TUESDAY afternoon the annual meeting was devoted to a general session, in the auditorium, on production control. George Otis Smith presided and in opening the meeting recalled that the session in 1920 on the stabilization of the coal industry was the first time this subject had been discussed by Institute members in a general session and then introduced Carl Snyder, of the Federal Reserve Bank of New York, who spoke on "Long-time Growth and the Factors In Its Variations." He spoke without notes and a full presentation of his views must be deferred until the stenographer's report is available. He said that of the total production some 80 to 90 per cent represents goods for consumption and the other 20 to 10 per cent for construction. He discussed various indices of production, concluding that bank clearings are the best, and showed by charts that when they are plotted, allowing for various disturbing factors, they are seen to increase quite regularly at the rate of about 4 per cent per year. The production curve rises at only 3y2 per cent per year, because agricultural production does not in- crease as fast as manufacturing postal revenues in- crease at the rate of 5 per cent per year while the use of electricity increases twice as fast.

THE object of this paper is to describe briefly the practical results obtained in several problems of civil engineering by resistivity measurements of the underground. It is intended for the mining engineer, as well as for the construction engineer; the stratigraphical problems discussed are general and frequently are encountered in mining exploration. Resistivity measurements have been used in mining and oil exploration for a number of years.1 Their introduction in the field of civil engineering, on the contrary, is rather recent. It was applied for the first time in the spring of 1928 near Littleton, N. H., in the survey of two dam sites for the New England Power Assn .2 Since then, the geophysical firm with which the author is connected has had an opportunity to develop this field of activity, and more than 20 investigations at dam and tunnel sites have been carried out in the United States and Canada. A part of this work has been verified by underground or drilling exploration. This paper deals with but a few of the results, which we are permitted to make public now. The theoretical and technical sides of the processes employed will not be discussed; they have already been described in various technical. .publications. A few general points will be mentioned, to make clear the practical examples given.

SUMMARY ONE of the important reserves of manganiferous iron ore is at Boston Hill, near Silver City, New Mexico. The area consists of a faulted block of gently dipping Lower Paleozoic shale, dolomite, limestone and sandstone, which have been intruded by a roughly circular mass of quartz-bearing monzonite porphyry and subordinate dikes. From a noselike protuberance of the intrusion radiate many premineral faults, which have localized much of the hypogene mineralization. Three important stages of hypogene mineralization can be recognized: (1) mesitite, a manganiferous iron magnesite, (2) quartz sulphides, and (3) barite-galena. The carbonate stage is widespread but stronger near the intrusion. The quartz may have been derived from hydrothermal alteration of the igneous rocks. Barite-galena is most important in the Chloride Flat mining district, about one mile north, where argentiferous galena provided silver for the supergene ore. The hypogene carbonate, lean in iron and manganese, has been oxidized and consequently enriched by meteoric waters containing an excess of oxygen and carbon dioxide to form ore bodies of intimately mixed hematite and pyrolusite. The ore bodies, at one place attaining a length of 1600 ft., a width of 300 ft., and a thickness of 25 ft., are largely confined to areas of brecciation and to spreads from faults in Silurian dolomite beneath soft Devonian shale.

The plastic deformation of slender single crystals of zinc has been described in some detail in the paper by Mark, Polanyi and Schmid,' which has become a classic, and also by one of the present authors in a somewhat shorter account. 2 The study of single-crystal zinc is termed classical because zinc single crystals offer, perhaps, the best material yet available for the study of atomic behavior during deformation and the effect known as "strengthening" in metals. A considerable amount of additional work has also been done on single-crystal zinc, but as it is not closely related to the present paper it will not be considered. Throughout all the former work, the mechanism of plastic deformation first described by Mark, Polanyi and Schmid has been assumed to hold. This may be said to offer the strongest confirmation of its correctness. Even so, the picture of the process has never been as completely portrayed as is desirable. The first object of the present paper is to describe work that has been done in this field, and which is even yet being carried on, in the hope that a more complete picture may be obtained. Mathewson and Phillips3 have recently described a new mechanism of the deformation of zinc based on their study of large rectangular crystals. One of their conclusions was that deformation produced twinning with a rotation of some of the basal planes into positions 94" removed from their original position; a position almost the same as that of the prismatic planes before twinning. A second conclusion was that fracture occurred along these basal planes in their new position, and, therefore that fractures previously regarded as prismatic were in reality basal. Such findings are of great significance and they raise a question as to the generality of such behavior. Professor Mathewson's opinion is that even the slender cylindrical single crystals behave in the same manner as his large rectangular crystals when strained by simple tension.

