INCREASING domestic demand for products, a sharp reduction in exports to Europe, and a rise in imports from South America were the chief features of the economic side of the industry in 1940. As the war progressed it became evident that exports to former European customers were being cut off or drastically reduced, leaving heavy inventories of products in the hands of many American refiners who had anticipated larger demands from the belligerents. Stocks of motor fuel reached burden-some proportions early in the year for the added reason that refining operations were stimulated by heavy demand for heating oils. Excessive tanker rates for Gulf to Eastern Seaboard movements during the first part of 1940 contributed to the accumulation of products on the Gulf Coast, where refinery gasoline prices were forced to extremely low levels by midyear. Tanker rates receded to normal during the summer but have since risen again to the approximate equivalent of pipe-line tariffs from the Mid-Continent.

Abstract-The Swirl Cyclone developed in Japan, although based upon the same principles as the standard cyclones for heavy-media or water-only cyclones for cleaning coal, is novel in that it is invested with the apex on top, discharging rejects at the top, and clean coal at the bottom. It also uses a variable air vent tube for controlling the vortex. Tests conducted indicate that its efficiency is not only as sharp as standard cyclones but it also performs using a much coarser grain magnetite, promising higher magnetite recovery. The author describes the results of tests conducted in Japan on a very difficult coal.

Probably the outstanding feature of the oil industry in the Argentine, during the past year, was the increase in production from the Comodoro Rivadavia field. This increase was accounted for by the discovery of a deeper producing horizon in the old coastal field (zone A). The oil, derived from the deeper sands, served not only to balance the natural decline of the upper sands and increase the yield from the area, but also provided a product of comparatively superior quality. THE late steel strike resulted in an unusual reversal of field when Brazilian interests shipped steel to the United States to assure completion of a blast furnace under construction in Cleveland for the national Volta Redonda mill. The furnace is one of the key factors in an expansion program scheduled to raise Brazilian steel production by 280,000 tons, bringing annual output to 1 million tons. The first consignment shipped to Cleveland included 500 tons of slab and plate steel, and was followed later by another 300 tons. Brazil wants to blow in the furnace by July 1, 1953, and the restricted allocation system brought about by the steel shortage offered a real threat to the deadline. Volta Redonda, established during World War II by Brazilian and American financing, accounts for more than half of Brazil's steel production.

The continental margins and ocean basins represent by far the largest unexplored frontier for discovery and development of mineral values. In April 1971, Deepsea Ventures, Inc., at a press conference in its Gloucester Point, Va. headquarters, announced what may become the first commercial deepsea venture--15,000 ft below the ocean surface. During the presentation, Deepsea's president, John E. Flipse, announced that studies made by company personnel had proven the feasibility of mining, transporting, and milling L million tpy of manganese nodules taken from the ocean floor, and that, based on current conditions and prevailing construction costs, a venture of this magnitude would cost about $200 million split evenly between mining and processing facilities. A subsidiary of Tenneco, Deepsea has tentatively reserved 1976 as the year in which it plans to mine, process and market the nodules.

An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Among the primary design factors to be considered are capital cost, operating cost, and present and future regulatory requirements. Establishing A Survey and Test Program To produce a final plant effluent meeting regulatory agency requirements, engineers must have background data that are accurate and representative of present and future plant operation. Operating and plant engineering departments often have available much information, including plant water quantitative and qualitative requirements, both present and future, that can be helpful in the preparation of designs of pollution control systems.

RECENTLY Welber and Webelerl reported that during the annealing of fatigued copper no energy was released, but that energy was absorbed in the range of temperature 250" to 400°C. In view of the fact that strain hardening occurs during the fatigue of copper, this result was surprising and it seemed desirable to check the measurements. This note describes measurements made by a different technique which indicates that energy is stored during the fatigue of copper. Two test bars with gage length ¾ in. in diameter and 6 in. long were machined from OFHC copper and annealed in vacuum for 1 hr at 600°C. AMONG electrical manufacturers, interest in the outlook for copper supplies has not diminished despite signs of a healthier market following price decontrol. Reason: Electrical utility industry output is expected to grow at an average annual rate of 6 pct for the next 15 years. A more graphic description of the growth ahead is given in the Eighth Quarterly Report of the Director of Defense Mobilization as follows: "Power generating capability, which amounted to 63 million kw at the time of Korea, now stands at more than 81 million. The established goal for installed capability at the end of 1955 is 116 million kw. Orders already on the books of power equipment manufacturers, if fulfilled on schedule, will bring installed capability to over 123 million kw by the end of 1956-and more orders for equipment are yet to come." These statistics portend an impressive requirement for copper, not only for power plants and distribution lines themselves but for the multitude of industry and domestic end-uses.

