This paper summarizes recent research on the kinetic aspects and process behavior of agglomeration in balling circuits. The physical concepts underlying agglomeration, the mechanisms responsible for size changes during agglomeration, and a generalized population balance model for agglomeration systems are summarized. Experimental techniques for investigating the batch balling behavior and for simulating the balling- circuit operations are reviewed. Further, the effect of such operating variables as feed moisture, bentonite content, and the rate of feed addition are discussed. An approach to the computer simulation of the agglomerating circuits is shown and the importance of such models in process engineering is discussed.

Steady-state flow theory, previously applied to displacements with two mobile phases, is extended to cover down-structure flow involving three mobile phases: oil, gas and water. When used with normal reservoir fluid properties, the theory predicts the existence of four distinct flow regimes and the conditions under which each regime exists. The predicted behavior is verified by a parallel-plate model study. INTRODUCTION Special problems exist when a water flood is contemplated in a dipping reservoir having a substantial gas cap. Normally, the gas-cap region is one of very low oil saturation. If oil is moved into the gas cap during the flood, a loss in recovery results. Efficient recovery of the oil underlying the gas is therefore difficult. In two reported field water floods, injection into the gas cap has been used to solve these problems. At the West Norfolk Garr Sand Unit, injection into the upstructure region of the reservoir was made for the stated purpose of filling up the gas cap with water.' The purpose in the Sholem Alechem Fault Block "A" Sims Sand Unit was to form a continuous water barrier between the gas cap and oil band.' A laboratory model study preceded this flood and was described in the same publication. Both of these gas-cap water injections gave satisfactory results, but the published data are insufficient to allow generalizing to other field conditions. The present investigation was also undertaken to obtain results for a specific field problem. However, these results will be shown to be in agreement with an extension of the Dietz3-5 mathematical model to three-phase flowing systems. The agreement between the theory and the model studies indicates that the mathematical model can be used to describe completely the flowing system under some conditions, and to indicate the general type of flow to be expected under all conditions. FLOW THEORY The Dietz equations for two-phase flow are derived "' for the case of constant-velocity linear flow in a homog- eneous porous medium. The transition zone between the fluids is assumed to be of negligible extent so that the displaced and displacing fluids are separated by a sharply defined interface, as illustrated in Fig. 1. The density and mobility of the displacing fluid are constant over the region behind the interface, and the same properties of the displaced fluid are constant over the region ahead of the interface. To extend the Dietz equations to three-phase systems, we postulate the flowing system shown in Fig. 2 and determine the conditions under which it can exist. The

IN VIEW of the enormous wastes of natural resources, of labor and of capital, due primarily to the economic environment, established by legislation, the general neglect of this phase of the problem of the elimination of waste is difficult to understand. In such a study, the engineering method of attacking a problem should be employed. The engineer does not try to solve his problem by disregarding natural laws, but by utilizing them. The successful engineer establishes an environ-ment in which forces, acting in harmony with natural laws upon an object or objects, will produce the desired results. The engineer who notices that the water level in a vessel, into which a gallon of water per minute is flowing, is two feet higher than the level in an adjacent vessel, connected therewith by a 6-in. pipe, does not assume that the law of gravity has ceased to work, or that water no longer seeks its level; he examines the connecting pipe for obstacles which prevent the free flow of water. Some editors, many reformers and most politicians tell us that the law of supply and demand no longer works; hence governmental control of commerce is necessary. Governmental control may temporarily-that is, until trial proves its futility- "insure domestic tranquility" and "promote the general welfare;" but it cannot "secure the blessings of liberty" which it cur-tails, nor can it "establish justice" which it violates.

