The following resolution was prepared, by the War Minerals Committee and was submitted by it to the Board of Directors of the American Institute of Mining Engineers, asking that it be passed by the Board and used to the best advantage to secure the end desired. WHEREAS, the steel industry of the United States is almost entirely dependent on the importation of foreign manganese ores, the consumption of which for the year 1918, it is estimated, will exceed 850,000 tons; and WHEREAS, the ships now engaged in transportation, especially from Brazil, are needed with ever increasing urgency for supplying our Army and Navy forces abroad; and WHEREAS, much shipping may be spared from manganese transportation and the domestic sources of manganese may be utilized, provided the steel manufacturers of the United States will cooperate to this end by taking advantage of the possibility, in open-hearth and Bessemer practice, of so called "residual" manganese, and by using spiegeleisen instead of ferromanganese, thereby following the example already set by three large and prominent steel producers; BE IT RESOLVED, that the Board of Directors of the American Institute of Mining Engineers urges the steel manufacturers of America, for patriotic reasons, to give immediate consideration to the development and utilization of domestic manganese ores; to use no ferromanganese, except for the manufacture of grades of steel below 0.15 per cent. carbon, to use domestic ores whenever possible in place of the high-grade imported ores; and to urge their associates and colleagues in this and other possible ways, to vie with one another in releasing ships for importation of any materials that cannot be secured or produced in this country.

THE origin of recrystallization textures continues to be a matter of controversy. One explanation is that a recrystallization texture occurs because only grains having a limited range of orientations ever appear in the deformed matrix—the oriented nuclea-tion* hypothesis. Another explanation is that grains essentially having all orientations are nucleated but that those having certain orientations grow much more rapidly than any others in the deformation texture, and thus only the rapidly growing grains survive when recrystallization is complete. There has recently appeared a great deal of evidence'- indicate that recrystallized grains of face-centered cubic metals are frequently related to their parent grains by rotations of 20" to 40" about a common [lll] direction. Furthermore, it has been observed that the growth rate of the new grains depends upon their orientations with respect to the matrix, and that the most rapidly growing grains lie within the stated range of orientations. In a recent note, Beck7 has concluded from observations of this type that oriented growth alone is responsible for the appearance of preferred orientations in re-crystallized metals. It should be pointed out. however, that many of the available data indicate that oriented nucleation operates in addition to oriented growth. Thus, while oriented growth may permit a selection to be made among nuclei of several orientations, only a limited number of orientations are available in the first place for such selection.

The chemical reaction occurring in collection of nonmetallic minerals with amine-type collectors was early postulated by students of flotation phenomena to be metathesis between the mineral and the collector, involving exchange between the amine-bearing (aminium) ion and the cation of the mineral, and formation at the mineral surface of an oriented film of the amine salt of the mineral anion. Qualitative evidence of exchange has been obtained on several occasions at Columbia. Thus 1000 C.C. of a solution containing 495 mg of laurylamine hydrochloride was shaken 17 min. with 100 grams of barite and ground in a porcelain mill to pass a 200-mesh screen; the mixture was then set aside for 48 hr. Filtrate therefrom analyzed 476 mg. per liter of laurylamine hydrochloride. There was no substantial loss of chloride ion (78.4 mg. per liter in the original; 74 in the filtrate). No successful analyses were concluded for barium ion. Earlier, confessedly rough work with scheelite indicated a solution gain in Ca++ equivalent to about one-half the aminium ion lost. Real quantitative roof of the exchange, in the form of an established stoichiometric balance, is unknown to the authors. The data of the present paper, however, obtained from experiments designed on the basis of the exchange hypothesis, constitute strong evidence of its truth, and at the same time point the way to economic utilization of the expensive nitrogen-bearing collectors in concentration of the low-priced nonmetallic minerals. The basic postulate underlying the experiments performed was that, if the collecting reaction is of the type R+ + Y- + MX = RX + M+ + Y- where R = aminium ion, Y = the anion of the amine salt, and M and X are, respectively, the cation and anion of the mineral, the reaction should obey qualitatively the implications of the mass-action and solubility-product laws. This is to say that coating and collection should be aided by the addition to the solution of either ion (R+ or X-) of the collector-coating compound, and hindered by the addition of either of the ions M+ or y-. Experimental work comprised determination of (,) the relative solubilities of the laurylammonium salts of a variety of nonmetallic-mineral anions; and (21 the contact angles' of various minerals in solutions containing different concentrations of the postulated controlling ions. THE area discussed lies south of Canadian River in Hutchinson County, Texas, covering approximately 10 m. east and west and 4 m. north and south. Development is carried on in the manner usual in standard tool operations. No outstanding divergence from the usual methods is necessary as wells are completed in 35 to 55 days to approximately 3000 ft. Most of the time is lost in the upper part of the hole and is usually caused in driving pipe of larger sizes. After approximately 1500 ft., little trouble occurs. A comparison of 13 contractors drilling for Phillips Petroleum Co. gave the following averages: Drilling time from 32 to 63 days with a daily footage of from 49 to 87 ft. per day. The rigs furnished are National turnbuckle type with 6-in. irons and steel wheels.

