(San Francisco Meeting, October, 1911.) THE first successful bucket-elevator dredge to operate in California was put in commission at Oroville in March, 1898. There had been numerous previous attempts at dredging, but none of the earlier boats proved a success. The gold-miners in California early conceived the idea of a machine to dig gravel from the beds and bars of auriferous streams that were inaccessible by the methods then employed, and it was only a few months after the discovery of gold in California that such a machine was. shipped around Cape Horn from New York to San Francisco. This was, however, but the forerunner of many failures in gold-dredging, and was soon at the bottom of the Sacramento river. During succeeding years many other unsuccessful attempts were made, and it was not until 1897 that a dredge of the single-lift bucket-elevator type was floated on the Yuba river. This dredge was built by the Risdon Iron Works for R. H. Postlethwaite, and would probably have been a success if it had been operated on some of the rich Oroville ground instead of in a turbulent stream, where the dredge was wrecked during a flood, and was not repaired. Fig. 1 is a sketch-map of California, showing gold-dredging areas. It is not my intention to narrate in detail the history of the early failures in gold-dredging, and the various steps in the development of the modern boat, but merely to touch upon this in a general way, and to call attention to the wide difference in capacity and operating-cost between the first successful dredge, with an actual capacity of 600 cu. yd. per day-though its rated capacity was in excess of this-and the present modern dredge with 15-cu. ft. buckets, and an average capacity of 250,000 cu. .yd. per month. C. W. MERRILL*-Mr. Hughes' paper not only is very well presented but is most timely in that it covers a subject of vital interest to the United States. Tin is one of the strategic metals which has not been found here in appreciable quantities. The total United States tin output since the first recorded production over 100 years ago would not supply current consumption for a fortnight. On the consumption side, tin is extremely important in national defense because of its use in tin plate which, in the form of tin cans, makes it possible to feed properly the armies that the United States recruits from its civilian population in emergencies. Moreover, the internal combustion engines so important in powering tanks, planes, and other war machines, require large quantities of tin alloys for bearings and for soldering. These considerations, along with the fact that Malaya, historically, has been the leading source of tin to the United States, make the kind of information that Mr. Hughes has presented so ably, a matter of vital interest.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. Exploratory drilling in South Central Texas for the year 1944 showed a marked increase over that of 1943 and resulted in a similar increase in new fields discovered. In this area, which comprises the 30 counties included in district No. I, Oil and Gas Division, Railroad Commission of Texas,? 61 exploratory wells were drilled during 1944 as compared with 29 exploratory wells drilled during 1943, or an increase of over 100 per cent. Three new oil fields, two new gas fields and one gas-distillate field were discovered during the year, as compared with one new oil field and one new gas field discovered during 1943. These new fields were the result of exploratory drilling throughout the district along the Wilcox trend and the deeper Edwards lime trend, which was started during the previous year. The Wilcox trend yielded the new Loma iilta-Wilcox oil field and the San Caja gas-* tlistillate field, both in McMullen County. The Charlotte field, in Atascosa County, was discovered along the deeper Edwards lime trend. These three discoveries were of considerable importance and subsequent development should indicate the desirability of continued exploration along these trends. The other three discoveries, United oil field in Guadalupe County, Pederson gas field in Milam County and Van Cleve gas field in Zavalla County, were of minor importance. Charlotte Field, Atascosa County, was discovered by the Humble Oil and Refining Company's No. 3 Pruitt, completcd on Aug. 9, 1944, flowing 176 bbl. per day, 3/16-in. choke, 710 lb. tubing, 475 lb. casing pressures, 37.7º A.P.I. gravity, from the top of the Edwards lime from 6917 to 6923 ft. Two oil wells were completed during the year in this field. This discovery is 14 miles southwest of the same company's Imogene field, also producing from the Edwards lime but with considerable difference in reservoir characteristics. The discovery of