The pressures of urbanization are forcing producers of construction minerals either to transport their product greater distances or find new mineral sources. In areas with significant urban development near the coastal zone, offshore resources may prove to be an economically attractive alternative source. This paper addresses the economic viability of offshore mining of fine mineral aggregate. It proposes a model using a mathematical programming formulation based upon past research on both the onshore construction aggregate industry and the coal industry. The model is then used to assess offshore mining economics in the greater New York metropolitan area. Results show that in this region total consumer cost would be reduced by offshore mining of fine aggregate. In addition, increasing economies of scale could be realized by progressively larger mining operations. The distribution of these savings is also discussed.

(San Francisco Meeting, October, 1911.) LIME is the alkali that is almost universally added to the solutions in the cyanide process of gold- and silver-extraction for maintaining the so-called, protective" alkalinity. It is produced by the burning of limestone. The value of lime for this purpose depends upon the percentage of calcium oxide contained, which is determined by three factors : 1, purity of the limestone used; 2, degree of the burning-temperature and the period of burning; and 3, length of time of storage of burned material and the condition stored, and whether it has been damp or wet during the storage. These three factors render uncertain the quality of lime bought in the open market. In the United States, lime bought from reliable manufacturers, who thoroughly burn a pure limestone and deliver at once to the consumer from the kilns, may be of a fairly-high and uniform composition ; but in Mexico and Central America, where it is purchased from many small producers, who often start with a poor grade of limestone and burn it in small crude kilns with as little fuel as possible, the quality of the product is quite variable. In consideration of the foregoing, it is apparent at once that there is a great need for a rapid technical method for the valuation of the lime to be used in a cyanide-plant. The determination of calcium by the gravimetric method, with the necessity of determining also the proportion of carbon dioxide, silica, and iron, requires too much time, and is usually out of the question for an isolated plant unequipped with a skilled chemist and, the necessary apparatus. The calculating of all the calcium so found to calcium oxide, although sometimes done, is manifestly very inaccurate.

THE problem, of the crippled soldier in industry is not a problem of war work only; it is a problem of industrial development. As individuals, each one of you is seeking to provide our maimed heroes with such teaching as will render them, in the shortest possible amount of time, productive and satisfied members of the community. As individuals you are interested in the organizations that are preparing to receive these men, to train them and to place them at that work for which they are best fitted. As an organization, it is now your duty to take up the industrial end of the problem, to investigate existing conditions in the industries, to discover where the opportunities for employment lie, and so readjust industrial practice that the cripples may be utilized to their own and the community's good with the least shock to themselves or to the industries, and with the greatest amount of permanent benefit to all concerned. We have divided industrial opportunities suitable for cripples roughly, into three classes. First, such as already exist in the industries, which can be set aside for cripples only, present occupants being transferred to other work for which they can be fitted but which is not suitable for cripple work; second, opportunities in the industrial world that, through changes in the working equipment or tools, or through appliances attached to the cripple himself, can make the cripple a competitor of the sound worker; third, opportunities not existing at present in the industries, but which could be introduced for the good of the community, without placing the cripples into competition with any existing class of workers.