For a nation whose mining industry has generally been floating through history in the shadows of major mining developments elsewhere in the world, Australia has in the decade of the Sixties made a convincing bid to be one of the world's great "store- houses" of minerals. In fact, at the rate things are developing Down Under and Out Back, what with professional prospecting teams crisscrossing the continent under the direction of professional exploration management, Australia may one day find itself as the world's greatest storehouse. Whereas Necessity may be the Mother of Invention, Consumption is surely the Mother of Exploration. At least this is true in Australia of today. First, the forecasted shortage of iron ore in the world led to the fabulous discoveries in the Pilbara district of Western Australia. Now, the demand for nickel has generated even more interest among mining companies in the vast, untapped potential of Australia.

The Taconites Are Ready, the editorial appearing on P. 933 of the September issue, has provoked comment from several informed engineers to the effect that the indicated profit margin was considerably exaggerated. The cost figures in the editorial, taken from the Congressional Record, were characterized as inaccurate by some correspondents. The theme of the story was, however, substantiated in the announcement (P. 1023, October) that Republic and Armco had joined forces in a $160 million project for taconite development. Chief among the dissenters was E. W. Davis, , Director of the Mines Experiment Station at the University of Minnesota. Mr. Davis has worked up the following set of cost figures:

Slate is a fine-grained rock that has a more or less perfect natural cleavage, permitting it to be split readily into thin, smooth sheets. According to a definition established by the American Society for Testing Materials, slate is "a microgranular crystalline rock derived from argillaceous sediments by regional metamorphism and characterized by a perfect cleavage entirely independent of original bedding, which cleavage has been induced by pressure within the earth." Origin and Character Slates have originated from sedimentary deposits consisting largely of clay. Such materials were carried by streams and deposited in seas or lakes in successive horizontal beds. Other materials such as calcium carbonate, sand, or gravel may have been deposited over the clays, and the pressure of these superimposed materials gradually consolidated the materials below into bedded deposits of shale. Shale is a stratified rock formed by recrystallization of the clay plus adsorbed potash into the mica, sericite. Shale has neither the strength nor the splitting properties of slate since the mica is fine and the flakes unoriented, and the quartz grains do not interlock. Many shales, however, have been subjected to intense metamorphism. Mountain-building forces ever at work in the earth's crust may crumple, squeeze, and fold the shales. At the same time, accompanying high pressures and temperatures changed the original minerals into mica, interlocking quartz, or chlorite. Both mica and chlorite consist of minute tabular sheets or flakes with perfect cleavage. The intense pressure and movement tend to orient these flakes in parallel positions normal to the direction of pressure. The parallelism of the flakes results in the tendency to split with ease in one direction, which has been termed "slaty cleavage," and which is the outstanding characteristic of slate. Actually, the cleavage is through the cleavages of the individual micaceous plates. The original bedding of the slate is often folded and contorted, and the slaty cleavage commonly cuts across it at sharp angles. Composition MINERALOGICAL COMPOSITION The most abundant mineral in most slates is white mica (sericite), a hydrous silicate of potash and aluminum. It is present in very small flakes recognizable only with a microscope. Small grains of quartz (silicon dioxide) are also abundant and are regularly distributed among the mica flakes. The mica-like mineral, chlorite, is usually present in considerable quantities. Chlorites are of several kinds, the more common being hydrous silicates of aluminum and iron or magnesium. Other common minerals present in small quantities are rutile, clay, hematite, pyrite, carbonaceous matter, feldspar, zircon, tourmaline, calcite, dolomite, and siderite. The general range of the chief constituents is about as follows: Sericite, 38 to 40; quartz, 31 to 45; chlorite, 6 to 18; hematite, 3 to 6; and rutile, 1 to 1 ½ pct. CHEMICAL COMPOSITION Results of many analyses indicate that clays, shales, and slates differ little in chemical composition. The changes that take place during metamorphism are confined largely to rearrangement of the elements into new minerals with accompanying changes in physical properties such as hardness and cleavage. IN the history of geophysical exploration by the electromagnetic method many procedures and types of equipment have been used. Source arrangements for surveying on the ground have included long wires grounded at both ends, large loops laid on the ground, small horizontal loops, and vertical loops of moderate to small sizes. Receivers have ranged from simple direction-finding coils to combinations of coils and a bridge circuit to measure quantities related to both amplitude and phase of the received signal. Primary considerations in choosing a survey method are effectiveness, speed, and economy. In work on the ground in which locating and out- lining conducting bodies is the objective, methods using a vertical coil and a simple direction-finder have been found the most satisfactory. Mason1 and his associates applied such a method by setting up a vertical source loop, fed with low frequency alternating current by an engine-generator set. With a direction-finding receiver they surveyed lines along the ground in the plane of the loop, taking measurements at each station of the azimuth and inclination of the magnetic field direction. Deviations of this direction from the normal direction, that is, from horizontal and perpendicular to the traverse line, indicated a conducting body. Recent advances in design of light-weight generating equipment have encouraged using this and similar methods.

