The following resolution was passed by the Military Engineering Committee of New York on April 12, 1917. Copies are being sent to each member of Congress and to each of the five members in every State forming the committee representing, the five National engineering societies which carried on the industrial census under the direction of Howard Coffin. The Committee is urging every man to wire his Congressman and his Senator, asking him to do everything in his power to obtain favorable action by Congress on this resolution: Whereas in any large army to be created for the war, engineer troops will be needed in large numbers, and Whereas they should be officered by skilled engineers only, and Whereas the composition and training of such troops differ so much from the composition and training of non-technical troops that they should be organized under one central authority rather than under many scattered authorities. Now, therefore, be it resolved: That the members of the Senate and House of Representatives be requested to insist that all new units of engineer troops be organized and maintained by the War Department and not by the individual States.

Thirteen Directors, the Secretary, and seven guests were present. The formation of a Philadelphia. Section was discussed. The proposed rules for admission of additional societies to membership in Engineering Council were approved. An invitation was extended to the American Institute of Metals to become affiliated with the Institute upon the general terms proposed in the report of the Joint Conference Committee of the American Institute of Metals and the American Institute of Mining Engineers. The request of the Iron and. Steel Committee to hold a meeting in Milwaukee during the week of Oct. 7, 1918, was granted. The reports of the Treasurer and Finance Committee were accepted. A change in the By-laws was proposed. Thirty Members, two Associates, and four Junior Members were elected. The status of two Junior Members was changed to Member. The resignations of seven members were accepted. The clues of two members who are on active duty at the front were remitted. One member was reinstated to membership.

Since its introduction several years ago in the United States, the high pressure belt filter press has proven to be a highly cost-effective dewatering device in a number of mining and industrial applications. To evaluate the process and economic factors associated with the dewatering of coal refuse, a comprehensive program of laboratory and on-site pilot studies has been conducted. This paper will summarize findings of this study and discuss advantages of the belt filter press over conventional dewatering methods. The conventional means of dewatering thickened coal refuse involves the use of vacuum disc filters or centrifuges. Due to the high amount of energy used to dewater refuse with these devices it was a logical course of action to apply belt filter press technology to this application, since a belt filter press will require less than 3.7 kW (connected).

The problem of mooing open-pit ores over large vertical distances is increasing in importance because of the immense deposits being mined. Gravity fall of ore through transfer raises to central haulage points underground has advantages for certain open-pit operations, and this method is being seriously considered for the Carol Project now underway in Canada.

INTRODUCTION The United States has an abundance of coal reserves in thick seams. Most of these resources are in the West. Surface mining operations in thick seams are highly efficient, particularly in the West, but methods for mining thick seams underground are very limited. The percentage of resource recovery in deep mining of thick seams is often as low as 30 percent. It is estimated that there are 45 billion tons of coal reserves for underground mining in seams greater than 10-ft thick in the western states alone. With such a large available reserve base and low rates of recovery, the need to develop the technology to mine these thick reserves is quite evident. As the definition of a thick seam varies widely from country to country, a thick seam is defined here as any seam where the height is such that it is not minable in a single pass with available mining equipment.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will he sent more promptly and in more usable shape.

The time effect in reheating certain steels below the critical range is very marked. The increased toughness, shock-resisting power, and machinability of steel subjected to a long, high drawing temperature has been thoroughly demonstrated and is of practical importance, particularly in the manufacture of "smokeless" rifle-barrel steel. The time effect in tempering is most important when a maximum drawing effect is desired, in which case the highest physical properties as well as ease of machining are important considerations. These are the conditions in drilling a rifle barrel. A hole, 0.30 in. in diameter and 24 in. long for the Springfield rifle, and 30 in. long for the Russian military rifle, has to be drilled in the heat-treated material. This barrel-drilling operation is probably the most difficult one in rifle manufacture, and anyone who has been connected with rifle manufacture knows how seriously production is affected when "hard" or non-uniform steel for barrels is encountered. The importance of high physical properties (tensile strength, toughness and resilience) in a rifle barrel is obvious. The physical properties of two different lots of barrel steel are given below. The first lot, No. 1, gave serious trouble in the drilling operation; the second gave no trouble at all.

Habraken—We read this paper with great interest and are glad to congratulate the authors for their valuable work, supplying an important contribution to the mechanism of tempering on the carbides in vanadium steels. We are in a good position to appreciate this work since we have been studying, for more than a year, Cr-Mo steels of a composition similar, but less highly alloyed (namely 0.1 pct C, 3 pct Cr, 1 pct Mo). Our results are quite in concordance with the authors', however, we wish to point out that it is very interesting to use equally the electron microscope in order to observe the variations of microstructure in steels. We have studied simultaneously the evolution of the carbides in situ with the electron microscope, and, after extraction, again with the electron microscope, and then with X-rays. The first results which we have obtained have been communicated at the Congress of Delft (July 1949) and at the "Journees de la Metallurgie" in Paris (October 1949). These may be summarized as follows: After tempering with varying either the tempering temperatures or the tempering times, the carbides show two evolutions. The first one is connected to the carbides existing in the steels, principally in the boundaries of the grains. For some groups of steels these carbides may coalesce and for other groups they may

