Discussion of the paper of Edmund D. North, presented at the Spokane meeting, September, 1909, and published in Bulletin No. 37, January, 1910, pp. 21 to 25. A. SCOTT REID, London, Eng. (communication to the Secretary*) :-As a constructor of several glass mine-models, I have read with much interest the description of the model of the Montana-Tonopah mine-workings by Edmund D. North. As an interchange of ideas and experience is always an advantage, and in view of the fact that such models are coming more and more into vogue, perhaps the following remarks on this subject may prove of interest to mining engineers generally and to Mr. North particularly. In the model of the Waihi gold-mine, New Zealand, which I constructed, a dust-proof case is used. The top, bottom, front, and two ends are of glass; the back only is of wood, painted a dull white, against which the mine-workings show very distinctly. Each mine-level is represented by a horizontal sheet of glass, supported on metal runners fixed to the uprights at each end of the case, in a manner similar to that described by Mr. North. The corner uprights are strengthened by having a metal band screwed to the inside face of each, to which the metal runners or supports for the sheets of glass are screwed in turn. The reason for having this additional strength is that as the mine is developed in depth, and fresh levels are opened, the increasing weight of the glass sheets, added to the model, caused the unsupported wooden uprights to bend slightly, so that the glass sheets-did not fit in with the desired nicety, and co-ordination was, to a considerable extent, lost. Strengthening the uprights in this manner is not important in models of mines in which only a few levels have been opened, or when the sheets of glass are small, but in the Waihi model there are 15 sheets of glass to be supported, and more to be added as development proceeds, and the weight is considerable.

In some experimental work conducted several years ago, it was noted that sulphur seemed to have a distinct influence on grain size of carbon steels. 111 order to check this observation, a series of S..A.E. 1040 steels was made with the normal composition held as nearly constant as possible. The steels were made with three sulphur levels, which were 0.012, 0.024 and 0.038 per cent sulphur, respectively. For each of the sulphur levels, steels were made with only silicon deoxidization and with aluminum additions of 0.1015, 0.025, 0.050 and 0.10 per cent. The melting medium was an acid-lined high-frequency induction furnace. These steels were forged and rolled and differentiall!. quenched from temperaturcs in the range of 1500O to 1800°F. After this, the A.S.T.M. grain size was determined and plotted as in Fig. I. It will be noted, first of all, that the aluminum-free steels had filler grain size with higher sulphur when heated to 1500, but that this condition was reversed at 1700°. When aluminum was added to produce fine grain size, the steels in the lowest sulphur level were fine-grained only to 1600°. and then only with an addition of one pound of aluminum per ton. The medium sulphur steels werc fine-grained to 1600' with a wider range of aluminum addition. The steels in the highest sulphur level were fine-grained at 1600° over a still wider range of aluminum additions and fine- grained at 1700° with an addition of one pound per ton. Fig. 2 shows curves of the grain-coarsening temperature for these steels and illustrates how sulphur and aluminum combine to give greater inhibition to grain growth than aluminum alone. Only the highest sulphur steels have a grain-coarsening temperaturc above 1700°.. At 1650°, the low sulphur steel is fine-grained only at its peak, while the highest sulphur steel is fine-grained over a wide range. In these tests, one pound of aluminum per ton gave the best results; this is equivalent to about 1 1/2 lb. per ton for commercial condition. IllcQuaid-Ehn tests made on these steels showed the same trend but to a lesser degree. The tests were repeated on a series of S.A.E:. 1015 steels with sulphur levels of 0.02 and 0.03j per cent. Aluminum additions were made in the range from 0.025 to 0.15 per cent. These steels were forged and rolled, normalized at 2000°F. to put them all in the same starting condition, then reheated to various temperatures from 1600" to 1800" and cooled at rates that would allow ferrite precipitation in the austenitic grain boundaries. The results of these tests arc shown in Fig. 3. It will be noted that. up to the temperature of 1650°, there is very little difference in the grain size obtained from the two levels of sulphur. .At temperatures of 1700° and 1750°, however, the lower sulphur steel was fine-grained only with an aluminum addition of 1 1/2 lb, per ton;

Last time there was a Take Five in these pages, it dealt largely with the matters considered by your Board of Directors at the meeting on October 20, 1970, in St. Louis, Mo. It was impossible to cover all the points worthy of discussion in the space available. So, at the end of the Take Five in the December issue of [i=], I promised to continue in the next installment. Unfortunately, I was unable to keep that promise. On December 2 your humble servant joined the ranks of those who have suffered a coronary occlusion. While I was away from the office, the very excellent SME staff team that we have built up over the years kept things going without bothering the "old man" unnecessarily. Assistant Executive Secretary, John V. Beall, Mrs. Lillian E. Donaldson, Assistant to the Executive Secretary, Mrs. Ruth Orologio, Administrative Assistant, and Mrs. Alice Ruiz exceeded even their usual dedicated efforts. As a result, the SME came up to the Centennial-Annual Meeting in great shape.

