol had measured rates of physical expansion in a dilatometer, using the fractional increase in length of a carbon specimen after electrolysis in a cryolite bath for 2 hr as an index of susceptibility to cathodic swelling. Work here with a similar apparatus showed that expansion (of a 1.5-in.-diam cylindrical specimen) ceased in less than 20 hr, and that the final expansion was much more reproducible than the value at some intermediate time. This suggested that an equilibrium was being set up, and that a thermodynamic approach was required. The results obtained are not as accurate as had been hoped, but they are the only ones of their type available and have enabled useful conclusions to be drawn. The experimental work was divided into two parts: an investigation of the activity-concentration diagram for sodium in carbon, and a rough determination of the diffusion rate. For the former, most of the experiments were made with petroleum coke even though this is not a form of carbon used in cell linings. It has the advantages, however, that it is a homogeneous material, that it is low in ash, and that its structure is reasonably well understood. Anthracites and coal cokes gave results of the same type as obtained with petroleum coke, but the reprodu-cibility from specimen to specimen was extremely poor. EXPERIMENTAL 1) The Activity-Composition Diagram for Sodium in Carbon. The petroleum coke was ground, pressed at 40,000 psi into plates 19 by 9 by 2 mm without added binder, and heat-treated. The sodium activities were established by an electrolytic technique. The carbon was made anodic in a cryolite bath with an aluminum cathode, and a controlled potential, E, applied so that the sodium activity at the anode was given by ln Na = 1n asa - EF/RT [21 where as, is the sodium activity generated by Reaction [I]. THE slag performs two useful functions. in open-hearth steel-making. First, it is the means of disposal of all the impurities, save carbon, which are removed from the charge materials in refining the steel, so it must be suited to receiving and retaining as much as possible of undesirable elements with minimum loss of iron and useful alloying elements. Second, the slag serves as a buffer between the flame and the bath and transfers oxygen to the metal at a measured pace contrasted with the violent and difficultly controlled oxidation of the bessemer process. At the same time, the slag is a thermal insulator that limits the rate at which heat can be delivered to the metal from the flame, and a heavy slag blanket thereby serves as a brake on production rates. It has been said with justification that the secret of good steel- making is to make a good slag and the steel will take care of itself. In a broad sense, the subject of slag control includes not only the adjustment of the composition of the slag but also of its relative weight in terms of percentage of the metal-bath weight. The slag is made up essentially of: (1) oxides formed by oxidation of silicon, manganese, phosphorus, and iron in the charge, (2) SO2, MnO, MgO, and other oxides charged as such or introduced incidentally with ores or fluxes or by refractory erosion, and (3) lime charged or fed to the heat to neutralize the "acidic" oxides present (SiO2 and P2O5). Obviously, if practically perfect control were possible over the composition of the charge as well as over the oxidation process during the melting period, both slag weight and composition would be very nearly predetermined, and the control problem would be solved. Unfortunately, only a somewhat imperfect control over these factors is possible, so the operator must begin during the lime boil and continue through the refining period to discover and correct departures from the normal pattern of slag development. DESPITE the large volume of literature on alloys of iron and silicon,1 there is little published information dealing specifically with the constitution, at various temperatures, of the alloys containing less than 0.10 per cent carbon and from 0.5 to 4.5 per cent silicon that are used extensively in the electrical industry. Because such information was needed by those engaged in the production of these alloys in, sheet and strip form, the constitution was determined of a series of commercial silicon steels containing 0.05 to o.08 per cent carbon and 0.20 to 4.31 per cent silicon, over the temperature range 1300° to 2500°F. These alloys were all from regular production heats and of commercial quality. The results of, the tests are given in Fig. I and for comparison the constitution diagram of iron-silicon alloys with 0.01 to 0.02 per cent carbon, taken from the literature, is also presented. MATERIAL AND PROCEDURE All steels were hot-rolled to a thickness of 0.060 to 0.080 in. and used in this condition. Their chemical compositions, including over-all check analysis, and "center" analysis for carbon and silicon, are given in Table I. The so-called center analysis was determined on samples pickled to remove the outer surface and leave only the center third of the gauge thickness-the portion of the sample on which metallographic ratings were based. In most, but not all, of the alloys, slightly higher carbon was found at the center than when the whole strip was sampled; the two methods of sampling show relatively little difference in silicon. Two of the steels, A and E, contain relatively high phosphorus, while I and K are somewhat higher in manganese than the others. [ ] The procedure consisted essentially of heating specimens (about 1/16 by 3/8 by 3/4 in.), protected from oxidation or change in carbon content, at a temperature in the desired. range and for a selected period, after which they were quenched in iced brine; the degree of transformation that had then occurred was determined by metallographic examination. In selecting solid solutions for the subject of this lecture I have been guided by several considerations. The bodies known under that somewhat paradoxical name play a most important part in all types of alloys; consequently, a deeper knowledge of their constitution must 'be of fundamental importance