Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. WHEN iron is dipped in molten zinc at temperatures in the range 840" to 930°F, the two metals react to form layers of Fe-Zn compounds which adhere to the iron. RefineRs of lead by the Parkes process have always been solicitous of recovering the zinc used in the desilverization, and justly so, as the loss in zinc constitutes one of the heavy costs in this method of refining. Part of this loss is due to the absorption of zinc by lead, and in the present state of knowledge is not recoverable as metallic zinc. The remainder of the zinc, which finds its way into the precious-metal-bearing crust, is recoverable and naturally engages the operators' most exacting attention. Careful elimination of the impurities in base bullion has enabled the refiner to produce a zinc crust better adapted to retorting, which reflects favorably in the zinc recovery;- and to produce a richer crust, thereby lowering the zineking cost, as the increased efficiency of the zinc results in less of it being in circulation. It is obvious that if the ratio of concentration be increased, a lessening of the amount of crust formed will ensue, throwing less work on the retorts and diminishing the amount of retort metal sent to the cupels, thus making an actual money saving in all these operations. In the effort to obtain a rich crust, the metallurgist has increased the heat to a considerable degree, upon the assumption that at the higher temperature the zinc-dver alloy could be squeezed free from the adhering lead. A further possibility for improvement suggested itself in the freezing-point curve of Prof. H. C. Carpenter, upon zinc and silver. Study of this curve disclosed the existence of a definite chemical compound, Zn3Ag2, with a freezing point of 665" C., a promising compound for practical application. In the experiment undertaken it was endeavored to force this compound into the crust, hoping thereby to obtain a higher concentration than formerly. It was recognized that in bringing a large kettle of lead to such a heat, more fuel would be used, the life of the kettle would perhaps be shorter, and other disadvantages would be experienced. Mining differs from the ordinary industry in that most industries and enterprises have an indeterminate life, apparently perpetual, and therefore, are not called on to replace the original investment. In mining, however, when the ore bodies are mined out, there is nothing left, The original capital investment must, therefore, be returned to the investor by the time that the profitable life of the mine is ended. When the operating company makes no provisions for perpetuating its life by investing a portion of its earnings in other properties, the usual procedure is to pay the investor, periodically, a dividend sufficiently larger than the risk return on his investment to enable him, if he reinvests this overplus at a safe rate of compound interest, to replace his original capital by the time the mine is exhausted. This overplus constitutes a return of invested capital. In estimating the value of a mining enterprise, the work leading to the final result may be divided into two parts. The first is the examination of the property to determine ore reserves, mining costs and profits, financial requirements and future prospects. Whatever conclusions are reached in this phase of the work depend on the experience, thoroughness and integrity of the examining engineers. The second is the calculations pursuant to the field examination.

Campbell and Martin1 described a new exploratory logging tool which was developed as the result of a new concept of the phenomenon that takes place when a porous formation containing mobile hydrocarbons and irreducible interstitial water is invaded by mud filtrate. They postulate that invasion will create a bank of interstitial water between the flushed zone and the undisturbed formation. This postulate was confirmed by Wyllie.' Thus, if R,, is greater than R, and mobile hydrocarbons are present, the resistivity profile with increasing radii from the borehole is high:low:high, as shown in Fig. 1. If mobile hydrocarbons are absent, the bank of interstitial water is indistinguishable from the undisturbed formation and the resistivity profile, when R is greater than R,, is high:low, as shown in Fig. 2. The zone containing the bank of interstitial water and residual oil was named the "low zone". Campbell and Martin conducted extensive electrolytic wedge and resistivity analog model studies to select a logging system that would reflect the presence or absence of the low zone. The system they selected was that of a family of lateral curves. The model studies indicated that the presence of a low zone could be detected in approximately 60 to 70 per cent of the producing sand reservoirs with a family of lateral curves provided that the sonde effectively occupies 90 per cent of the diameter of the hole. These studies were conducted with D, = 5d. The presence or absence of the low zone is best determined by a plot of the apparent resistivity vs spacing as shown in Figs. 3 and 4. A dip or inflection in the profile that repeats at successive depth intervals is considered diagnostic. To reduce the shunting effect of the hole and mud, a sonde of insulating material that is surrounded by a series of flexible rubber bumpers was designed. The bumper efficiency is considered to be the ratio of the bumper diameter to the hole diameter. Field tests conducted by Campbell and Martin on 10 wells with a tool that