Many hardened steels contain significant quantities of retained austenite even in cases where the carbon and alloy contents are low. In fact austenite has been detected in plain carbon steels containing as little as 0.50 pct carbon.1 Although the austenite may not be visible metallographically it causes definite dilatometric and magnetic effects during subsequent tempering or sub-atmospheric coo1ing.l,2,3 Therefore if the reactions which hardened steels undergo during later treatment are to be understood in quantitative fashion it is most essential to have some kind of absolute analysis for the austenite content in hardened steels. Once this analysis has been made, the austenite transformations can be followed precisely by observing such sensitive phenomena as changes in length or in magnetization but the latter techniques can only determine differences in the amount of retained austenite and usually an independent method must be found to put these differences on an absolute basis. In certain instances the microscope can be used advantageously to determine the percentage of retained austenite. The quenched sample is tempered to "darken" the martensite with minimum decomposition of the coexisting austenite, and then is polished and etched in the usual fashion. If the austenite is clearly distinguishable from the tempered martensite and other possible constituents its volume percentage can be measured quantitatively by point counting or lineal analysis.4 Such microscopic methods, however, depend on the etch being sufficiently discriminatory. In fairly coarse structures, if the austenite content is greater than 10-15 pct, there is probably little smearing of the etch, and point counting or lineal analysis seems to be quite accurate. On the other hand if the structure is difficult to resolve, as in commercially treated fine-grained . steels which contain less than 10-15 pct retained austenite, the latter may be completely obliterated by the dark etching martensite or it may appear disproportionately low as the interfaces between the two constituents become difficult to distinguish. Another disadvantage of the metallographic method is the need for "darkening" the martensite and hence the determination cannot be applied to as-hardened steels. The required tempering may spoil the structure for other tests or may even remove a small part of the austenite which is being sought. X ray methods hold more promise for covering the range under 15 pct retained austenite. Although austenite and martensite in the hardened steel may be chemically identical, their crystal structures and lattice parameters differ, and the intensity of an austenite diffraction line is some continuous function of the percentage of re-

Changes in stored energy, resistivity, density, X-ray line broadening, and dislocation arrangements (from transmission electron microscopy) have been mensured on copper specimens shock-loaded at 75 to 435 kbars. The stored energy in shock-loaded copper and changes in density and resistivity are larger than those after conventional deformation. A high density of twins makes an appreciable contribution to all the measured quantities. Dislocation densities rise to values of 1011 lines per sq cm at the highest pressure. The resistivity, density, and X-ray In a study of the effects of shock loading on copper, changes in stored energy, resistivity, density, hardness, lattice parameter, line broadening, and dislocation structure have been examined after subsequent annealing of specimens shocked to various pressures. This paper presents certain aspects of the data, taken by two groups, one at the Illinois Institute of Technology, and the other at Northwestern University, and compares the changes in these properties, and what they indicate about the effects of shock deformation. measurements yield dislocation densities in substantial agreement at all pressures, after correcting for the effects due to the twins. At the higher pressures, electron microscopy yields dislocation densities that are lower by a factor of about 5 to 10. Dislocation densities from stored -energy measurements are high; this finding can be rationalized by the consideration that the deformation twin boundaries present are largely incoherent. There is no evidence for homogeneous dislocation nucleation during shock loading. Shock loading any metal or alloy, such as copper, causes a large increase in yield strength, with dimensional changes of the order of only a few percent."' Other properties have not been extensively studied, but this result clearly indicates the importance of examining the substructure. Previous studies of the substructure of conventionally deformed specimens have been made using electron microscopy,3-6 X-ray diffraction,7,8 and etch pitting.9,10 The dislocation density can reach values of about 10" per sq cm; and the dislocations are arranged in cells approximately 0.15 in size. The substructure varies widely, however, from point to point in the specimen. The substructure of explosively loaded copper consists of cells of about the same dimensions6,11 but their size is more uniform.6 Profuse twinning occurs12,13 and the twins are often too small to be detected optically.6,13 The boundaries outlining these twins appear to be incoherent.14 There is now ample evidence 13-15 that twinning is a strengthening mechanism in fcc metals but this is only part of the strengthening effect in shock-loaded copper.* From the twinning systems which operate in shock-loaded single crystals,13 and from changes in texture on shock loading,17 it has been shown that both the

