IN recent years considerable publicity has been given to the problem of atmospheric pollution by fuel-burning equipment. Legislation has been stimulated and smoke ordinances have been enacted, the provisions of which show a definite trend toward stricter control of the emissions not only from the stacks of industrial fuel users but also from the chimneys of domestic consumers. As a result of war conditions, some slackening in the enforcement of these ordinances may be noted, but this is only a temporary expediency caused by the changes necessary in the distribution of the nation's fuel supplies and difficulties in securing the necessary equipment. Previous trends may be expected to continue in the postwar period. Largely because of the consumer demand for automatic heat, but partly because of the legislation against smoke emission, there has been a marked increase in the use of domestic underfeed stokers with the past decade. When correctly adjusted and operated, these units reduce the smoke emission materially, so that even the high-volatile bituminous coals may be burned with little or no emission of objectionable smoke. Unfortunately, however, the use of the domestic underfeed stoker introduces another problem; namely, fly-ash. PRODUCTION OF FLY-ASH The term "fly-ash" is a misnomer, since the fly material is generally a mixture of small carbonaceous particles varying from green coal to coke, and inorganic particles ranging from fluffy ash to small particles of fused clinker. For want of a more comprehensive name, however, the term fly-ash is used throughout this paper to include all the fly material. Even with hand-fired furnaces a certain amount of fly-ash is produced, which necessitates periodic cleaning of the boiler flues or furnace radiator, the smoke pipe, and occasionally the chimney itself. With stoker operations the amount of fly-ash is increased many fold, because of the higher velocity of air travel through the fuel bed. Frequently the amount of this fly-ash attains such proportions as to constitute a definite nuisance to the householder and his neighbors and distracts very materially from the otherwise automatic or semi-automatic performance of the stoker. THE new 4800-ton fine-grinding plant at the Hollinger Consolidated Gold Mines property at Timmins, in the Porcupine district of northern Ontario, went into operation in November 1937, and represents the culmination of an experimental program. The plant is a moderately low rectangular building of hollow tile on a steel frame, large enough to house four 7 by 15-ft. ball mills, with a 12 by 27-ft. classifier beside each mill. At one end is space for the addition of another mill and classifier or a mill and classifier for the regrinding of table concentrates. This regrinding is now done in the old grinding department of the main mill building. Also within the new building are the four 6-in. sand pumps for lifting the product from the low-dis- charge ball mills up to the classifier feed launders and the containers and appurtenances of a complete dust-collecting system. Together with the usual overhead crane, these constitute the major units of equipment within the new plant. The location is at the lower end of the main mill buildings toward the old tailings pond, now so neatly leveled off and sodded to rival the very best of our own W.P.A. projects. Close by the new grinding plant is a large dome-shaped structure-the new fine-ore bin designed arid built by Mr. Longmore and the Hollinger milling and engineering staffs. There are four separate automatically loaded inclined belt conveyors leading up from the bottom of the bin to the grinding plant. Each belt is equipped with a recording weightometer, in the grinding building. The whole structure and the machinery within it give the impression of permanence and a carefully integrated design with close attention to details, giving the operators every advantage for consistently good work. The many ideas and opinions behind this achievement were all ably organized and executed by the Hollinger milling and engineering staffs, anti not a few were directly initiated by them. HISTORY. THE use of iron for the precipitation of copper was known at least as early as the fifteenth century. Both Paracelsus and Basil Valentine refer to it in their writings, as early as 1500 A. D. It was used in Peru, for this purpose prior to 1637, and at Rio Tinto, Spain, as early as the sixteenth century. The statement has been made repeatedly that in the early history of the mining industry at Butte, the practicability of this method of recovering copper from solution was overlooked, and that enormous quantities of copper-bearing water were allowed to go to waste, the copper in which might easily have been recovered at small cost; and that this oversight on the part of the mine operators was due to ignorance of this method of recovering copper. As a matter of fact, very little copper-bearing mineral was encountered in the mines of Butte until a depth of 400 or 500 ft. bad been reached, and in many cases much greater depths were necessary to reach the copper-bearing zone. The water encountered in the upper levels (although in most cases quite highly mineralized) contained little or no copper, and it was only after considerable areas of copper-bearing ore had been uncovered and developed that copper sulphate began to. appear in the mine water in any considerable quantity. In fact, the first water that was observed to contain copper carried it in such small amounts as to be of little or no importance. It was only after years of underground work had opened extensive areas of stopes, drifts, and other underground workings, these being subsequently filled with waste, nearly all of which contained small copper values, which became oxidized by exposure to the air and were acted upon by the slowly percolating mineral water, that the recovery of copper from mine water became commercially important.