A dinner was given to Ambrose Swasey by the United Engineering Society, at the Engineers' Club, on November 14. Those present -included -twenty-one presidents and past presidents of the Founder Societies. Charles F. Rand, President of United Engineering Society, presided. President Robert S. Woodward, of the Carnegie Institution of Washington, and Dr. Robert W. Hunt, of Chicago, made addresses to which Mr. Swasey responded. Dr. Michael I. Pupin, Chairman of Engineering Foundation, made the closing address. The evening was marked by the high character of the addresses, inspiration for grave duties lying before the engineering profession, and by the spirit of good fellowship. Among the seventy-two persons present were the following members of the Institute: E. E. Bartlett, William N. Best, J. Parke, Channing, C. R. Corning, F. C. Cottrell, J. V. Davies, J. V. N. Dorr, H. In 1972, coal mine productivity was in steady decline and labor and maintenance costs were spiralling upward. Yet, despite this sad state of affairs, nowhere in the US at that time was there a comprehensive and coordinated coal research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. It was during this period that Bethlehem Steel Corp. determined that a new approach to coal mining research was needed for the industry as well as for the company itself. After studying Bethlehem's own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, a comprehensive research package was presented to company management in late 1972. The ideas and experience of many operating and management personnel in the company contributed to the formulation of the final plan as approved.

THE history of flotation in America is very short, at least as far as the large-scale application of the process is concerned. It is remarkable how many important developments have taken place inn the last few years and are already being extensively utilized. What was new a year ago, seems almost commonplace now. For this reason it is with hesitation that I follow the suggestion: of Dr. Ricketts, President of the Institute, to describe the experiences of the Inspiration Consolidated Copper Co. with the flotation process. TESTS CONDUCTED IN SMALL TEST-MILL When the Inspiration company first decided to build a concentrating plant, nothing was known about flotation, and the process was to be gravity concentration pure and simple. Demonstration Tests Conducted by Minerals Separation Co. While plans were being prepared by H. Kenyon Burch (who had been intrusted with the design and construction of the concentrator) the Minerals Separation Co., a concern at that time little known in America, asked and obtained permission to demonstrate the value of its flotation process for Inspiration ore. As. a consequence, a small 50-ton flotation machine of standard design was added to the company's test plant and started to operate in the beginning of 1913. This marks the beginning of flotation at Inspiration. The results obtained with this machine, which was operated by members of the Minerals Separation staff, so far surpassed what this company anticipated that it was decided to continue flotation tests for this purpose, and two of the flotation experts of the Minerals Separation Co., I. L. Greninger and G. A. Chapman, were retained. L. R. Wallace, now superintendent of the Miami works of the International Smelting Co., was at that time metallurgist of the Inspiration company and in that capacity took an active part' in these tests. Great credit is due to him for his quick recognition of the possibilities of flotation.

