For his achievement in building the Panama Canal, Major-Gen. George W. Goethals was presented, on May 22, the John Fritz medal, the highest mark of distinction in the engineering profession. In the absence, in Europe, of Clemens Herschel, chairman of the Board of Award, Charles F. Rand presided over the meeting. Col. John J. Carty, who was chairman of the Board of Award at the time the medal was awarded to Gen. Goethals, and who ordinarily would have presented the medal, was detained in Paris by Government work, so the presentation was made by Ambrose Swasey. When calling the assembly to order, the Chairman said: This medal has been awarded by a Board representing four of the National Engineering Societies: American Institute of Mining and Metallurgical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and American Institute of Electrical Engineers. The medal was established in 1902, in honor of that great American engineer, John Fritz, and has never been awarded except to very distinguished men. In. 1902, the first award was made to John Fritz for scientific and industrial achievement. In 1905, to Lord Kelvin for his work in cable telegraphy and other scientific attainments. In 1906, to George Westinghouse for the invention and development of the air brake. In 1907, to Alexander Graham Bell for the invention and introduction of the telephone. In 1908, to Thomas A. Edison for the invention of the duplex and quadruplex telegraph, the phonograph, the development of a commercially practical incandescent lamp, the development of a complete system of electric lighting, including dynamos, regulating devices, underground system protective devices and meters. In 1909, to Charles T. Porter for his work in advancing the knowledge of steam engineering and in improvements in engine construction. In 1910, to Alfred Noble for notable achievements as a civil engineer. In 1911, to Sir William H. White for notable achievements in naval architecture. In 1912, to Robert W. Hunt for his contributions to the early development of the Bessemer process. In 1914, to Professor John E. Sweet for his achievements in machine design. In 1915, to Dr. James Douglas for notable achievement in mining, metallurgy, education, and industrial welfare. In 1916, to Dr. Elihu Thomson for achievement in electrical invention, in electrical engineering and industrial development, and in scientific research. In. 1917, to Dr. Henry M. Howe for his investigations in metallurgy, especially in the metallography of iron and steel. In 1918, to J. Waldo Smith for achievement as engineer in providing the City of New York with a supply of water. And now to General Goethals for achievement as the builder of the Panama Canal_

The measures overlying some coal beds are under stress as the result of geological movements after the measures have been deposited. The removal of the coal in the process of mining induces additional stress in the roof measures. Certain types of deposits have sufficient inherent strength to be self-supporting over definite width of excavations and the stress is adjusted without appreciable movement of the material, to the extent that no part of the material will become detached and fall. The uplifting of the measures in geological time often results in the establishing of cleat planes or planes of weakness in the measures overlying the coal, and these planes generally have a uniform direction. Measures that have not been subject to uplifts are less liable to have noncompensable stresses, although any method of underground mining results in the creation of stress in the roof measures over the excavations and over the coal pillars. The immediate roof measures extending upwards of 10 to 15 ft. above the coal give the greatest concern in maintaining the roof in the advance work in the solid coal. Immediate measures which are inherently weak often may be scaled and supported for indefinite periods by a system of timbering. As an excavation is made, the pillars adjoining must take on the weight previously supported by the coal removed. The roof over the excavations takes on the function of a beam and if too weak to be self-supporting it will fail either through shearing or bending, and the roof cavity may enlarge until a self-supporting arch is formed. As support is removed by taking the coal away, there is a tendency for the roof members to move toward the excavation in an effort to compensate the stress; particularly is this true where there is an overlying bed of clay, which may act as a lubricant on which adjoining members may slide. Unstabilized stresses, plus the force of gravity, plus the inherent strength of the material, govern the tendency of mine roof to fall when not supported by timber. In general, most mine roof depresses when the coal is removed. This depression may be in the nature of a sag as the result of bending, or the edges of the pillar may break away or the floor may come up or heave.

