We wish to congratulate the authors on a fine presentation of a difficult and interesting problem. We fully support the findings that liquid or even mushy center reduction has no place in the production of quality steels. We also agree with the findings, or implications, that internal bar quality is not made in the rolling stands, but in the caster. This is the main reason why Inland caster exclusively uses the submerged casting technique after a few months of familiarization with open casting. The metallurgical advantages of combining in-line reduction with a caster are actually indirect. The use of submerged casting and refining powder permits casting of fine grained aluminum killed steels without resorting to expensive grain refiners and cuts down or eliminates reoxidation during casting. Immersion of a snorkel into a small mold may lead to several operating difficulties. Hence, the presence of in-line reduction enables the section to be cast into a large mold, at high output rates, while obtaining some product size flexibility. The capital and operating costs of a caster-- in-line mill are lower than those of the traditional installation with a separate reheating furnace and billet mill. Admittedly, in-line reduction represents an additional challenge to the steelmaker, maintenance man, and metallurgist.

Use was made of a recently developed surface-accumulation diffusion technique to measure the self-diffusivity of edge-type dislocation singular lines (Burgers vector along <110>) in a bent and polygonized single crystal of silver. Two factors are involved in obtaining a number for the diffusivity. One factor, the dislocation-line density, was measured by a microscopic technique recently developed, and the value of the other parameter, the effective "diameter" of a dislocation pipe, was estimated. With these parameters equal to 7.3 X 106 dislocations per sq cm and 10-7 cm, respectively, it was found that the self-diffusivity along edge-type dislocation lines was a factor of about two times the average grain-boundary self-diffusivity. The dislocation-pipe diffusivity is about 7x10-7 sq cm per sec at 450°C. THE possibility of short-circuit diffusion through imperfections in crystals has been recognized for some time. It was only recently, however, that concerted effort has been expended to obtain values of diffusivity for grain-boundary short circuits. Joseph Hartshorne was born in Philadelphia in 1852. He died Aug. 23, 1918. After graduating from Haverford College, he took a special course in chemistry at the Massachusetts Institute of Technology, and later at the University of Pennsylvania. He started with The Pennsy!vania Steel Co. as an apprentice in 1873, working in the laboratory and mills for two years, and then one year as foreman in the Bessemer Department. Next, he was assistant chemist in the second Geological Survey of Pennsylvania. In 1878, he went to Prance to investigate the Pernot open-hearth furnace for the Cambria Iron Co. Upon his return, he assisted in designing and erecting the plant in Johnstown and was foreman of a turn for one year, and superintendent for the next. In 1881, he became superintendent of the Bessemer and rolling-mill departments. In 1884, he went to Pottstown and also made a trip to Europe to investigate the Bessemer basic process. Upon his return he dcsigned and erected the basic Bessemer plant for the Pottstown Iron Co., and was superintendent there until 1893, when the company failed. Since then he has been a consulting metallurgical engineer, and expert in patent cases. The !most important of the latter was that of Krupp versus Midvsle on the armor-plate patent case, in which he was leading cxpert for Midvale. He was a good linguist, having command of French and German, and a fair knowledge of Italian and Spanish. In all, he made eight professional trips to Europe.

The name of this Committee, which was formerly known as the Committee on Increase of Membership, was changed in the revised Constitution adopted last year. At the same time, the form of organization and the functions of the Committee slightly altered. Previously it had concerned itself only with endeavoring to secure applications for membership from those who are, or should be, interested in the field of activities of the Institute and in a position to benefit from membership in it. The Committee was large and widely scattered, with the result that it was impracticable for it to hold meetings and discuss any of the larger problems involved in stimulating growth along sound and healthful lines. At the suggestion of last year&apos;s Chairman, the Assistant Secretary of the Institute, an executive committee of the main committee, consisting of two past presidents and three other members, each a prominent figure in one branch of the mineral industry, and with the past Chairman as executive secretary, was created to make a study of the general problems of membership. The first problem it took up was the membership structure of the Institute in its relation to beginners in the industry. After reviewing the organization of the three other national engineering societies and the experience of the Institute during the past ten years with the Junior Associate grade of membership, the Committee recommended to the Board of Directors, on Nov. 21, 1928, that this grade of membership be abolished and the two grades of Student Associate and

