Rearmament superimposed on buying sprees by the public, caused a general shortage of metals in 1911. and the rare metals were no exception; they also shared with the more common metals the uncertainty of future demand. In general, the apparent undersupply of metals is a favorable condition for the realization of sleeping possibilities of the rare metals, especially if the supply can he made sufficient to take care of the possible new demand. Many changes in metal usage in 1941 were forced because of shortages. When such changes are in the direction of the economic trend there is a speeding up in the tempo of the inevitable change, but when the forced changes are against the economic trend they are likely to be shortlived. In any event, the latter is not a solid foundation on which to build a future business.

AT the meeting of the Board of Directors held on June 25, 1926, and in response to numerous in-dividual suggestions for changes, a committee on Re-vision of the Constitution and By-Laws of the Insti-tute was appointed, consisting of C. F. Rand, Archi-bald Douglas and H. Foster Bain. Various confer-ences were held, much correspondence conducted and a preliminary draft was prepared. It proved imprac-ticable to complete the work in time to submit the matter to the membership for approval or disapproval at the annual meeting in 1927, and the Committee was continued with instructions to prepare a report as a basis of action in 1928. After Mr. Rand's death George Otis Smith was appointed in his place and the tentative draft herewith submitted has been pre-pared in its present form by Messrs. Smith, Douglas and Bain, though not differing in any material mat-ter from an earlier draft approved by Mr. Rand. In preparing this the Committee has kept in mind primarily the desirability of simplification and of making the By-Laws conform to the actual practice of the Institute as worked out through experience. The Constitution and By-Laws adopted in 1912, and which with minor amendments only still govern the Insti-tute, are full of specific provisions regarding pro-cedure; such as that laid down for guidance of the Papers and Publications Committee. Many of these have proved unworkable and in practice have not been always strictly followed. It now seems wise to write into the Constitution and By-Laws only the general fun-damental principles to he followed and to provide for such easy change in methods of following them out as will permit efficient conduct of the business. It is this thought that has guided the Committee in rewrit-ing many of the sections. With this in view also the Constitution, as such, has been shortened to the brief-est feasible statement of fundamentals. All matters relating to means of making these principles effec-tive have been put into the By-Laws or in the hands of committees whose work is subject to control and whose rules are subject to approval or disapproval by the Board of Directors. Many suggestions for changes have come to the Committee that have not been incorporated in this draft. Some of these are in themselves excellent but have not been incorporated here because the Commit-tee discovered no sentiment for them such as would be likely to secure their approval, or found them out of harmony with the general plan followed herein.

During the past decade the genesis of the lead- and zincdeposits of the Mississippi valley has received special attention from many distinguished observers. But their united egorts, instead of settling all disputed questions, have, in many respects, involl-ed the general problem in greater uncertainty than would be thought possible under the circumstances. In place of the harmony of opinion that might be expected, there is unexpected disagreement, largely due to the fact that, instead of giving attention to a possible multiplicity of ore-producing conditions among the different deposits, the attempt has been made to bring all deposits under a single genetic head. To a new observer of the lead- and zinc-deposits of the Mississippi valley, it appears at the outset that all the deposits cannot possibly have had the same genesis. In fact, different modes of origin have been often asserted for the ore-bodies, but the difficulty has been that each writer has referred them either all to one category or all to another, and no intermediate ground has been considered possible. Such a position now appears to be clearly untenable. The opinion that, in the deposits of the region under consideration, the ore-materials represent original depositions, made at the time the rocks themselves were formed, is no longer held by any authority, and therefore need not be considered here. PROPERTY of Malartic Gold Fields Ltd. is situaated in the great clay belt in the northern part of the Province of Quebec. This belt represents the floor of the glacial lake Barlow-Ojibway. The clay blanket has a gently rolling, almost flat surface, with here and there projecting knobs and ridges that outline the large irregularities of the surface on which the clay was deposited. At irregular intervals glacial eskers dominate the landscape. The ore-bearing country rock is covered by strata of clay, sand, and silt to a depth varying to 40 ft. There are serious structural problems when it is necessary to place loads of unequal intensities on this surface to support buildings and machinery for a modern mining plant. Earlier mining companies and their engineers paid little attention to the science of soil mechanics, partly because they believed it unnecessary and partly because they knew little of the subject. The results are evident in some of the tottering structures in older camps. Careful analysis of soil problems is well worth-while, since cost of foundations may vary from 20 to 50 pct of the final cost of a structure. Low operating and maintenance costs can be achieved only in this way.

