THE accuracy with which grade and tonnage of a mineral deposit may be calculated from diamond-drill assays is dependent upon: (I) the reliability of core and sludge samples and (2) the validity of methods used in grade and tonnage calculations. Limitations imposed by drilling and sampling preclude elaborate methods of computation. In adjusting core and sludge assays the importance assigned the core and sludge samples may be based on either the respective weights recovered or the respective volumes represented by each. Only when core and sludge recoveries are poor do discrepancies between adjusted assays calculated by these two methods develop, in which case the "weight" method gives emphasis to the core sample and the "volume" method gives emphasis to the sludge sample. When the sludge suffers classification within the drill hole, the weight method gives more accurate results; when the sludge sample suffers no classification, the volume method gives more accurate results. Any drilling campaign offers a compromise between desired accuracy on the one hand and expediency, limited time, money, or facilities on the other. Since the determination of grade and tonnage is an approximation at best, a proper basis for their computation requires a knowledge of the limitations imposed by all phases of work upon which the calculations depend. A rational basis for coordination of these phases of work requires determination of: (I) the degree of accuracy desired, as a function of the object of examination; (2) the degree of accuracy attainable, as a function of the limitations imposed in the drilling and sampling program; and (3) the validity of method to be used in calculating grade and tonnage from core and sludge assays. This paper presents results of a comparison made between two commonly used methods of adjusting core and sludge assays, the assumptions upon which these methods are based, and the interrelationship of the phases of work upon which these calculations are dependent. OBJECT OF EXAMINATION The purpose of prospecting any mineral deposit is to secure sufficient samples from which ore grade and tonnage may be calculated. Any mine examination, preliminary or formal, has a definite purpose, although its scope may be limited or broad. The type of examination to be conducted is dependent, therefore, upon the reason for instituting the investigation; its scope and thoroughness are directly related to economic considerations. It is highly desirable, therefore, that before starting a drilling campaign a complete understanding of the extent of examination and desired degree of accuracy be determined as a means of simplifying the drilling program and unifying the relative degree of

THE Copperton mill in reality was a sort of proving ground. It was. designed to serve three purposes: (1) to verify the accuracy of the mine sampling by actually treating substantial tonnages of ore, (2) to demonstrate on a reasonably large scale the percentage of the copper in the ore that could be recovered, and (3) to permit the testing of various kinds of machines and devices for crushing and concentrating the ore, so as to guide the engineers in designing the proposed 6000-ton milling plant at Garfield. As a matter of fact, it contained a lot of second-hand equipment sent by MacNeill and Penrose from the works of the United States Reduction &Refining Co. in Colorado; and it was by no means a model installation. Probably it would have been even less efficient, except for the skillful work of George O. Bradley and-Frank-G, Janney, both of whom had worked with Jackling at Mercur. Bradley was a mechanical engineer employed to design the plant. Later he directed the design of the concentrator at Garfield and remained as consulting mechanical engineer to the company until 1915. Janney, who afterwards became manager of mills, a position that he retained until his death in 1916, was a skilled mechanic at the Golden Gate mill at Mercur when Jackling built the plant in 1897. His flair was making machinery do what it was intended to do. He was not an ore-dressing engineer in a technical sense; but Jackling him- self was a specialist in this respect as well as in designing and construction and Janney's mechanical aptitude made him a particularly valuable man in the Utah organization. EACH year we gather in this auditorium to honor the memory of a. distinguished American metallurgist and educator. I cannot bring to you reminiscences of Prof. Henry Marion Howe as other lecturers have done. It was not my good fortune to enjoy the-privilege of studying and working under his direction. As I have reflected on the published works of Professor Howe, it has seemed to me that his mind was trained on the nature of metals and on the mechanism which produced known but unexplained effects. He was interested in controlling and regulating the causes so as to produce specific effects, useful in serving mankind. I recall an afternoon in May, 1925, when, at the invitation of Mrs. Howe, I visited his former home, Green Peace at Bedford Hills, N. Y. The purpose of my visit was to receive at the hands of the widow an engraving of Professor Howe, a reproduction of a painting from life. Mrs. Howe showed me his study. The walls of this large attractive room, brilliantly illuminated by the spring sunshine, were literally covered with the scrolls of honors and of decorations which had been conferred on Professor Howe by governments, academies, universities, societies and institutions the world over. As we walked about the room, she pointed out the significance of each honor and recited a few details of each occasion. I sensed the pride with which Mrs. Howe, then in the late autumn of her life, told me of her husbands' achievements, of his struggles, of his disappointments and of his successes. There was a surprisingly familiar note in the recital to which I was listening. I 'have found the same theme running as a disconnected thread through the written accounts of the lives of most men of science. We then went to the drawing room to chat for a few minutes before I said my farewells. As we seated ourselves, Mrs. Howe turned to me and asked: "Mr. Lucas, what of this great microscope of yours? Cannot it be applied to the study of disease? What a great blessing it would be if it could be directed to relieve the suffering of mankind."

