THE application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous discharge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condition often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies considerable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, therefore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially prepared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation. The first important work on the flocculation and clarification of coal slurry was done by Henry, who developed the Henry process and used it successfully in Belgian preparation plants. One who has been trained in belief in the law of supply and demand and its effect upon prices finds it difficult to adjust himself to the minute regulations imposed by the New Deal, and also to the bewildering changes of government policy as expressed within a short period of time between the antitrust laws and the N.R.A., and later by the Bituminous Coal Conservation Act of 1935. A survey of the coal industry since the World War, both in this country and Great Britain, however, shows that regulation of some sort is needed if any stabilization is to be achieved and if the wage structure and economic welfare of the many communities dependent solely upon coal are to be maintained. Let us look at what has happened to the industry since 1920, which can be considered as the end of the period affected by the war influence. This discussion will be confined solely to bituminous coal, although many of the general conditions are equally applicable to anthracite, the position of which now is at least as bad as that of the softer variety. Since 1920—to the end of 1934—the production of coal has decreased from 568.7 million to 358.4 million tons, or 37 per cent; the number of mines from 14,766 to 6,258, or 58 per cent; the average annual production per mine has changed from 38,512 to 57,425 tons, or 50 per cent. The number of large mines has increased considerably, and the number of men employed has decreased from 639,547 to 458,011, a reduction of 28 per cent, while the average output per employee has changed from 4.0 to 4.4 tons, or an increase of 10 per cent. The average price per ton of coal at the mine has varied from $3.75 to $1.75. During that time wages decreased largely until 1933 and since that time have increased, until now the rates paid are considerably above those in other occupations, although the actual yearly earnings are low, because of part-time work. From 1920 to the signing of the Jacksonville wage agreement in 1924, about two-thirds of the men were union members and practically all of the nonunion mines were south of the Ohio River; with the fixing of the high wage scale of that agreement, which soon proved to be an uneconomic one, many of the mines found that they could not retain their business, so gradually changed to nonunion. Practically all underground work on the Minnesota iron ranges is done by miners working on a so-called contract wage system. This system, while it has certain advantages over the straight day's pay or company-account method of wage payment, has serious and vital defects. In view of the scarcity and demands of labor, it is important that employers of labor scrutinize their systems of wage payments carefully, not only to save losses and trouble, due to labor disturbances, but also to secure the greatest efficiency of their workmen and reduce their operating costs. It is admitted that an adequate, just, and equitable wage is the prime factor in bringing about these benefits. The wage of labor and its method of application and payment have been, and always will be, the main factors in the unrest and dissatis. faction of labor. Not only does labor want and need an adequate wage, assuming that work is adequately performed, but it wants and is entitled to a just and equitable wage. Labor must have respect for the fairness of the wage and for the fairness of the management in the application of the wage It is conceded that the Minnesota iron miners are now, and have been, in the main paid adequately, but the inherent defects of the so-called contract system prevent any just or equitable application of this wage to the various units of the labor body. The defects of the contract system, with its obvious inequalities, favoritisms, and injustices, are cancers in the brain of labor. Every thinking miner realizes these defects and knows just what they are; the unthinking do not realize the details of the subject, but each month they are forcibly reminded of these defects through the pay envelope. As practiced on the iron ranges, however, the so-called "contract " system is not a contract and the name is a misnomer. No true contractual obligation exists. As usually practised, the contract system involves the setting of a price per foot in development work, or per foot or per car, usually the latter, in slicing or stoping, by the mining captain, and assumes its acceptance, though often under protest, by the men. A price is set for each working place, in which there are usually two men per shift. This price includes labor and supplies, such as explosives, fuse and caps, shovels, carbide, etc., and the men divide the total earnings less the amount expended for supplies. There are no formulas that guarantee success when obtaining zoning approval for mineral aggregate mining. Local land use decisions often represent the most controversial issues faced by a community. Public awareness, concern, willingness to get involved, sensitivity to the environment and, probably most important, fear of change only begin to describe the atmosphere in which local land use decisions are made. The public hearing process is quasi judicial, adversarial, and unfortunately, not designed for resolution of disputes. It is not difficult to see the need for an alternative to present methods. Hopefully, some day there will be a process that will do away with or at least minimize unnecessary, unproductive, and unmanageable community conflicts.