The Anthracite Division, Bureau of Distribution, of the United atates Fuel Administration, came into existence about Oct. 20, 1917. There had been no definite policy determined upon and the distribution had been carried out by the producers and distributors of this fuel as under normal conditions. The domestic sizes had been shipped from the beginning of the coal year on Apr. 1 in about their usual proportions to the various sections of the anthracite consuming territory of this country, which, in a general way, extended as far west as Nebraska and Montana, and in the south along the Atlantic seaboard to Florida. With the advent of cold weather, about the middle of November, acute shortages commenced to develop all over the northeastern section of the country, due to largely increased demand by the public in general, to enormously increased population in centers where industrial war activity was concentrated, and by the needs of the war industries themselves. Commencing with the early part of December, this demand was aggravated by extreme low temperatures and heavy snow; and the production decreased for the same reasons. From that date until the change in the weather, about the latter part of February, it was simply a question of getting coal into communities as emergencies occurred, to take care of individual cases. No definite plan of distribution could be followed. The coal mined between Apr. 1 and Nov. 1 had been distributed as mined and therefore only current production was available for distribution. The Anthracite Division, during this period, consisted of a Director, two assistants, together with an office force .of seven or eight clerks and stenographers. The trying experiences of the winter of 1917-18 had, however, shown a ready willingness on the part of the anthracite operators and distributors to cooperate in every way with the United States Fuel Administration. The chronicle of the oil industry in Oklahoma in 1939 is one of declining production bolstered by strenuous efforts to find new pools or new producing horizons in the older, highly exploited, relatively shallow areas. Production, which averaged 608,000 bbl. daily in 1937, the post-depression peak, declined to 463,000 bbl. daily in 1938 and continued downward to 421,000 bbl. daily for the year 1939. While the state could produce somewhat more oil if demand warranted it, production in most areas is at as great a rate as could be justified on the basis of maximum efficient operation. Outlet for Oklahoma crude has been seriously affected by the increase in production in the Illinois Basin. Crude movements from the Kansas-Oklahoma area to the northeastern consuming centers averaged 314,000 bbl. daily in 1939 as compared with 397,000 bbl. in 1938. Oklahoma producers bore the brunt of this loss of market. The general production decline was accentuated by the August, shutdown of 15 days, precipitated by the action of a major crude purchaser posting a 20-cent reduction in the price of crude. The Oklahoma Corporation Commission, in collaboration with other members of the Interstate Oil Compact Commission, ordered a complete shutdown of all producing wells in order to prevent the premature abandonment of stripper wells, which might result from a prolonged period of production at prices below operating costs. The reduction in price was forestalled, most major purchasers failing to meet the cut in view of the shutdown, and the company initiating the move rescinded its action. Fear of the shutting in of oil wells, especially those making considerable quantities of water, is generally unfounded in the light of a superficial examination of the records. Oklahoma's unprorated pools, which produced 154,000 bbl. daily in May, declined to 152,000 bbl. in June and 143,000 bbl. in July. Immediately following the shutdown, the same pools produced 150,000 bbl. in September, 145,000 in October, and 145,-000 in November. Thus, while the half month's production loss in August has not been made up, the wells apparently hare produced at a greater rate since the shutdown than immediately preceding it.

At present, in Japan, the application of in-place leaching technique to the mined-out stopes has been carried out at two copper mines in a comparatively large scale. These mines are the Kosaka mine and the Tsuchihata mine, both are situated in the north-east district of Japan. At first, the author would like to tell about the in-place leaching operations and their results at these two mines. Then, the problems involved in the application of in-place leaching technique to the Japanese metal mines and the possibility of the future development of this technique in Japan are referred, too. Next, as to the research works, the author would like to explain briefly about some of the important results obtained in the recent studies on in-place leaching as well as on bacterial leaching in Japan.

The adsorption of uranium onto Wyoming bentonite was measured in carbonate media over the pH range 8 to 11. Uranium was removed from solution onto the solids by a rapid reaction, proposed to be adsorption of the anionic uranyl tricarbonato complex onto edges of the clay platelets, and a slow reaction that may be precipitation of a hydroxide. The changes in uranium content of the aqueous and solid phases of a uranium ore carbonate leach slurry were also measured as the slurry was progressively diluted. There was an increase in the uranium content of the solids as the pH of the suspension was lowered, as observed with the Wyoming bentonite. Results indicate the conditions that should be met with respect to pH control to prevent the problem of excessive uranium adsorption in the counter-current decantation washing circuit of a conventional leaching process, as well as in the leaching and restoration phases of carbonate solution mining.

