This brief resume of events, transpiring in Mexico, culled from the daily New York newspapers, since the last Bulletin went to press, does not indicate any degree of improvements in the situation. GENERAL ALVAREZ COURTMARTIALED AND SHOT General Francisco Alvarez of the anti-Government forces was captured in the battle in which General Aureliano Blanquet, Minister of War in the Huerta Cabinet, was killed, and was sentenced by a courtmartial and shot in spite of a specific order of the Supreme Court in Mexico City that the execution should not take place. General Alvarez was a member of the staff of Felix Diaz, and was a veteran of the old regular army of Mexico. MEXICO WILL NOT RECOGNIZE MONROE DOCTRINE Failure of the Allied Powers to invite Mexico to participate in the conference of neutrals at Paris aroused President Carranza to bitter resentment, which was enhanced by the incorporation of recognition of the Monroe Doctrine in the covenant of the League of Nations without consultation with Mexico. Statements were issued by the Mexican Foreign Office disavowing adherence to the Monroe Doctrine and announcing the withdrawal of the Mexican representative in France. Carranza had been awaiting an opportunity to get his agent away from Paris for the real reason that he had been unable to secure recognition from either the French or the British Government. Mexico announces, says the New York Times editorially, that "she has not recognized and will not recognize the Monroe Doctrine." "Nobody has asked her to recognize the Monroe Doctrine," continues the editorial. "The enforcement of the principles enunciated by President Monroe does not depend upon Mexico, upon anybody's recognition or non-recognition. The countries concerned in the Monroe Doctrine are the United States on the one hand, and countries not of this hemisphere on the other."

The production of petroleum in Rumania in 1932 totaled 52,560,000 bbl., an increase of 6.8 per cent over 1931. The average daily production rose from 123,000 bbl. at the beginning of the year to 173,000 bbl. at the end of the year, the production in the Gura-Ocnitzei field rising from 38,800 to 80,700 bbl. per day. This increase was due to competitive development during which time the percentage of total production of the various operating companies remained practically unchanged. Chief producers were: Concordia, 30.3 per cent; Unirea, 21.6; Romano-Americana, 13.5; Steaua Romana, 8.3. Boldesti, where production of the previous year was practically doubled, would have produced far greater quantities were it not for the fact that both Astra Romana and Romano-Americana curtailed drilling operations. Of the total daily production of 21,800 bbl. a day, the Astra Romana, Steaua Romana and Romana Americana, produced respectively 67, 25 and 8 per cent. The Moreni field showed a sudden drop in production from the preceding year, due primarily to reduced drilling activities. Its production of only 21,000 bbl. a day removes it from first position for the first time in many years. All the other fields showed a decrease in production, except Ochiuri, 3 miles west of Gura-Ocnitzei, and Ceptura, 12 miles east of Boldesti. Drilling1 During the first nine months of 1932, 116 wells were completed, 8 of which were dry holes. The Meotian (lower Pliocene) is the producing horizon in 73, the Dacian (upper Pliocene) in 31, and the Oligocene in 4 of the completed wells. Three of the Oligocene wells were drilled in the Bacau district and one at Grausor, near Campina. In addition, 47 wells were drilling on Oct. 1,1932. Of the total completions and drilling wells, 92 per cent employed rotary for a footage of 98.5 per cent of the total drilled. Power for rotary drilling was furnished to 105 wells by steam, to 38 by electricity, and to one by gasoline.

Elementary estimation methods in which blocks are assigned values according to a geometrical area of influence concept are investigated for a tabular deposit. This quantitative assessment of the estimation technique is made using Matheron's geostatistics which allows the variance of the error between actual block values and estimated values to be found once the semi-variogram is known. For the deposit in question it is shown that the elementary technique makes poor use of the available information. There is a 20% relative error associated with it, whereas by using the optimal technique of kriging this can be reduced to 9%. An infill drilling program, which might have been suggested on area of influence results, would reduce the estimation variance only marginally over that of the current campaign; the relative error being lowered to 6%. Thus the geostatistical analysis shows this would be an unnecessary expense. The accuracy of an earlier drilling stage is also studied and it is shown that with the information available at the earlier stage block values could have been known with a relative error of 13%. Drilling could have stopped then if this were reckoned a tolerable error level. These results are all obtained for blocks whose size is dictated by the mining engineer and is set at the current grid size. In the area of influence approach smaller blocks are considered as the grid becomes finer and a study of the accuracy of area of influence estimates and kriged estimates for differing block sizes is presented. Between drilling stages more information from which the semi- variogram is calculated becomes available. The sensitivity of the estimation to changes in the semi-variogram parameters between earlier and current drilling programs is investigated.