Bacterial leaching of copper and uranium is practiced under acidic conditions in environments furnishing sulfur and iron. However, many mineral deposits do not have these conditions; the chalcocite and native copper deposits in Michigan's Upper Peninsula are examples. Species of bacteria and fungi isolated previously from samples taken at the White Pine Copper Co. tailings pond and mine, were screened for solubilization of copper from chalcocite ore and flotation concentrate and from native copper jig concentrate. Certain Penicillium species solubilized significant amounts of copper under neutral to slightly acidic conditions in a carbon and nitrogen-enriched medium. Leaching apparently was accomplished by release of metabolites which chelated with the copper. The copper yield was highly dependent upon the medium composition and the concentration of copper in the source material. The standardized procedures which were developed in an attempt to maximize copper yield in leaching times of three to five days are described. This preliminary research indicates a biological leaching process for copper which is different from those in use, but whether it can be applied economically remains to be determined.

The application of geostatistics to coal reserve analysis is discussed. One problem in particular, the selection of the optimum locations for exploratory drill holes, is considered in detail. A new interactive program to help the geologist determine the best locations is described and applied to a specific property. The steps in the process are described and then illustrated using a mine's actual data. First, a variogram is selected based on graphical displayed information from the known sample data. Kriging estimates are made for the region of interest and the blocks within the region. The location of future exploratory drill holes is selected based on the criterion of minimizing the region estimation variance for a given number of exploratory holes. The least number of exploratory holes required to meet a specified upper limit on the regional variance is also determined. The computer generated recommendations for the exploratory drill holes are compared to a manually prepared drilling plan. The post- drilling analysis of the results is compared to the predicted values.

A TRULY sound ingot can be made only from steel that is completely deoxidized. Given this condition, there is one further basic requirement-the steel in the ingot must solidify progressively from the bottom to the top. Any method of making the ingot that produces this type of solidification will yield sound products. Since a big-end-down ingot will not satisfy this condition, all sound steel today is produced in big-end-up ingots, the standard tool being the big-end-up mold fitted with some sort of refractory hot top. No one uses hot tops from choice, be cause of the bother and expense involved and because of the low yield resulting from their use-they are used because there has been no alternative where sound steel was required.

LOADING efficiency depends on cycle capacity of the loader, conditions of the mine, and mine organization. Cost of operation is the final criterion. Two types of loaders are analyzed-the boom shovel and the tractor-excavator. Studies were made in an open pit at Kimberley, Nev., where shovels are the production units and the tractor- excavator is a clean-up loader. The report deals mainly with the analysis of cycle and output. Problems of pit organization are not acute. (Other studies included in the original report and omitted here covered tractor-excavator application underground.)

More and more mines are looking toward increased or complete mechanization of their operations, so in the writer's opinion it is quite pertinent that some of the associated problems that accompany such a program be pointed out. The following generalization on attempting a comparatively slight change in mining methods at the Southeast Missouri properties of the St. Joseph Lead Co. is an attempt to point out to anyone faced with a mechanization program that much time and C. Any changes in mining methods, machinery, and so on, must entah coordination of all the other phases of mining as they all have to mesh as accurately as a smooth running chain of gears if satisfactory results are to be obtained. The purpose of this paper is to point out some of the problems which :have to be surmounted when any mechanization program is attempted, rather than to go into the mechanical details and actual operating data of the equipment employed. After all, machines have to be adapted to best suit the local conditions, so no general formula can be given that would apply to other properties. Although St. Josepll Lead Co. has been mechani-cally-minded for a number of years, as shown by the fact that over 110 million tons have been loaded mechanically since 1922, any further mechanization or changes always present a problem. When our ore bodies were of great height and area the breaking and loading were developed to a high degree of efficiency according to known standards. But in recent years, when our ore bodies became smaller and more scattered, the amount of tonnage we were able to break was not sufficient to supply our shovels with enough rock to keep them working to capacity. Our first step in attempting to rectify this situation was to develop a technique of moving the shovels to the broken ore in various stopes, which sometimes entailed a move each shift. A shovel is not producing when being moved, so within the last two years we have been endeavoring to devise some means of getting more rock broken in these smaller stopes and it was then that we became interested in jumbo drilling. To illustrate the fact that mechanization is a process of a chain of developments rather than a stroke of genius can best be shown by a general summary of conditions and obstacles which were encountered in our present attempt to establish template drilling of a standardized round. Our first jumbo was more or less the conventional type with two machines mounted on a crossbar. This arrangement proved to be impractical to duplicate satisfactorily the regular routine of slabbing in a more or less radial pattern as carried out by column drilling. One machine was either too close to or too far from the face and there was another disadvantage in that one drillman was frequently delayed while waiting for his partner to bottom a hole. Our next step was to eliminate the crossbar so the machines could operate independently of each other, but we still encountered the same objections mentioned above except that one drillman was free to drill three holes instead of one in a vertical plane independently of his partner. Time studies while trying to adapt the jumbo to the regular slabbing practice as accomplished by column drilling, revealed that twice as much time was spent in maneuvering the jumbo into position and aligning the holes as was consumed in drilling.