Louisiana experienced deeper and increased drilling during 1934, resulting in the discovery of five new fields: Bosco, Acadia and St. Landry Parishes; Lake Hermitage, Plaquemines Parish; Roanoke, Jefferson Davis Parish; Gillis, Calcasieu Parish; and Four Isle, Terrebonnc Parish. New sands were discovered at New Iberia, Iberia Parish; Lake Washington, Plaquemines Parish; Sligo, Bossier Parish; and in the Rodessa gas field, Caddo Parish. Other miscellaneous events worthy of mention are the continued leasing of prospective oil and gas lands in North and South Louisiana, extensive geophysical work in the Gulf Coastal area, and increased interest in the development of flank production on piercement type domes, resulting in the acquisition of flank acreage and the leasing of several shallow domes in the Gulf Coast and Interior salt-dome areas. The total oil production for Louisiana during 1934 was 32,529,082 bbl., an increase of 6,929,280 bbl. over 1933. The total daily production at the end of the year from 2421 wells was 102,752 barrels. North Louisiana During the year, 144 oil wells and 68 gas wells were completed in North Louisiana as compared with 111 oil wells and 47 gas wells during 1933. The North Louisiana oil production was 9,274,050 bbl. as compared with 10,023,580 bbl. during 1933, a decline of 749,530 bbl. The normal decline in the old fields and especially in the Zwolle area was partly offset by increased production in the Converse field, Sabine Parish, and by acid treatment of wells in the Zwolle, Converse and Caddo fields. There were no new fields discovered during 1934. During the year R. W. Norton enlarged the boundaries and reserves of the Rodessa gas field. A series of gas-bearing sands, was discovered in J. B. French, No. 1-B, sec. 34, 23 N. 16 W., below the oolitic lime found at 5500 ft. in which formation all previous wells had been completed. The total depth of this well was 5825 ft. In Monongalia County, West Virginia, the Pittsburgh and Sewickley beds lie west of the Monongahela River and underlie practically all the western end of the county. The average thickness of the Pittsburgh bed is 8 ft., where it is being mined at present, sometimes running up to 9 ft. The Sewickley bed is 4½ to 6 ft. thick and lies 90 to 100 ft. above the Pittsburgh bed. As the Pittsburgh bed had a known value, a large part of it was bought up without consideration of the Sewickley bed. When the Monongahela Railway was built up the west side of the Monongahela River, other interests bought up the Sewickley bed, as it was found to be equal in quality to the Pittsburgh, with slight local exceptions. The two beds, therefore, were owned by different people, and naturally each owner opened his mine and ran it without regard to the working of the other bed. Consequently, considerable portions of the upper bed were seriously affected for economical mining, especially on Scotts Run. In recent years there has been a tendency, influenced by the decision of the West Virginia Supreme Court, on the part of the operators in Monongalia County to try to coordinate their projections in the layout of their mines. A typical geologic section, according to the report of the West Virginia State Geological Survey on Monongalia County, agrees with Fig. 1. It is apparent that the rock above the Sewickley bed and between the Sewickley and Pittsburgh beds is of a rather friable ~lature, therefore it is easily broken in pillaring. About the only difference between this section and the geologic section in the Lowsville district is that in the latter district the rock between the coals is a denser sandstone and contains little shale and limestone and no evidence of Redstone coal. It is a laminated sandstone, and although it makes a harder mass, it is easily broken. While working in the Lowsville district, the author had an opportunity to examine a neighboring mine in the Sewickley bed, which was over a section being pillared in the Pittsburgh bed. The object of this communication is to give a description of some remarkable spheroidal specimens of anthracite coal recently encountered in stripping the Mammoth seam at Milnesville, Luzerne county, Pa. Somewhat similar forms of coal, occurring in France and in Australia, have been described already. In vol. xxxvii. (1888) of the Transactions of the North of England Institute of Mining and Mechanical Engineers, under the title "Coal Nodules from the Borehole Seam at Newcastle, New South Wales," Mr. T. E. Forster describes and illustrates, with two plates of specimens, a series of " nodular " forms of anthracite coal taken from a depth of 300 feet beneath the town of Newcastle, and possessing the following characteristics : The lines of cleavage of the coal-seam are more or less curved, giving a rouuded appearance to the blocks. Dikes of intrusive dolerite intersect the coal, and the coal-nodules occur with with greatest frequency where the seam is most disturbed. They are easily separated from the surrounding coal. "The seam at this point is remarkable, not only for its splendid proportions but also for its extremely bright and rich appearance, which gives the working-places x strong resemblance to those in the Pennsylvania anthracite mines.....The cleavage of the coal is, in some park of the pit, noticeable for a series of small impressions or concavities about the size of, and resembling roughly in shape, a mussel-shell raised vertically on its longest edge.....To some extent the nodules appear to have a more or less concretionary structure, and to be, roughly speaking, composed of several concentric layers, through which the ordinary cleavage of the coal passes, while in others thin layers may be observed, resembling the coats of an onion!' A programme of work was initiated so that the possibility for the agglomeration of Transvaal chromite-fines by pelletization could be investigated. The use of cementitious binders did not yield promising results, binder additions of up to 10 per cent failing to produce an agglomerate that would be suitable as feed for an electric-smelting furnace. Further laboratory and pilot-plant studies showed that high-quality pellets could be made from chromite bonded with small amounts of bentonite and hardened by heat treatment at temperatures of the order of 1000°C. An investigation was also done into the reduction behaviour of pellets containing amounts of stoichiometric carbon up to that required for complete reduction. The results showed that the maximum degree of reduction that could be obtained was approximately 75 per cent, and that these pellets had the physical properties that would make them amenable to smelting in a submerged-arc electric-smelting furnace.

