INTRODUCTION Virtually all countries have general legislation covering most aspects of mining and mineral processing, including investment and tax laws, safety and health regulation, and specific rules applying to exploration reporting procedures. Yet most developing countries negotiate individual agreements with foreign investors for major mineral projects, in particular when all or part of the expected output is exported. Such agreements are known under several different names, as for example concession agreement; technical assistance agreement or service contract; management agreement; production sharing contract; joint venture; or contract of work. The objectives and conditions governing such contracts are as diverse as these titles are. While a mining project is only one among a large mumber of similar undertakings in industrial countries, in most developing countries such projects usually have a dominating position within the country's economy. The general legislation is often inadequate and insufficiently detailed to cover all aspects of large projects with extensive foreign inputs and international markets. Therefore, the need for specific arrangements. Specific arrangements may also become necessary due to the complexity of markets for mineral products, the large number of participants - equity partners, suppliers, financial institutions, buyers, etc. - or economic and political conditions in the host country and fiscal regulations in the home country of the investors. Most agreements are concluded between governments, or government agencies, in developing countries and private industry headquartered in developed market economies - Canada and the United States of America in North America, Western European countries, Japan, South Africa and Australia - or, in some instances, with state-owned firms in these countries. There are fewer agreements between developing countries and the centrally planned economy countries - Eastern Europe and the USSR - which cannot be considered here because of absence of adequate information. Agreements can be concluded at any of the different stages from exploration through closing of a mine. While most contracts are negotiated at the time when a potentially viable ore body has been delineated and investigated sufficiently to anticipate a realistic time for commencement of production, other agreements start with "grass-roots" exploration, during operation of a mine, smelter or refinery or, exceptionally, after a temporary shutdown. While several major provisions are included in all types of agreements, others are covered in much more detail (or not at all) in some contracts reflecting the specific work programme of each project. While it is realized that subdivision and classification of complex contractual relations is necessarily arbitrary to a certain extent, such grouping is useful in practical terms, especially for the non-specialist. The following discussion, therefore, will start with a description of the major forms of contractual relation - concession, investment contract, joint venture, management agreement, service and production sharing contracts. Major issues covered in all, or almost all, agreements will then be dealt with. These include stages of development, corporate structure and control, fiscal arrangements, infrastructure development and environmental law, and dispute settlement and renegotiation. FORMS OF CONTRACT RELATIONS There has been marked change in the type of agreement entered into during the 1960s (and before) and the early 1970s and the period thereafter. While straight "concessions" - granting of exclusive rights to foreign investors over a certain deposit or areas with little restriction or well-defined obligations - were the rule during the first half of this century, more complex agreements have evolved since. Some of these cover every conceivable aspect, foreseen or only possible, and define rights and obligations of all partners to the last detail. Over the years, agreements have without doubt become more beneficial for the developing host countries, in part as a result of well-publicized nationalizations, as for example in Chile, and in part due to changed attitudes in all countries

BLAST-FURNACE blowing engines are broadly of two main types: either steam- or gas-driven reciprocating engines, or turbine-driven rotary engines. Some results of experience with a furnace blown by an engine of the latter type may be of sufficient general interest to relate. The first engine of this type was installed at Oxford Furnace, New Jersey, before the writer's connection with this plant, in March, 1910. This furnace uses chiefly New Jersey magnetites and had been in blast seven months on its old engines when the turbo blower was started. It was 80 ft. high by 17 ft. 6 in. bosh and 11 ft. hearth diameter. It is of interest to see from the records what happened when the turbo engine was put to work. But of course, as the old blowing equipment was rather antiquated, consisting of two I. P. Morris engines with air cylinders 72 by 72 in., in good running order, however, it is evident that the comparison between their work and that of the turbo blower cannot be interpreted as being between machines that were respectively of equal excellence as representatives of their types. Still the results were gratifying and -interesting. The records show that, with the old engines blowing 13,630 cu. ft: of air per minute, measured by piston displacement, the furnace was working up about 480 tons of stock per 24 hr. and producing an average of 132 tons per day and a maximum of 166 tons. The rotary blowing engine installed was a General Electric Co. machine, the driving end being a Curtis steam turbine and the air end a six-stage rotary compressor, all running at about 1,500 to 1,600 rev. per minute, and having a capacity of 25,000 cu. ft. of air per minute up to 25 lb. pressure, and equipped with an automatic constant-volume variable-speed governor. After running this blower, for a period equal to that covered above by the old engines, at an average rate of 15,000 cu. ft. of air per minute, the furnace worked up an average of about 592 tons of material and produced an average of 170 tons per day. Thus, on an apparent increase of 10 per cent. in the air volume there was an increase of about 23.5 per cent. in the materials worked up and of about 28.8 per cent. in the product. SINCE the last publication of tabulated results of grindability tests by the authors1 the total number of ball-mill tests made has more than doubled, and rod-mill tests have become increasingly important. Nearly all of the standard closed-circuit ball-mill and rod-mill tests made to date are included in the present tabulation, together with additional information not previously published. STANDARD BALL-MILL