Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. The objective of this paper is to share the optimisation journey of a pilot Reflux classifier (RC) circuit in the Exxaro GG1 plant, at Grootegeluk beneficiation complex in Lephalale, South Africa. The RC circuit was commissioned in 2016 to produce semi-soft coking coal at its fines circuit; however the stability of operation as well as the quality control of the coal product was not fully achieved. Various test campaigns and optimisation studies were conducted to understand and optimise the RC circuit at GG1. The studies revealed circuit design inefficiencies; provided an improved technical understanding of the current pilot circuit and the parameters required for the circuit to reach a stable operation. The operation was stabilised with its current inefficiencies to produce an average 12.5% ash semi-soft coking coal product for sustained periods, above the initial target of 10.3% ash. "The U.S. Geological Survey and Natural Resources Canada conducted a study on the net import reliance of each North American country, and the impact of North American trade on the net import reliance of 12 nonfuel mineral commodities that are associated with advanced technology products: cadmium, cobalt, gallium, germanium, graphite, indium, lithium, nickel, rare earth elements, selenium, silver and tellurium. The combined results for North America, using 2014 data, showed greatly reduced net import reliance for nearly all of the commodities evaluated, which is largely the result of pooling the resources of production and recovery in Canada and Mexico of materials that are consumed in the United States. This study highlights the mitigation of potential supply risk for critical materials that results from trade within the North American trade bloc. IntroductionMultiple metrics and definitions exist for what constitutes a critical material, but there is broad acknowledgment that a mineral commodity may be considered critical if, among other factors, its production is geographically concentrated, if it has few or no substitutes, or if the country of origin is politically unstable. Numerous governmental and independent researchers have proposed methods of investigating criticality, with differing priorities such as economic resilience or strategic military supplies (European Commission, 2014; Graedel et al., 2015; U.S. National Science and Technology Council Subcommittee on Critical and Strategic Mineral Supply Chains, 2016). While criticality really depends on who is asking the question, and despite the differing priorities, there are several commodities that are commonly found to be of concern. In particular, some critical or potentially critical materials are used increasingly in advanced technologies, or they have complicated supply chains because they are coproduced or are produced in controlled markets.Commodities for which imports are required to satisfy domestic demand are those for which the importing country is net import reliant. Two special tools for recovering gamma-ray probes and logging cable from drillholes have been designed by Ohm and Bunker and constructed by Ohm. Though intended specifically for U. S. Geological Survey equipment, they may be used with other equipment of the same general type. Fishing Tool for Probes: A fishing tool of the overshot type (Fig. 1) was designed to retrieve logging probes (sondes) that become disconnected from the logging cable and are trapped in the drillhole. When the tool slides over the top of the gamma-ray probe, studs on the bottom engage the shoulder near the top of the probe (Fig. 2), which is then pulled to surface. The barrel can be constructed from brass or steel tubing. Wall thickness is not a critical dimension, but the tool should be heavy enough to sink through mud or water in the drillhole. The internal length of the tool must be enough to prevent interference with the upper end of the probe head as the tool slides over it. The design of the probe head used by the USGS required a minimum free space of 2 1/2 in. inside the fishing tool, which was made 7 1/2 in. long to increase the weight. The lower end, which engages the shoulder of the upper end of the probe, contains three studs placed at 120" around the circumference of the tool and held in the engaging position by the tension of a spring wire. The studs can be made of any metal, such as steel, having high tensile strength. As the tool slides over the probe the studs are pushed outward from the center against the spring tension, allowing the tool to slide into position below the shoulder of the probe head. The spring tension forces the studs inward into the engaged position after they pass the shoulder. When the tool is raised the studs stop against the shoulder, preventing the tool from sliding up over the top of the probe. Once it engages the shoulder of the probe it cannot be freed until both probe and fishing equipment are recovered from the drillhole.