provided for station readings indicated that dips or inflections could be detected in 19 out of 25 known producing zones. OF the various minerals that occur in fibrous form known as asbestos, chryso-tile is the variety most in demand for commercial uses, and, last year, over 683,000 tons of the various grades were produced in Canada and United States, exclusive of African and Russian production, which figures are uncertain. Production has not been able to keep up with the increased demand, and an acute shortage exists. Canada, Russia, and Africa are still the most important producers. However, Russia consumes most of its production at home and exports very little. The United States consumes over 60 pct of the total production and produces only about 4 pct of the total from deposits in Vermont and small quantities from Arizona. This paper will review mainly, some of the more recent developments concerned with the extraction and processing of this fibrous mineral for various industrial uses, such as textiles, insulation, building materials and brake linings. Four of the more important factors that have influenced recent developments are: 1. The lack of discovering and developing new deposits of any important size to supply the increased demand. 2. Rapid postwar expansion of industrial uses, especially in asbestos cement products, together with in-rreased manufacturing facilities. Euro-peal) countries are again back on the market with their demand. 3. The ability of manufacturers to develop their technique of blending fibers and obtaining more utility value out of each ton of fiber, together with the utilization of shorter grades of fiber to obtain equally as good products. In the past, many manufacturers were wasteful in their use of fibers. 4. The struggle for reduced operating costs, in face of increased wages and prices of supplies, together with the necessity, at some mines, to change the method of mining from open quarry to underground. Most of the recent capital invested in the asbestos mining industry has gone into more efficient extraction of the fibers from the existing ore, especially in the recovery of the shorter grades. There has been very little new plant expansion. Progress in the utilization of shorter fibers has been so far reaching that some of the mining companies are retreating present tailings as they leave the mill, and others are considering retreating of the old tailing dumps for recovery of fibers that, until recently, were not saleable and were discarded as part of the tailing. Many of these dumps contain much valuable fiber from days when milling was very inefficient. It might be appropriate to mention here that the present known asbestos reserves of proved commercial value (excluding Russia) are being depleted at an alarmingly rapid rate, about 10,000,000 tons of ore is being mined annually. No new deposits have come into production during the last 15 years, with the exception of certain deposits in Africa, which are the most promising, and minor developments in Canada, Venezuela, Cyprus, Australia, and Brazil. The African deposits are the only ones that hold promise of developing large reserves. Unless new deposits are developed, in twenty years or maybe sooner, the supply picture will not be a very bright one. Stimulated by the acute shortage, increasing fiber prices and technical developments, many new areas are being prospected in Canada, United States, New Zealand, Newfoundland, South America, Europe, Africa, and China. From information now available, it appears that no real progress has been made in duplicating this rare development of nature by producing synthetic asbestos. The most promising experiments were carried out at the University of Leipzig, but they seem far from practical. There has been marked progress in fiber glass manufacture, but so far, it has replaced asbestos only in very few instances for minor uses. Asbestos ore and the fiber it yields are different in some respect at each mine and vary usually in the following: 1. Percentage of fiber content by weight to the gangue. 2. Variations in proportions of long and short fibers, some deposits being predominantly long fiber and others short fiber. 3. The hardness of the rock in which the fiber occurs. 4. Introduction Drilling is the initial operating step In open pit mining. It goes hand-in-hand with the blasting operations to ensure adequately broken material for the excavation equipment employed. The drilling effectiveness is highly dependent on the quality of the drill evaluation. This discussion will center on the parameters that are needed to evaluate drill requirements for a new mine The procedure that is generated can, however, be used to evaluate whether to expand existing operations and replace existing equipment. Methods of breaking ground, other than blasthole drilling and blasting, such as ripping, will not be discussed. The importance of correct drill evaluation extends to the other facets of open pit mining. Inadequate fragmentation, the direct result of poor drilling and blasting techniques, results in oversized, hard digging for the excavating equipment. The result is higher secondary blasting costs, reduced excavation efficiencies, higher excavation costs, higher road repair costs, and higher haulage equipment costs. The main objective of evaluating drill fleet requirements, therefore, is to determine the equipment needed to minimize the operational constraints, caused by blasthole drilling, on other facets of open pit mining at the lowest cash flow costs.

