As a practicing mining engineer, I face many rock mechanics' problems daily and would like to mention one or two examples to illustrate the current gap between laboratory investigations and actual field problems. I would like to endorse Dr. Obert's suggestion that more field measurements and observations should be undertaken. There is an ever-increasing body of data beginning with Hast's results in Sweden,l then measurements at Elliot Lake, Canada, and so on, including our own measurements at White Pine, which clearly indicate that the horizontal stresses underground. are often at least as large as the vertical stresses. Visual observation of the deformation of roof and pillars (including failure due to horizontal compres- sion) also demonstrates that the horizontal stresses are often most important: Yet almost every laboratory investigation begins with the assumption that the only stresses acting are vertical. Roof spans in layered formations. for example, are calculated on the assumption that the rock behaves as a gravity loaded beam. This is all too often unrealistic.

IN order to understand how alloying elements influence hardenability through their effect on the rate of pearlite nucleation, it is advantageous to use a model to describe the mechanism of pearlite nucleation. The model which currently is most widely accepted has been described, among others, by Mehl et a1.1-3 and by Hultgren.4 Pearlite nucleation involves both the nucleation of ferrite and cementite.4,5 Cementite nucleates first, followed rapidly by the formation of ferrite at the cementite-austenite interface. The conclusion that cementite is the first phase to form during the process of pearlite nucleation is based, in part, on the observation that proeutectoid cementite is continuous with pearlitic cementite and that the orientation relationship between proeutectoid ferrite and austenite is not the same as that between pearlitic: ferrite and austenite.6,7 Recently, Smith" has suggested that the dissimilarity in orientation relations, instead of indicating the pearlite nucleation sequence, may be evidence that pearlite is nucleated in a grain adjacent to the one in which it is growing. Also, Modin9 as shown that ferrite in pearlite may be continuous with proeutectoid ferrite, and he has also shown that proeutectoid cementite is not always continuous with pearlitic cementite. Thus, it appears that the conclusion that cementite always initiates the pearlite nucleation process is open to serious question. The author believes that important evidence on the question of how pearlite is nucleated exists in the rates of pearlite nucleation of different steels. The following is a review and analysis of this evidence. If the nucleation of pearlite is considered as requiring the nucleation of both cementite and ferrite, then the time to nucleate pearlite consists of the time to nucleate the first phase to form, plus the time to nucleate the second phase at the advancing interface of the first. In the absence of a visible proeutectoid constituent, the second phase must be nucleated very soon after the first. If cementite is the first phase to form, the time to nucleate pearlite will be approximately equal to the time to nucleate cementite. Since the nucleation rate of a phase precipitating from solid solution increases with the degree of supersaturation, it would be expected that the rate of pearlite nucleation should increase with increasing carbon content. Digges10 has shown that the reverse is true. He determined the quenching velocity necessary to suppress pearlite formation in plain carbon steels as a function of carbon content. His results showed that pearlite formation could be suppressed with lower quenching velocities as the carbon content of the steel increased, at least up to 1.25 pct C, the highest carbon content he studied. Thus, it would appear that in plain carbon steels, in which pearlite is formed at the nose of the C-curve, the hypothesis that cementite nucleates first does not predict the observed change in nucleation rate. The validity of the current model of pearlite nucleation may be tested also by determining whether or not it predicts the relative influence of alloying elements on the nucleation of ferrite and pearlite. This can be done best by a consideration of the changes in a TTT diagram produced by a change in alloy content. Hultgren4 suggests that the general shape of a TTT diagram, as well as what constituents will form from austenite, can be predicted from the relative nucleation rates of ferrite and cementite. This is illustrated in the schematic diagram for a hypoeutectoid low alloy or plain carbon steel shown in Fig. 1. The C-curves for ferrite nucleation and for cementite nucleation are represented by AA' and CC', respectively, and the start of ferrite formation and pearlite formation are represented by AX and BC respectively. Adopting the current theory, Hultgren suggests that between X and C pearlite forms directly from austenite, since cementite nucleates more rapidly than ferrite in this temperature range. Conversely, at temperatures above Tx, ferrite is the first to nucleate and proeutectoid ferrite is formed. As proeutectoid ferrite grows, austenite becomes enriched in carbon, so that the cementite nucleation rate is increased. As a result, pearlite nucleation above temperature Tx is accelerated, beginning along BX and not along C'X. Temperature T, represents the temperature at which the nucleation rate of ferrite equals that of