THE great Swedish export iron ore mines are Kiruna and Malmberget in the north above the Arctic circle and Grängesberg in Central Sweden, see Figs. 1 to 3. These mines exported in 1951 about 13 million metric tons of high grade iron ore and concentrates. The origin of these three ore fields seems to be the same. They are of pre-Cambrian age and are regarded as typical instances of primary eruptive ore that has thrust up as glowing masses of lava flow between two somewhat older beds of porphyry. Apparently the ore and the porphyry became segregated from common parent magmas by a process of differentiation. Despite the fact that the Kiruna orebody belongs to the earliest pre-Cambrian formation, it has been influenced to an unusually small extent by later metamorphosisms, apart from its having been set on edge through folding and wrenching off by a number of later faults. The Kiruna ore occurs along a stretch of more than 4 miles as a series of slabs or lenses sloping steeply toward the east and sandwiched between two beds of porphyry. The main orebody has a length of about 3 miles and an average width of 300 ft with a maximum of 600 ft. The dip varies from 65° to 45° toward the east and the known depth is 3000 ft, although magnetic surveys indicate it may be at least 6000 ft. Malmberget has undergone a more thorough transformation, having been pressed and crumpled into a meandering band of disconnected layers and lenses. The largest of the more connected bodies of ore, the Great Ore Layer, outcrops on a low mountain ridge and has a total length of about 4 miles and a maximum width of about 300 ft. SOME form of longwall mining is generally used in Continental Europe; also in Great Britain where the coal is weak and friable, or the coal bed provides material for pack walls and filling, or where the bottom is soft and squeezes up easily, or the roof is pliable, or the bed is thin and brushing provides building material, or the thick multiple seams are mined in layers, such as the 24-ft. seam at Weymss, Scotland or the 10-yd. pitching bed near Coventry, England. Pillar methods have been retained in British fields where the coal beds are from 5 to 9 ft. (1.5 to 2.7 m.) thick, and free from thick partings or binders or without draw slate, which would provide waste rock for pack walls, or where the roof is hard and requires shooting to bring down and also the bottom or floor is comparatively hard. The room-and-pillar system, by which probably 95 per cent., of the coal of the United States is produced, is now found in only a few mines in Wales, where it is known as the pillar. and .(single) stall method. The American room-and-pillar system is not equivalent to the bord-and-pillar or stoop-and-room system. The essential difference between the bord-and-pillar and the average American room-and-pillar system is probably due to natural conditions. The majority of the coal mines in the United States have a depth of less than 700 ft. (213.m.). The bulk of the coal mined in Europe comes from a depth of more than 1200, ft., while the deepest mines in Great Britain, Belgium, and France reach 3500 to 4000 ft. In deep workings wide spans are impracticable, even with the use of abundant timber; accordingly, as the mines in the United States become deeper the rooms will become narrower and the pillars thicker, and the bulk of the coal will be extracted on the retreat. It is generally conceded, without reference to the cost of production, that the larger the pillars left on the first mining, the more thoroughly can the, coal be extracted. Reaching the miner with safety education" is R the ultimate goal, the main objective, of every safety program in the mining industry. If we can get safety education to every worker, and it is properly learned, enforced and obeyed, we should eliminate at least 85% of all potential accidents. We should then have very few accidents as a result of unsafe behavior, which, in turn, would allow us to concentrate most of our future efforts on preventing the types of accidents which are caused by faulty or defective machinery, equipment, tools and materials. An uninformed or uninitiated person would think that it should be a rather simple process to reach the miner with a safety education. Theoretically he would be right because here we get involved in a matter of semantics. When we say "reaching the miner with safety education" we actually mean that this education must also be accepted and learned by the miner; we intend to mean that safety must be observed and followed at all times. But in order to realize our complete meaning of the phrase, we must find the solution for a number of problems and obstacles which are well known to management and safety personnel.