New Granada, or, as it is known to its people, the Republic of Colombia, occupies the northwest corner of South America, and includes the Isthmus of Panama. Although it is one of our nearest neighbors, so little is known about it in the United States that the following notes regarding it, flowing from a year's professional residence, may be timely. It is bounded on the north by the Caribbean Sea and Costa Rica, on the east by Venezuela and Brazil, on the south by Brazil and Ecuador, and on the west by the Pacific Ocean. Its extreme geographical limits are from 2' South latitude to 12' North latitude, and from 69 to 78' East longitude. In size, therefore, it is roughly 1000 miles from north to south, and 600 miles from east to west. After many political convulsions and revolutions, and a somewhat checkered history, the country consists to-day of nine departments, Panama, Bolivar, Magdalena, Cauca, Santander, Antioquia, Tolima, Boyaca and Cundinamarca. These departments are governed from the national capital of Bogota, although each has its own capital and departmental staff. VARIOUS phases of the embrittlement of solid copper containing oxygen by the action of reducing gases at high temperatures through the work of many experimenters are familiar to readers of metallurgical literature. In 1900, Heyn1 recorded observations of copper being heated in hydrogen with the development of fine cracks, the result of the formation of steam within the metal through the action of hydrogen on the copper oxide usually found in copper. Archbutt,2 in 1905, published the results of experiments, showing that all oxygen can be removed from copper by heating to redness, for several hours, in hydrogen. Intercrystalline cracks and extreme brittleness developed. Archbutt attributed the brittleness to the reduction of oxides present in the copper. Bengough and Hill,3 in 1910, encountered the now well-known embrittlement at the outset of their investigation and stated in their paper: It soon became evident that the effect of any heat treatment depended largely on the presence or absence of reducing gases in the atmosphere of the furnace, as well as on its temperature. Hence it became necessary to adopt a somewhat elaborate scheme of heat treatment. The authors found embrittlement in separate experiments due to both hydrogen and carbon monoxide and concluded that: "The gases ruin the alloys after being heated to about 650° C. in their presence."