IT has long been known that the density of a metal usually decreases with cold-work. Thus O'Neilll observed as early as 1861 that cold hammering of commercial hot-rolled copper is accompanied by a decrease of density of 0.2 per cent, and that subsequent annealing restores the original density. The origin of this density change, however, has remained obscure. In particular, experiment has not yet decided whether it is due to the presence of small cavities and an increase in inter-granular surface or to an actual expansion of the lattice itself. This uncertainty in the origin of the change in density is a reflection of our uncertainty as to the changes induced in a metal by cold-working. One school regards cold-working as a breaking up of the original grains into a large number of perfect crystallites somewhat randomly orientated with respect to one another.2 According to this viewpoint, the mere introduction of a large intercrystallite surface induces a net volume expansion. Another school regards cold-working primarily as a distortion of the grains. It is not obvious that this second viewpoint will lead to a net volume expansion. The purpose of the present paper is to show that this is indeed the case, and that this expansion is of the right order of magnitude to explain existing experimental data. The physical basis for the association of an expansion with distortion lies essentially in the variation of the elastic moduli with volume. This variation is considerable. Thus from Table I we see that a I per cent increase in volume for the case of copper will decrease the bulk modulus K by 10 per cent, the shearing modulus µ by 3.8 per cent. If we thus twist a rod through a given angle, we shall do less work upon it if it increases slightly in volume, thereby reducing the torsion modulus that involves as a factor the shearing modulus. A general principle3 in physics states that the rod will so adjust itself as to have a minimum potential energy consistent with the end restraints. It will therefore expand. In order to obtain a quantitative comparison with experiment, we follow Maier4 in comparing the lattice expansion with the latent energy of cold-work. This latent energy has been measured directly by Taylor and Quinney5 on copper rods subjected to torsion, and may amount to as much as 15 per cent of the total work done upon the specimens. THE study of chemical reactions of liquid steel and basic open-hearth slag involves a complex slag system of at least eight important components, and often a number of others. In initiating an experimental program on the equilibrium relationship of slag and metal, it became evident that but little progress could be expected in the interpretation of the complex slags until an understanding had been gained of the simpler liquid systems composed of a limited number of slag constituents. The simplest system that in any way resembles open-hearth slag must contain lime, silica and iron oxide. Attempts to produce in an induction furnace slags containing only these constituents have met with serious limitations because of the solubility of refractories in the slag. Thus in acid-lined furnaces the slag is always saturated with silica and consequently contains between 48 and 63 per cent of this component. In basic-lined furnaces an undesired additional component, magnesia, is introduced to the extent of some 3 to 15 per cent, depending upon the acidity, sometimes with disastrous results to the furnace. Thus in a magnesia-lined furnace, Fetters and Chipman1 found it impossible to prepare slags in which the ratio (CaO + MgO)/SiO2 was less than that corresponding to the metasilicate (approximately 0.8: I). Between this composition and that of the true acid slags lies a field of composition about which very little is known and which cannot be explored by any ordinary means. This circumstance, as well as the desire to study the more basic slags in the absence of magnesia, calls for the development of a method by which slags may be brought into equilibrium with molten metal without coming in contact with refractory. Such a technic has been provided by the rotating induction furnace developed by Barrett, Holbrook and Wood.2 Three modifications of the rotating furnace were described by these authors. The first was essentially a rotating refractory cylinder containing the magnesia crucible, which was itself heated by a graphite crucible. In the second, only the magnesia crucible rotated, the cylindrical graphite heater being stationary. In the third, the coil and crucible revolved, and the metal was heated directly by induction. EXPERIMENTAL METHOD Furnace The furnace used in this investigation differed from previous designs and may be considered a fourth modification of the original rotating