INTRODUCTION I retired in 1977 and have been enjoying myself ever since doing odd jobs for various people - on occasions, politicians. I commend it to you as post retirement - get involved in situations that nobody else will take on. It produces all sorts of excitement, it is a lot of fun and, courtesy of the media, you provide great raw material for their current Punch and Judy shows. The example of the adventures in the Escondida financing made me think about the history of the minerals industry in the United States. In order to see more clearly what is going to happen in the future, we have to look at the past and what we have learned, and try to extrapolate from that a scenario for the future. This paper is about global material cycles and the financial needs of the extractive industries. Since about 2,000 years B.C. we have been living in the Iron Age. Since about 4,000 B.C. we have been living in the Copper Age. These have been the two foundations of modern industrial society. Understanding the use of metals and materials helps us understand the civilization in which we live today. Let me focus more closely on the United States, particularly in this century. In the first two-thirds of this century the United States was growing and expanding and developing. It was providing for its inhabitants a society which was enjoying the benefits of a rising standard of living, improved opportunities and the ability to support a population growing at quite a dramatic rate. It is still growing. In the Department of Commerce, there is a clock that shows how many people there are in the United States. It turns all the time; the numbers are going up. On January 21,1980, when Ronald Reagan was sworn in as President, the number on that clock was a little over 220 million, and in the last week before he left, it was travelling towards 245 million. During his period in Washington, we have added , the equivalent of one total state such as California. That gives the dimensions of the U.S. appetite for raw material inputs. The inputs are of critical importance. COMPARATIVE ADVANTAGE During the first two-thirds of this century, the minerals sector enjoyed comparative advantages. There was a clear understanding of the importance of minerals enshrined in the tax legislation of the country from the early decades of this century - the depletion allowance. No other country identified as clearly that the supplies of minerals were finite. As they are used up, just as with a wearing-out machine, one must get capital back to replace the resource when the time comes. Within the last decade, that idea has been questioned and criticised. It is now seen as giving money away to a preferred part of the economy, instead of recognizing what depletion is all about. In previous times it insured that the U.S. always was able to regenerate the capital in its minerals industry, so that it could remain competitive. The U.S. had plenty of everything, including energy. We had a growing population. Equally important, we had an agriculture that led the world in productivity, even as far back as the turn of the century. It continues to do so. We still retain that comparative advantage, an ability to produce our foodstuffs in quantity and quality at excellent cost. Look at another ingredient of our comparative advantage, the energy position. We ran through the first two-thirds of the century with ever- decreasing energy costs. In the 1940s and 1950s the coal industry went into a decline. Why? Because the $3.00 - $5.00 a ton cost of mining coal in the U.S. represented relatively expensive energy. A ton of good grade bituminous coal contains 25 million BTU's. $0.20 a million BTU's represents $5.00 a ton at the pithead. Prof. G. W. MAYNARD, New York City (communication to the Secretary): Prof. Christy, in his admirable paper on "The Growth of American Mining Schools," has overlooked the work done by the Rensselaer Polytechnic Institute in its department of mining and metallurgy. This oversight is naturally due to the fact that the department was, for lack of money, discontinued in 1871. It was organized by the writer in 1867, starting with ten students, who had already completed the first two years of the civil engineering course in the Institute. The course covered two years, specifically devoted to mining, metallurgy and assaying, which, in connection with the two years' drill in the civil engineering department made a four years' course. During the four years of the existence of the department, thirty-five students took the course, of whom twentyfive graduated; and of this number eight have been members of the Institute of Mining Engineers, and the majority of them have occupied high positions in the profession. The equipment of the department was, at that time, second only to that of the Columbia School of Mines. As Prof. Christy has cited other institutions which are not distinctively mining schools, but in which the ruining course was subordinate to other courses, it seems to me that the work in this line carried out by the oldest engineering school in the country may very properly be referred to. In addition to the regular mining course, a special course in assaying was given; and many young men were here prepared for positions in the mines and metallurgical works of the west. PROF. George F. Swain, Boston, Mass.: I have listened with great interest to Prof. Christy's valuable paper, but there is one conclusion at which he arrives that appears to me entirely unjustifiable, and to which I desire to take exception. Prof. Christy finds that of the total wage-earners in the United States in 1880,10.41 per cent. were employed in " trade and transport;" 20.24 per cent. in " manufactures and mechanics," and 1.83