cementite. By extending this type of reasoning, using the principle that the nucleation rates of ferrite and cementite increase with increasing supersaturation of austenite with respect to these phases, it should be possible to predict the influence of carbon content on the shape of the isothermal transformation diagram. For a slightly higher carbon content than that of Fig. 1, the curve A A' representing the beginning of ferrite formation should be moved to the right, whereas the curve CC' representing the beginning of cementite formation should be moved to the left. For hypoeutectoid plain carbon and low alloy steels, this prediction does not agree with existing data. Instead, as the carbon content is increased, the pearlite curve moves to the right along with the ferrite curve and always appears to join it tangen-tially. This behavior is demonstrated by the TTT-curves of a series of manganese steels" shown in Fig. 2. In this figure, TTT-curves for four alloys containing 0.20, 0.40, 0.60, and 1.20 pct C are superimposed. The curves are identified in the figure legend. The letters F, P, and C are used to indicate the start of ferrite, pearlite, and cementite formation, respectively. In these steels, it appears that the nucleation of ferrite and of pearlite are related processes. As a result of the foregoing evidence, it is proposed that the formation of pearlite be considered as follows: Either ferrite or cementite may nucleate from austenite, then grow until the remaining phase is nucleated at the interface between the growing phase and austenite. (The growth of the first phase to form is assumed to be accompanied by a composition change in the adjoining austenite.) AT the McGill concentrator of the Nevada Consolidated Copper Co., all flotation operations have been carried out in Forrester cells since November, 1926. In respect to cost of operation, the new cell has proved to be superior to the Callow, which it supplanted, and its incorporation in the flow sheet has resulted in a marked improvement in the metallurgy. Before citing the advantages of the new machine over the old, it should be explained that the Forrester has not only replaced the Callow, but it has made possible the elimination of a number of tables as well. When Callow cells were in use, table concentration preceded flotation. The ball mill pulp was elevated, by means of air lifts, to roughing Wilfley tables situated two floors directly above the flotation floor. On an intermediate floor were additional tables which cleaned the concentrate from those above. The finished table concentrate constituted approximately 60 per cent. of the total mill production, and contained about 40 per cent. of the recovered copper. The table tailings were returned to the classifiers, the overflow from which went to the flotation cells and the oversize to the ball mills. As soon as the Forrester cells were installed, this tabling operation was discontinued. The ball mill pulp now discharges into the classifiers direct, without the intermediate tabling. It was impracticable to employ the present flow sheet when Callow cells were in use, for the reason that unless the greater part of the heavy mineral was first removed, it accumulated on the mats and adversely affected the flotation operation. By tabling ahead of flotation, it was practicable to maintain the concentrator at 10 to 20 per cent. greater capacity (depending up on the pyrite content of the ore) than was possible by flotation alone. This was due to the necessity for finer grinding in the latter case. Even though the table concentrates contained only 6 to 8 per cent. copper con- tent, the low smelting costs made it advantageous to operate at high mill capacity, at the cost of low grade of product. THAT a distressing explosion of some magnitude did not take place in the Berry No. 3 mine of the Ford Collieries Co. recently was solely because no source of ignition was present when the stage was set for such an occurrence. The mines of this company, which are in West Deer Township, Allegheny' County, Pa., have been operating in the double or thick Freeport seam since 1.909. During this entire period they have been classed as gaseous by the Pennsylvania Department of Mines, and some gas has been encountered from time to time almost entirely however in development work in the vicinity of clay veins or wants-and never to my knowledge on gobs or in rib work.

IN 1833, less than one hundred years ago, Michael Faraday discovered and stated the laws of electrolysis. His discovery formed the foundation of a new use of metals which has now reached a variety of application not ordinarily appreciated. Furthermore, things can be done with electro-deposited coatings which have thus far defied other methods. Some of the uses of electro-deposited coatings are interesting. The tonnage of metals already finding an outlet through such a channel is considerable. In general electro-deposits have two characteristics: ornament plus utility; utility plus ornament. Both these factors are usually found associated in electro- deposits. Ornament plus utility was probably the first use. For example, the silver-plating of tableware, having its real birth in Birmingham, England, about 1844. However, this same ornament plus utility retarded the development of electro-plating, because in the beginning, electro-plated articles were branded with the odium of imitation and shunned accordingly. The gold brick of the swindler may be an exception to this statement.