to both metallurgical science and practice. Further, having been asked to deal with some of the more theoretical aspects of metallurgy, I have been tempted to describe certain considerations, which I believe to be novel, in regard to the nature of solid solutions. These considerations constitute a theory that requires much experimental confirmation, but they have passed the stage of speculations, for experimental evidence has become available and one inference after another, that can be derived from the theory, is found to be in accord with well-known facts. In putting before you these ideas and inferences, it must be understood that detailed quantitative proof of every step cannot be furnished. Our conclusions must therefore be stated with the reservation that their acceptance must depend on the manner in which the discovery of fresh facts may either confirm or confound them. If we wish to understand the structure of solid solutions we nust carefully realize the manner in which these bodies are formed in alloys. The formation of solid solutions is by no means confined to alloys, but it is desirable to confin5 attention, at the outset, to intermetallic solid solutions. It is not easy to formulate a precise definition of the term "solid solution." It may be said that a solid solution is a crystalline body formed from a liquid solution or from an intimate mixture of solids, or of liquid and solid, that retains in the solid state an admixture of the two substances (solvent and solute) as intimate as that which exists in a liquid solution. The term is undoubtedly paradoxical, for one usually associates solution with a liquid, but the difficulty cannot be evaded by using such a term as solidified solution, for this might refer to a solution that has set, or congealed, without undergoing crystallization. In my paper on " End-Lines and Side-Lines in the Mining Law," read at the New York meeting of February, 1889 (Trans., xvii., 787), I discussed certain points involving the rights of a locator, B, who had located and surveyed a piece of ground, X + Y, of which only Y was properly subject to location, X being already held by another claimant, and had applied for and received a patent, granting X + Y, " excepting and excluding X." The paper concluded with the following questions : " Is there any difference in effect between the grant to him of Y simply and the grant of X + Y, ' excepting and excluding X' ? Why should any mining locator stake out his boundaries upon another location, and thus appear to assert a claim which he immediately withdraws? What is the legal force of such boundaries, established upon the land of another?" After calling attention to the fact that the entrance upon another's land for such a purpose is a trespass, and the principle that no trespasser can create by his trespass any right which he would not have without it, I reserved to another occasion a review of the history of the absurd practice of imaginary boundaries for mining claims, and a discussion of their legal effect. This practice is founded, of course, in the regulations and decisions of the United States General Land Office. There is nothing in the Revised Statutes which hints at it. On the contrary, the terms of Section 2322, giving to a locator " the exclusive right of possession and enjoyment" of the surface of his claim, seems clearly to forbid the use of that surface for the boundary-stakes of another locator. But the Act of 1866, though it provided for the issue of patents upon payment to the Government of so much per acre, and really by implication (as I have always believed) involved the absolute grant of the surface, was not so construed by the courts generally, or by the Land Office. Their chemical compositions, including over-all check analysis, and "center" analysis for carbon and silicon, are given in Table I. The so-called center analysis was determined on samples pickled to remove the outer surface and leave only the center third of the gauge thickness—the portion of the sample on which metallographic ratings were based. In most, but not all, of the alloys, slightly higher carbon was found at the center than when the whole strip was sampled; the two methods of sampling show relatively little difference in silicon. Two of the steels, A and E, contain relatively high phosphorus, while I and K are somewhat higher in manganese than the others. The procedure consisted essentially of heating specimens (about 1/16 by 3/8 by 3/4 in.), protected from oxidation or change in carbon content, at a temperature in the desired range and for a selected period, after which they were quenched in iced brine; the degree of transformation that had then occurred was determined by metallographic examination. THE origin of gold both in placer deposits and in veins, and especially the origin of nuggets, has been the subject of repeated discussions and investigations, which have been recently brought to my attention by several extremely interesting specimens sent to me for examination, and more especially by the one exhibited at the meeting of the Institute in February, 1880.* In the year 1874 I made some examinations of the hydraulic mines of Califor¬nia, and was very much struck with the distribution of the gold throughout these deep placers, which were almost invariably poor on' the surface, while gradually growing richer towards" the bed¬rock. The constant presence of fossil wood, and the large quantity of organic matter contained even low down in these beds, was also remarkable. Not being satisfied with the various theories advanced to account for the formation of these deposits, I began an investiga¬tion early in the year 1879 on the conditions of solubility of gold and the causes of the loss in working gold ore in a large way: The researches which I have undertaken show that gold must be considered a soluble rather than an insoluble metal, and that the conditions of solution are such as will be found anywhere where gold is likely to occur, and the solution may take place even under the ordinary cir¬cumstances of surface drainage, and may be going on