Single aluminum crystals were subjected to creep in simple shear on the (111) planes in the slip direction. The activation energies for creep were calculated from the effect of small abrupt changes in temperature on the creep rate just before and immediately following the temperature change. The results definitely establish the fact that creep of single aluminum crystals occurs by-three unique processes, characterized by thethree distinct and isolatable activation energies: The 35,-500-cal-per-mole activation energy obtained at the highest temperatures was ascribed to a dislocativationtion climb process; the 28,000-cal-per-mole activation-energy process, occurring over the intermediate-temperature range was attributed to a cross-slip mechanism; and it was suggested thot the 3400-cal-per-mole process observed below 400°K may be the Peierls energy. THE most pertinent question regarding the phenomenon of creep in crystalline materials is concerned with the identity of the crystallographic mechanisms of deformation that control the creep rate. For many years slight progress was made in uncovering the basic mechanisms for creep. Over the past 10 years, however, two parallel lines of investigations have contributed to a more definitive understanding of the processes involved in creep. STUDY of the ore deposits of Colorado has disclosed, in numerous places, sharp changes in both mineralogy and metal content of the primary or hypogene deposits with change in depth. A clear understanding of the meaning of these changes is requisite to form intelligent conclusions that can be applied in the exploration of such ore deposits. This paper is an attempt to set forth some of the geologic and chemical relations of minerals that bear on this problem. The effect of the differing electrode potentials of elements on the order of oxidation and on the order of displacement of one metal by another metal in supergene sulfide deposits has been studied for many years by several investigators. The results all agree rather closely with the original Shurmann series of replaceability of metal sulfides, as Wells has shown.1 So far as the writers are aware there has been little attempt from the geologist's viewpoint to correlate the electrode potentials of the elements, other than those of the common metals, with the positions and mode of combination of the elements as found in ore deposits, and in particular in hypogene deposits. Wells2 discusses electrochemical activity between solutions and certain ore minerals and mentions the possibility of its effect in precipitation reactions. The senior writer for a number of years has emphasized the importance of oxidation-reduction reactions as a factor in the formation of certain hypogene ore minerals, and as the electrode potentials are a measure of the relative Oxidizing and reducing power of the elements and their ions, it seems possible that a study of them may offer some suggestions on certain problems. INTRODUCTION THE process of diffusion alloying of mixed powders offers attractive possibilities both commercially and experimentally. It avoids the fabrication difficulties arising from high alloy contents. Indeed, the process is facilitated by larger alloy additions. The direct formation of the part or test piece and the opportunity to perform machining operations under more favorable conditions are of no small importance. However, it is necessary to make only brief mention of the interesting features. As yet there have been few attempts to study this process in detail and to carry it to completion, if such is possible. It was intended not only to measure the intermediate and optimum magnetic properties of sintered alloys but to use magnetic testing itself as a means of following the progress of alloying under various conditions. Having established that alloys could be successfully synthesized by this technique, the opportunity was taken to study the magnetic properties of several alloys of iron and silicon which had hitherto been too difficult to prepare in suitable test piece form, While avoiding some of the difficulties inherent in the fabrication of alloys by orthodox methods, the diffusion alloying process introduces a few of its own. The first of these is the evaluation of the approach to homogenization. In recent years some notable contributions have been made to this question, but considerable uncertainty remains in its definition and evaluation. This work has concerned itself with further study of this problem and it is hoped that more light has been shed on it, The second of these difficulties arises from the presence of porosity. It is inevitable that in the consolidation of a loose bulk of powder, there should remain some voids unless extremely high pressures are repeatedly applied. It was therefore of importance to investigate their effect on magnetic properties. Recently this effect has been studied and certain predictions made of its behavior. It is believed that the experimental results presented here provide a sound substantiation of the theoretical treatment. The attempt has been made to synthesize five alloys of the iron-silicon system and three each of the iron-nickel and iron-cobalt systems. A series of experiments was also conducted on some of these alloys to test their susceptibility to heat treatment. Some unfortunate experiences have provided opportunity to report data on the deleterious effects of nitrogen on magnetic properties when present as a contaminant in protective atmospheres. WITH the acquisition of the Nichols Copper Company ' and the development of the large Copper Products manufacturing and selling organization, the Phelps Dodge Corporation had attained two of its important goals. But at that particular time both its immediate and long-range prospects were giving the company serious concern. The financial panic that began late in 1929 was growing worse instead of better. Neither raw materials nor finished products could find a market. In 1932 the price of copper fell to the almost unprecedented figure of four and eight tenths cents a pound. Domestic production of copper in the United States was further threatened by a large low-cost output from the mines of Africa and the Andes. Canadian copper mines, with their large yield of other valuable metals from the same ores, added to the difficulties of the American companies. After a hard-fought campaign, however, the producers of domestic copper finally induced Congress to levy a duty of four cents a pound on copper imported into the