(written discussion?).-An employment department operated only with the object of relieving the foremen from hiring and for the purpose of centralizing record keeping is not likely to be entirely successful, and is doing but a small part of the good that practice has shown is possible; although it was .probably a desire to save time and to conduct the business more conveniently that led many mining companies to centralize their employment department. The ultimate object, however, is the reduction of labor turnover, by obtaining men better qualified to fill the positions to which they are assigned, by following up their work and providing for transfer to other departments or for promotion, if advisable, by reducing the number of quits for inconsequential reasons, and by supervising such laying-off as is necessary in such a way that the permanent force is not upset. It provides a stability &apos;of employment, free from favoritism and paternalism, probably the best form of employment insurance that we can have. The value of the employment department is in direct proportion to the breadth of its supervisor, his ability to estimate and place men, his sympathy in dealing with their petty troubles, and his analysis of quits and the reasons therefor. There is probably no better index of the soundness of the industrial relationship between the employee and the employer than the reasons why men quit; an intelligent, unbiased analysis of these reasons tells where corrective measures are necessary. In nine cases out of ten the reasons are small grievances, easily corrected, and are things usually overlooked by mine officials.

PUBLICATION of this little volume is a luxury that the Institute itself could scarcely afford. In truth, no engineer nor geologist, no assayer nor metallurgist would be likely to enhance his knowledge, improve his technique, or cut his own operating costs by reading this excellent translation of two booklets first published circa A.D. 1520. It is doubtful if the present enterprise would, in a practical or tangible way, "promote the arts and sciences connected with the economic production of the useful minerals and metals." And such, is the prescribed purpose for which the funds of the Institute should be spent. Fortunately for the Institute, the Seeley W. Mudd Memorial Fund is not so circumscribed; and the Fund Committee enjoys, greater liberty of action. The sponsorship by the Mudd Fund in 1942 of the publication of The Pirotechnia of Vannoccio Biringuccio, as translated by Dr. Smith and Mrs. Gnudi, was an innovation-indeed something of an experiment. Not only was the content of the volume significant mainly for its "cultural" and "scholarly" attributes; -but the format, an outstanding example of the fascinating art of bookmaking, bore no resemblance to the ordinary technical book. The Committee, frankly, was surprised at the enthusiastic reception accorded the volume. When a second edition was required, the Committee became convinced that the publication of material of this type, particularly if printed and bound in attractive form, was an appropriate avenue for utilizing a moderate proportion of the monies available from the Fund. The Bergbüchlein and the Probierbüchlein antedate by some years the first publication of De la Pirotechnia and of De re Metallica; but Georgius Agricola, the author of the latter work, made good use of the material in the earlier volumes. The Pennsylvania-grade oil industry suffered a serious decline in 1938, which can be largely accounted for by the decrease in the use of lubricating oil. Production was considerably lower than in previous years and prices were very much lower. Operating profits undoubtedly were lower than the year 1933, for the average price of Bradford crude in 1938 was $1.898 as compared with $1.86 in 1933, and the difference in average price of $0.04 per barrel was more than offset by increased operating costs and taxes. Bradford Field Production in the Bradford field in the state of Pennsylvania averaged 36,759 bbl. per day in 1938 as compared with 41,300 bbl. in 1937. The decline in average daily production of 4541 bbl. can be attributed to low market price and pipe-line proration rather than to the actual physical capacity of the field. Pipe-line proration was in effect for the last eight months of the year and the daily average production per month fluctuated between a maximum of 41,852 bbl. per day in March 1938 and a minimum of 33,649 bbl. per day in November. Production figures for Bradford field have been corrected to include only the parts of the Bradford field that arc within the state of Pennsylvania, but the well-completion data for the Bradford field cannot be segregated and include those of the entire Bradford field, part of which is in Sew York state. Production from the Bradford field was obtained almost wholly by water-flooding and no radically new methods or practices occurred. Intensive research work was carried on both by individuals and companies and as a cpooperative enterprise, and minor improvements are gradually occurring in spacing, shooting, application of pressure and water conditions. Drilling Central and Southen Pennsylvania.—Pennsylvania production in central and southern Pennsylvania was obtained largely by air and gas repressuring together with the usual amount of natural production, and the repressuring operations in other than the Bradford field have not

