This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

The Argentine pyroclastic loess arevulcanogenic deposits, which have their sources in the circumnpacific rim. The object of this work is to realize a de-tailed mineralogical characterization of this sediments, to use it like a geo logic outline which regiters discordance or similarity in them, The sampling zone extend from 714N-4125 to 622W-339S. The descriptions of these sediments was considered like basic, mesobasic or acid rocks. The basic sediments, looking like andesite-basaltic composition, are fill-ing the andean valley. The mesobasic one have a similar composition with a pyro-clastic dacite rock, and have been found in marshy pleistocene sediments in the intermountain valley and in the pampeana prairies. The acid ashed conform rhyoda-cite-rhyolite sediments which form the pampeana loess covers in the prairie.

A technical and economic evaluation of the potential for improving mining productivity through the use of underreamers in blastholes, specifically in relation to Minnesota taconite, Arizona surface copper and in situ mining operations is presented. Included are (1) a review of the drilling and blasting practices presently being used, (2) a discussion of current underreamer technology. (3) the presentation of a general economic cost model for underreaming, (4) the application of the model to surface taconite, surface copper and in situ mining, and (5) a summary discussion including required performance specifications, potential overall benefits, and recommendations for further development.

Current state-of-the-art microweighing technology represented by the Tapered Element Oscillating Microbalance (TEOM) is utilized as the basis for a new generation of Personal Dust Exposure Monitors (PDEM's). Two design configurations are presented. The first is an end-of-shift analysis system which uses small TEOM-PDEM cannisters that replace the filter cartridges in the current PDEM system. All other components carried by the miner (cyclone preseparator and pump) are the same. After the shift the TEOM cannister is plugged into an interface box which enables a minicomputer to automatically identify the unit, determine the dust mass increase during the shift, compute the shift average dust mass concentration, and print out and/or store the data. The second design is a real-time TEOM-PDEM system which is capable of operation over a 10-hour shift and on demand display real-time dust concentration level, time weighted average, and shift average concentration. As a result of the design study, a prototype end-of-shift analysis system was fabricated and delivered to the Bureau of Mines. A description of this system which consists of six TEOM cannisters, interface electronics and minicomputer is given. The system represents a significant advance in the dust monitoring program in terms or accuracy and automation.

In 1967 the United States consumed 58.8 quadrillion Btu of energy. Both the Atomic Energy Commission and the Resources for the Future, Inc., a private economic forecasting group, predict that the United States energy requirements will reach 135 quadrillion Btu by the year 2000. In 1967 bituminous coal produced 21.4 percent of the energy used in the United States and anthracite coal another 0. 5 percent. Coal Reserves Coal reserves make up about four-fifths of the United States storehouse of fuel in proven reserves. Seventy-five percent of all fuel, likely to be found and recovered is coal. Electric utilities consume more than half of the bituminous coal mined in the United States in generating 53 percent of the nation's electricity. Atomic Energy Commission analysts have proposed the development of a vast "national energy system" based upon long-distance electrical transmission from abundant untapped coal reserves in the western United States. The study predicts that even if uranium supplies are available and economic breeder reactors developed, coal requirements for electricity generation will more than double by 1980 and increase another 50 percent before the year 2000.

