Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

During the past 50 years, significant research has been performed in the ecology and physiology of plants that colonize soils containing elevated concentrations of heavy metals. Similar work has also been performed on plants that are able to survive acidic and saline environments. Efforts have focused on the ecological analysis of plant communities that occur over a range of metalliferous mining wastes. Investigations have been performed on the mechanisms that allow selected varieties of plant species to survive in normally phytotoxic environments and on the potential applications of metal-tolerant varieties of plant species. The purpose is the remediation and reclamation of mining wastes and soils that contain unusually high concentrations of so-called heavy metals. Characteristics of some mineral wastes Metalliferous mining wastes present special environmental restoration problems because of their toxicity. Potential toxicities are mostly caused by residual metals derived from weathering of low-grade ore or the waste products of mineral processing. In cases where pyrite forms a part of the mining waste, acid generation by oxidation may exacerbate the toxicity problem by promoting heavy-metal mobilization in aqueous solution.

It is somewhat reassuring to note that the United States has an abundance of coal reserves which can be used to bridge the widening gap between the nation's energy production and consumption. The U. S. Bureau of Mines has recently established a demonstrated coal reserve base of 434 billion tons. (31)(Figure 1) As can be observed, the major percentage of the reserves is in the West. Although surface coal mining in the West has been gaining increased attention in recent years, western reserves that must be deep mined are significantly greater. Though deep mining activity in the west is very limited and accounts for less than 2% of the annual production, the primary reason, quite probably, is the greater thickness of the seams as compared to those found in the East. Forty-five billion tons of the western demonstrated coal reserve base for underground mining are in seams greater than 10 ft. in thickness. (37) Thick coal seams do not lend themselves readily to extraction with the underground mining methods practiced in the United States today. Experiences from the practices in other countries can serve only as guidelines. Consequently, a concerted effort is necessary to overcome the technical difficulties.

In April 1957 the Bureau of Mines instituted a reconnaissance of titanium-and zirconium-bearing heavy sandstone deposits in the Four-State area of Utah, Wyoming, New Mexico, and Colorado. This report summarizes the study. Eighty-two deposits or groups of deposits, containing an estimated 27,920,000 tons of titaniferous sandstone, were examined in the Four-State area; 16 in southern Utah, 19 in Wyoming, 33 in New Mexico, and 14 in southwestern Colorado. The 16 deposits examined in Utah contain an estimated 1,043,000 tons with an average grade of 17.98 percent TiO2, 5.67 percent ZrO2, 20.98 percent Fe, and 0.09 percent equivalent Th02. The 19 deposits investigated in Wyoming are estimated to contain 21,873,000 tons of titaniferous sandstone having a weighted grade of 5.22 percent 702, 0.55 percent ZrO2, 24.8 percent Fe, and 0.01 percent equivalent Th02.

