Both drilling and production of oil decreased in Rumania during 1935. The drilling totaled 1,042,041 ft. and production 61,973,938 bhl., being a decrease of 8.5 and 1.6 per cent, respectively. Wells completed during the year totaled 198, of which 168 were oil wells, compared with 238 and 215, respectively, of 1934. No important discovery was made during the year. The only new field found was Valea Calugareasca, where the Credit Minier completed a small well on the westward plunge of the anticline. Drilling higher on the structure will probably prove the field to be of greater importance than the results of the discovery well indicate. The only other developments of importance were the extension of the Bucsani field, the opening up of a new area on the northeast of the salt at Moreni by Credit Minier and a minor extension of the West Gura Ocnitei field. At Calinesti, on the cast extension of the Moreni field, exploration work continued and a gas well was completed, but oil in commercial quantities is yet to be found.

The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Upon the men of intellect depends chiefly the burden of wise selections at this time. Congressional elections will occur this Fall in the following states:

A METHOD was recently devised to indicate two or more successive stages of the migration of grain boundaries in aluminum, and to record the direction of the migration. This technique was used for the study of the various types of boundary migration occurring in high purity aluminum.' The method employs alternate annealing and electrolytic etching treatments, repeated as many times as desired. All successive sets of grain boun- dary positions revealed by the various etches appear superimposed on each other. The last etch is designed to leave an oxide film on the surface which is optically anisotropic. The orientation of the oxide film at each point is determined by the orientation of the underlying aluminum grain. When viewed with polarized light using crossed nicols and a Biot-Klein quartz plate, grains with differing orientations appear in different colors, as described by Hone and Pearson.' On May 16, 17 and 18, 1871, the first meeting of the AIME was held in Wilkes-Barre, Pa. It was then that the objectives of the American Institute of Mining Engineers were set up. The first ones were to enable the Members of AIME, "comprising Mining Engineers and other persons interested in mining and metallurgy, to meet together at fixed periods for the purpose of reading papers upon and discussing subjects which have for their aim the economical production of the useful minerals and metals, and the safety and welfare of those employed in these industries, and to circulate among its members, by means of its publications the in- formation thus obtained." Now, 100 years later, the American Institute of Mining Engineers, which has now grown to be the American Institute of Mining, Metallurgical, and Petroleum Engineers, is still pursuing those objectives. Dues in 1871 were fixed at $10 per year. Now1 100 years later, the dues have risen to $20 per year. But in pursuing the objectives of the Institute, the services to members have vastly increased, as have the general costs of doing business-even "non- profit" business like ours.

At a meeting of the Associated Engineers, with Columbia Section in charge, a discussion of the metric system was led by-Mr. F. A. Ross. While the majority of the engineers present favored resolutions seeking compulsory adoption and use of the system at the end of 1924 it was believed the engineers present should not undertake to speak for the entire membership and upon suggestion of Mr. J. B. Fisken the resolutions were laid over to be acted upon at a later meeting. The resolutions are as follows: WHEREAS the Great War has drawn the United States into a permanent and close relationship with the other nations of the world and opened the way to an unlimited foreign trade; and WHEREAS more than-70 per cent. of all nations have discarded their arbitrary standards of weights and measures and have made the use of the decimal, or metric, system obligatory; and WHEREAS the United States still clings to an antiquated, complex, cumbersome, and wholly illogical system of weights and measures, consisting of a duodecimal and fractional arrangement of arbitrary units, instead of definitely determined and correlated units following the decimal system; and

HENRY M. Howe, Bedford Hills, N. Y (written discussion*).¬Mr. Foley's explanation of this interesting occurrence is perfectly reasonable. Possibly a word explaining the phenomenon more in detail may not be amiss. In the act of solidification each drop as it starts to solidify splits up into a half drop poorer in carbon and another half drop richer in carbon than the drop itself. The half drop poorer in carbon solidifies and attaches itself to-the already solid walls, whereas the half drop richer in carbon remains molten for the excellent reason that it is richer and hence is more fusible than the original drop, and hence in turn is wholly fusible at the existing temperature. Under usual conditions, as when the steel solidifies in a mold of any form, the successive molten half drops thus enriched in carbon remain present and by their enrichment progressively raise the carbon con-tent of the remaining molten mass, out of which successive half drops are continuously solidifying and attaching themselves to the already solid walls. Stringent environmental regulations, which have limited the use of sludge ponds, coupled with the economic incentive to clean more coal or to add fine coal cleaning additions to existing preparation plants have increased the use of static thickeners in preparation plants. The Lamella Gravity Settler, sometimes designated Lamella Thickener, is a shallow depth sedimentation device which has been applied in a variety of industrial process and wastewater control projects in place of the conventional raked thickeners. This paper presents the theory and design of the Lamella Thickener, as well as describing the operating results from several full scale installations in a variety of Appalachian preparation plants.

