With the development of open-pit mines of ever increasing depth, the stability of the pit slopes in soil and rock is of growing economic importance. How is it, considering the newness of the problem that we know anything at all about the stability of man-made slopes? How much do we know and how did it all begin? We can make a reasonable estimate of the stability of a slope in soil, but we know as yet woefully little about slopes in rock because the problem is much more complex. It is only with the development of the capacity of the computer to handle wearisome calculations that any but the simplest of stability problems in rock have become possible of solution. But what we do know is a guide of immense value in the design of slopes in rock. But remember that the computer is a great elevator; it takes everyone's feet off the ground! So our study began with soils and what is now known as "Soil Mechanics", which is a translation of the German term "Bodenmechanik". It is a pity that the title of Terzaghi's book "Erdbaumechanik" was not used instead. But here the task of the translator is difficult because English lacks the facility of German to string together several words and make a new one whose meaning is unequivocal. Thus, we have the three German words 'Erde' 'Bau' and 'Mechanik'. 'Erde' means "earth" in almost all the English senses including "soil". 'Bau' and 'bauen' convey the meaning of building and construction, and 'Mechanik' means "mechanics" which includes statics and dynamics and the 'mechanics of materials', etc. So that a correct translation of the German is a phrase like "the mechanics of construction with, in or on, earth or soil." However we are stuck with 'Soil Mechanics' and that is where it all began. Now this study or subject did not begin with 'Terzaghi' although his contribution to the subject is unquestionably greater than that of any other single person. Every scientific discipline has its 'classical problem' and that of soil mechanics is 'the earth pressure problem' and it began in the 17th century. In fact, it probably began before this with the introduction of gunpowder to Western Europe in about the 15th century, but the first known reference to the problem was by Vauban, a distinguished French military engineer who lived from 1633 to 1707 and who gave rules for the dimensions of retaining walls from 6 to 80 ft. in height. The soil properties were not mentioned by Vauban probably because the rules were intended to be applied to fortifications only, but Poncelet (1840) claimed that Vauban's rules were based on a theory, and not simply on military and practical

The Institute has lost a valued member by the death of Eckley B. Coxe, Jr. He bore the name of one who was largely instrumental in founding the Institute, and to whose support and guidance as active member, Vice-President, and President, the Institute owes. much. Eckley B. Coxe, Jr., was the nephew of the late Eckley B. Coxe. He held a large interest in the coal estates owned and developed by his family, and he was thus naturally led to take a continuing interest in mining matters, and for years and up to the time of his death was a full member of the Institute. He died at his residence, Drifton, Pa., on Sept. 20 last, aged 44. He was a member of the class of '93 of the University of Pennsylvania,. of which great institution he was a devoted alumnus. His educational and charitable activities were numerous, but his chief life-work and interest was in archeological investigation and research in Egypt, carried on through the Museum of the University of Pennsylvania of which Museum he was President. The discoveries made by the various expeditions financed and directed by him, and the notable publications issued by his direction and at his expense, chronicling the results, are among the most important researches ever made of buried Egypt. Mr. Coxe was a member of the International Historical Society and of many educational and charitable organizations. By his will, among other bequests, he left $500,000 to the Museum of the University of Pennsylvania and $100,000 to the University, the income of the latter fund to be applied to increasing the salaries of the professors of the Institution. He also left $100,000 to the Children's Hospital of Philadelphia, of which he was a manager, and in addition thereto $10,000 of which the income is to be applied in providing Christmas presents for .the child patients, and in providing an annual dinner for the patients and attendants of the hospital. He bequeathed $50,000 to Leonard Hall, an associate mission of the Episcopal Church, at South Bethlehem, Pa., $25,000 to the Epileptic Hospital and Colony Farm (Philadelphia) ; $50,000 to the Philadelphia Orthopaedic Hospital and Infirmary for Nervous Diseases; $15,000 to the United Charities of Hazleton, Pa., the income to be applied to the salaries of nurses; and $25,000 to the Mining and Mechanical Institute of the Anthracite Coal Region of Pennsylvania, founded by his uncle, Eckley B. Coxe, and of which Eckley B. Coxe, Jr., was an active trustee up to the time of his death. This Institute is known as one of the best preparatory schools for technical education in Pennsylvania, and is mainly devoted to extending an opportunity for education by day and night schools to the boys and young men of the Anthracite Region. Its principal is an alumnus of Lehigh University; it has an able local Board of Trustees, and an Advisory Board consisting of the Provost of the University of Pennsylvania, the President of Lafayette College, and the President of Lehigh University, all three of which institutions have established prize scholarships in the institute. Mr. Coxe carne of a distinguished ancestry, the record of which is fully given in the biographical notice of his uncle, Eckley B. Coxe, by Dr. R. W. Raymond, in Vol. XXV of the Transactions.`