Failure to understand and evaluate such factors as markets, place value, and substitutions of one mineral for another may be disastrous. Recently Levine applied the Conrad-Wiedersich17 equation where H is the activation enthalpy, v the activation volume, T* the effective shear flow stress, T the absolute temperature, and ? the strain rate, to an analysis of titanium single-crystal data. The activation energy as a function of testing temperaturs obtained from specimens oriented for single (1010) prismatic slip is shown in Fig. 12. This diagram indicates a different linear dependence of H on T in the temperature interval from 220° to 300°K than from 0° to 220°K. Levine interpreted the break in this curve as indicating a change in the thermally activated mechanism controlling the flow stress. The purpose of this communication is to point out that the data in Fig. 1 is not consistent with the concept of a flow stress controlled by a simple thermally activated mechanism between 220° and 300°K. Secondary or scrap materials appear at all stages in the industrial process and in a bewildering variety of forms, grades, and values. It is useful to begin analyzing them by dividing the broad concept of "Secondary Supply" into three parts First, the concept must encompass the stock, or pool, of secondary materials. In the process of satisfying his wants, man produces desired products from the materials and natural resources found around him. As long as the rate of production is greater than the rate of obsolescence of a given product, the total stock or pool of materials embodied in that product will increase in size This stock concept relating to secondary materials is directly analogous to the "resource" concept used for primary raw materials in the preceding chapter, and includes all materials embodied in existing products (Obviously, this excludes those materials which are destroyed in the consumption process, viz , fuel oil burned to provide heat.) Consumption of a primary material in a productive process tends to reduce the resource base of that primary material In direct contrast, however, the production or use of products increases the resource base of the secondary material. Thus, we find that a country which has no resource of a primary material can, by importing products that contain the material, build up a large enough stock to provide a basis for secondary recovery. The estimated growth of the pool of copper in use in the United States through 1967 is shown in Table 5.B.1.a The estimate of 39 3 million tons at the end of 1967 includes only technologically recoverable copper and is, therefore, somewhat less than the stock concept described previously, which does not distinguish between recoverable and unrecoverable material. Nevertheless, Table 5 B.1 does give an idea of how a nation's secondary resource of a material can grow over the years. A second aspect of the concept of secondary supply is the generation of secondary materials. This includes materials generated as scrap in production as well as the movement of a material out of the stock of existing products via wear, damage, or obsolescence The quantity of materials generated is usually either nearly or completely independent of the technologic capabilities and economic forces which prevail in the secondary recovery market.b The justifications for and the qualifications to this statement are considered later. Optimism over the continued growth of coal ex- ports received a significant shot in the arm September 18 at Norfolk, Va., when huge, new ship coal-loading facilities of the Norfolk & Western Railway were formally dedicated before a large audience of American and foreign dignitaries. Guest of Honor at the occasion was Christian A. Herter, Special Representative for Trade Negotiations, who, in a speech, stated, "The prospects for the expansion of our coal exports are excellent. The competitive pricing and high quality of our coals, whether for the production of coke for steel mills or for the generation of electric power, have won the respect of consumers everywhere in the world. Last year, the United States coal industry exported over 40 million net tons. . . . There are excellent reasons to believe that by 1970 we shall be exporting at double this rate."