THE materials containing copper which are refined in the United States, are, for the most part, the native, coppers of Lake Superior. Until quite recently but little pig copper was made for sale, and that came principally from the pure sulphurous ores of New England and the South, and was generally sold to refineries not far from the ore furnaces. A small amount found its way into the market which was produced either as the by-product of the treatment of gold and silver ores, or as the result of the treatment of impure copper ores; but both these grades, on account of the impurities they contained, were looked on with suspicion, and were not sought for. All the grapes of pig copper are sold by the unit of copper contents, a great reduction being made in the price when impurities are present. There are at the present time only three works which treat native copper, the two of the Detroit and Lake Superior Copper Company, and the works of C. G. Hussey & Co., in Pittsburgh. There are a few works which smelt sulphurous ores and refine their pig; besides these there are a few small works where pig copper is refined only. Some of these purchase black copper, refine scrap, or simply refine such grades of ingot copper as are found in the market, but mostly that from Lake; Superior, for the purpose of getting it into such shapes that can be handled commercially to advantage, such as in making large plates or high grades of wire for electrical purposes. A number of such works are situated in the Naugatuek Valley and elsewhere in New England. The recent discovery, of valuable ores in Arizona makes it probable that within a few years the refining of copper in the United States will make great developments. Up to the time of the discovery of the mines on Lake Superior, only a very small quantity of native copper had ever been found, not sufficient to justify the erection of works for its special treatment. It had, besides, never been found in very Large masses, so that the discovery of great-blocks of it presented serious difficulties, not only in mining it,† but in bringing it into a merchantable condition. An empirical equation for the prediction of the viscosity of several pure paraffin hydrocarbons and nitrogen is presented. It involves temperature, pressure and six constants of the material, and it applies reliably to both liquids and gases. The equation is similar in form to van der Waal's equation of state. For the paraffin hydrocarbons methane through r-hexane and nitrogen, an average absolute deviation of 1.9 percent was obtained on 1,006 data points described in the literature by 14 authors. When this equation is extended to complex, liquid hydrocarbon mixtures, a correlation was obtained with an average absolute deviation of 9.9 percent. INTRODUCTION Equations describing the flow of gas and liquid through porous media contain the viscosity coefficient of the fluid. If other pertinent variables remain constant, the volume rate of flow is inversely proportional to this coefficient. In dealing with condensate fluids and volatile oils, however, the compositional effects resulting from changing pressure materially affect the viscosity. The effect of compositional changes also may be significant in certain secondary recovery or pressure maintenance processes, notably miscible displacement or gas injection. Early attempts to describe the performance of reservoirs utilized a volumetric material balance method wherein gas and liquid in the reservoir were identified as produced gas and liquid at the surface. This method of analysis proved adequate for reservoirs at moderate temperature and pressure that contained gas with moderately low amounts of condensable materials. The volumetric material balance procedures for "black oil" reservoirs leave much to be desired when applied to condensate and volatile oil reservoirs because phase behavior and compositional changes are relatively more important in these cases. The alternative is a compositional material balance, which in turn, requires a correlation of properties of the reservoir fluid with composition. This paper supplies this correlation in regard to viscosity, for reservoir crude oils. REVIEW OF LITERATURE The literature contains many empirical equations describing the effects of composition, temperature and pressure on the viscosities of pure liquids and binary liquid mixtures. However, the applicability of a majority of these equations is limited to very low pressures and to a small number of systems. Most of them, when applied to complex hydrocarbon systems, are of little value. The lack of utility of the majority of equations results from the fact that they were developed to show the separate effect of temperature, pressure or composition on viscosity, but not to predict the viscosity as a function of all three variables. And with the few exceptions noted below, they were developed to apply to much simpler systems than hydrocarbon mixtures. Eakin1 developed an equation for the viscosity of pure light hydrocarbons applicable in the gas, liquid and dense fluid regions, and in its most general form is written as µ - µo =A(ebP - e-cpk) The pure component viscosity at atmospheric pressure and temperature T, µo, was calculated using the Sutherland equation: µo = BT3/2/T + S The constants in Eakin's equation permitted the term e-CPk to become quite small at high densities (above 0.215 gm/cc), and the general equation would simplify to

Mr. Morton and I have changed the order of the questions. Instead of what is now first, we have put No. 3 first, progress on basic-roof construction, inasmuch as we feel that it is quite important. At this time, H. S. Robertson, of Harbison-Walker, is going to give you a short talk, with slides, on what has been done to date on this subject.