" John Maynard Keynes INTRODUCTION The principles of time value of money concepts were discussed and illustrated in Chapter 3. The importance of time value of money and the role it plays in the discipline of engineering economy have been well established. Chapter 9 further illustrates that project evaluation criteria that fail to consider this aspect are seriously deficient in providing appropriate capital budgeting decisions. Obviously future project receipts and expenditures must be discounted to permit valid comparisons with current cash flows. Although the concept of discounting is widely accepted, the selection of the appropriate discount rate has been the source of considerable debate and much disagreement. This chapter, then, provides an overview of the theoretical and practical considerations for determining or calculating the appropriate rate for discounting, the corporate cost of capital. Note specifically that the assumption of constant business risk among the various investment alternatives is maintained throughout this chapter. THE INTUITIVE APPROACH The fact that interest exists suggests that all money has a cost associated with its use. The cost of this money may be the result of either explicit or implicit charges or some combination of the two. Any time an individual or a firm consumes less than the total earnings generated in a given time period that individual or corporation has either consciously or unconsciously decided to "invest" these excess funds in some type of activity. For instance, the individual or corporation may decide to invest the excess funds in tangible property, place the funds in a money market account, or simply keep these funds in cash. In any case, these funds have been invested in some type of activity which promises the investor some return on the invested capital. Remembering that the firm's primary objective should be the maximization of shareholder wealth, then intuitively it seems reasonable to suggest that the firm should not invest in any project where the anticipated return does not exceed the cost of funds (capital) committed to the project. Indeed, if the firm always invests in projects having returns in excess of the cost of capital committed to them, then the wealth of the firm (as measured by the price of common stock) should be in-

The Umgal a section of the We1gedacht Exploration Company Ltd., a member of the Rand Mines Group, is situated near Utrecht in the province of Natal, South Africa. Two coal seams, the Alfred and Gus, are mined to fulfill commitments to both inland and export markets. To increase extraction in the high quality Alfred Seam, pillar extraction, known locally as stooping, was introduced to the mine in September, 1980. Mining is a conventional cut-drill -blast operation and takes place under a unique set of geological conditions viz. moderately thick seam at 3.5 m; rapidly varying cover from 25m to 120 m; an overburden containing competent sandstone and dolerite horizons. In order to improve the understanding of the manner in which the pillar and overburden interact during pillar extraction, a largely visual system of monitoring backed up by roof-floor convergence measurements was employed. Preliminary analysis of the observations suggests that roof collapse or goafing occurs in three phases but is only initiated once a critical amount of convergence has taken place.

Advances in the production of quality steel have emphasized the need for greater knowledge of the amount and distribution of oxygen in the steel. Control of inclusion content and quality is largely dependent on such knowledge. While many analytical methods have been devised for the accomplishment of this end, few are without serious limitations in accuracy, convenience, or skill required in application. Usually at least two methods are necessary to determine total oxygen and constituent oxides. Because of the great importance of this problem and the specific interest in the application of such methods of analysis, the various procedures were carefully reviewed at the Union Carbide and Carbon Research Laboratories, with the view of developing a method free from the limitations mentioned above. Intensive experimentation finally led to an improved iodine extraction analysis described by Cunningham and Price.1 After this had been thoroughly checked from the standpoint of the analytical chemist, it was rechecked from that of the metallurgist. This involved preparation of a number of small heats of varying composition with determination of total oxygen in the molten metal by the alumina method2 and an analysis of the solidified material without the aluminum addition by means of iodine extraction; the oxides of iron, manganese, silicon and aluminum also being determined by the iodine analysis. The report of this work constitutes the subject of this paper. The Iodine Method Fundamentally the iodine method is well established. Mesabi semitaconite and oxidized taconite ores that cannot be concentrated by froth flotation can be rendered amenable to flotation through partial concentration in a high-in tensity wet magnetic separator. Since 1964, a method for accomplishing this precon-centration has been under development at the Minnesota Mines Experiment Station, where several hundred tons of ore have been successfully processed. This paper is an analysis of the performance of the separators used at the Station. At present the United States is producing about 85 million tons of iron ore a year, and nearly 55 million tons of this comes from Minnesota. Nearly half of Minnesota's production is in the form of magnetite taconite pellets —the remainder being wash ore and gravity concentrates. As the demands of the blast furnace operators become more stringent - and they are becoming more so yearly — these demands are met by improved iron ore beneficiation technology. Furthermore, there is no doubt that as magnetite taconite, gravity ores, and wash ores are exhausted, new processes will be developed to produce a product comparable to magnetite taconite pellets from Minnesota's vast reserves of oxidized taconite and semitaconite. The magnetite taconite ores are rather easily bene-ficiated by conventional, low-intensity (500- to 1400-gauss) magnetic separators, followed, in some plants, by froth flotation of the magnetic concentrates.

