(communication to the Secretary*):—On close examination I think it will be found that the evidence by which Mr. Corson claims to have shown the inaccuracy of a statement I made a few years ago, is far from convincing. This statement is: "Hot work as such has no influence upon the structure of the metal. Indirectly, however, by retarding crystallization until a lower temperature is reached, it may influence its structure most decidedly ; but the same results could be accomplished by heat treatment alone, i.e., by re-heating the unworked metal to the temperature from which the worked piece was allowed to cool undisturbedly." Of the two pieces of steel tested by Mr. Corson, one was worked and finished at a a cherry-red" and the other reheated to a cherry-red, and the assumption was made that in both cases the temperature was about 715' C., although no pyrometric device was used to record it. THROUGH circumstances connected with the war, the senior author lost his records therefore it has been impossible to include numerical data in this paper. The arsenical quicksilver ore investigated had been roasted, with poor metallurgical results. The vapor-tension temperature curves of mercury and arsenious trioxide are similar, and the arsenical compound hampers the coalescence of mercury drops in the condenser and is the cause of large stack losses. The ore was a gray limestone carrying small amounts of carbon and mineralized with cinnabar and two arsenic minerals, realgar (As2S2) and arsenopyrite (FeAsS). The proportion of realgar often exceeded that of cinnabar; the proportion of arsenopyrite was smaller. The grade of the ore varied between 0.8 and 4 per cent Hg. The problem was to make a high-grade mercury concentrate, as free from arsenic as possible. The water used throughout the testing was hard, having a pH- of about 8. FLOTATION OF REALGAR Realgar showed a very strong tendency to float. It formed a film at the surface of the pulp and floated in abundance with only pine oil. Therefore an attempt was made to float the realgar before the cinnabar, but this was not very successful; the percentage of mercury in the realgar concentrate could never be brought below 2 or 3 per cent. Cinnabar slimed easily and floated with pine oil, so that some of it always accompanied the realgar. There was also the question of the cinnabar-arsenopyrite separation. On further investigation it was found that realgar can be floated not only with pine oil but even better with a combination of hydrocarbons and pine oil. Washing the ore with ether revealed that it contained hydrocarbons, which helped to float the realgar. In this connection it belongs to the same class as carbon, sulphur and talc. It can be floated also with a xanthate, when activated by a heavy-metal salt. The conditions favoring the two types of flotation are opposed, as activation by a copper salt facilitates xanthate flotation (in fact, is even necessary to it), whereas it hinders pine oil and petroleum flotation. One type of flotation can be termed nonpolar and the other polar, a distinction that has been stressed in a previous paper. DEPRESSION OF REALGAR AND FLOTATION OF CINNABAR Many chemicals were tested in an attempt to float the cinnabar and depress the realgar. Finally starch rendered soluble with caustic soda was tried, also several grades of commercial soluble starch, and dextrin was found to be the best and the most convenient reagent. Much has been done of late years to facilitate preliminary stratigraphical investigations, and for examination at considerable depths and in a certain character of material the diamonddrill, in its general forms, certainly stands pre-eminent among the tools for such work. But there are large classes of deposits —indeed, I may say the larger proportion in which ordinary. prospecting is done—which lie near the surface and are interbedded with soft and fine material. The method usually employed for prospecting these is by means of small shafts. These are sunk with considerable slowness and at considerable expense, depending largely upon the character of the material encountered, and are greatly interfered with by water. In this region the smallest are 3 by 4 feet, but they are usually considerably larger. Having had occasion during the past year to do a large amount of prospecting work, I have found the use of a hand-auger and drill of immense value in this respect, and in my practice it has largely superseded, and always preceded, the other forms of investigation. A number of articles have been published, notably those by R. S. Handy, R. T. Hancock and A. P. Watt in Engineering and Mining Journal, dealing with the calculations involved in ore dressing. These publications demonstrate both the importance of the subject and the lack of success in developing a generally recognized method for comparing enrichment effects. Considering that we may wish to compare enrichment results on similar or dissimilar ores, that we may desire to make the comparison on the basis of either the absolute or the economical efficiency, and that the number of factors upon which the result depends is large, the question arises whether it is possible to set up a positive method for such calculations. In the following pages it is our aim to show that a sure, complete and successful way to overcome existing difficulties has been found. In the same Annual Report of the U. S. Geological Survey, King reported the results of his experiments on the flow of water through porous media. He found that there was a departure of about 86 per cent. from a linear relationship between rate of flow and pressure, for a specimen of Dunnville sandstone for pressure drops not exceeding 60 cm. of mercury. The specimen was approximately 4 cm. in diameter and 5.1 cm. in length. Over the same range of pressure he found a departure of 45 per cent. for a specimen of Madison sandstone. For unconsolidated sands he found departures as great as 49 per cent. for pressure drops of 70 cm. of mercury; for pressure drops not exceeding a few inches of water he obtained a close approximation to a linear relation. ACCURATE ore-sizing with screens is drawing attention to certain details that now, more than ever before, require attention. There are many tests that must be preceded by careful sizing. The assayer often could profit by a more careful selection of screens. In milling, more attention is given the slimes produced. Cement-manufacturers are pulverizing and screening finer than they formerly did, and others are reducing materials to fine sizes at high cost, with screens used to govern the fine¬ness of the pulverized product. Fine screens are expensive, easily injured by mis-use, are carried in stock sparingly by most dealers, and are handled often by those who know little about them except their designated number. More attention, on the whole, needs be given the actual size of the mesh-openings, and less emphasis placed upon any custom or conventionality in numbering. An effort to classify wire screens, in this respect, leads at once into computations, where one is confronted with details of sizes and standards, of different wires, different gauges, and different customs. There is always uncertainty about the exact working-size of a screen until one gives the matter special attention, and devotes more time to it than its simplicity seems to demand. To know only the number is not sufficient for all uses. Often, in sets, superfluous sizes are used; and sizes are omitted that are of critical importance. In wire screens, the use of different standard sizes of wire makes important differences in dimensions that must be taken into account. The dealer usually grades screens by the number of openings per linear dimensions, regardless of the size of the openings or of the wire. Certain 100-mesh screens in use are found, by measurement, to he actually coarser than others of 90-mesh, a result which is due, of course, to the use of larger