The following notes are submitted in the belief that they may interest some of the many owners of mall water-power plants, so generally used in mining-work throughout the West. A small and somewhat primitive quartz-mill was taken over by a leasing company, and a 10-stamp battery was installed. Originally, power had been furnished by a Pelton wheel; but, since the supply of water depended on the rate at which snow was melting 011 the mountains, a steam-plant had been added to help out during cold spells. This auxiliary plant was antiquated and expensive to operate, and, soon after starting up the remodeled mill, it broke down completely; so that it became neceseary to get all the power possible out of the Pelton wheel, with its ever-varying water-supply. The pipe-line, about a quarter of a mile long, was made up of assorted sizes, from 7 to 11 in. in, diameter; and, since it was buried deep under snow, there were no data from which to calculate the theoretical size of the nozzle. The stream being at this time at a low stage, it was important to make the most efficient use of the available water. This was done by using a nozzle large enough to pass the whole supply—taking care, however, to limit the size so as not to lower the water-level in the tank at the head of the pipe-line. As the weather became warmer, the nozzles were gradually enlarged to meet the increasing volume of water; but a point was finally reached where further enlargement only gave decreased power. Evidently the loss from friction had more than balanced the gain from the increased flow through the pipe. However, the area of nozzle that developed the maximum power from the pipe-line had been found. This was used; and the surplus water was allowed to run to waste at the head of the line.

A few years ago somebody connected with one of those self-constituted bodies of unofficial character, like a Chamber of Commerce, Board of Trade, or State Development Board, started a catch-phrase referring to California as a The Land of Sunshine, Fruit, and Flowers," and the railroad magazines and folders keep it steadily in use, working day and night. Yet it altogether ignores the substance which brought the State into the Union, which peopled it, and which made it famous thronghout the world. You ladies and gentlemen who have come from what wc here call "the East," have in your own States, no matter which one, sunshine, fruit, and flowers. But your Eastern States, having these things as we do, have not the gold that we do. Therefore, the old designation of " The Golden State," applied to California, should be revived, as being the most distinctive term. It is worthy of remembrance, too, that during the dark days of the civil war this State handed over $172,000,000 in yellow gold, and saved the credit of the nation. Gold-mining has been carried on in California since &apos;&apos; The days of old, The days of gold, The days of &apos;49," and it still continues. Since that historic year, and up to the end of 1910, the State has produced, in gold alone, $1,530,214,468. Since 1792 the entire United States production of gold has been $3,261,573,500, so that the single State of California has, in that period, produced within $201,144,564 of one-half of all the gold from Alaska, Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington, and the Southern and scattering States. PRACTICALLY all explosives may be classified as those that burn and those that detonate. Explosives of the first class include .black blasting and smokeless powder and are broadly known as low explosives, or propellants, because they merely burn and do that comparatively slowly. Their action is as if some power behind the projectile or other material were exerting a shoving or pushing action. The high, or detonating, explosives produce a smashing or shattering effect upon the material. In using military- explosives of the propellant class, the breach of the gun, or cannon, is proportioned to hold the pressure, so that the projectile will be blown out. Exactly the reverse is true in commercial work; then it is the "breach" or the hole that is to be broken. The projectile and the explosive are therefore chosen that will rupture the largest "breach" possible. With the high explosives, it is easy to break out the breach (that is why they are of no value as military propellants)" but with some of the low explosives it is necessary to plug up the muzzle very carefully before shooting. Doubtless the use of incendiary mixtures of oxidizing and combustible materials led, in the 13th century, to the perfection of the mixture which is practically the same as our commercial black blasting powder of today. About 600 years later, nitroglycerine was discovered, but for years its great potential energy could not be used because, in its liquid state, it could not be safely handled or transported. The accidental discovery that kieselguhr would absorb, and hold fairly well, three times its own weight of nitroglycerine, however, made it available. "Guhr dynamite," as the combination nitroglycerine and kieselguhr was termed, was soon displaced by dynamites having an active base, such as wood pulp and other carbonaceous combustible materials. These do all that kieselguhr will do and, in addition, increase the chemical reaction and add materially to the effectiveness of the blast.