THE purpose of this paper is to describe, in a general way, gold-dredg-ing operations in California, with particular reference to unusual features, including types of deposits and recent attempts to improve the recovery of the gold. DREDGING AREAS The gold-bearing formations that traversed the western slope of the Sierra Nevadas for a north and south distance of some 300 miles furnished the immediate source of the gold found in most of the placer deposits of California.. Erosion through a long period carried the gold, together with various forms of partly disintegrated material, to lower elevations and formed placer deposits. Through the classifying action of water in motion, the coarser gold and heavier material of various kinds were deposited relatively near the source; consequently, in' the higher moun-tain country, old river channels were worked feverishly during the early California gold-rush days because of their high gold content. With the working out of these known high-grade channels, and from the knowledge thus obtained of prehistoric stream beds, drift mining was started and flourished until about 1890. Even today many drift mines are operating with the objective of opening other old Tertiary river channels that have been covered by volcanic flows.

AT Climax the warehouse department operates as an independent unit similar to the mine and mill departments. It has the responsibility of receiving, checking, unloading, and storing all material and supplies delivered to the plant. In addition, the transportation of all supplies comes under the direction of the warehouse so that prompt delivery of supplies to all departments is one of its major functions. The transportation division operates heavy and light trucks, trailers, two large tractors, and two snowplows. In addition to delivering supplies it is also responsible for snow removal from the roads, hauling of sand and gravel for concrete and domestic coal to employees. and all miscellaneous work involving the use of tractors or trucks.

This paper discusses the major portion of the hoist (drag or crowd) system and it shows how static control accomplishes its major aims. In 1959, the first truly static control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the proven rotating amplifier control system has since proven to be much more. When they conceived the original system, the designers had much more in mind than simply replacing the rotating amplifier with one that had no moving parts. The long range plan, which started with the initial system consisting of an SCR (silicon controlled rectifier) preamplifier and magnetic amplifier power amplifier, called for eventually, a control system low in cost and maintenance, relatively simple in design and extremely reliable. The plan also included the elimination of as many of the shortcomings of the rotating system as possible. No small accomplishment, when it is considered that the rotating control system had been, with only minor modifications, the standard of the industry for 20 years. The final step in the original design plan called for the eventual development of an amplifier that could be used as one of the basic building blocks of the future. DEVELOPMENT RESULTS Since the successful unveiling of the first static control system, continuous development has resulted in a slow, but sure progression along the path described by the original plan. The first version of the new control corrected one of the shortcomings of the rotating system by removing the necessity of operator anticipation. This was accomplished by making the system faster in response so that the operator noticed virtually no delay between his movement of the master controller and that of the machine. Thus, after the operator became familiar with the operating characteristics of the machine, he was able to become more relaxed while digging. The natural result of this accomplishment was higher production. All of the subsequent versions of this new control were even faster than the initial design. Although it was not distinguishable by the operator, the further increase in response resulted in large gains in the limiting of transient torque peaks applied to the machine while digging. Also, a more effective control of the torque and power peaks was obtained when plugging the motion being controlled to a stop. ENGINEERS as a group are often criticized because they have been responsible for the development of many technical improvements only to allow the administration of them to pass into the hands of others who may have little understanding of how they operate and little competence in their use. These criticisms are not always justified. There are many engineers who have shown themselves to be great administrators in addition to being great creators or builders, and more and more one sees the engineer demonstrating unusual administrative ability as he moves into the executive ranks. The last five or ten years have seen a new movement developing in this country-a movement brought about through the recognition by business statesmen that successful business administrators and executives just cannot be expected to develop like Topsy, that the management of a company must deliberately take steps to cultivate the proper climate or environment for growth if it wishes to provide an adequate and capable succession of executives in the future. This movement has taken on a number of names-Management Development, Executive Development, Personnel Development-but are these not actually misnomers? Can we develop anybody? In the strictest sense of the word, the author doubts that anyone can change any other person, at least, not much. The change must come from within. Perhaps this movement should be looked at not as a program of developing people but as one of giving people an opportunity to develop themselves. In the Humble Oil & Refining Co. there is an Executive Development Program; maybe it might better be called a Program of Development for Executives.

Figures are given for productivity and relative costs.

