In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. Quartz dust is one of the most significant ongoing health concerns in coal mining today. Since the early 1980's, the U.S. Bureau of Mines has conducted numerous studies in underground and surface coal mines to identify the sources of quartz dust and its fundamental characteristics. This report presents data and conclusions obtained from these studies. The two most significant quartz dust sources were found to be the continuous miner excavating rock and the highwall drill operating in a rock overburden. The percentage of quartz was found to be higher in the smaller size fractions of dust when significant amounts of rock were mined by the continuous miner. Another factor theorized to affect quartz dust generation and size characteristics is the morphology of the quartz-bearing rock. Several laboratory studies were conducted to investigate capture efficiency of water spray technology and flooded-bed scrubbers with respect to the particle size of the dust. Water sprays and flooded-bed scrubbers were both found to be less efficient on smaller dust particles, and the scrubber was particularly less efficient on quartz dust. These results indicate that quartz control technology should be directed at controlling smaller sized dust particles.

The Explosive Destruction System (EDS) has been designed at Sandia National Laboratories for the disposal of chemical munitions (phosgene, mustard gas, sarin etc.), many dating back to World War I. EDS is a portable system that is trailer mounted and consists of a vessel into which a chemical munition can be loaded and opened for neutralization with linear and conical shaped charges. Gases are contained within the sealed chamber. The linear shaped charges split the munition in two and the conical shaped charge (CSC) is aimed at the explosive burster, in each munition, which is detonated by the resulting shaped charge jet, Toxic chemicals remaining in the vessel following detonation are neutralized and disposed of. This paper documents the development of a new CSC needed to reliably detonate explosive bursters in an expanding array of chemical munitions that are beyond what the EDS device was originally designed to eutralize. Design of this new CSC was controlled by the need to deliver energy above the detonation threshold into the explosive after penetrating the outer steel casing, fluid, the burster casing and finally the explosive. Design considerations were driven by jet conditions at the steel/explosive interface inside the burster. Parameters to consider in CSC design include: 1) diameter, 2) liner thickness, 3) liner position in body, 4) explosive weight, and 5) liner shape or interior (apex) angle. The effects of these parameters on final CSC performance are examined in detail. CSC’s that meet the design specifications have been manufactured and tested. The performance of these charges are compared with the original design requirements.

Factors governing the dissolution of nickel and iron in pentlandite and pyrrhotite concentrates from Mt. Windarra were studied for aqueous solutions at normal temperatures and pressures. The effects of dissolved dioxygen, carbon dioxide, hydrogen ions, and chloride ions are described. The direct reaction of aerated water wiili pyrrhotite is much faster than with pentlandite, and reaction rates are proportional to the dissolved dioxygen concentration. In both cases divalent metal sulphates are produced initially. The subsequent oxidation of iron(II) to iron(III) and its oxolation produces acid solutions which rapidly attack both minerals. The presence of carbon dioxide or chloride ion has little effect on these rates.

This Information Circular describes the development of block-caving methods and practices by the Miami Copper Co. at the Miami mine in Gila County, Arizona. It is one of a series published by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. This report gives a history of the district and outlines early prospecting and exploration including methods of sampling and estimation of ore tonnage and value at the Miami mine. Early mining methods are described, particularly those that influenced developments in the caving method. Mine exploration, development, and operating methods for block caving are described with particular attention to those factors, physical, economic, engineering, and managerial that have improved efficiency in the mining operations over a long productive period. Extraction, ventilation, wage system, safety, water supply, power plant, and shop facilities are discussed. The last section gives a brief sumary of such costs as are available for publication.

The mining industry is no stranger to hard times. Throughout its history, the industry has faced the ups and downs of commodity prices, difficult-to-mine-and-process ore bodies, labor issues and other problems. Throughout it all, though, the mining industry continues to provide the materials needed for society —even in the face of attacks by those who seek to cripple the industry or have it go away. The reason the mining industry survives, of course, is that mankind requires the products the industry produces. And, in recent decades, the industry has developed new technologies and improved on existing ones to produce those products in environmentally sound ways. At the same time, the economic benefits have been enormous to communities throughout the world where mining takes place.