THE BEGINNING of a large enterprise is often as in- significant as a lump of leaven hidden in a bowl of meal or a handful of mustard seed that the wind blows across a field. In 1950 the company known today as the Phelps Dodge Corporation had nearly thirty-two thousand stockholders, paid salaries and wages of about fifty million dollars to some thirteen thousand persons, produced nearly four hundred and ninety million pounds of copper, and possessed net current assets of approximately one hundred and six million dollars. For the origin of this great business, one must go back approximately a hundred and fifty years to an obscure saddle-making shop in the small town of Hart- ford, Connecticut. Anson Greene Phelps, proprietor of the shop and master saddler in his own right, was born in 1781-the year of the Battle of Yorktown, the surrender of Cornwallis, and the close of the Revolutionary War Anson's forebears had come to America in the great Puritan migration that left fields, shops, pulpits, and hearthstones in the reign of Charles the First to transplant the strong, tough roots of their race, culture, and institutions in the New World.

THE south border of Espirito Santo begins about 400 km. north of Rio de Janeiro and extends along the Atlantic Coast northward some 325 km. and inland 100 to 150 km. The area under consideration, where quartz crystal of strategic grades has been mined, extends from 19° to 21° and 30" south latitude; and from 40° to 41° and 30" west longitude. This includes the central part of Espirito Santo, chiefly south of the Rio Doce from the Atlantic ocean, and west across the border into Minas Gerais near the town of Aimores, in the municipalities of Aimores, Minas Gerais; Baixo Guandu, Santa Teresa, Santa Leopoldina, Colatina, Joao Neiva, Fundao and Domingo Martines, Espirito Santo (Fig. 1). During 1943 and the first half of 1944, this region accounted for approximately 3 to 5 per cent of the quartz crystal produced in Brazil. Shipments of crystal have been made chiefly by rail to Rio de Janeiro. This region is serviced by the E. F. Minas-Vitoria and E. F. Leopoldina to Rio de Janeiro through Vitoria; and by the E. F. Minas-Vitoria and E. F. Central do Brasil through Bello Horizonte, Minas Gerais to Rio de Janeiro. The major deposits are accessible from the railheads by dirt roads, some being 5 to 30 km. off the road, reached by trail. In 1943 and the first half of 1944, the bulk of the production was from inter mountain marshes and adjoining hillside alluvial placer deposits in the zone surrounding the town of Santa Teresa. Most of these deposits were formed from the erosion of pegmatites, quartz veins and pockets in the gneiss, with minor quantities produced from miarolitic cavity fillings in the granitic rock. EARLY OPERATIONS Mining of quartz crystal in this region began in 1928, and has been stimulated by the market demand for military uses. Before 1936 little attention was given to it, either in Espirito Santo or eastern Minas Gerais. From 1936 to 1941 the Japanese sent agents to various points of production or potential production to acquire quartz through purchase. They bought crystal as small as 10 grams. Since 1941 only the United States and Great Britain have received quartz from Brazil. The United States purchases crystals of loo grams and larger for strategic purposes. The first known discoveries were made either in the municipalities of Aimores, Minas Gerais, or in Baixo Guandu, or Domingos Martines, Espirito Santo. Marketable quartz crystal was first found either in the massive quartz replacement veins of the Victor Hugo mine in the municipality of Domingo Martines, or in the large cores of quartz in the pegmatites near Baixo Guandu, extending into Minas Gerais. At most mines where large tonnages are