this field is the result of surface geology and subsequent seismograph survey of the area. Loma Alta-Wilcox Field, McMullen County, was discovered by the Atlantic Refining Company's No. I Atkinson, completed on June I, 1944, flowing 102 bbl. per day, 9/64-in. choke, 1900 lb. tubing pressure, 37º A.P.I. gravity, from Wilcox sand from 6866 to 6869 ft. after being drilled to a total depth of 7185 ft. This discovery is the result of subsurface geology and an extensive seismograph survey of the entire area. Sun Caja Field, McMullen County, was discovered by Edwin M. Jones No. 2-C Ezzell, completed on June 2, 1944 as a dual completion in the Wilcox sands, flowing 1,740,000 cu. ft. gas with 53 bbl. distillate, 1/4-in. choke, 2035 lb. tubing pressure, 53.2º A.P.I. gravity, from sand 6416 to 6453 ft. and flowing 2,000,000 cu. ft. of gas with 127 bbl. distillate, 1/4-in. choke, 2500 lb. tubing pressure, 50º A.P.I. gravity, from sand 6889 to 6916 ft., after being drilled to a total depth of 7264 ft. THE object of a technical paper is to communicate new technical knowledge, the paper being the vehicle of communication and the existence of new knowledge its reason for being. It follows that the development of information worthy of communication, the criterion being novelty, is prerequisite to exercising the privilege of communication. The act of communication is achieved when the reader perceives the nature of the new knowledge, i.e., when he understands it. A paper achieving this objective is an acceptable technical paper. Development of new knowledge has as one of its purposes the increase of the existing state of knowledge and the enjoyment of the benefits derived therefrom. Technical knowledge is a collection of facts so ordered as to make apparent, relations existing between the facts. When the interrelations have been exposed the facts have been interpreted or explained Three broad, overlapping categories of technical papers may be recognized: papers consisting of (a) a report of facts, (b) an explanation of facts, or (c) a combination of a report and an interpretation. Ideally a technical paper should belong to one of the last two categories but current practice is to accept papers belonging to any of the three categories. Based on a small sample drawn from the scientific and engineering literature, the relative frequency of the three types is a: b: c:: 20:1:14. If the sample be limited to engineering literature, the ratios become a:c::2:1; type (b) being nonexistent. This large departure from the ideal is a consequent of the

Discussion of the paper of O. P. Hood, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 94, October, 1914, pp. 2607 to 2611. R. V. Norris, Wilkes-Barre, Pa.-I have had a little experience with gasoline locomotives and I want to indorse very strongly Mr. Hood's point with regard to the danger of carbon monoxide poisoning. I think .the terrible danger is not fully realized. I was foolish enough some time ago, in investigating a gasoline locomotive, to attempt to walk out of the mine entry behind it, and for several days I felt very seriously the carbon monoxide effects. The use of gasoline locomotives ought to be confined to mine entries where there is a very large amount of air. One of the grave dangers is their great convenience and the temptation to run them into chambers for just a few moments to get a car or two. GEORGE S. RICE, Pittsburgh, Pa.-Apparently one of the great dangers is in the style of the gasoline engine. When my attention was. first directed to the type of gasoline locomotives which I saw in the foreign mines-France, Belgium, and Germany, I was most favorably impressed with them, and they have given no trouble on account of fumes, so far as I could learn. Large numbers of them were being used, but all were of small capacity, and of a kind in which the speed control is by a governor of the hit-or-miss type, the engine running continuously. Their power capacity was very low, if I remember correctly it was not over 4 or 5 h.p., but they were used under favorable conditions where the grades in the mines were slight, since the entries or tunnels bad a slight grade in favor of-the load, making about the same pull for the empties against the grade as for the load with the grade. I understand the hit-or-miss valve arrangement enables a setting that will give more perfect combustion than can be insured with the valve controlled by the operating man, as in the automobile type of valve and engine used in this country. Apparently the European type of locomotive does not have the capacity to permit use under the conditions existing in this country, where most of our entries or tunnels have variable grades and long heavy trips of mine cars are used.