THE Tralee preparation plant, owned and operated by the Semet-Solvay division of Allied Chemical and Dye Corp., is located on the Virginian railway, near Mullens, Wyoming County, W. Va., and the mine, which is in the Winding Gulf district, produces coal exclusively from Pocahontas No. 3 seam. The property, comprising 4900 acres, is leased from the Pocahontas Land Corp. Prior to 1930 four separate mines were operated in this tract, some having been started about 1916. Plans for the preparation plant were formulated soon after World War 11. Construction began in the spring of 1948, operation early in 1950. The plant was designed to be operated with minimum labor. It was equipped for production of first quality graded sizes of coal for house heating and 3/8x0-in. slack suitable for high-standard metallurgical coke. In the beginning, a thorough investigation was made of the property by means of core drilling, prospect openings, and sections from shallow mines on the property, as well as sections and analyses from mines in the immediate vicinity. After the extent of desirable coal had been established and the average seam section and nature of overlying and underlying strata had been determined, it was decided to install a system of mining which would load the full seam and would clean the product mechanically. Pocahontas No. 3 seam is characterized by draw slate and bone and rock partings. It was not known what the washing difficulties and cleaning plant requirements would be for processing the raw product of full mechanical mining. Arrangements were made, therefore, through the courtesy of the property owner, to obtain a large sample from a section of the mine along the adjoining property line. The

(New York Meeting, February, 1913.) THE Elk City mining district of Idaho occupies a position near the geographical center of Idaho county, a region of mod¬erate elevation in the western foot-hills of the Bitter Root mountains. The district comprises an area of approximately 350 sq. miles, bounded oil the west by the Newsome district and on the south by the Dixie and Oro Grande districts. There are no mining districts to the north or east. Elk City, the principal town and the seat of the mining office for the district, is situated in a hydrographical basin surrounded by low hills. The elevation is 4,200 ft. above sear level. Through this basin flow Elk Creek, Red river, and American river, which unite west of town to form the south fork of the Clearwater. The one township is set out from the Bitter Root Forest Reserve. Though a railroad starting from the Stites terminus of the Clearwater Short Line of the Northern Pacific railroad has been under consideration for some years, the camp is yet with¬out railroad facilities. The projected road would follow the south fork of the Clearwater on easy grades, but would be very expensive to build and maintain. While such a road would greatly benefit those who are now operating in the camp, and in a slight degree stimulate interest in its possibilities, there is hardly business enough to warrant its construction.

A common method of classifying non-water- impounding mine waste structures is necessary to facilitate professional comnunications within the industry and between representatives of industry and government. Camnon classifications can a1 so he1 p quickly create and maintain a mental picture of the structures being discussed. Three categories for classification presented in this paper include: (1) configuration and location with respect to existing topography. (2) material characteristics of waste, and (3) environmental sensitivity or characteristic; of the disposal area. Configuration and location classification involve terminologies typically utilized for waste dumps over the past several years. General classification categories for non-impounding structures include: (a) valley-fill, (b) cross-valley, (c) side-hill, (d) ridge, and (e) heaped. Material characteristics can govern the location, engineering details, and environmental sensitivity of the waste structure. Material classification includes: (a) hazardous, (b) non-hazardous, (c) inert, (d) fugitive dust susceptible and (e) leachate susceptible. A1 though many characteristics are potentially applicable, this paper will focus on the categories mentioned above. Environmental sensitivity of a waste structure encompasses many objective and subjective evaluations plus many multi-disciplinary considerations. Environmental sensitivity incorporates numerous factors in addition to those highlighted in configuration and location, and material characteristic classifications. A few examples of how this categorization can govern the engineering design and location of waste dumps are provided in this paper. In addition to the verbal descriptions of classifications, a simplified version of the combined classifications with an alphanumeric format and its methodology is discussed in this paper. Surface water controls often govern the classification or vice versa. In order to maintain a non- impounding status, water must be prevented from collecting behind the structures. Depending on material characteristics, water inflow to or over the site can cause significant environmental or human consequences. Finally, the access of water to the waste dumps can play a large role in the degree of environmental sensitivity to the site. This paper provides a framework in which to discuss the other aspects of this conference and also provides insights as to how the framework is based on actual practice.