IN international affairs, the great event of June was the meeting of representative bankers at Paris -for consideration of the arrangement of a large loan to Germany. The conference dissolved in futility. Following this abortive conference, the delegates to the parley at the Hague assembled there on June 15. America is not represented at the Hague, any more than at Genoa. The British view the conference seriously and have Leslie Urquhart, the highest authority on Russia, attending in an official capacity. The Irish had their election and voted by strong majority in favor of the treaty with Great Britain, which was happy, but the general situation in Ireland is miserable. In China there were spectacular military and political events. Economically, Japan was in trouble. Conditions are becoming better in India, although no yet settled. Egypt has troubles still. Australia has a better chance for welfare, following the overthrow of its labor govern-ment early in April last. In Europe it is hard to discern any improvement except in Great Britain. Business in Great Britain has been slowly widening. The future of Great Britain, which is chiefly an in-dustrial country, depends on finding employment for its, 1,750,000 idle men. Personalities figured largely in June. Lenin's health was represented as having failed so that the govern-ment of Russia has had to be-turned over to a trium-virate. All of this has been denied. It is clear that some. mighty events are transpiring there. The assassination of Doctor Rathenau in Germany is probably also an occurrence of portent. The murder of Field Marshal Wilson, in London, tended to in-crease anger in England against the Irish. In the United. States the attention of Congress was concentrated on the soldier bonus, the tariff bill and the subsidy for shipping. All of these projects are economically bad and are of the same nature, viz., the allotment of a bounty to some classes of people, without consideration to the general national interest and welfare.

EyRing'S general theory of shear rates as a function of the properties of molecular units of flow is outlined and applied to the creep of metals. This theory regards the unit molecular processes involved in the flow of matter as typical chemical reactions requiring an energy of activation in order to proceed. The externally applied stresses are assumed to influence the rate of flow solely by lowering the activation energy for flow in one direction and raising that for flow in the other, owing to the work that is done by or against the external forces in going from the normal to the activated state. The rates of flow in the two directions are then no longer equal arid there is a net, macroscopically observable flow in one direction. This is understood to be the physical basis for the well-known exponential dependence of the creep rate on the stress. The amount by which the activation energy is raised and lowered by a given external stress is directly related to the molecular dimensions of the unit of flow, so that some insight into these call be found from the behavior of the strain rate with changing stress. When Eyring's equation is applied to the flow of ordinary liquids, such as water or benzene, it has been found from the values of the constants required to fit the observed data that the unit molecular process here involves the passage of single molecules by one another. In metallic creep, on the other hand, the unit molecular process is shown probably to involve the shear of rather large blocks of material (100 to 1000 or more atoms on a side). This agrees with present ideas of crystal flow by means of dislocations such as have been presented by Taylor, Oroaan, and Polanyi, as opposed to flow by a mechanism related to that taking place in atomic diffusion. The dimensions of the dislocations are found to depend markedly on the temperature. The questions of why some metals are so much softer than others, the effects of impurities on hardness, the softness of single crystals, and the role of self-diffusion in creep are considered in the light of the theory and it is shown how answers to these questions (and others similar) might be obtained by use of the theory.

THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

Situated 45 miles west of Philadelphia and 50 miles southwest of Bethlehem Steel Company's Bethlehem plant, the integrated Grace mine facilities produce 4000 tpd of high-quality iron ore pellets. Startup of the Grace mill was in November 1958, and iron concentrates were shipped until March 1960, when the pellet plant went into operation. The underground mine, when fully developed, will hoist about 9000 tpd, including development rock. The crude ore, which has an iron content of approximately 42%, is magnetically cobbed and crushed in closed circuit with 3/4-in. slotted vibrating screens. The ore is washed and screened in the mill and the plus 1/4 in. screen product is again cobbed prior to feeding to the rod mills. Grinding is done in rod mills, and in ball mills that are in closed circuit with 30 in, cyclones, to 1% on 100 mesh and 65% minus 325 mesh. The ground ore is magnetically concentrated by three-drum permanent type finisher magnets to 67% Fe. The magnetite concentrate is pumped from the mill to a 50 ft thickener in the pellet plant. The thickened magnetite concentrate is relayed to the filters through a two-stage pump arrangement. The filter cake is fed by belt from filter concentrate bins to mixer-muller belts where it is intimately mixed with bentonite and a slight amount of water for moisture control. The fluffed concentrate then drops into balling cones. The green pellets from the balling cones are fed in a prescribed feed pattern to shaft furnaces through the use of shuttle car mechanisms. The green pellets are dried, heated to 2500°F and cooled to 1200°F as they descend through the furnace and into pellet coolers where the pellets are further reduced in temperature to 250°F. Heat is recovered in the cooling process through the use of air-to-air heat exchangers. The cooled pellets discharge on a rubber conveyor belt and are transferred to 6000-ton pellet railroad loading bin. The final pellet product consists of 90% plus 1/4 in. material (after tumble testing1) and contains 66% Fe plus 3% silica.

The author discusses some economic conditions which have made the career of the cast-iron pipe industry in the United States a checkered one. He next describes the two new developements in the manufacture of cast-iron pipe-both along the lines of centrifugal casting. The advantages and disadvantages of both processes are presented in some detail. Finally, statistics on the production of pipe in the United States at the present time are given, as well as the plants-and their capacities-so far as these are situated in the South. No SINGLE branch of the foundry industry has been brought to a production basis of huge tonnage, low manufacturing cost, and producing material of a remarkably high quality, as has the making of cast-iron pipe. The pipe shop is an excellent illustration of the fact that repetition work in specialties leads to mechanical equipment and manipulation that lower production costs to an. astonishing degree. Hence cast-iron pipe, in dull times, has been sold at a few dollars a ton over the selling price of the pig iron used. On the other hand, these same pipe, shops make fittings .of many varieties, and in much smaller quantities, where the cost is high, and when pipe may be sold, say, at $50 a ton, the fittings on the same shipment will be sold for nearly double that price. The history of pipe-making, in the United States, is a checkered one the mortality of plants is high and, from the nature of the industry, plants must be large to live. In spite of the fact that the best processes must be used to turn out this rather strict specification material, pipe is easy to make and a pipe plant is more of a tonnage mill than the really high-class specialty foundry it should be. Every time, therefore, that the demand for pipe is strong new shops spring up, only to close when the demand has ceased, but the financial damage to the more permanent plants has been done. Both the South and the North have had abundant experiences of this kind, and when recently a northern Public Service Corporation gave its order to France, the pipe plants thus adversely affected were content to have this occur rather than see-a plant started to supply the surplus demand.

