Data are presented which show that fractions of varying densities from the same coals are oxidized at different rates by nitric acid. From oxidation data, the approximate quantity of "bright" and "dull" components may be calculated. Definite relationships between oxidation rate and rank are shown for density fractions from at least two bituminous coals.

Eastern coalfields have been extensively strip mined. In the past, contour mining left vast areas of post-mining highwalls and benches. Thin seams, which cannot be feasibly mined with conventional methods, quite often contain substantial reserves of high quality coal. Unconventional secondary recovery methods may permit economical production of that coal, increased use of reserves, and provide resources for restoration of orphaned land. Technical and rock mechanics implications of secondary mining methods are discussed to determine their limitations and the objectives of required research.

Three companies, United States Potash Company, Potash Company of America, and International Minerals and Chemical Corporation, are now operating potash mines and refineries in the Carlsbad, New Mexico, area. The three mines are located approximately twenty miles east of Carlsbad. The deposits have been found ideal for mechanized mining methods. This summary has been compiled from information made available by the three operating companies.

At the present time most artillery cartridge cases are used only a single time. Since the process of reshaping a fired cartridge case so that it may be used again is much simpler and cheaper than the original manufacture of the case, it is clear that important savings could be effected if such re-formed cases were used in place of new cases. Extensive use of reconditioned cases has been hindered in the past, however, by the deterioration of the brass which may occur in the period of time between the first firing and the reconditioning of the cartridge cases. This deterioration sometimes results in a dangerously high incidence of firing splits in groups of reconditioned cartridge cases. It appears that the mechanism of the deterioration is the season cracking of the brass, for season cracks, of varying degrees of severity, may frequently be found in the cartridge cases after their return from the field. There are, of course, severe practical limitations to the extent to which fired cartridge cases can be protected from corrosion under battle conditions, particularly since the powder residue in the case is itself corrosive. The present paper describes a rapid method of testing the sidewalls of artillery cartridge cases for the presence of season cracks. This method has been developed specifically for use in connection with the reconditioning of fired cases, and makes it possible to carry out 100 per cent inspection. The North Central Texas district as herein defined includes the counties of Brown, Callahan, Coleman, Comanche, Coryell, Eastland, Erath, Fisher, Hamilton, Haskell, Hood, Jones, Lampasas, Mills, Nolan, Palo Pinto, Parker, San Saba, Shackelford, Stephens, Stonewall, Summer-ville, Taylor, Throckmorton and Wise. These counties as listed are the counties of District 7B, State Railroad Commission. In the new designation of districts for the Transactions, the North Central Texas district includes most, but not all, of the counties of the previously classified West Central Texas district. This district covers the south central crest and the west flank of the Bend flexure north of the Llano uplift. The west flank of the Bend flexure is on the east boundary of the Permian Basin of West Texas. The greater part of the oil and gas produced in this district has been from Pennsylvanian strata. Some oil and gas has been produced from the lower Permian (by the latest, selection of the Pennsyl-vanian-Permian boundary) and minor amounts from the Mississippian and Ordovician sediments. Increasingly important quantities of oil and gas are to be expected from the older sediments by deeper development in proven fields and by new discoveries. Most of the oil and gas in the district has accumulated in localized, well-defined structural traps in limestone and sandstone reservoirs and in traps due to stratigraphic changes in sedimentation, mainly porosity traps in limestone and sandstone lenses, both usually associated with some structural feature. These features are found by surface and subsurface geological structural mapping, by core drilling and by geophysical surveying. Geochemical methods are also the basis for some wildcatting. The demand for sweet crude oil from this district is firm for local and national consumption, but the market price for the oil remains practically the same as in 1941. The price is not adequate to meet the requirements of the average independent operator with the continued advance in production, tievelopment and wildcatting costs. Stripper wells are being plugged daily and should be jealously saved for the future local and national reserves, especially in view of the fact that new discoveries of commercially important oil and gas reserves are not keeping pace with consumption. An expected economic disruption attendant upon the national war effort has arisen and continues in the future outlook for this district. The lack and delay of securing replacement parts for almost all oil-field equipment has handicapped and delayed operations and has decreased efficiency in wildcatting, development and production. Sufficient experienced drilling, scientific and office personnel is lacking because of inductions in the armed forces and migration to war industries during the period before manpower conservation became effective. In this paper it is shown that when the tensile strength of a given steel in various states of heat-treatment is plotted against its elongation, a straight line results. The equation of this straight line can be computed with considerable accuracy from its chemical composition. The appropriate equations are given. The logarithm of the slope of the tensile-strength locus is shown to be proportional to the cumulative effect of the total alloy addition and the vosition of the line to be directly proportional to the cumulative effect of the alloy content. It is further pointed out that heat-treatment is more effective than composition in determining yield ratio. The latter enters mainly by its effect on hardenability, which is briefly discussed. Reduction of area and Brinell number are given some incidental attention. The data are applicable only to steels that have been normalized and/or quenched. The steels, if normalized, may or may not have been tempered. If quenched they must have been tempered at or above 4oo°C. (75o°F.). Introduction Cast steels vary in composition and frequently are used in various states of heat-treatment. It is obviously important to be able to predict the compositions that might accompany specific engineering properties by suitable selection of heat-treatments. For cast steels, which are of necessity produced heat by heat in accordance with the particular requirements of the castings to be poured, there has been, happily, much less tendency to standardization than for rolled products, whose destination is not necessarily known when particular ingots are made or rolled. It is of distinct advantage to the steel foundry-men to be able to make steel of given properties, using alloys that can be recovered from scrap, or most conveniently or cheaply bought, rather than a particular formula adopted in the interest of standardization. The heat-treatment appropriate to securing a given result in a given steel is well known to be closely related to composition. For example, molybdenum steels are not much softened by tempering except at rather high temperatures. Highly alloyed steels are "air-hardening," and on cooling in air behave like carbon steels that have been quenched. With these matters, we do not concern ourselves in this paper, although we recognize their importance. The entire picture evidently will be very complex and can be brought within accurate understanding only if our knowledge of test results can be coordinated in terms of general principles.

