T is unfortunate that the word "economics" has -¦¦ come to mean, in the minds of many people, a sort of half-baked mixture of New Deal philosophy and bookkeeping. It may mean anything from mine cost keeping to the theory of gold as a monetary standard. As applied to the industrial mineral industries as a whole it means to us an integrated study of all of the technical, geographical, market, financial, and other factors which determine whether or not a given enterprise has a sound chance of making a business success. Of course it is impossible to generalize too freely in this large group of industries which go to make up the nonmetallic minerals. This group includes such dissimilar products as crushed stone and ca- pacitor mica, phosphate rock and spinning fiber asbestos, roofing granules and potash salts, borate minerals and monumental granite. Yet in many respects their economic problems are similar and, at the same time, far different from those of the metals and of petroleum and coal. These basic differences are almost never recognized by people outside the industries and are rarely appreciated even by metal mining engineers. But in many instances these economic factors are fully as important as, if not more important than, technologic problems. It has been a long fight to get an intelligent and wide-spread appreciation of sound technology in the nonmetallic mineral industries. The importance of the economic side of the problem has yet to be widely understood and appreciated. The problem was outlined in considerable detail by one of the authors some 18 years ago in a long series of articles* and he has since prepared numerous talks

While the old-time melter was satisfied to bring his metal out in the desired condition, and therefore took care to have the slag liquid enough, the importance of a thorough knowledge of the slag is at present recognized in all up-to-date melting-shops. Formerly slag or cinder was considered a necessary evil, accumulating in some mysterious way wherever a man was striving to produce a clean metal. Nowadays we deliberately aim at a well-defined slag, which varies with the nature of the process and the product. In steel-making we need slag for two main purposes, namely, refining and protecting the metal. To refine metal, essentially oxidizing and reducing processes are required, while to protect the metal we need a reducing or, still better, a neutral atmosphere. Although an absolutely neutral condition between steel, on one side, and the containing vessel and the slag, on the other, is an imaginary conception, the various furnaces in use for the production of liquid steel maybe arranged with respect to the attainment of this ideal in about the following order of merit: converter, open-hearth, crucible, and electric furnace. In dealing with the subject we will find it convenient to avail ourselves of the terms of physical chemistry, which yield a simple conception of the matter and an expedient way of expression. Slag and metal at large are not mixable with each other, and we will therefore call them the two " immiscible phases," though there are certain compounds which dissolve in both phases under conditions to be considered later. Introduction THE use of roll scale in the Bessemer process dates back, to the "best of our knowledge, at least 20 years. It was first used by the Ohio Steel Co.; Youngstown, Ohio (now the Ohio Works of the Carnegie Steel Co.) under the direction of Sam, MacDonald, Superintendent of the Bessemer Department at these works. Two 10-ton vessels and one blowing engine capable of blowing one heat at a time were employed. The object of using the scale was to -shorten the length of the blow; or in other words, to increase the production with the same equipment. Various means were tried out for introducing the roll scale into the bath of molten iron: It was shoveled into the vessel before the heat was charged, so that the metal would flow over the scale; it was shoveled into the bath after the vessel was turned up; it Was dumped into the empty iron ladle by the wheelbarrow-load, and at times wars dumped on top of the molten metal in the iron ladle. But the practice of introducing the scale into the iron ladle had to be abandoned on account of danger from explosions and of skulling the -ladles. It was soon learned that the proper place to charge the scale was in the empty vessel, so that when the molten iron was poured into the vessel it flowed over the scale, causing a considerable reaction to take place before the heat was turned up. Eventually, cylindrical chutes similar to those now in use were installed. Into these chutes the scale is dumped and carried into the empty vessel. Before this convenient means of introducing the scale was adopted, the Ohio Works had satisfactorily demonstrated that roll scale would increase production, by blowing 107 heats in one 12-hr. turn (1,087 tons) with one blowing engine, blowing one heat at a time; whereas, prior to the use of scale, the best practice at these works was about 80 heats under the same conditions.