furnace. RECOGNITION of the benefits to be gained from the continuous casting of molten steel into finished or semifinished products has been given by scientific minds since the very beginnings of steel plant technology. In fact, Sir Henry Bessemer is credited with the first of a long list of patents' issued by the U. S. Patent Office for a process which would accomplish this desirable end. None of these early ideas attained practical success and, as a result, the conventional method of teeming into ingot molds became an integral part of modern steelmaking operations. This procedure, although refined to keep pace with the changes which have come about in steelmaking and finishing facilities, is recognized to have inherent shortcomings which adversely affect manufacturing costs and steel quality. Interest in the continuous casting of steel persists because the process is directed toward avoiding some obvious weaknesses of conventional ingot casting. It has been recognized that should it be possible to substitute any of the continuous casting techniques under current development for ingot casting, it would no longer be necessary to make large capital investments in primary rolling equipment, the sole purpose of which is to reduce ingot castings to a form rollable on finishing mills. The results reported in the continuous casting of non-ferrous metals and specialty steels indicate that in addition to avoiding the primary rolling mills there is some basis for expecting significant improvements in yield, surface, and internal quality. Recognizing the shortcomings of the conventional procedures, the Inland Steel Co., in cooperation with Atlas Steels Ltd. and the Freyn Dept. of the Kop- pers Co. Inc., embarked upon a program to evaluate certain aspects of continuous casting in order to determine whether the process could be applied practically to an existing integrated steel plant producing 'large tonnages of carbon steels. TO assist in this evaluation a study was carried out in which several types of low carbon steel were continuously cast in an existing machine. It is the purpose of this paper to review some of the results obtained in the casting studies and to interpret the information that was obtained so as to indicate factors that must be considered in assessing operating limitations and plant capacities. Despite the early interest in the continuous casting of steel, the actual application to the steel industry is relatively recent. At present, there are about 25 operating plants casting steel, most of which have been built in the past decade. None of these plants could be classified as large in terms of the tonnages that are being processed by the major integrated steel plants. In contrast to the situation in the steel industry, there has been widespread adoption of the continuous process in the casting of nonferrous alloys, particularly aluminum and copper. As a result, much of the basic information that was required to apply the process to steel was developed in the nonferrous industries. In this respect, a most important contribution was the development of the Junghans2 system, which was initially designed for the casting of nonferrous metals and later applied to the casting of steel. Alternative methods for casting have also been proposed by Babcock and Wilcox Tube Co.,'" the British Iron and Steel Research Association,5 and the Gebruder Bohler A. G.13 Each of these methods is now being used successfully for the casting of special steels in small experimental plants or in modest sized commercial steelworks. The Original Junghans process was first developcd in Germany. Further application of the process has been made by Rossi in other countries.'*' The experi-

Idarado Mining Company's mill and surface plant are at the portal of the Treasury tunnel at elevation 10,625 ft, 12 miles south of Ouray, Colo. In 1943 and 1944 this tunnel was extended in a westerly direction to tap the Black Bear vein, and, together with the recently completed 1100-ft inclined Treasury raise, provides access to the Black Bear mine. In 1945 a 250-ton mill was placed in operation to process development ores containing much needed copper, lead and zinc for war requirements, and to serve as a pilot testing unit for larger scale milling operations. In the years 1902 to 1927 some 329,000 tons of ore were produced from mine workings on the Black Bear vein that extended downward from elevation I2,325 ft at the Black Bear tunnel portal to elevation 11,618 ft, the lowest level of the mine. The ores were taken to the Cascade and Smuggler-Union mills near Telluride over two aerial tramways. Gold bullion, a copper-lead concentrate, and a zinc concentrate were produced. Ores The Black Bear is a compound fissure vein that has undergone