Timely and rapid intervention to underground combustion events (fires, explosions, and spontaneous combustion) is the key to the successful control of the mine atmosphere and restoring of a coal mine to production. The focus of this paper is the utilization of a GAG 3A jet engine system to combat either large out-of-control fires or to render an entire mine inert when access to problem areas is difficult or impossible. This system is based upon a Soviet designed agricultural jet engine which consumes aviation fuel with oxygen (O2) from the intake air and exhausts combustion gases, primarily carbon dioxide (CO2) and water (H2O), along with the nitrogen (N2) from the air and small amounts of carbon monoxide (CO) and hydrogen (H2). The system is designed to approach stoichiometric combustion (ideally, pure burning that scavenges all the oxygen from the intake air). Therefore, these exhaust gases are almost entirely “inert gases”- i.e., gases which do not contribute to, and in fact, can suppress the combustion process due to the lack of oxygen. Other methods to inert mine areas have been used in the US and internationally, but these methods usually use low flow inertisation equipment or methods. Use of these low-flow inertisation equipment and methods has been successful in proactively rendering gob areas inert and has the ability to inert the entire mine workings. "The Central Mukur deposit was discovered by the Semipalatinsk Geological Exploration Expedition (GEE) during detailed searches from 1977 to 1980. Andas Altyn Ltd., a Kazakhstanian gold mining company acquired the property and commenced mining in 1995. In 1998, Andas-Altyn Ltd. became a wholly owned subsidiary of Eurasia Gold Corporation.The Central Mukur gold project covers a linear series of parallel, discontinuous zones of near surface oxide gold mineralization that covers a distance of 7 kilometers and extends past the property boundaries. The oxide gold mineralization is a result of the regional oxidization of a primary sulfide gold mineralization emplaced in a series of shallow dipping thrust faults. Resources as calculated by the GEE are 3.45 mt at an average grade of 1.84 gmt Au in the C1 +C2 category and 7.52 mt at an average grade of 1.80 gmt Au in the P1 category. The Central Mukur Gold Heap Leach Mine consists of an open pit, heap leach pads, and an ion exchange resin gold recovery plant. Limited gold production (<2,500 ounces/year) has been achieved over the past three years leaching run of mine oxide gold mineralization. Gold recovery utiling cyanide to dissolve the Au and ionic resin technology to recover the Au for the leachate is approximately 60%. Loaded resin is shipped to a treatment plant at Almaty where the gold is stripped from the resin, refined and sold.This paper will describe the geology, mining, and processing of the Central Mukur ore. In addition, it will describe what it is like doing business in Kazakhstan and the transition from a Soviet style operation to a more western style operation.INTRODUCTIONThe Central Mukur Mine is owned and operated by Andas-Altyn Ltd. a Kazakhstanian gold mining company located in northeast Kazakhstan. Andas-Altyn is a wholly owned subsidiary of Eurasia Gold Corp., a Canadian public company listed on the Alberta Stock Exchange. The Central Mukur mine consists of a small open pit, and a heap leach operation that utilizes ion exchange resin to recover gold from pregnant solutions. In addition to the Central Mukur mine, Eurasia also owns the Myaly heap leach gold project which is also operated by Andas- Altyn Ltd."

A rotating magnetic field can be produced in a magnetic separator by using a magnet rotor fitted with alternate north-south magnetic poles, similar to the rotors currently used in modern eddy current separators. Rotation of the magnetic field causes ferromagnetic particles to rotate during magnetic separation. The particle rotation can then be used simply to remove entrapment during a conventional attraction magnetic separation (RMF lift separation), or it can be used to roll particles away from non-rotating particles, and to move them out of the separator under their own rotation (RMF rotation separation). RMF (rotating magnetic field) separation is a separation for ferromagnetic particles. These particles have a very ordered magnetism that is locked into directions of easy magnetisation in the crystal. As a result, if the external field rotates, the particles attempt to rotate with it. RMF separation uses this fact to rotate the ferromagnetic particles in a rotating field. In contrast, paramagnetic particles have a magnetism that can point in any direction with almost equal ease, and these will not rotate in a rotating field. By making use of this difference in magnetic properties, RMF rotation separation can separate ferromagnetic particles from paramagnetic, even when the particles have similar susceptibilities. Some particles such as both chrome spinel and ilmenite can contain ferromagnetic regions within a paramagnetic matrix. These ferromagnetic regions can vary from very small regions dispersed throughout the crystal, through thin lamellae, to larger more bulky regions. Although most natural ilmenite is ferromagnetic and generally has a higher magnetic susceptibility than paramagnetic chrome spinel, the susceptibility ranges for the two minerals overlap considerably (Allen, 2000a) due to the presence of these ferromagnetic elements, frequently making the conventional magnetic separation of these two minerals impractical. It is known that roasting a mixture of ilmenite and chrome spinel particles increases the magnetic susceptibility of the ilmenite while leaving the spinel susceptibility substantially unchanged. This makes the use of conventional (susceptibility attraction) magnetic separation more practical for the separation of these two minerals. However, very little is known about the effects of roasting on the response of ilmenite and spinel particles to a rotating magnetic field. For example, although the optimal ilmenite roasting conditions for conventional magnetic separation are quite well established such conditions may or may not be optimal for RMF rotation separation. Low intensity conventional magnetic separation on the basis of magnetic susceptibility can be made more accurate if it is carried out in a rotating field, because the rapid spinning of the separating particles prevents the formation of magnetic flocs, and reduces entrapment and entrainment. Medium intensity RMF rotation-only separation (no attraction component) has the ability to separate rotating (ferromagnetic) from non-rotating (paramagnetic) particles, irrespective of their relative magnetic susceptibilities. RMF rotation separation is of particular interest in this case because ilmenite particles generally rotate much better than the mainly paramagnetic chrome spinel particles, and roasting could enhance this difference further. Further information on the use of RMF to separate minerals can be found in Allen (2000a; b and c). The aim of this series of tests on a number of Australian ilmenites was to compare some different oxidising and reducing roast methods and to establish whether the use of RMF rotation separation improves the chrome spinel rejection.