British Columbia is enjoying a period of sustained high-level activity in all aspects and sectors of its mining industry. The total value of mineral production for 1962 was in excess of $229 million. This was the greatest total value attained for any year to date, exceeding the previous record year of 1956 by more than $40 million. It appears reasonable to expect that value of production for 1963, stimulated by increased production attained during the year, and by improved metal prices for some of the major products, will be substantially in excess of that recorded for 1962. Elsewhere in this issue appears a detailed report of prospecting and exploration activity in the Province. For the purposes of this review it is sufficient to state that the level of prospecting and exploration activity during the past several years has been greater than at any previous time and that there does not appear to be any slackening in activity or interest.

A FULL description of past mining conditions in eastern Kentucky coal mines with reference to the cause of coal bumps and the preventive methods was given by the writer in a previous paper.1 At that time the method had been tried for a period of 13 months, successfully. The method has been enlarged add carried on for over two years, and is still successful. Recapitulating briefly from the previous paper: The No. 3 mine of the Mary Helen Coal Corporation, Coalgood, Ky., operates in the Harlan seam, and is worked by a room-and-pillar method. Cover varies from 1200 to 2000 ft. and the immediate roof over the coal is a hard, massive, sand rock, estimated to be from 70 to 90 ft. thick. The average height of coal throughout the mine is 46 inches. The reason for adopting the method were that in this mine five men had been killed by coal bumps between 1931 and 1934; many other men had been injured and coal-cutting machines had been thrown from under the cut. The morale of the workmen was at a very low ebb. Many remedies had been tried in other mines troubled by coal bumps, one method being to leave chain and room pillars in every 500 ft., to serve a bumping block; the idea being that if a bump took place it would act on the pillars left in the gob. Another method adopted was to board up a pillar, leaving a small opening at the bottom sufficient for shoveling coal. In this system the idea was that if a bump did occur on the pillar, the boards would stop flying coal so that no one would be injured. Many other methods were tried and it is safe to say that each mine troubled by coal bumps tried various remedies, none of which proved effective. On considering all that had been attempted in an effort to eliminate coal bumps, and the information gained by experience of coal bumps in various mines, it was thought that a long face with gob support would eliminate the trouble. Accordingly, on Jan. 15, 1935, a long face was started with wood cribs on 20-ft. centers. When the former paper was written on this method, the long face had been brought back a distance

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be .of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or, personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will. use the Library freely, and assurance is given that most careful service will be rendered to them.

SUFFICIENT testing has been .performed with the Dutch State Mines Cyclone for thickening and desliming flotation feed at the concentrator of the National Lead Co., Tahawus, N. Y., to prove its application for this work. It is the purpose of this article to present some of the test results, operational details and advantages of cyclone thickening and classification. The metallurgy of the mill operation was described by Frank R. Milliken, assistant manager of the titanium division.

Heat-resisting chromium steels and alloys treated at 825° or 9.50°C (1527° or 1742°F) in a carburizing atmosphere exhibit an extensive carbide precipitation. This carbide precipitation may be succeeded by the FeCr a phase or by a carbide with a higher carbon content. Point analyses carried out with an electron mi-croanalyzer make it possible to study the depletion of chromium in the matrix after precipitation has occurred and to determine the chemical composition of carbides. In particular the content in the carbides of Fe, Ni, and W, elements which substitute Cr, can be accurately determined. HEAT-resisting chromium steels and alloys employed in the construction of gas carburizing and carbonitriding furnaces are subjected to a succession of oxidizing atmospheres during heating and cooling and to carburizing atmosphere during isothermal stage. Such a sequence of thermal cycling causes embrittlement and corrosion in the furnace materials. A quantitative study of the structural changes induced in the furnace materials has not received much attention in the past. However, utilization of the electron probe microanalyzer and other modern techniques has permitted a point analysis of the various phases formed and to follow their relative evolution. This paper gives results as regards the nature and composition of the carbide precipitation and the distribution of chromium in the matrix during only the carburizing periods. The structural changes subsequently produced during oxidizing periods will be presented eventually. METHODS AND MATERIALS Metallographic, X-ray diffraction and Castaing electron-probe microanalysis1 techniques have been employed to study carbide precipitation and evolution and the changes in the composition of the matrix in heat-resisting steels and alloys.