The overproduction of crude oil in 1927 has received such widespread publicity, both within and without the industry, and the several factors which have brought about this situation are so thoroughly agreed upon by everyone, that it is unlikely the writer will in this brief review be able to contribute anything new. The entire story of low prices and demoralization revolves around two flush districts, Seminole and West Texas— the actual. performance of Seminole and the potential threat of West, Texas. The sustained production of California has been a contributing factor to this situation also. It seems reasonably certain that Seminole and West Texas will together dominate the industry during 1928, with Seminole probably destined to drop into second place, as additional pipe lines are completed into West Texas to care for its rapidly expanding production. It now appears inevitable that the production of 1928 will equal or exceed that of the past year, depending solely upon the rapidity wit,h which it is possible to market West Texas crude, and the degree of restraint which operators are willing to impose upon themselves in holding proved reserves of oil underground. Adversity has cultivated the growth of a promising spirit of cooperation which has accomplished practical results both at Seminole and in West Texas. Cooperation among oil producers has long been ardently hoped for, but prior to the past year it has never been effective on an important scale. The interests both of the industry and the public at large can best be conserved by cooperation in controlling production, and the widespread acceptance of this idea has paved the way for a more rational policy in the immediate future Production BY Major Districts The domestic production of the United States during 1927 amounted to 894,43.5,000 bbl. A principal first-order and a minor summation term contribute to the solution to the discretized batch-grinding equation when formulated in cumulative retained mode. Depending on the inter relations hips between the selection and breakage parameters, the minor term may be advantageously modified in a number of ways. The reduced grinding equations thus obtained are solved by iterations to give relatively simple solutions which are tested against experimental data. TOTAL global war is making extraordinary demands on the oil industry. Huge quantities of 100-octane gasoline, extreme service lubes, toluene and other miscellaneous products are required. 100-octane gasoline is blended from isopentane, base stock, and alkylate. Isopentane is fractionated from natural or refinery gasoline; but since only limited quantities of base stock can be made in this way, catalytic cracking is rapidly becoming the major source of base stock. Alkylate, the most important component, is synthesized from isobutane and an olefin. Extraordinary demands are forcing the full utilization of all present sources and the development of new supplies of feed stocks. Fortunately, the United States finds itself with well-developed processes already available, and this is true of the manufacture of lubricating oil as well. Toluene is now being produced by new methods from special cuts fractionated from selected crudes or from catalytically processed naphthas. Designers of refinery equipment are modifying past practices to conserve every bit of material possible.

THIS paper describes the results of a series of tests carried out to determine the partition of dodecylamine between distilled water and the surface of quartz at various concentrations of dodecylamine acetate in solution. An adsorption-column technique was utilized for this purpose. Ralston and Harwood, of Armour and Co., had synthesized marked dodecylamine acetate for us.' In their preparation which we employed, 0.0007 pct of the total carbon was the radioactive isotope, carbon fourteen. Unmarked dodecylamine acetate of high purity was also prepared by them for our use. The presence of carbon fourteen in the dodecylamine enabled us to analyze quantitatively for dodecylamine on the surface of quartz, using a radioactive-tracer technique. The method used was that known as internal gas counting of carbon dioxide, formed by oxidation of the amine. This method has already been described, "3 ' and the reader is referred to these papers for details of the analytical method and procedures. and surrounding liquor, a technique analogous to chromatographic columns was utilized. The experimental setup is shown in fig. 1. The dodecylamine-acetate solution was made up in a volumetric flask and poured into the glass funnel shown. It was allowed to drip slowly onto the quartz bed, the rate of flow from the funnel reser- voir being controlled by a hose clamp. The quartz column was contained in a small, fritted-glass filter (size 20 mm, C). The beaded top edge of the filter was cut off to enable the holder and contents to fit into the open end of the 30/45 joint on the combustion tube. This combustion tube is used in the analytical train described in a previous paper.' A piece of gum-rubber tubing joins the bottom of the fritted-glass filter to a filter flask, which in turn is connected to a vacuum line, or water aspirator. IN the cyanide process, gold and silver are dissolved from crushed ore as double alkali-metal cyanides, from which they may he precipitated by such positive metals as sodium (amalgam), aluminum, or zinc, or by electrolysis. Two extreme conditions may he noted. Some works, especially slime plants practising decantation, use a relatively large volume of solution-possibly 4 or 5 tons per ton of ore-nearly all of which may require precipitation, so that the solutions handled are of much lower value per ton than the ore. On the other hand, in some leaching plants it is possible to extract with very little solution, and to percolate some of this more than once through the charge before precipitation, so that the solution to be precipitated may he much less than half the weight of ore, and proportionally richer. Solution intended for further use need not have all its precious metal removed, but any that has to be thrown away should be impoverished as far as is economically possible. In spite of certain advantages possessed by other precipitants, zinc in some form has been almost universally used. In some of the first attempts to utilize cyanides as gold solvents, a "piece or plate of zinc" was suggested as a precipitant, but extension of surface was early recognized as a desideratum. Macarthur and the Forrests adopted a "metallurgical filter" of zinc shaving, turned from disks or rolled sheets. They had previously experimented on other forms of zinc, and Macarthur records having tried zinc dust, which had of course been long known as a general reducing agent. It had also been known and used as a precipitant of precious metal from plating and photographic solutions, and comminuted zinc had been patented for recovering copper, etc., from ore leaches. Other inventors proposed the virtual making of zinc powder by the attrition of balls of zinc, and by similar means, during the passage of a stream of gold-bearing solution.