CHEMICAL nitrogen and the "nitrates" of commercial significance are derived mainly from three basic sources: (1) the natural deposits in the form of nitrate-bearing earth and clay, which, being largely water-soluble, can exist only in the most arid portions of the earth; (2) coal, which yields not only nitrogen but also the additional by-product hydrogen required for the synthesis of ammonia and its compounds; (3) the atmospheric air, which contains 75.5 pct by weight of pure nitrogen gas. NATURAL NITRATE DEPOSITS Occurrence Although natural nitrate deposits consisting principally of the salts of sodium and potassium have been reported in Egypt, South Africa, Mexico, Argentina, Colombia, Peru and the USA, the only known natural nitrate resources of commercial importance are the vast deposits found in the Atacama, Tarapaca and Antofagasta regions of northern Chile, lying in a narrow strip 10 to 50 miles wide and roughly 450 miles long, between latitudes [19O] and [26OS]. In addition to yielding nitrates of sodium and potassium, these deposits are the source of the major portion of the world's supply of iodine. The nitrate-bearing ores known in Chile as caliche are variable in composition and may contain from 5 to 30 pct each of nitrate, chloride and sulphate. While the deposits are present chiefly in the form of the sodium salt, potassium, magnesium and calcium also occur in percent- ages from 0.1 to 5; usually as double salts with sulphate, which are but slightly soluble in nitrate leach solutions. These double salts are bloedite(Na2S04.MgS04.4H,0), glauberite (Na2S04.CaS04), polyhalite (K2SO4.- MgS04.2CaS04.2H20). Some deposits contain up to30 pct of their ni-

DIAMOND drills have played an important part in the development of mines for many years. Recently. they have also entered the production field arid the use of diamond drills m the primary breaking of ores has become a big branch of the industry. The writer has estimated roughly that the total diamond drilling in Canada during 1942 was 5,625,000 feet, of which 2,250,000 feet, or 40 per cent, was for blast-holes. This accounts for 6,750,000 tons of ore broken, using the conservative factor of 3 tons per foot of hole. Many consider that the use of diamond drills for blast-holes is the most important advance in mine practice of the past decade, and the industry owes a great deal to the staff of Noranda Mines, Limited, for the pioneering they have done in the development of long-hole mining methods and for publishing their results. A great many mines have followed Noranda's lead. At the Waite-Amulet, Aldermac, Flin Flon, Canadian Malartic, Hoyle, and Matachewan Consolidated mines, most of the ore is broken by long-hole blasting. While the mines were developing new methods, the diamond-drill industry was developing mechanically-set bits and better machines. Through the effective use o smaller, cheaper diamonds, as well as more efficient setting, bit costs per foot are only one-half what they were ten years ago. Few people realize that a diamond bit is relatively inexpensive. The common EXT coring bit, for example, contains some 200 small diamonds, weighing altogether about 2.70 carats which, at $3.40 per carat, cost $9.20. After use, the equivalent of about 100 of these diamonds may be recovered. Therefore the true cost of the bit is only $7.00, made up of $4.60, the cost of the diamonds lost, $2.00 for setting, and $0.40 tax. The trend in machines has been toward specialization for the different classes of rock in blast-hole work. Light, high-speed machines have been developed for soft ores and higher powered machines for hard ores.

Two 200 T/da Lurgi Turbulent Layer fluid-bed roasters have been in operation at Canadian Electrolytic Zinc Limited since 1966. Zinc concentrate containing 52-54% Zn, 9-11% Fe,31-33% S is treated to produce calcine containing 60-62% Zn,10-12% Fe, .l-.3% S as sulphide and .8-1.2% S as sulphate. Each roaster train comprises a waste heat boiler, two cyclones in parallel and a two-field electrostatic precipitator. Distribution of calcine collected is 10-15 percent from bed overflow, 55-65 percent from boilers, 20-25 percent from cyclones and 2-6 percent from precipitators. A Monsanto designed contact plant produces acid at a rated capacity of 365 T/da (100% H2304 basis) from roaster gases diluted to 7.0-7.5% S02. The process steps are gas cleaning and cooling by weak acid scrubbing, acid mist removal in electrostatic precipitators, gas drying in 93.5-96.5% H2304, conversion of sulphur dioxide to sulphur trioxide in a four-pass converter containing vanadium pentoxide catalyst, and absorption of the sulphur trioxide in 98.1-98.3% H2S04. Product acid is 93.2% H2S04. Conversion efficiency is 97-98 percent and overall sulphur recovery from concentrate is 87-90 percent. The adjacent fertilizer plant has a capacity of 135 T/da of P205. The products are 54 percent phosphoric acid, run-of-pile triple superphosphate, and diammonium phosphate. The plant is of Ugine-Kuhlman design and consists of an air-cooled multiple tank reactor, a tilting pan filter, and a forced circultation vacuum evaporator. Triple superphosphate is made on a continuous belt and partially cured in a rotary dryer. Diammonium phosphate is produced by ammoniating phosphoric acid in a single stage reactor. The slurry of ammonium phosphate is granulated in a blunger and dried.