As part of an ongoing research program, the Bureau of Mines, U.S. Department of the Interior, is monitoring surface subsidence over six longwall panels at three Utah coal mines. These sites are characterized by mining depths of 244 to 610 meters (800 to 2,000 ft .), thick and massive sandstone layers in the overburden strata, multiple seam mining, extraction heights of approximately 1.8 to 3 meters (6 to 10 ft.), and rugged surface topography. Maximum subsidence, angle of draw, timing relative to mining, horizontal strain, and rate of subsidence development are being determined and correlated with mining and geologic variables. Results to date indicate the maximum vertical subsidence over the monitored panels ranges from 0.6 to 0.9 meters (2 to 3 ft.). The major factors controlling the amount of subsidence are the panel dimensions and the status of adjacent panel mining. Only minor surface cracking at the panel ends was evident at any of the sites. In all cases, there was a time lag of several months between the start of mining and subsidence at the surface. As subsequent panels are monitored and additional data become available, better estimates of the effect of various site characteristics on the subsidence will be possible. Ultimately, improved prediction capabilities will allow mine operators in the West to evaluate the potential for subsidence-related damage which could affect the current or future land use above the mine.

ONE of the most neglected fields for physicochemical education as well as for research is that of high-temperature phenomena. Few universities or technical schools give instruction in the physical chemistry of substances at high temperatures. On the contrary such instruction is almost entirely confined to the region between the freezing and boiling points of water. This field should be extended to a much wider range of temperatures, both low and high. Such an extension is logical, sound, feasible, and practical.

Occasionally it is good to consider the past, assess the present and project the future. Curriculum, enrollment, matriculation of graduates and changes in industry which influence mineral education are all relevant for determining what changes will be needed in educational institutions to support growth and development in the United States. It would appear likely that with environmental pressures, energy needs with present stress in fossil fuels and general societal needs for metals and minerals that mining and metallurgical engineering faces a period of growth and may be on the threshold of a new era with a vitality that has not been enjoyed for several decades. The following information is based on material obtained through questionnaires received from twelve schools accredited in mining or mineral engineering (out of 18 in the U.S.), 2 not accredited and 5 which no longer have mineral engineering disciplines. The schools presented do not include the smaller nor larges of the undergraduate programs in mining engineering.

A NEW LINE of specialists has arisen as a result of the trend toward labor socialization and collectivism in all branches of industry. These men are the ones who will govern the destiny of many companies and the labor policy of our government in coming years. They must be men of integrity and of rather exceptional qualifications; men who can foresee the trend of labor relations with business, and who are willing to sacrifice the immediate fruits of technical training for manual labor and study. They must take their place in industry, not with the idea of following the orthodox line of advancement, but knowing that they must stay at the bottom until they have learned to understand the viewpoints, the work, the advantages and the disadvantages of each classification of labor. They must not be of a radical nature or become easily biased, and they must study. You will say I am looking for a superman and in one sense that is true, but the business man and our government are both in the market even now for this type of man, and with the proper training and background, many of our young technicians can readily enter this field of work.