ELECTROLYTIC zinc produced from sulfate solution and, with pure lead anodes is always contaminated with a small and varying percentage of lead. The purpose of this investigation is to determine the characteristics of several lead alloys and their influence on the products of electrolysis and power consumption. The study of alloyed anodes has been a matter of interest for some years. Tainton, Taylor and Ehrlinger prepared a highly interesting paper1 on this subject a year ago, in which the effects of silver-lead and some ternary alloys of lead-silver-tin were described. The present paper describes a study of various combinations of 10 metals. The general plan of the work provides for the fabrication of the alloyed anode, its adequate conditioning by preparatory electrolytic operation, the production of cathode zinc and its analysis, the determination of the anode polarization, and other features. A list of the anodes tested, showing composition and polarization at various current densities together with the lead assay of the cathode zinc, is shown in Table 1.

There has been a recent interest in studying the action of anhydrous sulfur trioxide on ores to convert the metal values into a water-soluble form as a substitute for leaching by sulfuric acid. For example, Svenke1 converted the small amounts of uranium in slate ash into a water-soluble form by treating the material with SO, at about 600°C. Chao and Sun found that a variety of aluminum-bearing minerals could be sulfatized by SO, in the temperature range 400° to 600°C usually in the presence of a catalyst such as sodium sulfate. Kruse3 patented a process for beryllium recovery from the low grade ore in Utah by first reacting it with SO, at 560° to 750°C then leaching the product with water. In the present report, the action of SO, was examined in the temperature region 100°-300°C which was not investigated by those workers. Experimental Tests were conducted on a beryllium ore sample from Utah, the analysis of which is given in Table 1. It corresponds closely to a saponite ore type as given by Crocker et al. Before Capitol Hill hearings, primary metal producers are often called "concentrated industries" because there are relatively few companies in each category and most of them are large corporations. Capitol Hill still looks on large companies as inherently wrong, but there are about as many arguments one way as the other. Encourage Imports? Now comes Assistant Attorney General for Antitrust Richard W. McLaren to say that imports of metals and other basic materials should be encouraged to create competition for the concentrated industries here at home. Cloakroom analysts are wondering how this ties in with President Nixon's cabinet task force studying the copper price structure. This is chaired by Dr. Hendrik Houthakker, a member of the White House Council of Economic Advisers who has also indicated that the use of imports to pull down prices may be one way to create less inflation.

The accompanying figures show a jig arranged for separating the middle product or middlings obtained in the concentration of certain ores, minerals, coal, etc. In the preparation for sizing, prior to jigging, of ore-bearing minerals, coal, etc., with their impurities, it is generally desirable to avoid reducing them to unnecessarily small sizes. Where the impurities adhere to the mineral particles or are disseminated through its mass, it is generally necessary to crush to such a fineness as will unlock the minerals from the gangue. If a considerable proportion of the material consists of mixtures of the minerals and gangue, each in large size, and a lesser proportion consists of a mixture of the two, in smaller sizes of various dimensions, it is not always desirable to reduce the whole to such size as would be required to liberate completely the pieces of ore and gangue in the finest mixtures. The fate of generations yet unborn lies in man's hands. Shall it be prosperity, a high standard of living, and the development of spiritual values; or ruin, misery, and a reversion to jungle law? World affairs move in high gear, at high tension, in many directions. Each nation fears the other fellow- races, crosses the white line on curves, skids, takes its half in the center; and the devil take the hindmost. For one, the United States is on the horns of dilemma; it must insure a flow of raw materials of industry and world-wide markets in order that the American people may maintain high standards of living, but the commitments of the United States cannot be fulfilled without trimming present standards of comfort and convenience back to the level of perhaps a quarter of a century ago. A way must be found to retreat without anarchy at home as well as abroad. Everything is relative and all things change, and change is the essence of civilization. It is now clear that man has not kept pace with changes of all kinds, some of them overnight, during the past 50 years. Conventionality has led to stagnation; man now seeks learning of all kinds at an accelerated pace, but men should not be educated beyond their native intelligence for they must be able to apply their education. STANDARD raises at Homestake are 150 ft long. Raises of more than 150 ft, driven with the use of a cage and hoist, are considered long raises- some have been driven more than 900 ft. Long raises have eliminated the need for access drifts on each level when transfer and ventilation raises are driven. These timbered cage raises, 7x9 ft in cross section, include a rock compartment and a combination cage, pipe, and manway compartment. To prevent excessive weight on the timbers, 10x10-in. bearing beams are cemented into hitches cut in the rock at 150-ft intervals. The beams also hold back timber movement caused by daily drawing of rock through the rock compartment.