Twice in the past two years and in two widely separated localities—ane near Williamsville, Mo., and the other in the Allard Lake district of Quebec— the Contract Drilling Division of the Longyear Company has experienced perplexing difficulties in drilling granitoid igneous rocks. The rocks in both places are characterized by appreciable amounts of feldspar intimately inter-grown with quartz particles of microscopic dimensions. The disappointingly slow rate of advance and the exceptionally high bortz loss, obtaining during the life of these two projects, are ascribed largely to the resistance to abrasion of these two minerals when arranged in this intergrown pattern. Whether all intergrowth-bearing igneous rocks would offer extraordinary resistance to bit progress cannot be stated with assurance on the strength of these experiences alone. More data on diamond drilling this sort of material in a number of localities are needed before any generalizations can be made safely. It should be pointed out that the lack of time and funds made it impossible for the writer, or other persons interested in correlating the details of bit histories with the kinds of rocks drilled, to be present during the performance of the contracts. However, the records kept in the normal course of drilling are deemed complete enough to be reportworthy. This information is presented here together with the findings made in studies of the rocks involved, with the thought that it may attract the comments of others who may have encountered similar refractory drilling conditions. A pooling of knowledge on the problem would be of material aid in devising more efficient cutting tools and procedures for penetrating this kind of rock. Drilling Blastholes in the Williamsville Granite Due to the unsatisfactory perform- ance of pneumatic percussion drills in boring blastholes on a construction contract near Williamsville, Mo., tests were made with a diamond drill. The poor progress achieved and the excessive loss of diamonds, however, soon led to the abandonment of these trials. The diamonds, in all of the bits tried, lost their cutting edges and acquired a polish after being in service for distances ranging from a few inches to a few feet. Coring bits containing surface-set, whole-stone bortz in a tungsten powder matrix were employed. The cost assignable to bortz wear averaged $7.17 per foot. This item of expense is several times the amount normally expended in diamond drilling in firm, unfractured, granitic rocks. Diamond-impregnated, tungsten carbide bits also were used without success. The diamond wear was at the rate of $0.98 per foot, but the diamond chips became too polished for further duty in less than a foot of drilling. The Williamsville granite is pink and medium-grained. In the hand specimen, it has a fresh, sound appearance; it is seemingly composed almost entirely of interlocking grains of feldspar and quartz and has no discernible features suggesting a greater durability than is usually found in rocks with this composition and texture. Microscopic examination, however, reveals a predominance of feldspar grains with more or less regularly distributed and sharply angular masses of quartz (see Fig 1). The pattern assumed by the two minerals in this mode of occurrence is referred to as a "graphic intergrowth," as it bears some resemblance to the cuneiform characters of ancient Persian writing. The other principal constituents are quartz-free feldspars (microcline and orthoclase) and quartz. All of these constituents are in nearly equidimensional grains, ranging up to about 3 mm in length. The design and performance of many operations common to the petroleum industry depend upon the unique properties of a class of materials known as non-Newtonian fluids. The art of measuring and describing these properties, called rheology, has fallen far behind the field applica-tion of these fluids in this industry. Empirical methods are still employed although theoretically sound methods of analysis are now available. This paper illustrates a completely general method of analysis of the rheological properties of non-Newtonian fluids which id independent of the type of viscometer employed and also the rheological type of fluid encountered except those of a thixo-tropic or rheopectic nature. Values of the rheological properties of a fluid obtained using this method of analysis are based upon an absolute scale of measurement, eliminating the necessity of employ-jng arbitrary concepts of the flow properties of non-Newtonian fluids, The fundamental nature of this method of analysis is further demonstrated by evaluating the precision with which measurements have been made of these rheological properties by employing a dimensionless criteric: —the Fanning friction factor-Reynolds number correlation. INTRODUCTION Non-Newtonian fluids are not new in the petroleum industry. Particular properties of non-Newtonian materials have been recognized and used to advantage in drilling fluids and have found excellent application in the hydraulic fracturing process.'.' While usage of these fluids is not new in this industry, the art of measuring and describing their rheological properties is still in its infancy. This is reflected in the accepted method of evaluating drilling fluids, API RP 29, (1950), which recommends a one point "viscosity" measurement. These shortcomings are recognized by various groups in the industry and more adequate methods have been prposed.3,4 The efforts Of these people are to be commended; but, at the same time, the limitations of their method of analysis and viscometer must be appreciated. This method Of analysis is applicable Only to Bingham plastic fluids as is pointed out early in their articles. The consistency of a Bingham plastic fluid must also lie within the range of the viscometer which is also well defined by the author. It is believed that the apparent simplicity of this method of analysis and the utility Of Operation Of their viscometer will soon make the terms non-Newtonian fluid and Bingham plastic fluid synonymous as used in this industry; a tendency which has already been encountered. Application of this method of analysis to a non-Newtonian fluid other than a Bingham plastic can lead to erroneous results. The field of rheology has long been hampered by the adherence to arbitrary concepts of Of of the flow properties Of non-Newtonian fluids. This has resulted in the design and operation of viscometers so as to fulfill these concepts rather than following the more logical method of analyzing experimental data so as to yield a fundamental truth. completely Bingham proposed the concept Of plastic flow and yield asu rement. data presented by Buckingham could hardly be interpreted so as to substantiate this theory; but rather succeeded in establishing the fact that compliance with this flow concept could never be realized in the capillary tube vis-cometer.5 Bingham, in reply, sug-gested "Rather than complicate our formula, it would seem to me a much better plan to so change the conditions of flow that the formula will be linear... Reiner0 stated .This plan has been followed by me in collaboration with Miss Riwlin. . . . From the present paper (Reiner and Riwlin, 1929) it will be seen that it is possible to choose the conditions of flow so that the formula based on Bingham's law of plastic flow remains linear. IN spite of a world production of lead amounting to 1,300,000 tons, of which the United States produces slightly less than one-half, it appears that the mines at present are hardly able to supply the demand. For this there are several reasons. The lead deposits, geologically speaking, were formed comparatively near the surface under conditions of lower temperatures, with the richer deposits often residuary; that is, enriched by surface water, and consequently soon exhausted. Lead is practically absent from a great part of the world. The great Canadian shield, the eastern part of the Dominion, contains practically none. Scandinavia contains no lead. It is absent from geo- logical formations of great age, but does occur in large quantities in the deposits in the Rocky Mountain region. These deposits are, more or less directly, of igneous origin, but here, too, there is a tendency of the lead shoots to concentrate in the upper part, and when they go down the deposits turn to zinc-copper and some other metals. This is one of the best established facts of economic geology. The deposits of the Mississippi Valley district, from Kansas-Oklahoma, to Canada, are in comparatively accessible limestone beds, at a depth seldom more than 500 ft. Therefore, the lead is easily mined but more easily exhausted.