INTRODUCTION Numerical methods commonly used in rock mechanics, such as finite element, displacement discontinuity, and boundary integral equation methods, offer solutions to problems which can be described by differential equations subject to boundary conditions. These numerical methods use approximations leading to solutions in terms of matrix algebra and numerical integration. Many rock mechanics problems which are beyond the scope of such approximations can be treated effectively by application of techniques developed in the field of artificial intelligence (AI). Among the possible applications are: site characterization (Duda, 1975), geological interpretation (Smith and Baker, 1983), solution of problems involving rock joint networks, and underground construction. Each of these applications utilize particular features of Al. Here we shall present results of AI applications which utilize primarily search and to lesser extent learning or pattern recognition. Specific examples presented are in the field of rock fracture network problems and underground construction. ARTIFICIAL INTELLIGENCE Artificial intelligence techniques attempt to achieve human-like reasoning and learning capabilities. This reasoning capability is valuable in applications where repetition, complexity, or tediousness makes human-like intervention impractical. In rock mechanics this occurs, for example, in stochastic rock mass modeling applications where some complex decision-making is required for each of a large number of iterations.

Binary alloys of compositions intermediate between solid-solubility limits and eutectic compositions have been completely separated into primary phases and eutectic by freezing unidirec-tionally at very slow rates (10-6 to 10-5 cm per sec). The alloys examined were Pb-1 wt pct Ag, Al-20 wt pct Cu, and Al-42 wt pct Cu. The compositions and proportions were close to those expected from the phase diagrams and provided information about the solid/liquid interface at certain free zing rates. DURING the directional freezing of an alloy the solute distribution is controlled by the efficiency of mixing in the liquid,'" whereas diffusion in the solid state is of negligible importance. It is known3 that mixing by convection is very efficient, but complete segregation is only achieved at very slow freezing rates4-6 or with forced stirring in the liquid. ' Yue9 and Yue and clark10 have previously illus- trated partial separation of primary phases in alloys close to eutectic compositions. In the present work, taking binary alloys of compositions intermediate between the limits of solid solubility and eutectic compositions, it has been possible to achieve complete separation of the primary phases by directional freezing at very slow rates. METHODS AND RESULTS The alloys concerned were Pb-1 wt pct Ag, A1-20 wt pct Cu, and A1-42 wt pct Cu. As may be seen from the relevant diagrams,11 these alloys should segregate into approximately equal proportions of primary solid solutions and alloy of eutectic compositions. Specimens, -12 cm long and 1 cm wide, were frozen in horizontal tubes by withdrawal from a furnace. The lead alloy, prepared from materials of 99.999 pct purity, was sealed into evacuated Pyrex tubes and the aluminum alloy of similar purity contained in graphite boats under vacuum. In situ mining is a process for recovering uranium from relatively small or low grade ore bodies. The process involves passing a lixiviant and oxidant, typically NH4HC03 and H202, through a uraniumcontaining ore body. As the solution progresses through the ore body, the uranium is oxidized from the plus four to the soluble plus six