Processes employing 'controlled at-mospheres in the heat-treatment of metals and alloys are now well established on an industrial scale, and the general principles involved and the advantages to be gained in the use of the technique have received considerable publicity over a period of years. During this time the greatest emphasis has been on the establishment of the process in industry, the main effort being devoted to development work on various types of atmospheres, their useful fields of application and the design of suitable heat-treatment furnaces in which they are to be used. The various types of controlled atmospheres are fairly well standardized, but there still remains a considerable field for the investigation of related problems, in connection with both the gas-generating equipment and the surface chemistry of the heat-treatment of metals, especially in complex controlled atmospheres. This paper describes certain investigations of this nature that were carried out in England up to 1939. The development of processes employing controlled atmospheres has been asso-ciated to a very large extent with the heat-treatment of steels, both because of the major importance of steel in industry and the many diverse and dificult prob-lems of surface chemistry involved when steels of such a wide range of composition are heated in the presence of active gases. Controlled atmospheres such as disso-ciated and burnt ammonia or charcoal gas are used in the heat-treatment of low-carbon and high-carbon steels, but from certain points of view a suitable atmosphere generated by the partial combustion of city gas is to be preferred. Both the ammonia derivatives are comparatively expensive, and even if the burnt ammonia is regenerated, thereby reducing operating costs, the capital expenditure of the gas plant may make it prohibitive for the smaller type of furnace installation. Charcoal-gas generators are not without their operating difficulties especially those associated with the quality of the charcoal, clinker formation and the removal of carbon dust from the generated gas. City gas has the advantage of being comparatively cheap and "on tap" in most if not all industrial centers. The use of raw city gas as a protective atmosphere in the heat-treatment of steels has been described,' but it presents certain difficulties because of its complex composition and its explosive nature when mixed with air. These factors, together with the tendency toward sooting at elevated temperatures, arising mainly from the hydrocarbon gases present, all militate against its use as a protective atmosphere in industrial furnaces. The method of treating hazards wherein value is decreased, is cited by R. D. Parks. Quite properly, the theory of probabilities is made use of when multiple hazards are under consideration. E. F. Fitzhugh, Jr. $ deals with the enhancement phase graphically and uses percentage of expectancy as derived by a study of conditions and the selection of a chance factor. It is believed that both of the authors referred to fully recognize the part which human judgment plays, and as coupled with experience, training, and the application of the theory of probabilities; in that respect the composer of this paper is in accord. Within the past year, the task of arriving at a mathematical method for handling the enhancement phase, and, additionally, coupling the negative and positive phases, was explored. In citing the hazard, or negative phase, reference is made to the text by Parks. Types of Items far Consideration On the hazard, or negative, side some of the common items to be considered are: 1. Subsidence and resulting damage. 2. Flo wage of water above that anticipated. 3. Geological. (a) Decline in quality of probable ore, and/or (b) Decline in quantity of probable ore. 4. Depressed economic conditions. 5. Litigation. Similarly, on the enhancement, or positive, side common items to be considered are: 1. Flo wage of water below that estimated. 2. Geological. (a) Increase in quality of probable ore, and/or (b) Increase in quantity of probable ore. 3. Elevated economic conditions. 4. Litigation. 5. Technological advance in the art. Tn all of the above items no consideration is given to placing a value on, or giving consideration to, possibilities. For example, referring to Table 1, the estimated normal present value (Vp) of a property, exclusive of risk consideration, is taken as $100,000. If subsidence affects the usefulness of the shaft, the present value of the property will decrease to $60,000, and it is judged that there is a 1 in 4 chance that the shaft will be impaired;, consequent.ly, if subsidence took place, the present value would be reduced ($100,000-$60,000) $40,000, but since the chance is 1 in 4, the allowable reduction would be only one-fourth of $40,000, or $10,000, or a discount of 10 pct (hazard factor) of the original value; the related safety factor is taken as unity minus 0.10, or 0.90. Thus, the original Vp, $100,000, multiplied by the safety factor ($100,000 X 0.90) gives $90,000, which is the adjusted present value of the property in this single instance. Additionally, there is a water hazard, which, if encountered, will reduce the present value to $85,000. The chance is 1 in 3. Following through with the same reasoning as shown above, the derived safety factor will be 0.95. To arrive at a single multiplying factor which will express the combined risks, the two safety factors are multiplied together, 0.90 X 0.95 = 0.855. THE Federal income tax treatment of expenditures for exploration and development for mines and other natural deposits (other than oil and gas) was materially changed by special provisions of the 1951 Act that are continued in the present 1954 Code." These present provisions for mines in stance they are the same as the 1951 amendments to the 1939 Code, Secs. 23 (cc) and (ff), respectively, except that for exploration the allowable annual deduction is increased to $100,000 (from $75,000) and minor changes in case of property transfers are made with respect to the four-year limitation. Before 1951 the statutes made no specific pro- visions regarding development and exploration for mines, but the rules were prescribed by Treasury regulations: 1) Before the mine entered the production stage, all development and exploration expenditures for mines, less net receipts, were to be capitalized recoverable through depletion or written off as losses when determined worthless. 2) After a mine entered the production stage, development expenditures were deductible as expenses-currently if ordinary expenses, but on a deferred basis if extraordinary in scope. This recognized the two separate periods, one before and the other after beginning of the production stage. There was no distinction between an exploration and a development period, but exploration was included as part of development.

INTRODUCTION Lake tapping is a method of blasting an intake into a body of water from below the natural water surface without first lowering that surface or installing a protective cofferdam around the tap hole. Lake taps are done by first excavating a tunnel almost to the water/rock contact and then blasting out the final protective rock plug at one time to allow water to suddenly inflow into the tunnel from the lake. This procedure can be done "dry" or "wet." In the dry method the tunnel is empty of water before the final plug blast while in the wet method it is partially filled with water. This paper describes a wet method lake tap as performed at Alaska Power Authority's Tyee Lake Hydroeletric Project in southeast Alaska. The Tyee Lake project is located approximately 40 miles southeast of Wrangell, Alaska, in a glacially formed valley called the Bradfield Canal. The project consists of a powerhouse located at sea level on the canal, a system of tunnels and shafts connecting the powerhouse to Tyee Lake at elevation 373 m (1225 ft), and an 129 km (80-mile) electrical transmission line leading from the powerhouse to Wrangell and then Petersburg, Alaska. Tyee Lake itself is a natural lake gouged out of the rock by glacial ice during the last ice age. The objective of the project was to tap into the lake and use the water as a source for power production. The techniques used for lake taps have been developed in Norway where conditions are favorable for their use in hydroelectric proj¬ects. Over 100 have been performed. In the United States the Tyee