THE major metal mine operations of the United States Smelting Refining and Mining Company in Utah are in the Bingham area. The Company also owns and operates metal mines in the Ophir district, twelve miles south of Bingham, and in the Tintic district, 28 miles south of Ophir. Operations of the Company in the Park City area have been idle since early in World War II. These mining camps, lying at moderate elevations, serviced by railroads, hard-surfaced highways, in close proximity to mills, smelters, cities and towns, fertile valleys, winter and summer vacation areas, and airports are probably as favorably situated as any mining camps in the world. The U. S. Geological Survey, I believe, has almost completed a study of the Harney Peak quadrangle, preliminary to the publication of a report on that district. As I was engaged for some months on an investigation of the mode of occurrence of the ore-bearing formation in this area, it has seemed to me timely to make public the results of my study, as a contribution to the consideration of this subject. It seems scarcely necessary to describe the locality and general geology of the Black hills of South Dakota, for since 1846 many have contributed information concerning this region, some of the reports bearing such well-known names as those of Walter P. Jenney, Henry Newton, S. F. Emmons, and C. R. Van Hise, while me have only to glance at Bulletin No. 4 of the South Dakota School of Mines, in which Prof. C. C. O'Harra, of that institution, has given us a bibliography of contributions to the geography and geology of the section, to find that other well-known men have studied the district, and have given us the benefit of their researches. The U. S. Geological Survey has made geological maps of nearly the whole of the Black hills, the only quadrangle yet to be conlpleted being, as stated, the Harney Peak district. During the late summer and autumn of 1910, it was my lot to examine and report on a considerable area in this neighborhood, which once had been prospected, and in some cases exploited, for tin. This paper gives an account of certain geological phenomena, noted at that time, which greatly influenced my conclusions. The predominating formation of the district is pre-Cambrian, represented by a highly-cleaved mica-schist, usually very gar-netiferous, and sometimes hornblendic. INTRODUCTION The $645 million financing for Inco Ltd's Soroako nickel project in Indonesia not only represents a significant human achievement but also there are certain important lessons that can be derived from Inco's experience in financing the project. The paper will not present a technical assessment of the project since Inco Ltd. submitted a series of papers on this subject at the international Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979. BRIEF HISTORY OF THE SOROAKO PROJECT Table 1 summarizes the milestones achieved in the Soroako project and its financing. Exploration Phase A contract of Work was signed on July 27, 1968 by the Republic of Indonesia and F.T. International Nickel Indonesia (P.T. Inco) covering an extensive area of over 25,000 square miles on the two southeastern arms of the island of Sulawesi. The Contract provides that P.T. Inco has the sole responsibility for financing the project and determining the terms on which the financing should be obtained, that P.T. Inco has the right to receive and hold outside of Indonesia foreign exchange revenues and to freely dispose of such revenues, and that Indonesians have the right to purchase up to 20% of the equity of P.T. Inco over a period following start of production. P.T. Inco began field investigations in the Contract Area in August 1968. Preliminary reconnaissance sampling with portable drills broadly outlined areas of favorable laterite terrain which were then systematically sampled on surveyed grids. By early 1971 sufficient exploration work had been completed to indicate that the laterite deposits near Soroako could sustain a major nickel-producing plant (figure 1). Pilot plant studies in 1970 and 1971 at Inco's research station in Port Colborne, Ontario, using two bulk samples of Soroako ore material, also confirmed that the ore could be upgraded and treated for the recovery of its metal values. Feasibility Phase Encouraged by the results of its exploration program and pilot-plant work, Inco Ltd. commissioned Toyo Engineering Company of Japan in August 1971 to prepare a capital cost estimate for a relatively small nickel project called "Stage I". Stage I was to be a single-line pyrometallurqical process plant with an annual capacity of approximately 15,000 metric tons of nickel contained in 75% nickel sulphide matte (see Figure 2). Electric power was to be supplied by a thermal power station. It is important to recognize that Inco's strategy was to develop the Soroako ore deposits in several stages: first, construct a small project to gain experience and to reduce the initial capital outlay and then later expand in one or more steps to a much larger project to achieve maximum economies. The strategy reflected both Inco's financial position in 1971 as its sales and earning dropped sharply and the difficulties previously experienced by Inco in trying to launch in the late 1960's very large "greenfield" nickel projects in New Caledonia and Guatemala. Toyo's Project Development Study was completed. in January 1972. Based upon Toyo's cost estimate for physical facilities, Inco estimated the total capital cost of Stage I to be $115 million. For the next several months, Inco ran numerous in-house financial feasibility studies, using as inputs Toyo's cost estimate and the results of its exploration and pilot plant programs. In September 1972, Inco completed a project feasibility study which was based upon a capital cost estimate of $135 million. The feasibility study was immediately made available to potential partners and lenders. Partner Negotiations The Japanese nickel market had from the outset been central to Inco's planning for the Soroako project. That market had been growing dramatically at rates in excess of 20% per annum during the 1950's and 1960's. Japan had established, for rational security and other reasons, a domestic