WAR has wrought sharp and sudden changes in the pattern of the oil industry. The most obvious and most striking of such changes have been in the fields of transportation and refining. A third of the world's total oil production formerly started to market, tanker-borne, over the waters of the Gulf and Caribbean. Most of this oil went to our North Atlantic ports, supply points for the world's greatest consuming center. This tremendous traffic, disrupted by the loss of tankers as a result of requisition for military purposes and by the activity of enemy submarines, has had to be substituted largely by such lines of supply as could be improvised without loss of too much time. No single solution for this gigantic problem has been found nor is it likely to be entirely solved for some time to come. It has been solved in part, however, by rearrangement, reversals, and patching up of existing pipe-line systems; by overland transport of crude and products in tank cars on a scale never before attempted; by barging over inland waterways; and through the construction at long last of the "big-inch" line, the first leg of which is just being put into operation as far as Norris City, III. The tank-car traffic alone, reaching a peak of deliveries of 856,710 barrels per day into District 1 during the week ending Sept. 19, 1942, and accomplished at an expense of millions of dollars in extraordinary transportation costs, defrayed by the Defense Supply Corp. and by the mobilization of tank cars from all over the nation, is a story worth the telling but by some of those who directed it.

THE number of installations of propeller mine fans completed during the years of 1936 and 1937 is evidence of the increasing popularity of the propeller fan with the American mining industry. During the period from 1931 to 1936, there were several different low-pressure, low-efficiency propeller fans available, which filled a definite need in replacing inefficient centrifugal fans operated at comparatively low pressure by means of purchased power. Since 1936, however, the trend toward the propeller fan has greatly increased, as propeller fans are now available practically without pressure limitations and capable of efficiencies high enough to warrant replacement of efficient centrifugal fans in many instances. Few manufacturers of propeller mine fans base their fan-operating characteristics upon similar test methods, primarily because of inadequate facilities for testing in the factory and the need of a test code incorporating a calibrated duct or nozzle that makes possible the testing of large propeller fans quickly, accurately and without prohibitive expense and space requirements. As a result, fan manufacturers have resorted to various methods for testing large propeller fans in the factory, and different yardsticks have produced uncomparable and often inaccurate performance data. It is the purpose of this paper to describe and discuss in detail the test procedure of the Jeffrey Manufacturing Co., which has been proved both accurate and practical. Fig. 1 shows a plan, a side elevation and two end elevations of the test duct with a propeller fan of the exhaust type in place. Testing propeller fans exhausting permits greater accuracy than testing these fans blowing, because in the former uniform flow conditions are more easily established at Pitot tube stations where fan pressure and air-volume measurements are desired. Any residual rotation remaining in the air discharged from a propeller fan blowing into a test duct must be removed before an attempt is made to obtain accurate pressure and volume readings. Although various devices for straightening the air may be placed between the blowing fan and the volume-measuring station without resulting complications, uniform flow so obtained at the pressure-measuring station necessitates corrective calculations to compensate for duct resistance

The selection of a shaft size for ventilation purposes is a classic problem of concern to mining engineers. This presentation is concerned with the sizing of conventionally-sunk circular shafts with concrete or shotcrete linings. Costs of sinking shafts of three different depths, from 150 m to 300 m (500 ft to l000ft), and six different diameters, from 4.27 m to 7.32 m (14 ft to 24 ft), were obtained through questionnaires to shaft contractors. The primary objective of the economic model presented is the balancing of detailed annual capital and operating costs to achieve the minimum overall cost of the shaft installation over its life. The economic model is similar to previous analyses but treats several of the individual cost categories in an updated fashion. Included in the paper is a detailed analysis of the effects of varying power costs on optimal shaft size. Also included are a statistical analysis of current shaft costs and comments on the choice between shotcrete and concrete linings.

Surface mine operators have organized a voluntary group known as the Mined-Land Conservation Conference for the specific purpose of developing and expanding reclamation programs on mined land. As a part of the Conference program, a Voluntary Industry Program was adopted and subscribed to by its membership. This program stated: "The basic approach to a sound conservation program is the restoration of mined land to its most practical and productive use within the shortest possible time . . . reclamation of mined lands, including planting to grasses or tress, should be done on a planned basis, under technical guidance by personnel trained in this field."