The purpose of this paper is to invite attention away from the obvious. direct monetary costs of oil-field overdevelopment (as distinguished from "social costs") to a consideration of the role played by the exercise of freedom to create even allegedly excessive1 plant facilities in contributing to the maintenance of equilibrium in the wholc economy and in promoting material progress. The obvious and most commonly discussed effect of overdevelopment of oil fields is illustrated by the allegation that already the excessive development of the East Texas field has cost upward of $162,000,000;2 in other words, the drilling of 12,500 wells more than the number estimated as the requirement for economical recovery of the reserve has unnecessarily raised the total cost of development that amount. Many other illustrations of so-called excessive development of oil pools could be presented. Some of them, like Cushing, Powell and Long Beach, might be drawn from the era antedating widespread discussion in the trade of such matters as optimum well spacing, reservoir energy, the conservation rate of depletion of reserves, etc. Numerous other cases can he found in the records of the current era, which began with the introduction of rationalized restriction of production. Besides East Texas, there may be mentioned Oklahoma City, Centralia and. more recently, the town-lot development of Bloomingdale, Michigan.

DURING an investigation of high-strength manganese bronze by the Engineering Division of the Air Service, at McCook Field, Dayton, Ohio, particles of a "blue constituent" were noted in the microstructure of most of the bronzes examined. The constitution of the simple copper-zinc base alloy is still a matter of dispute in spite of the fact that the copper-zinc series is one of the oldest industrially important groups of alloys, and has received the early consideration of scientific research. The diagram, according to the most recent work,1 is shown in Fig. 1. The disputed questions involve the termination of the beta field and the line at 470° C. The earliest experimenter, Roberts-Austin, detected an arrest in some of his cooling curves at approximately this temperature and ascribed them to the formation of a eutectic; it has since been proved that there are no eutectics in this series. Shepherd2 was unable to detect any thermal arrests at this temperature; his diagram was essentially as shown in Fig. 1, except that the line at 470° C. was omitted and the beta phase carried down to normal temperatures. Later, Carpenter and Edwards,3 by a very painstaking research, definitely established the authenticity of the line but attributed it to the breakdown of the beta constituent into a eutectoid of alpha and gamma. Microscopic evidence of the formation of the eutectoid is doubtful and it seems more likely to be due to an allotropic change in the beta constituent as shown by Fig. 1. At least for practical purposes, it is more convenient to think of the structure of a 60-40 brass as a mixture of alpha and beta prime crystals rather than alpha plus an unresolvable eutectoid of "apparent beta" as it has often been called.

This is the thirteenth paper of a series from the laboratories of the Aluminurrl Company of America presenting the results of investigations of equilibrium relations in aluminum-base alloys prepared from electro-lytically refined aluminum. The ninth paper, on The Constitution of High-purity Aluminum-titanium Alloys,' presented a type of system that had not previously been encountered in aluminum alloys. Subsequent work has shown that there are several similar binary aluminum diagrams including that of aluminum and chromium. The present investigation was limited to the cxtreme alnminum end of the aluminum-chromium system. The first systematic investigation of the aluminum-chromium equilibrium diagram was carried out by Hindrichs.? The resulting equilibrium diagram with some imaginary additions suggested by Guillet3 is shown in Fig. 1. Recently Goto and D6gane4 investigated the constitution of aluminum alloys containing up to 32 per cent chromium, and presented the diagram that is reproduced in Fig. 2. Wide discrepancies in the two diagrams are evident. Deep open pit optimization supposes very long and sedious calculations in order to assign the best shape of the pit and the best bottom level, which will give the biggest profit. Computers give the possibility to make these calculations. More over, they allow to multiply trial calculations so that it is possible to obtain more reliable results. The paper does not expose the computer program but only the way in which mining engineers can use it.