The study of anisotropy in metals has been greatly stimulated in recent years by the rapid development of X-ray methods for determining the crystallographic relationships of wrought and annealed materials. Prior to this time the knowledge regarding the directional properties of commercial alloys consisted almost exclusively of observations of a practical nature made during the fabrication of metal objects, supplemented by a limited number of mechanical tests on specimens cut at various angles to the direction of working. Such observations clearly indicate that the common methods of cold-working metals cause both a crystallographic and a mechanical fibering varying in character and degree according to the nature and extent of the deforming process. Even after annealing, following certain not too well known combinations of reductions and anneals, a preferred orientation may exist,, thereby constituting a residual fiber effect sufficiently pronounced to manifest directional properties. With the application of the X-ray the experimental horizon was extended chiefly because the study of anisotropic metals promised to offer direct and quantitative evidence regarding the involved mechanism of fragmentation and plastic flow. As a natural consequence the intensive studies in this direction have yielded a vast accumulation of data of ultimate potential value. Unfortunately, however, as is commonly the case in entering a virgin field of experimentation, many of the data cannot be molded into complete and coherent form because of the many unrelated conditions of the experimental projects. Again, the results of the study of single crystals have been rather naturally but at times indiscriminately applied to poly crystalline metals. Furthermore, sweeping statements have been made regarding the behavior during working and annealing of metals and alloys, entirely on the basis of similarity in lattice arrangement. There is abundant reason for believing that relatively small concentration variables, differences in magnitude and distribution of applied stresses, and the character of associated annealing treatments may in some cases greatly influence the mechanics of flow