handled, "bulldozing" or secondary blasting is an important and costly operation. To reduce the large blocks from primary blasting operations or stoping so that they will be small enough to pass through the chutes into the cars at the haulage level, and not too large for the crushing plant, requires blasting. Often this is done by placing a few sticks of dynamite on top of a block with or without a capping of mud, but to consume less dynamite and to promote safety, most secondary blasting is now done by blockholing, or the drilling of holes 6 to 12 in. long in the blocks, using only a part of a stick of dynamite per hole. Regardless of the method of blasting, however, the term "bulldozing chamber" is applied to the room where this work is done. Bulldozing chambers permit secondary blasting at all times in a safe place without disturbance to the other mining operations. The chambers are usually high above the haulage level and well below the stope level or open-pit floor. In most instances the material is passed through a grizzly in the bulldozing chamber, but sometimes no grizzlies are used. One to four raises extend from the chamber to the stope floor and one or two from the haulage level to the chamber floor. Occasionally large slabs of ore or rock choke the raises above the bulldozing chamber, and these have to be blasted by attaching a bundle of dynamite sticks on the end of a long pole and placing them up in the raise between the pieces causing the choke. This is called "chute-blasting." To give a picture of the progressive developments in the use of the bulldozing chamber, a few typical mines that show the application of this method to both metal and limestone mines have been selected for description here. Limestone mines have been included because many metal miners do not realize to what extent the nonmetallic, or rock, miners' are now applying metal-mining methods successfully in their operations. The bulldozing chamber is the "neck of the bottle" for some mines.

Carbm dioxide, which exists metastably as a constantly subliming molecular solid in a normal room-temperature environment, has been shown to exhibit many microstructural features which are similar to those observed in metals and ceramics at temperatures approaching their melting points. An examinution has been made of some of the factors affecting a brittleness condition known as "smzdiness" which occurs in solid carbon dioxide. It has been shown to be highly dependent on manufacturing and storage conditions and is thought to be a marked intergranu-lay brittleness which results from a combination of excessive grain growth and a concentration of gas-filled pores at the grain boundaries. In the course of an investigation carried out to explain certain physical and mechanical properties of solid carbon dioxide, observations were made of the microstructure and fragmentation of samples after fabrication and storage under varying conditions. Many similarities between the structures of solid carbon dioxide observed under ambient conditions and those existing in metal and ceramic systems at temperatures approaching their melting points have been observed. There are, however, important differences between solid carbon dioxide and the common metallic and ionic solids which result primarily from the differences in the nature of the bonding forces. Despite these differences, the relative ease with which certain microscopic observations can be carried out, may make solid carbon dioxide a useful material model for the physical metallurgist and the ceramist. It could also prove a valuable material for educational purposes where it is required to illustrate grain phenomena which normally can only be seen with the aid of a high-temperature microscope, and after prolonged chemical or thermal etching.