9.1-1. Description and Basic Function. A conventional railroad haulage system for a surface mine performs the function of transporting the ore and/or waste out of the pit to a crushing plant or dump. Trains consisting of a locomotive and gondola or side-dump care suitable for loading by power shovels are used. Gondola cars are restricted to hauling ore as a rotary dumper is required to unload them. Side-dump cars are more versa- tile, being satisfactory for carrying both ore and waste; but because of their additional dumping mechanism they are likely to be more expensive to maintain (12). Also they weigh up to two times as much as a flat-bottom car of the same capacity, and, therefore, fewer cars can be hauled per train. Standard-gauge track is most commonly used. Track systems incorporate temporary track of low quality in areas where moves are frequent and permanent track of high quality on main lines. Rail haulage enabled open pit mining to establish its reputation, for efficiency. Prior to World War II it was the principal type of transportation used in large pits. Other successful surface mine haulage methods have been developed since that time. These have served to supplement railroad transportation, permitting selection of a method that is best adapted to the peculiar requirements of each mining project. 9.1-2. General Applicability and Controlling Physical Conditions. For handling rough rock, the shovel-train system is unexcelled (6). The ideal application is in a physically large, but not excessively deep, open pit mine from which the coarsely blasted ore and waste must be transported distances in excess of three miles. The objective of this investigation was to study the electrokinetic behavior of oxidized coals to indicate the feasibility of separating oxidized coals from ash materials and pyrite by an amine flotation process. The effects of soluble inorganic electrolyte products from coal oxidation were also examined. The electro-kinetic behavior of coals of different rank and degree of oxidation were studied by an electro-phoreses technique. Generally, increasing the oxidation increases the negative value of the zeta-potential and decreases the isoelectric point (IEP). Flotation results indicate that the flotation recovery increases with decreasing pH values, and that with ferrous sulfate at pH 6.5 the flotation recovery is optimum while the pyrite is depressed. Comparing the flotation results with the electokinetic results verified that in the presence of ferrous sulfate, the maximum hydro-phobicity of oxidized coal with dodecylamine and frother is near its IEP, which is around pH 6.5 to 7.0.

An attempt is made to explain differences in the size-by-size response to flotation of some sulphide minerals. Physical factors involved in particle-bubble collision and adhesion, and also in possible subsequent disruption of aggregates, are considered especially in relation to flotation of the coarser sizes. Emphasis is on practical observations and their significance, with an essentially qualitative theoretical treatment designed to form hypotheses for further experiments. In particular, the theoretical effects of contact angle and induction time are examined. An argument is developed which suggests a rapid increase in induction time as particle size increases, except for particles small enough to be moving under laminar flow conditions. This can adequately explain poor recoveries of coarse particles in flotation without a need to assume disruption of particle-bubble aggregates in turbulent zones in a flotation cell. Flotation recovery is shown to be very sensitive to small changes in induction time. Consideration of the physics of disruption of particle-bubble aggregates leads to the conclusion that this mechanism does not adequately explain differences in flotation recovery of coarser sizes of some sulphide minerals. For example, to explain differences in recovery of coarse galena and chalcopyrite by this mechanism would necessitate accepting that conditioning with ethyl xanthate which would promote a 60º contact angle at a galena surface would promote only an 11º angle at a chalcopyrite surface. Small differences in induction time arising from differences in surface chemical characteristics of the various minerals offer a more satisfactory explanation of differences in recovery of coarser sizes.