PRIOR to 1938, proration procedure in Kansas required the physical testing of wells in order to set up a basis for allocating production. Subsequently the use of liquid-level data and bottom-hole pressure data was authorized on certain types of wells as a basis for calculating well capacities, thereby permitting wells to be tested at low rates and with small volumes of production. This paper gives some attention to the equipment used for obtaining liquid-level data but in general it is devoted to the theoretical and physical factors involved in well testing by drawdown methods. These tests are divided into two classifications: (1) liquid-level data used directly to calculate capacities, and (2) liquid-level data and liquid-level measuring equipment used in connection with other data to determine bottom-hole pressure. Equations and calculations for both types of tests are shown. Well capacities calculated from fill-up data have not been used generally but offer a simple means of testing some wells. Theoretical factors and calculations for such tests are shown. IN the state of Kansas, proration laws required that the "ability of a well to produce" be given consideration in state allocation orders and for many years this was the only factor used in prorating the allowed oil. The "ability of a well to produce" was the quantity of oil that could be obtained from a well in a prescribed period, usually 24 hr. Early in the history of State-regulated proration, Kansas operators realized that, unless some restriction were placed upon equipment, the competition between producers to obtain large well "potentials" might result in a race to install the largest pumping equipment. Consequently, restrictions were placed upon the size of tubing and length of pump stroke that could be used in pumping wells during potential tests. Later, restrictions were placed also upon the size of tubing and chokes that could be used in flowing walls. Despite the restriction set-up, better pumping equipment was designed and installed, pumps were improved, and various devices were invoked to obtain high rates of production for short periods of time. By 1937 pumping cycles of forty to forty-five 54-in. strokes per minute were not uncommon, and numerous wells had produced at the rate of 3500 bbl. per day for short periods. Such production was far beyond any rate that could be long sustained. Equipment necessary to take "potentials" was several times larger than that needed for normal producing purposes, and repairs and replacements required by the high pumping speeds were excessive. Also, many operators were beginning to suspect that the high rates of production maintained during "potential" tests were conducive to early water encroachment. By 1938 large-scale physical testing of wells in Kansas ended, the use of the bottom-hole pressure gauge had become common, engineers and operators were becoming familiar with the term "productivity index," and bottom-hole pressure was being used as a factor in allocation in many areas. INTRODUCTION Although the economy in the Province of Saskatchewan has historically been agriculturally oriented, a major source of wealth has been realized through natural resources such as petroleum and natural gas, coal and uranium and since the 1960's - potash. Potash or potassium chloride, in the form in which it is presently produced in Saskatchewan, is used primarily as fertilizer, a source of potassium, one of three essential elements required for healthy plant growth, with about 5% of production sold to the chemical industry for use in such products as soap and liquid detergent, glass and ceramics, textiles and some pharmaceuticals. Saskatchewan is estimated to have approximately 40% of known world potash reserves and its ten active mines account for some 25% of annual world production. POTASH CORPORATION OF SASKATCHEWAN In an effort to guarantee a fair and lasting economic benefit to the Province of Saskatchewan, the Potash Corporation of Saskatchewan (PCS) was created on February 4, 1975 through an Order-in-Council under the Crown Corporation's Act and later on April 1, 1976, the Potash Corporation Act provided for its continuation. PCS was given the mandate to acquire ownership of a significant portion of the potash mining capacity in Saskatchewan and to establish an organization capable of operating the facilities, marketing the product, and conducting all of the other activities necessary for a successful corporation competing in the world potash industry. The corporation is the largest potash producing and selling organization in the Western World - or third largest in the world. (See also Figure 1). PCS through its wholly-owned subsidiary, PCS Mining, has acquired a whole or partial interest in five geographically distinct producing properties or divisions, representing today more than 40% of Saskatchewan's potash