The safe operation of gas transmission pipelines is increasingly coming under the spotlight. Increasing environmental pressure is also forcing pipeline owners and operators to ensure the integrity of their pipelines. The integrity of a pipeline is usually determined using intelligent pigging, often referred to as In Line Inspection (ILI). However, in many cases, gas pipelines cannot be pigged for a variety of reasons. The National Association of Corrosion Engineers (NACE) has recently published Recommended Practice (RP) 0502, referred to as the External Corrosion Direct Assessment (ECDA) Methodology to assist pipeline owners with assessing the condition of pipelines that cannot be pigged. 2. External Corrosion Direct Assessment - NACE RP 0502 The ECDA Methodology is conducted in four phases as follows: ? Pre-Assessment ? Indirect Inspection ? Direct Examination ? Post-Assessment In the Pre-Assessment Phase, all the relevant historical and current data relating to the pipeline in question is reviewed. This covers pipeline, construction, soils/environmental, corrosion control and operational data. The aim of the Pre-Assessment Phase is to determine whether ECDA is feasible, and if so, to define the ECDA Regions and finally to select the Indirect Inspection Tools that will be used for each region. Identical in each report, the introduction summarizes research progress made in 1953 under the entire Synthetic Liquid Fuels program. The scope of work included excavation, rockbolt/shotcrete/wire mesh primary support and cast-in-place concrete lining of the (1) 216 m, top flared shaft, connecting 1.57 radian elbow, and 590 m tunnel to a 10.67 m finished diameter; (2) complex double bifurcation section; (3) excavation, support, installation and backfill concrete for three parallel, 135 m steel penstocks of 5.79 m finished diameter; (4) construction of a 43 m diameter reinforced concrete intake/discharge structure atop the shaft.

The pyrometallurgical industry plays a vital role in producing metals for our modern life. With growing demand of metals and declining grade of mineable ore, innovations become critical for many mining companies. It is necessary to conduct a review of recent improvements to the pyrometallurgical industry on analytical measurement techniques, process and equipment improvements, and computer-based modeling/simulations. Many of those innovations tend to be applied to wider metals, and not be restricted by a specific metal. Therefore, we tried to cover the wide applications of many improvements to wider range of metals to reflect this trend. The challenge of a lack of robust measurement techniques under high-temperature conditions within a furnace hinders optimization of a pyrometallurgical process. Some future opportunities in the pyrometallurgical industry on analytical measurement techniques, computer modeling, and processes and equipment have also been outlined and discussed.

This report documents the current status of the U.S. Bureau of Mines ongoing investigation of the use of adaptive signal discrimination (ASD) systems to distinguish between cutting coal and cutting rock. Cutting-tool forces and vibrations were measured in the laboratory using both conical bits and roller cutters in a linear-cutting apparatus for several material samples and two cutting directions. A number of ASD systems consisting of one or more signal classifiers were trained and tested to study how data window size, type of signal feature, and combining (polling) of classifier results influence system performance. The results show that ASD system recognition rates can be improved by increasing data window size, removing air-cutting portions from the signal data, overlapping data windows, and combining (fusing) information at various levels of ASD system operation.

To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concerns for the Mine Safety and Health Administration (MSHA) and ground control engineers. During past two years, Keystone Mining Services, LLC designed and developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents the patent pending impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development, and laboratory testing of a water proof composite impact resistant lagging panel, and (3) impact resistant steel set design based on Law of Conservation of Energy. Two underground cases will be included detailing the application of the system.

Precipitation in the northeastern United States, Florida, California and in many industrialized areas of the world is now more acidic (lower pH) than can be accounted for by natural causes. At the same time, the acidity of many lakes and streams in the northeastern United States has been measured and found to be similar to that of actual rain. These facts have led to conclusions that the two conditions are related. Coal burning utilities, 700 to 1000 miles upwind, have been accused of being the cause, leading to proposals for strict emission controls on the alleged offenders. The costs of these controls would place an estimated $10 to $15 billion capital burden on utility customers in about 15 states plus $2 to $6 billion annual operating costs. There appears to be no direct well-established scientific evidence that the accused are guilty but that the indictment is based largely on circumstantia1 evidence. This study examines the evidence, describes the situation and proposes what must be done to reduce the acid precipitation in an orderly cost beneficial manner. It is interesting to observe that studies by the different adversaries on the acid precipitation issue come to different conclusions largely because they do not read the same literature, but selectively develop evidence to support their own points of view, This study will try to review the issues impartially and reach a position of scholarly balance.

The U.S. Bureau of Mines evaluated the effectiveness of automatic water sprinkler systems on the suppression of incipient and propagating conveyor belt fires under ventilated conditions. Large-scale experiments were performed at airflows ranging from 1.1 to 4.6 m/s. In incipient fire experiments with 100°C, standard-response sprinklers installed above and between the belts, the sprinklers activated later, the peak heat release rates were larger, and more belting was consumed at the higher airflow. In similar experiments with 74 °C, fast-response sprinklers, the sprinklers activated at the same heat release rate for both high and low airflows, but the peak heat release rate and amount of belting consumed was slightly higher at the lower airflow. In incipient fire experiments with sprinklers located only above the top belt, the heat release rate and amount of belting consumed was larger at the higher airflow. The propagating fire experiments showed that sprinklers located above and between the belts were effective in stopping flame propagation. Peak heat release rates and amount of belting consumed were larger at the higher airflows for both the 74 °C, fast-response and 100 °C, standard-response sprinklers. The sprinklers were equally effective at each airflow.