DRILLING CONSIDERATIONS In considering blasting it is necessary to consider the drilling and explosives since one is generally concerned with the total cost of muck of a certain size in the pit or through the crusher. To get a current idea of the drilling situation in open pit mines plotted in Fig. 1 are the drilling costs per ton of material vs. hole diameter for rotary drill holes in large limestone, iron ore and taconite operations. The exception is the 2-in. diam hole which was drilled with a percussion drill in limestone. Each curve in Fig. 1 represents a different operation and the data cover many months of production drilling. The costs are total operating and maintenance and do not include machine depreciation. As the hole size is increased so are the machine size and the investment. Providing the tonnage is available to be drilled, then as the machine size goes up so does the productivity-markedly-and this same shape of curve applies. In some instances it is even steeper. The interesting thing to note is that in each case studied there is a substantial drop-off in cost/ton as the hole size is increased. This is true for the softest material considered, limestone, through to the hardest, taconite. How has this come about? In going from 10-in. to 123-in. diam holes, the powder factors have generally stayed about the same and the same type of muck has been produced. To date this has been mainly in the softer materials but it has also been steadily taking hold in the harder ones. On this basis, then, patterns are generally expanded as the ratio of the hole diameters or close to it, if the explosive type is kept the same. In the harder rocks the cost per foot of hole has increased somewhat so that the overall reduction in drilling cost per ton is about 25 pct. Developments in California during 1942 were marked by many difficulties in operation, of which the lack of labor and material were the main factors in slowing down work. During the many years of curtailment, which has been effective since 1928, a number of estimates of the state's capacity to produce have been built up, but during the year 44 fields were 'eliminated from curtailment and valuable data were obtained as to the normal capacity of these fields to produce. Because of new discoveries and the normal decline of old fields, which is more than 15 per cent per year, it is estimated that the sustained capacity of the state for a 5-year period is not more than 500,000 bbl. per day. Decline in the rate of production was greatest in the fields in the Los Angeles Basin district. These fields have been produced nearly at capacity for many years and had no reserve of shut-in production. The San Joaquin Valley and Coastal districts have responded well to the increased allotments assigned to them by the Petroleum Administrator for War. All heavy oil fields in the state are on full production, except in the Coastal district, where transportation is the limiting factor. Although approximately 2500 more wells are on production in the state than there were in 1941, the supply of heavy crude has not yet reached the demand. A summary of statistics for 1941 and 1942 is given in the following table. Production in California for 1942 was 680,000 bbl. a day as against 631,000 bbl. a day for 1941, an increase of 7.8 per cent. The present maximum efficient rate has been estimated at 808,000 bbl. per day. This indicates that in the 15 restricted fields of the state there is only an additional 83,000 bbl. per day of light oil available. Drilling Activity Drilling activity during the year was equivalent to but 70 per cent of normal. Although shortages of equipment and labor were in part responsible for the reduced drilling activity, the main reasons were the lack of proved locations due to a cycle of very few new discoveries and the restrictions of Conservation Order M-68. THE spirit of this age encourages the substitution of mechanical for hand labor wherever possible, experience proving that the employer, employer and consumer share alike in the resulting benefits. Through the efforts of the inventor, millions of the laboring class have been raised from being mere contributors of muscular force to be brain workers and directors of those ingenious contrivances now so widely used in the various branches of agriculture, manufacturing, printing, etc. While the genius of invention has accomplished so much in other departments, it seems remarkable that she has not long ere this descended into the coal mine with her wheels, levers, and eccentrics, and provided the toilers there with some device by which their unusually laborious work could be lessened. Until within a very few years, however, little