INTRODUCTION THE Darwin District is 30 miles east of Olancha which is 220 miles north from Los Angeles via U. S. Highway No. 6. The ore deposits occur in the Darwin hills that have been elevated above the Darwin Plateau by typical basin and range-type faults. Some of these faults have been active quite recently as shown by the displacement of Quaternary (?) basalt flows and the rejuvenation of erosion in Darwin wash. The ore bodies occur as fissure fillings and replacement of favorable beddings in a thick series of Paleozoic limestones, dolomites, shales and quartzites. Rich oxidized lead-silver ores were discovered in the early seventies. By 1875, Darwin had a population of about 5000, and by 1880 several small mills and smelters had been built. Early exhaustion of surface ores, the isolated location of the district, and fluctuation of metal prices caused intermittent operations until World War II. The district production is estimated at about $3,000,000 prior to 1900 and perhaps $4,000,000 between 1900 and 1945 when Anaconda purchased the major producing mines. For the past two years, daily production has averaged 75 tons of direct shipping and 150 tons of milling-grade ore. At present, 300 tons of mixed oxide and sulphide ore are treated by flotation, the oxidized lead minerals being activated by addition of sodium sulphide after galena and sphalerite have been recovered from the circuit. Extraction averages 85 pct of the lead, 80 pct of the silver, and about 33 pct of the zinc in a bulk concentrate. The mill is designed so that minor changes permit selective flotation of pyritic lead-zinc ores encountered at depth. GENERAL GEOLOGY The oldest rocks in the Darwin hills are a series of Paleozoic limestones, dolomites, shales and quartzites probably Pennsylvanian in age. These rocks have been intruded on the west by the Coso granite batholith and on the east by a granodiorite stock. Numerous sills and dikes grading from orthoclase granite to gabbro are exposed in the underground workings. The sedimentary rocks have been considerably folded and faulted, the most prominent structure being a northwest pitching anticlinal fold, the crest of which lies just west of the ridge line of the Darwin hills. The east limb of this fold has been intruded by the granodiorite stock and east of the stock the sediments show several closely spaced anticlines and synclines. The minor flexures on the west flank of the major fold are structurally important in localizing the ore in the Defiance and Essex mines of the Darwin group. There are three principal systems of faulting and fissuring, most of which are post-intrusive and premineral in age, with minor amounts of postmineral movement. The Buckrange reservoir, Stephens field, Ark., is approaching the economic limit of production under present operating conditions. Over 100 million barrels of oil remaining in the reservoir will not be recovered by primary producing methods. The Bureau of Mines, in cooperation with the Arkansas Oil and Gas Com-mission, made the petroleum-engineering study presented in this report to aid operators in evaluating secondary-recovery possibilities in the reservoir and in planning secondary-recovery programs if their initiation is decided. The Stephens field, in Columbia, Nevada, and Ouachita Counties, Ark., is about 12 miles northeast of Magnolia, Ark., and 15 miles west of the Smackover field. Surface elevations in the area average about 240 feet above sea level.

Hibbing Taconite Company is located by the cities of Hibbing and chisholm near the center of the Mesabi Range, approximately 169 km (105 miles) from the Canadian Border. The plant site is equidistant from these two communities, about 6.4 km (4 miles) from each. A 169 km (105 mile) railroad connects us with the port of Superior, Wisconsin, where the pellet production is loaded into lake carriers for lower lakes destinations. Immediately to the south of the mine area is the world famous Hull- Rust-Mahoning Mine which produced more than 700 000 000 million tons of red ore between the years 1893 and 1973.

Once completed, the Montreal Réseau Express Métropolitain (REM) will be the fourth largest automated transportation system in the world. The REM represents construction costs of approximately 7.0 billion Canadian dollars. The project consists of 67 km of twin tracks over four branches connected to downtown Montreal. The project includes 26 stations with 3 underground stations in downtown Montreal. One of the underground stations was built using the NATM method with thin permanent shotcrete initial and final liners separated by a sprayed on waterproofing membrane. The 2 other underground stations were built with the cut and cover approach including one using permanent secant pile wall with permanent walers and struts as the support of excavation and the final perimeter wall of the station. The project also includes the rehabilitation and enlargement of the Mont Royal Tunnel. This 100-year-old double track tunnel is about 5 km long. The REM also consists of 3.6 km new TBM tunnel connecting downtown to the Montreal International Airport through saturated soft ground and karstic rock. By the time of RETC, the construction of REM underground structures will be completed. This paper presents the design and construction aspects of the underground structures of this mega project.

[Considerable research work has been done on secondary crushing and coarse rued fine grinding, and the literature on the general subject of crushing contains many references to the work of investigators on the laws governing end the factors entering into the economical production of fine materials. However, little information on primary crushing in available. The literature deals mainly with problems and practices in ore dressing, end in this field the engineer or investigations is concerned largely with the production of fine material rind the unlocking of minerals in the ore. Under such conditions close control of screen sizes of primary-crusher products is a secondary consideration and has received very little attention. The growth and development of tae nonmetallic industries have drawn more attention to primary crushing. Many of these industries are interested is the production of a minimum amount of fines and a maximum amount of a coarse Product that meets certain definite size specifications, a condition entirely different from that in the field of ore dressing. Under such conditions tae proper type of primary-crushing equipment and a knowledge of the factors governing the operation of such equipment nest are essential to economical production of a satisfactory material.]