The use of bromine as an oxidizing agent, particularly for sul phur, has become very general in analysis, replacing the stronger oxidizing acids. The object of this paper is to describe briefly the experience which we have gained with this reagent in the laboratory of Lafayette College in the oxidation of metallic sulphides. Most of the simple sulphides, as blende, pyrite, etc., when exposed to the combined action of an alkaline hydrate and bromine, and finally to hydrochloric acid, are completely and promptly dissolved. The procedure is as follows: The very finely pulverized mineral is first treated, in a beaker, with a solution of sodium hydrate of a spe cific gravity of 1.25, and heated ; bromine is then cautiously added to supersaturation, and finally hydrochloric acid to acid reaction. If any of the sulphide is not taken up, the same operation may be re peated. It is necessary, however, that the mineral be very finely pulverized. Instead of using the pure bromine, a saturated solu tion of bromine in potassium bromide may be used with equally good effect. The process is advantageously simplified by making a saturated solution of bromine in the concentrated alkali. This is done by pouring bromine into a solution of sodium hydrate, of the above given specific gravity, until no more is taken up, and then adding a little of the sodium hydrate solution until the liquid does not give off free bromine. The procedure with this solution is as follows: The pulverized mineral is moistened with, say, 10 cc. of the solution, and heated, then hydrochloric acid added to just acid reaction. Two more additions of the alkaline solution, in amounts of 20 cc. each, are added at intervals of about ten minutes, each addition being followed by hydrochloric acid. The total amount of the alkaline solution (containing the bromine) used is, therefore, 50 cc., and the amount of hydrochloric acid should not exceed that necessary to make the solu tion acid after each addition of the alkali. The mixture should be kept hot. After the final addition of acid, the contents of the beaker is taken to dryness and heated in an air-bath to 110° to 115°C., to render silica insoluble. THE committee appointed to investigate the application of oxygenated air to the blast' furnace believes, after a careful study of the problem, that this enriched air will increase hearth temperature, tonnage, flexibility of operation, and quality of pig iron made, and that fuel consumption will be decreased. These improvements are supported by theoretical evidence; but a practical trial of the process is necessary to establish more definitely the magnitude of benefits realized. The commercial application, however, may profitably be preceded by a test on a smaller scale. A small furnace will, in general, respond to the enriched air in the same way as a commercial furnace and the magnitude of the benefits to be gained from varying additions of oxygen can be fairly well established at relatively little expense. A new experimental furnace, being built jointly by the Bureau of Mines and the University of Minnesota, at Minneapolis, will have a capacity of about 6 tons and will riot require more than 700 cu. ft. of natural air per minute. Its hearth is 36 in. in diameter and its height about 32 ft. Enough oxygen to enrich the blast to the extent recommended by the committee can be obtained from a small oxygen unit. It might even be cheaper to perform preliminary experiments with tanks of oxygen obtained from regular, dealers. A procedure in making the test that suggests itself is to start with operation on normal air; then to use blast, enriched in several steps. Systematic temperature measurements of the tuyeres, slag, and metal would reveal any changes in hearth temperature. When these changes become large enough, the burden may be gradually increased to just within the breaking point and the furnace brought back to normal, if possible, by the addition of oxygen. Such a test would show what might be expected in the way of a decrease in fuel consumption and the time taken to "straighten up" the furnace by means of oxygen. The new furnace at Minneapolis is so equipped that the furnace process can be observed from the stock line to the iron notch. We have been taking gas samples at various elevations in the furnace to study combustibility of the fuel and the reducing power of the gas. If either of these is affected by removing inert nitrogen, the change can easily be measured.

THE stabilization of a gravel road with soil is a method of treatment developed in recent years by the United States Bureau of Public Roads for the purpose of binding the constituents together better, and maintain-ing a more durable surface. The process consists in adding to the gravel or crushed stone and sand, a soil mortar, so-called, of fine sand, silt and clay, mixed in the proper proportions. The coarse gravel and sand supply structural strength and hardness; the fine sand adds embedment support to the coarse sand; the silt acts as a filler to prevent the granular particles from rocking; while the clay serves not only as a binder but also provides pores minute enough to cause connecting moisture films which are supposed to have high cohesive properties1. It will be recognized that the clay is an important ingredient both when wet and dry, and should not show excessive expansion when wet, nor correspondingly high shrinkage in drying, as otherwise there is danger of unseating the nonplastic particles. Such a stabilized road, although an improvement on one with a floating surface, will in course of time be subject to wear, and become dusty when the clay dries out and breaks up. It has been found that if some salts are added to the road mixture they tend to maintain the soil moisture and prevent dustiness of the road or raveling of the road surface. In addition to this, it is claimed that these dissolved salts cause a thinning of the moisture films on the particles, thus permitting greater compaction of the road mixture, and thereby increasing its density. This fact can be proved by noting the increased compaction which a road mixture shows when certain salts are added to the soil water. Since certain chemical substances such as sodium chloride are electro-lytes, the question arises whether they cannot have some effect on. the qualities of the clay in the soil mortar, and perhaps improve them. In view of the fact that certain salts seem to exert a favorable effect on the road mixture it is desirable that they be held in the road soil as long a time as possible.