INTRODUCTION IN underground mining operations the effects of economic and mechanical factors on costs and profits can readily be appreciated and can perhaps be expressed in exact figures and percentages. Less apparent, but frequently more important, is the influence of physical stress. Stress causes failure of supports, collapse of openings, rockbursts, and other damage which directly affects the costs of maintenance, and also to a certain extent the accident rate. Stress can, however, if properly directed, be an aid to mining operations. The caving methods in metal mining and the long-wall method in coal mining are well-known examples. In large-scale mining operations it is almost impossible to neglect stress-control. A better understanding of the mechanism of rock pressure and the application of its principles to practical mining will inevitably lead to a reduction in operating costs. Many theories have been advanced to give the mining engineer a practical outline for stress-control but, although today most experts agree upon the principles of stress distribution around underground openings, there is still no generally accepted theory that explains all phenomena. The main reasons for this incomplete understanding of the problem are the lack of accurate knowledge of the physical properties of rocks under field conditions, and the great complexity of these conditions due to inhomogeneity of the rock, stratification, tectonic disturbances, and many other unknown factors. The research on the rock pressure problems has, however, yielded some valuable facts which, expressed in practical terms, and adapted to local conditions, may become a valuable aid for mining operations. The purpose of this paper is to give a review of the most important accomplishments of this research with respect to the stress phenomena around small underground openings, such as tunnels and shafts, so as to arrive at an outline of the problem as it stands today. Special emphasis is placed on a new theory by the German mining engineer, Rudolf Fenner, which has never before been published or discussed in English. THE PRESSURE DOME THEORY The formation of a dome-shaped space around underground openings is well known from field observations. When openings are made in rock under stress, the rock in the top of the openings will often fail, and caving will continue until the openings have assumed a dome-shaped form, after which equilibrium apparently is re-established. The oldest theory which attempted to explain the phenomenon is the "beam" theory, which postulates that the hanging wall consists of stratified measures that behave as independent beams with fixed ends and a uniformly distributed load. Grinding costs are an important item in cement manufacture, and the cost of power is one of the large items in grinding costs. Even where power is of secondary importance, cost items dependent on mill capacity are influenced by the efficiency with which the mill uses power. Tube mills typify the grinding mills most generally used in cement plants, though other types are in use. Tube mills have been widely criticized as being extremely inefficient, and this feeling regarding them has led to many attempts to design more efficient grinding equipment. Other types may be an improvement over tube mills, but the improvement has certainly not been revolutionatry, at least as applied to clinker grinding. The very fact that there is doubt regarding the relative efficacy of various types of mills is an indication that an adequate basis for an analysis of performance is lacking. The development of methods of analyzing mill performance has been hampered by the lack of a suitable method for measuring the work actually done in pulverizing. There has been no acceptable standard to which mill performance might be compared. As a consequence, it was not known whether the margin of possible improvement in pulverizing operations was large or small. Even direct comparison of different types of mills was seldom possible because most plants had only one type of mill for each type of service. Comparisons between plants were difficult because of differences in the grinding characteristics of various clinkers. Some recent developments complete a chain of circumstances that place the cement industry in a particularly fortunate position for the study of its clinker-pulverizing operations. Modern investigators of grinding phenomena have generally agreed that the best measure of mill performance is the production of new surface. For most materials this measure of performance is largely theoretical and has a rather remote connection with the practical aims of the grinding operation. In clinker grinding, on the other hand, surface area is intimately connected with the properties conferred on the cement by grinding. Mine ventilation analysis is an engineering discipline that can be considered a branch of the body of science known as network analysis. Likewise, the group of engineering procedures known as the critical- path method (CPM) is considered a branch of network analysis. It is therefore not surprising that mine ventilation network analysis and CPM have many similarities. These similarities are useful in analyzing several types of mine ventilation problems and will be utilized in this paper. The analogy between the free split in a ventilation circuit and the critical path in a scheduling network has been recognized by Owili-Eger (1973). While this was recognized as a property of a general ventilation network, many important applications to controlled- splitting problems also exist. The mathematical procedures necessary to apply CPM and network methods have previously been presented (Wang, 1981; Wang, 1982). This paper will illustrate the implementation of these methods by application to mine ventilation networks.