This document is the final report of a study aimed at defining the relative contributions of various sources of respirable airborne dust on longwall faces. In order to define the contribution of various primary sources, continuous dust level data were recorded on five longwalls for an average of five shifts at each. By analysis of these data with records of face activity, it was possible to determine the overall contribution of each of the major elements of the longwall system to overall respirable dust exposure at various face locations. Average levels were determined for roof support generated dust, conveyor and intake dust and for dust levels during various shearer activities. When average levels are compared between mines, a significant degree of consistency is noted. The next phase of the study was aimed at differentiating the various dust sources associated with the shearer. To this end 'fly cuts' varying from 6 in. to 30 in. were closely monitored as were dust levels at operators' positions over the various segments of longwall cycle. These data indicated that the clearance ring of the shearer drum as a disproportionately heavy contributor to shearer dust make. A statistical analysis of the effect of shearer haulage speed on dust make revealed that high haulage speeds are associated with low specific dust make.

This paper, which describes the milling practice at the Montana mine concentrator of the Eagle-Picher Lead Co., is one of a series being prepared by the United Slates Bureau of Mines. LOCATION The Montana mine is situated on the eastern edge of the Oro Blanco mountains at an elevation of 4,300 feet. It is in the Oro Blanco mining district, Santa Cruz County, in the southern part of Arizona, about 4 miles north of the Mexican border, 30 miles northwest of Nogales and 80 miles southwest of Tucson. Amado, a station on the Southern Pacific Railroad, midway between Tucson and Nogales, and about 40 miles northeast of the mine, is the shipping point and is reached over an excellent highway.

The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during he 84th Regular Meeting of the Institute was called to order by the president, H. Dean Jacot at 11:30 a.m Tuesday, June 28. 1988 in Peak Room 5 of Beaver Run Resort at Breckenridge, Colorado. Twenty three were present and a quorum was established. The president stated the purpose of the annual meeting is to inform members of the status of the affairs and activities of the corporation during the year. It was moved by Loren Linville, seconded and carried to approve the minutes of the previous meeting as published in the 1987 Proceedings. The chair called for reports of the various com¬mittees and these reports will he placed on file in the RMCMI office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted two resolutions: (I) Noting the passing of members since the last convention-Richard T. Brownrigg. Don A Dewey, John T. Maulshy. Hugh D. Nyquist and Mike Zakotnik. (2) Recognizing the superior skills of J. Brett Harvey. RMCMI Vice President of Utah. For recruiting 26 new members from the State of Utah and named him as #1 Recruiter in the Institute?s 1988 membership drive. Linville further commended the Executive Secretary officers, chairmen and committees loran excellent job in planning the 84th Regular Meeting and convention. Membership. In the absence of chairman Ed Sullivan. the secretary reported there are currently 718 active or dues paying members, 51 Life Members and 250 delinquent in dues payment. In the 1988 membership drive. 132 new members have been recruited and 74 of them attended this convention making up 27V, of the total attendance. Patrons of the Institute. This report was given by the secretary for chairman Ira McKeever. A total of 124 plaques has been prepared during the low year life of the program. It has been culled to 119 possible donors as some firms have gone out of business or consolidated. Of this number 46 renewed their annual $100 donation and three new Patrons have joined prior to the convention for a total of 49. During the convention. four new Patrons donated $100 each. tour former Patrons pledged $100 each and seven would be-new Patrons pledged $100 each for a total of 15. This would bring the grand total to 64 if all pledges are received prior to the close of this fiscal year as opposed to 59 renewals in 1987. Program. Co-Chairman Pete Nielsen announced the convention program theme "Broadening OUR Horizons" was well received despite the loss of three speakers during the final days prior to convention. Because the remarks of the Monday luncheon keynote speaker ran over the first time-to-be-tried Monday afternoon Poster Session was delayed almost an hour in beginning. This well thought out feature will he run again next year but in a different time frame. Nielsen thanked his co-chairmen, Bill Balaz and the Poster Session chairman Marcie Greenberg. Publicity. Chairman Tom Egan reported three newsletters including the convention newspaper were sent members during the year. He and Bob Jacob of Bob Jacob Public Relations were at registration daily to secure business card ads and to solicit advertising for the Proceedings. Scholarship. Chairman Keith McGinnis reported that six of the seven scholarship recipients were present at the convention. The University of Arizona at Tucson was added this year and it was the only university visited this year by the chairman. Each scholarship recipient was introduced to the membership at the Monday morning Welcome Session, presented a plaque and responded. The input Iron each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. McGinnis noted that the mining engineering department at the University of Wyoming may be dropped during the coming year. Joe Dunlap suggested that every member rally support of this department. This information circular is one of a series published by the Federal Bureau of Mines in which the methods and costs of producing uranium ore on the Colorado Plateau are discussed. This report describes the three largest company-operated uranium mines of Climax Uranium Co. - the G-1, the Mineral Joe, and the Frank No. 1. Climax Uranium Co., a subsidiary of American Metal Climax, Inc., was [corporated] May 11, 1950, just 2 years after establishment of the domestic uranium program by the Atomic Energy Commission. Twenty-five years earlier Arthur H. Bunker, now chairman of the board, American Metal Climax, Inc., organized and operated the U. S. Vanadium Co. at Rifle, Colo.3/ Soon after Climax Uranium Co. was organized, it entered into a contract with the Federal Government to build a uranium-vanadium processing mill in Grand Junction, Colo. Under the contract Climax leased from the Federal Government certain uranium-bearing lands that had been withdrawn from public entry in 1948. From Minerals, Engineering Co. on June 12, 1950, Climax acquired other uranium-vanadium properties on Calamity, Outlaw, and Monogram Mesas in Colorado and on Polar Mesa and in the Yellow Cat area of Utah. To house the milling equipment, Climax leased the old Grand Junction sugarmill building of the Holly Sugar Co. Milling facilities, based on a then new process developed for treating both uranium and vanadium, were completed, and the plant went into production in 1951.