Magnetic, electromagnetic and gravimetric surveys have played an important role in the mineral exploration leading to the discovery of three major massive sulphide deposits in the Anvil-Vangorda area of the Yukon Territory. During 1964 and 1965 a saturation prospecting program, relying heavily on the integrated use of airborne and ground geophysical survey techniques, led to the discovery of the Faro deposit, which was subsequently proven to be a 63-millionton lead-zinc orebody. Locating the Faro deposit, the largest found to date in this overburden-covered region, involved an exploration sequence requiring the selection of a favourable geologic environment, aeromagnetic and electromagnetic surveys, property acquisition of anomalous areas and detailed ground geophysical surveys, followed by rotary drill testing, detailed gravimetric surveys and diamond core drilling.

ABSTRACT The Saskatchewan Ministry of Environment recognizes the importance of environmental protection as an important contributor to Saskatchewan’s economy, with the environmental performance of industry closely monitored. Unfortunately, environmental regulation is often accompanied by significant process that does not always add value to environmental protection activities. The Saskatchewan Ministry of Environment has embarked on a visionary restructuring of its regulatory framework from conventional command and control regulation to a results-based regulatory framework. This new regulatory framework will provide for establishing clear environmental protection and resource management objectives; streamlining the environmental acts and regulations; developing an environmental code of practice; relying on qualified persons; enhancing compliance and enforcement tools; eliminating of many permits; and developing greater certainty in environmental assessment decisions. Results-based regulation promises to deliver enhanced environmental protection with less process. The uranium industry in Saskatchewan will be used as an example of the potential effects of results-based regulation.

The appraial of producing properties and profitability ntzalysis of a proposed capital expenditure are based on the same principles. In both problems a projection of future cash income is. cornpared to one or more capital expenditures. Several different methods have been in use either to compute a price to obtain a given earning power on the investment or to compute the earning power which will result from a given capital expenditure. One of these, the "Average Annual Rate of Return" method, computes in a simple manner the ratio of the present value of the future earnings after amortization to the present value of the undepreciated balances of the investment over the life of a project. This method, not well known generally, appears to have some rather unique advantages in reducing the computation work required, eliminating trial-and-error solutions, and providing a more accurate answer when applied to oil industry investments subject to the unit-of-production basis of amortization. Its derivation is given and its versatility demonstrated in the solution of certain everyday investment problems. A number of charts, useful in applying this method to profitability analysis and appraisal work, are provided. The current trend in the market values of producing properties is shown. INTRODUCTION Making sound capital expenditure decisions requires an objective means of measuring the productivity of individual investment proposals. Since the best measure of the economic worth of such proposals is their ability to produce profits, it is common practice to grade proposed capital expenditures according to their annual earning power as a percentage of the outstanding capital. The same principles which govern the determination of the rate of return of proposed capital expenditures also apply generally to the problem of determining the appraisal value or purchase price of income-producing oil and gas properties. Both problems are of prime importance in the producing phase of the oil business, where management is faced daily with decisions to drill or not to drill certain development wells, or with the determination of the appraisal value of producing properties. The common feature in both problems is that a projection of future cash income is compared with a known or estimated capital investment to determine itsiearning power or annual rate of return. In the case of development drilling, the cost of the proposed well can usually be estimated with a fair degree of accuracy and the problem consists of finding the rate of return on the invested capital. In the case of appraising producing properties, on the other hand, the desired rate of return is usually known in advance and the problem consists of determining the purchase price which, for the given income projection, results in the fequired rate of return. Certain accounting procedures common to the oil and gas producing business make these two problems and their solutions somewhat different from corresponding problems in other industries, and, in certain ways, simpler. The main difference is in the amortization policy which, for oil and gas production, is frequently on a unit-of-production basis, compared to the amortization on a time basis used in many other industries. The purpose of this paper is to discuss briefly the various methods currently in use for the measurement of productivity of invested capital in producing properties and, in more detail, the derivation and application of what will be called the "Average Annual Rate of Return Method". This rather interesting and not too well known method has some very definite advantages in the solution of many problems common to the oil industry. For the sake of simplicity, federal income tax considerations have been disregarded in the examples used, since they do not affect the principles involved. The use of the production payment route in the sale or purchase of producing properties, which has been amply covered in many other publications, has also not been included in this analysis. The Bureau of Mines is engaged in research to assess the hazards associated with the handling, storage, and use of combustible gases, vapors, and. liquids encountered in mines and in industry. As a part of this general pro-gram, numerous limits of flammability and ignition temperatures are being investigated for a wide variety of combustible materials, and methods are being developed to minimize the explosion hazards of these combustibles. The Bureau receives numerous requests for information on the explosion hazards of specified combustible mixtures under various conditions of use. This information circular has been prepared to assist those who may have similar requests. Destined primarily for the layman with a limited technical knowledge of the subject, it considers rather briefly the numerous factors that enter into the general problem of gaseous explosions and their prevention.