The fact that many millions of gold have been extracted by the cyanide process, during the last five or six years, from South African tailings which could not be profitably worked by any other method previously tried upon them, lends a peculiar practical interest to this branch' of metallurgy. Numerous writers have recently made valuable contributions on the process without exhausting the many complexities of the subject. Among the first American writers on the subject in its modern aspect were two former students of the University of California, Mr. Louis Janin, Jr., and Mr. Charles Butters. Young Janin was one of the first to enter this field, and performed much useful experimental work in the early stages of the history of the process. At about the same time, Mr. Charles Butters, who had left California to erect chlorination works for the Robinson mine at Johannesburg, became interested in the cyanide process, and, after getting the chlorination plant in working order, put up, for working the tailings from the Robinson mine, a cyanide plant which achieved the first large-scale success ever made with this process. The papers which Charles Butters, together with John E. Clennell and Edgar Smart, have contributed on the chemistry of the process, were among the first to give any adequate idea of its nature.* Another important contribution to the literature of the subject is the paper of Dr. A. Scheidell, published in 1894 as a " Bulletin of the California State Mining Bureau." This contains an admirable summary of the state of the art at the time of its publication.

This process is performed in the Pernot puddling furnace; it removes from 75 to 80 pel. cent. of the phosphorus, most of the sulphur, and practically all the silicon, from crude iron, in from five to eight minutes. It has been in regular use since March, 1877, and has produced over seventeen thousand tons of mashed metal for the openhearth furnace. During two years, nearly all, and lately, all the open-hearth steel produced in these works has been made from about 5 tons of washed pig and 2 tons of scrap per open-hearth furnace heat. There arc 12 open-hearth furnaces, of which 4 to 9 are running, according to the state of orders. A large amount of highly phosphoric iron from France and Belgium has been also washed and then puddled for parties who have taken, or are expected to take, licenses. The mashing of pig for puddling, however, is not a practice at Krupp's works, because pore pigs are nearly as cheap as impure ones. The author and his assistant, Mr. Laureau, spent, during the last month, three days at Krupp's works, examining this process. They copied out of the office books characteristic analyses and physical tests, some of which are given berewith. They also brought home many samples of pig, cleaned metal, puddle bar, and steel, which they saw treated. Analyses of some of these samples appear in Table IV. As there are no blast furnaces at Essen, the iron is melted in two Bessemer cupolas with fore-hearths; they melt 124 pounds of iron with 1 pound of coke. The metal is run by a spout from the forehearth into an opening at the side of the main door of the washingfurnace. The The washing-furnace.—This is a regenerative gas furnace. It has a Pernot revolving-hearth of 12 feet external diameter and 3 feet depth. (See Plate.) The four regenerator chambers hare 780 cubic feet capacity, which is about the same as the average regenerator capacity of open-hearth steel furnaces of equal tonnage. The lining is 13 inches thick on the sides and 9 inches on the bottom, thus giving a hearth 9 feet 10 inches by 2 feet 3 inches deep. The lining is composed of lumps of highly refractory ores

AN analysis of the bituminous coal situation by an authority who traces the production, mining, safety, markets and labor trends in comparison with other fuels. BEFORE 1918 the production of coal experienced a steady growth, with slight recessions in ouput in only twelve years (1837, 1841, 1852, 1855, 1861, 1874, 1876, 1889, 1894, 1905, 1909, 1914), and in each of these cases the loss was recovered in the following year and the increase continued. In each decade the output was doubled. Prices, while not high, allowed some profit. In 1918 during World War I, an output of 580 million tons was reached and with the exception of 1923 this total was not again reached until 1942, in World War 11. Losses of output in this period were much greater than ever before; in 1932 the total was 270 million tons less than in 1918 or 1923, and the loss after 1923 was not recovered until 1942. The greatest output was 631 million tons in 1947.