FROM the point of view of the metallographist, the adaptation of x-rays to the study of the crystal structure of metals is of the greatest importance. While one may hardly consider the findings resulting from x-ray study as revolutionary, their positive nature, compared with the deductions we have been forced to accept from the work that had gone before, gives firmer ground on which to build and furnishes new fields for speculation. Prior to the advent of the crystallogram, the best work on the crystal structure of steel was that of Osmond and Cartaud.1 They concluded, from their investigation with percussion figures formed at various temperatures, that alpha, beta, and gamma irons belonged to the cubic system and that they showed well-marked specific characteristics and could not have the same internal structure. What the internal structures were, they had no direct method of determining; but from a consideration. of the fact that the 001 plane (that parallel to the cube face) is a plane of perfect cleavage and minimum hardness in alpha iron and that the 111 (octahedral) plane is by far the most important in the crystallography of gamma iron, they were led to suggest the simple cubic arrangement as that of alpha and the face-centered cubic arrangement as that of gamma iron. They suggested the body-centered cubic arrangement as that of beta iron. The atomic arrangement of the various crystal forms of iron has been quite definitely determined in recent years by means of x-rays and the work of Westgren2 and Westgren and Phragmèn3 has been rather conclusive. They not only determined the atomic arrangement of alpha, beta, and gamma iron but also that of the high-temperature modification delta.

GEOLOGICAL studies have revealed the occurrence of hundreds of pegmatite dikes in north- east Brazil, Fig. 1, in the three states of Rio Grande do Norte, Paraiba, and Ceara. Heretofore data have not been available on the possible production of lithium minerals from these areas, and in March, April, and May 1953 the author undertook a reconnaissance survey covering a cross-section of the pegmatites. Sixty-one pegmatites were examined. The pegmatites of Rio Grande do Norte and Paraiba are located in an arid region (Seratao), and except in the most southerly portion there is a mini- mum of vegetation and overburden. The region is easily prospected and relatively accessible by jeep or truck. The pegmatites examined in Ceara are in an area of lush vegetation along the flanks of the Jaqueribe River valley. It is therefore more difficult to prospect, and the dirt roads, as a means of access, leave much to be desired. For all practical purposes rail transportation, except in Ceara, is not available. The rocks of the area1-4 are composed of Pre-Cambrian schist, gneiss, quartzite, and marbles. They have been intruded by granites, monzonites, and diorites and cut by quartz veins and pegmatites.

This paper is coodensed from several reports by members of the staff of the Minerals Testing Laboratory of the Tennessee Valley Authority, on a series of experimental tests in the beneficiation of barite of the Valley area. These experiments were conducted upon a large number of samples taken from several mines in three different districts. The area contains numerous producing deposits, nearly all of which are hampered by the high iron and silica content of the ores. Because of the small difference in specific gravity between the iron oxide and the barite, a gravity separation is generally poor. The removal of the iron thus offers a special problem. Some of the operators have turned to magnetic separation to meet the shipping requirements for less than one per cent iron. The present experiments were conducted to determine the application of decrepitation or flotation in simplifying the concentration of the barite by removing the iron oxide and silica in one operation. Practically all the barite marketed in the area has been as "off-color" crude. The bleaching studies were made to determine the bleach-ability of the ores to alleviate this inferior grading, placing them on the market as bleached barite. Geology Barite has been produced at many places in the Tennessee Valley area, and prospects and minor deposits are known at many other places, but practically all the production of barite in the Valley has been from the Sweetwater district of East Tennessee. Other leading areas of former production are the Tazewell-Russell counties areas of southwest Virginia, the Del Rio-Stackhouse district of East Tennessee and western North Carolina, and the Fall Branch district of upper East Tennessee. The areas described in this paper are those from which samples used in the concentration tests were obtained.