An economic simulation model was developed to predict the amount of copper recovered from copper oxide deposits, and the cost of producing it as a function of the deposit parameters. The economic simulation model includes programs for fragmentation design and cost, copper extraction, solution distribution and recovery, effluent solution cut-off grade, and financial analysis. Cost and price indices were also developed to evaluate the economic feasibility of in situ leaching operations as a function of their starting date. Application of the models to various hypothetical properties having the same area and different ore thickness shows that the effluent solution cut-off grade does not vary with the ore thickness nor with its grade. The percent of copper recovery is, however, shown to increase with the increase in the ore thickness and is independent of the ore grade. It is also shown that while the profit per unit of extracted copper increases with the increase in ore grade or ore thickness, the rate of return on total investment does not show any correlation.

Ore deposits are commonly divided into two classes, syngenetic and epigenetic, according to whether the ore was deposited together with the enclosing rock or was introduced after its deposition or solidification. Epigenetic deposits, which are by far the more important class, owe their formation to the channels that permitted the ingress of their metals, and both classes are, subject to great modification by post-mineral changes in the containing rocks. A discussion of the structural features of rocks, therefore, necessarily precedes any consideration of ore deposits or processes of ore deposition. The arrangement of sediments in parallel and approximately horizontal layers is called stratification, and is an original property of sedimentary rocks. Successive strata of the same sedimentary bed commonly differ from each other in some minor characteristic, such as texture or color, which results in a bedded or stratified appearance. The subjection of a rock to pressure develops within it parallel planes of weakness, called cleavage planes, along which the rock breaks into relatively regular slabs or blocks; the direction of these cleavage planes, which bear no relation to stratification, is determined by the direction of the pressure that produced them. Where there are more than one set of cleavage planes, one of them is likely to be more prominent than the others. In sedimentary rocks, the cleavage may coincide with the stratification but more commonly cuts across it. Van Hise has defined cleavage as the "capacity present in some rocks to break in some directions more easily than in others." Cleavage, therefore, does not imply the existence of subdivisions, but rather the tendency to subdivide along certain planes.