GRINDABILITY TESTS The method of conducting these closed-circuit tests has not been altered. A sample of the ore or other material is stage-crushed in rolls set at 1/16-in. opening with a 6-mesh screen until all of it has passed the screen. The combined minus 6-mesh screen undersize is mixed, sampled and screen-analyzed, and its apparent specific gravity is determined by packing and shaking in a standard container, and weighing. The apparent specific gravity ordinarily is about 60 per cent of the true specific gravity. The unit volume present in the mill in all tests is 700 c.c. of the packed minus 6-mesh roll product, and the number of grams occupying 700 c.c. is the unit test weight. This weight is placed in the mill dry, ground for the number of revolutions estimated to be necessary, discharged, and screened mechanically in three testing sieves of the mesh size at which the test is to be conducted. The oversize, or circulating load, is weighed, sufficient fresh minus 6-mesh feed is added to bring the total weight up to that of 700 c.c., and the charge is returned to the mill for a second grinding period. All standard ball-mill tests are conducted at 250 per cent circulating load, and the number of revolutions in the mill necessary to obtain this circulating load at any grinding period is estimated from the results of the previous period. The number of net grams of screen undersize produced per revolution of the mill approaches its final equilibrium value after several grinding periods, and this is recorded as the grindability, or relative ease of grinding, of the sample. A cylindrical ball mill, 12 by 12 in. inside, with a smooth lining and rounded corners, is used with a revolution counter. Under standard grinding conditions it runs at 70 r.p.m., and contains a charge of 285 iron balls weighing 20,125 grams, ranging from I ½ to ¾ in. in diameter. The Whale Lode occurs in the main range of the Rocky Mountains, Park County, Colorado Territory, at Hall Valley. It has been opened up and worked to some extent by the Whale Mine, situated some 11,300 feet above the level of the sea. The mine, with 700 feet of the lode on either side of the discovery shaft, is the property of the Hall Valley Silver-Lead Mining and Smelting Company. The adjacent country rock is a compact, fine-grained gneiss; its general strike is about north and south, dipping steeply to the west. In the immediate vicinity of the mine, the strata are very nearly vertical. The gneiss incloses numberless veins of a reddish granite, in which the feldspar largely predominates over the quartz and mica, the latter oftentimes being scarcely perceptible. As a general rule these granitic veins seem to more frequently follow the lines of stratification of the gneiss than otherwise. They are of varying width, some large, some small; the larger are from 5 to 6 feet wide. Gash veins of feldspar and quartz are also of very frequent occurrence. The general trend of the lode is about northeast. and southwest, intersecting the country rock at about an angle of 45 to its stratification. It dips to the northwest at an angle of 65. I am unable to state accurately how far this lode has been traced upon the surface, but it is at least well known to extend entirely through the mountain upon which the mine is situated, and is traceable over the ridge by a hollow extending for some distance along the surface, in which the lode crops out. This hollow in the surface rock has probably been formed through decomposition of the vein matter by atmospherical influences. The width of the crevice is variable, generally between 5 and 10 feet; the pay vein varies from an inch, or less, to 36 inches. The vein is generally accompanied both on foot and hanging walls by a whitish, semi-decomposed fock, composed of quartz and decomposed feldspar, and in some places—where the process of decomposition has not reached as advanced a stage—a lightgreenish or black mica. This rock, therefore, is in places composed of all the constituents of gneiss, and is undoubtedly nothing more or less than the same in a decomposed condition. Numerous designs of linings and accessories, including dams, lifters, and heat exchangers, contribute greatly to kiln efficiencies. Greater conductivity is achieved with basic brick than with fireclay and high-alumina refractories, depending largely upon the use of steel plates in radial joints between adjacent brick to increase heat transfer through the lining. Refractory lifters expose all portions of the load to radiant or convective heat and raise some portions to higher temperatures by cascading the load down through the path of the hot gases. AMONG the many factors involved in rotary kiln efficiency, advantageous use of refractories is of major importance. So far as kiln lining alone is concerned durability is most significant, as shutdowns for repairs are costly in fuel consumption and production losses. Aside from selection of refractories best suited to the widely varying conditions under which rotary kilns are operated, lining design and accessory constructions within the kiln are highly important. The refractory most economical for any combination of operating conditions can be selected from a wide range of alumina-silica and basic refractories, including insulating, castable, and plastic fire bricks. In several cases silica brick can be used to advantage. Alumina contents of alumina-silica refractories range from 35 to 90 pct in increments of 5 to 10 pct. In general, bricks of relatively low alumina content are best for abrasion resistance, an important property for the brick used in chain sections of cement kilns or in feed end sections of limestone kilns. High-duty fireclay bricks of approximately 40 pct alumina and 55 pct silica are used to line the intermediate zones. Super-duty fireclay brick at slightly higher cost is warranted in operation of kilns with high intermediate zone temperatures and severe spalling conditions. Alumina-silica refractories with an alumina content of 50 pct and higher, termed high-alumina brick, are available in commercial classes of 50, 60, 70, 80, 85, and 90 pct alumina content. These refractories are generally used as high temperature zone linings or placed adjacent to the basic brick-lined sections when the treatment they are required to withstand is excessively severe. Use of basic refractories is confined mainly to zones of maximum temperature and most severe chemical action. Basic refractories ordinarily employed for high temperature zone linings of many rotary kilns comprise the classes shown in Table I. Each class is peculiarly well suited to various particular combinations of working conditions. The approximate chemical analyses of these classes also illustrate differences in compositions with respect to the major components.