several stages of mineralization. The first important stage is represented by complex ores of copper. lead and zinc in a quartz gangue. Precious metal content in this stage is low. The galenn is argentiferous and varying amounts of tetrahedrite, freibergite and bornite tend to increase the normal copper content represented in chalcopyrite. The zinc occurs as a true sphalerite with little or no iron. Later re-openings of the fissure took place more or less co-extensively with the successive introduction of (I) abundant quartz gangue containing minor amounts of chalcopyrite, galena and sphalerite; (2) free gold in a fluoritic quartz gangue; and (3) barren, low-grade quartz with minor amounts of pyrite as the only important sulphide. The sulphides show practically no oxidation and little mineralogic inter-growth. Because of the common overlapping of these successive stages of mineralization within a given mining area, considerable dilution of the base-metal content takes place, thus lowering the average mill-head grade. Plant Practice Metallurgical testing was started shortly after the Black Bear vein was encountered on Treasury tunnel level in 1944. Laboratory tests showed good flotability of the minerals in the ore and indicated an economic separation could be made of the copper, lead and zinc minerals into their respective concentrates. The success of the separation is close reagent control to maintain a balance between promotion and depression of the sulphides. To maintain this balance reagent consumption for the three metal separation is considerably higher than in ordinary lead-zinc flotation.

Almost a decade has elapsed since the problem of fine particles processing was first discussed at the National Science Foundation workshop in Arden House (Somasundaran and Fuerstenau, 1976). Problems involved in processing fines are as enormous now as they were then. We still lose 20 to 50% of mineral values during the processing of many ores. While the problem's magnitude has remained at as high a level as ever, our perspective on the causes for the difficulties, I believe, has changed. While we do not yet see any grand unified solution to all the problems in this area, I do feel that we are beginning to get an understanding of the basic reasons for the behavior of fines. I would like to share my views on the fundamental reasons for the problems we face. They are based essentially on results obtained during the last few years. A decade ago, I presented the reasons shown in the [Fig. 1] as the causes for the difficulties in separating fines. We have seen the same type of information discussed by others during the years since then. I now believe that these are not the only primary causes. Indeed, they do contribute, but there are other major reasons we ought to recognize. Mass certainly would have its effect, but since microorganisms and even ions can be separated from each other using flotation, provided correct conditions are used. I do not believe that fines 10,000 times bigger suffer fundamentally from their smallness or lightness. Similarly, the surface energy increase cannot be as important a fundamental factor since, theoretically, we should not see significant changes in surface energy until we get down to particles a hundred times finer than we are concerned with. Increase in surface areas, again, cannot be a primary problem except for an increase in reagent consumption. What possibly could be the reasons? I have added these three items to the list in [Fig. 1]: morphology, mineralogy, and surface chemical composition. Differences that I believe are partly responsible for the behavior of mineral fines are those due to alterations in morphology or mineralogy and surface chemical composition with decrease in size.

LET us return and follow our first intention of discussing the art of melting. Since I have demonstrated to you how large works are made, you may have thought that the way to the small ones was also open to you, and you would not have been mistaken. But in order to avoid work and expense there are shorter and easier ways to be used, both because the things can be handled more easily and because it is not necessary to have so much regard for the forces of small materials. Therefore, wishing to make a distinction for you, I shall call this the small art of casting. Before speaking of this, I shall tell you of several methods of making powders for moulding. Then I shall also tell you of the methods of moulding in boxes and in frames, and how the said powders are to be prepared for casting either dry or green. Then I shall tell you some methods that are held as secret by the masters for handling the metals in melting and making them flow readily, so that you may easily fill the cavities of your moulds.