Pioche lies 240 miles southwest of Salt Lake City, in southeastern Nevada, 19 miles west of the Nevada-Utah line. It is at the end of a branch line (33 miles), which connects at Caliente with the Los Angeles and Salt Lake division of the Union Pacific System. Its commercial relations are with Salt Lake City and Los Angeles, chiefly with the former. The surrounding area is part of the Great Basin, an arid region of alternating mountain range and intermont plain, the latter floored with out-wash from the mountains. About Pioche the plain varies between 4700 and 6000 ft. above sea level. The town lies in a valley at the east base of a low northwest-southeast range (the Pioche Hills) 12 miles in length, which rises about 1000 ft. above the adjacent flat. West of the Pioche Hills is a higher north-south range consisting of two parts: to the south the Highland Range, between Bennett Pass and Stampede Gap; to the north the Bristol Range, from Stampede Gap to Bristol Pass. This double range reaches altitudes of 8000 to 9000 ft., or more (the highest point, Highland Peak, is 9395 ft.), and rises some 2500 ft. above the surrounding plain It is continued in lower hills to north and south. Smaller ranges rise from the flat west of the Highland and Bristol ranges. The area studied and shown on the map (Fig. 1) is covered by three inch-to-the-mile topographic sheets: the Highland Range, the Bristol Range, and the Panaca, the latter mapped in part only. The sedimentary rocks of the district include Paleozoic limestones, sandstones and shales, Pliocene tuffs, and modern wash. Igneous rocks are represented by intrusive dikes and stocks and by extensive lava flows of mid-Tertiary time.

The property of the Alaska Juneau Gold Mining Co., covering the Juneau gold belt for over a mile in length, consists of 136 claims and 24 mill sites; these are near Juneau, Alaska, in what is known as the Harris mining district. Gold was discovered in the district in 1880, by Richard T. Harris and Joseph Juneau, who had been prompted to explore the section by rumors they had heard among the Indians. Gold was first found on the beach at the mouth of Gold Creek and further search revealed the lode deposits in the Silver Bow basin, about two miles inland. The lode locations made immediately thereafter constitute the principal area of the Alaska Juneau group of claims. Gradually news of the strike spread and, during the late eighties, Silver Bow basin became a substantial producer of gold, both from placer work and from quartz milling. Numerous small mills of various types were erected to crush high-grade float and stringers gouged to shallow depths. Placer mining gradually ceased and the pioneer milling operations gave way to larger and better mills, which in time were the predecessors of the two large mills built by the Alaska Gastineau Co. and the Alaska Juneau Co. on the shores of Gastineau Channel. This evolution from arrastres to small mechanical mills, thence to the two large-capacity mills on Gastineau Channel, although a natural sequence of events, had a most important bearing on the development of the district. Knowledge of the character, extent, and value of the ore deposits gained by these early operations could not have been acquired otherwise. Spencer shows1 that the early mills were: Arrastres in 1881-82-83-84-85-86-88; a 5-stamp mill in 1882; a "newly devised grinding mill" in 1884; two Huntington mills in 1886; a 10-stamp mill in 1889; a revolving Dodge mill in 1890; a 5-stamp mill in 1891; and a 20-stamp mill in 1893. The original power-plant of the Standard Company has been described* by Mr. T. H. Leggett, late president and manager of the company; but since the presentation of his paper considerable additions have been made, which will be found interesting because of the engineering features involved and of the attainment of a high degree of flexibility with the inflexible, two-wire, alternating system of electrical transmission. Although these additions have been completed during the last year, they constitute, to a large extent, only the carrying out of plans that belonged to the original conception of the installation. The regular operation of the water-power through the winter proved very difficult; there was a considerable length of ditch to be kept open, and, as the stream is small and any freezing night may stop the whole flow of water, there was the .additional trouble of having no reserve to draw upon. The rule for the winter is, that after a night of hard frost water begins to move in the canon before noon on all but the coldest days. To obviate the nuisance of the anchor-ice, and to make available all of the water, a dam of sufficient height to impound several days' run of water has been built across the canon, 3875 feet above the power-house, and provided with pressurepipe well below the surface. In place of the 1571 feet of pipeline from penstock to power-house, there has been substituted a line 3875 feet long to bring water direct from the dam. The dam is of logs, cribbed up in squares of about 12 feet, ballasted with earth and rock and sheathed on the water-face with 3-inch plank.