INTRODUCTION From the lender's point of view, the greatest period of risk in a project financing occurs during the construction phase. Therefore, most projects are supported during this phase by completion guarantees supplied by some credit-worthy entity; for example, the project sponsors in the case of a joint venture, such as that of W.R. Grace, Hanna Mining, and Liberty Capital; or by a strong contract with a utility or foreign importer/investor, such as the way North American Coal Corporation has structured many of its transactions. THE PROJECT LOAN REQUEST A project financing is a more complex form of term loan than one using an ongoing corporation's balance sheet as a credit base and, therefore, a potential lender will subject the loan request to a more rigorous analysis. To support this effort, the financial institution will require a more detailed information memorandum to evaluate the credit and technical risks of a project - especially since much of the necessary information is not otherwise available. (See also Gibbs and Sroka paper above in this Chapter) A well-prepared information memorandum will impress prospective lenders with the planning ability and general competence of management. Also, the process of preparing the memorandum will help management understand the true extent of the opportunities and limitations of its venture. Appendix A outlines the topics which comprise a complete information memorandum for a loan request. Of some interest to those seeking to sell a currently-operating mining venture, a similar information memorandum should be prepared i.e., covering the same topics discussed here, for the investment banker to use with potential purchasers. For that purpose, though, one might not want to prepare quite as much detail as for a lender. Appendix B outlines the elements of a reserve evaluation and feasibility study, often called the "Bankable Document." Usually, these studies are prepared by independent engineering consultants for use by potential borrowers and sellers. (Potential purchasers will often contract for a similar study for their use in evaluating an acquisition.) ELEMENTS OF A LOAN INFORMATION MEMORANDUM 1. Outline: The information memorandum should begin with a one-page outline covering such topics as: a. The borrower's name, address, and phone number. b. Principal contact at the borrower. c. Amount of the proposed financing. d. Desired pricing and structure of the proposed financing. This should include a description of the amount and source of equity in the proposed financing. e. Use of the proceeds and timing. 2. Summary: The most important information contained in the memorandum should be summarized in two pages. Note - If the borrower is a recently-formed single-purpose company, then elements 3, 4, and 5 will apply to the guarantors of completion and to the project sponsors. 3. The Borrower: This section is a brief biography of the borrower including such topics as date and state of incorporation, founder(s), lines of business, etc. 4. Capitalization: The borrower's current debt and equity position, including leases and trade debt, with amounts, terms, names, and addresses enumerated. Equity owners, and percentage ownership, should be identified. 5. Historical Financial Statements: If available, a minimum of five year's worth of complete historical financial statements

THE following is a brief account of the methods of measuring intelligence especially prepared for use in the U. S. Army, of typical results, and of some of their immediately practical applications. It has been prepared for the assistance of army examiners and for the information of all who are interested in the relations of scientific placement to military efficiency. PURPOSE OF THE INTELLIGENCE TESTS Under the direction of the Division of Psychology, Medical Department, and in accordance with provisions of War Department General Order No. 74, mental tests are given recruits during the 2-wk. detention period. These tests provide an immediate and reasonably dependable classification of the men according to general intelligence. Their specific purposes are to aid: 1. In the discovery of men whose superior intelligence suggests their consideration for advancement; 2. In the prompt selection and assignment to development battalions of men who are so inferior mentally that they are suited only for selected assignments; 3. In forming organizations of uniform mental strength where such uniformity is desired; 4. In forming organizations of superior mental strength where such superiority is demanded by the nature of the work to be performed; 5. In selecting suitable men for various army duties or for special training in colleges or technical schools; 6. In the early formation of training groups within regiment or battery in order that each man may receive instruction and drill according to his ability to profit thereby;