Discussion of the paper of WALDEMAR LINDGREN and CLYDE P. Ross, presented at the New York meeting, February, 1916, and printed in Bulletin No. 106, October, 1915, pp. 2171 to 2190. WALDEMAR LINDGREN, Boston, Mass.-I happened to go down to Cuba rather unexpectedly in the winter of 1914, and spent a few very interesting days at Daiquiri and Mayari. To C. F. Rand and his associates I am greatly indebted for permission to visit the mines and for many courtesies received. A few months after that, I met Professor Kemp who informed me that he had just returned from a geological study of Daiquiri. We talked over what to do in a case like that. We both liked to publish our opinions, and so finally agreed to write two papers entirely separately, I not knowing any of Professor Kemp's conclusions,1 and vice versa. We were rather interested in seeing what would happen. Of course, as might be expected, we disagreed on some points; not, of course, that we ordinarily disagree, but simply because when two men work in the same field and with different ideas, probably they are apt to vary slightly in their conclusions. Some years ago A. C. Spencer went down there for the military interim government and published the results of his study. His view of the origin of the deposit differed from that of Professor Kemp and from mine. So here are three different results obtained by three different geologists. Such differences in opinion on obscure subjects sometimes tend to bring geology into disrepute. It is perhaps not surprising that different opinions have been expressed, for this occurrence of iron ore is one of the most difficult to explain that I have ever seen. MAX ROESLER, Great Neck, L. I.-I had the opportunity this summer of spending about two months down at the Juragua deposits, and studied them with the idea of writing a paper on them, which I hope will come out later. The interpretation of the occurrence at Ocania Mine is the thing which particularly struck me, in the last paper. At the Ocania Mine we may have these large blocks of limestone which have been utterly and entirely altered, to a remarkable extent.

D. R. MITCHELL*—The Chairman mentioned that we have had many papers on cleaning of fine coal and treatment of wash water solids. There are, of course, two reasons for that. One is that we have legislation, particularly in the east. that is making us go into these things whether we want to or not. It just so happens at the present time that I have four plants that are going up under my general direction, three new and one rehabilitation job, and in all of them, we have these problems. Therefore, I was very happy to be able to listen to these papers, because some of the things that are in them are going to help me solve some of the problems that I am facing. Of course, the second reason why we are concerned about fine coal recovery is the fact that coal has become a luxury item in a good many places, particularly in the anthracite region, so that we cannot afford to have it go to waste like we did in former years. There is a third minor reason, and that is that we are finding how to handle and use the extremely fine sizes that we did not know how to use in former years. Now, I have a couple of questions that I would like to ask. First, what are the maximum solids that you could have in a pulp going to one of these launder screens? I realize that it would be for anthracite. Second, of course the life of these screen surfaces is not very long— with brass or bronze, I believe it is a week, and with stainless steel, a month. Would it be possible to use screen surfaces like the Bixby-Zimmer round rod for the small sizes and possibly increase the life? Have you experimented with that? Another point that I would like to bring out, both in Mr. Parton's paper and in some of the others, in studying cyclones and any settling apparatus where we use orifices, the life of the orifices is very short, and that is a problem that still has to be solved. THE property at which this work was done consists of a large deposit of potash salts occurring in massive beds of rock salt, overlain by 600 ft. of salt-impregnated shales and marls. It is in the Province of Cataluiia, Spain, about 45 miles from the railway station of Mauresa and about a mile south of Suria. In addition to sinking the shaft, the program of construction work laid out by the European owners (not Spaniards) included a single-track narrow-gage railroad from Mauresa to the mine; one large office building and several large shop buildings, all of brick and concrete with steel truss roofs; two extensive benches for the future recovery plant; and a large village of stone dwellings for employees. The pay-roll showed approximately 1200 to 1500 men employed. After two years' operation, ending early in the autumn of 1920, the shaft had been sunk 325 ft. and still had an equal distance to go to reach the potash; all tunnels for the railroad were done and the road-bed $0 per cent completed; only a little more than the foundations were completed for all the large buildings, and the excavations of the benches were about 75 per cent done-while only a fair start had been made upon the employees' village. This was the state of affairs when the European owners decided to offer this property under a one-year option to an American syndicate, providing that they agreed to carry on the entire building program and to sink the shaft as fast as was consistent with the quality of work which they demanded, for they wished the shaft to endure at least 200 years.