AS the forms of blown-out furnaces are of much interest to ironmasters and metallurgists, the manner of taking the accompanying sections of the Cedar Point stack is here given. The diagrams show the original and also the final shape of the furnace after a two years and twelve days' blast,, during which the following solid materials passed through it, viz.: Coal, 41,000 tons; ore, 57,000 tons; limestone, 30,000; total, 125,000 gross tons. Product, 411/4 tons per day Bessemer pig iron. The apparatus used in taking the sections was a modification of that proposed by Mr. Frank Firmstone,* and consisted of a sliding rule, to follow around the circumference of the stack, which rule was connected by a string to a segment of a circle of 24 inches radius. The segment was carried by an arm which connected it to a huh as a centre, 2 inches in diameter. A second string was wound around the hub, and communicated motion to a pencil-carrier, the pencil of which marked out on paper the exact outline, and reduced it to a scale of & inch to the foot. The whole machine was made in about three hours, with the facilities of a carpenter's shop, and gave in operation every irregularity of the lining. The sections were taken at salient points, by lowering a hanging staging on which the apparatus was placed. Tracings from the paper of the machine were made, and, as in this case several copies were required, the tracings were glued on to thin sheets of basswood, and patterns carefully sawed out with a bracket saw.

IN order properly to evaluate the data related to geomagnetic surveys, it is highly desirable to have all the available information concerning the magnetic properties of the, involved media. This is true of surface as well as subsurface formations and becomes of increasing importance as advancement in instrumental and interpretative technique permits the analysis of relatively slight magnetic reflections of buried masses. Since the magnitude and areal distribution of the usually complex resultant magnetic field at the surface of the earth is a function of the susceptibility1 of the involved matter, it necessarily follows that susceptibility determinations will afford valuable data for geophysical correlation. The present method was developed to meet the need for routine analysis of specimens in the geomagnetic laboratory where it was felt that general utility, ruggedness, ease of manipulation and reproducibility of results was of greater importance than extreme sensitivity.