One often reads of the rich placer gravels in many of the citnoe-trav-elqd rivers of South America. The apparent richness of these gold-bearing gravels impresses the traveler, and in fact he may see batea after batea showing enough colors to figure over a dollar per cubic yard. These workings are called "playas" from the Spanish word playa, meaning shore or beach. Many workings have been reported in tropical rivers, but to my knowledge no dredge has made a success in such deposits. Investigation generally shows that the area of richness is limited and especially that the depth of the rich concentration is hardly ever more than a few inches. The Cauca river in Colombia, South America, is noted for its many rich playas. This river rises near .Popayan in the southern part of Colombia, flows north through a narrow valley between parallel mountain ranges and empties into the Magdalena river near Maganque. , The airline distance between source and mouth of this river is only about 500 miles. The rainfall is large and the lower Cauca appears to be about the size of the Missouri river in the United States. From its mouth up to Valdivia, in the State of Antioqua, it is navigable. Above Valdivia is a narrow gorge, above which the river is again navigable for some distance. The part of the Cauca where the play a panning is most noticeable is from Valdivia down to where the Nechi river enters the Cauca, a distance along the river of about 100 miles. The current in this part is swift, so that the stern-wheel river steamers make the trip with some difficulty. In the course of my work in this section of Colombia I have had the opportunity to make a study of several of these play a workings and will give in detail the conditions observed. The Island"Playa" The richest of the island playas is about 40 miles below Valdivia and a little below the old town of Caceres. The shape of the river and the location of the deposit are shown in Fig. 1, which indicates the condition at low water. The river at this place is about 600 ft. wide and the island about 75 ft. wide by 300 ft. long. The island is made up of coarse pebbles, some of which are as big as a man's head. In times of high water this island is under several feet of water and in a swift current. When the river lowers the current is still fast enough to prevent sand or silt from covering the coarse pebbles.

This paper outlines the geophysical investigation of the area covering the D arrow salt dome, Louisiana. Surveys with the refraction seismograph and torsion balance failed to disclose the dome, but reflection dip shooting was successful and was confirmed by later drilling. Introduction The D arrow salt dome and oil field lies in western Ascension Parish, Louisiana, on the outside of a sharp bend and on the east bank of the Mississippi River. The dome occurs about 30 miles south of Baton Rouge and 80 miles northwest of New Orleans. Its geology, shape and structure have been ably described in detail by Carroll E. Cook' and, except for the general features, will not be repeated here. The purpose of this paper is to record some of the interesting and pertinent geophysical data contributing to the discovery of the dome and eventually the oil field. The salt dome is circular in outliie and comes to within about 4625 it. of the surface. At this depth the diameter of the salt plug is approximately 4800 it. The dome has only a thin cap rock of less than 75 ft. Some oil has been found and is being produced in Miocene sands above the cap rock, but most of the field's production comes from a narrow ring of wells around the east and south flanks of the dome. Producing horizons on the flank are found at 5670 to 5840 ft. in the Miocene and 6890 to 6985 ft., 7028 to 7060 ft. and 8260 to 8270 ft. in the Oligocene. The deepest well that has been drilled is the Humble Oil and Refining Company's Community B-5, on the south flank of the structure, which reached a depth of 10,013 feet. The size and shape of the field and the area of production are indicated on Fig. I. The lie showing the area of production encloses all wells now producing and all abandoned producers, both on the top and flank of the dome. This line of production is shown on all subsequent geophysical maps as a direct means of comparing the early geophysics to later drilling development. Darrow dome occurs on the low, flat flood plain of the Mississippi River; it is protected from flood overflow by high artificial levees. The rich loamy soil supports a high degree of cultivation, principally sugar cane. Drainage is secured by many small canals and the water table of the area is at or near the surface. These particular conditions of topography, drainage and top soil greatly influenced the early geophysical picture, and the influence was always unfavorable.