Production was first recorded from the Pioche district in 1864, and it has continued to show an inherent ability to take on new life after periods of depression in the metal markets. Production from replacement leadsilver- zinc sulfide ore bodies in limestones of Cambrian age now accounts for several times the gross value of silver production from rich fissures in Lower Cambrian Quartzite. Aggregate production of some 6 million tons represents a gross value over $100-million. Future output is expected mostly to be from limestone replacement deposits of which the most productive are "channels" of ore up to several hundred feet wide and several thousand feet long with thicknesses from a few feet up to 50 feet. Such channels are restricted to the lowermost limestone bed of the district, about 250 feet above the basement quartzite. The "blotter-like" characteristic of this highly productive Jimesto~e bed in absorbing mineralization is believed to be, at least in part, due to lithology, including free carbon in the bed, which has created a unique set of conditions for delicately balanced mineralizing solutions that rejected any tendency to replace siliceous wall rock and were properly constituted for replacement of Limestone. All recognizable orogenic history is considered to be related to the Basin and Range faulting that created the mountain ranges. The faults developed after mid-Tertiary time and after widespread extrusives that are themselves involved in the faulting. Flat faults, formerly believed to be part of regional thrust faulting, are now interpreted as gravity slide faulting that can be shown to be large in magnitude and not simply local landslides. Large slide faults generally have concealed the great magnitude of mountain-bordering faults. Mineralization that accounts for ore is later than the faulting. Most faults are pre-mineral since they influence the shape of ore bodies, and some clearly have been offset by fault fissures containing ore. Post-mineral movement probably has been an important component of some large, initially pre-mineral faults. A single period of mineralization was begun by the introduction of large quantities of ironmanganese carbonate, and, in places, carbonate manganese with minor values in sulfides. Closely following the carbonate invasion, massive sulfides were brought in, usually replacing part of the carbonate body though in some places the massive sulfides replaced limestone that was not previously mineralized. Manganese mineralization is not a "halo" but leaks of manganese to higher formations and to the surface are the most significant exploration guides. The Pioche district is expected to be long lived with technological developments in ore treatment being important to the exploitation of low-grade manganiferous ores, while aggressive exploration is expected to find important quantities of bedded lead-silver-zinc ores of the massive sulfide type.

PRESIDENT AND GENTLEMEN : It has been made my pleasant duty to welcome you to the city of Philadelphia, but in so doing I shrink, with some natural reluctance, from appearing before an audience so much better fitted than I am to cope with the subjects which are usually presented to your association, and I can assure you that no trembling neophyte, first venturing within the groves of the Academy, or walking, with sacred reverence, in the gardens of Plato, felt more natural dread at the consequence of his own temerity than I do in appearing before an audience composed of gentlemen belonging to a scientific society of which I am but too sensible that until now I have been a member only in name. This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The subject of this paper does not embrace the consideration of ways and means for the increase of analytical accuracy, or the question what could or should be attained in that direction. I desire simply to call attention to the degree of accuracy exhibited in actual every-day practice. In estimating this, little weight will be given to the evidence afforded by the agreement of duplicate or multiple determinations by the same chemist; for I am convinced that such agreement is a delusion and a snare. Nor will special importance be attached to the agreement of two or even three analyses in special cases, or to the agreement between two methods practiced by the same analyst. I propose to compare the results obtained by several chemists, working upon the same sample and by various methods, in order to exhibit, as I have said, the actual condition of practice. The available material for illustrating this phase of the question is unfortunately scanty; but something has been done; and I hope, by calling attention to some of the work in this line, to stimulate further work in the same direction by inducing others to prepare suitable samples and submit them to various chemists who are competent and willing to make the necessary determinations, and fully describe the methods they employ. I draw most of my illustrations from the Transactions of the Institute, the Proceedings of the Association of Official Agricultural Chemists, and from personal experience.