THE annual meeting of the Auxiliary to the A. I. M. E. was marked by the most delightful cordiality and warm spirit of welcome on the part of the members of the New York Section and an equally charming spirit of cooperation and appreciation on the part of the visitors. On Monday Mrs. Ernest H. Wolfes and Mrs. Charles A. Bohn had charge of registration and most efficiently .provided everyone with the necessary tickets and badges. The reception hall and regisfration booth were gay with beautiful flowers that reflected the welcoming spirit one found there. The smooth efficiency with which the whole program ran was due largely to the tireless efforts of Mrs. Donald M. Liddell and Mrs. Louis D. Huntoon, joint chairmen of the Ladies' Committee, and Miss Margaret Callow, chairman of the Junior Committee. After registering, the ladies proceeded to- the fifth floor, where they had luncheon with the members of the A. I. M. E. On that day Mrs. W. H. Bassett and Mrs. Lucius W. Mayer were the hostesses.

Pressure-temperature-composition data were obtainedfor the Er-H system. Measurements werecar-ried out in the temperature range of 473° to 1223°K, the composition range of erbium to ErH,, and the pressure range of 10-5 to 760 Torr. Solubility relationships were established from these data throughout the system. Three solid-solution phases were delineated: metal solid solution, dihydride phase, and trihydride phase. The trihydride Phase decomposes at about 656°K and 1 atm pressure. The dihydride phase is stable to about 1023°K, but becomes more deficient in hydrogen above this temperature. The equilibrium decomposition pressure-temperature relationships in the two-phase regions, erbium solid solution plus dihydride and dihydride plus trihydride, were deter- The differential heats of reaction in these two regions are AH = - 52.6 * 0.3 and - 19.8 i 0.2 kcal per mole of Hz, respectively. The differential entropies of reaction are AS = - 35.2 * 0.3 and - 30.1 * 0.4 cal per mole HZ.deg, respectively. Relative partial molal and integral thermodynamic quuntities were calculated in the system to the dihydride phase. RARE earth metal-hydrogen systems have been the subject of general survey,1"4 and all have been found to form hydride phases. The heavy rare earths, of which erbium is a member, form dihydride and trihydride phases with different crystal structures, whereas the light rare earths form only a single-phase dihydride which expands without structure change, as hydrogen is added, to the trihydride composition. These materials are of interest primarily because of their theoretical properties, such as bonding, defect structure, and thermodynamic and electronic characteristics. Erbium has been studied in several previous investigations.5, 6 It was deemed desirable to more thoroughly and accurately define the system, both for the phase equilibria and the thermodynamic properties. I) EXPERIMENTAL PROCEDURE A Sieverts&apos; apparatus was employed to conduct the experimental measurements. Briefly, it consisted of a source of pure hydrogen, a precision gas-measuring buret, a heated reaction chamber, a mercury manometer, and two McLeod gages (a CVC, GM 100A and CVC, GM 110). Pure hydrogen was obtained by passing hydrogen through a heated Pd-Ag thimble. The hydrogen was analyzed and found to have only a trace of oxygen and nitrogen. A 100-ml precision gas buret graduated to 0.1-ml divisions was used to measure and admit hydrogen to the reaction chamber. The reaction unit consisted of a quartz tube surrounded by a nichrome-wound furnace. The furnace temperature was controlled by a recorder-controller to ±1°K. An independent measurement of the sample temperature in the quartz tube was made by means of a chromel-alumel thermocouple situated outside, but adjacent to, the quartz tube near the specimen. Pressure in the manometer range was measured to ±0.5 Torr and in the McLeod range (10-4 to 10 Torr) to ±3 pct. The hydrogen compositions in erbium were calculated in terms of hydrogen-to-erbium atomic ratio. These compositions were estimated to be ±0.01 H/Er. The erbium metal was obtained from the Lunex Co. in the form of sponge. The metal was nuclear grade with a purity of 99.9 pct +. The oxygen content was reported to be 340 ppm and the nitrogen not detectable. Metallographically the structure was almost free of second phase (<1 vol pct). A quantity of sponge was arc-melted for use as charge material. The solid material was compared with the sponge in the pressure-temperature-composition relationships. They were found to be identical. Therefore, sponge material was used henceforth, so that equilibrium could be attained more rapidly. The specimen size was about 0.2 grain for each loading of the reaction chamber. The procedure employed to obtain the pressure-temperature-composition data was to develop experimentally a family of isothermal curves of composition vs pressure. First, a specimen of erbium was wrapped in a tungsten foil capsule to prevent contact with the quartz tube. After loading the specimen, the system was evacuated to less than l0-6 Torr, flushed several times with high-purity hydrogen, and evacuated again ready for the start of the experiment. The furnace was then brought to the desired temperature. A measured amount of hydrogen was admitted into the chamber. Equilibrium was allowed to be attained, the pressure read, and the process then repeated many times until 1 atm of gas pressure was finally reached. Other isotherms were then developed in the same manner. The partial pressure plateaus were determined by another manner. In the solid solution-dihydride region a composition of approximately 1.0 H/Er was selected on the plateau. The temperature was varied throughout the range of interest. At each temperature level, equilibrium was achieved, the pressure read, and the next temperature attained. The temperature was cycled both up and down. In the dihydride-trihy-dride region, the plateaus were determined in the 473" to 651°K range only by heating to the desired temperature and not by both heating and cooling. The data were much more reproducible in this manner. Equilibrium required long periods of time. Specimens were initially hydrided to 2.8 H/Er, so that at the higher