BECAUSE of the attention that has recently been given to the health and safety of miners by various organizations such as the A.I.M.E., The American Congress, Mining Section, National Safety Council, as well as the Bureau of Mines and various state mining departments, your committee on health and safety deemed it best to call attention this year to the mine-accident cause that is by far the most important; namely, injuries due to falls of ground, rock, roof and coal. Each of several members of the committee contributed a brief outline of the importance of this accident cause in his district. While these papers were brief, it would require too much time and space to give them in full, therefore we present an outline of each and summation of all. REPORT OF M. D. COOPER, HILLMAN COAL AND COKE CO. M. D. Cooper, Division superintendent, Hillman Coal and Coke Co., Pittsburgh, Pa., contributed the following: During the period from 1930 to 1939. accidents from falls of roof in bituminous mines average 54.3 per cent of all accidents. In mechanized mining, there is a tendency toward reduction in this class of accidents because the operator of the machine is usually at a distance of 10 to 20 ft. from the face, whereas in hand loading the miner is close to the face during most of the shift. No doubt the use of aluminum and light steel beams supported at regular intervals by jacks, a common practice in mechanical mining, has contributed to the favorable record so far developed. REPORT OF M. H. FIES, DE BARDELEBEN COAL CORPORATION Milton H. Fies, Vice-President, DeBardeleben Coal Corporation, Birmingham, Ala., says: With reference to the types of mining, it is suggested that a clear understanding be had as to the character and thickness of the directly overlying strata, with especial consideration to the strength and in some cases an analysis of it. In coal mining, generally speaking, overlying strata higher in silica than others is stronger. In changing from narrow to wide places, the procedure should be experimental, both as to the width and depth of places and as to the nature of the necessary timbering. Since most of the accidents in coal mining particularly are due to falls of roof and coal, this phase of mining should be attacked with vigor There is no substitute for discipline and, in this connection, under present conditions it is important that cooperation by the labor organizations be sought and that a spirit of fairness prevail. Frequent and thorough inspection of all active working places should be made.

The Sullivan concentrator has completed 20 years of operation. During this period a considerable amount of data has been accumulated concerning the characteristics of several types of flotation machines in their application to the problem of the differential separation of the lead sulphide, zinc sulphide and, in more recent times, iron sulphide, in the ore from the Sullivan mine. It is the author's intention to sketch briefly experiences encountered when the several types of flotation machines were introduced into the flow. Original Flotation Equipment and Ore The original flotation equipment consisted of four 18-cell lead-roughing machines, whose concentrate was cleaned in an 8-cell and recleaned in a similar 8-cell machine. Zinc concentration was carried out in four 18-cell machines. One 8-cell zinc re-treatment machine received the reground zinc middling. The 168 cells handled some 3000 tons of original daily feed. These cells were of the standard Minerals Separation type, equipped with 24-in. impellers. Spindles were driven through geared line shaft at a speed of 255 r.P.m. The impellers were the 45' type, except for the last three cells of the zinc-rougher machines, which were of sub-aeration type, with full bottom shroud and half shroud for the top side of the impellers. Four-pound air was introduced. This recognition of the benefit of intensified flotation operation for "gleaning" was an important phase in the early operation and will be discussed further on in this paper. Sullivan ore during this period is described as a finely disseminated mixture of four sulphides, totaling go per cent made up of 13.6 per cent galena, 14.4 per cent mar-matite, I per cent pyrite and 61 per cent pyrrhotite. The specific gravity of the ore was approximately 4.4. There has been a gradual change in the ore content. The 10 per cent of nonsulphide constituents has increased to between IS and 20 per cent and all three sulphides have dropped somewhat. Added equipment and changing technique have made possible the treatment of 8000 tons per day of mill feed instead of the 3000 originally handled. Special Features of Flotation at Sullivan Sullivan flotation differs greatly from customary practice. The very heavy return of lead rougher middling and lead cleaner tailing, totaling at times 125 per cent of the new feed tonnage, has been the subject of much investigation. Forging under the hydraulic press, which was introduced by Haswell in the year 1861, at the machine shops of the Imperial State Railway Company of Austria, has since been greatly improved, so that at the present time there are very few parts of machines which cannot be produced in this way, and at no greater cost than iron castings. The process is now used at Vienna chiefly for such parts of locomotives as cross-heads, link-bars, axle-box frames, etc., especially where the form is intricate, and there are many angles and projections. These objects weigh from 50 to 150 lb. or more, and it is claimed for them that they are not only much cheaper than ordinary forgings, but are much more regular in form and stronger. The results which Mr. Haswell has attained, after years of patient experimenting, were well shown in the Austrian Department of the Vienna Exhibition by a collection