Introduction In October of 1961 Texas Gulf Sulphur Company contacted the Asheville Minerals Research Laboratory, of the North Carolina State University, and requested assistance in the development of a phosphate ore body in Beaufort County. The main: objectives of the work at Asheville were defined as follows. The Laboratory should try to determine on the basis of drill core samples, submitted by Texas Gulf Sulphur Company, the highest grade of phosphate concentrate that could be obtained with high recoveries from North Carolina ore, the thickness of the ore body that could be treated economically in one section, and the quantity of concentrate that could be obtained per acre. The results should be compared with data obtained from the treatment of Florida ores. It was important to use mineral preparation methods during the initial laboratory work that could be verified later by continuous pilot plant operation and could be scaled-up for a commercial plant. The writer was in charge of the project at the Asheville Minerals Research Laboratory and participated in the development of one of North Carolina's greatest mineral resources from the first drill core examination to the production of the first poundage and tonnage quantities of flotation concentrates. The Lee Creek phosphate mine and mill was put in operation in early 1966 and can produce three million tons of phosphate concentrate a year. Sulfuric- acid, and phosphoric acid plant, diamonium phosphate plant and triple super phosphate plants came on stream in 1967; at that time they were the world's largest. Coal was discovered in South Africa in the mid 1830's. The earliest exploitation of modern times was probably in Natal where, in a letter dated 20 August 1842, a Captain Smith mentions that a wagonload of coal brought to Pietermaritzburg, was sold. Until the discovery of diamonds in 1867 and the Witwatersrand gold in 1886, coal mining satisfied a very small domestic demand. By 1889, at least four collieries were operating in the Middelburg-Witbank district, some 120 kilometres East of Johannesburg, and mining had star- ted at Vereeniging, about 50 kilometres to the South of Johannesburg. A map of South Africa is shown in Figure 1 and an enlargement of the main coal mining areas in Figure 2.

The Great Dyke of Zimbabwe constitutes the world?s second largest reserve of platinum group elements (PGE) after the Bushveld Complex in neighbouring South Africa. Within the Great Dyke, economic concentrations of PGE are restricted to sulphide disseminations of the Main Sulphide Zone (MSZ), which are currently mined at the Ngezi, Unki, and Mimosa mines. Near-surface oxidized MSZ ores have a large potential. Their total resources are in the range of ca. 160 ? 250 Mt; however, all previous attempts to extract the PGE from this ore type proved uneconomic due to low PGE recoveries (<< 50 per cent) achieved by conventional metallurgical methods. Within the ores of pristine, sulphide-bearing MSZ, the PGE are bimodally distributed. Platinum occurs mainly in the form of discrete platinum group mineral (PGM) grains (mainly bismuthotellurides, sulphides, and arsenides), whereas approximately 80 per cent of the Pd (and some Rh) is hosted in pentlandite. Within the oxidized MSZ ores, the PGE are polymodally distributed. Whereas arsenide- and sulphide-PGMs, making up ca. 25 per cent of the original Pt content of the ore, largely remain stable (relict PGMs), the remaining PGMs are disintegrated. The base metal sulphides are destroyed, partly releasing their base metal and PGE contents, and are replaced by iron oxides or hydroxides. Unspecified amounts of the PGE are redistributed and either form secondary PGMs, are found in chemically and mineralogically ill-defined (Pt/Pd)-oxides or hydroxides, or in iron-hydroxides, Mn?Co-hydroxides, and in secondary silicates. The problematic processing of oxidized MSZ ores is attributable to their complex nature and polymodal distribution of the PGE, prohibiting a significant upgrading of the ores by conventional metallurgical methods. Therefore, only bulk leaching methods are viable for ore treatment, and novel metallurgical methods have to be developed for the processing of these ores. Our ongoing work aims at locating the PGE in their mineralogical form in order to understand the mineralogical balance of the PGE in the ores and thereby facilitate the evaluation of metallurgical options for their recovery. A short overview on options and recent advances regarding the recovery of the PGE from oxidized ores is given.