Production control in the petroleum industry may be discussed under three general heads: engineering, legal, and economic. Though the problems that fall under the respective heads of engineering, law, and economics are separate, they are dependent and interrelated. The present study will deal with the economic phases of production control and only incidentally with the legal phases as they affect the economics of the problem. No one of these forms of control is more important than the others. The engineers have performed their service well, and although there are many problems of engineering control yet to be solved, they are not pressing. Legal control is a problem for the legislatures and the courts to solve. The petroleum industry is such a comparatively young industry and the legal problems are of such recent origin that the courts have not yet been called on to settle all the issues and the legislatures still have before them bills concerned with the regulation of the industry. Economic control of production in the petroleum industry is a highly desirable goal but it has not yet been completely achieved. Since the first commercial well was drilled in 1859, there have been recurring periods of overproduction. (Over- production will be used here to describe a condition wherein so much crude oil is available that a satisfactory and reasonable price is not received for the product.) In 1803 the purchase of the immense territory called the province of Louisiana wm arranged between Thomas Jefferson, President of the United States, and Napoleon Bonaparte, First Consul of France. This central portion of what is now the United States was claimed in 1682 by the explorer Robert de La Salle for France, who continued to hold her title to the vast domain until 1762, when it passed by treaty to Spain, only to be retroceded to France in 1802, in consequence of Napoleon's military domination of Spain. Jefferson did not care to see New Orleans and its extensive hinterland pass into the hands of France. Spain did not matter so much; she was quiet and feeble, whereas France was restless and aggressive under Napoleon, who had dreams of founding a French colonial empire on the American continent. The expression of American feeling that Jefferson elicited came as a surprise to Napoleon, who concluded that a contest was not worth while, for his navy had been shattered by the English, and it was evident that only maritime supremacy could enable him to retain this trans-Atlantic possession; so he resolved to put it out of the grasp of England and at the same time replenish his military chest by selling Louisiana to the United States. The price was 60 million francs. By the terms of the Louisiana purchase a magnificent territory was added to the national domain; it covered more than a million square miles, or more than the total area of the United States at that time. Louisiana included the present States of Louisiana, Arkansas, Missouri, Kansas, Iowa, Nebraska, South Dakota, North Dakota, Wyoming, Montana, Oklahoma, with parts of Colorado, Idaho, and Minnesota; but

Is an accurate measurement of the efficiency of a screen under a given set of operating conditions valuable? If so, what is the efficiency of a screen and how can it be measured? Sizing, especially of the finer sizes of material, has increased in importance in the development of flow sheets as a result of the perfecting of the rapid vibrating screens. More consideration should be given screens in the preparation of ball-mill feed, where they permit the admission of a dryer feed than the classifier. Where possible, the introduction of a screen ahead of the primary ball-mill, and the diverting of ore below, say, 4 mm. to a secondary mill, might result in a greater overall economy because of the thicker feed and the better adjustment of crushing media and mill operation to the reduction demanded. With the present trend back toward a combination of gravity methods and flotation, rather than flotation alone, the accurate, economical sizing possible with the new screens makes fine jigging a method to be considered. W. o. Borcherdtl and John Bland= discuss the screening problem and also the value of close sizing in the concentration of some of the rare-metal ores. If a screen is to be used, it should be selected in competition with others; other things being equal, that screen which makes the cleanest oversize should be preferred. The quality of the screening and the tons handled per dollar together determine the choice and, therefore, both of these must be accurately measured if a correct decision is to be reached. Too frequently in mill design, the capacity has been considered almost to the exclusion of the completeness with which the undersize is separated from the oversize. It is, of course, possible to increase the aperture of the screen, and thus insure the removal of a sufficiently coarse

The plan for establishing relations of American industry with national labor on a definite basis so closely follows the channels of the efforts of Engineering Council, principally in the classification and compensation work, that it is of special interest to the engineering profession. The principles laid down under the following headings are about to he submitted to a referendum vote of the membership of the Chamber of Commerce of the United States. These principles were prepared by a special committee of the Chamber of Commerce after a long period of study of the entire subject of industrial relations. 1. Industrial enterprise, as a source of livelihood for both employer and employee, should be so conducted that due consideration is given to the situation of all persons dependent upon it. 2. The public interest requires adjustment of industrial relations by peaceful methods. 3. Regularity and continuity of employment should be sought to the fullest extent possible and constitute a responsibility resting alike upon employers, wage earners, and the public. 4. The right of workers to organize is as clearly recognized as that of any other element or part of the community. 5. Industrial harmony and prosperity will be most effectually promoted by adequate representation of the parties in interest. Existing forms of representation should be carefully studied and availed of in so far as they may be found to have merit and are adaptable to the peculiar conditions in the various industries. 6. Whenever agreements are made with respect to industrial relations they should be faithfully observed. 7. Such agreements should contain provision for prompt and final interpretation in the event of controversy regarding meaning or application.

