Recognizing the fact that the problems of the committee named by the Board to prepare the "official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee.

IKE'S amiable expression and apparent sincerity impressed AIME members as did the theme of his talk. Cautioning against the gradually increasing power of the federal government, he said: . . . "freedom as we know it is in no greater danger from without than it is from our own lack of understanding of this creeping paralysis from within." Next February, it will be three years since he uttered these words at Annual Meeting welcoming ceremonies, but the theme was oft repeated in his winning campaign. This brush with the exalted, brief though it was, makes Washington look friendlier to many AIME members than it has for years.

Howe Memorial Lecture The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and -practice of iron and steel metallurgy- or-metallography, chosen -by-the Board-of Directors upon recommendation of the Iron and Steel Division. The Library is a cooperative activity of the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Institute of Electrical Engineers and the American Society of Mechanical Engineers. It is administered as a public reference library of engineering and the allied sciences. It contains 133,000 volumes and pamphlets, 6700 maps and receives currently most of the important periodicals in its field. In order to place the resources of the Library at the disposal of those unable to visit it in person, the Library is prepared to furnish lists of references to engineering subjects, copies or translations of articles, and similar assistance. Charges sufficient to cover the cost of this work are made.

THE geophysical methods of exploration employed so extensively in mining and petroleum investigations are now being used in civil engineering. Requirements differ from those of mineral ex- ploration and therefore modified techniques have been developed. The civil engineer is primarily interested in the uppermost soil and rock strata. In highway engineering the materials affecting design and construction may be found within 15 or 20 ft of ground surface, and data on soils and rocks is seldom needed for more than a depth of 100 ft even for the heaviest structures.

In gassy coal mines, abandoned worked-out areas are natural reservoirs that may contain air- methane mixtures. The quantity of such mixtures is continuously increasing or decreasing as atmospheric pressure falls or rises. This is in accordance with Boyle's Gas Law, which states that the volume of a perfect gas varies inversely with the absolute pressure. In large, open gob areas without a bleeder ventilation system, atmospheric pressure is a static force acting in all directions. Changes in atmospheric pressure may occur rapidly or slowly, but any change will result in a change in the quantity of gob air-methane mixtures.

Two career employees of the US Dept, of the Interior, in a recent study, indicated that by the end of 1974, 73% of all public lands had been entirely or partially closed to exploration and development of essential resources for leasable minerals and 67% had been similarly restricted for locatable minerals.1 This has come about because of the lack of coordination within the executive branch and between the executive and legislative branches of the federal government and without regard for the cumulative, depressing effect on future domestic mineral production. Much of the withdrawn land is felt to have great potential for discovery of significant mineral deposits.

Apropos of metals low in the series illustrated by Dr. Butler's Table II, it is interesting to note that Cress and Feldman reported traces of platinum metals in several samples of alunite. They found, chemically and spectrographically, several traces of platinum, palladium, and rhodium in alunite from Sugar Loaf Peak, near Quartzite, Ariz.; silver, platinum, and rhodium in alunite from Rio Grande County, Colorado; and traces of rubidium and gallium in various samples of alunite. These authors stated that the platinum metals appear to be present as oxides and suggested deposition by hydrothermal solutions under near-surface conditions.

THE failure of the carbonic acid gas method at the Kehley Run Colliery has given rise to a conviction of the inefficienoy of the process; but a careful survey of the facts, and of the conditions under which it was tried, will show that a fair trial of the method was not and could not be made at this colliery; its failure in this particular instance therefore, should not be held as evidence against the process. GROWTH of the United States to industrial supremacy in the world is mainly because of the rapid exploitation of natural resources. The easily found high grade mineral resources have been depleted and attention has turned to low-grade ores. Progress has been made from the comparatively crude mining and milling techniques, which sufficed for the rich deposits, to more complex technology for exploiting low-grade ores. In spite of this progress the defense program is pointing up the fact that the mining industry is caught short on ability to produce the needed mineral raw materials. The mining industry is digging itself out of business here in the United States.

When the Seeley W. Mudd Memorial Fund was established in. 1929 the donors mentioned certain types of projects to which preference might be given in selecting those to he financed by the income from the Fund. One suggestion. was that the projects "be of particular benefit to young engineers." This modest little book meets this specification most aptly. It seeks to guide the engineer-particularly the young one-with the least loss of time and effort to the most convenient source of authentic information regarding any topic in which he may at the moment be interested. Knowing the best place to find the literature on a subject is almost as valuable-and far more practicable-than maintaining a library of one's own large enough to provide the information.

(written discussion§).-In the second paragraph, Dr. Thwing mentions the various stages through which clay ware. must pass but he does not analyze the third stage, oxidation, suffficiently. There are two elements to dispose of in a great many, of the shales that must he burned; these elements are carbon and sulfur. Dr. Thwing speaks' of the carbon, but intimates that it is safe to have a temperature of -800° C., which we find to be rather dangerous on a great tiffany shales. During the nineteen months in which our country was actively engaged in the war, the United States Shipping Board Emergency Fleet Corpn. expanded the shipbuilding capacity of the United States from an unimportant position among the world's producers of ocean-going tonnage to first place. At the same time it increased the overseas merchant fleet of the United States from a negligible quantity to second place. The shipbuilding program has been greatly reduced since the signing of the armistice. There have been suspended or canceled contracts for 754 ships aggregating 3,797,825 deadweight tons, which would have cost $797,564,276 to complete. The cost of canceling these contracts will be about $202,853,456, and the saving effected by cancelations will approximate $594,710,820.