The operating principle of the classifying cyclone has been described often but some special aspects of the cyclone receive further clarification here. In addition, several uses of the classifiers are summarized and made clear by means of practical examples. In coal and ore washeries, the washing cyclone is widely used for the separation by specific gravity of sizes up to about 12 mm. This application has lately been extended to the separation by specific gravity of particles up to about 50 mm. This use makes special demands on the construction and wear resistance of the cyclone. The sieve bend, a development of the Dutch State Mines which is less well known than the hydrocy-clone, is dealt with at some length. The sieve bend is an apparatus designed for wet screening. Attention is given to the variables influencing the performance of the sieve bend. Hydrocyclones are now so widely applied that it would be difficult to find an industry not, directly or indirectly, using them or knowing how to use them since publications on this subject abound.1-3,5,9-11,13-15 However, because of the large number of variables influencing the operation of classifying cyclones, it is not entirely possible to calculate the results of this type of cyclone. Therefore, a number of lesser known variables will be discussed here along with some special applications of the classifying cyclone. FACTORS INFLUENCING CYCLONE CLASSIFICATION Shape of Particles: The shape of particles may cause a much coarser classification than the one expected, considering the sieve analysis and the cyclone dimensions chosen. This was clearly shown by feeding a mixture of spheres and disks in water into a cyclone. The spheres were 0.36 mm diam and the disks, 3 mm diam and 0.03 mm thick. These dimensions were chosen in order that the disks and spheres might have the same rates of fall under gravity. Both spheres and disks had a specific gravity of 1.05. From their study of the anisotropy of grain boundary mobility in aluminum, the authors conclude that tilt boundaries have a higher mobility than twist boundaries because the atomic misfit at the pure-twist boundary is relatively small compared to the misfit at a tilt boundary for a given amount of misorientation. If this is true, then one would expect a twist boundary to have a lower grain boundary energy than the corresponding tilt boundary. Fig. 6, taken from the work of Gjostein and Rhines,10 shows that this is indeed the case for [001]-cu tilt and twist boundaries in the high-angle region, thus lending support to the authors' conclusion.

ThE materials used in this investigation were furnished by the Aluminum Co. of America and consisted of high-purity alurhinum (99.995 pct) and two aluminum-magnesium alloys containing approximately 2 and 5 pct Mg. The compositions of these alloys are listed in Table I. The materials were received as hot rolled 3/8-in. diam rods and were made from the same heats as the materials which were previously used in this laboratory.'j3 The rods were cold swaged to 1/4-in. diam by 1 in. long, and then had two parallel flats machined over the gage length 0.085 in. apart. The test bars were annealed for 10 min at 700° F, and strained 1 pct in tension at room temperature. They were electropolished (80 pct acetic acid; 20 pct perchloric acid, 70 pct concentration) at a temperature of 60°F at approximately 20 v. A grid, transverse or square, spaced 0.2 mm apart, was impressed by rolling a fine threaded screw (128 threads per in.) across the flat surfaces. The depth of the grooves was less than 5 p. For final annealing and grain size control the specimens were enclosed in aluminum foil and sealed in Vycor tubes. Annealing conditions varied from 1 hr at 700° F to 5 days at 1050° F, depending on the alloy content, to give for most of the specimens a final grain size of about 1 mm. This treatment was followed by electropol-ishing as described above. For the test series presented in Figs. 4 and 5 round specimens were used instead of flat ones, and fine machining marks served as marker lines instead of the impressed grid lines. Electropolishing was omitted. The major advantage is that the spacing of the machining marks is only about 1 u as compared to the 200 u of the impressed grid lines, permitting higher precision in strain measurements. Unfortunately the strain annealing necessary for grain size control also resulted in some preferred orientation of the grains. The preferred orientation of three arbitrary specimens was measured by X-ray diffraction methods and the averaged results are shown in Fig. 1. The possible effects of the preferred orientation on the test results will be discussed later. The testing temperatures were 410°, 515", 725", and 940° F, with one exception in the case of the 5.1 pct Mg alloy. Since the solubility limit of this alloy is 520°F, a test temperature of 545°F was cho-se sen instead of 515°F. The selection of the test temperature was based on two considerations: 1) at 900°F and above, extensive grain boundary migration made it more difficult to measure grain boundary sliding; 2) at 400°F and below, there was so little grain boundary sliding that it was again difficult to make precise measurements. The stress was chosen to give a creep rate of approximately 2.7 pct per hr in connection with Figs. 2

THE steadily rising flood of gold production from all parts of the world has created an avalanche of rumors regarding the stability of the present price of this metal. Markets have been unsettled from Johannesburg to London from New York and Toronto to Melbourne, despite repeated denials from, American and British authorities of any immediate intention to alter the price. Various economists and financial writers have blossomed forth with predictions that the price would be set at the old level of $20.67 per oz.; some have even been so brash as to state That a price of $15 would be necessary to bring production within control. These effusions, based entirely upon monetary theories and with no regard to production costs, serve to confuse rather than clarify the situation.