Oil operators engaged in drilling on the Continental Shelf of Louisiana and Texas are in agreement that adverse weather and wave action are two of the greatest hazards to the safety and efficiency of their work. It was ami-pated when the offshore operations commenced that such would be the case, and experience to date has verified this assumption. Because atmospheric conditions and wave action involve tremendous amounts of energy it is highly unlikely that it will be possible to control any but the most localized weather and wave phenomena within the foreseeable future. Thus. as long as the offshore operations involve the movement of small craft and barges over exposed waters, and the transfer of personnel and heavy equipment from these craft to either fixed structures or larger craft at close quarters, the weather and wave problem will remain. Taking into consideration the persistence of the wave and weather problem and the improbability of achieving a direct solution, the Humble Oil & Refining Company, in planning its offshore campaign investigated the possibility of forecasting wave and weather conditions in order to provide warnings of dangerous conditions and increase efficiency in day-to-day planning of work. It was recognized that predictions of wave and weather conditions based on meteorology and oceanography, both geophysical sciences, are not 100 per cent accurate and application of forecasts in the offshore work was dependent on whether they provided information which was sufficiently greater in accuracy than the layman's guess to be worth the expenditure involved. During World War 11. meteorology and oceanography were used with success in reducing danger resulting from environmental conditions and increasing efficiency of operations exposed to the elements. This success was partially the result. of improvement in the scientific techniques involved and the procurement and distribution of observational data, and partially due to the large scope of the military operations which meant that a reduction of losses of a relatively small percentage of the total cost amounted to a large figure expressed in terms of dollars. Since the offshore drilling involves an extremely large financial investment, it was considered that the experience of the Armed Services in successfully employing meteorology and oceanography might be duplicated in the oil industry. In addition. the oil industry's successful experience in utilizing seismology, geology, and terrestrial magnetism; all geophysical sciences, indicated that meteorology and oceanography, also of the family of geophysical sciences and sharing their scientific assets and liabilities, might be profitably put to use. Since the immediate problem involving the sciences of meteorology and oceanography in the offshore campaign is wave action, a program was inaugurated within the Humble Oil & Refining Company during June 1947. the purpose of which was to ascertain the applicability and limitations of wave forecasting in the offshore campaign. A summary of the effective wave forecasting techniques developed during the war was prepared in the form of a forecasting manual for the Continental Shelf off Grand Isle, Louisiana, by Bates and Glenn. After completion of this manual, experimental forecasts were prepared daily over a two-month period by Graham and Thompson to determine the accuracy of the forecasts. It was considered that the accuracy of the experimental forecasts justified a more extensive test under actual operating conditions in the offshore work and the firm of A. H. Glenn and Associates was set up under the sponsorship of the Humble Oil & Refining Company to work with the Humble Grand Isle District in providing forecasts of wave and weather conditions over a one-year period. This paper discusses the service now provided to the Grand Isle District, its applicability and limitations. TYPE OF FORECASTS REQUIRED It was apparent before the commence-mence of the forecasting service that a specialized type of forecast was required. Many of the weather elements of interest to the general public, such as rain and temperature, are of minor concern to offshore operators. On the other hand, such elements as wave height and wind speed and direction are of great concern in the offshore operations since variations in wave height of a few feet in the critical range divide safe from hazardous working conditions. To be of utility. a forecasting service for the offshore work must provide detailed forecasts of the elements which affect the operation. With this in mind, it was decided that forecasts would include the following information: average wave heights to the nearest foot, wind speeds within a range of approximately 5 miles per hour, and wind directions within 221 degrees. Since the procedure for forecasting these elements involves thorough analysis of weather data, it was decided to include a generalized forecast of weather conditions such as rain and cloud cover, although these are of secondary importance.