Lack of a system in scheduling the replacement of capital equipment can result in emergency purchases of units which may later be found unsuitable for the job. New York Trap Rock Corp., which produces crushed stone for use as construction aggregate, was faced with just such a situation some years ago. The company replaced capital equipment only when machinery in use was no longer serviceable, or when there was an obvious need for different equipment. Operating and maintenance costs were generally neglected because an efficient method was lacking. New York Trap Rock has four plants located along the Hudson River, all within 70 miles of New York City. Crushed stone output-6 million tons a year-is moved to markets in metropolitan New York, New Jersey, and Long Island areas by water transport. Customers are contractors with ready-mix concrete and asphalt plants located on the water.

Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summary. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition and develoment planning follow. While prospecting for mineral deposits, geologists are frequently asked what they have found or hope to find. The response is usually descriptive, such as: "50 million tons of 1% copper," and the economic implications are deferred until a capital investment decision is required. At that time a financial analysis integrating the four analysis components-tonnage and average grade above cutoff grade, capital and operating costs, product value, appropriate profit or loss accounting-are completed.

The Surface Mining Control and Reclamation Act of 1977, as amended, and related regulations take blasting safety into consideration by requiring compliance with existing state and federal laws. The regulations are based on blasting practices developed by the industry, as well as research and experimentation by the US Bureau of Mines and explosive manufacturers. Residential areas in the proximity of surface mines have made it mandatory that blasting operations be conducted under restrictions and requirements designed to protect the public and structures located within 0.8 km (0.5 mile) of any surface blasting activities. Restrictions against blasting apply where dwellings, schools, churches, hospitals, or nursing facilities are within 305 m (1000 ft) of blasting operations. They also apply where wells, petroleum or gas storage facilities, municipal water storage facilities, fluid transmission pipelines, gas or oil collection lines, and sewage lines are within 152 in (500 ft) of blasting operations.

The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing. committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization and at a minimum of expense. J. V. W. Reynders is chairman of the Endowment Committee.

IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. A LITERATURE survey1-' of sintering metal pow-A ders and powder compacts indicates that studies have so far been confined primarily to the latter stages of sintering in relatively coarse powders. Presumably this is due to the difficult techniques associated with studies of the early stages of sintering. Recent experimental and theoretical investigationsL-" on the preparation and the magnetic properties of ultrafine ferromagnetic powders suggest the possi- bility of following the sintering process from a very much earlier stage than has previously been considered. It is now well-known that ferromagnetic powder particles which are below a critical size behave as single domains and exhibit permanent magnet qualities characterized by a very high coercive force. When the same particles are fully sintered, the coercive force decreases to very low values corresponding to those of the solid metal. Thus the coercive force appears as a sensitive parameter which may be measured to study the early stages of sintering. To determine the feasibility of this technique, experi-

The "free form life," The Wall Street Jourlzal called it. That is what the young people are practicing who have dropped out after successfully completing a college education. The ones described were first-rate students who did not embark on careers but instead selected such nonintellectual jobs as delivering mail, short- order cooking and the like. We couldn't help thinking that it wasn't so long ago, that we had the ideal setup in mining for folks of this persuasion when most college grads were started out as muckers. Actually there isn't much new in this business of doing your own thing. Being a type that takes westerns seriously, we jumped at the chance to catch the rerun of the wide-screen flick "How the West Was Won." There was Jimmie Stewart playing the part of the mountain man, with a canoe full of furs going east down river. Coming west up river, is a settler with his daughters. This mountain man had on his fringed buckskins, his two-year growth of long hair and a tremendous thirst. He had been doing his thing and planned to keep right on doing it. However, one of the pretty settler girls had other ideas. The same fate probably awaits today's individualistic youths.