of the pressed objects in iron and steel, just as they left the moulds, with some of them cut asunder longitudinally and the surfaces etched, so as to show the internal structure or direction of the grain. Through the courtesy of Mr. Haswell and his son I saw the hydraulic presses in full operation at the works, drawing down large Bessemer ingots, cutting them up into blocks of convenient size, and forming various park of locomotives. They have two large hydraulic presses in use; the largest, with a piston 24 inches diameter, gives 1200 tons pressure, and the second, with an 18-inch piston, gives 600 tons pressure. The pressure in the pumps is 600 atmospheres. The action is vertical; the piston descends upon the work, and for forging ingots is armed with a hammer-like head. An ingot of No. 7 soft Bessemer steel, which was forged in my presence, weighed 2030 lbs. One end being placed upon the anvil, the piston is brought slowly down and crowded into the mass as if it were putty or dough, forcing it each way, but chiefly in the direction of the length of the ingot, this being the narrowest section of the anvil and hammer. The piston is then raised and the ingot is moved forward for a second squeeze, and so on, until the first half of the ingot has been reduced in thickness, when it is turned on edge and the operation is repeated. THE object of this paper is to, describe the several necessary characteristics of the zinc-retorting charge and to show how by certain improved methods; the large excess of coal, over that theoretically required, can be reduced, thereby effecting an increase in the smelting capacity of a retort plant as well as other economies. In the Southwestern zinc works a charge of roasted zinc ore with a side mixture of carbonates and silicates, analyzing on the average 50 per cent. Zn, is mixed with 55 or more per cent. of its weight of a mixture of coal and coke analyzing 60 to 70 per cent. fixed carbon. . The ore is of varying fineness and the coal and coke are usually crushed in a semi-moist condition through a 3/8 -in. screen. With ores of a slaggy nature, this coal proportion is increased, sometimes to as much as 100 per cent. of, the weight of the ore. With carbonate ores, or where anthracite screenings with higher carbon content are cheap enough, the percentage of reducing agent is cut to 45 per cent. or even somewhat lower. The average charge per retort for a monthly run of a plant on ore, as distinguished from retorts on blue-powder, ladle-skimmings and other between-products, runs from 60 to 66 lb., with a mean of 63 lb. for the Southwest with standard retorts of 8 ½ -in. inside diameter and 50 in. long inside, using roasted sulphide ores. Conditions will change these figures, but 40 lb. of ore per cubic foot of retort space is, I believe, an average in the better-operated plants. Since the rise in. the price of spelter, the tendency has been to overcharge. To remove the slag that is formed when retorts are overcharged, extra men are put on to "gum-chisel" the retorts to prevent "set" furnaces and "butchered, retorts." Taking the above conditions as premises, we find that from four to six times the amount of coal necessary for the reduction is used, as is evidenced by the fact that the residues analyze as high as 35 per cent, fixed carbon. There are good reasons why this excess of fixed carbon must be used and perhaps these can be best explained by a description of the metallurgical requisites of a zinc charge. We may enumerate these as follows: 1. High reducing power, especially at the end f the shift, to reduce any carbon dioxide to monoxide and bring about a good condensation

AVERY great profit is derived from removing the gilding and retrieving gold, without destroying the works of silver or other metal. If this method did not exist, the greater part of the gold that is put on certain works would be lost. Even though you might think to scrape it off patiently with a sharp scraper, if it had been drawn with draw-plates, or if it were at the bottom of objects where the scraper could not enter easily, it would be utterly in vain. Therefore, I find that to do this it is necessary to use one of three methods. The first is when it is found on a thin object. Take a large crucible, fill it with mercury, and heat it on a little furnace. When you see that it begins to boil and simmer, put your work in it and stir it around, shaking and rubbing it well in this, and finally rub it with a scratching tool until you see that the mercury has drunk up and absorbed all the gold. Then, having done this, take the said mercury and pass it through an untanned leather purse, and in the bottom of this you will find all the gold like sand. Put this in the bottom of a crucible or in something else over a charcoal fire and evaporate it. If the objects are of a thicker form the gilding is removed from them in another way, by covering them with powdered sulphur and lighting a fire on them. When you see them burning well with the fire all around, beat them in a clean bowl of wood or something else and collect everything that separates with the sulphur from the work; this will be gold in the form of a leaf wherever it has been touched by the fire. The gold is then extracted from this burned sulphur by purifying it in a cupeling hearth with lead. The third method is to touch the gold that you wish to take off the works with an aqua fortis made from saltpeter, rock alum, vitriol, sal ammoniac, and some verdigris.* This acid dissolves and eats the gold by virtue of its corrosive power. Having thus touched the gold with this acid and having saturated the latter with a quantity of gold, put it in a cucurbit and evaporate it over a little furnace as is done with silver, collecting the acid and the spirits if you wish.