Part of a major sewer expansion for the City of Columbus, Ohio. The Big Walnut Outfall Augmentation Sewer (BWOAS) consists of 4,000m (13,200 ft) of 3.66m (12 ft)diameter tunnel passing mainly through glacial deposits with a water head of up to 2 bar. The project involves many new innovations, including: Slurry wall work shaft with excavation below the water table; Hybrid universal rings combining traditional steel reinforcement with fibers; New, full EPB Lovat TBM; Two component grout system pumped to the TBM from the surface; and, Linabond corrosion protection liner. The paper looks at the planning approach adopted to meet the various challenges presented, combined with an overview of progress to date.

The occurrence of molybdenite in a small shaft in the western margin of the Wuuluman Granite in central western New South Wales is noted. Full petrographic and mineragraphic descriptions are given of a mineralized contact zone between the granite and a basic hornfels.Mineralogical data .indicate a similarity between this mineral occurrence and other occurrences in larger mines remote from the granite.

B. P. Thomson (South Aust. Dept. of Mines): Dr. A. B. Edwards presents in the published discussion on the above paper, his interpretation of the dolerite dyke-lode relationship as a major objection to the syngenetic origin for Broken Hill ore bodies to which Mr. Condon subscribes.Dr. Edwards claims that the dyke-lode relationships indicate clearly that the Broken Hill orebody was formed after the folding and regional metamorphism of the Willyama Series. Field evidence compels m:e to join with H. F. King (1958), in finding this conclusion unacceptable-as follows:(1) Broken Hill type mineralization, as defined by King and Thomson (1953), is clearly confined by the regional sillimanite isograd and does not extend into the lower temperature almandine and biotite zones as does the Thackaringa type mineralization.(2) In the Corruga area the writer has mapped a dolerite dyke apparently cutting a conformable quartz gahnite lode of the Broken Hill type (see Edwards 1958, p. 12).(3) At the Champion mine a similar lode is cut by a fine grained granite dyke.An alternative history of the dolerite dykes to that given by Stillwell & Edwards (1956, p. 26) appears possible. It has been suggested by the writer in an unpublished thesis, (Thomson 1955, p. 30), that the pyroxenite and serpentine plugs and dolerite dykes are rheomorphic end-products of a complex regional metamorphic and metasomatic process involving the formation of amphibolite and pegmatite. The analogy in composition between the dolerite and normal amphibolite is close (see Edwards 1958, Fig. 1, p. 22).

Pile foundations are widely applied in the Netherlands because of the soft soil conditions. One of the popular pile types are cast-in-situ piles, which have to be integrity tested to get accepted. Integrity testing has been applied for more than 30 years, with the number of integrity test performed nowadays exceeding 400,000 per year and subsequently there is a substantial amount of practical experience with this testing method. This paper will deal with some basics of integrity testing and describe some of the techniques that have been adopted in the Dutch pile testing practice, like detection of pile head defects with a spike type hammer pulse, and the site average or pile group average for the qualitative interpretation of measured signals.

INTRODUCTION The Raleigh-Durham International Airport (RDU) in North Carolina is the fourth largest airport in the southeast region of the United States. The Raleigh-Durham Airport Authority is currently underway with planning, designing and constructing are placement Passenger Terminal as part of the Major Capital Improvements Program at Raleigh Durham International Airport. The Terminal C Expansion and Renovation Project will replace the existing Terminal C structure with a new processor building and concourse. The project is separated into several contracts. The early stage contracts are constructing a west side storm water management facility, relocating taxiways, installing new drainage systems, installing new aircraft apron pavement, Demolition, the Central Energy Plant and Early Foundations. The later projects are the Terminal Building, Passenger Boarding Bridges, Information Technology Systems and Integration, Furniture, Furnishings & Equipment and Specialty Millwork. The Terminal Building will be constructed in two phases. Phase 1 constructs the north half of the new terminal. Airline operations will move to the new terminal at the completion of this phase. Phase 2 completes construction of the south processor building. The full build out of the project, subject to funding availability, will replace the remainder of the south concourse. The Program’s primary focus is to replace the existing passenger Terminal C with a new terminal that will provide more passenger gates and larger passenger screening, ticketing and baggage handling facilities. The planning for the New Terminal C Program began in 2002 with construction starting in March, 2003. The continuing growth of passenger airline travel in the Raleigh/Durham metropolitan area requires RDU to expand its facilities to keep up with the present and future growth within the Region. In October of 2002, the RDU Airport Authority selected Parsons Transportation Group as the Program Manager/Construction Manager to help assist in the development of the Terminal C expansion program. RDU Airport Authority selected the Seattle Washington Office of URS Corporation as the Engineer of Record for the West Side Storm Water Management Facilities. The Westside Storm Water Management Facilities Project became one of the early critical path activities of the overall RDUAA Terminal C Expansion Program. The Briar Creek Reservoir had been constructed to accommodate storm water runoff to the west of the Airport. The existing 1.5 m culvert that drained runoff from the airport terminal (area) to the reservoir was insufficient in supporting the additional flows