"After several successful projects on the Garden State Parkway and New Jersey Turnpike for support of single-stage MSE (Mechanically Stabilized Earth) walls using rigid inclusions (Controlled Modulus Columns) as an alternate to two-stage MSE walls and surcharge, the Bass River Bridge Widening project presented additional challenges in terms of soil conditions and height of embankment that created opportunities for the design-build ground improvement contractor and its MSE wall-designing partner to enhance their design and construction methods. The specialist contractor decided, in association with the wall system supplier, to perform an independent large scale instrumented test area on the project to demonstrate the ability of the design techniques to model the behavior of the system, as well as the capacity of the rigid inclusions to provide the necessary bearing capacity and settlement control to allow the construction of the highway without any consolidation period. This paper presents a detailed description of the design of the ground improvement system and MSE wall system, as well as the results and conclusions of the monitoring data gathered on the large scale test program. The combination of rigid inclusion ground improvement technologies, such as the CMC system, together with an MSE wall system allows for the rapid and economical construction of high embankment without waiting for a surcharge and consolidation period or the necessity to use a two-stage wall system. In-depth understanding of the design techniques and advantages of this combination will be provided and should be beneficial for any geotechnical engineer or owner looking for innovative solutions to save both time and cost on their projects.1. IntroductionAs development continues on sites with poor ground conditions throughout the world, conventional MSE walls remain a flexible design solution; however, construction of MSE walls in combination with ground improvement is becoming more frequent where extreme differential and/or total settlement prevail due to soft ground conditions. Various techniques have been used in the past in such conditions (e.g. conventional surcharge, staged construction, or two-stage MSE walls), even though these design solutions have typically involved longer waiting times for settlement to occur. As a result, conventional MSE wall design has been combined with a variety of ground improvement techniques consisting of rigid inclusions for an economical and efficient solution with the potential to accelerate construction and limit long term settlement. For the particular subject of this paper, the specialist contractor (Menard) proposed to use CMCs (Controlled Modulus Columns) to support the highest part of the MSE wall. CMCs are grouted displacement rigid inclusions installed in a grid-like pattern using a displacement auger. Before the CMCs are installed, a working platform may first need to be placed to allow equipment to move around the site depending on the ground conditions. Following the CMC ground improvement, an LTP (Load Transfer Platform) is installed prior to the construction of the MSE wall."