freely even where the presence of gold has never been suspected, and that there are causes enough in nature to produce the solution of the gold in sufficient quantities to account for all the phenomena of both the vein and placer formations. The general theory with regard to the formation of these placer deposits and nuggets has been that they were the result of the de¬struction of pre-existing- vein-matter, which does not accord with the facts as shown in the deep placer deposits. This is a subject which our Institute has made peculiarly its own. In the first volume of its Transactions the analysis of steel received attention, and every subsequent volume has borne witness to the acuteness and industry of our members in the investigation of this subject. The keynote mas struck, in this as in so many other lines of progress, by A. L. Holley, in his paper on " Tests of Steel," read at the Easton meeting of October, 1873 (Trans., ii., 116)—an essay which may rank as a classic by reason of .its elegant form, logical force, and clear prevision of all the bearings of its theme, Taken together with the brief report of the discussion which followed it (in which Dr. Drown emphasized the effects of heat-treatment and mechanical handling, and Dr. Sterry Hunt the importance of minute variations in chemical composition, and of possible isomeric and allotropic conditions), it constitutes, after the lapse of twenty-five years, an admirable and adequate introduction to the long list of technical papers which have succeeded it. Three years later came the epoch-making papers of Dr. C. B. Dudley on the relation between the chemical composition and physical properties of steel rails, which, with the voluminous discussion they evoked, constitute a special volume, published by the Institute, and full of useful suggestions. If Dr. Dudley could be induced to resume this investigation, he would doubtless be able to solve many points still uncertain or disputed. But I cannot undertake to review the history of this subject, as represented in our Transactions—still less to restate all the contributions to it which have been made in books or in papers before other technical societies, since the initiative was taken by the Institute. THE iron ores of the Marquette region are mostly extracted in open excavations ; hence the process is more properly quarrying. Several attempts at underground work have been made, which have not, on the whole, been successful. The Edwards mine has been almost entirely wrought by candle-light. The slate ore pit, No. 1, of the New England mine, is now worked in the same way, as is also the Pioneer furnace pit of the Jackson mine. The Champion mine was opened systematically for underground work, with two levels, 60 feet apart, and three shafts at distances apart along the bed. of 200 feet; but this idea has been practically abandoned, the greater part of the ore in that mine being now taken out in open pits. Several other mines have occasionally worked underground stopes, but only temporarily; if such stopes could not be opened out to day-light, they have usually been abandoned. In brief, it may be said that no considerable amount of ore has as yet (1870).been extracted underground in the region, and of that so mined very little has been taken out at a profit; and I may add that it seems to be the belief of the most experienced mining men that this state of things will hold for some time to come for reasons which will appear. Nearly the same remarks may be applied to the mines of the Iron Mountain region, Missouri, the ores of which are very similar in character to those of Marquette. Some of the New York and New Jersey magnetic deposits are wrought open, but this is the exception, underground mining there being the rule. The following brief sketch of the geological structure of the Marquette deposits will indicate some advantages of the method of mining employed. The iron-bearing (Huronian) series of rocks, are stratified beds, the principal ore formation being overlaid by a quartzite, and underlaid by a diorite, or greenstone. IN this paper I propose to give a short and, I must confess, a rather incomplete description, as regards many details, of the process used in Chicago, Ill., for smelting the argentiferous ores of the far West, and shall confine myself in this description, principally, to the process used at the Chicago Silver Smelting and Refining Company's Works, known as the Balbach process, as all the other smelting works in that city follow the same method, with the exception of one, which has the Cordurié, process for the desilverization of argentiferous lead. In all, there are five silver smelting and refining works in and near the city of Chicago. The Chicago Silver Smelting and Refining Company's Works are situated at the little station of South Lynne, about seven miles south from Chicago. The plant at these works consists of one horizontal steam-engine, principally used for running the ore pulverizer, four reverberatory smelting-furnaces, connected by horizontal flues with a common chimney 85 feet high, three lead-softening furnaces, one so-called zinc or mixing furnace, one separating furnace or liquation hearth, one lead-refining furnace, three zinc distillation retorts, one English cupellation furnace, supplied with blast by a No. 3 Sturtevant blower, which is run by a small steam-engine having a vertical tubular boiler, and an assay office, in which there are two wind-furnaces of the ordinary construction, and also a small muffle furnace. The assay office is supplied with all the necessary apparatus and reagents for fire assaying. There are also a superintendent's office, various store-rooms for coke and charcoal, and for the preparation of fire-clay, etc. Recently a small slag hearth (Krummofen) with one tuyere, has been put up for the purpose of working over such slags as assay too high in silver and lead to be thrown away, of which there are large amounts. The principal ore worked while I was in the employ of the company was that of the well known Emma mine in Utah, and also small quantities of Colorado ore.