THE copper-bearing rocks of Lake Superior are composed of a series of metamorphic rocks, comprised under the names of amygdaloid and conglomerate, in which the copper and silver found with them are pseudomorphs. These rocks, generally, have well-defined walls which cause them to separate easily. Generally, the country rock is sterile, but it occasionally rises into the copper-bearing rock, and then carries copper. Usually, the amygdaloids carry copper, and the greenstones or melaphyres which encase them do not. There is a very generally received opinion that the copper in these beds occurs in shoots. This does not appear to be proved, though the opinion seems to have some foundation from the experience of the Calumet & Hecla Mine, where a body of poor rock has been left, which, on the mine map, shows a general direction. The theory may be true of that individual mine, but too little work has been done in the other mines to draw any decided conclusion. The copper is very unequally disseminated in the rock, if any given piece be taken as an example, but, if the whole copper-bearing series be considered, its distribution is uniform. It may prove that there are certain directions in which the copper has been deposited more abundantly than in others, and these may be found to correspond with certain geological causes, but up to the present time the knowledge gained is not sufficient to warrant any general conclusion. These rocks are supplemented by a series of true fissure veins, of which there are several systems, making the amount of native copper very large. Unfortunately, except in the fissure veins, known as "mass-mines," the copper is so scattered through the rock, and is in such a fine state of division, that, although it is not always difficult to mine, it is always difficult to dress it sufficiently too make it pay. The metal is so uniformly distributed through these copper-bearing rocks that detached pieces, called " float," are found in digging on almost any land in the country. OF late considerable experimental and theoretical interest has been shown in the rates of transformation from a single phase, usually a supercooled solid solution, into one or more phases. Such reactions may involve both diffusion and transformation of the major constituent, as in iron alloys, or it may simply involve diffusion, as in superstructure formation and in age-hardening systems. Most of the work has been confined to ferrous alloys1-9† although two investigations have been made on copper alloys 10-11. That such work may be of considerable practical importance has been demonstrated by Bain12, by the workers at the Kaiser Wilhelm Institut für Eisenforschung13, 14, and by the everyday use of precipitation and age-hardening principles15. Experiments in this country have generally followed Davenport and Bain's technique of rapid supercooling followed by isothermal treatment. In Germany16, 17 the work has been extended to the study of the influence of accurately controlled and measured rates of cooling. The work on steel indicates that there are two subcritical temperature ranges where reaction starts sooner after quenching and proceeds at a more rapid rate than at other temperatures. At subcritical temperatures above Ar" where reaction is dependent upon atomic migration there is a period of time of which the length depends upon the alloy content and the temperature, before which no reaction has been detected. The coal industry was beset with work stoppages and strikes throughout the year, and there was some loss in markets to oil and gas. These conditions, along with the mild decline in industrial activity, the steel strike, and the reduction in exports, contributed to an unfavorable year for the industry. All coal mines are working three days a week at the time of writing, and in estimating production for the year, it will be assumed that the mines will continue to work on that basis through December. Total production of bituminous coal in 1949 is estimated at 420 million tons, which is 179,518,229 tons under the production in 1948. Anthracite production is expected to reach 39,400,000 tons as compared with 57,139,948 tolls in 1948, a loss of 17,739,948 tons. Coal stocks, as of January 1, 1949, were 69,373,000 tons but at the end of the year will have dropped to approximately 22 million tons. The classification here used is one of convenience only; it is not intended to include all known types of ore deposits. The characteristic features of the several well-marked types of primary mineralizations are described without reference to the ultimate source of their metals. The minerals of many deposits of obscure origin were probably introduced through fissures that are now healed, or are due to the migration of metals from such deposits. In the process of making steel in the open-hearth furnace the refining of the metal during the working period of the heat is largely accomplished through the agency of the slag. From the birth of the process until the present day steelmakers have recognized the importance of the slag in determining the composition of the metal and the quality of the product. The general relationships between slag composition and metal analysis have long been known, at least in a qualitative or approximate fashion. For examples, the iron oxide content of the slag is higher on lower carbon heats; the more basic slags are higher in iron oxide for a given carbon content; certain amounts of iron oxide and lime arc required for phosphorus removal and a high lime-silica ratio is needed if the sulphur content of the metal is to be diminished. In recent years a number of quantitative relationships involving these and other variables have been developed through plant and laboratory studies by numerous investigators in this country and abroad. The direct comparison of laboratory and open-hearth data involves the question of the degree to which each approaches the conditions of chemical equilibrium, a question which, from the open-hearth standpoint, we are scarcely yet in position to answer. And, although a considerable body of dependable equilibrium data has been obtained in the laboratory, this work has not yet been extended to cover the ranges of slag composition encountered in basic open-hearth practice. In the present study we shall not attempt to draw comparisons between data from the two sources; nor do we attempt to draw conclusions as to the approach to chemical equilibrium in the open-hearth furnace. Many of the operating variables that are likely to be erratic or unrecorded during the earlier stages of the heat become more consistent and arc more readily subject to observation and control during later stages. For example, undigested lime or ore gradually goes into solution, the rate of carbon drop levels off, and the temperature of the metal is brought under control. For these and other reasons a greater degree of self-consistency is likely to be found among data obtained during the