Dr. Arthur H. Elliott has been connected with the gas industry for upward of thirty-eight years and was a chemist to whom the industry is deeply indebted for the application of the science of chemistry to its problems and processes. He was born in London, England, in 1851, and was the son-of a physician. While a child he was taken to France, where he received his early education, learning to speak the French language before his native English. His father having destined him for the medical profession, he commenced his studies on his return to England, but his attention being attracted to chemistry, he gave up the study of medicine to pursue that of chemistry. While still a student, he obtained a reputation as an iron and steel analyst, publishing two methods of analysis, one for the determination of sulphur .and the other for the determination of carbon in cast iron. On his graduation from the School of Mines at South Kensington, he left England intending to go to Australia, where an uncle resided, having in mind also the possibility of a trip to China. On his arrival in New York, he met Professor Charles F. Chandler, to whom he had a letter of introduction, and who induced young Elliott to remain. He graduated from Columbia College with the degree of Doctor of Philosophy in 1883. He became demonstrator in chemistry at the College of Pharmacy and afterward professor of chemistry and physics at the same college. He became connected with the Municipal Gas Lighting Co. in May, 1880. In. November, 1.884, when consolidation took place, he became engineer-chemist of the Consolidated Gas Co., which position he held until May, 1910, when he resigned, but was retained as consulting chemist until his death. Recently Columbia University conferred on him the honorary degree of Master of Science.

CONSIDERABLE work has been and is being done on the changes of physical properties that take place in alloys at elevated temperatures, and much information on this subject is published. Much less is known, as pointed out by Rickett and Wood,1 about reactions between the alloys and atmospheric gases and still less is known about changes within the alloy itself under the influence of heat and given atmosphere. Moreover, most of the work published has been done on the alloys of "heat-resist-ing" type, in which chromium is an essential ingredient, the behavior of all other alloys being quite unknown, except perhaps of decarburization produced at the surface by oxidizing atmospheres. It has been shown' that iron, with total amount of foreign ingredients not exceeding 0.01 per cent, if heated in an oxidizing atmosphere at above 900° C., may be saturated with oxygen to 0.1 per cent. It was suspected that something of a similar nature may take place in iron-silicon alloys (transformer material), the mechanism of such processes being either a direct diffusion of oxygen into the alloy, or oxygen combining with silicon to form Si02 or more complicated (silicate) inclusions. Another possi-bility to be considered was that during annealing in oxidizing atmos-pheres, when scale is being formed, silicon may oxidize preferentially at the surface, thus impoverishing the alloy in silicon. In collaboration with Dr. T. D. Yensen,3 the writer set out to investigate this problem about two years ago in order to settle these questions.

Launching a panel session isn't easy but after Associate Dean Howard Hartman from Pennsylvania State had made his statement, it was obvious that the balloon would go up. Hartman sees a crisis and gave its dimensions. Even with enrollments declining, there are not enough graduates being recruited by the mineral industry. Opportunities in the mining field are not attractive to youth in the face of competition from other disciplines. Nor will we be able to fill our ranks with good men from other engineering disciplines because they won't be attracted either. Salaries are too low. In 1966, mining engineers from Penn State averaged $660 per month starting. The average of all other engineers was $683 per month. The mining engineers ranked seventh out of nine disciplines. The bad image of the mineral field is created in part by industry which offers poor working conditions and inconsequential jobs and in part by the schools which have unimaginative curricula and poor teaching. Hartman called for immediate action and had his own set of solutions ready. "The gut of the problem is pay. Boost starting engineers $100 to $150 a month and older employees in commensurate manner. Compensate for poor working locations by better environment on the job." He did not fail to add that improvement of the public image of the mineral industry is needed. He called for elimination of all of the "schisms," or subdivisions of mineral industry curricula, and suggested a unified curriculum with a name such as "Geo-engineering."

General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

Dispersion-strengthened aluminum products consist of an aluminum matrix containing finely distributed ceramic or intermetallic particles. Examples of the two types of product are SAP, in which the dispersed phase is aluminum oxide, and materials made from atomized aluminum alloy powder, in which the dispersed phase can be FeA1, particles.' A fundamental difference between the two types of product is that the elongation of aluminum/aluminum oxide products decreases with increasing temperature, whereas the elongation of aluminum- FeA13 products, like that of aluminum alloys, increases with increasing temperature. As regards the structural stability, aluminum/aluminum oxide products are stable to temperatures above 600° C as aluminum oxide does not react with aluminum, whereas prolonged heating at above 400°C of aluminum-FeA1, products leads to coarsening of the intermetallic phase and loss of strength.' On the basis of these results it is supposed that a dispersion-strengthened product combining strength, ductility, and stability at elevated temperatures may be obtained if the dispersed phase reacts with the matrix in such a way that the reaction does not proceed at any significant rate at the application temperature. Different ceramic or intermetallic compounds may be selected as the dispersed phase, and, as alloying of the matrix phase may also influence the reaction, many possibilities exist for each metal. In the present study, aluminum products containing different oxides have been examined. For a reaction to take place between the dispersed oxide and the aluminum the free energy of formation of the oxide (MeO) must be greater than that of aluminum oxide; the difference should, however, not be too great in order to limit the reaction rate.