It has been shown1 that in poly-crystalline strips of high purity aluminum with a fairly random orientation distribution, grain growth progresses gradually until the average grain diameter reaches a value approximately equal to the strip thickness. Recent work at this laboratory led to the realization that grain growth might be impeded to a considerable extent in the presence of a sharply defined texture, where orientation differences between neighboring grains are small. In order to investigate this effect the following experiment was carried out with the same lot of high purity aluminum previously used for grain growth studies in randomly oriented material.' Very large grain size was developed by grain growth at 650°C in specimens of 0.200 in. thickness. These specimens were then rolled to a thickness of 0.050 in. or 1.25 mm—a reduction of 75 pct. In the rolled strip each large grain corresponded to an elongated area easily identified by etching. After annealing for 1 to 25 min at 600°C and re-etching, these elongated areas were again recognizable. Within each area, corresponding to a single large grain before annealing, there formed by recrystallization a multitude of new grains with a fairly well developed preferred orientation. The orientation and the size of the new grains formed in areas corresponding to different large grains, varied widely depending on the orientation of the parent grains with respect to the rolling direction and the plane of rolling. Many areas were found where the average grain size was considerably smaller than the specimen thickness. Such an area occurred in a specimen cut in half before annealing. One half, containing a portion of the area in question, was annealed 1 min at 600°C, the other half, with the remaining portion of this area, for 25 min at the same tempera-Aluminum killed low carbon steel, § which is now used extensively for severe deep drawing or other difficult forming operations, is unusual in that its grain structure, after cold reduction and box annealing in accordance with conventional continuous sheet or strip mill practice, often is elongated, although at times it is equiaxed. Since this unusual structure has been found superior for many, but not all, severe forming operations, recrystallization of the steel, both at constant temperature and on continuous heating, was investigated and compared with that of rimmed steel in the hope that something might be learned about the mechanism of, and the factors controlling, the formation of such elongated grains. In this structure, the grains are elongated both in the lengthwise direction of the strip and transverse to this direction, even though nearly all of the extension in both hot and cold rolling is in the lengthwise direction. The grains are thus roughly pancake-shaped, being longer and wider than they are thick, as observed also by Burns and McCabe,1 and as illustrated by the typical structures shown in Fig 1. Fig la, representing a conventional longitudinal section, shows the length and thickness of the grains, whereas Fig Ib shows their length and width as seen by examining a section parallel to the sheet surface. Both illustrate the very irregular grain boundaries usually associated with the elongated grain shape. A finer equiaxed grain structure in this same grade is shown in Fig Ic. Either the elongated or the equiaxed structure may be present in the annealed product, and in rare instances the two types may coexist in a single specimen, as shown in Fig 1 d. Isothermal Recrystalliza-tion of Rimmed and Alamimum Killed Steel An aluminum killed steel known to have an elongated grain structure after conventional processing (Steel B, Table l), was selected for the initial recrystallization studies; for comparison, a rimmed steel, A in Table 1, was used. Samples of each in the form of hot rolled strip 0.075 and 0.095 in. thick, respectively, were cold rolled on a small laboratory mill in steps of about 0.010 in. per pass to obtain total reductions of 40 and 60 pct. Small pieces of the cold reduced strip were heated in lead at selected constant temperatures for one of several periods of time, then cooled in air. Rate of heating in the lead was, of course, very fast. Hardness of the cooled specimen was measured and a longitudinal section examined metallographically. Isothermal recrystallization curves for these two steels at 1050°F, based on hardness of the air cooled specimens, are shown in Fig 2 in which the amount of recrystallization corresponding to each plotted point is indicated. The marked difference in the behavior of these two types of steel is evident. After a corresponding amount of cold reduction, the rimmed steel recrys-tallizes in a much shorter time than the killed steel and the shape of its recrystallization curve, (plotted on a logarithmic time scale), is very different. The curve for rimmed steel indicates that recrystallization is analogous to isothermal transformation of aus-i.enite in that it proceeds at a progressively faster rate up to some 50 pct recrystallization, then at an increasingly slower rate. Pvfoperties of rubidium and cesium are compared with those of other alkali metals. Methods for the preparation of rubidium and cesium metal are reviewed briefly, ad hazards and safety precautions required in handling rubidium and cesium metal are described. SimPle methods for handling laboratory quantities of elemental rubidium ad cesium under oil and under argon are illustrated. CESIUM and rubidium were both discovered by Bunsen and Kirchoff in the years 1860 and 1861. Cesium was discovered while Bunsen and Kirchoff were making a spectrographic study of spring water from Durkheim, Germany. It was the first element discovered by this technique. The element was given the Latin name "caesius" for sky blue because of the color it imparted to flames. Elemental cesium was first prepared by Setterberg in 1881 through electrolysis of a molten mixture of cesium and barium cyanides.' In 1861, Bunsen and Mirchoff discovered rubidium while making a spectrographic study of the alkali content of lepidolite ore from Saxony. Two prominent dark red lines appeared in the spectrum and so the element was named "rubidius" or dark red. In 1861 Bunsen and Kirchoff first prepared elemental rubidium through the electrolysis of molten rubidium chl~ride.