special attention was given to this subject, owing largely, no doubt, to the fact that coal miners as a class were prejudiced against innovations of this kind and ignorantly clung to muscle as the only means of wresting from nature her treasures stored within the coal measures. Thanks, however, to the enterprise and skill of some Scotch and English mine proprietors and inventors, the present decade has seen rapid strides in the right direction, and mechanical coal mining has become a fixed fact in some portions of Great Britain. Making her acknowledgments to the mother country for these earnest and successful efforts, America now comes forward with the Monitor Coal-Cutter as the result of a trial on her part to advance the common cause of economical coal production; for upon cheap fuel the future greatness of both nations largely depends. THE smelting of galena in the ore hearth has been practiced in many countries for several hundred years with varying success. In the United States the water-jacketed American hearths and the Jumbo hearths have found some favor, in the Missouri lead belt, where large quantities of non-argentiferous galena concentrates are produced. In form and method of operation the ore hearth has changed but little since its earliest conception. A detailed description of the furnace is not needed here; it has been fully described in most works on the metallurgy of lead and in many technical papers. Since its field is restricted to non-argentiferous galena, containing over 68 per cent. of lead, its .use is limited to a few districts; and, on account of certain disadvantages attending its operation, modern sintering and blast-furnace practice has nearly driven it out of the Missouri field. It is not generally known that the cost of producing pig lead is smaller by the hearth method than by sintering and blast-furnace smelting. Yet it is doubtful if any metallurgist knowing this to be true would recommend an American hearth installation-by reason of the disadvantages which will be briefly enumerated. The furnace has been limited to a length of from 4 to 5 ft., requiring for its operation two men working an 8-hr. shift as a maximum. The product per man is small; the work is hot and laborious; and the difficulty of completely removing the dust and fume has made it a notorious source of lead poisoning. Although suitable, for, operations on a small scale a large number of hearths would be required for a plant smelting 10,000 tons of 68 to 70 per cent. concentrates per month; and the number of semi-skilled laborers would be six times the number of hearths-a condition which is prohibitive. On account of the high percentage of dust and fume produced, a large flue and bag-house installation is required and, in the past, the handling and re-treatment of. this dust and fume has been a serious problem.

The push-pull test, which is a simple injection and pumping sequence of ground water spiked with solutes of interest, is presented as a method of determining the adsorption characteristics of a formation. Adsorption properties are necessary to predict restoration from both in situ coal gasification and in situ uranium extraction. The major problems in applying laboratory measurements to the field concern scaling the effect of particle size, and obtaining representative samples. Laboratory measurements are conducted on gram to kilogram scale samples, whereas the push-pull test evaluates a sample weighing approximately 130 to 1,000 metric tons, depending on volume injected and porosity. The problems in translating laboratory results to the field appear to be less severe for sedimentary uranium bodies than for coal. Laboratory measurements are useful in delineating possible ranges in adsorption properties, and in planning the field experiment. The adsorption properties of a formation are characterized by the cation exchange capacity (C) and the distribution coefficient measured at low concentration, (kd) 'Laboratory procedures for their measurement on coal and uranium ore are reported. Two field push-pull tests were conducted on uranium formations in Wyoming. Adsorption properties estimated from these tests on the basis of a simple cell model were compared to the laboratory values. In the first case, excellent agreement was observed between the values estimated from the field test and the values measured in the laboratory. In the second case, the value for kd determined in the laboratory was 5 times higher than the field value. It is recommended that push-pull tests be conducted on coal formations being considered for in situ gasification in view of the great uncertainty in extrapolating 1aboratory.adsorption properties to the field.