THE direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1. It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes. Advance in the art of slag control has been very rapid in the past few years. The viscosimeter method for slag-reaction rate and composition, together with the phosphorus and other methods mentioned by Dr. Herty, allow the steelmaker to rectify and control the slag in the finish period of the heat with much greater precision that ever before. However, the steelmaker's problem is more complex, and in order to make steel of proper analysis in the most economical manner the constitution of the initial slag that has formed immediately after the lime is up in the furnace is of prime importance, as it is one of the factors that determine the carbon content of the charge as melted. Many heats melt with high carbon and some with carbon much lower than is expected so that, on the average, increased furnace time is necessary before reaching the finishing period. The problem, therefore, is to so regulate the slag-making additions that a suitable initial slag will be formed at once. Where all cold metal charges are involved, particularly where the iron and scrap are selected, this may be done with a fair degree of regularity. This regularity results not only in better conditions at the beginning of the heat and during the carbon drop, but also the need for smaller slag-modifying additions toward the end of the heat. The above has been well demonstrated by the work reported by Reagan in the past few years. Where large amounts of cold pig or hot metal are used, the problem becomes more involved. It is much more difficult for the steelmaker to be sure that for any given furnace the heat will form the desired initial slag. Observations of many heats indicate that the pig iron is a dominating factor in the constitution of the slag formed. The scrap is also a factor but in general could be roughly classified and a correction made therefor. The necessity, therefore, arises for a method of correlating the pig-iron charge and type of slag formed for any particular furnace, which resolves itself into a measure of those qualities of the pig iron which affect the slag. The amount of silicon, manganese, phosphorus and sulfur in the pig iron will probably have some effect on the type of slag formed, but

In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each space in Table 1 may represent one of four possibilities; either it is not applicable to the particular field, or the proper entry is not determinable, or the proper entry may be determinable but is not determinable from data available to the author, or the proper entry is determinable. When spaces are not applicable, leave blank; in spaces where the proper entries are determinable from data available to the author, please insert y; in spaces where the proper entries are determinable by the author, make such entries. y implies a hope that in some future year a definite figure will be available. The entry of an 0 is a positive declaration, and an important declaration where it is in order. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In such cases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces the correct entries represent the opinion of the author (for example, "Area Proved") and in such cases the entry need not be hedged to such extent as when the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. It is thought that the nearest whole numbers are sufficiently accurate for our purposes except as to percentage of sulphur in oil. If an author desires to report any other figures to tenths, he may do so. The quantity of gas produced should include, where possible, gas sold or otherwise marketed, and gas blown into the air, burned as flares or otherwise wasted. Segregation of these figures would be interesting if the authors can make such segregation. In any event, the figures should represent as nearly as possible the total quantity of gas removed from the reservoir. Under the columns on "Depth," the average depth to the top of the productive zones and to the bottom of the productive wells, when subtracted, should give the approximate thickness of the productive zone. GEORGE F. COMSTOCK (author's reply to discussion*).-Mr. Thum's description of the effects of butt welding and spot welding on the micro-structure of steel are interesting and timely. The speed with which the changes noted by Mr. Thum must take place is indeed remarkable, but the writer has noted a similar very rapid diffusion of carbide in annealing a t a rather high temperature certain samples of soft sheet steel containing massive cementite segregated on a small scale. The massive cementite in such steel can be dissolved and distributed very quickly if the proper temperature is attained. Mr. Thum's explanation of the structure he found in the spot welds seems entirely reasonable, but the mystery of the decarburized material in the butt weld is one that might well be the subject of further research. The possibility of decarburization by air ,might perhaps be worthy of a little more consideration than he gives it, for the oxides formed would be gaseous on account of the presence of carbon, and hence not visible in the microscope, and the effect of the pressure might be to squeeze the carbon oxides, which would normally form blow-holes, out of the metal or possibly into such small volumes as not to be noticed The removal of carbon by liquation and squeezing into the fin would be an effect similar to the "bleeding" of a steel ingot that is rolled while the center is still liquid, giving a soft low-carbon interior in the finished section while the segregate was removed in cropping the pipe. This effect in Mr. Thum's butt welds could, however, only be obtained if the weld was heated to near the melting point of the steel, and if the carbon was considerably segregated in the bars at the start, for the first effect of the high temperature would be to promote diffusion rather than the contrary segregation and Equation. It is gratifying to learn from Dr. Ruder's remarks that his researches have resulted in no disagreement with the few points brought out by the writer's experiments. In addition to the three forms in which nitrogen may occur in iron that he mentions, it would seem that a fourth form is often found; This is apparently a eutectoid, like pearlite, and sometimes almost as coarse as the massive cementite seen in soft steel sheets that have been annealed for a long time. One of the things needed in the metallographic study of steel is an etching reagent that will distinguish definitely between nitride in this form and the more common pearlite or cementite.