The mechanism of using gold as the basis for a loan was suggested to the treasurer of a mining company operating two gold heap leach mines at a time of high interest rates. Due to the seasonal nature of cash flows from operations, and the relatively low cost of funds this scheme was attractive. The paper describes the agreement with the bank, gives an example of the transactions, and describes other types of gold loans.

John Malcolm Fraser became Prime Minister in December 1975 when Australian voters gave him the biggest landslide victory in the history of the Federation. From the previous administration, Mr. Fraser has inherited an atrocious economic mess: a staggering budget deficit, an unrealistically overvalued currency, a 14% annual rate of inflation, mounting unemployment, and a demoralized business community. He has already tackled some of these problems with some measure of success; but he has been in power for barely a year, and it's too soon to see a turn-around.

THIS investigation of the effect of bottom shape and life on slag volume was carried out in two Lectromelt top-charge furnaces whose rated capacity is 1000 lb per hour. Unfortunately, just as the work [ ] was started, our steel tonnage was reduced approximately one half, therefore we did not accumulate enough data from which to draw any definite conclusions. Furthermore, the life of the linings in these furnaces was greatly decreased by intermittent operation, which was a further handicap in making a study of this kind. The weight of the heats from which the data were taken varied 1200 lb but all the information was corrected to the standard weight charge for these furnaces of 4500 lb. Almost all the heats were plain carbon; a few contained a small percentage of added copper.

THE processes of hardening and tempering steel tools within the past 15 or 20 years have been so developed that the forward strides of the industry can scarcely be followed by the average observer. No small part of the credit for this phenomenal advancement is due to the improved methods of measuring the high temperatures necessary. Pyrometry has made possible the discovery and use of the many special alloy steels the wonderful properties of which are revolutionizing the industrial world. So sensitive are these steels to changes of temperature that often a variation of only 10° F. at a critical point of the heat treatment will cause the failure of the tool. In the tool-manufacturing industry today, accurate control of the many heating operations is imperative. The principal processes in the manufacture of tools that require accurate high-temperature measurements are annealing, carburizing, hardening, tempering, and laboratory research. Several other operations, such as forging and straightening, use rougher and correspondingly less accurate methods. These operations are usually performed in the following approximate ranges of temperature: DEGREES F. DEGREES F. Annealing 1000 to 1700 Tempering 200 to 1200 Carburizing 1400 to 1000 Forging 1400 to 1800 Hardening 1400 to 2500 Straightening 300 to 1300 Laboratory research covers the entire range. Annealing and carburizing are usually done in muffle or semi-muffle furnaces, heated with coal, coke, oil, gas, or electricity. Many of them are of large size, holding several tons of steel at one charge. Both indicating and recording pyrometers are used. The recording instruments are generally of the thermoelectric type, while for the indicating, both optical and thermoelectric are used.