A large number of firms and institutions have evaluated possibilities of mining the manganese nodule source, beginning with a major effort in 1957-58. There have been as many as ten commercial firms actively engaged in major programs of engineering and development, including Deepsea Ventures/Tenneco, Hughes Tool Co., Kennecott Copper Corp. and Ocean Resources, Inc. Foreign firms active in the field are International Nickel CO., Sumitomo Group/MITI, AMR (a joint venture of three West German companies-Metallgesell- schaft AG, Preussag and Salzgitter AG), and Societe le Nickel (CNEXO). It is estimated that it will take from 11 to 19 years for the more successful ventures to reach operational levels. Investment Costs and Rates of Return Five different programs, all from public sources, have been studied to analyze dollar figures regarding investment costs and the possible return on these costs. All are based on a unit of production of a million tpy of dry nodules through the processing plant, which is considered the minimum likely capacity. The costs are not always comparable, and with some liberties, have been forced into two categories. The first covers mining and sea-related costs. The second will include the onshore processing and other costs such as administrative and distribution figures. The costs in all cases are for complete ventures extending from prospecting through mining, processing and distribution of several metals and other products derived from the nodules. All costs are joint product costs, making certain comparisons with land mining difficult.

A continuing discussion in both the petroleum engineering and economic literature is directed to the difficulties encountered in the use of discounted cash flow rate of return (DCF) as a measure of investment worth. Although useful in most Instances, DCF has been criticized because it is time-consuming in its trial-and-error solution, theoretically invalid, not adaptable to cash flow streams yielding multiple return solutions and not entirely reliable in selecting between mutually exclusive investments. The theoretical invalidity of DCF stems from the reinvestment assumption implicit in the calculation that earnings are reinvested at the DCF rate. The emerging consensus of the economic literature is that the net present value or the present worth of the net cash flow stream (discounting at the average opportunity or cost of capital rate) is more correct and reliable. Other criteria proposed have been ratios of net present value divided by initial investment or by present value of all investments in a project. All of these criteria are simple to determine and explicitly assume a reinvestment rate for [he income generated by a project. This paper develops and discusses a theoretically valid profitability criterion which is simple to compute and retains the appeal of a percent return on investment. It is called "percentage gain on investment" or PGI. It measures the gain an investment is expected to realize over like capital invested in the average opportunity and explicitly considers reinvestment potential. Why add another Concept to the large array of investment criteria now available, any one of which, or perhaps a combination of several, appears to embrace the form's (or individuals) objectives? The answer is that not one of the existing criteria provides both a readily comprehensible and theoretically valid measure of risk coverage that has general application. The proposed PGI does fulfill these requirements. INTRODUCTION An ancient expression warns that "one must yield to the times" — there are better ways of doing things. A review of the petroleum engineering and economic literature on one topic alone, measurement of investment worth, certainly is witness to this truth. In use for a number of years, the DCF has recently received attention, directed mainly to its theoretical invalidity. Several alternatives to DCF have been proposed to provide a valid, simply determined criterion to describe investment worth and to overcome the criticisms previously mentioned. This paper introduces another method called percentage gain on investment (PGI) and is proposed as but one of several yardsticks that should be used in making investment decisions. MEASURES OF INVESTMENT WORTH This paper will consider only those criteria which give weight to the time pattern of future earnings. These criteria are usually compared with an average opportunity rate or cost of capital of the firm to judge the relative worth of the investment. For purposes of demonstration, a 9 percent average opportunity rate will be used throughout this paper. Implicit in the DCF calculation is the assumption that earnings are reinvested at the DCF rate. Some argue, though, that there is no reinvestment assumption,' that the DCF rate is simply that maximum rate of interest one can pay on the investment over the life of the project and break even. The determination of DCF is accomplished by discounting the net cash flow stream at that rate (DCF) which will yield zero. The question is: why should reinvestment potential be explicitly considered in calculating return on investment or other criteria measuring economic worth? Perhaps the answer lies in consistent or equal treatment of future cash flow. It appears entirely illogical to give different present worth value to $1 received, say, 10 years from now, which is the circumstance resulting in comparing projects with different DCF returns. In fact, $1 received in 10 years has the same value regardless of which project generated the