state. The bicarbonate complexed uranium laden solution is removed from the ore body and the uranium recovered in an above-ground processing plant. During the leach process lixiviant cations may be sorbed on the ore host, if the host contains exchangeable clay minerals. This report examines the implications of this clay interaction on ground-water quality, the various available in situ mining restoration methods, laboratory procedures for simulation and development of those methods, and the results of using the restoration methods in the field. Various restoration methods, including ground-water sweeping, clean water recycle, and chemical restoration are presented and discussed. The use of ore characterization, agitation leach tests, and column tests to study cation sorption and desorption, and thus, to identify and evaluate restoration methods is discussed. Ore characteristics identify the clay type and clay content, which allows the estimation of the magnitude of the cation sorption by that ore. The chemical effects of clay exchange and of chemical restoration can be examined using agitation leach experiments and packed ore column tests which also provide information on the physical effects. The agitation leach test is a relatively rapid means of determining the sorption and desorption characteristics of an ore. Unlike agitation leach tests, column tests can be used to assess the influence of solutions on permeability, on precipitation problems, and on other chemical changes. The effectiveness of using restoration methods, which were developed and tested in the laboratory, are examined by presenting field restoration data from several mining sites.

IN drilling for water and oil to reasonable depths through the generally soft yielding clay and sand formation of the Coastal Plain of Texas, . Louisiana, and Mississippi, the rotating method of drilling was adopted, principally on account of the easy and quick penetration, and the low cost of the drilling plant. In favorable ground, free of heavy gravel and rock strata, as much as 1,000 ft. has been drilled in less than 36 hr., although such performances were of course rare. Hydraulic rotary drilling, or, as it is now called, rotary drilling, was used in the above States as early as 1880. The plant consisted of an ordinary derrick, a 25-h.p. boiler, a small hoist, a steam pump, and a water swivel with hose attachment, and an ordinary flat diamond-pointed bit. The successful drilling in of a phenomenal oil well by this process on Spindletop, near Beaumont, Texas, on Jan. 10, 1901, and the ascertained impracticability of drilling subsequent wells in the same locality by other methods (owing principally to heavy quicksand under pressure from below), brought rotary drilling into great prominence, practically to the exclusion of any other process throughout the Coastal Plain, and later on elsewhere. The method, as its name implies, involves the rotation of a pipe by means of machinery placed on the derrick floor. A drill bit attached to the lower end cuts a clearance for the drill pipe, with much the same motion and effect as an auger. Water forced through the drill pipe by means of a pump, and escaping through the bit, removes the cuttings and returns to the surface outside the drill pipe. In this manner the hole is kept open, permitting the drill stem to rotate freely. The pressure of the column of muddy water holds up the walls of the hole until it has been cased. Practically all the wells of the Gulf coast region, numbering nearly 10,000, have been drilled with this system. During the last five years its use has been extended to many other States and countries.