DURING the fury of the conflict it was believed quite generally that World War II was being fought for and would accomplish a permanent peace. Yet, before the guns were actually stilled on all fronts, the American people realized that the devastated world would continue to be dominated by suspicion and uncertainty. The misunderstandings which rapidly developed indicated that it may prove unwise to rely wholly on mutual international agreements and contracts to avoid war. Before the celebrations of V-Day died down serious thought was being given toward measures for preparedness for the next conflict. Along with a realization of the enormous loss of life caused by the destructive forces of war, the American people came to understand the seriousness of the rapid and unwarranted depletion of our natural resources. During the last half of 1945 the question of stock-piling strategic and critical raw materials for a future national emergency became an intensely live subject.

Rustenburg Platinum Mines, Ltd. is the largest producer of platinum metals in the western world. It is also the only major platinum producer this side of the Iron Curtain. One of its mines is situated at Rustenburg, 80 miles northwest of Johannesburg. It also has a smaller operation, the Union Section, 60 miles north of the Rustenburg property. Both mines exploit the Merensky Reef, which forms a part of the Transvaal's remarkable Bushveld Igneous Complex, an irregular oval area covering some 15,000 square miles. In order to cope with an increasing world demand for platinum and such platinum-group metals as palladium, rhodium, ruthenium, iridium and osmium, Rustenburg Platinum Mines embarked on a major expansion program some time ago. It is expected that production will reach an annual rate of 850,000 oz of platinum by the middle of 1969 and increase to 1 million oz by the middle of 1970. Capital expenditures at Rustenburg during the next few years will be about $60 million. It is believed that the ore at Rustenburg averages about 4.5 oz of precious metals per ton. About 70% of the metal is platinum, some 15% is palladium, and the rest is made up of the other metals in the platinum group.

BEFORE the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed; the men being paid monthly. In some cases, fairness to the employee, was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines.

Clarence M. Haight, Franklin Furnace, N. J. (communication to the Secretary*).—In that part of Mr. Wilson's paper describing the Gilman cut-and-fill system, a few features do not appear to be fully explained. In what way is the waste used for filling obtained? The text mentions that if waste is encountered when driving the filling raises, these raises are stopped until the fill is needed; that seems to suggest mining the capping for fill, which might make the backs of the stopes bad as the stopes approach the top of the ore. If, on the other hand, the fill is brought to the raises in cars, are the crosscuts that are necessary in ore or waste? Is the cost of this fill included in the stoping costs given? The second, or lower, series of stopes will present a different problem to that which the first series (under the capping) gave. Although no mention is made in the text, it would seem that the second series of stopes will have to be worked on center lines which are offset half the stope width, 20 ft., from the centers of the stopes above, in order to take advantage of the "rafter" effect of the stringers so named. How is the fill to be introduced into the lower stopes? There are no crosscuts mentioned to provide for this; or is it intended to tap the filled stopes above for the fill? In the latter case the method of control of this fill will be of interest. Ore that will admit of a stoping width of 40 ft. with the lengths mentioned in the description is stronger than any with which many mining men are familiar. Has the practice of starting to mine a second stope before the preceding one is filly completed been tried to any extent? If

IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

FOR many years the developers or owners of worthy mining ventures in need of financing have found it almost impossible to obtain such financing under the conditions existing in most other lines of business. High rates of interest and unfair participation in profits have robbed the developers of much of their holdings, and have resulted in over-capitalization and many other like evils. When the general financial condition of the country is bad, this difficulty increases to a point where many operations must cease and hen are thrown out of employment. In 1.934 this situation had developed to such a point that Congress attempted to aid the mining industry. It first authorized the RFC to make loans to recognized and established corporations, individuals, and partnerships engaged in the business of mining, milling, or smelting of ores in June, 1934, limiting such authority to loans adequately secured, the security to consist of mineral acreage. The requirements of the law were stringent and of the 252 requests for loans received up to June 1, 1935, 35 were authorized.
