THE power requirements of the Mount Lyell Mining and Railway Company at Queenstown, Tasmania, have, since the inception of smelting operations in June) 1896, been derived continuously from the extensive forests in the watershed of the Queen River, adjacent to the works, the fuewoodbeing of good quality, mainly composed of myrtle or beech (Fagus Ounninghami), eucalypts, and manuka (Leptospermum ericoides). The country is very rugged and mountainous, indented by numerous ravines and gullies, and intersected by, many creeks, which are subject to periodical floods, under the influence of a heavy and persistent rainfall, which averages about 110 in per annum. The areas so far exploited aggregate a total of about42 square miles, and this denuded country gives promise of ultimately becoming very valuable pastoral ground for cattle-raising. Anglo Coal South Africa mines coal for both the domestic and export market using open cast and strip mining methods. To establish a mine, a process is set in place to gather ever increasing amounts of geological and metallurgical data to confirm a proven reserve. Increasingly, geotechnical data are also included in this process to confirm that reserve is easily and safely mineable. The mine design process is an iterative one using a combination of numerical modelling and empirical data to arrive at a mining layout that is both, practical, productive and safe. In South Africa it is a legal requirement to compile a code of practice to combat rock fall and slope instability accidents and these have to be revised annually, reinforcing the iterative process of continual improvement. To ensure best practise occurs, all Anglo Coal operations are subjected to annual 2nd party audits and ad hoc 3rd party audit by independent consultants. This paper attempts to explain the process described above in a concise, but understandable manner. 1.0 GEOLOGICAL SETTING The Ecca sediments date from the Permian period and the coal deposits were formed in glaciated valleys on a basement of Dolomite, Ryolite or Granophyre rock types. The sediments overlying the coal deposits are typically flat lying and multiple bedded. The sediments consist of mudstones, shales and sandstones and are generally capable of forming stable highwalls given the time that they must stand up for. Anglo Coal extracts coal from the Witbank, Highveld and Vereeniging coalfields. The Witbank coalfields contain five seams numbered from the base upwards, 1 to 5 Seam; Highveld coalfield the 2 and 4 Seam and the Vereening area the seams are described as Top, Middle and Bottom seams. Coal deposited over the basement Dolomite formation display very erratic dips, as contemporaneous subsidence occurred in some instances over sinkholes that were forming, resulting in local thickening of the coal deposit and resulting in strata that dips toward the centre of the sinkhole.

My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Following completion of planned mining operations at the Goldcorp Dome Open Pit Mine, a high-grade Shaft Pillar located in the pit highwall was recovered. Mining of this Shaft pillar faced numerous rock engineering design and implementation challenges due to its remote position on the highwall and the presence of mine workings within the wall. The case example presented in this paper discusses the geotechnical investigation performed at the site, novel measures undertaken for installation of ground support required for rockmass reinforcement and for worker protection, as well as operational challenges to successful mining of the Shaft Pillar.

An inert-gas fusion technique was applied by the Bureau of Mines to the oxygen analysis of mixed-fluoride electrolytes used in electrowinning uranium and the rare-earth metals. Method development included: (1) Thermodynamic and experimental evaluation of the temperature required to quantitatively remove oxygen from a fluoride melt; (2) installation of a water and an acid trap to entrain the volatilized fluorides; (3) development of a suitable sample-preparation technique for the heterogeneous fluoride baths in which both pulverizing and pelletizing were necessary to achieve reproducible results; (4) comparison of platinum flux and dry crucible techniques, which showed that the use of platinum was not necessary. The accuracy of the method was evaluated by analyzing fluoride baths containing known amounts of oxygen added as the metal oxide. In the 0.05-to 0.5-percent range, the relative error was about ±5 percent.

"Ultrafine grinding of minerals has been in wide spread use in the industrial mineral field for over 30 years. Within the last 10 years the metalliferous industry has shown interest in the ability to produce ultrafine particles, as chemical, physio-chemical and physical separation processes have advanced to be able to treat ultrafine metalliferous particles. Also as the primary mineral deposits are depleted, new more difficult deposits must be mined. Existing operations are also looking to maximize economic return from existing deposits, requiring new thinking and technologies.The recent development of industrially proven and cost efficient technologies for ultrafine grinding has opened up another processing option for the treatment of finegrained metalliferous and refractory gold ores. The current commercial designs are variations of stirred mills used in the industrial minerals sector for the past 30 years. For the purposes of this paper ultrafine grinding is considered to be P80 of less than 15 microns.Attrition milling to fine grind sizes presents some challenging issues relating to scale-up including the dearth of information on the quantitative impact of feed and operating conditions, as well as the precise and accurate measurement of particle size distributions. Two examples from recent installations will be analyzed including Thalanga Copper and Century Zinc Mines. Both have diverse grind size targets for the SMD, yet both have realized significant metallurgical gains."