The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.

VERY little is known about the properties of relatively pure refractory metals in the cast state since these metals are customarily made by powder-metallurgy methods. Recently, the development of the vacuum arc-melting furnace has made possible the study of large, sound ingots of cast molybdenum. The ductility of molybdenum, at room temperature, may vary considerably. Often the brittle state depreciates the utility of molybdenum, even for the material prepared by powder-metallurgy techniques. At the outset of this program, it was felt that if the causes of brittleness were to be determined it might be possible to reduce the difficulties met in the working of molybdenum. Also, the problem of producing strong, fusion weldrnents of molybdenum might be solved. The conditions required to produce ductile molybdenum by the powder-metallurgy technique are reasonably well known. A fibrous or elongated-grain structure has good ductility although this property is probably directional. The equiaxed structure obtained in fully recrystallized molybdenum has been considered to be brittle. The reasons for this behavior of molybdenum have not been established. The preparation of cast molybdenum ingots by the vacuum-arc method was described by Parke and Ham.' By this method, ingots weighing up to 250 Ib were produced." Parke and Ham1 found that molybdenum ingots containing more than approximately 0.0025 pct oxygen could not be hot forged. On the other hand, they found that fully deoxidized cast molybdenum, containing up to 0.06 pct carbon, could be hot forged. However, the as-cast ingots containing either carbon or oxygen were brittle at room temperature. Parke and Ham,1 Woodside,3 and Zapffe, Landgraf, and Worden4 noted the inter-granular precipitation of oxide or carbide in cast molybdenum. This study—part of an extensive program on mo-lybdenum—had the following objectives: (1) To investigate the causes for the brittleness of cast molybdenum at room temperature, (2) to investigate the means for improving the ductility of cast molybdenum at room temperature, and (3) to add to the knowledge of cast molybdenum and of cast metals in general.

The property of Pioneer Gold Mines of B.C. Limited is in the Lillooet mining district of British Columbia. It is on Cadwalleder Creek, 54 miles distant by motor road from Shalalth, a station on the Pacific Great Eastern Railway. Interests identified with the present company installed a small amalgamation plant on the property in 1924, consisting of a jaw crusher, Bryan mill and amalgamation plates, in which 75 per cent extraction was made on mill feed averaging 1.0 oz. gold per ton, the tailing being stacked for future treatment. That plant was operated until 1928, when the present company was formed and a 100-ton continuous counter current decantation cyanide plant was built. A second unit, having a nominal capacity of 200 tons daily, was added in 1932 and put into operation during September of that year. When handling ore comparatively free from slow-settling material, the combined capacity of the two units is 400 tons, the original plant now handling about 140 tons maximum. Production to date, from Pioneer, has been about $6,500,000, the present monthly production being better than $250,000 from about 370 tons ore daily, the recovery being 97 per cent. During the fiscal year ending March 31, 1934, a total of 112,936 tons ore and old amalgamation tailing was milled, the mill feed averaging 0.7670 oz. gold and the recovery amounting to 0.7422 oz. gold per ton, or 96.77 per cent. Milling costs, including refining and mint charges, during this period, amounted to $1.45 per ton of ore. Since the building of the first unit of the cyanide plant in 1928, direct cyanidation has been employed, no attempt being made to remove coarse gold from the circuit, other than that cleaned up from the grinding mills during relining and from the classifiers, as occasions permit. In the hope of still further increasing recovery, researches are going forward at this time with the view to removing some of the sulfides after primary grinding, the expectation being that selective treatment of this more refractory portion of the ore may hold economic possibilities.