R. F. WOOD,* Sandusky, Ohio.-I made a few tests of gun-metal specimens, after I noticed the results on quenching -reported by the Bureau of Standards. The data of one such test are given herewith. The bars were heat treated and quenched before they were machined, and in all cases they were brought up to 700° or 800°. They became extremely brittle,, showed almost no elongation, except such as was caused by the failure of the pieces to fit together after they were pulled, and the tensile stength was reduced from around 35,000 to about 13,000 lb. per sq. in. In addition, the weakening effect of the quenching seemed to be almost as marked when the bar was allowed to slowly air-cool from red to black, and then quenched, as it was by quenching directly from the red heat. Test Bars.-Rough size, 9/16 in. diam. over test section, grips 13/16 in. diam. Cast two in a flask, one on each side of a block 8 by 4 by 1 in. and fin-gated thereto from the grips but not from the test section. Poured with flask in inclined position, with gate to lower end of block and riser from upper end of each test bar. Bars were machined to ½ in. over the test section, after heat treatment. Casting the Bars.-Charge of 1500 lb. consisting of 400 lb. of new metals and 1100 lb. of G turnings and scrap was melted in open-flame oil furnaces and then poured into a 1-ton ladle. From the ladle 150 lb. was poured into a preheated No. 50 crucible, land from this the flasks of test bars were poured. The six flasks are indicated below by the numbers 1 to 6 and the bars in each flask by the letters a and b, thus 4a and 4h, for instance, were the two bars in flask No. 4.

Principal events in petroleum operations of Mexico during 1934 have been the completion of three producing wells in the Poza Rica area and the plans for the expansion of operations of the Cia. de Petroleos de Mexico, S.A. (Petromex). Production for 1934 is estimated at close to 38,000,000 bbl., an increase of 4,000,000 bbl. over the previous year; an increase due in large part to the successful development in Poza Rica. The output of the South fields (Golden Lane) and Tehuantepec fields also increased somewhat during the year. Production of natural gasoline increased from 382,000 to 431,000 bbl. in 1934. Crude run in local refineries is estimated at 26,000,000bbl., some4,000,000bbl. more than the previous year. Exclusive of bunker fuel exports totaled 24,000,000 bbl., or 3,000,000 more than in 1933. Domestic consumption increased approximately 500,000,bbl. during the year, reaching a total of close to 13,600,000 bbl., exclusive of ships' bunkers. A total of 148 wells were completed as compared to 91 in 1933 and 40 in 1932. In proven areas, 133 completions resulted in 54 producers and 79 failures. The 15 wildcats drilled during 1934 gave no encouraging results. Seven of these were located in the border zone of northeastern Mexico; three tested possible northeast extensions of the Northern fields; two were drilled for possible extensions of the "Golden Lane" and three were completed in the Isthmus of Tehuantepec. Fields Northern Fields (Heavy Oil District).—There were 34 producing wells and 71 failures completed in the Northern fields, as compared to 20 producers and 20 failures in 1933. Practically all new producers were drilled to the shallower San Felipe formation, while wells drilled to the deeper Tamasopo limestone encountered salt water. Production of the field totaled 11,890,000 bbl., a decrease of 7.5 per cent from the previous year. Acid treatment was attempted during the year in seven wells

HARRISBURG is situated on the Pennsylvania Railroad, one hundred and five miles from Philadelphia, two hundred and forty-eight miles from Pittsburgh, and ninety miles from Baltimore, and has running through it the Pennsylvania, Northern Central, Philadelphia and Reading, and Cumberland Valley Railroads, and the Pennsylvania Canal. Surrounded by a thickly settled farming country, from which to draw native labor, within easy distance of anthracite and bituminous coal, with ores and limestone near at hand, and with the Susquehanna River as a never-failing water supply, Harrisburg has advantages for manufacturing which warrant the investment of the