MANY experimental and theoretical investigations have been made on the processes involved in annealing and recrystallization of metals. Most of these, however, have treated the time element as constant and heat-treatments used have been for relatively short times. Aside from the early work by Carpenter and Elam,1 the few that have investigated the effect of time on the processes have usually done so for fairly short time periods. During recent years the growing interest in long-time creep properties of metals and alloys under stress has made increasingly important a better knowledge of the recrystallization during prolonged heating. The recrystallization temperature of 70-30 brass given by Clark and White2 in 1932 was somewhat above 400°F. (204°C.) but under 500° (260°C.), whereas in our laboratory recrystallization has been observed in creep specimens at 204°C, the lowest temperature of Clark and White's range. Since the creep properties are quite different above and below the recrystallization temperature, erroneous conclusions can readily be drawn by the application of short-time recrystallization data to creep problems. It was thus considered of both practical and theoretical value to make long-time annealing studies near the minimum recrystallization temperature. In this way useful additions could be made to data on recrystallization temperatures and, since the reactions in this range are relatively slow, additional insight could be obtained into the factors involved in annealing. Several comprehensive reviews of recrystallization processes have been written,3-5 therefore only a brief review of the generally accepted facts will be given here.

THAT geology and mining should stand in close and mutually helpful relationship was recognized in the United States at an early period, but it is not possible to set a precise date at which the study of ore deposits became a thoroughly reputable and important branch of geological science. As early as 1850, appeared the first ,part of Foster and Whitney's report1 on the Lake Superior region, devoted mainly to the copper-bearing areas, followed, in the succeeding year, by the second part,2 on the iron lands. This appears to have been the first comprehensive report on what might, at that time at least, be called "western" ore deposits to be prepared and published under the auspices of the Federal government. An outgrowth from this work was Whitney's Metallic Wealth of the United States,3 which appeared in 1854. It was the earliest general work on the ore deposits of the country, and remained a standard reference book for marly forty years. From 1853 on, various parties were sent out by the War Department to explore routes for proposed railways and wagon roads from the Mississippi Valley to the Pacific Coast. Geologists were attached to most of these parties, but their work was mainly of broad reconnaissance character, little attention being paid to ore deposits. Although the

Plans to bring the Geco Mines property in Manitouwadge, Ont., into production began in 1954. At that time over 12 million tons of copper-zinc ore were indicated in a zone 2700 ft long. A concentrating plant was built to handle 3300 tpd of ore and a production shaft was sunk about 1500 ft. MINE LAYOUT Vertical attitude, width, rake, and competent country rock of a 4-million ton orebody west of the main diabase dike suggested a system of blasthole stopes, undercut with scram drifts connected by a transfer raise system to a crusher on the 1250-ft level and this system was employed. A 42-in. conveyor on this level transfers the ore about 1200 ft to a loading pocket at the No. 1 shaft. The system has a number of advantages: 1) Cost of tramming is eliminated. 2) Rate of extraction from any stope is controlled only by the scraping capacity of the scram. 3) Rate of extraction from the stoping area can be very rapid. Fast extraction makes it possible to cut mining costs for the following reasons: The number of stopes actively producing is kept to an economical minimum; the operating area is concentrated-manpower can be used more effectively; and active life of the stoping block is short, making ground support problems simpler and less costly.

IRON ore reserves of Lone Star Steel Co. cover 56,000 acres in the north basin of the East Texas geosynclinal area near Daingerfield. Ore is almost wholly restricted to the Weches formation of middle Eocene Age. Its resistance to erosion has created the hilly topography of the East Texas area. The ore deposits, in the upper portion of the hills, are usually overlain with residual sand and clay overburden less than 15 ft thick. The ore formation consists of inter- bedded shallow ocean sediments ranging from pure greensand to fine-grained sands and clays containing a maximum of 70 pct limonite, or siderite, and varying from 2 to 100 ft thick. The iron in this ore originated as iron silicate or greensand in the ocean sediments, and the ore mineral siderite was formed when meteoric waters redeposited the iron under reducing conditions as a carbonate. With weathering and progressive erosion much of this siderite was later oxidized and altered to limonite - yellow to dark brown hydrous iron oxides formed into nodules up to 18 in., embedded in a sandy clay and weathered greensand matrix. Beneath the water table the siderite zone consists of interbedded shale and greensands with thin ledges and nodules of siderite. Lone Star Steel Co. has proven a 75-year supply of ore, and exploration of reserves and acquisition of new property is not complete.