The information given in the accompanying table is submitted as evidence confirming the application of the anticlinal theory and the value of geology in the Kansas and Oklahoma oil fields. The term anticline has been used to define a particular type of arched fold. The anticlinal theory of oil accumulation should, however, be broadened to include any structural fold of an arched type even if not a distinct anticline. A terrace may very properly come under the heading of the anticlinal theory of accumulation, as the folding is closely related to that of the anticline; in fact, in many cases is an arrested anticline, though not completely closed in all directions. Stratigraphic forms due to lensing or irregular cementation of the sands certainly cannot be considered to fall within the anticlinal theory, though the laws of accumulation may be similar. A dome is similar to an anticline and belongs to the same class. A dome is broader in proportion to its length than an anticline. Many anticlines undulate along their axes to form domes. The anticlinal theory in this discussion will then be applied to anticlines, domes and terraces. In the following list, the writer has tabulated the main oil fields of Oklahoma, and a few recently discovered fields in Kansas. The fields discovered within the past 4 years are listed with the date of their discovery. Under "How found," the writer puts "Wildcat" where a geologist has not been employed, "Geology" where it has been used, and "7" where there is doubt. In some places the geologists have claimed pools that may rightly belong to them, but their claims have been questioned, so that they belong in an unsettled category. Unless one has mapped all the old pools, it is not possible to say just how far they are dominated by structure, but from our own work, and from discussions with others, it is safe to venture that nearly all the "shallow-pool" districts, Nowata, Bartlesville, and the Eastern Osage, are controlled by structure; domes, noses, and terraces are the main structural features. From the point of view of the metallographist, the adaptation of x-rays to the study of the crystal structure of metals is of the greatest importance. While one may hardly consider the findings resulting from x-ray study as revolutionary, their positive nature, compared with the deductions we have been forced to accept from the work that had gone before, gives firmer ground on which to build and furnishes new fields for speculation. Prior to the advent of the crystallogram, the best work on the crystal structure of steel was that of Osmond and Cartaud.' They concluded, from their investigation with percussion figures formed at various temperatures, that alpha, beta, and gamma irons belonged to the cubic system and that they showed well-marked specific characteristics and could not have the same internal structure. What the internal structures were, they had no direct method of determining; but from a consideration of the fact that the 001 plane (that parallel to the cube face) is a plane of perfect cleavage and minimum hardness in alpha iron and that the 111 (octahedral) plane is by far the most important in the crystallography of gamma iron, they were led to suggest the simple cubic arrangement as that of alpha and the face-centered cubic arrangement as that of gamma iron. They suggested the body-centered cubic arrangement as that of beta iron. The atomic arrangement of the various crystal forms of iron has been quite definitely determined in recent years by means of x-rays and the work of Westgren2 and Weatgren and Phragmen3 has been rather conclusive. They not only determined the atomic arrangement of alpha, beta, and gamma iron but also that of the high-temperature modification delta.

Four, general methods have been used in the study of the decomposition of coal. The first has been directed toward the processes of coal formation, the second has been by means of microscopic studies, the third from the data of destructive distillation, and the fourth has made use of various solvents. Applying these methods to the sulfur of coal, it has been found that the organic sulfur of plant and animal life enters into the formation of coal and remains in organic combination in the final product. The inorganic sulfur is almost entirely combined as iron pyrites and marcasite. The infiltration of hydrogen-sulfide waters is doubtless a large factor in these combinations. Sulfates are found in very small quantities except where free oxygen has entered the coal strata. The mechanical mixing of detritus with the early coal material is another source of sulfur. In this case the sulfur is distributed in microscopic particles throughout the mass. In destructive distillation, a part off the sulfur comes off as hydrogen sulfide and various thiophen compounds, but this furnishes little information as to the nature of the sulfur compounds in the coal itself. The use of solvents has given valuable data concerning the sulfur compounds in coal. Fremy1 and later E. Guignet2 noted the action of alkaline solutions on coal after treatment with nitric acid and Anderson and Roberts3 showed' the presence of large quantities of organic' sulfur in the extract so obtained. In a study of the phenol extract of coal, Parr and Hadley4 found organic sulfur in the soluble organic material. The mechanism of failure under a drill bit is still improperly understood in spite of several investigations of the subject. Generally, the cratering process under static loading conditions is considered to be similar to that achieved dynamically by impact. This paper attempts to indicate that, although the sequence of fracturing in the two cases appear to be identical, at least some dissimilarities exist. For example, the width-to-depth ratios of the craters vary to some extent, and the amount of energy consumed per unit of volume of craters is unequal for the two different loading conditions. Prevalent rock penetration processes are dominated by methods utilizing mechanical attack on rock. It is, therefore, generally accepted that a better comprehension of the mechanism of rock failure under a wedge would prove beneficial towards improving present drilling techniques. Several attempts have been made in recent years to explain how craters are formed under a drill bit, but the mechanism of failure beneath a bit is still improperly understood. 