Equilibrium distribution coefficients were determined for some monovalent and polyvalent ions for several absorbing and exchanging media as functions of pH and initial ion concentration. Among ions studied were NH4 (I), K(I), Ni(II), Ce(III), Th(IV), and Mo(VI). Absorbents used were: ion exchange resins; a tertiary, and a quaternary amine in an inert solvent; and some activated carbons. The ions studied were in aqueous HCI, HNO3, H2SO4, or HC104 solutions. The classical mass action expression proved of little value in describing the variations observed. The data indicate that the determining factors in absorption and ion exchange may be the ionic species in the aqueous solution, which in turn depend upon pH, dilution, and perhaps other conditions. Three sorption processes have become prominent in recovering values from leach solutions. These are: 1) ion exchange, 2) solvent extraction (liquid ion exchange), and 3) physical adsorption by materials of high specific surface. In the first two of these processes the exchange reaction is considered chemical in nature, and is discussed in terms of the mass action principle. The third is considered a surface phenomenon and is discussed in terms of surface areas and various forms (Gouy, Stern, Grahame, etc.) of the Helmholtz double-layer theory. Generally speaking, we have found in chemical analysis and hydrometallurgical studies that there are close similarities between the three sorption processes, and also differences which are difficult to reconcile with any of the usual theoretical treatments. That others have experienced the same troubles is shown by the fact that usable processes, in chemical analysis as well as in hydrometallurgy, generally are discovered by empirical procedures. EXPERIMENTAL CONSlDERATlONS The gaps between theory and practice have allowed many conflicting statements to appear in the litera- ture. To learn, in particular, the behavior of some metallic ions on a cation exchange resin at a constant pH, equilibration studies were made over a wide range of concentrations.' Results are shown in Fig. 1 for four metals in hydrochloric acid solution on a strongly acidic cation exchange resin, AG 50W-X8 (Bio-Rad). The distribution coefficient, defined as D = amount of metal extracted per g of resin/amount of metal unextracted per ml of solution is seen to vary in a way to support all manner of reports about its behavior with changes in solution concentration. The metals used were chosen from those least likely to form stable chloro-complexes. As a rule, the usual zinc retort smelter fired with natural gas made its own burners, of which there might be 300 per block, out of standard pipe fit-tings. The gas was discharged through a feeder pipe at various distances into a cylindrical horizontal "blow hole" through a pillar block and thence into the furnace; the best location of this gas-feeder pipe was at the horizontal central axis of the blow hole; the side entry into the blow hole usually was used. The air entered the same blow hole behind the gas, through a short nipple, in the inner end of which was a constructing orifice in a clay plug; in this ,work cone-shaped funnels of various lengths also were used. Even with the air and gas correctly proportioned to each burner, small differences in their dimensions were found to influence greatly the temperatures reached, their uniformity, and consequently the percentage of zinc extracted. This fourth paper of a series on cooperative work in the zinc retort plants of the Eagle-Picher Mining & Smelting Company discloses the methods and principles followed in approximating closely the optimum dimensions for various burners, with examples from experimental and commercial furnaces showing the interrelation of such dimensions with combustion and temperatures in the furnace.

Brownfield project portfolios are notoriously hard to manage. Day to day there is a constant stream of changes and challenges within projects and across the whole program. When the budget year is over, we?re often left wondering: did the facilities get what they really needed? Did we get value for the capital that was spent? Did we get all the project control and process improvement that we paid for? Great work has been done over the years by the Project Management Institute, Construction Industry Institute and Independent Project Analysis to identify what leads to project success, develop project delivery systems and equip project leaders to perform better. But is attention to individual projects all we need when the job is to deliver a portfolio of many projects? Let?s work with an analogy for a moment, and say a project is like a car, and a project manager the driver. Why can?t all the projects in the portfolio get home in time for dinner? The answer, of course, is that the commute home is about traffic, not just about cars. The road, the signals and the actions of other drivers affect us in our individual cars. Optimizing traffic flow is not about managing individual cars, it is about creating the conditions that allow all traffic to move as smoothly as possible. When we?re stuck in traffic, it doesn?t really matter that we are skilled drivers who know our exact location and our engine?s vital signs. Success with a brownfield portfolio requires more than the equivalent of driver training and a good GPS in every vehicle. Managing the annual budget requires more than tight management of each project. This is not a suggestion to abandon project management in the brownfield multi-projects world; the idea is to find and apply the right tools for delivering a portfolio. Remember, we want confidence in 3 areas: 1. that the facility is getting what it really needs, when it needs it 2. that we are getting value for money invested in facility modifications and improvements, and 3. that our controls are adding value by guiding our improvement What are those portfolio tools? The job they have to do is distinct from project-level thinking: ? Create a clear and balanced business pull for project ideas ? Maintain a respectable plan for fiscal, resource and business control ? Organize the work into a steady flow ? Manage the nature and timing of value-driven project substitutions and priority changes ? Focus on overall business value added and best use of resources ? Repurpose the projects organization into being the way the facility gets improved