The application of the law of supply and demand to the sale of crude oil is generally conceded, but the motives underlying the buyer's (refiner's) demands are not always obvious to the seller (producer). In some cases this obscurity has led to the conclusion that the refiner may be unnecessarily particular when he selects one crude and rejects another. This preference, however, is very largely the reflection of the refiner's product demands and the quality of the stocks obtainable from the selected crude. The purpose of this paper is to point out critical characteristics of the major classes of refined products and to show how crudes vary in their suitability for such products. With relatively few exceptions, available processing methods and addition agents make it theoretically possible to produce any type of refined product from any crude source, although it may not be economi-cally sound to do so. The widespread application of thermal cracking for converting higher boiling stocks into gasoline is well known. More recently cracking and refining in the presence of catalysts9 have been developed, as well as various processes for polymerizing lighter hydro-carbons into gasolines having desirable characteristics.6 For several years, selective solvents have been applied commercially to refining inferior quality kerosene, Diesel fuel and lubricating oil distillates .3 Improved methods for refining lubricating oils from crude residua,4 formerly suitable only for fuel, are now in use and a number of special solvent processes are available for dewaxing lubricating oils to low pour point.5 These improved refining methods have been developed not only to meet the demand for improved product quality but also to enable the refiner to obtain quality products from crude sources that would not yield such products by the older refining methods. In many cases, the utilization of these modern refining tools necessi-tates an appreciable expenditure for equipment as well as added manufac-turing costs, and their application therefore must be justified economically. Despite the availability of such tools, the added processing costs involved and yields obtainable may render their application entirely impractical. Waterhouse announced that the fall meeting will be devoted to alloy steel. This meeting will be held in Chicago the week of Sept. 22 in connection with the National Metal Congress. He also announced that oxygen in steel will be the central idea of the meeting which will be held in New York next February. The first paper, entitled "Sintering Limonitic Iron Ore at Ironton, Minn.," was presented by Perry G. Harrison (T. P. 284), the author. Sintering was first un¬dertaken in 1024 to treat Cuyuna range iron and manganiferous ores low in silica and high in moisture and containing objectionable qualities of fine... A Dwight-Lloyd machine was first installed. This machine was replaced by a larger one having a width of 72 in. The power cost was decreased from about $11.22 per ton of sinter on a 42-in. machine to about X0.14 for the 72-in. machine. The tons of sinter per man-shift was increased from 11.86 to 16.77. Improvements embodied in the larger plant reduced the cost of sintering to $0.41. The analyses of iron ore and manganiferous ore and the sinter produced from these materials was used to show the increase in value at the mine resulting from sintering. A plausrsle method of drilling beyond the continental shelves is set forth with limitations of the method. The continental shelves comprise the water-covered portions of land masses out to 600 ft. of water, or roo fathoms. Possibilities and Problems of Drilling beyond the continental shelves It being conceded that because restricted deep-water portions of the hydrosphere might contain oil in commercial quantities, and that at any rate it is pertinent to know more of the nature of the lithosphere beneath the hydrosphere, the possibilities and problems of drilling beyond the continental shelves should be set forth. Drilling in open water would offer few if any advantages over drilling on land. These are: 1. The ocean transportation is available to deep-water drilling sites, and extensive pipe lines and roads are unnecessary. 2. Refinery facilities and markets perhaps are established on the near-by shore where adjacent fields on land are nearing depletion. 