BLAMEY STEVENS, Nogales, Ariz. (written discussion *).-This subject should be approached boldly from the purely physical standpoint. There are usually many known ways of making chemical deposits of any particular mineral and probably many more ways that are still unknown. With-physical-effects; .however, there-are, in-general, only one or two, or possibly three, ways that will pass muster before the physicist, when he realizes the geological conditions to be harmonized with the physical ones. Let us consider the second way that Mr. Taber describes: "It (the mineral matter transported in solution) may enter along a fracture, bedding plane, or similar passage, and, as it is deposited, force the wall rock apart, thus making room, for the growing vein," because it is the one Mr. Taber chooses for the great bulk of metalliferous veins. By "forcing the wall rock apart" Mr. Taber indicates that he means that the process of crystallization or-solidification of the mineral in the vein forces the walls apart. To prove this, he offers a great variety of geological evidence, which, from the physical standpoint, is entirely superficial. From the geological standpoint the evidence is the best to be had, but it is entirely negative and one single grain of really positive evidence will entirely offset it. This instrument, shown in Fig. 1, is not generally known, though it has been used in England, and found very practical, handy and useful in work not requiring a transit or theodolite. It is not only a good miner's dial, but a circumferentor as well; that is, it can measure horizontal angles like a theodolite. The magnetic bearings are conveniently read on the inward-beveled upper divided circle; while another circle, graduated on the base-plate, is used for reading the horizontal angles with a vernier. Two leveling spirit-bubbles are sunk in the same base-plate. The vertical divided semicircle is attached to the compact-box by two short axes, which permit the semicircle, with its plain sights, to be turned down to a horizontal position, and rest upon a pin, which relieves the axes from strain. This adjustment gives a clear view of the needle and vernier, and protects the instrument from injury, when carried through low mine-workings. A groove in the semicircle receives a sliding-bridge which carries the plain sights, and a vernier for reading vertical angles. A ball-and-socket-headed tripod is used; but sometimes the instrument is mounted on parallel-plates and level-ing-screws; and sometimes a telescope is attached, instead of the plain sights. The instrument is admirable for all such Mexican surveys as Mr. E. A. H. Tays describes ;l and saves so much time and labor as to be vastly superior to the less accurate hanging-compass called by him a " bully " instrument. If the hanging-compass was ever used in England, it has long since given way to more modern and superior instruments.

All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can he of service to the Library by forwarding copies of mining-reports, maps privately issued, and. similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will he welcomed. By streaming potential techniques, the zeta potential of quartz has been measured as a function of the concentration of dodecylammonium salts at different pH values. These experiments indicate that adsorption of dodecylammonium ions takes place as individual aminium ions until a certain critical concentration is reached in the double layer, at which point the adsorbed collector ions begin to associate into patches of ions, called hemimicelles. Because of its effect on the surface potential of quartz, pH controls the adsorption of dodecylummonium ions. The value of cooperating agents and nonionized constituents of flotation systems is discussed. Previous investigation of the role of pH in the flotation of quartz with anionic collectors is here extended to an inquiry of how the cationic collector, dodecylammonium acetate, is adsorbed at the quartz-solution interface. The equilibrium amount of this collector adsorbed by quartz has already been measured as a function of concentration and pH. The weight of prior evidence has suggested that two mechanisms are involved in the adsorption of this collector by quartz, but with existing adsorption measurements alone it is not