IN the fall of 1912, the appearance of water in the oil of the Nevada Petroleum Co., Coalinga, Cal., made necessary the installation of a dehydrating plant to reduce the water below the 3 per cent. limit prescribed by the agency. Unlike the mining industry, technical literature of the oil industry is limited and extremely unsatisfactory. Until the recent efforts of the Petroleum and Gas Committee of the American Institute of Mining Engineers, no concerted movement has been instituted to secure publication of papers dealing with the problems of the oil business, and because of the additional fact that dehydrating of oil has not been practiced in California to any extent up to comparatively recent time, it was found necessary to experiment in order to determine the most satisfactory plan for this purpose. It is easy to write regarding successful enterprises, but, while not so pleasant, it is equally desirable to write of failures so that others may be saved the loss incident to such investments. The water in this oil occurs both free and as an emulsion. Free water easily settles out, but the emulsion requires treatment. So far as can be determined, the emulsion consists of globules of water surrounded and enveloped by a film of, oil. Starting with this hypothesis, the theory has been evolved that in order to break up this emulsion the water must be heated at least to boiling point, when an explosion takes place destroying the globule. Unfortunately, this condition was not recognized in the installation of the first plant, which was planned on the following lines: A heater was arranged so that all the oil from the wells could be heated before reaching the shipping tanks, these being already fitted with coils for steam heating. Tanks were filled with about 4 ft. of water, live steam was turned into the coils and the water brought nearly to the boiling point, when the heated oil was run in. This for a time was partly successful, but the length of time necessary to apply this heat was too great for practical operating.

For the first time we are able to publish the official itinerary for the forth-coming Mexico City meeting of 1936. As shown on Page 351, the deluxe special train leaves St. Louis on Thursday. Nov. 5 at 5:30 p.m., returning to St. Louis on Nov. 18 at 8:15 a. m. The schedule provides seven days and six nights in Mexico City with numerous excursions to nearby towns and resorts. The oldest surviving city in' North America is Mexico City, dating back at least to the twelfth century. It was the Aztec capital when Cortez arrived in 1519. The famous cathedral still standing was built on a foundation of sculptured Indian images and the remains of a great Aztec temple. Today it is a city of romance.

An uncoupled thermoviscoelastic finite element formulation with an application to Underground Coal Conversion (UCC) is presented. An incremental solution procedure with an implicit time stepping scheme is used under the thermorheologically simple material (TSM) postulate. The presented formulation, for a homogeneous and isotropic medium, is employed in the simulation of the UCC post-burn phase. Temperature, displacement, stress, and failure responses under thermomechanical loading are predicted. The solutions for the selected field problem indicate potential roof collapse, stress relaxation, and modest surface subsidence with a progressive thermal and failure front. The corresponding thermoelastic responses with temperature- dependent elastic properties are also presented and compared with the thermoviscoelastic results.

In the production of magnesium oxide, dolomitic lime and magnesium chloride are reacted to produce an intermediate product, magnesium hydroxide. Consistent product quality requires close monitoring of the soluble calcium hydroxide level during the reaction. Traditionally, this analysis has been done by manual titration; however, the product quality could improve with more frequent analysis and better control. A feedback control system was developed based on frequent automatic titrations, and reactor modelling was used to discern a control strategy. The system development and implementation are described.