' For a number of years, from an economic standpoint, the ventilation of the Colorado mine of the Davis-Daly Copper Co. has been a difficult problem. The development through the main hoisting shaft was pursued for a number of years and to a depth of about 2500 ft.(762 m.)before large bodies of good commercial ore were opened. This lack of early success in exploration restricted expenditures for ventilation, with the result that the present orebodies were developed at a depth of 2500 ft., and in country rock of relatively high temperature, without adequate means of supplying the development faces and the stopes with cool or fresh air of low humidity and suitable velocity. During the progress of development, two or three connections were made at higher levels with the workings of adjoining operations, but these were of a makeshift and unsatisfactory character and afforded no means for carrying downcast air from the surface, in anything approaching a direct course, to the working faces. During the latter part of 1917, arrangements were made with the Anaconda Copper Mining Co., whereby, during the year 1918 and the early part of the year 1919, a crosscut was driven eastwards on the 2500-ft. level of the Colorado shaft and connection was made by means of an up-raise of approximately 200 ft. to a crosscut driven westwards from the 2800-ft. level of the Belmont mine, this crosscut at the top of the raise being driven at Davis-Daly expense by the Anaconda Copper Mining Co. This connection, in conjunction with a No. 11 Sirocco fan installed near the Colorado shaft, provided the Colorado mine with a maximum of approximately 30,000 cu. ft. per min. of relatively fresh air, most of which came in a fairly direct route from the downcast Belmont shaft through the No. 11 fan to the 2500-ft. level stopes. After passing through these stopes and the stopes of overlying levels, it passed through the main crosscuts on higher levels back to the Colorado shaft, which provided the upcast for this current of air. In Austria's only producing field, at Zistersdorf, Erdoel Produktions-gesellschaft completed a single new producer, its well Gosting 6 coming in early in October for an average production of about 15 tons daily. For further testing within the proved part of the field this company's Gosting 7 was at the close of the year drilling in Pannonian strata at 760 m., and its Gosting 8 was rigging up. Outside of the proved area of the Zistersdorf field two further tests located on the Steinberg dome failed to find production in the known oil-bearing strata of the Sarmatian, and were deepened as wildcats into the Cretaceous Flysch. The first of these, Neusiedel 1, about one kilometer north of the known producing area, found oil in the Flysch beds at a depth of 1290 m. for an initial production of about 10 tons per day. The second test, Windisch Baumgarten la, is an old well previously considered a failure, which when deepened achieved a production of about 5 tons per day in the Flysch Inoceramus beds at 985 m. Neither of the foregoing wells is producing from a stratigraphically definable horizon, oil accumulation in the Flysch of this area being apparently controlled by tectonic breccias or related crevices.