3. There is freedom from jungle pests and tropical diseases. 4. Competitive drilling is less likely. 5. Extensive areas attractive for development arc not yet under lease or concession. Disadvantages are great and numerous: 1. Storm hazards from wind and wave. 2. Expensive foundations, either rigid or floating. 3. Shutdown times because of weather. 4. Marine Regulations of Federal Bureaus in addition to customary regulations on land. 5. Frequent difficulty in moving men and materials to and from drilling platforms. 6. Extra precautions required in open sea. For drilling in water more than 500 or 600 ft. deep, rigid foundations2 become too costly, and floating foundations must be used, and they must meet the following requirements:

The solubilities of nitrogen in liquid iron and liquid Fe-Ni, Fe-Mo, Fe-V, and Fe-Mo-V alloys were measured by the Sieverts method. Measurements were made at 1600° to 1800°C on binary alloys up to 20 pet Ni, 10 pet V, 10 pet Mo; and on ternary alloys containing 0 to 3 pet V with 0 to 5 pet Mo. The results on liquid iron confirm that Sieverts' law is obeyed in the range 50 to 750 mm pressure. The measured solubilities and their temperature coefficients are in general agreement with other modern authors. The logarithms of the activity coefficients of nitrogen in the binaries are approximately linear functions of the pet of alloying element. A method suggested by Wagner, Chipman, and others for predicting gas solubilities in complex alloys from solubility data on binaries was applied to the Fe-Mo-V alloys. Reasonably good agreement was obtained between calculated and experimental solubilities. NITROGEN'S solubility in liquid iron has been studied by a number of investigators. It is reasonably well established that the solubility of nitrogen follows Sieverts' law at least up to 1 atm partial pressure and that the solubility increases gradually with temperature. The solubility of nitrogen in Fe-X binary liquid systems has been investigated in only a few cases. Only the systems Fe-Cr,3-5, 7 Fe-V,3 Fe-Mn,3, 5 Fe-Ni,3, 5 Fe-Si,B, H Fe-C, L, H and Fe-P4 appear to have received any study. The only work on liquid Fe-V was done by Brick and Creevy.3 This was limited to 13.5 pet and 26.5 pet V, but no exact temperatures were recorded. No work whatsoever appears to have been done on liquid Fe-Mo alloys and even work on Fe-Ni alloys is rather scant. The work on liquid ternary systems is still more limited, and the only publication available appears to be that of Wentrup and Reif,7 who studied the Fe-Cr-Mn and Fe-Cr-Ni alloys. Rassbach, Saunders, and Harbrecht17 have reported work on the solubility of nitrogen in stainless steel but this was not a systematic study of any particular system. Commercial alloys usually contain several alloying elements. Thus, it often becomes important to be able to predict the nitrogen solubility in systems containing two or more added elements without the necessity of making measurements. Wagner,14 Chipman," Darken and Gurry," and Morris and Buehl 14 have suggested means by which this may be accomplished, and Langenberg14 has recently applied one of these methods to nitrogen solubility in complex liquid alloys. This paper reports the results of nitrogen solubility determinations on Fe-Ni, Fe-Mo, Fe-V, and Fe-Mo-V alloys and compares calculated and experimental solubilities in the ternary alloy. Attempted measurements on Fe-Cr alloys were not successful by the experimental method employed. Experimental Method The general method of solubility measurement was that of Sieverts.' The apparatus and procedure were essentially the same as used by Liang, Bever, and Floe."' The equipment consisted of a small vacuum furnace heated by a 6 kw induction unit, gas measuring apparatus, and a gas purification train. The crucibles used were Norton Alundum with alumina sand around them for insulation. The crucibles were charged with 100 to 200 g of material, about 180 g or nearly filling the crucible being found most satisfactory. Hot volumes were determined with argon and ranged from 95 to 130 cu cm (stp). Temperature measurements were made with a Leeds and Northrup optical pyrometer which was calibrated periodically against the melting point of iron in the same apparatus."-'* Good quality nitrogen, hydrogen, and argon gases were further purified and dried in standard purification trains.
