The 112th Meeting of the Institute, and the Annual Business Meeting, will be held at the Headquarters of the Institute in New York City, Feb. 14 to 17, 1916. The Chairmen of several of the technical committees report that papers on subjects of timely interest in their respective branches have been promised. David H. Browne, who was appointed Chairman of the Committee on Arrangements, has organized his committee for active work. Members are urged to make their plans now to be present at this meeting to avail themselves of the pleasant opportunity for greeting old friends and making new ones among those engaged in the same profession.

NUMEROUS investigators1-4 have shown that one of the most conspicuous effects of the reverse marten-sitic transformation in Fe-Ni alloys is the stabilization of the austenite which forms on reversal. However, the present authors5 found a virtual absence of stabilization in a recent study of this subject. The purpose of this note is to account for the discrepancy.

Our examination was made in accordance with generally accepted auditing standards, and accordingly included such tests of the accounting records and such other auditing procedures as we considered necessary in the circumstances , In our opinion, the accompanying statements present fairly the financial position of the Institute as at December 31, 1951 and the results of its operations for the year ended on that date, in accordance with the method of accounting maintained by the Institute for 1951, which (except for a charge to expense of $12,500 00 in 1951, in which we concur, to provide for increasing the reserve for depreciation to an amount considered appropriate as at December 31, 1951) was consistent with that followed for the preceding year

Attention is called to the changes in officers of the Committee, whereby Albert Sauveur becomes Vice-Chairman, and Herbert M. Boylston, Secretary. Three new members of the Committee have been added, as follows : J. Esrey Johnson, Jr., William Kelly, William R. Walker. The death of Dr. F. WV. C. Schniewind is a severe personal blow to the members of the Committee, as well as a loss on the technical side that will be hard to fill. During the absence of Mr. Kirchhoff in Europe the activities of the Committee will be under the charge of Professor Sauveur.

Data about shipments in this county are more plentiful than in most others. Canal records, although not complete, are available for 1837-1840, 1856-1857, 1859 and 1864. The census figures, and those of the reports of the Secretary of Internal Affairs, are very evidently too .low. Local consumption within the county has always been large, mainly due to the Cambria Iron Company, and other manufacturing plants, in Johnstown; here a large coke supply was made from coal directly from the mines, neither coal or coke being handled by any outside transportation agency. All available data is shown in Table 35.

W. R. Ingalls made an oral address on the subject of the 27th Engineers, and it was resolved that notice of the needs of the Association of the 27th Engineers be communicated to the members through the Bulletin. Robert W. Hunt was appointed representative of the Institute on the Commission of Award of the Washington Medal of the Western Society of Engineers. The budget for the year 1918 was adopted. The report of the Library Committee for the year 1917 was accepted. An appropriation of $50 to the Treasurer's clerk was made. The appointment of the tellers made at the last meeting of the Board was confirmed.

AS part of a continuing program of liquid metals research, the densities of liquid lead, tin, zinc, cadmium, and indium have been measured by a pycnometric method. The pycnometers are made of high-density graphite to the design illustrated in Fig. l(a). In pursuing this research program, emphasis has been placed on detailed experimental care. As a result, claims are made for densities accurate to within ± 0.05 pct over temperature ranges varying from about 100± to 200°C above the melting point. The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. The following were the Howe lectures and lecturers for the years indicated: 1924 What is Steel? By Albert Sauveur. 1925 Austenite and Austenitic Steels. By John A. Conservationists have launched an attack on the mining law of 1872, accusing it of permitting the min- ing industry to rob the public and despoil the environment while doing it. Michael McCloskey, executive director of the Sierra Club, and one who has made known his opposition to the law said, "environmentalists are unified in their agreement that repeal . . . is one of conservation's most urgent tasks . . . ." Charles H. Callahan, executive vice president of the National Audubon Society, paralleled McCloskey's sentiments, calling the law a "disgrace" and a "give-away." In his opening statement before the Senate Interior Committee, Chairman Henry M. Jackson (D-Wash.) said that legislation pending before the committee would put the hard rock minerals under a leasing system as is the case with oil and gas.

RICHARDS, South Bethlehem, Pa. :-In regard to the physical nature of quartz for making silica brick, is the coarse-grained preferable ? E. P. MATHEWSON, Anaconda, Mont. :-A dense quartz is preferable. The quartzite is the actual material used by the Anaconda Company. The sandstone referred to, the foreign quartz, was a very pure sandstone and bad hardly any impurities in it, and the brick made from that particular material, while apparently beautiful while coming out of the kiln, and true, immediately on heating in the furnace buffed up half an inch and were cracked open.

Objective stockpile goals have been met for antimony, bismuth, fluorspar, and iridium, while those for bauxite, cadmium, copper, lead, zinc, manganese, mercury, platinum, tin, and vanadium have not, according to a report by the Munitions Board. Total materials under inventory and contract represent about 78 pct of entire stockpile goals, the report stated. Frobisher, Ltd., of Canada has been given permission to survey power possibilities in certain lake and river basins in the Yukon believed to have a potential of 5 million he. Canadian Resources Minister, Robert Winters, also announced that his Government has rejected a bid by Aluminum Co. of America concerning use of Canadian waters to power a proposed Alaska aluminum project. Alcoa is reported hopeful of resuming negotiations.

NATURAL GAS was secured in the Trenton limestone near Findlay, Hancock County, in 1884, and oil in the following year. Drilling was rapid so that the production increased by leaps and bounds; in 1896, it exceeded 25,250,000 bbl., the maximum for the field. Since that time, the yield has decreased steadily and in 1921 was only 1,447,243 bbl. The territory extends as an arc of a circle from near the western end of Lake Erie southwest into Indiana, which it enters in Adams and Jay Counties. Sixteen counties are listed in Ohio but five of them combined had a new production of only 264 bbl. and they might well be omitted. Progress in the Trenton limestone field of northwest Ohio in 1923 is shown in Table 1.

The volumes of Transactions, which are published annually, contain the list of officers, rules, etc., the Proceedings, and the papers revised for final publication. (In this revision, after the preliminary publication, authors are permitted to use the largest liberty; and the changes and additions made in papers are sometimes important. It should be borne in mind by those who study or quote a paper in the preliminary edition, that they may not have in that form the ultimate and deliberate expression of the author's views.