~ The alkali metals are very similar in their chemical and physical properties. They are the most active metals, and all exhibit a single oxidation state of one. They are so reactive that they are never found in nature in the elemental state. The reactivity of he metals increases with atomic number. Rubidiurn and cesium ignite spontaneously in air and react explosively with water. This extreme reactivity makes necessary special equipment and techniques for the safe preparation and use of the metals. The cation: of Group IA can be separated from the metallic cations of other groups with relative ease, but the separation of the individual alkali cations is much more difficult because of their close chemical similarity. This close chemical and physical similarity of alkali metals can be inferred from the atomic radii, oxidation numbers, and ioni-zation potentials shown in Table I. A difficult but the most practical physical method of separating the elemental alkali metals from one another is by distillation. Only lithium has a boiling point sufficiently far-removed from the boiling points of the other alkali metals to make this method of separation feasible without elaborate and expensive equipment. This method is not used, however, for lithium because it possesses sufficient chemical dissimilarity from the other alkalies for it to be separated relatively easily as lithium hydroxide monohydrate or as lithium carbonate. Can wet-ground mica be produced from mica schist ores, and if so, would its properties be comparable with products now on the market? This was the problem which prompted the development of a flowsheet for the beneficiation of mica schist. The fine-ground mica industry relies on weathered pegmatites and alaskite ores as sources of raw material. The mica concentrates obtained from these ores are relatively clean and require moderate beneficiation to meet color and bulk-density specifications. Mica obtained from mica schist is iron-stained and decrepitated and requires additional beneficiation to produce a wet-ground mica product. Despite these adversities, there are several advantages to be gained by mining and processing mica schist ores. The mica content of these ores is considerably higher than that of the pegmatites and alaskite ores now being mined, often containing in excess of 40% mica. This higher-grade mica feed should promote a lower mining and milling cost. The mica schist ores with their higher mica content would mean less tailings to handle; however, there would have to be a means for disposing of acid and sulfate wastes. A flowsheet was developed whereby mica could be recovered from mica schist ores and beneficiated in a way that would result in a high-quality end product.' The essential phase of the process involves using reducing reagents to increase the magnetic susceptibility of iron contaminants which then can be removed with a magnetic separator. General Treatment Procedure The mica is floated by either of two methods, an amine float in an acid circuit' or the U.S. Bureau of Mines (USBM) amine-fatty acid float in an alkaline circuit' The flotation mica is ground in a pebble mill to liberate contaminated particles and expose iron-stained surfaces. The concentrate is then conditioned with a reducing reagent and passed through a Frantz Ferrofilter for the removal of magnetic material. The nonmagnetic product is acid-leached to further reduce the iron contamination. The leached material is then ground to product size and checked for specifications. Discussion of Flowsheet and Its Development Flotation: The mica is concentrated by flotation using either of two methods: an amine float in an acid circuit, or the USBM amine-fatty acid float in an alkaline circuit.' The writer does not wish to elaborate on the relative merits of the two flotation procedures; however, after investigating ores from various localities, it was felt that the amine float in an acid circuit was more consistent when using a standard procedure. Iron Reduction and Magnetic Separation: This phase of the flowsheet may be considered the key to the process. It was developed when it became apparent that hot acid leaching had just about reached its maximum effective¬ness for color improvement. S. C. Sun and William Hirsh in "Hydrochloric Acid Leaching of Iron From Pennsylvania Aluminous Clays,"` reported iron extraction for -20-mesh minerals of 82.20% for hematite and only 33.46% for magnetite. The test procedure employs a 19% hydrochloric acid solution, 104°C temperature, and 10% solids. It was felt that magnetic removal of some of the iron contaminants before leaching therefore would be advantageous. Since the iron minerals present as contaminants vary in magnetic susceptibility, it was decided to experiment with reducing reagents as a means of influencing their magnetic properties. Zinc hydrosulfite or sodium hydrosulfite were the reagents used throughout the tests. The procedure developed consists of conditioning the mica concentrate in a closed container at approximately 5% solids with a reducing reagent. Approximately 10.0 lb of zinc hydrosulfite per ton of mica concentrate is used. The ferric iron is reduced to the ferrous state (magnetic) and oxidation is retarded by isolation from the atmosphere in a closed container. After the desired conditioning time has elapsed, the material is passed through a Frantz Ferrofilter where the magnetic particles are retained and discarded as

THE mine and concentrator of the Howe Sound Co., Chelan Division, are at Holden, in a remote section of the Cascade Mountains of northwestern Washington. Holden is at an elevation of 3200 ft., in the narrow valley of Railroad Creek. This creek drains into Lake Chelan, at a point some 40 miles up the lake from the town of Chelan. The concentrator treats 2000 to 2500 tons of low-grade copper-gold-zinc ore per day. Concentration is achieved by the differential flotation process, with recovery of 94 per cent copper and 82 per cent gold in the copper concentrate, followed by the recovery of 65 to 70 per cent zinc in the zinc flotation circuit. The final flotation tailing is deslimed, and coarse sands, representing 60 to 70 per cent of the total, are cyanided. The tonnage of tailing material amounts to 1900 to 2370 tons per day. GENERAL CONSIDERATIONS The property is within the Chelan National Forest. Railroad Creek is a fishing stream, being stocked regularly with trout from State hatcheries. Consequently, in planning a milling operation, the Howe Sound Co. was obliged to avoid any pollution of the stream by tailing material, and also destruction of valuable stands of timber. Moreover, the selected tailing disposal sites should not mar the natural beauty of the valley. In addition to these requirements, the problem of tailing disposal at Holden was complicated by topography and climatic conditions. The valley is long and narrow, averaging 1200 to 1500 ft. in width. Its walls are flaring at a steep angle. There are no extensive flat areas suitable for deposition of tailing. All valleys tributary to Railroad Creek, also the well-marked paths of snowslides, must be avoided. Finally, the direction of prevailing winds and possible dust hazard arising therefrom dictated the necessity of selecting the tailing-disposal sites downstream from the mill building and two campsites. Heavy snowfall during the winter months of November to March, inclusive, impedes building of the retaining dike, making it necessary to prepare the needed storage space during the summer months. It is inadvisable, also, to do any dike building during the freezing weather, because the dike becomes unstable with the spring thaws, producing inevitable "sloughing" of the built-up borders. TAILING-DISPOSAL SITES The existing tailing-disposal areas are near the south wall of the valley. They were developed, and put to use in the following sequence: No. I. Area.-Covers approximately 10 acres. Built up to the height of 60 ft.