"A new pyrometallugical technology, named KLS process, has been developed by Dowa Mining at its Kosaka Smelter to smelt various kinds of lead raw materials.The process consists of clearly separated two reaction steps, smelting and reduction. For this purpose, respective stationary furnaces are installed which are connected by a slag launder.Dry raw materials, together with pulverized coal and oxygen-enriched air, are injected through a lance pipe into the molten slag in the first furnace. It is kept under a high oxygen potential to remove sulfur completely. Resultant PbO rich slag overflows to the second furnace where pulverized coal and insufficient air are also injected through a lance pipe to reduce PbO to lead bullion and to compensate for thermal deficit. The entire operation is carried out continuously. The process development started back in 1981. In late 1986, a pilot plant with a capacity of 3.5t/H was constructed.Already nearly 20,000 tons of raw materials, mostly lead sulfate mixtures have been smelted successfully.IntroductionFor a long time, main raw materials for lead smelting at Kosaka smelter have been such secondary incombustibles as lead sulfate and lead-barium sulfate. The former is leach residue of the copper smelter flue dust and the latter originates from Iijima zinc refinery. While the most of lead concentrates produced locally has been smelted by an ISF of Hachinohe smelter in which Dowa Mining has a share.The surplus lead concentrates were processed at Kosaka by a hydrometallurgical method to convert PbS to PbSO 4 as pretreatment, and followed by simultaneous smelting together with the above secondary materials (1). Approximate output has been 1,5000 /M of lead bullion and slightly more than 2,000t/M of refined lead by adding lead bullion returned back from Hachinohe smelter (2)."

Diesel-powered equipment operating in a gassy underground mine could conceivably ingest a methane-air mixture from the mine atmosphere that could cause the diesel engine to overspeed, or exceed its rated speed. Engine overspeed, particularly if extreme (engine runaway), could result in personal injury, a possible mine explosion, and/or catastrophic engine failure. In this report, the Bureau of Mines reviews the literature on the potential hazards of methane-induced diesel engine overspeed. Also included are the Bureau&apos;s findings from consultations with representatives of the diesel engine industry to determine the specific engine behavior that could he expected under the overspeed condition. The report summarizes data on mine accidents involving methane, discusses results of tests on the compression ignition of methane in diesel engines, and examines fuel governors and intake-air-cutoff devices, two kinds of devices used to prevent overspeed. Analysis of the information gathered suggests that the conditions necessary to cause a diesel engine to overspeed uncontrollably are not likely to occur, particularly if the engine is equipped with flame-proofing devices. The available literature and lack of actual overspeed case histories suggest that the safety devices currently in use are sufficient to prevent diesel engine overspeed.

The current status of the international zinc market is summarized, and a supply /demand outlook is presented for the next five years. A number of technical problems facing the industry are outlined. Introduction ZINC has sometimes been called the unknown metal. Considering that on a world basis it ranks third among non-ferrous metals in production and consumption, zinc retains a certain modesty. It has no distinctive colour like copper, lacks the low density of aluminum or magnesium and is not always easy to identify as a product. The &apos;spangle&apos; of galvanized steel is probably zinc&apos;s most distinguishing feature. The purpose of this article is to develop an over-all review of zinc. Starting with the current position of the metal, the major factors that will shape its future will be described so that an assessment of the outlook for zinc can be made.

This paper, dealing with network planning in an industrial complex, discusses the type and size of project that can be handled on a manual basis. After a review of the fundamentals of network planning, and specifically of the Critical Path Method, the author analyses several different types of projects, each with its own characteristics. Some can be handled in conjunction with a computer, but others can be dealt with equally well without one. Among the projects discussed are a blast furnace reline, the installation of a billet mill flying shear, and routine maintenance-type operations.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining and crushing methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might, in many instances, cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations may ensue. The author wishes to acknowledge the assistance of the following persons: L. W. Camp, general manager; S. Cooper, plant superintendent; and W. R. Riel, office manager.