The structural age of the capital mining machinery, representing a part of the system of the Electric Power Industry of Serbia, has been dictated by the initiation and development of open pit coal mines. For example, the oldest bucket wheel excavators were installed some thirty-four years ago, and the average life of the relevant machinery exceeds twenty-two years. Operation of both capital equipment and machinery has direct effects on economic and business activities of open pit mines, and consequently forced us to make a decision and study thoroughly the problem of establishing the optimum exploitation life of capital mining equipment at the open pit coal mines of the Electric Power Industry of Serbia. The aim of this paper is to define and discuss the relative problems as well as to find out the possible solutions and establish the methodology for estimating the optimum exploitation life of machinery. The study was successfully carried out by a team of scientists engaged from and coordinated by the Department of Computer Science of the Faculty of Mining and Geology, University of Belgrade. This paper presents the key observations covering the subject problem. THE transportation of solids in pipe lines is a matter of deep concern in many fields of engineering. Much experimental and theoretical work has been done in an effort to devise means of designing pipe lines that will satisfactorily transport given solid loads, but there remain many unanswered questions in this field. The present discussion will be confined to a rather narrow portion of this field and will endeavor to point out certain factors that may well be considered when comparing the relative economy of various installations. The data have been presented previously but a new interpretation was prompted by a suggestion in a paper by Professor O&apos;Brien,1 of the University of California, that the friction work per pound of dry material should be considered in determining the relative efficiency of various installations. This method of considering relative economy in various pipe lines leads to some rather unexpected conclusions, especially with reference to the economy of large pipe sizes. A previous suggestion by the writer3 concerning the economy of a rather peculiar type of installation is strengthened. It is not believed that the considerations set forth herein apply directly in the case of dredge lines, where economy is largely a matter of a high rate of pumping in order to reduce the unit overhead charge. However, it is believed that some value may be gained from these considerations in cases involving the disposal of a fixed amount of solids per unit time with a minimum expenditure of energy and at a low cost for replacement of worn pipes. Such situations are not uncommon in the disposal of mill tailings and the disposal of solids deposited from irrigation waters. It was found that data leading to general conclusions for various pipe sizes were not available but certain definite trends are indicated and methods of analyzing available data are presented in the hope that they may be of assistance in preparing engineering estimates on designs of pipe lines of the type described above. "A number of silver producers have identified a need for a system to recover silver and gold from base metal flotation concentrates on site rather than sending the concentrate to third party smelters to improve mine economics. Historically intensive cyanidation has only been used for coarse gold gravity concentrates in batch machines but Gekko have applied the InLine Leach Reactor (ILR) to these difficult to leach concentrates.The ILR’s unique ability to operate at various solid to solution ratios, high mass capacity, the ability to handle fines, the use of peroxide to aid silver leach kinetics and simple operation has resulted in significant economic benefits to Hochschild PLC’s Selene and Arcata operations. This paper describes the commissioning phase of the ILR5000BA intensive cyanidation reactors on concentrates from the Selene mine at the Ares Concentrator.INTRODUCTIONIntensive leaching of high grade concentrates in gold ore treatment is now commonplace and is considered an essential feature of most gold circuits (Lane, Fountain and LeBrooy, 2008). The devices commonly used for intensive leaching (InLine Leach Reactor, Acacia Reactor, etc) are specifically designed for the typical coarse nature of the concentrate.In some of these intensive leach applications, significant amounts of silver are co-recovered with the gold. In fact, the intensive leaching conditions of 1 to 2% NaCN in solution and high dissolved oxygen levels, overcome the issue with silver’s slow dissolution rate in traditional CIL/CIP circuits and avoids the formation of insoluble silver sulphide minerals on the surface of the gold (Marsden, 2006).There are a significant number of mine operators producing silver in the form of mixed base metal sulphides flotation concentrates. Typically the mine operators are paid for the silver after processing of the concentrate by the base metal smelter whom recovers the silver during the refining process."

King County (Seattle, WA) is on a monumental task of building the new Brightwater System complete with a new treatment plant, three main conveyance tunnels, a new outfall into Puget Sound and other ancillary works. This paper will describe the first conveyance tunnel, Brightwater East currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor that is scheduled for completion in early 2010. The project located in Bothell, WA (north of Seattle) is in both King and Snohomish Counties. It was the first of the major tunnel projects that was scheduled by King County for the Brightwater System. The East Contract consists of the following major elements: 14,000 ft of 19&apos;-2&apos; EPBTBM mined tunnel using 16&apos;-8&apos; ID bolted, gasketed precast concrete segments for a primary liner; installing and encasing 14,200 ft each of 48&apos;, 66&apos;, 27&apos;, 84&apos; in diameter steel pipes inside the tunnel along with three runs of fiberoptic cable; 2,430 ft of 72&apos; in diameter microtunnel including three caisson shafts and associated structures; one Intercepting Structure (IS) shell to mine from that is 74 ft deep and 74 ft finished in diameter with 130 ft deep slurry diaphragm walls, tremie slab and final concrete wall lining; one Influent Pump Station shell (IPS) 83 ft deep, twin 77 ft inside diameter cells, with 160 ft deep slurry diaphragm walls, tremie slab, and final lining; two short 12 ft in diameter inter-shaft connector tunnels; one extraction shaft 40 ft deep by 40 ft wide and 140 ft long for connection to the new treatment plant piping.

Em função do procedimento do ensaio de CWI, é possível que as partículas sejam danificadas por impactos sucessivos dos martelos em energias de impacto crescentes. Se houver danificação, a estimativa da energia de fratura será menor do que a energia de fratura real do material. Caso contrário a energia de fratura medida corresponde a energia de fratura mais a energia equivalente a um incremento de 5º do ângulo de impacto. Neste trabalho uma metodologia foi desenvolvida especificamente para avaliar a danificação de partículas de rochas durante o ensaio de CWI. Quatro amostras distintas de rochas/minérios foram testadas. Os resultados mostram que há uma tendência consistente indicando que a danificação ocorre, porém, se de fato as partículas danificam, a magnitude da redução da energia de fratura é baixa ou incipiente.