OPERATING a "muck stick" never appealed to me. It always seemed a terrible waste of energy to "put rocks in the box" by hand-particularly when my own personal energy was involved. But during the past forty years, there have been periods-more or less extended when I was compelled, against my finer instincts, to muck or quit eating. For about the same length of time, I have devised schemes to make mucking faster and more painless. There was always something mechanically wrong with these designs-too many;" parts to wear out and need replacement, and excessive cost incidental to a complicated mechanism. The idea of a shovel unit comprised of a single, rigid assembly which would roll from a digging to dumping position solved the problem of simplicity and durability. Ingersoll-Rand&apos;s utility engine provided a splendid power plant, small enough and powerful enough for the job. (communication to the Secretary*):—In my paper on the Conservation of Natural Resources, I referred to the slow replacement of bee-hive ovens by the by-product ovens as a most notable instance of waste. And I quoted from Mr. Parker&apos;s report for 1906 an explanation given by him in accounting for the small production of by-product coke. It was that the market for the by-products of the coke-ovens was so limited that some of the ovens constructed were out of operation. His report on the manufacture of coke in 1908&apos; does not record an improvement, and attributes the strange fact that we alone, of all the industrial peoples, delay the adoption of this cardinal improvement from the continuance of the same almost inexplicable cause. To quote again from his report, he says (p. 241): "The year 1908 was not marked by any notable gain in the construction of byproduct coking plants, though some new work was done. Y.-I should like to ask the authors if there is any evidence of chemical change resulting information of, alpha iron from the gamma crystals found in nickel steel of high nickel content when stressed beyond the elastic limit, similar to the effect produced by drastic cooling. Would the stresses mentioned and the drastic cooling both result in an increase in magnetic induction? I would also like to ask the authors if they have made a test of the hardness. It would be very interesting to see whether the hardness decreased under the conditions of stress, as might be the case if alpha iron were produced. PAUL D. MERICA, Washington, D. In connection with the presentation of his paper in oral abstract, Mr. Hansell exhibited samples of briquettes, showing their porosity, and the change of surface produced by burning. Alfred H. Cowles, Sewaren, N. J.—I am familiar with this furnace, and I wish to point out that the larger it is, the greater is its efficiency, and the longer its life. In Europe, experiments have been made with small, short furnaces of this character, accommodating narrow cars; whereas Mr. Hansell says that there is in this country a furnace 180 ft. long .and 10 ft wide. The American furnaces, moreover, differ in design from those used in Europe; and we may expect from these larger furnaces not only greater efficiency, but also greater durability —the latter advantage being due to the fact that, in these large furnaces, projecting brick walls of greater thickness can be provided, to prevent the heat from attacking the sides of the cars, by means of bricks which, over-reaching these iron surfaces, furnish a protective cover to them. THE Consolidated Mining and Smelting CO. of Canada Ltd. has operated a lead smelter at Trail, B. C., for many years. In order to take advantage of metallurgical advances, as well as to improve materials handling methods, this company, commonly known as "Cominco," commenced planning a program of smelter revision and modernization some years ago. The first stage of this program involved the design and construction of a new blast furnace gas cleaning system. The selection of equipment, the design of facilities, and preliminary operating details of this system will be dealt with in this paper. The essential problem was to clean and collect 100 tons of dust daily from 153,000 cfm* (12,225 lb per min) of lead blast furnace gas which varied in temperature