Ladies and Gentlemen: Never in the history of our mining industry has the emphasis on public relations been accelerated as much as it has in the last few years. Knowing of your keen interest in this subject I consider it a great privilege that your program committee has asked me here to discuss the crushed stone segment of our industry approach to this important part of our daily business lives. As you are aware, crushed stone operations are present in almost every segment of the country wherever aggregates for construction projects are required. The tonnage of crushed stone produced is second only to sand and gravel - another source of aggregates - and this together with sand and gravel amounts to over half of the tonnage of all mined products in the United States. What is unique about this industry that will be of interest to all of you in analyzing how they have approached Public Relations? The fact that it is so wide-spread is of course obvious, but perhaps a more significant nature of this segment of the mining industry that has brought it more in the limelight of public interest and on a larger scale is the location of a large part of the quarries quite close into the urban area and population centers where you have the greatest demand for aggregate products.

As part of the overall development of a borehole mining system -develop backfilling techniques to reduce possible damage to the environment caused by either the cavities or the piles of sand tailings that result from in-borehole hydraulic mining. (Borehole mining is described in technology News No. 56.) Approach Water filled cavities at the bottom of boreholes are rapidly and economically backfilled by jetting a sand-tailings slurry underwater. How It Works The Bureau of Mines borehole mining system creates a cavity having a horizontal diameter of more than 50 feet. (See photograph). This cavity can be backfilled with much of the sand previously mined. The sand tailings or similar backfill material is dumped by a front end loader into a slurry mixing tank at the rate of about one ton every three minutes. Enough water is added to give a thick, but pumpable slurry. The slurry is pumped down the borehole through a string of 4-inch pipe to the cavity. After passing through a right elbow at the end of the pipe, the slurry is ejected through a nozzle. The resulting slurry jet emplaces the backfill at the outer wall of the cavity. To obtain an even distribution of fill in the cavity, the nozzle is slowly rotated. The nozzle and pipe assembly is supported from a turntable on the surface. See diagram.

New Gold?s New Afton Mine, located 8 km (5 miles) west of Kamloops, British Columbia, is a 4.5-Mt/a (5-million stpy) block cave mine, making it the highest tonnage underground hard rock mine in Canada. The reserve is estimated at 52.5 Mt (55.9 million st) with grades of 0.65 g/t (0.02 oz/st) gold and 0.93 percent copper (2012). Commercial production was achieved in July 2012 and nameplate production was achieved ahead of schedule in September 2012, with the cave breaching to surface in 2013. The mill has a SAG and a ball mill with a froth flotation circuit.