[ ] TUNNELS TO BINS. Originally designed for tunnel work, the strong lightweight liner plates used to construct this 30-ft diameter, 31-ft high, aggregate storage bin have several advantages. Detailed engineering information covers installation, maintenance and lubrication of chains for drives, conveyors, and sprocket wheels. The book covers selection of drives to meet both standard and special installations. (17) LABORATORIES: The Fisher Scientific Co's. line of 21 basic units of standardized steel laboratory furniture is described in catalog no. 25. The Unitized line was designed to combine the advantages of custom installation with the convenience of selection, delivery and continued flexibility that goes with ready-made units. (18) PUMPS: Two similar, but functionally different types of vertical centrifugal wet-pit pumps; a heavy duty bilge pump for handling solids-free liquids and drainage; and a screenless sewage ejector, constructed to handle sewage and solids carrying liquid; are illustrated in a bulletin from Yeomans Bros. Abstract-Activated carbon is a strong adsorbent for amyl xanthate, capable of removing from solution up to a quarter of its own weight in xanthate. In selective flotation systems where depression is unstable, separation efficiency increases with activated carbon additions. The improvements observed are brought about by two mechanisms. First, by removing stripped and residual collector ions from solution, competition between depressant and xanthate is reduced and depression is stabilized. In addition, the texture of the froth phase at high pine oil concentrations is modified by activated carbon such that better drainage between the air bubbles takes place, alleviating the mechanical entrapment of depressed mineral particles. In treating a bulk copper/lead concentrate produced from GECO ore, selectively between galena and chalcopyrite is increased when activated carbon is used. Although the rate of flotation of galena is marginally lowered by activated carbon, a small extension in the duration of flotation allows the lead recovery to increase by 19% at the same recovery of copper. An addition rate of 0.75 kg/ton (1.5 lb/st) of bulk concentrate is suggested as optimum from this testwork. However, the actual level wed in the mill is dependent upon the residual concentrations of collector and frother in the bulk concentrate Pulp.

(Read at the Philadelphia Meeting, February, 1878.) SOME statements have already been made to the Institute in reference to the cost of other departments of the above-named works, and some details have been given in tabular form.* For the purpose of the present paper it may be sufficient to say that this converting works is made up of three buildings, a cupolahouse, an engine-house, and a converting-house. The machinery and fixtures comprise two blowing-engines, two pressure-pumps, two five-ton converters, five hydraulic cranes, three pig-iron cupolas, four spiegel cupolas, two lifts for the cupolas, together with the usual arrangements of smaller parts. Every effort was made in the construction to combine efficiency of operation with durability, and the general course of the operation of the works during two and a half years seems to warrant the belief that the large outlay has been fully justified. • In the accompanying tabular statement all items on vouchers less than ten dollars, and all freight items have been omitted. * See Transactions of the. The annual report f the Secretary of the Navy for the fiscal year, ending June 30, 1917, but including operations and recommendations up to Dec. 1 of that year, contains the following remark about the activities of the Naval Consulting Board. The members of the Institute who are members f this Board are William L. Saunders, Benjamin B. Thayer, Thomas A. Edison, Thomas Robins, Lawrence Addicks, Joseph W. Richards, W. R. Whitney, assisted by 47 other members f the Institute, in the capacity of associate members of the Naval Consulting Board. During the year, the work of this board, organized and approved by Congress in 1915, has increased very materially in importance and volume, its meetings have been frequent and the work of its individual members has been such in some cases as to occupy almost their entire time in the service of the Government. Some time before the active entry of this country into war the board called a special meeting to which were invited some 50 of the leading scientists and industrial managers, whose special study fitted them to advise on the methods of meeting the