producing capacity. The acquisition of each division was followed by a program designed to exploit and maximize the particular opportunities at each minesite for increased production. To that end, PCS Mining has taken an active lead in expanding to meet future demand and has implemented expansion programs at all properties except for its Esterhazy Division where it has a long-term processing agreement with International Minerals & Chemical Corporation (Canada) Limited. Through its wholly-owned subsidiaries, PCS Mining, PCS Sales and PCS Transport, this provincial crown corporation has the ability to operate as a producer and marketer of Saskatchewan's potash. In certain instances PCS, the parent company, assists in the financing of various projects undertaken by the subsidiaries and in other cases the subsidiary involved arranges its own financing. POTASH RESERVES As a background to the specific issue of financing, it is helpful to describe briefly the nature of the deposit which supports the industry - our collateral, if you like. The potash beds underlying Saskatchewan are sedimentary rock deposits formed by the gradual evaporation of an inland sea during the Middle Devonian period roughly 400 million years ago. Now known as the Prairie Evaporite, this formation stretches from North Dakota and Northeast Montana through Southern Saskatchewan into North-Central Alberta. These beds lie at mining depths ranging from 950 - 1000m (3,000 ft) below the surface, where conventional mining methods can be used, and to 1,650m (5,000 ft), where solution mining must be

13.9-1. Introduction. Any mining venture or project is undertaken with a view of gaining some benefits, which, with the modern limited corporation, means earning a return to the stockholders for the use of their funds. Thus, any manager, when confronted by an opportunity of expending funds, must realize that the funds should generate a satisfactory return. The problem then becomes one of how the manager should best expend, if he should expend, funds for opportunities that become available to him. In the evaluation of a mineral property, or of a project within an operating mineral property, there must be cognizance of the fact that the final return is dependent on many factors that are not present in other industries. The primary factor in mining operations is the orebody, which has a diminishing life. This diminishing life gives the decision maker a range of choices; for by expending more capital for a larger plant, he can work the deposit out in a shorter period (16). This may, in fact, maximize the return on the investment. Alternatively, he may wish to maximize the total profits, a course which usually requires a lower capital investment and allows a longer working life for the deposit before final depletion. Other factors that have great importance in the evaluation of mining projects are the taxation treatment of mining profits from the viewpoint of depletion, depreciation, and investment credit. Investment opportunities involve expending funds at the present time in return for future benefits. These future benefits have a degree of risk in that the annual amounts of benefits and their duration cannot be fore- cast accurately. The treatment of risk in economic analysis involves the quantification of the degree of variability of the expected future benefits and also of the initial capital expenditure. Mark Twain once observed that "Everyone complains about the weather but nobody does anything about it." Not too long ago, the same observation held true for the problem of air pollution. During the past 25 years, however, the mounting concern over air pollution has spurred industrial and governmental research to find ways and means to combat the menacing situation. But for all the time and money spent in recent years to fight it, air pollution is still a major problem in most industrialized communities in America. At the SME Fall Meeting last September, coal's responsibility for such pollution was aired at an informative panel discussion moderated by Ernst Hall. The many-sided problem of air pollution became readily apparent as five experts, representing industry and government, parlayed over the task of cleaning up dirty air. Their opening comments are reprinted here.

The Connellsville coal-field is a separate strip of the upper coal measures, flanking the Chestnut Ridge along its western side. It extends from a point a few miles south of Uniontown, in Fayette County, following a northeasterly course parallel to the trend of Chestnut Ridge, through Fayette and Westmoreland counties, with its terminal prongs resting 011 the southern portion of Indiana County, north of the town of Blairsville. This belt of coking coal will average about three miles in width and over sixty miles in length, affording nearly, if not quite, two hundred square miles of this large coal-bed.