A floating gold dredge operating in coarse alluvial gravels of the Grey River on the west coast of the South Island, New Zealand, generated high concentrations of clay and colloidal particles in the dredge pond, which entered the groundwater system. Sampling was carried out at depths down to 20 m and it was found that variation of the length of the flow path occurred because of the movement of the dredge towards the piezometers. The alluvial gravels, the suspended sediments, the groundwater system and the water chemistry were all studied. Sediment concentrations were found to be highly variable with depth, but the relative concentrations in the depth profile were generally consistent as the flow distance shortened. The sediments were extremely fine and travelled further through the gravels than predicted. Comparison of field results with the available theory of deep filtration in clean beds of porous media gives some basis for estimating the behaviour of fine sediments in other alluvial systems

Fresh coal refuse was sampled at 21 US mines. Five of the sites were drilled, sampled and tested more extensively. Field tests included Standard Penetration tests, and in-situ density determinations. Laboratory testing included specific gravity, gradation, maximum, and minimum density tests, as well as 9-inch) drained triaxial tests, 9 and 10-inch, permeability tests, slake-durability tests, and accelerated slaking tests. Some refuse sites had significantly lower shear strengths and permeabilities in old, slaked or weathered material than in fresh refuse. Testing did not show useful correlations between strength and permeability changes and other material properties which could serve as "predictors". Testing of refuse under "accelerated slaking" conditions showed promise as a comparative tool and as a potential means of preparing artificially aged samples for evaluations of long-term behavior. The state-of-the-art in slaking research, and the implications of slaking on coal refuse disposal, and on practical methods of managing slaking, were also studied.

Original data are presented to show the effects on smelting lead 'products when air is supplied to a lead blast furnace under volume versus under pressure control.

The Golden Cross Mine is located on the North Island of New Zealand, at the base of the Coromandel Peninsula, approximately 8 km northwest of Waihi. The project is operated as a Joint Venture with Coeur Gold New Zealand holding 800/0 and Viking Mining Limited with a 20% interest. The past open-pit and underground gold and silver producer has been in the reclamation phase of the operation for approximately 2.5 years and is now nearing completion. Although rehabilitation of the site is a regulatory requirement, the Closure Plan has been enhanced by the ongoing commitment of the Joint Venture to establish a sustainable land use for the site by commissioning engineered facilities designed to last for perpetuity. The Joint Venture identified six significant design features that were key to successful rehabilitation. These were the controlled placement of acid generating waste rock into engineered disposal sites; the design and placement of sealing layers over the waste rock disposal sites; the design and construction of diversion drains; the establishment and management of vegetation to protect the oxygen diffusion layer; a partial capping of the tailings to accelerate consolidation adjacent to the tailings dam embankment, and the implementation of a cyanide recovery circuit to recycle cyanide from the tailings prior to disposal. Another key to success for the project involved genuine consultation with all parties participating in the planning, evaluation, and consenting of the closure process at Golden Cross. The local and regulatory community has been widely represented in the Joint Venture's operating and closure plans throughout the history of the mine. Participants include: Regional and District Councillors and staff members, professional peer reviewers, environmental groups, local residents of the valley, and Iwi. This overall commitment to the project has resulted in a world-class rehabilitation program for the first modern metal-mine closure in New Zealand and we believe that collectively, the work done at Golden Cross is helping to set a standard for the success of future programs within the extractive industry.

The sudden, violent collapse of large areas of room-and-pillar mines poses a special hazard for miners and mine operators. This type of failure, termed a cascading pillar failure, occurs when one pillar in the mine layout fails, transferring its load to neighbouring pillars and causing them to fail in succession. Recent examples of this kind of failure in coal, metal and non-metal mines in the USA are documented. Mining engineers can limit the danger presented by these failures through improved design practice. Whether failure occurs in a slow, non-violent manner or in a rapid, violent manner is governed by the local mine stiffness stability criterion. This is used as a basis for three design approaches to control cascading pillar failure: containment with barrier pillars during pillar splitting; prevention with panel pillars of high width-to-height ratio and small-centre mining; and full extraction by retreat mining