At the Kidd Creek mine operated by Ecstall Mining, Ltd. near Timmins, Ontario, Honeywell has installed a sophisticated new quick- thinking computer system that keeps tabs on conditions along three separate processing streams at once and relays continuous 60-second data to the mill operator. Believed to be the first of its kind, the system picks up data from two independent x-ray spectrometers simultaneously. A digital computer from Honeywell's Computer Control Division receives and interprets real-time information gathered by online x-ray analyzers, and the system then advises control room operators of the relative amount of each of five elements at five points in each of the three process streams. The system is reported to provide a quantitative analysis of the five elements at a given point in the process within one minute-which is about 120 times as fast as a chemical laboratory assay could be performed. With this instant data at his command, the mill operator can make timely process adjustments to correct any deviation from optimum flotation results, thus salvaging valuable minerals that would inevitably be lost with slower detection methods. The minerals recovered at Kidd creek are copper, lead, iron, silver and zinc.

Much criticism has been directed at the Coal Mine Health and Safety Act of 1969 from many sources, but few specific charges have been leveled, at least publicly. Yet, if the criticism is truly valid and can ever hope to become constructive, the issues must be approached head on. Therefore, the authors consider this an initial article and invite responses from others for contributions in subsequent issues. Dialogue is today's popular term and perhaps many of the problems associated with the implementation of the Act are the lack of communication between interested parties. There are two criticisms generally made concerning the philosophical approaches taken in the Act. The first is that there is an over-kill in some of the legislation, some provisions are not justified based on past accident history and economic considerations. Generally speaking in this category, no order of priority was considered consistent with safety and economy. The second category includes those situations where new provisions were imposed to improve safety in one area without adequately considering the consequences in another area, let alone the economics of the situation. While the authors do not always agree with the placement of items in these two categories by some industrial representatives, they will give specific examples that they believe may have a certain degree of validity.

The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. THE fall meeting of the Petroleum Division of the American Institute of Mining and Metallurgical Engineers will be held in Fort Worth on Oct. 19 and 20. The Texas Hotel will be headquarters. for this meeting, the technical sessions being held in the ball-room of the hotel. During the evening of the nineteenth a smoker will be held at the Fort Worth Club. In working out the program for this meeting, J. B. Umpleby, vice-chairman for production engineering, considered it especially desirable to offer as complete a discussion as possible of the subject of air-gas lift, its theory and practice, and its relationship to gas-oil ratios. The entire first day will be devoted to sessions on this subject. One session of the second day will be devoted to the use of electricity in oil-field operations and the second to the handling of congealing oils and paraffin. In addition to this program there will be one or more sessions when petroleum engineering research problems will be discussed. This meeting of the Division is primarily devoted to production engineering, as will be seen from the pro-gram. During one of the sessions, however, a brief review with forecasts of the production situation will be presented.

The. Library of the above-named Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and, photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

During 1938, Colombia witnessed greater activity in oil prospecting and development than in any previous year in its history; more wells were drilled, more potential production established, more geological and geophysical work was accomplished, and more leases and concessions were acquired. Many companies, including the Texas, Socony Vacuum, Richmond (subsidiary of the Standard Oil of California), the Shell, and Tropical, contributed to this activity. Probably the most noteworthy development was in connection with the Barco Concession, which forms part of the Maracaibo Basin in eastern Colombia, adjacent to the Venezuelan frontier. There a great deal of preparatory work was accomplished in addition to camp and other construction, 20 producing wells were drilled and work was begun on the construction of a 12-in. pipe line to transport the oil to the port of Covenas, a distance of 260 miles. It is reported {hat 58,000 bbl. daily initial production was established during the year and is awaiting an outlet through this pipe line. Leasing and exploratory operations in Colombia continued active throughout the year; applications were made for concessions covering more than 1,100,000 acres of national lands and, in addition, leases were taken up on large areas of privately owned lands. At the meeting after the dinner, the Chairman called attention to the work of Mr. Hoover in Belgium and spoke briefly of the assistance which' could be given him through the Belgian Kiddies, Ltd. Mr. Alonzo Kinyon read a paper on "Burring Powdered Coal" which so interested the members that many of them participated in the long discussion which followed. Prof. Harry B. Pulsifier then described the metallurgical plants about Chicago. He mentioned briefly the equipment and interesting features of 30 metallurgical plants of importance and stated that there were also 200 foundries in the district. He said that when number, size, quality and diversity of the plants are considered, the Chicago District is justified in calling itself the greatest metallurgical center on earth.