from 350º to 1100°F. Because it was desired to collect the dust dry, either a Cottrell or a baghouse cleaning plant was to be selected. Comin-co&apos;s many years of experience with both systems provided a background for choosing the most satisfactory installation. All information pertinent to the two methods of dust recovery was carefully investigated, and it was decided to replace the existing equipment with a baghouse. Very briefly, the reasons for this decision were as follows: 1—A baghouse installation would be practical because the SO2 content of the gas was low and corrosion would not be a problem if the baghouse operating temperatures were held sufficiently above the dew point. 2—Variations in the physical characteristics of fume and dust, which are inherent in this blast furnace operation, should not substantially affect the operating efficiency of a baghouse. 3—For the same capital cost, metal losses (stack and water losses) would be appreciably less in a baghouse. 4—A baghouse would be easier to operate, and would not require the use of highly skilled labor. 5—Operating and maintenance costs of a bag-house would be lower. 6—The only available space for reconstruction was relatively small, and not suited to a Cottrell installation. Once the baghouse system was decided upon, detailed design of the installation was begun. Baghouse Design Gas Cooling: Before the required capacity of the baghouse could be determined, the method of cooling the gas to the temperature necessary for bag-house operation had to be chosen. The problem confronting the design engineers was how best to cool 153,000 cfm of gas from a temperature ranging from 350°F to brief peaks of 1100°F, down to 210°F, the maximum safe baghouse inlet temperature. A survey of existing blast furnace gas temperatures in the outlet flue showed that the normal range was as given in Table I. The obvious choices of cooling method were: 1— cool completely by the addition of tempering air; 2—utilize a heat exchanger; 3—cool by radiation; and 4—cool with water spray in conjunction with the admission of tempering air. The advantages and disadvantages of the various cooling methods were: Air Addition: To cool completely by the admission of tempering air involved tremendous volumes, Fig. 1. For example, to cool 1 lb of blast furnace gas at 450°F requires 1.84 lb of air at 80°F or 1.60 lb at 60°F. As it is necessary to design for peak conditions, it can readily be seen that volumes of tempering air in the order of 1,500,000 cfm would have to be handled. Using the normal design figure of 2.5 cu ft per sq ft of bag area, a baghouse installation comprising some 600,000 sq ft of filter cloth would be necessary. Such design requirements would be prohibitive, not only from a standpoint of capital expenditure, but also because of space limitations. Heat Exchanger: The utilization of a heat exchanger was given serious consideration. A horizontal tube unit using air as the medium to cool the required volume of blast furnace gas from 400" to 250°F was investigated. Cooling above 400°F would be done by water spray, and below 250°F by admission of tempering air. The estimated capital cost of such a unit was found to be prohibitive. From an operating standpoint, there was considerable doubt as to whether the soot blowing equipment provided would effectively keep the dust from building up on the tube surface. The performance of heat exchangers operating on dusty gas in other company operations had not been too favorable. Radiation Cooling: Although somewhat cumbersome, gas cooling by radiation from &apos;trombone&apos; tubes or other similar equipment (cyclones) is employed in many metallurgical operations. Such an installation was also considered. However, calculations showed that an installation much larger than the space available would be required to handle the gas volume involved. For example, to cool 153,000 cfm of blast furnace gas from, say, 600&apos; to 250°F (i.e., remove in the order of 58,500,000 Btu per hr with heat transfer rates varying from 1.1 Btu per sq ft per hr per OF for the higher temperature ranges to 0.88 Btu per sq ft per hr per OF for the lower ranges) would need a cooling area of some 175,000 sq ft.