The group of four papers on ore dreseing read at the Butte meeting, all of them dealing with the recent developments at the Great Falls and Washoe plants of the Anaconda Company, form an extremely important contribution to the subject of ore dressing. It proves the efficacy of the new hindered-settling principles first brought out in a paper entitled Close Sizing Before digging' and later elaborated in a paper entitled Development of Hindered-Settling Apparatus: and it is the first large demonstration on this class of mill that has been made. It must be very gratifying to all mill men to have these papers at hand, charged with careful investigations and results pointing to the conclusions reached; the papers cannot fail to be a great help to every designer of mills and to mill men who are working on this class of concentration. The papers have dealt with their subjects so completely and have demonstrated every point from beginning to end in each case so thoroughly it leaves little for the commentator to say in the way of criticism. Therefore it seems best to him to confine himself to adding a few points of history which he believes will be interesting to the readers. Referring to the paper by Mr. Wiggin, and to the fact that the Richards hindered-settling pulsator classifier was turned down, the writer wishes to say that this classifier was the first of its kind that had ever been introduced, and since that time it has undergone great developments which he believes would overcome the difficulties encountered in the test,. In fact, there was one test made at Great Falls which with the Wilfley tables and vanners brought all the tailings down to 0.36 per cent. copper except the fine slime. The Anaconda Co. has two economic uses for the drainage water from its underground mines in the district of Butte, Mont. One is the precipitation of copper, which the company has been accomplishing at the Leonard precipitating plant for many years, and the other is the leaching of the Berkeley pit discard, where millions of tons of leach material have accumulated. The acidic mine drainage water is an ideal leaching medium for the latter purpose, but the solids and colloidal material suspended in the water must be removed before it can be applied to the low-grade Berkeley leach dump. For this reason, it is important for Anaconda to have an efficient means of cleaning mine drainage. Such a means has been found and tested at one mine and is now to be incorporated in a new central pumping station the company is planning at the 3900-ft level of the Kelley mine. This plant is to be activated in early 1967 and will replace the antiquated four-lift High Ore mine pumping plant which was designed and installed before tailing backfill was adopted. The new plant will feature eight pumps with a total capacity of 8000 gpm in a single lift against a total dynamic head of 4100 ft. For the most efficient and economical operation of the plant it is imperative that all possible mud be removed from the drainage water before pumping.

For a very brief description of the North Texas area and the general geological features with which it is associated, the reader is referred to the summary for 1935. As in previous years, the authors have been unable to undertakc the almost impossible task of isolating statistics for the hundreds of productive "spots" which are included within the generally productive areas of the several counties. However, pools that appear to be definitely isolated—as, for example, the Foard County production and the new pool recently developed southeast of Gainesville in Cooke County—are covered separately. During the year 1936, both routine development in proven or scmi-proven areas and exploratory drilling showed a decrease over the year 1935, there having been a total of 1453 wells drilled in the district during 1936, as compared to 1619 in 1935. It is also of interest to note that abandonments exceeded completions in 1936. Developments during 1936 While a number of local productive spots were found in Wilbarger, Archer and Wichita Counties, and numerous minor local extensions to older producing areas were developed in practically all the producing countics in the district, only two discoveries of sufficient importance to justify special mention were made. Anderson and Kerr No. 1 Bruhlmeyer, about two miles southeast of Gainesville in Cooke County, was completed in April, at a total depth of 2014 ft., for an initial production of 315 bbl. daily from a sand of Pennsylvanian (Canyon) age. Development has been rapid and the field is about drilled up. During November the 100 wells in the field averaged about 40 bbl daily. The structure appears to be a small fold associated with the northeast flank of the main uplift, which extends in a northwest-southeast direction across Cooke and Montague Counties.

Of the two methods of mechanical reduction—that of percussion and that of abrasion—it is not easy to say which was first employed by primeval man. The stone hammer and the flat or hollowed stone used for grinding are found together in the remains of prehistoric periods. But the use of the maray, or bucking-stone, developed from the hammer, was probably introduced later than that of crude millstones. Diodorus Siculus, the Roman historian of the first century B. c., mentions such millstones as used in the mines of Egypt to pulverize material which had been previously broken in a mortar. The invention of the arrastra for fine grinding is declared by some authorities to have been made by Bartolomeo de Medina, at Pachuca, Mexico, about A. D. 1557—which is quite probable. Being the first to amalgamate silver on anything like a business scale, he must have felt the necessity for oregrinding apparatus of greater capacity than the old primitive millstones; and the arrastra was thus the natural successor of the millstone. It is very unfortunate that the archives of Pachuca, which has made so much history in ore-treatment, were destroyed in some one of the many insurrections for which, also, the place is renowned. The first application of the stamp to the crushing of rock is asserted by some writers to have been the invention of a Saxon nobleman named Von Maltitz, about the year 1505. Better authenticated reference, however, is made to one Paul Gronstetter, a native of Schwarz, and called an ingenious worker, who, in the year 1519, established at Joachimsthal a process of wet stamping and sifting. Two years later, a larger plant was established at the came place. It is said that he had previously introduced the same device at Schneeberg. How much of the invention was due to Gronstetter is not certain;