WHEN attempting to lift mill pulp containing a considerable percentage of wolframite, in an ordinary bucket elevator, difficulty was encountered from the tendency of the tungsten minerals to settle, on account of their high specific gravity. Lifts not exceeding 20 ft. (6m.) could be accomplished without particular difficulty, because there was insufficient time for consolidation of the heavy minerals in the bottom of the bucket; but with higher lifts, the heavy tungsten minerals would settle so solidly that when the bucket turned over at the top of the elevator the contents could be only partially dumped. In this case it ,was necessary to lift the material a distance of 34 ft. (10m.); hence some means had to be adopted to prevent settling, at least to such an extent that the material could be dumped from the buckets. To reduce the carrying time to a sufficient extent would have required a belt speed of 475 ft. (144.7m.) per minute, which was not feasible. It was decided to try, by vibrating the belt about midway of its span, to keel) the material sufficiently agitated during elevation to prevent settling. Underneath the rising side of the belt was placed a 12-in. (30.48-cm.) idler pulley, 18 ft.-(5.5 in.) up in the total lift of 34 ft. The idler pulley was set eccentric by 3/4 in. (19 mm.) and it was hoped that the vibration thus imparted to the belt, running at a speed of 280 ft. (85 m.) per minute, would prevent settling in the buckets. It was found that the pressure of the belt on the idler, due to the small inclination of the elevator, was not sufficient to overcome sliding on the idler, and the agitation was insufficient to accomplish the desired purpose. The idler was then connected to the drive shaft of the elevator through an intermediate pulley, gearing down to a speed of 20 r.p.m., so that a positive vibration was imparted to the belt; this imparted enough motion to the belt to prevent settling and the contents of buckets clumped satisfactorily.

(San Francisco Meeting, September, 1915) CUPELLATION is well known to be one of the most effective methods of separating silver and gold from base metals and other impurities, as well as one of the most accurate means for their estimation. In the latter application it consists in absorbing in some porous medium the fused lead. oxide formed by the oxidation of the lead "bath," which carries with it the oxides of other base metals present. It has long been recognized that small amounts of both silver and gold were removed and absorbed together with the base metals, as well as being to some slight extent volatilized, and in work of the highest accuracy a correction is made for the "cupellation loss." Thus. in the assay of bullion this is done by means of "proofs" of like composition, which are manipulated throughout in precisely the same manner as the assay pieces, and are assumed to lose or gain like amounts. In the case of certain very rich ores and commercial products the loss is adjusted by assaying the cupel itself and recovering the precious metal absorbed, but this doubles the labor and does not remedy the loss by volatilization. Arbitrary tables have been drawn up by various authorities with the object of enabling a correction to be applied without the use of a check. These have been of very limited practical use owing to the fact that a number of factors affect the losses sustained. For a fixed amount of precious metal the loss varies with the amount of lead used, with the nature and amount of the impurities, with the porosity of the cupel, with the air supply, and above all with the temperature at which cupellation is carried on. Pure silver loses relatively much more than gold, but the loss in either is diminished by au addition of the other metal. The concentration of precious metal in the litharge increases as the concentration in the lead increases, but little work has been published connecting the two. If all other conditions remain the same the actual total loss increases, but the percentage loss diminishes, with an increase in the weight of precious metal treated.

The Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: 1&apos;Congress has always been most generous as to the disposition of the national lands.... There was land for all, and it was the government&apos;s glad function to distribute it and let those profit who could.... And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud." Of the reaction and the evolution of a new policy, the Secretary con. tinues: • &apos; " A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that land is land&apos; was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water—water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said &apos;land is land.&apos; Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites— these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation&apos;s wealth.