THE constitution diagram of the iron-copper system derived by Daniloff' exhibits, at the iron-rich end, phase fields similar to those of the iron-carbon diagram. At 1484° 1094°, and 850°C there are, respectively, a 6-y-L peritectic, a y-E-Lperitectic, and a a-y-E eutectoid. The phase designated E is copper-rich, containing 4 pct Fe or less according to the temperature. The composition of copper-saturated ferrite (a-solid solution) has been determined previously only twice as a function of temperature. By electrical conductivity measurements, Buchholtz and Köster2 found 3.4 pct Cu in ferrite at a eutectoid temperature of 810°C. They represented the composition of saturated ferrite by the equation, log (%Cu) = 4.32-4125 (1/T) Gregg and Daniloff3 reported that Köster later modified his opinion, raising the indicated eutectoid temperature to 833 °C and the copper content of eutectoid ferrite to 3.7 pct. The literature contains several indications4-7 that the work of Köster and his co-workers is not reliable. Norton,8 using an X-ray method, found that 1.4 pct Cu dissolved in ferrite at the approximate eutectoid temperature of 850°C and that the solubility decreased to about 0.3 pct at 700°C. Below 700°C his experimental data show almost no change in solubility. These findings, although inconsistent with the work of Ruer and Goerens4 and of Smith and Palmer,7 have been used generally since their publication. In investigations involving the observation of arrests in temperature during continuous heating or cooling the precise location of the eutectoid temperature has been obscured by a large hysteresis. The more reliable work 579 where the results are not effected by this hysteresis indicates a eutectoid temperature between 840° and 850°C. The foregoing discrepancies, along with a few observations in this Laboratory relating to the precipitation of copper from ferrite, prompted us to rein-vestigate the lower temperature portion of the Fe-Cu system. In this investigation the solubility of copper in ferrite was obtained by the chemical analysis of high-purity iron equilibrated with copper-silver alloys. This method eliminated the necessity for retaining by a quench the physical state of the specimen existing at the equilibration temperature. The mine of the Miami Copper Co. is in the Miami district, Gila County, Ariz., approximately 7 miles west of Globe. In 1906, the General Development Co. secured the ground now owned by the Miami Copper Co., and about a year later discovered ore in a prospect shaft at a depth of 220 ft. The Miami Copper Co. was organized in 1907, the claims held by the General Development Co. were transferred to it, and an active development campaign was inaugurated. The railroad was extended from Globe to Miami in 1909, a concentrating plant was constructed, and the company began producing early in 1911. The unit size of mineral tract in the district is the standard lode claim 600 ft. in width by 1500 ft. in length. Ownerships of land are held in fee. The geology of the district has been described by F. L. Ransome.' The formations of local importance are: The pre-Cambrian Pinal schist, which consists mainly of metamorphosed sedimentary rocks and is commonly of a thinly laminated sericitic variety; the diabase, which is thought to have been intruded in late Paleozoic or early Mesozoic times; the Schultze granite and granite porphyry, considered early Tertiary; the dacite of late Tertiary time; and the Gila conglomerate of early Quaternary. General Items Influencing Mining Methods The bodies of disseminated ore in the district are flat lying masses of irregular outline and variable thickness. As a rule, these masses lack definite boundaries; the orebody follows a curve along one of the main ridges, approximately 5500 ft. in length with a maximum width of 1600 ft. The minerals occur as finely divided and uniformly disseminated chal-cocite in the Pinal schist and Schultze granite. The typical overburden or capping is a barren rusty brown, very friable, highly siliceous, leached schist, or granite-porphyry. The topography of the district is fairly rugged and irregular; the altitude ranges from 3400 ft. above sea level, at the town of Miami, to 3900 ft. on the hills above the Miami orebody. The climate is mild; the mean annual temperature is 63.°F.

In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The system of stoping described in this paper was first introduced at the Champion mine of the Copper Range Co., Painesdale, Mich., in 1929, and since that time has been developed to a high state of efficiency. The method was devised to overcome some of the objections to the system of horizontal cut-and-fill stoping formerly employed at this mine and has done so successfully. The objections to the old system became more pronounced as the depth of mining operations increased and a change became a matter of necessity. While the combination of conditions encountered at the Champion mine is rather unusual, it is believed that the sublevel system developed there could be employed advantageously at other mines, though certain modifications might be necessary. This paper describes the method and the results obtained through its use, and suggests modifications for making it applicable under quite different conditions from those at the Champion mine. Champion Lode The lode being mined at the Champion mine is the heavily brecciated top of what is known in the district as the Baltic lava flow. The brecciated portion of the lode varies from 6 to 50 ft. in width. Under this breccia is the thinner, tighter, amygdular portion of the lode; under the amygdular portion is the trap footwall. Native copper is found deposited in the rock fragments of the breccia, in the cementing material of the breccia, in the amygdules and in the trappy rock under the amygdular part of the lode. In some places masses of copper many tons in weight extend far into the footwall of the lode. The Baltic lode on Champion property is 8000 ft. long, very straight along the strike, and dips uniformly 70' to the west for 3000 ft. in depth, at which point the dip begins to flatten slightly. The width of the copper-bearing portion of the lode varies from 10 ft. to as much as 80 ft. in a few places; the average width now mined is 17 ft.