MINING and Metallurgy closed the year 1928 showing a small profit, the receipts, exclusive of the charge against members, dues for subscriptions, having been $43,067.81, and expenditures $40,925.58. In accord with the policy of the Board the budget is made each year with the purpose of balancing the accounts rather than the maximum of profit from the undertaking since it is the service the journal performs for members that justifies its existence. This service is being constantly increased. Within the year a number of changes have been made in the dress of the magazine, a new cover adopted, color more frequently used, and illustrations more generally employed. These changes seem to have been appreciated both by readers and advertisers. More space has been devoted to papers read before local sections and to the news of their activities. It is believed that this has helped materially in sustaining and increasing the interest in such meetings. The general, regional, and division meetings have also been fully reported and news of Board meetings, of the work of the various committees, of the employment service and other activities of the Institute has been spread before its members month by month. The 570 pages of reading matter printed in the course of the year constitute not only a record of what the Institute was doing but of what the most representative sections possible of the members of the mining and metallurgical professions were thinking. With 9000 members scattered around the world, occupying key positions in the industry, the Institute affords through its own journal an unsurpassed medium for broad contact and enables the readers with the minimum of expenditure of time and at no extra money expense to keep a general contact with the whole range of subjects touched by miners and metallurgists. In these days of intense specialization but rapid change such contact is particularly valuable. The more formal papers presented to the Institute are published in the Transactions, Technical Publications and the special volumes. Mining and Metallurgy carries abstracts of all papers published ,by the Institute and prints in full the shorter, less detailed papers and those which reflect work in progress rather than finished. Such papers have a news value which is supplemented by editorial comment, discussion by members and others, and the actual news of the organization itself. Without therefore attempting to fill the place of a general news sheet, it has a timeliness that gives it an immediate value much appreciated by the readers. In accord with the general policy of the Board every effort will be made constantly to improve the quality of the magazine to the full extent that its revenue will permit. L. J. Dijkstra and R. Sladek, (Ontario Research Foundation, Toronto, and Institute for the Study of Metals, Chicago, respectively)—This interesting paper confirms some results obtained some years ago in collaboration with Fast: namely the broadening of the nitrogen peak by the presence of small amounts of manganese. Later on a more extensive study of this effect was made at the Institute for the Study of Metals at Chicago. As the work has not yet been submitted for publication we wish to mention here briefly some of the results. The effect of about 0.5 atomic pct manganese, chromium, molybdenum, or vanadium on the nitrogen-peak in iron was examined. The broadening found previously in the case of manganese was even found to be more pronounced for chromium. In the case of molybdenum and vanadium a double peak was observed which seemed to justify the idea that in all cases mainly two relaxation times were involved: namely, the normal relaxation time as found in pure iron and a second relaxation time related to the existence of abnormal interstitial lattice sites introduced by the foreign metallic element. The analysis showed that for the normal nitrogen-peak as a reference at 22°C the abnormal peak was found at about 32°, 47°, 75°, and 87°C in the case of manganese, chromium, molybdenum, and vanadium, respestively. In the manganese alloy the free energy difference for a nitrogen-atom at an abnormal and a normal lattice site was estimated at 2800 cal per mol. This means that for temperatures above 100°C the solid solubility and overall diffusion rate of nitrogen is not much affected by additions of 0.5 pct Mn. We believe that the difference in rate of precipitation of nitrogen in pure iron and the manganese alloy is mainly a question of the number of potential nuclei available in the different steels. In studying the effect of these alloying elements on precipitation of nitrogen, a distinction must be made between the para reaction and ortho reaction, using terminology introduced by Hultgren.7 The ortho reaction in which the alloying metallic element participates in the diffusion under formation of nitrides occurs at high temperatures such as 600°C. The para reaction in which the alloying metallic element does not diffuse and in which the nitride inherits its alloy content from the matrix occurs at lower temperatures. To prevent the ortho reaction the alloys have to be quenched rapidly from the phase. It is not surprising that the authors find that the height of the peak indicates a lower nitrogen content than chemical analysis. In the first place the peak is not a single relaxation peak and secondly, the steels were not quenched from the phase after the nitrogen was introduced at 580 °C.

The direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1 It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The. shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes.