THE need for coordinated effort on public problem by engineers has long been felt. Early in June there will assemble in Washington a conference composed of delegates from all the engineering organizations in the country. The call for this conference is issued by the Joint Conference , Committee of the four national societies as the completion of its work on the organization of a congress composed of delegates representing all the engineering organizations of the United States. The plan for this confederation was presented at a joint meeting of the administrative boards of the national founder societies on Jan. 23, 1920; and was unanimously approved in principle by that meeting. The work of the committee since that date has consisted in drafting a constitution of the organization to be presented at the conference for discussion and, after such amendments as may be adopted, acceptance.

This paper describes a simulation model developed to analyze truck haulage problems as they are found in the open pit mining and construction industries. The model, using a computer, cycles trucks between their assigned loading and discharge points over a measured haulage route. Required parameters for model operation include the number and type of operating trucks and loading units, maximum truck acceleration and velocity, a realistic vehicular deceleration rate, and the ratio of ore to total material loaded at each origin. Equipment performance characteristics, system profile characteristics, and service time distributions are also included. Records are kept of all waiting times at the loading and discharge points and of any truck interference on the haulroads (moving queues), and a current journal of ore and waste production is maintained. In the pursuit of reduced truck haulage costs, management is confronted with three particular problems in truck and shovel mines. 1) What is the best assignment of trucks to shovels in the system? 2) If new equipment is needed, which new shovels and trucks will operate most effectively in the system? 3) Are any physical changes in the haulage layout warranted to increase productivity? For small open-pit mines the answers to these questions may be obvious. However, for larger operations complex problems are encountered with production and system configuration relationships usually being unknown. The mining simulator discussed here was developed to aid management in evaluating alternative pit-haulage schemes to reduce the risk involved in the selection and assignment of equipment in open-pit truck and shovel mining systems. There are two fundamental differences between this model and other truck haulage simulators: one is a difference of degree, the other a difference of kind. This model can simulate more complex systems than previous models by allowing transportation of material from multiple mine faces to multiple mine destinations and by being readily adaptable to a wide variety of mine layouts. The second difference that characterizes the model is the standard simulation of truck movements. This technique enables each vehicle to perform according to its mechanical capabilities and the physical profile of the haul road. Among the similarities between other truck haulage simulators and this model are the recognition of the probabilistic nature of certain service times in the system and the use of a digital computer to operate the model. The computer inherits the staggering computational and bookkeeping work loads and provides a means for compressing the time scale by allowing several days' operations to be simulated in a matter of minutes. DISTRIBUTION SYSTEM Basic aspects of the system analyzed here may be brought into focus by referring to Fig. 1, a schematic of the typical open pit truck-shovel operation programmed into the simulation model. A single stage materials handling scheme is employed to transport both ore and waste. Loaded trucks are directed to a crusher or stockpile if ore is being mined, while overburden is conveyed to a waste dump. Each shovel has a given number of assigned trucks and has two associated haulage routes, one for waste and one for ore. Up to 5 shovels and as many as 10 trucks per shovel (or a total of 50 trucks) can be operated in the model. Essentially the model, using a computer, cycles trucks between their assigned shovels and the proper discharge points over measured haulage routes. Required input parameters for model operation include the number of shifts to be simulated, operating time per shift, number and type of operating trucks and shovels, maximum truck acceleration and velocity, a realistic vehicular deceleration rate, and the ratio of ore to total material loaded at each shovel. Montana is leading the way in the field of mined-land reclamation with new laws and new ideas. The Montana Department of State Lands is combining new legislation and practical application techniques to all mining operations in the state. Road building, stream relocations, or settling systems can be designed to meet the environmental problems. Mineral exploration now requires a new and closer look at drill site locations, road gradients, and exploration tools. The problems and costs of land rehabilitation must be thoroughly understood by the exploration geologist in order to satisfactorily conduct exploration in Montana.