Since the immediate problem involving the sciences of meteorology and oceanography in the offshore campaign is wave action, a program was inaugurated within the Humble Oil & Refining Company during June 1947. the purpose of which was to ascertain the applicability and limitations of wave forecasting in the offshore campaign. A summary of the effective wave forecasting techniques developed during the war was prepared in the form of a forecasting manual for the Continental Shelf off Grand Isle, Louisiana, by Bates and Glenn. After completion of this manual, experimental forecasts were prepared daily over a two-month period by Graham and Thompson to determine the accuracy of the forecasts. It was considered that the accuracy of the experimental forecasts justified a more extensive test under actual operating conditions in the offshore work and the firm of A. H. Glenn and Associates was set up under the sponsorship of the Humble Oil & Refining Company to work with the Humble Grand Isle District in providing forecasts of wave and weather conditions over a one-year period. This paper discusses the service now provided to the Grand Isle District, its applicability and limitations. TYPE OF FORECASTS REQUIRED It was apparent before the commence-mence of the forecasting service that a specialized type of forecast was required. Many of the weather elements of interest to the general public, such as rain and temperature, are of minor concern to offshore operators. On the other hand, such elements as wave height and wind speed and direction are of great concern in the offshore operations since variations in wave height of a few feet in the critical range divide safe from hazardous working conditions. To be of utility. a forecasting service for the offshore work must provide detailed forecasts of the elements which affect the operation. With this in mind, it was decided that forecasts would include the following information: average wave heights to the nearest foot, wind speeds within a range of approximately 5 miles per hour, and wind directions within 221 degrees. Since the procedure for forecasting these elements involves thorough analysis of weather data, it was decided to include a generalized forecast of weather conditions such as rain and cloud cover, although these are of secondary importance.

This paper describes the observed variability of the chemical composition of coal preparation plant refuse for the major producing seams of Kentucky. Both the Appalachian Coal Field of eastern Kentucky and the Eastern Interior Coal Field of western Kentucky are represented. Also reported is the variability observed in the chemistry of the coal refuse due to cleaning, and the observed chemical variations between past and present production samples. This represents part of a larger study directed toward characterization and utilization of Kentucky coal refuse.

TEST gravity surveys were made in the Washington County barite district of Missouri on properly owned by the Baroid Sales Division of the National Lead Co. This property is located just northeast of Richwoods in the northeastern corner of Washington County, Fig. 1. The area to which the surveys were confined comprised approximately 5000 acres, of which some 525 acres were surveyed gravitationally. Gravity observations were made at 2600 points within the area, observations being confined to relatively clear and gently sloping ground. Part of the area was heavily wooded, and the terrain too rugged for either the occurrence of a commercial barite deposit or a feasible gravity survey. The relief along the central drainage, Ditch Creek, was about 140 ft, the maximum difference in elevation being 400 ft in a distance of 3½ miles. The purpose of the test gravity survey was to determine whether the gravity method of geophysical prospecting might be applied in the exploration for barite deposits in the Washington County barite district, since a satisfactory systematic procedure had not been devised to explore and ultimately determine barite ore reserves with desired accuracy. No previous geophysical work with respect to barite is known to have been done in this area. Stratigraphy: The formations over which the barite deposits occur' are Paleozoic in age, representing rocks involving sandstones and dolomites unconformably underlain by pre-Cambrain granites and rhyolite porphyries. Among engineers engaged in mining coal for river transportation, probably no other subject of equal importance has received so little attention as the methods of transferring into barges and other craft. The liability of all our streams to sodden freshets and their attendant drift and ice-gorges, seems to have had little effect upon the design and construction of what are commonly known as rivertipples, beyond the building of breakwaters, and other similar devices, to guard expensive structures from damage. The first method adopted for such transfer was a simple incline, with a movable cradle, which could be raised or lowered to suit the different stages of water. This system, though limited to a small capacity, and to cars not larger than those commonly used underground, possessed two advantages. The first cost was comparatively small; and, since the structure did not obstruct the channel, there was little risk from freshets, the utmost damage from which could be repaired at small expense. Its disadvantages, however, were many, the principal among them being the breakage of the coal by reason of the necessarily high dump; the damage to barges from the same cause; and the difficulties of screening and distributing the different sizes into separate barges. That system has been almost wholly abandoned of late, in favor of the basket-arrangement, lowering vertically into the barge, with the aid of counter-weights, which return the empty basket; while pipes or chutes convey the small coals into other barges, from a complete set of screens, which this method will readily accommodate.