GEOLOGICAL problems are approached from a geometrical (space relations) viewpoint, a kinematical (time sequence) viewpoint, or a dynamical viewpoint. The first two require sound training in conventional geology and in field methods. The third approach requires a solid foundation of chemistry, physics, and mathematics. Modern training for geologists should include close integration of basic sciences with geological principles. INTRODUCTION Our knowledge of the earth has increased tremendously during the last half century. We know more about its surface configuration, the distribution of its natural resources, the procession of living forms that inhabited it in the past, the chemical composition of its oceans, the areal distribution of its surface rocks, the movements of its atmosphere, and so on. Not only do we know more facts about the earth, but we have a better understanding of the processes that take place on and within it, such as the nature of earthquakes, the thermodynamics of the atmosphere, the chemical equilibria involved in the formation of igneous rocks, the mechanics of stream flow, the dynamics of the earth's origin, and so on. Many sciences contributed to the sum total of this knowledge, including such established disciplines as geology, geography, physics, chemistry, astronomy, biology. Out of this accumulation of new knowledge grew also a group of new sciences, such as seismology, oceanography, meteorology, volcanology, hydrology. Collectively these latter are known as the geophysical and geochemical sciences, and to a large extent they began as branches of geology. Until the turn of the century, for example, the study of earthquakes (seismology) was a part of geology, although as early as 1846 Mallet, a physicist, had suggested that the subject could be investigated by elastic-wave theory. Comparatively little progress was made along these lines until the seismograph was developed near the turn of the century; since then, additional earthquake data have accumulated rapidly, but more important, the interpretation of these data essentially has kept pace with their accumulation. In similar fashion, meteorology, was generally considered a branch of geology as recently as one or two decades ago. Considerable progress had been made in such aspects as weather forecasting, but the science dates its recent rapid rise from the year 1911, when Bjerknes first applied the principles of dynamics to the analysis of air masses. The rapid development of such disciplines as oceanography, volcanology and hydrology was due in part to the application of principles of chemical equilibrium, of dynamics, and of thermodynamics to earth problems, by men who were essentially physicists or chemists by training. The last half century, therefore, and particularly the last two decades, saw the influx of numerous chemists and physicists into the realm of the earth sciences. UNEMPLOYMENT no longer finds its cure in pros-perity. Not only is there surplus labor in over-developed industries -like coal -mining, but more and more man, power is being released by technical im-provements in production. A new problem in industry has arisen: What is to be done with the labor dis-pensed with by better methods and more highly de-veloped equipment? Are luxury industries the logical outlet for our new unemployed? There has been a marked decline in employment in the manufacturing industries during 1927. Its extent is shown by the Bureau of Labor Statistics index, which receded from a high of 91.4 in March to 87.3 in October, with an estimated figure of approximately 85 in De-cember. This was a drop between the high and low points in the year of about 7 per cent, which means roughly that at the close of 1927 there were approxi-mately 600,000 fewer persons employed in manufac-turing industries than in March -of 1927, and upward of 400,000 less than in December, 1926. Does this de-cline reflect a swing toward industrial depression? Paradoxically it does not; the cause of unemployment at this time does not lie in a lack of prosperity, but rather is largely traceable to prosperity. Capital has been abundant and has gone back into production in the form of great increases in mechanization and new processing. Management is more than ever on the alert to improve methods, as well as to cut costs through reduction of personnel. Properly applied incentives and employee cooperation also have increased produc-tion per man. A new phenomenon in the industrial world-technological unemployment-is the result. Of course, there are added to those unemployed be-cause of the reasons just considered those affected by the coal strike, the period of shutdown at the Ford plants, and the reduction in expenditures by railroads and public utilities. This whole situation suggests that the problem of unemployment is not entirely solved by ironing out seasonal variations or by achieving business prosperity.