WHAT becomes of the water which must have filled the oil and gas sands at the time of deposition, has long puzzled students of oil and gas and has found expression in Munn&apos;s well known article on the hydraulic theory. Both Munn and Clapp have pointed out that in the Appalachian field the deeper sands carry increasingly less proportionate amounts of water. It seems to me probable that the principal source of oil and gas has been in the shales in proximity to the sands which now contain these products. The sand spits which mark off the lagoons from the sea comply particularly with the requirements of a limited sand imbedded in shales rich in organic matter. Cunningham Craig has objected to this view that the rich organic muds of lagoons are found only at the surface. That such muds do extend to considerable depth 1 am assured by Prof. Douglas W. Johnson, who has made an extensive study of the Atlantic Coast marshes. As any particular sand body becomes weighted by a heavier and heavier overburden, the result of increasing deposition, a part of the very large percentage of water in the uncompacted sand and mud is forced pout. The water percentage of freshly settled mud is vastly higher than that of the resultant shales, or even of a very porous sand. If beds of less compressible material meet or underlie the shales in question, there will. frequently be a lateral motion along such beds to some point where the upward movement will be resumed. We find in our laboratory work here that oil, gas, and water have extremely slight capacity for gravitational sorting while in a state of rest but when moving the gravitational sorting is readily accomplished. As the oil, gas, and water pass a body of larger pores, the gas, owing to its lack of capillary attraction, is retained in .the large pores.