capital that has already been made, and has a future as a manufacturing city second only to Pittsburgh and Philadelphia. THE PENNSYLVANIA STEEL COMPANY, L. S. BENT, SUPERINTENDENT. The works of this company, the largest in Harrisburg, lie between the Pennsylvania and the Philadelphia and Reading Railroads, on. the Pennsylvania Canal, and are essentially devoted to the manufacture of Bessemer steel rails. Capital stock, $2,000,000; invested in business, $5,000,000; wages per month, $80,000; employs 2000 men; capacity, 100,000 tons of rails per year, which is being increased to 130,000 tons. The plant, as it now stands, comprises five Bessemer converters, two 7-ton and three 8-ton converters, two 15-ton open-hearth furnaces in operation, and two 30-ton open-hearth furnaces in course of construction, one blooming mill, one rail mill, seven steam hammers, two blast furnaces in operation, two blast furnaces in course of construction, foundry, pattern $hop, machine shop, blacksmith shop, and frog shop, and merchant mill in course of construction. Bessemer No. 1 was built in 1865, with two 7-ton converters, 2 spiegel cupolas, 3 feet diameter, and 3 iron cupolas 6' 6" diameter,

IN the Labrador iron fields two concessions, totaling nearly 24,000 square miles, have been staked out and commercial-grade deposits delineated. The Newfoundland-Labrador concession, owned by the Labrador Mining and Exploration Co. Ltd., is a 20,000-square-mile tract in the upper basins of the Hamilton and N askaupi Rivers which drain into Lake Melville. The New Quebec licensed area is 3900 square miles, owned by the Hollinger North Shore Exploration Co. Ltd., lying to the northwest of the northwestern part of the Labrador concession. It includes the upper basin of the Swampy Bay River and part of the upper basin of the Whale River, both of which drain into Ungava Bay. Both of the above-named companies are controlled by Hollinger Consolidated Gold Mines Ltd. with The M. A. Hanna Co., of Cleveland, holding a minority interest. When exploration was first undertaken in 1936, the only published map of the area was that prepared by A. P. Low in 1895. It showed only the main watercourses and gave only a rough, general idea of the geology. The numerous lakes of this vast area had to be first sketched and then mapped. Since then, extensive geological and topographical surveys have been conducted by the Labrador company, work which is normally done by Government branches. On the assumption that stress or strain relaxation occurs as the result of a thermally activated process, equations are derived relating to tensile experiments that give the strain as a function of the time under the condition of constant stress, and the stress as a function of the time for constant strain. It is demonstrated that if the strain-rate equation i = previously proPosed by Kuhlmann., is used as a starting point, then the relaxation of strain at constant stress may be expressed by the equation c = (-RT/(Y) 1tz tanh (t + is the strain capable of being relaxed at any given instant. Similarly, it is shown that the relaxation of stress at constant strain may be given by a = (-RT/B) In tanh (t + t0)/27, where a is the instantaneois value of the relaxable stress. The fact that these relationships reduce to well-known empirical equations at both large and small values of the stress Or strain is also shozcn. The present theory is shown to agree well with experimental data obtained from tensile elastic aftereffect experiments on a zirconium specimen prestrained at 77 k as to make it strongly anelastic. It is also demonstrated that elastic aftereffect data obtained using torsional specimens ?,Lay agree reasonably well with the equation derived for the case of tension. RELAXATION experiments are often employed as a means of studying metallic deformation mechanisms.' The simplest and most commonly employed techniques involve stress relaxation at constant strain and strain relaxation at constant stress. In general, however, investigations of this nature have been seriously handicapped in the past by a lack of suitable equations giving the time dependence of the relaxing variable over an interval that extends from small strains up into