"The Bolivar Dam, located near the Village of Bolivar, Ohio is one of a system of dams designed to provide flood control and water conservation in the Muskingum Watershed. The Bolivar Dam is a “dry dam” that only impounds water during flood events. In order to address problematic seepage, which negatively affects the structural stability of the dam, the U.S. Army Corps of Engineers (USACE) designed a partial-depth and partial-length Seepage Barrier Wall (SBW) through the upstream slope of the dam. For this project, TREVIICOS constructed a 36 in (914 mm) positive SBW by plastic concrete panel wall method and excavated using hydromill and clamshell equipment. The plastic concrete was manufactured on-site, which allowed for enhanced quality control and prompt service. This required the installation, commissioning and operation of a concrete batch plant on-site. This paper presents the challenging aspects of the design, manufacture and placement of the plastic concrete for the SBW in order to meet contract strength and permeability requirements as well as workability requirements necessary for tremie concrete placement.Project General InformationBolivar Dam is located in Northeast Ohio (Fig. 1). It is one of a system of sixteen dam projects designed to provide flood control and water conservation in the Muskingum Basin, which covers 20 percent of the State of Ohio (Fig. 2). Bolivar Dam is on Sandy Creek, a tributary of the Tuscarawas River.The Dam has been constructed, operated and maintained by the USACE, for the Muskingum Watershed Conservancy District. Its construction was completed in 1937 and it has been in operation for flood control since 1939.Bolivar Dam is a rolled earth fill dam, with a typical embankment section made of a central impervious core flanked upstream and downstream by a pervious outer shell with downstream rock toe. The embankment has a maximum height of 87 ft (26.5 m) and a crest length of 6,300 ft (1,920 m), and is comprised of the main embankment starting on the left abutment of about 1,500 ft (457 m) heading to the Northeast, followed by the terrace embankment of 4,800 ft (1,463 m) heading to the North. An upstream impervious blanket extends up to 500 ft (152 m) upstream of the dam along the majority of its length. The outlet works are to the left of the embankment, and consist of an intake structure with six gates, followed by two outlet conduits that finish in a stilling basin. To the left of the outlet works is the uncontrolled emergency spillway, which was doubled in width to 540 ft (165 m) in 1989, and excavated material utilized for construction of a stability berm against the upstream face of the main embankment. A concrete parapet wall was also installed along the upstream side of the crest during this work. In 1982, a toe drain, downstream filter berm and line of 35 relief wells were installed. The filter berm was recently extended an additional 200 ft (61.0 m) downstream and granular filters were placed over an approximate 2000 linear ft (610 m) reach of the lower terrace slope. The Ambuklao hydroelectric dam was originally constructed in the 1950s in the remote and mountainous region of the northern Philippines. Following its construction the dam has suffered heavily due to siltation and a partial collapse of the intake structure due to a 7.8 magnitude earthquake that struck the region in 1990. Between the years 1990 and 1999 the power station progressively lost its capacity to generate power. In 1999 the owner took the power station out of commission. The power station remained idle over the next 12 years. In 2008 the power station was sold to a new owner who commissioned the rehabilitation works.The rehabilitation project restored the operating status of the power station in June 2011 and increased its capacity from 75 MW to 105 MW. The civil contract of the rehabilitation project required the construction of a new intake structure behind an in situ rock coffer dam on the edge of the existing reservoir, new 6.2?m diameter × 124?m deep blind sunk shaft behind the intake structure, which connects to a new 6.8?m horseshoe profile headrace tunnel that ultimately connected onto the existing vertical penstocks which feed three No 35 MW Horizontal Turbines rated at 155?m head.The unique challenge in rehabilitating this existing hydropower station involved finding solutions that would conclusively deal with the challenging geological and hydrogeological conditions associated with excavating new tunnels and a drop shaft beneath a live dam.McConnell Dowell was awarded the civil works package for the rehabilitation works in August 2008. The Ambuklao rehabilitation program took 33 months to complete.Over 600?m of tunnels were excavated in highly weathered and often challenging geotechnical conditions via drill and blast with the extensive use of high-pressure fissure grouting to control groundwater ingress that was surcharged by the dam.This paper focuses on the use of high-pressure fissure grouting that took place to enable the excavation of the new waterway system and intake structure.CITATION:Bowskill, A and Harrison, C, 2014. These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.

Failure tests on laterally loaded single and pile group are analyzed with a 3-dimensional elasto-plastic finite element program. In the analysis, the mechanical behavior of the ground is supposed to be elasto-perfect plastic with Drucker-Prager's yielding criterion. The nonlinearity of the piles is simulated by assuming a hyperbolic relation between the bending moment and the curvature of the piles. The influence of the axial stress on the cast-in-place concrete piles is also considered in the numerical analysis. It is found that the mechanical behavior of the piles subjected to lateral loading, such as the load-displacement relation up to an ultimately large deformation, and the distribution of bending moment in the pile group can be well simulated.