ELECTRICAL prospecting by potential methods has been applied to mining problems for some years and determinations of the depth to bed rock have been made, but so far as is known it has not been used previously in the solution of civil engineering problems, such as investigating the foundations of dams. During the past winter and spring the senior author has been engaged as consulting geologist in studying the site of a large darn on the upper Connecticut River and has had the satisfaction of introducing electrical prospecting to foundation problems. The valley across which the dam is to be built is underlaid by a deeply buried preglacial gorge which is filled with glacial deposits. An extensive drilling campaign was in progress, but the work was unusually slow and expensive on account of the number of boulders in the overburden. The necessity of speeding up the work was pressing and it was decided that much of the needed information could be obtained by geophysical methods. After investigating the various methods and conferring with the company engineers and with the consulting engineer, Albert Crane, a contract was made with the Schlumberger Electrical Prospecting Methods, and an observer with apparatus was sent to the dam site the first of April, 1928. The problem was to determine the depth to rock at various points in order to prepare a contour map of the bed-rock surface and outline the buried gorge in the vicinity of the dam site. Over one hundred determinations of depth have been made and the bed-rock topography, is now known in considerable detail. In addition, some information has been obtained about the nature of the overburden. The drilling has been continued; in fact, two additional drills have been put to work, and the electrical determinations have been checked at several points. At one of these the depth to rock given by the electrical work was 142 ft. and the drill found rock at 147 ft., an error of less than 4 per cent. The electrical work has also been checked by the geological study, and it has been found that when the electrical determinations are in agreement with the geological expectations they are probably reasonably accurate. A liquid-Freon permeameter suitable for making routine permeability determinations on small plug samples is described. The instrument is characterized by simplicity of design and ease of operation, and can be assembled inexpensively from stock items of laboratory equipment. It combines the unique advantages of both liquid and gas permeam-eters while eliminating many undesirable features of both general classes of instruments. Precision and accuracy of the specific Freon permeability measurements compare favorably with results of conventional liquid and gas permeameters. INTRODUCTION The liquid-Freon permeameter described in this paper was designed and built for special investigations of the properties of petroleum reservoir rocks. However, its unique advantages over conventional gas and liquid permeameters make it eminently suitable for routine use in the core analysis of small plug samples. In general, gas permeameters are very popular because of their simplicity of design and ease of operation. However, apparent gas permeabilities are normally higher than true specific permeabilities unless special corrections for gas-slippage are applied. Since these corrections require two or more measurements at different internal gas pressures, much of the time advantage of the specific gas permeability measurements is lost. Liquid permeability measurements, on the other hand, require no slip correction, but liquid saturation of the sample is time-consuming and difficult to insure. Often, too, the saturating liquid must be extracted or dried from the plug before it can be used for another experiment. The liquid-Freon permeameter described herein retains the inherent accuracy of the liquid permeameter, while affording the speed and ease of operation of the gas permeameter. Freon-12 (dichlorodifluoromethane) is a haloge-nated hydrocarbon, immiscible in the liquid phase with water. It may be considered as an oil phase in laboratory fluid-flow studies. Like butane and propane, it is a gas at normal room temperatures and atmospheric pressure but can be liquefied at moderate pressures. Complete liquid saturation of a plug sample with any of these fluids can be easily achieved by condensing vapors in the sample and operating the permeameter at a pressure above the vapor pressure of the liquid. Freon-12 is superior to butane or propane for permeability measurements only in that it is relatively nontoxic and completely incombustible, and thus presents no fire or explosion hazard. Freon-12 is believed to be completely nonreactive with most petroleum-reservoir rock samples. It volatilizes immediately from a plug on depressurizing to leave a clean, dry sample suitable for subsequent experiments. Thus, the inherent risk of changing physical properties of rock samples by cleaning and drying operations between permeability measurement and subsequent experiments is eliminated. Although lateritic ore deposits are relatively flat-lying, surficial ore bodies, the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist. Laterite is a soil formed under tropical conditions resulting in the concentration, within the soil zone, of certain trivalent metals - principally iron and aluminum, but also, locally, nickel and manganese. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of partially altered bed rock or saprolite. Whereas bauxite generally is confined to the lateritic zone, some nickel deposits occur in both the laterite and saprolite zones. The evaluation of bauxite and lateritic nickel deposits thus has both similarities and differences. These ores have been formed by supergene, soil-forming solutions moving downward through zones of widely varying permeability within the weathering rock. Because the permeability varies widely, both vertically and laterally. the extent of weathering may vary greatly within short distances. Because the weathering process varies widely, the degree of metal concentration may also vary widely. It is not at all uncommon for a laterite to change, within a few centimeters, from a virtually valueless rock to a high grade ore. Moreover, the depth of weathering, and hence the depth and form of the ore profile, vary greatly. Obviously, for this type of deposit, a few grab samples or a few drill holes are virtually worthless. The evaluation of such a deposit requires a sophisticated statistical study based on thousands of carefully selected samples. As a rule of thumb, the cost of evaluating a large bauxite or lateritic nickel deposit will be about one cent per ton of ore in the ground. Thus, the cost of evaluating a several hundred million ton deposit may be considerable. The following factors must be considered during the evaluation: Type of Sampling: The best and most reliable samples for the evaluation of lateritic ores are taken along large, vertical channels in hand-dug pits. Where labor costs are high, some form of drilling may be used in place of pitting, but it is always wise to choose a drilling procedure after checking drilling results against a series of pit channel samples. The drilling may not reproduce exactly the results from pit channel samples, but it may be possible to derive a constant correction factor. If the physical character of the laterite varies within the deposit, it may, of course, be necessary to change the type of drilling, the correction factor or both. In some areas, it has been found empirically that augers, chum drills, vacuum drills, rotary drills, or core drills yield satisfactory results. The problem is to find which drilling technique gives results most similar to channel samples through the heterogeneous sequence characterizing the laterite in a given area. In lateritic nickel deposits, the drilling characteristics of the lateritic and saprolitic portions of the deposit are very different. Within the saprolite, the major nickel values are commonly found in weathered zones within less altered boulders - a type of occurrence which makes sampling very difficult.

NINETEEN states have on their statutes laws requiring engineers practicing within their borders to be licensed sixteen other states have such laws under consideration. While mining engineers are not specifically referred to in every case, they are referred to by implication. In only a few states have mining engineers taken any active interest in this subject, either in support or in opposition, yet it is a matter of very grave importance to them. By some it is thought that it is now too late to take any active steps toward preventing or repealing a type of legislation for which there appears to be a growing demand from some source. And it is further thought that the best course for those who are interested is to endeavor to guide legislation so that the remaining states may enact laws containing as few objectionable features as possible.