income. DCF return thus favors investment projects which are expected to provide early income as compared to those providing long-term income. Not surprisingly, the controversy on reinvestment assumption is an old one. Hoskold' discussed this same problem in 1877. He considered the future income from mineral properties as an annuity or a series of fixed future payments. (As will be demonstrated, his equation can be modified for variable income.) Prior to Hoskold, the value or what one could pay for the mine, was determined with the use of standard, single-interest tables. Here is what Hoskold said with regard to these tables. FRom the beginning of its activities, the members of the National Production Committee have felt that the following points were essential to the success of its work: The operators must feel that their operations were not 100 per cent. efficient; that they should be courteous and fair in their treatment of their employees; and that they should set an example of hard work and patriotic interest in increased production. Every move made must appeal to the sense of fairness of all parties concerned. The men must feel that in working more faithfully, and consequently producing more coal, they are rendering a distinct service to their Government in the time of its great need. As the workers feel that greater efficiency on their part results only in greater profits to the operators, the advantage to the operator should be lost sight of, as far as possible, and the advantage to the Government in fighting the war emphasized. Both operators and workers should know that the Government considered increased production an obligation, and opportunity for service, resting on both parties and not on the operators or the workers alone, and that both parties could very much better the efficiency of the pre-war period. Had the committee intimated that it thought the coal shortage was due entirely to the idleness and inefficiency of the workers, its campaign would have failed, for the men would have resented the charge because only too frequently their efforts to produce more coal were thwarted by bad management; besides, the operators would have lacked stimulus to better effort. On the other hand, had the impression been given that the committee thought that the coal shortage was due entirely to bad management, the operators would have resented the charge because only too frequently their efforts to produce more coal were thwarted by the idleness and inefficiency of the workers; and the workers, having been thus indirectly pronounced 100 per cent. efficient and patriotic, would have lacked stimulus to better effort.

Drilling in West Texas during 1941 was more active than in any year since 1937, a total of 2325 wells having been drilled. Pre-Permian exploration was the greatest in the history of the area; 106 wells tested pre-Permian formations during the year. Wildcatting reached the peak since 1937, with 135 wildcats, of which 20 per cent were producers. The wells were drilled to a greater average depth than in any previous year. Slim-hole drilling was the common practice, using drilling equipment that is largely portable. Because of deeper drilling, more attention was paid to mud fluids, especially the use of materials to reduce water filtration. There has been slight improvement in the protection of the pay horizons while drilling by the use of reverse circulation, and drilling-in with oil as well as low water-filtration muds. The practice of setting and cementing the oil strings through the producing formation and perforating opposite the pay zones has increased in the fields producing from sands. It is doubtful whether this practice is of unusual value in dolomitic limestone fields. There have been few if any technological improvements in obtaining necessary information on the pay sections penetrated, by coring, core analyses, better sampling, and more detailed drilling time. However, more operators are beginning to realize the necessity of good samples. For a proper study of the reservoirs in West Texas, it is essential that better samples be obtained, that more core analyses be run, and that better methods of obtaining drilling time be initiated. It should be noted that increased drilling speeds and slim-hole drilling have tended to reduce coring and core recovery and have not aided in obtaining good subsurface samples. In fact, fast drilling speeds and slim-hole drilling have reduced the cost of drilling operations, but with the sacrifice of much needed subsurface information. Larger quantities of slower-reacting acid are being used per well. There has been improvement in shooting, in that a greater number of quarts per foot have been used and an attempt has been made to concentrate the shots opposite the pay zone. The use of mud logging to determine the characteristics of the pay section increased considerably over the year 1940. There has been a slight increase in obtaining reservoir information in the new fields, such as bottom-hole sampling, bottom-hole pressures, and records of gas, oil, and water withdrawals. However, there is great need for more data on these subjects, particularly accurate information regarding gas and water volumes. There are three repressuring projects and a fourth is nearly ready for operation in the Kermit field. There is one repressur-ing project in the Payton field and one in the North Ward field. So far, the gas-injection projects have not shown very impressive results. As yet, there are no water-flooding projects or water-disposal projects in West Texas.