1-11 Most investigators, to date, have inferred the sequence of events occurring during crater formation from analyses of force-time diagrams,1"6 from theoretical considerations,7 or from a study of the configurations of final craters.8-l0 These analyses have led to the presentation of widely divergent models for rock failure beneath a drill bit, ranging from brittle to viscoelastic. The cratering process under dynamic loading commonly is regarded as being similar to that obtained under gradually applied, or 'static', loads. But the effect of rate of loading on the action of a bit is still disputed. Some investigators11-12 maintain that there should be no such effects, whereas others have demonstrated experimentally that these exist.13-17' The purpose of the investigation reported in this paper was to examine petrographically the damage done to rock under the action of a chisel-shaped wedge, both with 'static' and dynamic loading, and to determine if rate-of-loading effects could be detected. Significant quantitative differences in crater volumes and depths were found to exist for a given consumption of energy. On the basis of this data, an attempt was made to indicate some of the rheological properties that a proposed model should possess. All the work reported herein was conducted at atmospheric pressures. EXPERIMENTAL APPARATUS AND PROCEDURE Two types of rocks were employed for most of the experiments reported in this paper, viz. Bedford (Indiana) limestone and Vermont marble. The mechanical properties of these rocks are given in Appendix A. Actually two types of Vermont marble were used, but since no marked difference could be discerned between the two varieties (as seen in Fig. 10) the data was used collectively for the analysis. Stronger rocks were not employed owing to difficulty in generation of observable craters without damage to the equipment. Six-in. diam cores were drilled from the rock samples and embedded in 8-in, diam steel pipe with 3/8-in. wall thickness, using hydrostone to fill the annulus between the core and the pipe. This procedure was adopted to confine the rock specimen so that fractures would not propagate to the edges of the cores. This goal was achieved satisfactorily for these tests because no cracks were observed to extend into the medium surrounding the rock, even when craters were formed only 1 in. from the rock core periphery. Three to four craters were formed on a core face, because the rock damage from any one crater generally did not appear to extend into the others. Whenever, interference between damaged areas around adjacent craters was suspected, the data was rejected for purposes of the analysis. The limestone and marble samples were tested with a 60-degree, wedge-shaped bit, 1 5/8-in. in length, made of tool steel. The bit shank had two SR-4 type electrical resistance strain gages, mounted axially, to record the force-time history during the loading operation. The static indentation tests were conducted using a 50-ton capacity press fitted with an adapter for drill bit attachment. See Fig. 1. The force exerted by the bit at any instant was measured with strain gages affixed to the bit shank. THE earliest mention of the sulphur deposits in what is now Culberson County, Texas, seems to be contained in "Explorations and Surveys for a Railroad Route from the Mississippi River to the Pacific Ocean, United States War Department, 1853-54." Captain John Pope (he was not commissioned Captain until 1856) had charge of one of the divisions of the Survey. In his report on the geology of the route, William P. Blake noted the analysis of a greenish earthy powder from the bed of Delaware Creek, at the springs, which contained 18.28 per cent. of free sulphur. The report states: "From the chemical examination of the waters of the spring, by Dr. Booth, it appears that chloride of sodium is the principal solid ingredient, but considerable quantities of sulphide of sodium are present. * * * * * The waters from the springs examined by Dr. Booth were alkaline, but it is possible that some of the springs are acid; and in this case the precipitation of sulphur would ensue on the mixture of the acid waters with those charged with alkaline sulphurets and the origin of the deposits of sulphur would he thus explained." This is the first reference to the existence of sulphur in that region, the first mention of the character of the water found there and the first suggestion as to the' origin of the deposits. The possibility of the existence of acid waters was confirmed by E. M. Skeats, nearly 50 years later.1 In this publication, Skeats says that the water from the sulphur deposits in Section 11, Block 114,, Township 5, contains 79.08 grains of free sulphuric acid per gallon. This locality is about 13 miles (21 km.) south of Delaware Creek and about 35-miles (56 km.) east of the Delaware Springs. The next published reference to the existence of sulphur in Trans-Pecos Texas is in the First. Annual Report of the Geological Survey of Texas, 1889, page 226, where W. H. von Streeruwitz mentions that sulphur is found in that region, but gives no further information. In the