THE data recently published1-" on heat treatment of titanium alloys have not been readily systematized into an overall picture. When the ß titanium phase transforms isothermally at low temperatures, the hardness follows a typical age-hardening pattern, going through a peak as schematized by the "hardness" vs "time of isothermal transformation" coordinates of Fig. 1. As the temperature is raised, the peak will decrease in height and occur at shorter times; slowing must however take place as the /3 transus is approached. The brittle microconstituent in the region of peak hardness has been termed /3'. Its structure is still undetermined but it is clearly a transition stage from soft /3 to the £ + a that is found at the right of the peak. On continuous cooling, high cooling rates correspond to short times on Fig. 1; abscissa labeling has been added accordingly. Extremely rapid cooling will retain soft /3; very slow cooling will precipitate soft a; intermediate rates give hard 8'. Increasing distance from the water-quenched end of a Jominy hardenability bar corresponds to slower cooling (right on Fig. I), but the range of cooling rates covered by a Jominy bar is only a small portion of that shown in the figure. The p-stabilizing alloying elements retard the transformation process, moving the material to the left on Fig. 1. A lean alloy is harder water-quenched (P') than air-cooled (/3 +a); a rich alloy is harder air-cooled (/3') than water-quenched (/3). Examples of the position of various compositions with respect to the curve, based on limited data in the literature, are given at the top of the figure. Oxygen and carbon accelerate the transformation process, moving the material to the right on Fig. 1. If an alloy quenched quickly enough to retain soft /3 is reheated below the £ transus (tempered), it ages, going through a hardness maximum as time increases (moving right on Fig. 1). Material which after cooling from the /3 range lies on or right of the hardness peak, will move still further right on tempering, and so soften. Since the rate of the tempering (aging) reaction increases with temperature, the figure also may be used to represent the variation in properties with tempering temperature, at short tempering times. The simple picture given here neglects martensite transformation, as well as differences between decomposition products of /3 formed by direct isothermal transformation and those formed by quenching and tempering. It may nevertheless be of use as a guide for practical heat treatment and for further research.

THE Whale Lode occurs in the main range of the Rocky Mountains, Park County, Colorado Territory, at Hall Valley. It has been opened up and worked to some extent by the Whale Mine, situated some 11,300 feet above the level of the sea. The mine, with 700 feet of the lode on either side of the discovery shaft, is the property of the Hall Valley Silver-Lead Mining and Smelting Company. The adjacent country rock is a compact, fine-grained gneiss ; its general strike is about north and south, dipping steeply to the west. In the immediate vicinity of the mine, the strata are very nearly vertical. The gneiss incloses numberless veins of a reddish granite, in which the feldspar largely predominates over the quartz and mica, the latter oftentimes being scarcely perceptible. As a general rule these granitic veins seem to more frequently follow the lines of stratification of the gneiss than otherwise. They are of varying width, some large, some small; the larger are from 5 to 6 feet wide. Gash veins of feldspar and quartz are also of very fre¬quent occurrence. The general trend of the lode is about northeast and southwest, intersecting the country rock at about an angle of 45° to its stratification. It dips to the northwest at an angle of 65°. I am unable to state accurately how far this lode has been traced upon the surface, but it is at least well known to extend entirely through the mountain upon which the mine is situated, and is traceable over the ridge by a hollow extending for some distance along the surface, in which the lode crops out. This hollow in the surface rock has probably been formed through decomposition of the vein matter by atmospherical influences. The width of the crevice is variable, generally between 5 and 10 feet; the pay vein varies from an inch, or less, to 36 inches. The vein is generally accompanied both on foot and hanging walls by a whitish, semi-decomposed rock, composed of quartz and decomposed feldspar, and in some places-where the process of decomposition has not reached as advanced a stage-a light-greenish or black mica. This rock, therefore, is in places composed of all the constituents of gneiss, and is undoubtedly nothing more or less than the same in a decomposed condition. It is often very strongly impregnated with iron pyrites, generally crystallized in minute cubes, and it is probably owing to the presence of this min-