INTRODUCTION A study has been made of the stability of blocks and wedges of rock subjected to gravity forces in the roofs of underground excavations. Rock wedges may become wholly or partly self supporting with the mobilization of shear resistance of discontinuities bounding such wedges. The influence of in-situ stresses and the relative stiffnesses of the intact rock, and shear and normal stiffnesses of the discontinuities has been investigated. A two dimensional, plane strain model of symmetric rock wegdes in a horizontal stress field has been utilized. A comparison between the results of an extension of a closed form solution proposed by Bray(1981), and numerical analyses with Displacement Discontinuity elements (Crouch, 1976), are presented. These analyses indicate that the stability of the wedge and the stress redistribution around the wedge upon excavation of an opening is markedly influenced by the ratio of intact rock stiffness to seam normal and shear stiffness. It is shown that the analytical solution provides a reasonable measure of the lower and upper bounds of the loads necessary to cause failure of the wedge. MODELS The problem considered (Fig. 1) is a two dimensional plane strain model containing two discontinuities. The discontinuities are symmetrically disposed with respect to a horizontal excavation which forms a wedge of rock bounded by these discontinuities. The angle of the intersecting discontinuities at the apex of the wedge is 2[a]. Mechanical properties of the two discontinuities are identical, being represented by linear normal and shear joint stiffnesses Kn and Ks and angle of friction [o]. The organized curtailment of California oil production is not yet one year old but during its first year it has accomplished so much that it is now firmly established as an agency of economic efficiency. The principle of cooperative curtailment has been adopted by other states and it is safe to say that the principle will continue as long as the demand for petroleum is notably less than the potential production. It' is interesting to note that this same principle of regulating supply to meet demand is now being urged for other industries, such as agriculture and mining. Since Oct. 31, 1929, when curtailment was instituted by the oil producers of Santa Fe Springs and Long Beach in an effort to avert the disaster of ruinously low prices which confronted them, there has been a constant and increasingly effective curtailment program in California. Prior to that time a notable effort toward the restriction of oil production was made under the direction of F. C. Van Deinse during the early summer months of 1929. A considerable reduction of oil output was recorded as the result of this effort, but because of incomplete cooperation and the discovery of still deeper zones at Santa Fe Springs the effort was abandoned; flush field production became unrestrained and prices soon fell to low levels. This initial curtailment movement was educational and experimental. It showed all operators a way out of their overproduction difficulties and developed the principles followed in later curtailment efforts. Thus it was that only a few days after their oil had been reduced to 60 c. per barrel, the operators of Santa Fe Springs got together and agreed to restrict their current production of more than 270,000 bbl. daily to not more than 150,000 bbl. daily. The operators at Long Beach followed the same course a few clays later and agreed to limit their production to not more than 110,000 bbl. daily. The Santa Fe Springs operators chose H. P. Grimm as umpire and director of their proration program. Neal H. Anderson was chosen umpire for Long Beach. IT IS my understanding that, speaking broadly, the function of the engineering profession is to find how to do the thing required better for less money. Mechanical engineers, mining engineers, and the various other kinds of engineers are engaged in discovering and effectuating new and improved methods .of producing better goods and services at less cost to industry. The savings and advantages, thus, accruing ace reflected from time' to time in increased productive powers of industry and lower costs to the public which consumes the goods and services.

During the last few years the use of base-metal thermocouples has increased very considerably in various industries, due to the necessity for more precise control of temperatures. The base-metal couple has the advantages of being robust to a surprising degree, cheap as compared with platinum couples, sufficiently accurate for most operations, rapid in indicating changes in temperature, easily renewed or repaired, and of generating a much higher electromotive force than the noble-metal couples. There are, however, some factors, such as indicating and recording instruments, the insulation on the elements, the constancy and homogeneity of the wires, and the resistance to oxidation in the furnace, that limit the.