CLIMAX is situated in the heart of the high Rockies at Fremont Pass on the Continental Divide. This setting naturally throws some of the romantic aura of the old mining camps around the town. In its early days it was much like them, even to its air of impermanence. Its founders had faith in the future-as did every adventurer who started a hole in the ground and called it a mine. In those days, however, all available money was expended on the mine, and those who labored on the job had to he content with rugged living arrangements. The visitor at Climax today. however, sees a townsite carefully laid out to enhance the natural' beauty of the surroundings. There are 250 houses and 43 apartments which have been carefully designed by an architect, and missing is the long line of houses of the same type. Every house is of a different design, all being modern in every respect, with haths, running water, electricity, and .sewage disposal. They vary in size from three to six rooms and rent for $5 per room per month. A complete, well-designed water-treatment plant supplies water for domestic purposes.

In a communication to this Institute at the Baltimore meeting, February, 1879,* on the "Determination of Silicon in Pig Iron and Steel," the method recommended was the treatment of the metal with nitric acid until action had ceased, and then evaporating with sulphuric acid until the nitric acid was nearly or quite driven off. After filtration of the siliceous and carbonaceous residue, and washing with hot water and hydrochloric acid, a silica was obtained, on ignition, which was quite pore. THE difficulties inherent in table concentration operations as applied to gold, silver, lead and zinc ores, are accentuated in the scheelite mill, which has a flowsheet that is similar in general principles. The narrow "spread" in the specific gravity between scheelite and the usual gangue in which it occurs often makes its clean separation extremely difficult and in some cases impracticable. The problem is further complicated by the extreme friability of the mineral and its inordinate tendency to "slime," particularly where fine grinding is necessary and wet grinding methods are employed. The physical aspect of the occurrence of scheelite in the ores, the kind and character of the rock in which the mineral is present, its hardness, friability and the specific gravity of its constituents, as well as like characteristics of the associated mineral-spyrite, pyrrhotite, sphalerite, and others, all have a bearing on the successful milling of crude ores and the production of a concentrate that is marketable with minimum price penalty or none at all. Most tungsten deposits are considered low grade when the limiting factor of low percentage recovery by gravity methods is borne in mind. The great majority of deposits developed or in process of development carry from 0.4 to 1.0 per cent tungstic oxide. Ore carrying 1 per cent is considered good grade; 0.7 to o.8 per cent, fair, and below that figure, low grade. Steady mill feed averaging upward of 1.0 per cent WO3 is exceptional. Inasmuch as buying specifications demand a 60 per cent WO3 content, the mineral content of the ores as mined must be concentrated to at least that degree. A few companies have constructed chemical plants for the treatment of their complex concentrates and low-grade flotation product, but the smaller operator must rely on table concentration, borrowing the tools and to a large extent the methods of his predecessors in the gold, silver, lead and zinc mills. Whether these are the best tools and methods that can be devised is an open question. Except in rare instances, table concentration, however carefully conducted, does not yield a satisfactory final recovery of the mineral content in headings as indicated by chemical determinations of tungstic oxide content. A saving of 6o to 65 per cent is considered fair, and an average 80 per cent recovery, exceptional. Each scheelite ore body is a separate problem. Details of handling that give best results in one case may not be successfully operative at a property on the same contact zone and but a short distance removed. Supplementary treatment of tailings by flotation may be successful in producing a low-grade concentrate of around 15 per cent W03, which is adapted to further treatment chemically at a given property and entirely unsuccessful at another. This problem constitutes another of the unanswered questions. The following paragraphs relate solely to the beneficiation of scheelite ores by table concentration and supplementary methods.

The St. Helens mining-district, indicated in sketch-map, Fig. 1, is chiefly in Townships 9 and 10 North, Ranges 5 and 6 East of the Willamette meridian, in Skamania county, Wash. There is no railroad or even a wagon-road at present connecting it with any base of supplies; access is usually by wagon-road for about 50 miles from the town of Castle Rock to Spirit lake, and from that point by pony-trail from 6 to 10 miles farther.