the region where internal-friction experiments become strain-amplitude dependent. This paper presents a derivation of such a set of equations for the case where the time-dependent part of the strain is anelastic or recoverable and the specimens are loaded in simple tension. The relaxation of strain under the condition of constant stress will be considered first. Let us assume that strain relaxation occurs as the result of a reversible thermally activated process that occurs at a number of relaxation centers lying in an elastic matrix. Then, following Kuhlmann,2 we may express the rate of strain relaxation as follows: where C is the strain rate, AFx the free energy of activation of the process controlling strain relaxation, a, the effective or average resolved stress at the relaxation centers, u an activation volume, R the universal gas constant, T the absolute temperature, > a factor with dimensions of a volume that accounts for the strain contribution of a successful operation of a unit process, N the number of relaxation centers per unit volume, and v the Debye frequency. The first term on the right of Eq. [I] represents a strain rate in the direction favored by the stress, while the second term represents the rate in the opposite direction. It is implied in Eq. [I.] that both F and v are symmetrical with respect to the two basic directions of operation of a relaxation process. Eq. [I] may also be written where and S and Q are the activation entropy and activation energy, respectively, of the relaxation process. In the following, A will be considered a constant. This is compatible with a set of experimental conditions where the relaxation rate is controlled by a single basic reversible process in which it may be assumed that the temperature dependence of the product ?Nv is negligible in comparison with the temperature variation of the exponential term. It is also implied that v, 7, and N do not depend strongly on a, . In deriving a relationship for the strain as a function of the time from her equation, equivalent to Eq. [2], Kuhlmann2 chose to consider only the limiting cases where the time was either very small or very large. It will now be shown that it is possible to integrate Eq. [2] to obtain a single equation valid over a wide range of strains if the concept of relaxable strain is introduced. The use of this quantity, which is the difference between the instantaneous value of the strain and the value of the strain at complete relaxation, represents the primary point of departure of the present theory from that of earlier workers. Let us express the effective stress at the relaxation centers in terms of strain. TAXES in general are onerous and are not a pleas- ant subject for discourse. There are, however, some very cogent reasons why we should dedicate a part of our thoughts and services to the solution of our taxation problems: The happiness of every individual in the United States depends on the maintenance of a stable government. The collection of taxes is an indispensable function of a stable government, and the power to collect taxes depends in part on the question whether taxes are fair and equitable. As representatives of the mining industry it is our duty to .protect it from tax burdens that are discriminatory or- unjust, As citizens we find that taxation is incessantly endeavouring to unravel the knots in our purse-strings. Many members of the Institute may be consulted .by clients on taxation problems, especially the phases which re- late to depletion and valuation. It is the hope of the writer that the discussion of some of the current depletion and valuation problems will stimulate interest in the problems, and as a consequence of this new interest facts will be ventilated, opinions rendered and services performed, which will be a means of solving the problems to the satisfaction of all parties interested.

Chemical conditions for flotation and nonflotation of quartz with oleic acid as collector and barium, calcium, aluminum, iron, and tin as activators were studied using a simple vacuum-flotation technique in glass-stoppered graduates. The detailed study of barium activation led to an interpretation based on ideal Langmuirian chemisorption.