RICHARDS, South Bethlehem, Pa.-I think my affections are still rather with the radiation pyrometer than the optical pyrometer, for practical use, and I wish that Prof. Burgess would use the two together, under the same conditions, using the optical as his standard, if he prefers. Then, assuming the optical emissivity which he feels is correct for the optical pyrometer, he could calculate the thermal emissivity for use with .the radiation pyrometer. If we could thus get reliable values for the thermal emissivity, we could then use the radiation pyrometer, and would avoid the use of the standard lamp, which has to be frequently calibrated for use in the optical pyrometer. It is very advisable to distinguish carefully between the terms optical emissivity and thermal emissivity. There -is considerable confusion caused by the bare statement that molten iron has an emissivity of so much, meaning by that its optical emissivity, for a light wave of a certain length; whereas what we want in the radiation pyrometer is its total ther-

THE Guianas region is a geological unit, consisting of the northern lobe of the Brazilian Shield, but political accident and the fact that rivers act as the principal means of transportation have divided the region between five separate sovereignties. Brazilian and Venezuelan Guiana have already been considered. The French, Dutch, and British colonies consist of a coastal plain some fifty miles wide, which, together with the lower reaches of the principal rivers, support the greater part of the population. Inland from this tidewater region is a wide area of low, forest-covered hills, under-lain by gneisses, schists, granites, and pegmatites of the Shield. As in Venezuelan Guiana, these rocks are overlain by a thick series of horizontal continental sediments intruded by moderately basic magmas. Gold, bauxite and diamonds have been the principal products of the colonies. The first metal is quite widespread in the hill country. The quartz mines are small, though occasionally rich; probably the greater number of veins remain undiscovered because of the thick mantle of decomposition product that covers the schists and gneisses. The greater proportion of the gold, therefore, is derived from placers which are exploited in all three colonies. Some geologists claim that they occur in two belts parallel to the coast; whether this feature has its origin in the location of the primary mineralization or in the gradients of the rivers is not clear. In some instances the river gravels grade into auriferous laterite. The laterites are well developed in the Guianas and represent the weathering products of the more basic rocks.

THE annual meeting of the Lake Superior Mining Institute was held on Sept. 7 and 8, Crystal Falls and Iron Mountain, Mich., being the principal centers of activity. Members of both institutes began assembling early, and by the evening of Sept. 6, some 60 had already arrived at Crystal Falls. The greater number arrived the following morning, however, and after the usual formalities of registration were attended to, the party were loaded into automobiles and set out on a tour of inspection of the mines near Iron River; some properties were passed through, and some were briefly visited to permit the inspection of any unusually interesting piece of equipment or detail of practice. The last stop of the morning was at the Caspian, Iron River, where the entire party was entertained at luncheon at the Caspian Club House. Both the food and the company were excellent, and as the weather was superlatively good (though the natives of the district modestly declared it was only ordinary autumn weather) the lunch was served on the lawn at the rear of the club, where the green turf, abundant flowers, and music by the band, added to the charm of good fellowship. The degree to which mining men have become addicted to golf was indicated by the large number of plus fours in evidence, whose wearers appeared just before lunch and disappeared immediately afterward.

RECENT interest in the character of employment of young mining engineering graduates has been stimulated by my studies, during the past ten years, of student enrollment and employment of graduates of the mineral technology schools of the United States and Canada. Enrollment data in the following article are taken from these studies and information about the kind of work engaged in by mining engineers is assembled from my professional experience, sixteen years of which have been as professor of mining engineering.

Oil agglomeration experiments were carried out on coal fines to study the effect of process variables such as pulp density, bridging oil dosage and intensity of agitation on (i) size distribution and (ii) yield of agglomerated product. It has been observed that the growth of agglomerates follows a self-preserving behaviour and using this, a characteristic curve has been derived. This curve has been found to be independent of the process variables. It has also been noted that the growth of agglomerates follows second order kinetics. In an attempt to model the process for predicting the size distribution and yield of agglomerates at different levels of the variables, the cumulative 50 percent of the agglomerates passing size (d50) has been correlated with the variables (i) through the kinetic equation and (ii) directly. These equations, coupled with the characteristic curve can predict the size distribution of the agglomerates at any levels of the variables tested. The yield of agglomerates has been found to follow a definite relationship with d50.

Having obviously cleared the way for fast confirmation by the Senate Interior Committee, the Administration recently named Elburt F. Osborn, vice president of Penn State University, as director of the Bureau of Mines. Interior Committee Chairman Henry M. Jackson (D of Wash.) has moved hearings on the nomination right along, forecasting that they will end in a confirmation. Dr. Osborn not only made a good impression on the Committee, he also made it amply clear that he would be the boss of his job and have right-hand aides to help straighten out conflicts stemming from recently enacted health and safety regulations for miners. Mining engineers in the field hope this clarification can come soon. They are frankly fed up with local, state, regional and national overlapping of restrictions.