The exact date of man's first use of coal is lost in antiquity. The discovery that certain black rock would burn was undoubtedly accidental and probably occurred independently and many times in the world over thousands of years. It is quite likely that these independent discoveries were made when primitive man chanced to build camp fires on exposed ledges of a black rock, then was amazed when it caught fire. The Chinese recorded the use of coal 1100 years before the Christian Era and from the Bible we learn that King Solomon was familiar with coal in what is now Syria. In Wales, there is evidence that the Bronze Age people used coal for funeral pyres, and it is known that the Romans used this fuel. There are other ancient references. So the knowledge that coal would burn, and even some uses of that knowledge, go back thousands of years. However, practical and consistent use of coal seems to date to England in the Middle Ages. COAL IN AMERICA In the Americas, there is evidence here and there of occasional use by the Indians. However, the first recorded discovery of coal, in what is now the US, was by French explorers, who reported an outcrop exposure on the Illinois River in 1679. Following this, other discoveries were made by French and British explorers, but the first recorded actual usage was in Virginia in 1702, where a French settler was granted permission to use coal for his forge. Earliest recorded commercial mining was in 1750, from the James River coalfield near Richmond, VA, a deposit now abandoned. Besides local consumption from this field, shipments were made to Philadelphia, New York, and Boston. During the Revolution this coal was of importance in the manufacture of shot and shell; so important, in fact, that the British sent an expedition in 1781 to destroy the iron works and

Conventional underground mapping methods and diamond drilling are being applied in a study to determine the nature of the copper ore occurrences near the footwall of the Osceola lava flow top, commonly referred to as the Osceola Amygdaloid. The work to date suggests that structures formed by relatively impermeable barriers, created by flowage and injection of still-molten lava from the interior of the flow into the solidified, brecciated crust, acted as the ore receptacles. Ascending hydrothermal fluids traveling near the footwall contact were trapped and confined in these barriers which retarded the direct upward movement of the ore fluids and caused deposition of copper. Oreshoots located near the footwall appear to have been formed spatially independently from the hanging-wall oreshoots by fluids traveling simultaneously, but along different channelways. The barrier concept, as advanced by earlier writers to explain the concentration of the ore-bearing fluids into broad shoots constituting entire ore bodies, is found to be equally as applicable for the localization of smaller oreshoots within the Osceola ore body. Recently, the Calumet Division of Calumet and Hecla, Inc. completed the unwatering of the old mine workings on the Osceola amygdaloid. Two shafts were subsequently reactivated and mining commenced on the Osceola lode after an idle period of over 20 years. Early in 1961, the Calumet and Hecla Geological Dept. was assigned the task of locating additional reserves. Accordingly, an intensive mapping and underground diamond drilling program was initiated. Except for a very few years following the first mining on the amygdaloid, the Osceola lode had never been a high grade producer. It was, therefore, recognized from the onset that a concentrated effort would have to be made by the mining, milling, and geological departments to insure success of the project. Company reports contained many references to ore that had been located near the footwall of the Osceola amygdaloid. Information concerning the grade of this ore was meager, but it was known that at least some was very rich. In contrast to ore that occurred near the hanging-wall, however, the footwall copper did not appear to have a systematic distribution and a large amount of poor rock had to be removed in developing this ore. This, of course, resulted in high development costs and discouraged any extensive mining of footwall ore. The possibility of more continuity than had previously been suspected was recognized by other workers, in particular Dr. T. M. Broderick, formerly Chief Geologist of Calumet and Hecla, who suggested attempts be made on a trial basis to follow the footwall contact with the main development drift. As most mining was done on the Osceola lode before a geological department had been established by the company, and almost all of these openings are now caved, very little information concerning the geology of footwall ore was available. It was, therefore, decided that the first step in the exploration program would be to become familiar with footwall ore occurrences by mapping the geology as the openings were driven. It was possible that a mapping program would reveal the features that controlled the localization of the ore. Furthermore, if it could be shown that footwall ore was more continuous, or if its distribution was more systematic than generally believed, it would be possible to produce a high grade ore that could be blended with the lower grade hanging-wall ore.
